All announcements for insertion in the POLICE GAZETTE, and all communieatwnt upon them, should it addressed to THE EDITOB OF THE POLICE GAZETTE, GBKAT SCOTLAND TABD, LONDON, S. W. , 2. Particulars concerning persons whose apprehension it sought will be inserted in one issue of th* POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 6. Particulars as to stolen property will be likewise inserted in one issue, ij sufficient to enable th* article in question to be thereby identified. « 4. In all case* where a reward it offered the name and address of tome person responsible for the payment mutt be given, and the exact condition! be clearly stated. g, Portraits of persons whose apprehension is sought for serious offences, and engravings of tiolen property, will be prominently inserted, with detailed particulars, at a cost of lbs. per portrait, and of 71. 6i. per photograph or sketch oj a stclen article, including the expense of engraving on wood. A. Every announcement, if for the apprehention of a person, must be guaranteed by the signature of an officer of not lets rank than Superintendent; and, if the name of tuch person be required to b* inserted, and no warrant it in force against him, the requisition mutt be tigned by the chief officer of police, or hit immediate deputy, of the county, city, or borough, at the case may be. f. Announcements concerning ttolen property mutt be guaranteed by an officer of not leu rank than Inspector, or analogout thereto. TIONS. 8. Announcement* of all person* to be apprehended or of ttolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or ttolen property to b* inserted in the POLICE GAZETTE, mutt, on their apprehension or recovery, at once transmit to the Sditv notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will K wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and far the Tuesday edition not later than Saturday morning. They mutt be clearly written on one tide oj the paper only, be in the usual form, and accompanied by a covering Utter. 12. All payments must be in advance, either at the office, Oreat Scotland Yard, by cheque, crossed " Drummond i Co.," Pott Office Order payable at Charing Cross, Pottal Order, or in Stamps. y 13. APPREHENSIONS SOUGHT. ft 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on ar cation in the form set forth in circular of the 7tl November, 1883. 3.— It is particularly requested that any complaints ts to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiiing party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, thai the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. Warrant issued under Fugitive Offenders Act. 2.— A Division.— For stealing £ 45— WILLIAM JURY or JEUREY, age 36, height 5 ft. 10 in , com- plexion sallow, hair ( very curly and parted in centre) dark brown, eyes brown, no whiskers or moustache, mole on back of neck, appearance of a servant; dress, check coat and vest, and black cloth trousers with braid down outside seam. FRIDAY, APRIL 18, 1890. in December, 1877, to 10 years' penal servitude for assault and robbery. Liberated on license from Chatham Prison, 30th April, 1886. Office No. 30511- D 1397. Has been subsequently convicted as follows: at Edinburgh, 10th March, 1887, and sentenced to 12 months' imprisonment; and at Dumbarton, 26th No- vember, 1888, and sentenced to 10 days' imprisonment. Last trace obtained of him was at Ayr, on 25th ult. Is likely to seek work at iron shipbuilding yards. Is said to be well known in shipbuilding yards on the Clyde. Warrant issued. Information to the Chief Constable of Ayrshire, Ayr. ESSEX. 6.— Southend ( County).— For stealing the sum of £ 50 at Shoeburyness, 30th ult.— Quartermaster- Sergeant CHARLES DANGERFIELD, age 41, height 5 ft. 11 in., complexion fresh, hair ( turning slightly grey) brown, eyes grey, mole between shoulder- blades; dress ( supposed), plain clothes. A native of Isleworth- road, London. Warrant issued. Information to Supt. Hawtree, Southend. GLOUCESTERSHIRE. 7.— Cheltenham { County).— For stealing 5 £ 10 Bank of England Notes, Nos. H- 23 09919 to 09925, dated 10th July, 1889- EDWARD VINCENT GLEN- DENNING, age 24 or 25, height 5 ft. 5 or 6 in., com- plexion pale, hair brown, moustache ( slight) light, eyes dark, front upper teeth very much decayed; dress, short black jacket faced with silk, black vest, light grey trousers, rather open collar and cream silk tie, lace boots, and dark brown bowler hat. A native of Liverpool. Warrant issued. Information to Supt. McRae, Cheltenham. 8.— Cirencester { County).— For stealing £ l 17s. - JOHN WATKINS, age 41, height 5 ft. 10 in., complexion sallow, hair dark brown, whiskers and moustache dark brown, eyes grey, shaved on chin, cup mark left breast; dress, dark corduroy jacket and vest, grey plaid trousers, heavy lace boots, and black bowler hat. A labourer; native of Ampney Crucis, Cirencester. Is a pensioner from the army. Warrant issued. Information to Supt. Morgan, Cirencester. KENT. 9.— Margate ( Borough).— For stealing a Glad- stone bag and contents ( recovered) from a hotel, 9th inst.— A MAN, age about 21, height about 5 ft. 1 in., complexion pale, full round face, moustache ( slight) light, thumb nails bitten down very much, rather small eyes; dress, check overcoat with cape, light plaid trousers, and fawn colour hard felt hat. A German, and speaks broken English ; appearance of a German waiter. He arrived in Margate on 9th inst. and left on the 10th inst., when he is suspected of having committed a similar larceny at Broadstairs. Whilst in Margate he lived rather extravagantly, drinking bottles of wine at dinner, etc. Supposed previously convicted, and wanted elsewhere. Left behind a small silver keyless watch, No. in case 20942, No. on works 874631, plain dial, black hands, chased back with garter in centre for initials— sup- posed the proceeds of some other larceny. Information to Chief Constable Buck, Margate. at Huncoat, between 22nd and 29th ult.— HAR- GREAVES SMITH, age 35, height 5 ft. 7J in., com- plexion fresh, two blue marks over nose, walks erect, smart appearance; dress, black coat, cord trousers, clogs, and billycock hat. A clogger, and has worked in many of the Lancashire towns. He is a member of the doggers' Association, and will present his card of the club- house of the town where he starts work. Information to Supt. Campbell, Church. 11.— Prescot ( County).— For failing to report- Supervisee PATRICK COUGHLIN, alias COCK- LING and KELLY, Office No. 36885, age 59, height 5 ft. 6£ in., complexion fresh, hair grey, eyes brown, scars on eyebrows, piece out of lobe of right ear, promi- nent nose, right hand contracted. Sentenced at Preston, 4th July, 1888, to 6 months' imprisonment and 2 years' police supervision for larceny. Information to Supt. Barker, Prescot. 12.— Liverpool ( City).— For failing to report- Supervisee THOMAS LOWE, alias CONNOLLY, Office No. 37938, age 25, height 5 ft. 1 in., complexion fresh, hair dark, eyes brown, scar centre of forehead, second right finger nail injured. Sentenced at Sal- ford, 9th April, 1888, to 15 months' imprisonment and 3 years' police supervision for larceny. Licensed 8th July, 1889. Information to Chief Superintendent, Liverpool. 13.— Manchester ( City).— For embezzlement— HENRY ROWE, age 45 to 50, height 5 ft. 10 in., com- plexion fair, heavy moustache, military appearance; dress, respectably, of gentlemanly appearance. Parents reside in Tarvia- road, Chester. He was last heard of on 31st March, when he called on Dr. Davies, Tredegar, Cardiff. Warrant issued. Not to be apprehended out of the United Kingdom. 14.— Manchester ( City).— For failing to report- Supervisee THOMAS CASEY, Office No. 38947, age 31, height 5 ft. 8£ in., complexion fresh, hair brown, eyes grey, scars over each eyebrow, small of back, and centre of belly. Sentenced at Salford, 7th January, 1889, to 12 months' imprisonment and 2 years' police supervision for larceny ( person).— Supervisee JOHN BIRCH, Office No. 36882, age 47, height 5 ft. 4 in., complexion fresh, hair brown, eyes brown, ruptured left side, 5 burn scars right knee. Sentenced at Man- chester, 12th October, 1889, to 15 months' imprison- ment and 3 years' police supervision for fraud.— Supervisee JOHN WILSON, alias HARRISON, SCOTT, and McDONALD, Office No. 35236, age 34, height 5 ft. 8f in., complexion dark, hair dark brown, eyes hazel, 3 blue dots above right wrist, 2 blue marks below left elbow, second left toe overlaps first. AYRSHIRE, 5.— Ayr ( County).— Woodcut portrait and descrip- tion of JAMES STEWART, alias EDWARD COOK, JAMES COOK, and EDWARD McDERMONT, whose apprehension is sought for housebreaking at Troon, on the 7th and 20th ult., age 36, height 5 ft. 5 in., slight build, complexion sallow, hair brown, eyes ( large and staring) grey, clean shaved, heavily pockmarked, speaks with a Scotch accent; dress, dark cloth coat and vest, moleskin trousers, and cloth cap with single peak. This man called at a jeweller's shop, stating that he wanted to make his wife a present of a watch and chain, and the above goods were sent by a lad to his lodgings, where he obtained possession of them under the pretence of showing them to his wife, and imme- diately absconded. The resignation is announced of Mr. John Norris, Chief Constable of Coventry, a veteran and able officer, whose name is a household word amongst policemen everywhere. Mr. Norris has been in bad health since June of last year, the consequence of which, and his advanced age, has induced him to sever a connection that has existed for half a century. Mr. Norris joined the Service in 1842 at Bath, and was appointed Chief Constable of Coventry in 1862. While at Coventry his reputation has been enhanced by his constant efforts to further the good of the Ser- vice in every possible way. He has worked assidu- ously, though unfortunately without avail up to the present time, to secure such an amendment of the Police Superannuation Act as should destroy its optional character, and make it a legislative enactment that, on retirement at the end of the proper term of service an officer shall receive a pension at the rate of two- thirds of his pay. His efforts to estabiish a Police Orphanage will be well within the memory of those associated with him in that important movement, and his services in the way of securing " rational dress " for the Police, and of promoting amongst them mutual assurance on the highest and broadest principles, are well known. The offices he has held have included those of Trea- surer of the Police Superannuation Committee, Vice- President of the Police Mutual Assurance Association, Chairman of the Borough Police Association, etc. Mr. Norris's work on behalf of the Service has been energetic and never- ending; his watchfulness in its interest has been keen and vigilant; there has scarcely ever been an important departure taken in police work in which his advice has not been first sought. His perfect knowledge and ripe experience made his counsel of the utmost value, and he was never chary about giving it when the welfare of the Service was affected.
