T H E POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MAY 16, 1890. VOL. VII., No. 666. REGULA 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OP THE POLICE GAZETTE, GEEAT SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE Gazette, if they are sufficient to enable action to be takeniupon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious . offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15 » . per portrait, and of Is. 6d. per photograph or sketch oj a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent ; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immeaiate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. . 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. ^ 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later them noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. „ , , ^ r j , i 12. W. NOTICE* EXTRADITION. APPREHENSIONS SOUGHT. MURDER. LANCASHIRE. i.— A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver Hp to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In " O nor under any consideration whatever, thall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver Hp its own subjects to the other Govern ent, bat can not be considered Jbound to do so. LEIGH ( County) .— Woodcut portrait and description of EREDERICK EDWIN YAUGHAN, alias BENT, whose apprehension is sought for the murder of Thomas Elliman by shooting him at the Ship Canal Works, Rixton, on 27th ult.— age 21, height 5 ft, 5J in,, com- plexion swarthy, hair brown, eyes grey, very slight light moustache, lost some teeth in front, scar on cheekbone ( supposed right), running abscess in left groin ; dress, blue pilot jacket ( rough cloth), blue linen jacket under- neath, strong lace boots ( much worn), and dirty hard felt hat, A native of Gorsley, near Ross, Herefordshire. Has worked on the 5th, 6th, and Tth Sections of the Ship Canal, generally employed attending to engines; at Bristol Waterworks; at Drope, near Cardiff, as a wagon trimmer; and at Horwich, Lancashire, as a crane driver, where he has a married sister residing, It is now supposed that he has procured a sum of money, and that he will endeavour to leave the country. Information to Supt. Weir, Leigh. 8 T H E POLICE GAZETTE. FRIDAY, APRIL 236, 1890. APPREHENSIONS SOUGHT, SPECIAL NOTICE. METROPOLITAN POLICE DISTRICT* 2.— W. RANSOME, alias HENRY HARTLEY, Expiree, described in Case No. 1, 31st May, and Special Notice, Case No. 1, lst November last, not yet apprehended, and the warrant for his arrest is still in force. The gang of swindlers to which this man belongs are still carrying on the system of fraud as indicated in the above- quoted numbers of the POLICE GAZETTE, and as in all the cases the victims reside in the provin- cial towns and villages of England, Ireland, and Scot- land, it is again earnestly requested that Police will search all newspapers published in their respective districts for advertisements emanating from these persons, as without co- operation Metropolitan Police are almost powerless in the matter. The following, which is the latest form of advertise- ment used, is given for the guidance of Police :— " Money to Lend-— Cash Advances.—£ 50 to £ 1,000 privately made, on borrower's note of hand alone, for one to ten years, at 6 per cent, per annum. No fees. Repayment by yearly instalments, or in one lump sum to suit borrower's convenience. Promptitude and secrecy may be relied on. Address, stating sum wanted, for what time, and how to be repaid, with stamped addressed envelope for reply." In the event of same being discovered in any news- paper, immediate information should be sent to the Assistant Commissioner, Criminal Investigation De- partment, Great Scotland- yard, London, S. W. 3 — M Division— For embezzling .£ 29 4s.— JOHN BELLINGHAM, age 35, height 5 ft. 6 in., complexion fresh, hair ( very thin) brown, moustache ( slight) light, side whiskers, thick- set build, short thick neck, carries his head slightly forward, and walks quickly ; dress, blue serge jacket and vest, light tweed trousers, of gentlemanly appearance. Sup- posed native of London. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 4.— For larceny— FREDERICK JAMES BOW- DEN, late of 40, Mina- road, Old Kent- road, age 28, height 5 ft. 7 in., complexion fresh, hair and moustache very dark, tattoo marks on right wrist and right middle finger, carries his head very erect; dresses well. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. CAMBRIDGESHIRE. 5.— Cambridge ( County).— For larceny ( bailee) — JOHN E. YERRILL, age 29, height 5 ft. 9 or 10 in., complexion fair, hair light brown ; dress, black coat and vest, cord trousers, and black hard felt hat. A watchmaker ; native of Potton, Bedfordshire. Warrant issued. 6.— Cambridge ( County).— For housebreaking, at Histon, 2nd inst., and stealing a lady's silver Geneva watch, No. 7938, main spring broken; and a man's dark mixture cloth jacket ( nearly new)— CHARLES WILSON, age 35, height 5 ft. 5 or 6 in., complexion dark, hair dark brown, side whiskers and moustache dark, eyes brown; dress, dark jacket and vest, black cord trousers ( wearing brown at knees), and hard felt hat. A native of Impington, Cambridgeshire.— A MAN, age 40, height 5 ft. 8 or 9 in., rough- looking; dress, dark clothes and black billycock hat. Information to Supt. Whitchurch, Cambridge. 7.— Cambridge ( Borough).— For larceny from a hotel, between 10th and 15th ult.— A MAN, who gave the name of CULLUM, age 60, height 5 ft. 11 in., complexion dark, hair, whiskers, and moustache grey, chin shaved, large nose, long bushy eyebrows, carries his head forward and a little on one side when walk- ing, of Jewish appearance and good address; dress, lightish grey suit, black rough cloth overcoat with astrachan collar and cuffs, high silk hat, sidespring boots. Supposed attending race meetings. Left by early train, 15th ult., for King's Cross. Had with him a leather valise stamped with a crown and V. R. under lock. Carried an umbrella in a black silk case, cherry wood stick. Stated his father had been an in- spector of schools. Warrant issued. Information to Chief Constable Innes, Cambridge. CHESHIRE. 8.— Macclesfield ( Borough).— For stealing, 6th inst., £ 80— HARRY FORDHAM, alias MOSS, a groom and livery stable manager, age 40, height 5 ft. 5 or 6 in., complexion dark, long face, no moustache or whiskers ; dress, brown coat, dark tight- fitting trousers, black hard felt billy- cock hat, new black worsted overcoat, horsey appear- ance. Is fond of betting. Has a son apprenticed to a racing stable proprietor at Newmarket, and said to have a relative of the same name a jockey. Is likely to attend race meetings for betting purposes, and racing and livery stables, where he may seek employ- ment, or may endeavour to emigrate. Warrant issued. DENBIGHSHIRE. 9.— Wrexham ( County).— For stealing £ 2 10s. in gold, and a silver lever watch, No. 1110786— JOHN HAYNES, alias JOHN BRADLEY, age 15, height about 5 ft., complexion dark, hair light, eyes blue ; dress, light coat and vest, dark cord trousers, peak cap. A collier ; native of Bolton. Warrant issued. Information to Deputy Chief Constable Wilde, Wrexham. DERBYSHIRE. 10.— Ashbourne ( County).— For stealing 3 sheep ( recovered) from a field at Barton Park, 6th inst.— WILLIAM BOURNE, age 18, height 5 ft. 7 in., com- plexion fresh, hair brown, slight moustache and side whiskers, eyes light blue, scar from abscess under chin, nose drawn to the right from abscess, black spot on lower part of back ; dress, light grey suit and brown felt hat. A native of 50, Wilson- street, Derby. ( Apprehended at Derby. See Case No. 97.) Warrant issued. Information to Supt. Borrett, Ashbourne. GLOUCESTERSHIRE. 11.— Cirencester ( County).— For stealing, 28th ult., a bicycle ( recovered).— FREDERICK JENNET alias FISKIJT, age 22, height 5 ft. 6 in., complexion fair, hair brown, moustache ( slight) light, eyes blue; dress, black jacket and vest, dark grey trousers, lace boots, and black bowler hat. A commercial traveller ; native of 5, St. Mark's Place, Easton, Bristol. Was convicted at Gloucester, llth September, 1889, and sentenced to 1 month's imprisonment for stealing a bicycle. Warrant issued. Information to Supt. Morgan, Cirencester. 12— Fishponds ( County).— For stealing, 30th ult., 1 light plaid suit, 1 black bowler hat, 1 pair white cricketing trousers, 1 red- and- black scarf, 1 silver Geneva watch, No. 91261; 1 silver albert chain, curb pattern ; 1 gold seal, and a leather purse— WILLIAM JONES, alias SCOTT, age23^, height 5 ft. 4 in., com- plexion freckled, hair light brown, eyes blue, two vaccination marks right arm and 4 left arm, high cheek- bones, sunken eyes ; dress, light plaid suit ( trou- sers smaller pattern than coat and vest), red- and- black plaid scarf, military boots, and black bowler hat. A collier; native of St. John's, Pontypool, Monmouth. Deserted from the Gloucester Regiment, Horfield Barracks, on 28th ult., slept at a house at Frampton Cotterell, where he stole the above articles, leaving his regimentals behind. Warrant issued. 13.— Fishponds ( County).— For embezzlement — JAMES COLE, age 28, ( looks much older), height about 5 ft. 3 in., complexion fresh, hair, whiskers, and moustache sandy ( may have shaved), eyes blue, full round face, ruptured ; dress, cloth coat, light cord sleeve waistcoat, light cord trousers, black- and- white plaid scarf, black bowler hat, hobnail boots. A baker's groom and assistant; native of Wilts. Has a wife residing at Fishponds. Warrant issued. Information to Supt. Matthews, Fishponds. HAMPSHIRE. 14.— Aldershot ( County).— For failing to report- License Holder JAMES TAYLOR, Office No. 39248, age 48, height 5 ft. 6 in., complexion sallow, hair brown, eyes grey, scars on front of head, bridge of nose, and back of neck, small scar on back of left hand. Sen- tenced at Central Criminal Court, 20th October, 1884, to 7 years' penal servitude for burglary. Licensed 22nd March, 1890. K 953. Information to the Superintendent, Hants Con- stabulary, Aldershot. KENT. 15.— Canterbury ( City).— For burglary, 3rd inst. — ARTHUR TURNER, age 21, height 5 ft. 8 in., com- plexion sallow, hair and eyes brown, scar left groin impediment in his speech; dress, light tweed jacket and trousers, black vest with turn- down collar, white tie with red spots. Is a deserter from the 21st Hussars. Has been engaged as a professional cricketer, is a good left- hand bowler and batter, and has played with Allsopp's team at Burton- on- Trent. Is a good singer and has been engaged at Chester or Lichfield Cathedral and is fond of singing in publichouses. A native of Greasley, Derbyshire. Has a sister living at Burton- on- Trent. Warrant issued. Information to Chief Constable Peacock, Canterbury. LANCASHIRE. 16.— Chorley ( County).— For obtaining goods, viz., furniture, groceries, secondhand dresses, etc., to a con- siderable amount by false pretences, 16th ult.— ELIZABETH STOTT, alias ELIZABETH TOPPING, age about 25, height 5 ft. 1 or 2 in., complexion sallow, brown hair with curled fringe, false teeth. Her modus operandi is to call upon shopkeepers and represent herself as being the daughter of William Tipping ( deceased), of Bold Hall, near St. Helens, that the estate was about to be sold, and that she expected her share to realise about £ 8,000, of which she would draw the interest in the course of a few days. She also represented herself as being the niece of several well- known local gentlemen. Is very plausible in her manner, and appeared to be well acquainted with most of the towns in Lanca- shire, including Wigan, Bolton, Warrington, Lan- caster, Leigh, Southport, and Manchester. Left Chorley on 25th ult., leaving at her lodgings a small handbag containing a number of pawn- tickets in name of E. Stott, relating to property pledged in and around Manchester, Oldham, Shaw, and Chorley. Warrant issued. Information to Supt. Norris, Chorley. 17.— Wigan ( County).— For failing to report- Supervisee WILLIAM H. WILD, alias SLEE, Office No. 36696, age 32, height 5 ft. 6 in., complexion dark, hair dark brown, eyes blue, small heart inside right forearm, scars on head, nose, chin, centre of back, shoulders, shins, and knuckle of second right finger. Sentenced at Salford 7th January, 1884, to 5 years' penal servitude and 7 years' police supervision for fraud. D K 1111. Information to Supt. Heywood, County Police Office, Wigan. 18.— Manchester ( City).— For failing to report- License Holder JAMES JONES, alias DOOLEY, DAFFY, SMITH, and NOLAN, Office No. 35670, age 48, height 5 ft. 4 in., complexion dark, hair brown, eyes hazel, scars on forehead, scrofula marks on right of throat, lame. Sentenced at Bedford, 23rd June, 1876, to 14 years' penal servitude and 7 years' police supervision for larceny. Liberated 12th July, 1888. W C 407.— Supervisee JOHN FRASER, alias JOHN- SON, Office No. 33900, age 64, height 5 ft. 6 in., com- plexion sallow, hair and eyes grey, scar on back of left forearm. Sentenced at Manchester Sessions, 9th June, 1887, to 4 months' imprisonment and 3 years' police supervision for larceny.— Supervisee THOMAS AINSWORTH, alias GRUNDY and DRUMMOND, Office No. 33688, age 55, height 5 ft. 4 in., complexion fresh, hair grey, eyes blue, prominent nose, scars on left eyebrow and centre of forehead, 1885 and anchor on left arm. Sentenced at Preston, 2nd July, 1879, to 7 years' penal servitude and 5 years' police super- vision for receiving.— Supervisee WILLIAM IGO, alias McDONALD, Office No. 23438, age 35, height 5 ft. 8 in., complexion fresh, hair dark brown, eyes hazel, lost 1 top tooth, scars top of forehead and all over head, large birthmark on left ribs. Sentenced at Manchester, 28th June, 1878, to 7 years' penal servitude and 7 years' police supervision for larceny ( person).— Super- visee JAMES KEELEY, alias KEIGHLEY, Office No. 35914, age 29, height 5 ft. 3 in., complexion fresh, hair dark brown, eyes brown, J. K. B. F. on left arm, scar on left cheek. Sentenced at Manchester Sessions, lst February, 1888, to 6 months' imprisonment and 3 years' police supervision for shopbreaking.— Super- visee JAMES HOPKINS, alias JOHN McINTYRE, Office No. 37261, age 44, height 5 ft. 3 in., complexion fresh, hair and eyes grey, several small scalp wounds, lost one testicle, mental condition doubtful. Sen- tenced at Manchester Sessions, 16th October, 1882, to £ years' penal servitude and 7 years'police supervision for larceny.— Supervisee JOSEPH TEMPLETON, alias THOMPSON, Office No. 39103, age 48, height 5 ft. 5 in., complexion fresh, hair brown, eyes blue. Sentenced at Manchester, 9th February, 1882, to 8 years' penal servitude and 7 years' police supervision for larceny ( person). Sen- tenced at Manchester, 8th April, 1889, to 12 months' imprisonment and 3 years' police supervision for larceny ( person).— Supervisee THOMAS DOYLE, alias BRANNAN and WEST, Office No. 39482, age 76, height 5 ft. 4 in., complexion fresh, hair grey ( bald), eyes blue, scars on centre of forehead, small red birth- mark on left side of body, face freckled. Sentenced at Preston Sessions, 17th October, 1888, to 18 months imprisonment and 7 years' police supervision for larceny. — Supervisee THOMAS PEELIS, alias THOMAS ARTHUR PEELIS, Office No. 35478, age 29, height 5 ft. 3 in., complexion fresh, hair light brown, eyes brown, very large red nose, blotched face, red scars on each chin. Sentenced at Manchester, 9th June, 1887, to 12 months' imprisonment and 3 years' police supervision for larceny. Information to the Deputy Chief Constable, Man- chester. 19.— Rochdale ( Borough). — For shopbreaking, Ist inst., and stealing a quantity of silk pocket- hand- kerchiefs, viz., 5 or 6 dozen assorted qualities, all white flowered; 6 or 7 dozen fancy patterns, various colours ; 6 or 7 dozen red with blue flowers ; 4 dozen black flowered ; 3 dozen twilled black ; dozen scar- let ; 3 dozen black- and- white small check ; also a few cream colour, and 8 or 9 coloured striped mufflers— A MAN, who is known as " JOE," age about 20, height 5 ft. 3 in., hair dark brown, moustache slight, small hole or abscess mark underneath right jaw; dress, mixture striped jacket, dark trousers, and brown billycock hat. Was wearing a blue- and- white spotted muffler, but may now be wearing one of the stolen articles. A tailor's presser; supposed native of Leeds or Bradford. States he worked for 4 years at one of the largest tailoring firms in Leeds, where he left his wife and child, also that he had rome time since served a month's imprisonment in Anerley Gaol. He ex- pressed an intention of going to Liverpool or Cheshire. 20.—- Rochdale ( Borough).— For larceny, 27th January last— ANNIE DWYRE, a laundrymaid, age about 23, height 5 ft. 2 or 3 in., complexion dark, hair ( cut short on forehead) black. She left on the 27th January to join a man named Frank, at 8, Penrith- street, ofl Hill- street, Liverpool, with whom she formerly lived. He is about 38, height 5 ft. 5 or 6 in., stout build, complexion fresh, hair and moustache light. 21.— Rochdale ( Borough).— For larceny, 18th March last— Mrs. CARRINGTON, alias CARR, a widow, steam laundry hand, age about 40, height 5 ft, 4 or 5 in., rather stout, complexion sallow, hair black, eyes dark, good address. Is well known at the Paragon Steam Laundry, Bury, and New- road, Man- chester, also at steam laundries in Liverpool, New Brighton, Bradford, Leeds, and Sheffield. She worked several years since at the " British Oak," Hankinson street, Manchester. 22.— Rochdale ( Borough).— For stealing, 9th inst., a coat ( recovered)— A MAN, age 24 or 25, height 5 ft. 5 or 6 in., hair and moustache black ; dress, black serge jacket, dark mixture trousers, black billycock hat, lace boots— far worn. Had the appearance of a factory operative. Information to Chief Constable Wilkinson, Rochdale. 23.— Salford ( Borough).— For failing to report- Supervisee JOHN HUGHES, Office No. 39479, age 26, height 5 ft. 6 in., complexion swarthy, hair brown, eyes grey, fleshy lump on right of neck, large burn scar on right Bide of chest and under right forearm, several scars on right shoulder- blade, scar on left buttock. Sentenced at Preston Sessions, 17th October, 1888, to 18 months' imprisonment and 4 years' police supervision for fowl- stealing.— Supervisee JOHN WILSON, alias JAMES MURPHY, RENWICK, and EDWARD CONNOR, Office No. 39435, age 32, height 5 ft. 7 in., complexion fresh, hair brown, eyes grey, large fleshy lump on back of head, 2 [ moles on right cheek, brown spot on top of right shoulder, second right finger fractured, lost part of first and fourth left fingers ; a painter. Sentenced at Salford, 15th April, 1889, to 12 months' imprisonment and 3 years' police supervision for larceny ( person). Information to Supt. Hallam, Borough Police Salford. LEICESTERSHIRE. 24.— Leicester ( Borough).— For stealing the sum of £ 300— GEORGE BARRETT, Local Secretary of the National Union of Rivetters, age about 50, height 5 ft. 10 or 11 in., well built, complexion very dark, hair black, moustache ( heavy) dark, tuft on chin, nose broken and slightly inclined to one side; usually dressed in dark clothes, and black billycock hat. Is well known to Rivetters' Unions. ( Apprehended at Folkestone. See Case No. 87.) Warrant issued. Information to Chief Constable Duns, Leicester. His modus operandi is to entice young children out of the town by giving them a shilling to carry a parcel and then takes what money or articles they have and absconds. His modus operandi is to write to Members of Parlia- ment, stating his mother is dying, and that he has not sufficient money to go to her, and encloses a letter purporting to have been received from the curate of the place where she is supposed to be. For the last 18 months or 2 years, he has been in the habit of using 61, Highgate Hill as one of his addresses for letters, but never resided there, only calling periodically for letters. Mr. Norris has been in bad health since June of last year, the consequence of which, and his advanced age, has induced him to sever a connection that has existed for half a century. Mr. Norris joined the Service in 1842 at Bath, and was appointed Chief Constable of Coventry in 1862. While at Coventry his reputation has been enhanced by his constant efforts to further the good of the Ser- vice in every possible way. He has worked assidu- ously, though unfortunately without avail up to the present time, to secure such an amendment of the Police Superannuation Act as should destroy its optional character, and make it a legislative enactment that, on retirement at the end of the proper term of service an officer shall receive a pension at the rate of two- thirds of his pay. His efforts to establish a Police Orphanage will be well within the memory of those associated with him in that important movement, and his services in the way of securing " rational dress " for the Police, and of promoting amongst them mutual assurance on the highest and broadest principles, are well known. The offices he has held have included those of Trea- surer of the Police Superannuation Committee, Vice President of the Police Mutual Assurance Association, Chairman of the Borough Police Association, etc. Mr. Norris's work on behalf of the Service has been energetic and never- ending; his watchfulness in its interest has been keen and vigilant; there has scarcely ever been an important departure taken in police work in which his advice has not been first sought. His perfect knowledge and ripe experience made his counsel of the utmost value, and he was never chary about giving it when the welfare of the Service was affected Would it not be graceful if the Police were now to pay him some compliment, in the shape of a testi- monial to be subscribed by the members of the different forces in the United Kingdom 1 Subscriptions to be forwarded to Charles Stretten, Esq , C.
