All announcements for ituertion in the POLICE GAZETTE, and all communications upon them, shtuld be addressed to THE EDITOR OF THE POLICE GAZETTE, GBKAT SCOTLAND TABD, LCKDON, S. W. I. Particulart concerning persons whose apprehension is sought will be inserted in one issue of tht POLICE GAZETTE, if they art sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted in ont issut, ij sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15 » . per portrait, and of 7s. 6d. per photograph or sketch oj a stclen article, including the expense of engraving on wood. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not lest rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. T. Announcements concerning stolen property must bt guaranteed by an officer of not lets rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLIOS GAZETTE, must, on their apprehension or recovery, at once transmit to the Edito notice of the fact, referring to the number of the announcement for insertion in the next istut. 10. In all cases, the officer signing the request for insertion of any announcement, teill *. wholly responsible for any proceedings which may result from such publication. IX. Announcement! for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side oj tht paper only, be in the utual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond # Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. EXTRADITION. A Declaration WAS signed in London on the 21st of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows1 '" It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiiing party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Partiet be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver ap its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— A Division.— For absconding from his bail, charged with committing an act of gross indecency with another male person— WILLIAM TATHAM, a solicitor, age 84, height 5 ft. 11 in., complexion fresh, hair and whiskers white, eyes grey ; dress, black cloth suit, lace boots, and high hat. Is well known in West- end of London. Warrant issued. 2.— G. Division.— For obtaining, in January last, £ 80 by false pretences- LOUISA WHEELER, age about 50, height 5 ft., complexion pale, hair light, eyes light blue, husky voice; dresses respectably, generally in black.— HARRY ARTHUR WHEELER, son of above, age about 23, height 5 ft. 6 in., complex- ion fresh, hair ( curlj) light, eyes blue; of smart appearance, and very talkative, dresses respectably, and generally wears a light coat and black felt hat. Believed to be accompanied by his wife, who is of dark complexion and in delicate health, and probably by his mother. A sign writer ; may have established himself under an assumed name in the provinces or in Wales. Warrant issued. 3.— P. Division.— For fowl- stealing at Becken- ham, 4th inst— Expiree JAMES HEAD, alias MITCHELL, Office No. 27598, age 29 ( looks younger), height 5 ft. 4 in., complexion fresh, hair light brown, eyes brown, several blue dots on left forearm, mole on top lip; dress, dark cloth monkey jacket, new fustian trousers strapped below knees, and hard hitter cap. A native of Bromley. Was sentenced at Maidstone Quarter Sessions, 7th January 1886, to 2 years' imprisonment for fowl- stealing, after previous convic- tions for felony. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S W. CITY OF LONDON. 4.— For embezzlement— JAMES R. LERPINERE, alias ROSS, a clerk, late of Garratt, Tooting, Surrey, age 18, height 5 ft. 6 in., hair ( very short) brown, top of one finger right hand supposed deficient; dress, dark blue overcoat, dark diagonal under do, dark mix. ture trousers, dark blue muffler with white spots, double peak dark tweed helmet cap. May be found in the company of betting and box- ing men. Warrant issued. 5.— For forging and uttering Spanish Bonds to a large amount- JUSTO MARTOS, late of 239, South Lambeth- road, S- W., and 11 and 12, Clement's- lane, Lombard- street, E. C., age 45, height 5 ft. 7 or 8 in., complexion fresh, small whiskers and heavy mous- tache light brown, foreign appearance ; dresses well in dark overcoat and black felt hat. A stock and share dealer. May have in his possession a numb3r of forged Spanish Government Bonds, and a quantity of French, German, and Spanish money. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, EC. BERKSHIRE. 6.— Clewer { County).— For stealing a clock ( re- covered) from a cottage at Old Windsor— A MAN, age 40 to 45, height 5 ft. 1 or 2 in., whiskers brown, limps with one foot; dress, dark coat, dirty white slop under cord trousers, and dark cap. Appearance of a bricklayer's labourer, cr nav\ y. Information to Supt. Blake, Clewer. BRECONSHIRE, 7.— CrickhowelI { County).— For stealing from their lodgings, at Brynmawr, 1 light plaid suit and other articles of clothing, which have been recovered at Merthyr— WILLIAM THOMAS, age about 35, height about 5 ft. 9 in., complexion pale, hair and moustache ( slight) dark, smart military appearance; dress, black jacket, dirty moleskin trousers, and black soft felt hat. A native of Devonshire— LOUISA THOMAS, his wife, age about 35, height 5 ft. 4 in., complexion fresh, hair dark, rather good- looking ; dress, grey ulster, green- and- brown dress with velvet round bottom, black hat with striped ribbon. Were traced to Merthyr on 18th ult., and are supposed to have gone to Devonshire by rail. Warrant issued. Information to Supt. Joseph, Crickhowell, or to Sergeant Williams, Brynmawr. CAMBRIDGESHIRE. 8.— Cambridge { Borough).— For embezzlement — BENJAMIN THOMAS BUSS, late manager in the furniture department of a pawnbroker's shop, age 38, height 5 ft. 6 in., stout build, complexion fresh, hair brown, whiskers, beard, and moustache slight, eyes blue; dress, black diagonal overcoat, light grey tweed suit, grey hard felt hat with narrow black band. Is supposed to be in London seeking employment. Is known at Dover as a draper, where his wife and four children resided with her uncle, Captain Pittock, late captain on the London and Chatham steamboats. Is supposed to have a pass in his possession between London and Dover. His wife's sister resides in the adjoining road to Broderick - road, Wandsworth Common. Warrant issued. Information to Chief Constable Innes, Cambridge. CHESHIRE. 9.— M idd lewich { County).— For stealing a grey tweed suit and £ 5 gold— EDWARD HARDING, age 50, height 5 ft. 6 or 7 in., complexion fresh, hair ( turn- ing grey) brown, eyes grey, clean shaved, has had his right foot hurt, and walks with a shuffling gait; dress, 2 THE POLICE GAZETTE. Penrith ( County).— For embezzlement— EDWARD PYE, late goods checker at Penrith Railway Station, age 45, height about 5 ft. 8in, stout build, long flowing dark beard and whiskers, no moustache, walks as if one leg was stiff, having had his ankle dislocated. A native of Lancashire. Left Penrith on 22nd January last. Has friends in Bishop Auckland, and Crook, Durham. May have gone either to Newcastle, West Hartlepool, or Liverpool, or be employed on the Manchester Ship Canal, or the Thirlmere Waterworks. Warrant issued. Information to Supt. Fowler, Penrith. DURHAM. 11.— Barnard Castie [ County).— For housebreak. ing at Staindrop, 20th ult.— License Holder JOSEPH STEPHENSON, Office No. 38741, age 42, height 5 ft. 9 in., complexion pale, hair brown, moustache slight, eyes brown, rather broad shoulders, two old scars on bridge of nose, and six on back of head; dress, slack back jacket ( much too small for him), brown check vest, light check trousers, may also be wearing a check overcoat ( much worn), a dark check double- peak cap, or black hard felt hat, blue yarn stockings, and a pair of strong nailed boots with heel and toeplates. A native of Staindrop, Durham, Licensed 4th December last. Y. D. 1248. Warrant issued. Information to Supt. Thompson, Barnard Castle. ESSEX. 12.— Chelmsford ( County).— Woodcut portrait ( tajcen in 1885) and description of JAMES GAR- GLOUCESTERSHIRE. 14.— Chipping Campden ( County).— For em- bezzling £ 155 5s. lid.— JOSEPH KEEN, age 62, height 5 ft. 9 or 10 in , complexion pale, hair ( long) and eyes ( small) grey, hobbling step, from tender feet, twitching in eyes when talking ; dress, long blue over- coat, blucher boots, and soft billycock hat. A native of Blockley, Worcestershire. Warrant issued. Information to Supt. Helps, Chipping Campden. HAMPSHIRE. 15.— Aldershot ( County). — For stealing £ 5 14s. 6d., 4th inst.— CHARLES DEACON, age 19, height 5 ft. 5 or 6 in., complexion fresh, hair brown, eyes grey, tattooed both forearms, scars on both shins; dress, dark suit and hard felt hat. A servant; native of Egham, Surrey. Was formerly employed as ser- vant or waiter at the House of Commons. Is now a deserter from the Royal Scots Regiment. Warrant issued. Information to Supt. Brinson, Aldershot. 16.— Andover ( County).— For embezzling £ 14 lis. CHARLES PAIN COLLIS, age 40, height 5 ft. 6 or 7 in., complexion swarthy, hair and moustache ( heavy) black, eyes ( full) dark ; dress, heavy blue cloth over- coat, brown tweed suit, cashmere leggings, button boots, and black hard felt hat. A native of Bishop Sutton, Hants. Warrant issued. Information to Supt. Duke, Andover. ROD, or GARRARD, alias WOODS and SMITH, whose apprehension is sought for stealing 7s. and a purse from the person, 13th ult., and who escaped from custody 14th iDst.— age about 24, height about 5 ft. 4 or 5 in., complexion fresh, hair ( inclined to be sandy) dark, moustache sandy, eyes blue, tattooed on arms. Supposed to have out his feet and legs by jumping a fence at the time he escaped, having nothing on but his shirt. Is a very swift runner. A bricklayer's labourer ; native of Ipswich. May apply to builders and contractors for employment. May be in the company of a woman named Page, of Ipswich, age about 26, height 5 ft., coarse features, big mouth, short upper lip, shows her teeth, hair ( cut short all round and combed down flat over forehead to eyebrows) sandy, tattooed on arms with several letters, H. O., P. O., etc. Warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. 13.— Epping ( County). — For stealing a leather belly band ( recovered)- JACK WHITE, age 36, height 5 ft. 10 in., complexion fresh, hair dark brown, mous- tache ( thick) dark, straggling whiskers ( about 6 weeks growth), large blue eyes, pale looking, having been liberated from Chelmsford Prison on 12th ult. ; dress, rather long grey coat with large pockets, cord trousers, brown sealskin cap. A labourer ; native of Little Laver, Essex. Generally works with thrashing machines. Is a discharged soldier. Warrant issued. Information to Supt. Lennon, Epping, or to In spector Robinson, Ongar. HEREFORDSHIRE. 17.— Hereford ( County). — For stealing £ 16— JAMES MORRIS, alias SLEN, age 27, height 5 ft. 9 in., complexion fresh, hair light brown, eyes hazel, recent scratch on cheek; dress, rough pilot jacket, moleskin trousers, and brown cap, very dirty, ragged appearance. Supposed native of Upton- on- Severn. May be found drinking at low public- houses, or among drovers or rag and bone gatherers, which occupations he sometimes follows. Stated he had worked at the Penarth and Barry Docks, Cardiff. Warrant issued. Information to Deputy Chief Constable Cope, Hereford. KENT. 18.— Folkestone ( Borough).— For obtaining by false pretences 25th ult., 2 watches ( one recovered) the other a gentleman's silver English lever, open face, seconds hand, flat crystal glass, supposed No. 166524 A WOMAN, age about 48 or 50, height ibout 5 ft. 8 in., complexion dark ; dress, black dress and dolman, with bead trimming, black bonnet with white feather, respectable appearance. 19.— Folkestone ( Borough).— For stealing £ 55 in Bank of England notes, viz., 3 of £ 5, No. 17788, dated 29th August, 1889; No. 77417, dated 15th August, 1888 ; and No. 32487, dated 15th October, 1888 ; 4 of £ 10, Nos. 66630, 66631, and 48407, dated 10th May, 1889; No. 23409, dated 10th June, 1889- JOSEPH BUXTON TAYLOR, lance- corporal 8th Hussars, age 21J, height 5 ft. 8 in., complexion sallow, hair brown, eyes hazel; dress, grey single- breasted overcoat, light drab tweed suit, blue tie with red spots, button boots with kid tops ( size 8), and black felt hat, marked in- side " d/ R." A native of St. Paul's, Bristol. Warrant issued. Is accompanied by Patrick Brine, age 23J, height 5 ft. 6J in., complexion fresh, hair brown, eyes grey ; dress, brown overcoat, brown check tweed jacket, trou- sers and vest, white muffler, blue- and- white spotted scarf, and brown felt hat, marked " A/ R." Both are deserters from the 8th Hussars. Information to Supt. Taylor, Town Hall, Folkestone eyes brown, pockmarked, scar on nose and left arm. Sentenced at Surrey Sessions, 6th April, 1880, to 10 years' penal servitude for larceny ( person). X C 16.— License Holder THOMAS DUNN, Office No. 39046, age 25, height 5 ft. 10in., complexion fresh, hair sandy, eyes gray, warts back of right hand, scars right eye- brow. Sentenced at Liverpool, 23rd October, 1885, to 5 years' penal servitude for wounding. L 508. Information to the Chief Supt., Detective Depart- ment, Liverpool. 22.— Manchester ( City).— For obtaining money by fraud— A MAN, who gave the name of McDOU- GALL, age 25 to 30, height 5 ft. 5 or 6 in., hair ( cut close) dark brown, moustache sandy, shows his lower teeth, which appear to be artificial, when talking ; dress, black cloth suit and black hat, or dark brown suit, and blue- and- black striped tie. Represented him- self to be the brother of Mr. McDougall, corn miller, of this city. Information to Deputy Chief Constable Smith, Manchester. 23.— Ashton- under- Lyne ( Borough).— For fail- ing to report— License Holder RICHARD SMITH, alias HUGHES, Office No. 38970, age 42, height 5 ft. lfin., complexion dark, hair brown, eyes blue, bald front of head, scars centre and right side forehead, right side nose, upper lip, and inside left hand, burn scar left side neck, ruptured right side. Sentenced at Stafford 11th February, 1886, to 5 years penal servitude for larceny, M. 177. Information to the Chief Constable, Ashton- under- Lyne. LINCOLNSHIRE. 24.— Sleaford ( County).— For stealing at Leaden- ham, 12th ult., an overcoat ( recovered)— JOHN WORTHINGTON, age about 18, height 5 ft. 6 in., complexion ruddy, hair light brown, eyes ( large) blue ; dress, black cloth coat ( faded green), grey tweed vest, cord trousers much too short, strong lace boots, and soft billycock hat. A farm servant, native of Fulbeck, near Grantham. May be employed as a labourer, and lodging at beer or public- houses. Warrant issued. Information to Supt. Richdale, Sleaford. MONMOUTHSHIRE. 25.— Newport ( County).— For embezzling £ 15 at Risca, 1st ult.— THOMAS COATES, age - 45, height 5 ft. 9£ in., complexion pale, hair grey, moustache ( turning grey and cut short) brown, large eyes, pro- minent features, coal mark on bridge of nose ar. d under right eye, ring tattooed on finger, bracelet on wrist, man and supposed woman on arm, all supposed on right side; dress, light clothes and black bowler hat. A collier ; native of Birmingham. Has been in the army. Warrant issued. Information to Supt. Bosanquet, Newport. LANCASHIRE. 20.— Bury ( County).— For obtaining money by false pretences— JOHN GLEAVE, age 30, height 5 ft. 3 or 4 in., complexion fresh, hair brown, moustache light ( inclined to be sandy); dress, black coat and vest, brown check trousers, and light colour hard felt hat. Pretends to be a meat inspector appointed by Government, seizes some meat and gets it condemned by a local authority, then obtains a sum of money from the owner to withdraw the prosecution' Warrant issued. Information to Supt. Henderson, Bury. 21.— Liverpool ( City) i— For failing to report License Holder ELIZABETH MOORE alias DALEY and ELLEN KENNEDY, Office No. 31896, age 55, height 5 ft. 1 in., complexion sallow, hair dark brown, MONTGOMERYSHIRE. 26.— Newtown ( County).— For indecent assault— WILLIAM MEREDITH, age 26 to 30, height about 5 ft. 6 in., complexion, hair and moustache dark, lost right leg at the thigh, and walks with a wooden one ; dressed respectably. A tailor; native of Newtown Is accompanied by his wife and child, about 3 or 4 months old. Were traced to Merthyr on 4th inst. by train. Warrant issued. Information to the Chief Constable, Newtown. NORFOLK. 27.— Yarmouth ( Borough). — For burglary — ALFRED GRIFFITHS, age 48, height 5 ft. 4 in, slight build, complexion sallow, hair ( bald on top), dark brown, eyes grey, clean shaved except mous- tache, which is turning grey, oval face, wreath, cross upside down on pedestal tattooed right arm, bracelet right wrist, anchor between thumb and finger, ring second finger, female, flower, wreath, and sailor left arm, bracelet, star between thumb and finger, rings second, third, and fourth fingers ; dress, dark clothes and American boots with square toes, wore a silver curb albert with half silver American dollar attached. Is a notorious burglar, and has been twice sentenced to 7 years' penal servitude. Only arrived from America on 27th ult. in the steamer " City of Paris." Is now under police supervision. He will no doubt endeavour to leave the country. Warrant issued. T H E POLICE GAZETTE. $ taining 10s.- CHARLES GREGORY, a hawker of | pictures, mats, etc., age about 26, height 5 ft. 8 in., complexion dark, hair brown, clean shaved, eyes | brown; dress, when last seen, dark cloth coat and vest, brown broad stripe cord trousers, hard felt hat. Generally wears silk scarf round neck. Native of Loughborough. Information to Chief Constable Lawson, Peter- borough. RENFREWSHIRE. 29.— Paisley ( County). — For bigamy — JOHN YOUNG, alias HARRY THOMSON WEST and HARRY CUSHMAN, a negro clown comedian, age 43, height about 5 ft. 6 in., complexion sallow, hair ( rather long and slightly mixed with grey) light brown, moustache brownish, otherwise clean shaved, uses powder, but cheeks have a bluish colour, full prominent blue eyes, long straight nose, large fore- head, lost two teeth in front of upper jaw, appears shaky on his legs; dress, double- breasted dark grey tweed jacket with two rows of black bone buttons, vest and trousers of same material, stand- up collar, dark tie, and scarf pin with brilliant stone. Had also with him a green melton overcoat, with velvet collar, an old dark ulster, and a large box containing all his musical instruments, labelled " Cushman." A native of Glasgow, and speaks with a peculiar Scotch accent. Is accompanied by a woman, whom he represents as his wife, named Minnie Haddow, a mezzo- soprano, from City Hall Concerts, Glasgow, age 28, height about 5 ft. 6 in., slight build, complexion swarthy, hair ( cut very short) jet black, walks very erect; dress, black velvet paletot trimmed with astrachan fur, black satin dress, and black felt hat, carried a large ruby- coloured mantle, lined with grey fur. A native of Glasgow. Both recently formed part of Harry Lynn's Com- pany, which has been giving concert entertainments throughout the South of Scotland. Information to Chief Constable Harding, Paisley. up to neck, grey tweed trousers, dark woollen cravat, strong lace boots, and greyish single peak cap, spoke with a Scotch accent, of military appearance, and was in possession of army pension paper. He makes and hawks " hassocks," and is supposed to have a pedlar's certificate. Is accompanied by a woman who passed as his wife, age about 21, height 5 ft 5 in., slight build, complexion fair, hair light; dress, crimson jacket bodice, red- and black striped petticoat, lace boots, and tartan shoulder shawl, bareheaded. Not to be apprehended out of Scotland. Information to Supt. Ferguson, Stirling. PERSONS IN CUSTODY. CHESHIRE. 42 — Runcorn ( County).— Remanded for burglary — WILLIAM TWIST, age 21, height 5 ft. 5} in, com- plexion fresh, hair light brown, eyes blue; dress, dark cloth suit, black hard felt hat. Native of Farnworth. Sentenced in May last, at Liverpool, to 8 months' im- prisonment for housebreaking, prior to which he was sentenced at Manchester to 6 months' imprisonment for a similar offence. Information to Supt. Large, Runcorn. SURREY. 35.— Guildford ( Borough).— For deserting his wife and children— THOMAS EARP, age 32, height 5 ft. 7 or 8 in., complexion fair, hair very light, no whiskers or moustache, one ear deficient ( supposed right), dirty appearance. A costermonger ; native of Birmingham. Warrant issued. Information to Head Constable Berry, Guildford. States he is an artist and musician. His modus operandi was to represent himself as Dr. Seiger, that he had an illness at Oxford, and was raising money to pay his fare to Germany, that his brother was canon of Cologne Cathedral, and that he had wife and 2 children at Heidelburg. Was convicted at the Middlesex Sessions, 16th April, 1888, and sentenced to 12 months' imprisonment for a similar offence. Supposed wanted elsewhere. His practice is to call at private houses, where he sees a card in the window, and represent himself as agent for Pears' Soap, Sunlight Soap, or Reckett's Blue, and state that he is going to stay several weeks, and that his luggage is at the railway station. Had in his pos- session an ivory- handled revolver and a silver Geneva watch, No. 40289, which is believed to have been stolen.
