Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. S. Particulars as to stolen property will be likewise inserted in one issue, ij sufficient to enable iht article in question to be thereby identified. 4. In all eases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of lbs. per portrait, and of 7s. 6d. per photograph or sketch oj a stclen article, including the expense of engraving on wood. S. Every announcement, if for the apprehension of a person, must be guaranteed by the signature » / an officer of not less rank than Superintendent; and, if the name of such person be required to U inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city , or borough, as the case may be. ?. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted Ml the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the EditOF notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all eases, the officer signing the request for insertion of any announcement, will k. wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so at to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side oj the paper only, be in the utual form, and accompanied by * tovering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond f Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 126, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. EXTRADITION. A Declaration was signed in London on the Slst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiting party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, bat can not be considered • bound to do so. APPREHENSIONS SOUGHT. SPECIAL NOTICE. ( METROPOLITAN POLICE DISTRICT, 1.— W. RANSOME, alias HENRY HARTLEY, Expiree, described in Case No. 1, 31st May, and Special Notice, Case No. 1, 1st November last, not yet apprehended, acd the warrant for his arrest is still in force. The gang of swindlers to which this man belongs are still carrying on the system of fraud as indicated in the above- quoted numbers of the POLICE GAZETTE, and as in all the cases the victims reside in the provin- cial towns and villages of England, Ireland, and Scot- land, it is again earnestly requested that Police will search all newspapers published in their respective districts for advertisements emanating from these persons, as without co- operation Metropolitan Police are almost powerless in the matter. The following, which is the latest form of advertise- ment used, is given for the guidance of Police :— " Money to Lend.— Cash Advances.—£ 50 to £ 1,000 privately made, on borrower's note of hand alone, for one to ten years, at 6 per cent, per annum. No fees. Repayment by yearly instalments, or in one lump sum to suit borrower's convenience. Promptitude and secrecy may be relied on. Address, stating sum wanted, for what time, and how to be repaid, with stamped addressed envelope for reply." In the event of same being discovered in any news- paper, immediate information should be sent to the Assistant Commissioner, Criminal Investigation De- partment, Great Scotland- yard, London, S. W. CITY OF LONDON. £ 200 REWARD. 2.— For stealing jewellery to the value of .£ 2,000 — FREDERICK HARRISON, a jeweller's porter, late of 63, Moorgate- street, London, E. C., age 22, height 5 ft. 9 or 10 in., complexion fresh, hair and moustache ( slight) dark, walks lame right leg from diseased hip ; dressed respectably. The above reward will be paid by Messrs. Halton and Slocombe, jewellers, 63, Moorgate- street, London, for such information as will lead to the apprehension and conviction of Harrison and recovery of the pro- perty, or in proportion to the amount recovered. 3.— For forgery— GASTON DESBORDES, late of 109, St. George's Road, London, S. E., age about 36, height 5 ft. 5 in., hair dark brown, moustache ( thick and prominent) dark red, eyes dark brown, no whiskers or beard, nose large and thick, two front teeth deficient, military walk, has recently been bitten by a dog on the arm and leg ; dress, dark overcoat with silk facings, tweed suit, and high silk hat. A clerk, native of Bordeaux. Speaks English and Spanish with strong French accent. His luggage consisted of a large black wooden box. Had in his possession about £ 120 gold, and £ 20 in £ 5 notes, numbers of three of them 96768, 96769,96770, dated 5th November, 1889. Has a brother a farmer at Chelsfield, Kent. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. AYRSHIRE. 4— Kilmarnock ( County).— For forgery and em- bezzlement in Kilmarnock, between 1st August and 30th November, 1889 - JAMES McNEIL, commission agent, native of and lately residing in Kilmarnock, age about 22, height about 5 ft. 6 in., complexion fresh, hair dark, moustache ( slight) light, no whiskers, eyes dark, lost left hand, speaks with a Scotch accent. Was last seen in Kilnia; nock on 7th December, 1889, dressed in tweed jacket suit ( brownish, with small check) and black hard felt hat. Was employed as agent for a firm of washing and wringing machine makers in Glasgow, and forged a guarantee for £ 10, and embezzled about £ 9. Warrant issued. Information to the Chief Constable of Ayrshire, Ayr. CAMBRIDGESHIRE. 5.— Cambridge ( County).— For embezzlement — WILFRID FROHOCK, age 27, height 5 ft. 1 in., complexion fresh, hair dark brown, eyes brown, moustache ( slight) dark, good appearance and manner, has tender feet and limps at times when walking ; dressed respectably. A native of Water- beach, Cambridgeshire. Was apprenticed to a draper at Henley- on- Thames. Has a sister living at Ipswich- Warrant issued. Information to Supt. Whitechurch, County Police Office, Cambridge. DURHAM. 6.— Sunderland ( Borough).— For failing to re- port— License Holder JAMES BROWN, Office No. 35407, age 34, height 5 ft. 4 in., complexion fresh, hair brown, eyes grey, scar on front and right of head, between eyebrows, on forehead, and right forefinger, part of anchor on left forearm. Sentenced at Durham, 27th October, 1881, to 15 years'penal servitude for rape. Licensed 9th June, 1884. H 943. Of rather weak intellect. Information to the Chief Constable, Borough Police, Sunderland. HAMPSHIRE. 7.— Fareham ( County).— For failing to report- License Holder CATHERINE O'NEILL, alias MARY JONES, Office No. 37560, age 23, height 5 ft. 2 in., complexion fresh, hair brown, eyes blue, T. B. R. MJW. B. on right arm, J. S. T. B. X. on left arm, scar over ^ a'o eyebrow. Sentenced at Liverpool Sessions, 3rd March, 1884, to 7 years' penal servitude for larceny ( person). Licensed 27th April, 1889. K 15. Information to the Superintendent, Hants Con- stabulary, Fareham. LANCASHIRE. 8.— Leigh ( County).— For the murder of Thomas Elliman, by shooting him at the Ship Canal Works at 2 T H E POLICE GAZETTE. - PBIDAT, MAY 2, 1890 Rixton, 27th ult— FREDERICK EDWIN VAUGHAN, age 21, height 5 ft. 5} in., complexion swarthy, hair brown, eyes grey ; dress, rough blue pilot jacket with blue linen jacket under, dark trousers, strong lace boots ( much worn), and dirty black hard felt hat. A native of Gorsley, near Ross, Herefordshire. Has worked on 5, 6, and 7 sections of the canal, generally attending to engines. Also worked as navvy at Drope, near Cardiff, and at Horwich, Lancashire, as crane- driver, where he has a married sister residing. Information to Supt. Weir, Leigh. 9.— Old Trafford [ County)— For stealing 25th ult. 1 pair lady's low shoes, lined white leather, size 4, nearly new, 1 pair lady's calico drawers, 1 chemise, 1 pair lady's blue stockings, worn.— A WOMAN, age about 22, height 5 ft. 2 or 3 in., complexion fresh, hair and eyes brown, shows her teeth when talking ; dress, grey skirt, black bodice, short black jacket, slate coloured straw hat, turned up at back, trimmed with slate coloured velvet, strong lace boots with heel- plates. Late a servant at the house. 10.— Old Trafford ( County).— For stealing 23rd ult., at Withington, 1 leather purse, 3 compartments, containing £ 4 10s. in gold and 3 florins ; 1 silver finger ring ; 1 blue silk handkerchief, white spots— A MAN, age 25 or 26, height 5 ft. 8 in., hair and slight mous- tache light, prominent nose ; dress, dark coat and vest, corduroy trousers, striped leather collar, strong lace boots. Has been for the last fcrr years up and down the country working as an engine driver, and may seek similar employment. A native of Stockport. 11.— Old Trafford ( County).— For stealing 24th ult., at Irlam, a brass B flat cornet, maker " Besson, London "— A YOUTH, age 15, height 5ft., complexion fresh, hair light brown, eyes brown, C. L. B. tattooed right arm, T. Q. left; drees, brown check coat and vest, greasy moleskin trousers, cap boots. Information to Supt. Bent, Old Trafford. 12.— Rochdale ( Borough).— For stealing, 27th ult., £ 16 10s., HARRY ARTHUR TURNER, a machine planer, age 18 or 19, height 5 ft. 4h in , complexion dark, hair and eyes dark brown, lame, trails his right foot and leg when walking, small feet; dress, when last seen, dark brown overcoat, blue mixture tweed trousers, light brown billycock hat, white collar, coloured tie. Has worked at Messrs. Taylor and Batley's, Leeds, of which town he appears to have a good knowledge. States that two or three years ago he worked at Woolwich Arsenal. Information to Chief Constable Wilkinson, Roch- dale. 13.— Manchester ( City).— For embezzlement— WILLIAM STUTTARD, age 38, height 5 ft. 9} in., stout build, complexion fresh, hair, beard, and mous- tache light brown, slightly bow- legged, stoops a little when walking; dress, brown overcoat, dark tweed suit, and felt hat. Warrant issued. Information to the Deputy Chief Constable, Man- chester. NORFOLK. 14.— Swaffham ( County).— For stealing, 13th ult., a lady's gold and diamond ring ( recovered)— JOHN COOMBS, alias ROBERTS, late butler at Beecham- well Hall, age about 30, height 5 ft. 8 or 9 in, com- plexion pale, hair and slight moustache ( about three weeks growth), dark brown, small side whiskers ; dress, dark suit, blue cloth overcoat, hard low black hat, or may be wearing a high silk hat. Had with him an old brown leather portmanteau and a hat box- Native of Cornwall. Is known at Tunbridge Wells. Left on 17th inst. for London. Warrant issued. Information to Supt. Munford, Swaffham. STAFFORDSHIRE. 15.— Burslem ( County).— For office- breaking and stealing a large skeleton key— JOSEPH EARDLEY, age 24, height 5 [ ft. 5 or 6 in., complexion pale, ^ hair brown, moustache ( slight) light, eyes grey, cut mark under chin, arms tattooed ; dress, black serge coat, black greasy vest, small plaid trousers ( worn at knees), lace boots, with toecaps, and black hard felt hat. Information to Chief Supt. Hill, Burslem. WARWICKSHIRE. 16.— Longford ( County).— For stealing, between 20th and 22nd ult., at Bedworth, £ 28 in gold and 1 black cloth jacket— SAMUEL RIDGEWAY, age 24, height 5 ft. 4 in., complexion fresh, hair dark brown, slight light brown moustache, lame right leg ; dress, black coat and vest, brown plaid trousers, black hard felt hat, side- spring boots, block fronts. Was an in- patient in Leicester Hospital about 3 years ago, when his leg was broken. A native of Atherstone, Warwick. Is accompanied by Thomas Tedds ( not wanted), a miner, of . Bedworth, age 35, height 5 ft. 2 in., com plexion pale, hair light brown, slight brown moustache. Was wearing, at the time he left Bedworth, a light coloured mixed tweed coat and vest, and black cord trousers. Warrant issued. Information to Supt. Posser, Longford. WILTSHIRE. 17.— Marlborough ( County).— For obtaining money by false pretences at Marlborough and Wex- combe— JOHN FISHER ( supposed false), age about 55, height 5 ft. 9 or 10 in., hair grey, short bushy whiskers ; dress, long dark blue coat, striped grey trousers, light boots with toecaps ( left boot has a patch on it), high silk hat, wore brown kid gloves and carried an umbrella. Stated he was district manager for Messrs. Blackie and Co., publishers, Glasgow, and was appointing agents for the delivery of books, etc., and collection of money, at salaries of 30s. per week and travelling expenses ; each agent on appointment to deposit £ 20. He succeeded in obtaining sums of £ 1 and 5s. on account of deposit. Warrant issued. Information to Supt. Pierce, Marlborough. 18.— Salisbury ( County). — For stealing at Nomansland, 25th ult., a dark brown forest mare ponyi branded with letter " G" ( upside down) on off shoulder, 9 years, 12 hands, rather hollow backed, long mane, short tail, very fast trotter, in pood condition— A MAN, age 40 to 45, height 5 ft. 9 or 10 in., com- plexion fresh, hair light, clean shaved, recent cut mark back of head; dress, long light brown coat, small black- and- white plaid suit, side- spring boots, worn over at heels, and soft brown bowler hat. Booked at Salisbury with the horse for Waterloo by the 10.40 a. m. train 25th ult. Information to Supt. Stephens, Salisbury. WORCESTERSHIRE. 19.— Great Witley ( County).— For obtaining a cart mare by false pretences— HARRY OLIVER, age 23, height 5 ft. 5 in., complexion fair, hair very light ( almost white), eyes blue, large burn mark inside right hand, large mole above right breast, mole back of neck; dress, dark tweed'suit. A horse breaker or cattle dealer ; native of Cradley, Worcestershire. Warrant issued. Information to Supt. Pugh, Great Witley. 20.— Oldbury ( County).— For stealing £ 80, and a silver watch and chain— ANN JONES, age 48, height 5 ft. 4 in., complexion fresh, hair ( thin on top) black, eyes dark grey, cut mark on temple ( supposed left), very stout, and is fond of drink ; dress, black crape dres3, and black satin high crowned hat with black crape flower. A boatwoman; native of Wolver- hampton. Warrant issued. Information to Supt. Speke, Oldbury. YORKSHIRE ( EAST RIDING). 21.— Beverley ( Borough).— For stealing, 18th ult., a British Star Safety Bicycle, No. 3580, maker's name " Guest and Barrows, Birmingham," on neck, spiral spring behind connecting the framework with the hind wheel, piece about 4 inches long broken off hind mud- guard— A MAN, age about 22, height 5 ft. 5 or 6 in., rather slender build, complexion rather dark, hair bushy, very slight dark moustache ; dress, dark mixture jacket and vest, dark cloth trousers with lightish stripe, black felt hat. Left behind a blue cloth overcoat and thick hazel wood walking- stick. This man is going about the country hiring bicycles and tricycles, with which he absconds. Information to Head Constable Knight, Beverley. YORKSHIRE ( WEST RIDING). 22— Barnsley ( County). — For embezzlement— OSBORNE MORRISH, age about 28, height 5 ft. 10 in., slight build, complexion pale, hair brown, Blight moustache and side whiskers, eyes brown, of smart appearance, speaks with a London accent, and generally wears his hat on one side ; dress, dark coat and vest, light- coloured trousers. A native of London. Is now attending race meetings as a book- maker. Warrant issued. Information to Supt. Kane, Barnsley. 23.— Leeds ( Borough).— For stealing £ 90 14s. 10d., THOMAS FREDRICK STEVENTON, age 36, height 5 ft. 11 in., complexion fair, hair ( slightly bald) light, of military appearance; dressed respectably. A native of Nottingham. Was employed as manager in a clothier's shop. May endeavour to leave the country for America. Warrant issued. Information to Chief Constable Webb, Leeds. Ste Latest Information, PERSONS IN CUSTODY. ESSEX. 24.— Chelmsford ( County).— Remanded till 9th inst., for attempting to obtain money by false pre tences- HENRY STANLEY ( supposed false), a sailor" age 44, height 5 ft. 6 in., complexion fair, hair dark brown, eyes grey, scar centre of forehead, corner of right eye, centre of right cheek, and outside centre of left arm. His modus operandi is to write to Members of Parlia- ment, stating his mother is dying, and that he has not sufficient money to go to her, and encloses a letter purporting to have been received from the curate of the place where she is supposed to be. Supposed identical with Montague Stanhope, alias Wenham, Donald Hay Stuart, and Charles Stanley. Sentenced to 3 months' imprisonment, 6th April, 1889 at Westminster Police Court, for a similar offence. 25.— Chelmsford ( County).— Sentenced 25th ult. to 6 weeks imprisonment for stealing a drake WILLIAM SHAW ( supposed false), age 24, height 5 ft.' 7 in., complexion dark, hair side whiskers and mous- tache dark brown, eyes hazel, large scar left centre of chest, small mole left side of neck. A travelling hawker. Native of Saffron Walden, Essex. Supposed wanted for other offences. Photograph can be seen on application. Information to the Deputy Chief Constable, Chelms- ford. LINCOLNSHIRE. 26.— Spalding ( County).— Committed for trial at the next Quarter Sessions for housebreaking at Whap- lode Drove, 22nd ult.— FREDERICK JOHNSON, a labourer, age 23, height 5 ft. 3 in., complexion fair, hair and moustache red; dress, dark cloth suit, lace boots, and black hard felt hat. States he resided at Overton's Lodging House, Narrow Marsh, Nottingham, for some years. Information to Supt. Jarvis, Spalding. NOTTINGHAMSHIRE. 27.— Nottingham ( County).—' Committed for trial at the next assizes for burglary— RICHARD SMITH, alias JOHN THOMAS POWELL, RICHARD PARKER, etc., age 33, height 5 ft. 7} in., complexion pale, hair ( inclined to be sandy) light brown, eyes grey, whiskers and moustache sandy, oval face, small mole on belly about 3 in, above navel, boil mark back of neck and small of back, scar left shin. Was convicted at Chester Assizes, 7th May, 1886, for burglary, and sentenced to 2 months' imprisonment; at Staflord Assizes, 6th May, 1887, for burglary, and sentenced to 6 months' imprisonment; and at Leeds Assizes, 15th March, 1890, for burglary, and sentenced to 1 month's imprisonment. Information as to previous convictions required. Photograph will be forwarded on applica- tion. Information to Supt. Hallam, Nottingham. SHROPSHIRE. 28.— Wellington ( County).— Remanded till 5th inst., for attempting to pick pockets— WALTER WILLIAMS ( supposed false), age 22, height 5 ft. 3 in., complexion sallow, ha r brown, eyes grey, oval face, lost first finger right hand, mole under left eye, right , side of neck, and front of right shoulder, 2 top of left shoulder, 1 back of left upper arm, and 1 ( hairy) left lower jaw ; dress, black ribbed cloth jacket and vest, light trousers with brown stripe, long blue cloth over- coat with black velvet collar, black hat, lace boots. States he is a general dealer, and a native of Warring- ton. Has been convicted at Birmingham in name of CHARLES JONES, and EVANS, as follows :— 25th October, 1877, as suspected person ; 5th February, 1878,", for larceny ( person) ; 13th May, 1878, as suspected person; and 19th August, 1878, as suspected person, and on each occasion sentenced to 3 months imprison- ment. At Liverpool, 5th December, 1878, for frequent- ing and sentenced to three months' imprisonment. At Greenock in name of WILLIAM GOODWIN, 13th August, 1884, and sentenced to 60 days imprisonment. At Glasgow, 17th October, 1884, and 30th January, 1885, for attempting to pick pockets, and sentenced to 60 days imprisonment. At Edingburgh in name of WALTER JENKINS, 8th August, 1885, for frequen- ting, and sentenced to 14 days' imprisonment. At Kilmarnock, in name of WILLIAM HARRIS, 19th October, 1885, for frequenting, and sentenced to 3 months1 imprisonment. At Edinburgh, in name of WILLIAM TAYLOR, 21st August, 1886, and sentenced to 30 days imprisonment for larceny. At Dundee, 11th January, 1888, for attempting to pick pockets, and sentenced to 30 days' imprisonment; and 2nd April, 1888, in name of WILLIAM WOODCOCK for larceny from hand- bag, and sentenced to 5 months' imprison- ment, and a fine of £ 5 5s., or 2 months' in default TUESDAY, APRIL 3, 1890. T H E POLICE GAZETTE. 5 PROPERTY STOLEN. METROPOLITAN POLICE DISTRICT. 34,— J Division.— Woodcut engraving and de- scription of watch and pin, stolen 6th ult.— 1st, a 4. A plain thick gold bracelet, with amethysts ( 7 or 8) set in a gold circle, also 2 amethysts on each side of circle. 5. A plain thick gold bracelet with large round amethyst set in circle of gold filigree work, small diamond star on amethyst. 6. A thick gold bracelet with turquoise set in door- key pattern all round. 7. A plain gold bracelet with button. Also a gold brooch, single rose diamond set in star, cut in the gold; 2 round gold solitaires, single rose diamond set in star, cut in the gold; 1 two- guinea piece ; 1 guinea piece, and 1 half ditto. The above reward will be paid by the Rev. Oswald Smith, Thornbury House, Spring Grove, Isleworth Middlesex, to any person giving such information as Supposed convicted elsewhere, and now wanted for other offences. Information to Chief Supt. NORRIS TESTIMONIAL The resignation is announced of Mr. John Norris, Chief Constable of Coventry, a veteran and able officer, whose name is a household word amongst policemen everywhere. Mr. Norris has been in bad health since June of last year, the consequence of which, and his advanced age, has induced him to sever a connection that has existed for half a century. Mr. Norris joined the Service in 1842 at Bath, and was appointed Chief Constable of Coventry in 1862. While at Coventry his reputation has been enhanced by his constant efforts to further the good of the Ser- vice in every possible way. He has worked assidu- ously, though unfortunately without avail up to the present time, to secure such an amendment of the Police Superannuation Act as should destroy its optional character, and make it a legislative enactment that, on retirement at the end of the proper term of service an officer shall receive a pension at the rate of two- thirds of his pay. His eflorts to establish a Police Orphanage will be well within the memory of those associated with him in that important movement, and his services in the way of securing " rational dress " for the Police, and of promoting amongst them mutual assurance on the highest and broadest principles, are well known. The offices he has held have included those of Trea- surer of the Police Superannuation Committee, Vice- President of the Police Mutual Assurance Association, Chairman of the Borough Police Association, etc. Mr. Norris's work on behalf of the Service has been energetic and never- ending; his watchfulness in its interest has been keen and vigilant j there has scarcely ever been an important departure taken in police work in which his advice has not been first sought. His perfect knowledge and ripe experience made his counsel of the utmost value, and he was never chary about giving it when the welfare of the Service was affected.
