AU announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to TKB EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 5. Particulars as to stolen property will be likewise inserted in one issue, ij sufficient to enable the article in question to be thereby identified. 4. In all eases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 16s. per portrait, and of Is. 6d. per photograph or sketch oj a stclen article, including the expense of engraving on wood. 0. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to U inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the ease may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. T ION S. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Edit* notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will k wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side oj the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond 4 Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 126, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE, EXTRADITION. A Declaration was signed in London on the Slst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver np to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiiing party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, ihall the High Contracting Parties be bound to surrender their oum subjects whether by birth or naturalisation." The result of the modification in the Treaty Is that either Government may deliver ap its own subjects to the other Government, bat can noi be " onsidnred bound to do so. Cox and Co.' s Bank, Charing- cross— ALBION HENRY SLADE, a banker's clerk, age 35 to 40, height £ ft. 8 in., complexion sallow, hair and moustache iron grey, eyes grey, scar between eyes ; dress, long blue overcoat with velvet collar, dark cutaway coat and vest, dark or light mixture trousers, brown spats, and blue shaded hard felt bf ^. Is known at Wimble- don, and Morden, Surrey. 2.— M Division.— For unlawfully withdrawing himself from duty as a police constable— ALLAN TREHERNE, aze 34, height 5 ft. 8i in,, complexion fresh, hair brown, moustache sandy, eyes grey ; dress, dark clothes and a hard felt hat. A native of Berrow, Worcestershire. Warrant issued. 3— W Divis ion.— Woodcut portrait and descrip- tion of JOSEPH WILLIAM PERRY, a pawnbroker's assistant, whose apprehension is sought for stealing £ 15, age 22, height 5 ft. 7 in., complexion, hair ( curly) and eyes dark, mole left side of face, mark ( shape of horseshoe) from burn back of one hand; dress, blue overcoat, dark jacket, trousers, and vest, lace boots, black silk muffler with amber bars, black hard felt hat, smart appearance. BEPKSHIRE. 4.— Farmgdo n ( County).— For stealing a watch entrusted to bim to clean, 27th ult.— A MAN, sup- posed named " PATERSON," age 62, height 5 ft. 10 in , hair ( parted at sides, and with curl on top), turning grey, eyes light blue ; dress, long small plaid coat and trousers, much worn, and of a green colour, brown hard felt hat. Warran. issued. Information to Supt. Butcher, Faringdon. CAMBRIDGESHIRE. 5.— Isle of Ely ( County).— For stealing £ 3 at Whittlesey, 13th ult.— DRUCILLA WATSON, alias DRUCILLA MAWER, age 34, height 4 ft. 9 or 10 in., complexion rathevj lark, hair brown, wears small crimped fringe, slightly pockpitted, walks erect, sup- posed to have a small cast or some peculiarity in both eyes; dress, dark grey cloak or ulster, black dress, and dark round felt hat trimmed in front with black water- waved ribbon. A native of Whittlesey. Warrant issued. Information to Inspector King, Whittlesey. DERBYSHIRE. 6.— Belper ( County).— For felony- THOMAS HENRY HARDY, late a police constable of the Derby- shire Constabulary, stationed at Turnditch, age 27, height 5 ft. 9J in., complexion very fair, hair light brown, small side whiskers and moustache light, eyes hazel; dress, dark coat and vest, grey striped trousers, and dark round felt hat, A native of Stanley Common, Derbyshire. Absconded 12th ult. Warrant issued. Information to Supt. McDonald, Belper. DURHAM. 7.— Barnard Castle ( County).— Woodcut por- trait and description of License Holder JOSEPH 8 T H E POLICE GAZETTE. STEPHENSON, Office No. 38741, - whose appre- hension is sought for housebreaking at Stain- drop, 20th February— age 42, height 5 ft. 9 in., com- plexion pale, hair brown, moustache slight, eyes brown, rather broad shoulders, two old scars on bridge of nose, and six on back of head; dress, slack back jacket ( much too small foi him), brown check vest, light check trousers, may also be wearing a check overcoat ( much worn), a dark check double- peak cap, or black hard felt hat, blue yam stockings, and a pair of strong nailed boots with heel and toeplates. A native of Staindrop, Durham. Licensed 4th December last. Y. D. 1248. Warrant issued. Information to Supt. Thompson, Barnard Castle. ESSEX. 8.— South end ( County).— For stealing the sum of £ 50 at Shoeburyness, 30 (, h ult.— Qu arter master - Sergeant CHARLES DANGERFIELD, age 41, height 5 ft. 11 in., complexion fresh, hair ( turning slightly grey) brown, eyes grey, mole between shoulder- blades • dress ( supposed), plainclothes. A native of Isle worth- road, London. Warrant issued. Information to Supt. Hawtree, Southend. GLOUCESTERSHIRE. 9.— Cirencester ( County).— For stealing £ l 17s. - JOHN WATKINS, age 41, height 5 ft. 10 in., complexion sallow, hail dark brown, whiskers and moustache dark brown, eyes grey, shaved on chin, cup mark left breast; dress, dark corduroy jacket and vest, grey plaid trousers, heavy lace boots, and black bowler hat. A labourer; native of Ampney Crucis, Cirencester. Is a pensioner from the army. Warrant issued. Information to Supt. Morgan, Cirencester. HAMPSHIRE. 10.— Winchester ( City).— For stealing a quantity of tools ( recovered)- JAMES MARTIN, alias TEDDY, age 40 to 45, height about 5 ft. 7 in., hair, whiskers, and moustache light brown, full red face, appears to drink heavily, very dirty appearance ; dress, black monkey jacket, moleskin or cord trousers, white soft felt hat. A bricklayer; native of Southampton. Information to Head Constable Morton, Winchester. 11.— Southampton ( Borough). — For embezzle- ment— HARRY KEMP, age height 5 fc. 3 or 4 in., complexion fresh, hair and moustache light, eyes blue, speaks with an American accent, is considered to sing a good comic song ; dress, generally, blue overcoat with velvet collar, light clothes, and silk or brown hat. A native of Southampton. Warrant issued. 12.— Southampton ( Borough).— For fraud— A. BRUN, a German or Hungarian, age 25 to 27, height 5 ft. 6 or 7 in., complexion fair, hair light, eyes blue, no whiskers or moustache ; dress, brown overcoat, light trousers, and brown hard felt hat, sometimes wears a light cap. Warrant issued. Information to Chief Constable Clay, Southampton. HUNTINGDONSHIRE. 13.— St. lyes ( County).— Wocdcut portrait and description of ABRAHAM DAWSON, alias KELETT, of Leeds, whose apprehension is sought for conspiracy to defraud— age 40, height 5 ft. 6} in., complexion very fresh, hair dark brown, eyes grey, very stout build, nose crooked, lisps slightly, scar back of left hand, plausible manner, and cleverly acts the part of a simple - country farmer. Was convicted at Leeds Borough Sessions, 12th April, 1880; at Devon Assizes, 24th July, 1884; and at the West Riding Sessions, Wakefield, 18th October, 1887.— RICHARD TAYLOR, alias DICK NOBLE, age about 36, height about 5 ft. 7 in., complexion sallow, hair and moustache dark brown, eyes grey, haggard appearance; occasionally has fits, especially if he drinks. A native of Holbeach, Lin- colnshire, but resided for some time prior to Michael- mas la3t at Wellingborough Is supposed to be travel- ling the country with a dwelling van, accompanied by his wife.— WILLIAM THOMPSON, age 27, height 5 ft. 8 in., complexion fresh, hair and moustache ( slight) brown, eyes grey, horsy appearance. A native of Wisbech. Was formerly in the employ of a horse- dealer at Boston. All are well- known to horse- dealers, and are likely to be together. Warrant issued. Information to Supt. Hibbins, St. Ivee. LANCASHIRE. 14.— Blackburn ( Borough).— For embezzlement— FRANK KENDALL, age 28, height 5 ft. 4 or 5 in., complexion fair and fresh, hair and moustache light brown; dress, blue reefer overcoat with velvet collar, black worsted shooting cjat and vest, dark blue trou- sers with small white stripes, stand- up collar, and black billycock hat. A commercial traveller ; native of Blackburn. Generally stays at Temperance hotels. Warrant issued. Information to the Chief Constable, Town Hall, Blackburn. 15. — Rochdale ( Borough).— For stealing from a dwelling- house, 26th ult , a man's brown- and- white square plaid woollen Ehirt; a white- handled pocket knife, with 2 blades ; and a saddler's leather needle- case— A MAN, who gave the name of WILLIAM MITCHELL, age about 27, height 5 fc. 3 in., hair brown, moustache light brown ; dress, light mixture tweed coat and vest, brown cord trousers, red Scotch plaid scarf, lace boots, and dark cloth cap. Stated he was a shunter on the railway at Manchester. Information to Chief Constable Wilkinson, Rochdale OXFORDSHIRE. 16.— Henley- on - Thames ( County). — For em- bezzlement, 19th ult.- ALBERT BLACKWELL, age 30, height 5 ft. 6 or 7 in., complexion fresh, hair ( inclined to curl) dark brown ; dressed as a stableman. Is fond of drink, and associates with stablemen. A groom ; native of Newbury, Berkshire. Warrant issued. 17.— Henley- on- Tr. amss ( County) — For man- slaughter, at Henley- oa- Thames, 7th ult.- LEONARD HUGHES, age about 25, height about 5 ft. 6 or 7 in., rather stout build, complexion, hair and moustache dark, scar under one ear, small red lump on lower pjrt of one ear ; dress, long grey coat, cord trousers, heavy lace boots, and white billycock hat. A dealer ; native of Lower Edmonton, Middlesex. Travels the country with an old grey horse and cart, and encamps on commons, etc., accompanied by his wife and 3 children. Warrant issued. Information to Supt Keal, Henley- on- Thames. SHROPSHIRE. 18.— Shrewsbury ( County).— For housebreaking, 24th ult, and stealing a carriage rug— TWO MEN, 1st, age 30, height 5 ft. 5 or 6 in., complexion fresh, moustache sandy ; dress, blue slop or jacket, dark cord trousers, lace boots, and black hard felt hat; 2nd, age 27 to 28, height 5 ft. 9 or 10 in., complexion pale, hair and moustache light brown, long face, walks erect; dress, light grey overcoat, old muffler, and black hard felt hat. Supposed to be making their way to Cardiff. Information to Supt. Edwards, Shrewsbury. SOMERSETSHIRE. 19. — Bath ( City).— For obtaining money by false pretences— H. BAILY, alias W. JOHNS, W. BAC- QUAY, BOND, and EAVES, age about 30, height about 5 ft. 8 in , complexion fair, moustache dark brown ; of respectable appearance and good address. His practice is to call on licensed victuallers, representing himself to be an agent to the Licensed Victua lers' Tea Association, Limited, 55, Southwark- street, London, S. E. ( false), obtains orders for tea, and also the money, and then absconds. Warrant issued. It is requested that licensed victuallers be cautioned against this man, and any information obtained com- municated to Lieut- Colonel Gwyn, Chief Constable, Bath. 20— Bath ( City).— For stealing from hi3 lodgings 14ih ult— 2 gentlemen's gold rings ( one set blood- stone the other a mosaic) ; and 16s. cash— HENRY DOLTON, age about 30, height 5 ft. 7 or 8 in., com- plexion ruddy, mousta: he ( rather heavy) sandy, very small side whiskers ( if any), sometimes wears glasses ; dress, brown overcoat, dark suit, black hard felt hat, respectable appearance. This man travels tie country with Bib'es and musical boxes for Messrs. Allpass and Co., publishers, etc., 60, Salisbury- road, Barnet, and he was until recently residing at 8, Hutley Cottages, Church- end. Finchley. Warrant Issued. Information to Lieut.- Colonel Gwyn, Chief Con- stable, Bath. SUFFOLK. 21.— Ipswich ( Borough).— For larceny from fur- nished lodgings— H. FORRESTER, age about 22, height 5 ft. 5 or 6 in., slight build, hair dark, no whis- kers or moustache ; dress, light coat, check trousers, black- and- red guernsey, black hard felt hat, may have a ring of beads on one finger. Supposed to belong to a Militia regiment. FORRESTER ( supposed wife), age 25 or 27, height 5 ft. 3 or 4 in., hair light brown, fringe on forehead ; dress, double- breasted light ulster with light buttons, brown dress, old button boots, and black hat trimmed with blue- and- red ribbon. Haa with her a child named Arthur, about 2 years of age. Warrant issued. Information to Lieut.- Colonel Russell. Chief Con- stable, Ipswich. SURREY. 22 — Guildford ( Borough).— For forgery— FRAN- CIS J. SLATER, an auctioneer's and estate agent's clerk, age about 35, height about 5 ft. 7 in., hair and moustache brown, eyes hazel, blotched face, is addicted to drink. Belongs to a Buffalo Lodge, plays the piano and sings at the meetings. Warrant issued. Information to Head Constable Berry, Guildford. SUSSEX ( EAST). 23.— Eastbourne ( County). — For stealing the sum of 10s. :— HERMANN H. WULFF, age about 27, height about 5ft. 4 or 5 in., complexion rather sallow, clean shaved, long nose, hair dark brown, eyes hazel; dress, dark blue overcoat ( faded), brown check coat and vest, brown striped trousers, black- and- red plaid tie with horseshoe pin, and light brown hard felt hat. Supposed native of Germany. Warrant issued. Information to Supt. Newnham, Eastbourne. WARWICKSHIRE. 24 — Coventry ( City).— For stealing a gold watch 1st January last— ALFRED BROOKS, an English Jew, age about 42, height about 5 ft., complexion fresh, hair dark brown, short dark whiskers and mous- tache, eyes hazel, rather prominent thin nose, stout build, high shoulders, very short neck. A money lender. Warrant issued. 25.— Coventry ( City).— For stealing agold watch, 7th December last— PHILIP BROWN, an English Jew, age 36, height 5 ft. 11 in., complexion pale, hair dark, deep cut in one lip, of gentlemanly appearance. A dealer in jewellery. Warrant issued. Information to Chief Constable Norris, Coventry. YORKSHIRE. 26.— York ( City).— For obtaining money by false pretences— A MAN, age 27 or 28, complexion rather dark or sandy, thin face, hair and eyes dark, mous- tache dark brown, very small mutton chop whiskey scar or birthmark on side of neck, which his collar partly conceals ; dress, short blue cloth overcoat with velvet collar, dark cloth trousers, and black hard felt hat. His modus operandi is to call upon small shopkeepers where trade show cards are exhibited, such as " Har greaves' Black Lead," etc., and represent himself to be the son, and that he is travelling in place of the regular traveller, who is ill. He then asks for the invoice of the last lot of goods supplied, stating there is some mistake, as they have been overcharged, makes a de- duction from the account, receives the balance, and receipts the bill in the name of the firm shown on the invoice. Bales" on piece of paper under collar ; 2 india- rubber tobacco pouches, about 6 in. long and 4 in. bread ; 1 meerschaum pipe, amber mouthpiece, in black case ; and 1 hard felt hat, maker, " Woodrow, 42, Cornhill, London." HAMPSHIRE. 39.— Winchester ( City)— Smce 25th December las'-, from Winchester Barracks — 2 very old antique gold seals, with light colour stones, armorial bearings thereon ( one with 3 greyhounds, the other with a port- cullis), both attached to a very large gold split ring. 40.— Winchester { City).- 6th ult.— A gentleman's open- face silver Geneva, watch, " William J. Hill" engraved inside case, silver albert chaiD, metal sove- reign purse, and brass watch key, " R. H. Clark, Royston," thereon, attched ; also a gold American dollar with hole through. NORRIS TESTIMONIAL. amongst The resignation is announced of Mr. John Norris, Chief Constable of Coventry, a veteran and able officer, - whose name is a household word policemen everywhere. Mr. Norris has been in bad health since June of last year, the consequence of which, and his advanced age, has induced him to sever a connection that has existed for half a century. Mr. Norris joined the Service in 1842 at Bath, and was appointed Chief Constable of Coventry in 1862. While at Coventry his reputation has been enhanced by his constant efforts to further the good of the Ser- vice in every possible way. He has worked assidu- ously, though unfortunately without avail up to the present time, to secure such an amendment of the Police Superannuation Act as should destroy its optional character, and make it a legislative enactment that, on retirement at the end of the proper term of service an officer shall receive a pension at the rate of two- thirds of his pay. His efforts to establish a Police Orphanage will be well within the memory of those associated with him in that important movement, and his services in the way of securing " rational dress " for the Police, and of promoting amongst them mutual assurance on the highest and broadest principles, are well known. The offices he has held have included those of Trea- surer of the Police Superannuation Committee, Vice- President of the Police Mutual Assurance Association, Chairman of the Borough Police Association, etc. Mr. Norris's work on behalf of the Service has been energetic and never ending ; his watchfulness in its interest has been keen and vigilant; there has scarcely ever been an important departure taken in police work in which his advice has not been first sought. His perfect knowledge and ripe experience made his counsel of the utmost value, and he was never chary about giving it when the welfare of the Service was affected.
