Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and. if the name of such person be required to be insertfd, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immeaiate deputy, of the county, city, or borough, as the case may be. 7' Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. Jhey mutt be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. W. NOTICE. EXTRADITION. A Declaration was signed in London on the Slat of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read » s follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver np to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, ihall ( he High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver Bp its own subjects to the other Govern ent, but can not be considered bound to do so. APPREHENSIONS SOUGHT. MURDER. LANCASHIRE. LEIGH ( County).— Woodcut portrait and description of FREDERICK EDWIN VAUGHAN, alias BENT, whose apprehension is sought for the murder of Thomas Elliman by shooting him at the Ship Canal Works, Rixton, on 27th ult.— age 21, height 5 ft, 5J in,,, com- plexion swarthy, hair brown, eyes grey, very slight light moustache, lost some teeth in front, scar on cheekbone ( supposed right), running abscess in left groin ; dress, blue pilot jacket ( rough cloth), blue linen jacket under- neath, strong lace boots ( much worn), and dirty hard felt hat, A native of Gorsley, near Ross, Herefordshire. Has worked on the 5th, 6th, and Tth Sections of the Ship Canal, generally employed attending to engines; at Bristol Waterworks; at Drope, near Cardiff, as a wagon trimmer; and at Horwich, Lancashire, as a crane driver, where he has a married sister residing, Information to Supt. RANSOME, alias HENRY HARTLEY, Expiree, described in Case No. 1, 31st May, and Special Notice, Case No. 1, 1st November last, not yet apprehended, and the warrant for his arrest is still in force. The gang of swindlers to which this man belongs are still carrying on the system of fraud as indicated in the above- quoted numbers of the Police Gazette, and as in all the cases the victims reside in the provin- cial towns and villages of England, Ireland, and Scot- land, it is again earnestly requested that Police will search all newspapers published in their respective districts for advertisements emanating from these persons, as without co- operation Metropolitan Police are almost powerless in the matter. The following, which is the latest form of advertise- ment used, is given for the guidance of Police :— " Money to Lend-— Cash Advances—£ 50 to £ 1,000 privately made, on borrower's note of hand alone, for one to ten years, at 6 per cent, per annum. No fees. Repayment by yearly instalments, or in one lump sum to suit borrower's convenience. Promptitude and secrecy may be relied on. Address, stating sum wanted, for what time, and how to be repaid, with stamped addressed envelope for reply." In the event of same being discovered in any news- paper, immediate information should be sent to the Assistant Commissioner, Criminal Investigation De- partment, Great Scotland- yard, London, S. W. 3.— C. I. Department— For stealing from inside a bank £ 195 in £ 5 notes, numbered 78501 to 78539, dates 7th November, 1889— THOMAS GEORGE alias WEST, MAY, and WILD, age 60, height 5 ft. 6 in. » complexion pale, hair, beard, and moustache grey' large scar left side of face; dress, dark clothes and high hat, wears brown gaiters. 4.— M Division.— For stealing a horse, van, 2 sets harness ( one brass- mounted, the other silver- plated) ; 12 japanned hides ; 3 half ditto, T. P. on tail in black ink ; 1 pair black carriage lamps ( horse, van, and brass- mounted harness recovered)— TWO MEN : 1st, age 25, height 5 ft. 8 in., hair and moustache dark ; dress, black coat and trousers, blue guernsey, black hard felt hat; 2nd, age 25 to 30, height 5 ft. 5 in. ; dress, white cord frj^ jjjsers, blue guernsey, black peak cap. - * These men were seen in Jupps Road, Mile End, where they left the horse, van, and harness ( recovered), in charge of a boy, and drove away in the direction of Stratford in a hay cart. 5.— V Division.— For stealing £ 29 9s.— BENJAMIN HASTINGS, age 28, height 5 ft. 4 in., complexion fair, hair light, no whiskers or moustache, smart appearance, usually carries his hand in right trousers pocket, is fond of betting; dress, dark brown jacket, tweed coat and vest, dark stripe trousers, black hard felt hat, lace boots. Was employed as a booking clerk at Epsom Station. Supposed native of Croydon. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. CITY OF LONDON. 6.— For larceny— FREDERICK JAMES BOW- DEN, late of 40, Mina- road, Old Kent- road, age 28, heiaht 5 ft. 7 in., complexion fresh, hair and moustache very dark, tattoo marks on right wrist and right middle finger, carries his head very erect; dresses well. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. CAMBRIDGESHIRE. 7.— Cambridge ( Borough).— For larceny from a hotel, between 10th and 15th ult.— A MAN, who gave the name of CULLUM, age 60, height 5 ft. ll in., complexion dark, hair, whiskers, and moustache grey, chin shaved, large nose, long bushy eyebrows, carries his head forward and a little on one side when walk- ing, of Jewish appearance and good address; dress( lightish grey suit, black rough cloth overcoat with astrachan collar and cuffs, high silk hat, sidespring boots. Supposed attending race meetings. Left by early train, 15th ult., for King's Cross. Had with him a leather valise stamped with a crown and V. R. under lock. Carried an umbrella in a black silk case, cherry wood stick. Stated his father had been an in- spector of schools. Warrant issued. Information to Chief Constable Innes, Cambridge. DENBIGHSHIRE. 8.— Wrexham ( County).— For stealing £ 2 10s. in gold, and a silver lever watch, No. 1110786— JOHN HAYNES, alias JOHN BRADLEY, age 15, height about 5 ft., complexion dark, hair light, eyes blue; dress, light coat and ve3t, dark cord trousers, peak cap. A collier ; native of Bolton. Warrant issued. Information to Deputy Chief Constable Wilde, Wrexham. GLOUCESTERSHIRE. 9— Fishponds ( County).— For stealing, 30th ult., 1 light plaid suit, 1 black bowler hat, 1 pair white cricketing trousers, 1 red- and- black scarf, 1 silver Geneva watch, No. 91261; 1 silver albert chain, curb pattern ; 1 gold seal, and a leather purse— WILLIAM JONES, alias SCOTT, age23^ height 5 ft. 4 in., com- plexion freckled, hair light brown, eyes blue, two vaccination marks right arm and 4 left arm, high cheek- bones, sunken eyes ; dress, light plaid suit ( trou- sers smaller pattern than coat and vest), red- and- black plaid scarf, military boots, and black bowler hat. A collier; native of St. John's, Pontypool, Monmouth. Deserted from the Gloucester Regiment, Horfield Barracks, on 28th ult., slept at a house at Frampton Cotterell, where he stole the above articles, leaving his regimentals behind. Warrant issued. 10.— Fishponds ( County).— For embezzlement — JAMES COLE, age 28, ( looks much older), height about 5 ft. 3 in., complexion fresh, hair, whiskers, and moustache sandy ( may have shaved), eyes blue, full round face, ruptured ; dress, cloth coat, light cord sleeve waistcoat, light cord trousers, black- and- white plaid scarf, black bowler hat, hobnail boots. A baker's groom and assistant; native of Wilts. Has a wife residing at Fishponds. Warrant issued. Information to Supt. Matthews, Fishponds. KENT. 11.— Canterbury ( City).— For burglary, 3rd inst. — ARTHUR TURNER, age 21, height 5 ft. 8 in., com- plexion sallow, hair and eyes brown, scar left groin, impediment in his speech ; dress, light tweed jacket and trousers, black vest with turn- down collar, white tie with red spots. Is a deserter from the 21st Hussars. Has been engaged as a professional cricketer, is a good left- hand bowler and batter, and has played with Allsopp's team at Burton- on- Trent. Is a good singer, and has been engaged at Chester or Lichfield Cathedral, and is fond of singing in publichouses. A native of Greasley, Derbyshire. Has a sister living at Burton- on- Trent. Warrant issued. Information to Chief Constable Peacock, Canterbury. LANCASHIRE. 12.— Chorley { County).— Forobtaining goods, viz., furniture, groceries, secondhand dresses, etc., to a con- siderable amount by false pretences, 16th ult.— ELIZABETH STOTT, alias ELIZABETH TOPPING, age about 25, height 5 ft. 1 or 2 in., complexion sallow, brown hair with curled fringe, false teeth. Her modus operandi is to call upon shopkeepers and represent herself as being the daughter of William Tipping ( deceased), of Bold Hall, near St. Helens, that the estate was about to be sold, and that she expected her share to realise about £ 8,000, of which she would draw the interest in the course of a few days. She also represented herself as being the niece of several well- known local gentlemen. Is very plausible in her manner, and appeared to be well acquainted with most of the towns in Lanca shire, including Wigan, Bolton, Warrington, Lan- caster, Leigh, Southport, and Manchester. Left Chorley on 25th ult., leaving at her lodgings a small handbag containing a number of pawn- tickets in name of E. Stott, relating to property pledged in and around Manchester, Oldham, Shaw, and Chorley. Warrant issued. Information to Supt. Norris, Chorley. 13.— Rochdale ( Borough). — For shopbreaking, 1st inst., and stealing a quantity of silk pocket- hand- kerchiefs, viz., 5 or 6 dozen assorted qualities, all white flowered; 6 or 7 dozen fancy patterns, various colours ; 6 or 7 dozen red with blue flowers ; 4 dozen black flowered ; 3 dozen twilled black ; 1 j dozen scar- let ; 3 dozen black- and- white small check ; also a few cream colour, and 8 or 9 coloured striped mufflers— A MAN, who is known as " JOE," age about 20, height 5 ft. 3 in., hair dark brown, moustache slight, small hole or abscess mark underneath right jaw; dress, mixture striped jacket, dark trousers, and brown billycock hat. Was wearing a blue- and- white spotted muffler, but may now be wearing one of the stolen articles. A tailor's presser; supposed native of Leeds or Bradford. States he worked for 4 years at one of the largest tailoring firms in Leeds, where he left his wife and child, also that he had some time since served a month's imprisonment in Anerley Gaol. He ex- pressed an intention of going to Liverpool or Cheshire. Information to Chief Constable Wilkinson, Rochdale. NORTHAMPTONSHIRE. 14.— Northampton ( Borough).— For failing to surrender to his bail at the Assizes, on 17th February last, charged with kdecently assaulting a male person and also with committing gross acts of indecency with other male persons- THOMAS HENRY RUSHTON, age 20, height 5 ft. 9 in., complexion fair, hair light brown, eyes grey, little finger right hand crooked. Warrant issued. Information to Chief Constable Mardlin, North- ampton. OXFORDSHIRE. 15.— Oxford ( City).— For stealing, 25th ult., 75 yards black silk, and a lady's black broche silk mantle with beaded trimming— A WOMAN, age 40 to 45, height 5 ft. 1 or 2 in., stout build, complexion fresh| hair brown; dress, brown loose fitting plush mantle ( rather shabby), trimmed with bobs round bottom, black dress, black bonnet with strings tied under chin, occasionally wears a black fall. This woman called on the drapers, asking to be fitted with a brown plush jacket ( an impossibility), and con- cealed the stolen articles under her mantle. Warrant issued. 16.— Oxford ( City).— For stealing a quantity of table linen during the past 2 months — HARRY DRUETT, a college servant, age about 30, height 5 ft. 10 or 11 in., complexion fresh, hair and heavy moustache brown, smart appearance. Left Oxford at 5.40 p. m. by G. W. R. for Paddington, 25th ult., and is supposed to be now in London. Warrant issued. Information to Chief Constable Head, Oxford. STAFFORDSHIRE, 17.— Stafford ( County) — For stealing, 23rd ult., a purse containing 5s.— THOMAS JONES ( supposed false), age about 25, height 5 ft. 3 or 4 in., red face, hair light brown, moustache ( slight) light; dress, black cloth jacket ( sack shape), dark brown trousers, black hard felt hat, white collar ( long points at front), neckerchief, with violet- and - red border, tied in sailor's knot, thin low shoes. His modus operandi is to entice young children out of the town by giving them a shilling to carry a parcel and then takes what money or articles they have and absconds. Is accompanied by a woman, age about 19, very short. Both supposed natives of Birmingham. Warrant issued. 18.— Stafford ( County).— For embezzling £ 100, 25th February last, and previous dates— HARRY BOURD, age about 34, height about 5 ft. in., com- plexion pale, hair and full beard ( inclined to sandy) dark, eyes dark grey, rather round- shouldered, pro- minent front teeth, generally carries his left hand in the trousers pocket ; dress, dark plaid or grey mixture suit, dark overcoat with velvet collar, hard black felt hat, lace boots. A native of Uxbridge. Warrant issued. Information to Captain the Hon. G. A. Anson, Chief Constable, Stafford. SUSSEX ( WEST). 19— Chichester ( City). - For stealing blankets and other articles ( recovered)— WILLIAM MABBIT, a basket- maker, age about 33, height 5 ft. 4 or 5 in., complexion sallow, hair and moustache dark, lame left leg, dress, brown overcoat with velvet collar, black morning coat, and cord trousers.— KATE MABBIT, age about 25, height 5 ft. 5 or 6 in., stout build, com- plexion florid, hair sandy; dress, long black jacket, dark skirt, and black straw hat trimmed with blue ribbon and ivy leaves. Warrant issued. Information to Deputy Chief Constable Clarke, Chichester. WARWICKSHIRE. 20.— Rugby ( County).— Escaped from custody at Rugby, about 1 a. m., 26th ult.— A MAN, who gave the name of FRANCIS DUTTON, age 27, height 5 ft. 4 in., complexion fresh, hair reddish brown, moustache very slight, boil mark under left jaw, speaks with a foreign accent. Stated he was a seaman, and native of Boston, U. S. A. Found in his possession a lady's gold English lever watch, No. 27514, maker, " James Hornby, 40, Slater- street, Liverpool," with long gold guard, fancy link pattern, attached ; a silver American lever watch, No- 1234484, name, the " Conqueror," with gold albert attached; and a lady's gold ring set with diamonds and pink corals. Information to Supt. Hall, Rugby. _____ YORKSHIRE ( EAST RIDING). 21.— Hull ( Borough).- For stealing, 3rd inst., 1 silver lever watch, No. 5129, silver albert attached; 1 brown plaid overcoat; and 1 pair of dark stripe trousers- HENRY PACEY, a tailor, age about 21, TUESDAY, APRIL 9, 1890. T H E POLICE GAZETTE. 5 height 5 ft. 8 in., thin build, complexion pale, hair dark brown, eyes grey, scar from cut back of head ; dress, blue serge jacket and vest, and may be wearing the stolen overcoat and trousers. Warrant issued. Information to Captain Qurney, Chief Constable, Hull. See Latest Information. PERSONS IN CUSTODY. CUMBERLAND. 22.— Penrith ( County).— Committed for trial at next Quarter Sessions, for larceny — JAMES JOHNSTONE, age 40, height 5 ft. 6 in., complexion fresh, hair brown, bushy whiskers, beard, and mous- tache reddish or auburn, eyes blue, scar left elbow, right knee, and left forefinger, burn mark right arm, brown spot left side of back above hip joint, nose broken and a little to one side, rather flat and dis- figured ; dress, black surtout coat and vest, dark tweed trousers, black round hard felt hat, boots all worn and dirty, very talkative. A pedlar ; native of Scotland. Attends cattle fairs, and is well known as a drover. Had in his possession a garter, for playing the game of " Prick the Garter." Is married, and states he has six children in a lodging- house in Carlisle. Information to Supt. Fowler, Penrith. ESSEX. 23.— Chelmsford ( County).— Sentenced to 3 months' imprisonment, 2nd inst., for stealing 2 silver spoons from a dwelling- house— THOMAS LISTER, alias WHITE, age 40, height 5 ft. 5i in., complexion dark, hair, whiskers and moustache dark brown, chin shaved, eyes brown, mole top centre chest and back of neck, pockpitted, crooked thumb and second finger left hand. A painter on tramp; native of St. Helen's, Ipswich. Previously convicted at Ashford, 22nd Sep- tember, 1885, in name of Thomas White, and sentenced to 21 days' imprisonment as a disorderly pauper ; and at Canterbury, 22nd December, 1888, in name of Thomas Lister, and sentenced to 3 months' imprison- ment for larceny. Supposed to have been in the Army. Information to Deputy Chief Constable Somerset, Chelmsford. HERTFORDSHIRE 24.— Watford ( County). — Remanded for fowl- stealing— JOSEPH LOBB, age 43, height 5 ft. 10 in., complexion fresh, hair dark brown, eyes grey, lost right first finger; dress, brown cloth coat and vest, brown corduroy trousers, black hard felt hat. A native of St. Austell, Cornwall— LUKE FRANKLIN, age 40, height 5 ft. 5 in., complexion fresh, hair light brown, eyes blue, scar left side of face; dress, black coat, brown corduroy trousers and vest, and cloth cap; all shabby. A labourer; native of Sandridge, St. Albans. Information to Supt. Hummerstone, Watford. NORTHAMPTONSHIRE. 25.— Kettering ( County).— Remanded till 14th inst. for larceny ( lodger)- HARRY BENTLEY, age 16, height 4 ft. 7 in, complexion pale, hair brown, eyes grey; dress, black coat and trousers, light vest, hard felt hat and clogs. Tramps the country singing in public- houses, and clog dancing. Has travelled with circuses and boxing booths. Information to Supt. Hensher, Kettering. NOTTINGHAMSHIRE. 26.— Nottingham ( County).— Committed for trial at the next assizes for burglary— RICHARD SMITH, alias JOHN THOMAS POWELL, RICHARD PARKER, etc., age 33, height 5 ft. 71 in., complexion pale, hair ( inclined to be sandy) light brown, eyes grey, whiskers and moustache sandy, oval face, small mole on belly about 3 in. above navel, boil mark back of neck and small of back, scar left shin. Was convicted at Chester Assizes, 7th May, 1886, for burglary, and sentenced to 2 months' imprisonment; at Stafford Assizes, 6th May, 1887, for burglary, and sentenced to 6 months' imprisonment; and at Leeds Assizes, 15th March, 1890, for burglary, and sentenced to 1 month's imprisonment. Information as to previous convictions required. Photograph will be forwarded on applica- tion. Information to Supt. Hallam, Nottingham. OXFORDSHIRE. 27.— Bicester ( County).— Sentenced, 2nd inst., to 14 days' imprisonment for vagrancy— A MAN, who gives the name of FRANK PEART PERCY, age 30, height 5 ft. 74 in., complexion dark, rather long narrow features; shabbily dressed. States he is a native of Pershore, and is a painter, but has latterly travelled as an insurance agent. He attempted to enter the rec- tory at Launton during the absence of the rector by representing to the servant that he had been sent by a local tradesman to look over the rooms for repairs which were required to be carried out before the re- turn of the rector. Supposed to have committed similar offences elsewhere. Information to Supt. Bowen, Bicester. The resignation is announced of Mr. John Norris, Chief Constable of Coventry, a veteran and able officer, whose name is a household word amongst policemen everywhere. Mr. Norris has been in bad health since June of last year, the consequence of which, and his advanced age, has induced him to sever a connection that has existed for half a century. Mr. Norris joined the Service in 1842 at Bath, and was appointed Chief Constable of Coventry in 1862. While at Coventry his reputation has been enhanced by his constant efforts to further the good of the Ser- vice in every possible way. He has worked assidu- ously, though unfortunately without avail up to the present time, to secure such an amendment of the Police Superannuation Act as should destroy its optional character, and make it a legislative enactment that, on retirement at the end of the proper term of service an officer shall receive a pension at the rate of two- thirds of his pay. His efforts to establish a Police Orphanage will be well within the memory of those associated with him in that important movement, and his services in the way of securing " rational dress " for the Police, and of promoting amongst them mutual assurance on the highest and broadest principles, are well known. The offices he has held have included those of Trea- surer of the Police Superannuation Committee, Vice- President of the Police Mutual Assurance Association, Chairman of the Borough Police Association, etc. Mr. Norris's work on behalf of the Service has been energetic and never- ending; his watchfulness in its interest has been keen and vigilant; there has scarcely ever been an important departure taken in police work in which his advice has not been first sought. His perfect knowledge and ripe experience made his counsel of the utmost value, and he was never chary about giving it when the welfare of the Service was affected. Would it not be graceful if the Police were now to pay him some compliment, in the shape of a testi- monial to be subscribed by the members of the different forces in the United Kingdom ?
