Announcement! of all ptriont to it apprehended or of ttolen property bear a number, and are alphabetically arranged by counties. 9. The forct which causes particulars concerning delinqutnts or ttolen property to be interted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all eases, the officer signing the requett for intertion of any announcement, will k wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one tide oj the paper only, bt in tht usual form, and accompanied by * covering letter. 12. NOTICE. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— C. I. Department.— Woodcut portrait and description of ARTHUR EDWARD BOLD HORN- EXTRADITION. A Declaration was signed in London on the list of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiiing party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, thai the High Contracting Parties be bound to surrender their own iubjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver Hp its own Babjects to the other Government, bet can not be considered hound to do so. BUCKLE, vhose apprehension is sought for stealing £ 2,200— age 26, height 5 ft. 8 in., complexion dark sallow, hair dark, eyes dark muddy with dark shade underneath, appearance of suffering from liver com- plaint, quiet gentlemanly demeanour; generally wears a grey tweed sack suit and soft felt hat. A bank clerk ; native of Victoria, Australia. Warrant issued under Fugitive Offenders Act. 2.— A Division.— For stealing £ 45— WILLIAM JURY or JiUREY, age 36, height 5 ft. 10 in , com- plexion sallcw, hair ( very curly and parted in centre) dark brown, eyes brown, no whiskers or moustache, mole on back of neck, appearance of a servant; dress, check coat ani vest, and black cloth trousers with braid down ou\ side seam. A waiter ; native of Black- friars, London,. Warrant issued 3.— D Divisicn— For stealing from a boy, by means of a trick, 7th inst., a large white basket with waterproof cowr, handles at sides and two straps across with iron and brass buckle, containing 8 pairs ladies' French kid ourt shoes, 1 pair lady's brown Russian leather lace hoes, 1 pair lady's high leg bal- morals, 2 pairs ladies' fcrong calf goloshed button boots, 1 lady's Wellington bot, 2 pairs ladies' Oxford shoes, 1 pair lady's glazed rid button boots, 3 pair's chil- drens' glazed kid buton boots, 1 pair child's strap shoes, and 1 pair genleman's black velvet slippers, with a monogram in ; old thereon— all stamped in various places " Marsh. ll and Willotts, 476 and 478, Oxford- Street, near Ms- ble Arch "— A MAN, age 24 height 5 ft. 7 in., compjxion fair, hair and moustache light brown; dress, ble cloth overcoat with velvet collar, dark clothes, andorown felt hat. 4.— M Division.— Tor stealing .£ 30— GEORGE FREDERICK WILLIM ALLEN, age 22, height 5 ft. 4 in., complexion sallow, hair and moustache ( slight) dark, walks erect, sore near left side of mouth, moles on neck and face ; dress, black summer overcoat, brown coat and vest, black trousers, stand- up collar, and black felt hat. A clerk ; native of London. 5.— T Division.— For stealing, 4th inst., a gentleman's gold ring, i in. wide, 7 knobs round, " Nell, 1888," inside; a white silk handkerchief ; and £ 5 gold— FLORRIE DAWSON, alias FLOSSY DALTON and FELTHAM, age 22, height 5 ft 5 or 6 in., complexion very pale, hair chestnut brown, eyes dark ; dress, plain black cloth jacket with anchor buttons, green skirt ( plain drapery), and round black velvet hat trimmed red feather. A native of Stafford- shire. 6-— T Division.— For larceny from furnished apartments- CHARLES SMITH, alias " GIPSY SMITH," age 45, height 5 ft. 4 in., complexion, hair, side whiskers, and eyes very dark, scar on nose from bite of a horse j dress, light covert coat, dark tweed trousers, and black hard felt hat. A coachman; native of Bristol.— ANN SMITH ( his wife), age 45, height 5 ft. 7 in., complexion sallow, hair ( turning grey) and eyes dark, pockpitted; dress, black three- quarter jacket, black dress, and black bonnet trimmed with black ribbon. 7.— Y DIvisio n.— For obtaining jewellery through the " Exchange and Mart," which he pays for with fictitious cheques — EDWARD J. HOLE, age 30, height 5 ft. 3 in., complexion fair, hair light brown, moustache light, eyes grey, large mouth; dress, light box cloth overcoat and high hat; carries an umbrella. A traveller; native of Lynton Villa, St. Lukes- road, Bath. Is wanted at Macclesfield and Colchester for similar offences. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. £ 200 REWARD. 8.— For stealing jewellery to the value of £ 2,000 — FREDERICK HARRISON, a jeweller's porter, late of 63, Moorgate- street, London, E. C., age 22, height 5 ft. 9 or 10 in., complexion fresh, hair and moustache ( slight) dark, walks lame right leg from diseased hip ; dressed respectably. The above reward will be paid by Messrs. Halton and Slocombe, jewellers, 63, Moorgate- street, London, for such information as will lead to the apprehension and conviction of Harrison and recovery of the pro- perty, or in proportion to the amount recovered. 9.— For forgery— GASTON DESBORDES, late of 109, St. George's Road, London, S. E., age about 36, height 5 ft. 5 in., hair dark brown, moustache ( thick and prominent) dark red, eyes dark brown, no whiskers or beard, nose large and thick, two front teeth deficient, military walk, has recently been bitten by a dog on the arm and leg ; dress, dark overcoat with silk facings, tweed suit, and high silk hat. A clerk, native of Bordeaux. Speaks English and Spanish with strong French accent. His luggage consisted of a large blaek wooden box. Had in his possession about £ 120 gold, and £ 20 in 2 TDLE POLICE GAZETTE. FRIDAY, APRIL 25, 1890 £ 5 notes, numbers of three of them 96768, 96769,96770, dated 5th November, 1889. Has a brother a farmer at Chelsneld, Kent. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. AYRSHIRE, 10.— Ayr ( County).— Woodcut portrait and descrip- tion of JAMES STEWART, alias EDWARD COOK, JAMES COOK, and EDWARD McDERMONT, whose apprehension is sought for housebreaking at Troon, on the 7th and 20th ult., age 36, height 5 ft. 5 in. i slight build, complexion sallow, hair brown, eyes ( large and staring) grey, clean shaved, heavily pockmarked, speaks with a Scotch accent; dress, dark cloth coat and vest, moleskin trousers, and cloth cap with single peak. A hole- borer or rivetter. Sentenced at Glasgow, in December, 1877, to 10 years' penal servitude for assault and robbery. Liberated on license from Chatham Prison, 30th April, 1886. Office No. 30511- D 1397. Has been subsequently convicted as follows: at Edinburgh, 10th March, 1887, and sentenced to 12 months' imprisonment; and at Dumbarton, 26th No- vember, 1888, and sentenced to 10 days' imprisonment. Last trace obtained of him was at Ayr, on 25th ult. Is likely to seek work at iron shipbuilding yards. Is said to be well known in shipbuilding yards on the Clyde. Warrant issued. Information to the Chief Constable of Ayrshire, Ayr. BERKSHIRE. 11.— Windsor ( Borough).— For stealing several articles of clothing ( found pledged) and a brown- striped vest— ROBERT JENNINGS ( supposed false), age 30 to 35, height 5 ft. 6 in., complexion fair, hair and moustache light, looks ill ; dress, dark brown overcoat, speckled trousers, and hard felt hat. May be found in the company of betting men. Information to Supt. Armour, Windsor. BUCKINGHAMSHIRE. 12.— Buckingham ( County).— For carnally know- ing a girl, age 15— GEORGE CRIPPS, age 23, height 5 ft. 7 in., complexion fresh, hair brown, eyes grey, moustache slight, prominent chin ; dress, black pilot jacket, cord trousers, lace boots, and hard felt hat. A native of Waddesdon. Warrant issued. Information to Supt. Shepherd, Buckingham. CUMBERLAND. 13.— Penrith ( County).— For deserting his wife and family, leaving them chargeable to the Penrith Union— ROBERT DALGLEISH, a labourer, age 38, height 5 ft. 7 in., complexion fair, hair ( thick) dark, moustache and long beard sandy, eyes light blue, long face, very low forehead, high cheek- bones, rather thick lips, lost 2 front teeth in upper jaw, leans for- ward with his knees when walking, is subject to fits at night, after having a little drink. Is well known at Lancaster, and some short time since was working on the Manchester Ship Canal. Formerly worked for many years as platelayer for the London and North- Western Railway Company. Warrant issued. Information to Supt. Fowler, Penrith. DERBYSHIRE. 14.— Derby ( County).— For stealing a watch and chain ( recovered), at Etwall, 4th inst.— THOMAS DICKEN, alias WALTER EDWARDS and DOUG- LASS, age 27, height 5 ft. 8i in., complexion fresh, hair and whiskers ( if any) brown, moustache light, eyes blue, scar left side bridge of nose, supposed mole or abscess right side of neck ; dress, dark tweed coat, moleskin trousers patched at both knees, light check scarf, usually tied in a knot, old lace boots, and light tweed double- peak cap. A gardener ; native of Burn- aston, Derby. May be found employed as labourer on new railway works.— ARTHUR JOYCE ( supposed false), age 24 to 26, height about 5 ft. 8 in., hair and moustache dark brown, smart appearance; dress, dark cloth coat and trousers, and black hard felt hat. He also purchased, 5th inst., a check suit, dark brownish ground with black yellow- and- red stripes, which he may be wearing. Warrant issued. Information to the Deputy Chief Constable, County Police Office, Derby. DEVONSHIRE. 15.— Exeter ( County).— For burglary at Starcross, 16th inst., and other offences- HORACE WALFORD, age 26, height 5 ft. 8 in., slight build, complexion dark, hair ( thin in front) dark brown, moustache ( slight) dark, eyes brown, of very genteel and military appearance; dress, dark tweed suit, blue tie with white spots, lace boots with broad soles, small skull- cap, and light drab cloth leggings with bone buttons ( the latter stolen). Has served in the Portsmouth Division of the Royal Artillery. Information to the Chief Constable of Devon, Exeter. ESSEX. 16.— Chelmsford ( County).— For deserting his children— JAMES CARNELL, age 46, height 5 ft. 6 or 7 in., complex on, hair, whiskers, and moustache dark, right arm has been broken, addicted to drink ; dress, generally old dirty fustian suit, and hard felt hat, A labourer, native of Boreham. Warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. GLOUCESTERSHIRE. 17.— Cheltenham ( County).— For stealing 5 £ 10 Bank of England Notes, Nos. H- 23 09919 to 09925, dated 10th July, 1889- EDWARD VINCENT GLEN DENNING, age 24 or 25, height 5 ft. 5 or 6 in., com- plexion pale, hair brown, moustache ( slight) light, eyes dark, front upper teeth very much decayed; dress, short black jacket faced with silk, black vest, light grey trousers, rather open collar and cream silk tie, lace boots, and dark brown bowler hat. A native of Liverpool. Warrant issued. Information to Supt. McRae, Cheltenham. 18.— Cirencester ( County).— For stealing £ l 17s. - JOHN WATKINS, age 41, height 5 ft. 10 in., complexion sallow, hair dark brown, whiskers and moustache dark brown, eyes grey, shaved on chin, cup mark left breast; dress, dark corduroy jacket and vest, grey plaid trousers, heavy lace boots, and black bowler hat. A labourer; native of Ampney Crucis, Cirencester. Is a pensioner from the army. Warrant issued. Information to Supt. Morgan, Cirencester. KENT. 19.— Folkestone ( Borough).— For failing to appear to two summonses for assault— EDWARD CHARLES HOEY, hairdresser, 3, Guildhall- street, Folkestone, age 34 to 38, height 5 ft. 8 in., slight build, complexion pale, hair light brown, moustache light, aquiine nose, thin prominent features, dressed respectably Is well known to officers of regiments which have been stationed at Shorncliffe Camp during tie last few years, and may be found in some garrison t » wn. Warrant issued. Information to Supt. Taylor, Folkestone 20— Margate ( Borough).— For steaing a Glad- stone bag and contents ( recovered) from a hotel, 9th inst.— A MAN, age about 21, height aioat 5 ft. 1 in., complexion pale, full round face, mrustache ( slight) light, thumb nails bitten down very nuch, rather small eyes; dress, check overcoat with cape, light plaid trousers, and fawn colour hard felthat. A German, and speaks broken English ; appeaance of a German waiter. He arrived in Margate on 9th irst. and left on the 10th inst., when he is suspected of having committed a similar larceny at Broadstairs. Whilst in Margate he lived rather extravagantly, driiking bottles of wine at dinner, etc. Supposed previasly convicted, and wanted elsewhere. Left behind a small silver keyles watch, No. in case 20942, No. on works 874631, plai dial, black hands, chased back with garter in cenre for initials— sup- posed the proceeds of some otheriarceny. LANCASHRE. 21.— Church ( Cojinty).— Br stealing a pair of trousers ( recovered at Accring » n) and two sovereigns at Huncoat, between 22nd and 29th ult.— HAR- GREAVES SMITH, age 35, height 5 ft. 7i in., com- plexion fresh, two blue marks over nose, walks erect smart appearance; dress, black coat, cord trousers' clogs, and billycock hat. A clogger, and has worked in many of the Lancashire towns. He is a member of the doggers' Association, and will present his card of the club- house of the town where he starts work. Information to Supt. Campbell, Church. 22.— Lancaster ( County).— For embezzlement— JOHN JAMES DODDS, age 27, height 5 ft. 8or9 in., complexion dark, moustache ( slight) dark, smart appearance ; dress when last seen, dark tweed overcoat, black coat and vest, lightish mixture trousers, carried a black silk umbrella ; may endeavour to go abroad. Has been a traveller in the oilcloth trade, and was in the habit of visiting various towns in Lancashire, Cheshire, Cumberland, and as far as Dumfries. Is fond of the company of theatricals. Has friends in J. Turner's Opera Company, now in London, and a brother at 40, Alexandra Road, Shipley, Yorkshire. He is of Scotch parentage, and has an aunt residing in Parliament- street, Langholme. Is fond of billiards • takes a great interest in angling, and talks a great deal about it. Was a member of the Reform Club in Lancaster. Photograph will be forwarded on application. Warrant issued. 23.— Old Trafford ( County).- For stealing, 15th inst., a pair of boots ( recovered)— A MAN, age about 19, height 5 ft. 6 in., complexion sallow; dress, brown jacket, dark trousers, black pot hat, white muffler. Information to Supt. Bent, Old Trafford. 24.— Manchester ( City).— For embezzlement— HENRY ROWE, age 45 to 50, height 5 ft. 10 in., com- plexion fair, heavy moustache, military appearance ; dressed respectabl y, of gentlemanly appearance. Parents reside in Tarvia- road, Chester. He was last heard of on 31st March, when he called on Dr. Davies, Tredegar Cardiff. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Detective Supt. Hicks, Manchester. 25.— Lancaster ( Borough).— For stealing, 15th inst., 1 brown leather hand portmanteau, fastens with straps and a padlock which was loose, two compart- ments not much worn ; 1 single- breasted dark brown heavy Scotch tweed overcoat with cape inside, " B. N. J. U. S. Club" marked inside collar, 2 outside pockets and ticket pocket, rough lining, horn buttons ; 1 white linen- fronted shirt, fastens under seat, B. N. North marked thereon; 1 evening dress suit, plain nail collar on coat; 1 short brown dust coat, B. N. N. J, U. S. Club on collar ; 2 pairs button boots, 1 pair mnch worn, " Major How, Coventry- street," on lining ; 1 cloth peak shooting cap, light check, B. N. N, inside, maker, Scott, 1, Old Bond- street; 1 light tweed suit, lounge coat, cross pockets in trousers with buttons; 1 blue serge jacket and vest; 1 pair light tweed trousers ; 1 shirt marked C. E. E. H.; 1 pair nail scissors.— FRANCIS HENRY SIMMONDS, age 21, height 5 ft. 8} in., complexion fresh, hair black, eyes brown, two moles right side of chest, scar front of left thigh, dot back of right forearm, two left wrist. Deserted from the 4th Royal Lancaster Regiment at the time of the robbery. A waiter, native of St. George's, London. May seek employment at hotels, etc. May be in the company of a woman. MONMOUTHSHIRE. 26.— Newport ( Borough).— For stealing, 8th inst., a silver lever hunting watch, No. 44103; a silver albert chain ( curb pattern); and a 15- carat gold ring set with bloodstone— A MAN giving the name of JAMES, age between 30 and 40, height about 5 ft. 10 in., slight build, complexion fair, hair and moustache inclined to sandy, pockmarked, lame in right leg; dress, light suit and bowler hat. Was in Hereford on the 9th inst., and left on the 10th by the 9.20 a. m. train, stating he was making for Birkenhead and Liverpool. Supposed a book canvasser. Information to Head Constable Sinclair, Newport. NORTHAMPTONSHIRE. 27.— Oundle ( County).— For being concerned in a poaching affray and for failing to notify change of residence— Supervisee JOSEPH CHAPMAN, Office No. 36013, age 56, height 5 ft. 9 in., complexion fresh, hair ( partly bald) brown, whiskers and moustache ( supposed partly shaved), brown, eyes blue, scars on head, left knee- cap, left little finger and shin, fresh wounds on head and legs. Sentenced at Northampton Sessions, 4th April, 1883, to 7 years' penal servitude and 5 years' police supervision for warehousebreaking. E T 211. Warrant issued. Information to the Deputy Chief Constable, Oundle. TUESDAY, APRIL 25, 1890. T H E POLICE GAZETTE. 5 NOTTINGHAMSHIRE. 28.— Worksop ( County).— For obtaining money by false pretences— JOHN H. RHODES, age 30 ( looks younger), height 5 ft. 6 in., complexion fair, hair brown, moustache ( slight) light, eyes blue, of gentle- manly appearance; dress, light mixture suit and hard bowler hat. A native of Heckmondwike, Yorkshire. Is well known amongst retail furniture dealers as traveller for Messrs. Westhead and Co., of Manchester. Was last heard of at Bedford on the 20th ult. Warrant issued. Information to Supt. Irwin, Worksop. SHROPSHIRE. 29.— Shrewsbury ( Borough).— For stealing £ 8 14s. 6d. cash, a gentleman's heavy gold signet ring set with pink onyx, an earring made of a sixpence, dated 1888, and a small silver earring set with imitation diamond— GEORGE RAMSELL, alias GEORGE ADAMS and GEORGE PATIENCE, age 54, height 5 ft. 2 in., complexion fresh, hair ( bald on top) grey, eyes grey, round face, nose large at the bottom, scar back and front of head, left side of forehead, base of right thumb, and right forearm, mole left shoulder, scar left leg and front of left elbow. Has served four terms of penal servitude and has also been twice summarily convicted for felony. Information to Chief Constable Blackwell, Shrews- bury. SOMERSETSHIRE. 30.— Bath ( City).— For obtaining by false pre- tences, 5th inst., 1 lady's silver Geneva watch ( found pledged), 1 lady's secondhand gold Geneva watch, with back bruised, and 2 silver albert chains— A MAN, age 35 to 40, height about 5 ft. 8 or 9 in., complexion fair, hair and moustache light brown, sup- posed marked with small- pox, lame one leg, supposed right; dress, dust tweed coat, dark striped trousers, lace boots, and cloth cap with double peak and side flaps tied up. This man called at a jeweller's shop, stating that he wanted to make his wife a present of a watch and chain, and the above goods were sent by a lad to his lodgings, where he obtained possession of them under the pretence of showing them to his wife, and imme diately absconded. It is requested that jewellers and pawnbrokers be cautioned against this man. Information to Lieut.- Colonel Gwyn, Chief Con- stable, Bath. STAFFORDSHIRE. 31.— Bilston ( County)— For fraud — EDWARD J. Stated he was district manager for Messrs. Blackie and Co., publishers, Glasgow, and was appointing agents for the delivery of books, etc., and collection of money, at salaries of 30s. per week and travelling expenses ; each agent on appointment to deposit £ 20. The resignation is announced of Mr. John Norris, Chief Constable of Coventry, a veteran and able officer, whose came is a household word amongst policemen everywhere. Mr. Norris has been in bad health since June of last year, the consequence of which, and his advanced age, has induced him to sever a connection that has existed for half a century. Mr. Norris joined the Service in 1842 at Bath, and was appointed Chief Constable of Coventry in 1862. While at Coventry his reputation has been enhanced by his constant efforts to further the good of the Ser- vice in every possible way. He has worked assidu- ously, though unfortunately without avail up to the present time, to secure such an amendment of the Police Superannuation Act as should destroy its optional character, and make it a legislative enactment that, on retirement at the end of the proper terra of service an officer shall receive a pension at the rate of two- thirds of his pay. His efforts to establish a Police Orphanage will be well within the memory of those associated with him in that important movement, and his services in the way of securing " rational dress " for the Police, and of promoting amongst them mutual assurance on the highest and broadest principles, are well known. The offices he has held have included those of Trea- surer of the Police Superannuation Committee, Vice- President of the Police Mutual Assurance Association, Chairman of the Borough Police Association, etc. Mr. Norris's work on behalf of the Service has been energetic and never- ending; his watchfulness in its interest has been keen and vigilant; there has scarcely ever been an important departure taken in police work in which his advice has not been first sought. His perfect knowledge and ripe experience made his counsel of the utmost value, and he was never chary about giving it when the welfare of the Service was affected.
