AH announcements for insertion in the POLICE GAZETTE, and all communications upon them, should it addressed to THH EDITOB OF THE POLICE GAZETTE, GEEAT SCOTLAND TABS, LONDON, S. W. t. Particulars concerning persons whose apprehension is sought will it inserted in one issue of the POLICE GAZETTE, if they art sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, ij sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch oj a stclen article, including the expense of engraving on wood. (. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to it inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property mutt it guarantied by an officer of not less rank than Inspector, or analogous thereto. T I O N S. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the rfficer signing the request for insertion of any announcement, will it wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side oj the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond f Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. APPREHENSIONS SOUGHT. MURDER. METROPOLITAN POLICE DISTRICT. EXTRADITION. i.— A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver np to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiiing party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, I hall the High Contracting Parties be bound to surrender their own tubjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver Hp its own subjects to the other Government, bat can not be considered hound to do so. G DIVISION.— Woodcut portrait and description of MICHELE ARDOLINO, whose apprehension is sought for the wilful murder of Davinccio Pompeo, on the night of 13th February, 1890, Description:— Age about 24, height 5 ft. 7 in., com- plexion, hair ( bushey at sides and flattened over forehead), eyes, and slight moustache dark; dress, brown jacket, blue vest and trousers, lace boots, black hard felt hat ( worn on one side), white collar, blue scarf— all old. A Neapolitan ; speaks very little English, Is believed to have a recent wound on his head from a blow with an iron instrument, Inquiry is earnestly requested at all places frequented by Italians. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. 86 APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 2.— C. I. Department.— For obtaining money and possession of houses by conspiracy and fraud— ALEXANDER DENNING, age 30 to 34, height about 5 ft. 6 in., complexion fresh, rather long face, hair rather light brown, moustache sandy, eyes blue; dress, when last 3een, black frock coat and hard felt hat, shabby appearance. Supposed native of Ro- chester, Kent. Warrant issued. 3.— C. I. Department— For falsifying bank books and defrauding the bank of £ 5000 or ^ 6000— ROBERT TURNER, age 43 ( looks a little older), height 5ft. 8 in. or 9 in., weight about 12 or 13 stone, com- plexion sallow, hair, whiskers, and moustache ( turning grey) dark, slightly bald; slight cast in right eye, rather short neck, carries his head a little forward, is inclined to look away when spoken to, rather large nose, rather prominent high forehead; dress, black morning coat and vest, grey trousers, and black felt hat; carried a small black bag. A native of Grant- ham, Lincolnshire. Warrant issued. 4.— E Division. — For forgery — JAMES E. NICOL, age 32, height 6 ft. 1 or 2 in., complexion fair, hair and moustache ( heavy) light, slightly bald on top of head. May be heard of in Scotland or Ire- land ( probably in Dublin). Warrant issued. 5.— K D ivision.— For embezzling £ 3 16s. 6d., the monies of the Guardians of Poplar Union— FRANK GEORGE WILLIAMS, age 22, height 5 ft. 8i in., complexion fair, hair light, eyes hazel; dress, dark cutaway coat and vest, light overcoat with cape, black hard felt hat. A native of London. Warrant issued. 6.— N Division.— For attempted rape, 1st inst. — A MAN, age 22, height 5 ft. 7 in., complexion pale, hair and moustache ( slight) dark, eyes dark brown, slight scar right side of nose, small wound on middle finger left hand; dress, dark blue overcoat, grey striped trousers, lace boots, and black hard felt hat; respect- able appearance. Warrant issued. Information to Supt. Bryant, Chertsey. 7.— N Division.— For embezzling the sum of £ 400- ALFRED BIRT, age 50, height 5 ft. 7 in., com- plexion florid, hair light brown, side- whiskers and moustache carroty ; dress, dark clothes, and black hard felt hat. A native of Kent. Warrant issued. Information to be forward ad to the Metropolitan Police Office, Great Scotland- yard, London, S. W. BEDFORDSHIRE. 8.— Biggleswade ( County). — Escaped from custody, 1st inst., at Potton, charged with assaulting police— JAMES NORTHFIELD, age 26, height 5 ft. 5 in., stout build, complexion dark, hair dark brown, cross- eyed. A labourer; native of Potton. Warrant issued. Information to Supt. Smith, Biggleswade. BUCKINGHAMSHIRE, 9.— Slough ( County).— For stealing, 4th icst., 3 saws ( recovered) — RUPERT GARLAND, age 36, height 5 ft. 9 in., complexion fair, small moustache, hair light brown, slim build ; dress, daik grey ribbed overcoat, black hard felt hat. A carpenter; native of Penn, Bucks. Warrant issued. Information to Supt. Sutton, Slough, or to Inspector Sapwell, Beaconsfield. CAMBRIDGESHIRE. 10.— Cambridge ( Borough).— For embezzlement, 30th ult.— LEON REFFELLE, an umbrella maker, age 21, height 5 ft. 5 in., slight build, complexion pale, eyes light blue, slight dark whiskers and moustache; dress, dark check ulster, black melton coat, broad cord vest, striped trousers, and brown hard felt hat. Warrant issued. T H E POLICE GAZETTE. 11.— Cambridge ( Borough).— Woodcut portrait and fac- simile of handwriting of WILLIAM JOHN WARREN, alias STYLES, W. J. STANFORD, and W. J. SEAFORTH, whose apprehension is sought for stealing a silver watch, 10th inst.— age 21, height 5 ft. 3 in., rather thick set, erect figure, complexion rather dark, hair and small moustache dark ; dress ( supposed), brown or black overcoat, dark grey coat and trousers, light striped vest, stand- up collar, light brown hard felt hat, wore a silver chain, and carried a smooth cane walking- stick. A native of Maidstone. He lodged at No. 3, Bentinck- street, Cambridge, from 6th to 10th inst., when he absconded, after pawning( for 7s. 6d., the watch of his landlady, Elizabeth Barber, who was found dead in the house at 2 p m. of that day under suspicicious circumstances. Left behind him a black bag 18 in. long and 10 in. deep, containing a sample pocket lock- stitch sewing machine, in a small dark green card box; 2 india- rubber stamps, with the initials " W. J. S." and " W. S.," and would presumably appear to be an agent for the Self- Lighting Gas Burners ; E. R. Rich- ford, The City Rubber Stamp Company, 44, Snow- hill, Holborn- viaduct, E. G. He also travels with the " Moldacot" Pocket Lock- stitch Sewing Machine, as an agent for Archer and Co., Southend, who purchased these machines, believed to represent part of a bank- rupt stock, the original price of which was 16s , but reduced to 7s. 6d. upon application to W. J. Stanford, No. 3, Bentinck- street, Cambridge. He appears to have been at Bedford, at No. 68, Queen- street, under the name of W. J. Seaforth ; and at Mrs. Cooper's, Pandwick- road, Luton, Bedfordshire, under name of W. J. Styles, by which name he is generally known. Warrant issued. Information to Chief Constable Innes, Cambridge. £ 15 REWARD. 12.— Cambridge ( Borough).— For embezzlement, 30th ult.— THOMAS PHILLIPS, a gentleman's ser- vant, age about 25, height 5 ft. 6 or 7 in., complexion fair, hair and moustache brown, rather weak ankles ; dress, black coat and vest, grey trousers, and brown felt hat; had with him a brown mixture suit. Is FRIDAY, FEBRUARY 21, 1890. supposed to have booked from Cambridge to Liver- pool- street by 1 a. m. train 31st ult. Information to Chief Constable Innes, Cambridge, by whom the above reward will be paid for the appre- hension and conviction of Philips. CHESHIRE. 13.— Runcorn ( County).— For stealing a small patent brass weighing machine ( recovered)— HENRY BRAMHALL, age 33 or 34, height 5 ft. 6 in., com- plexion sallow, hair dark brown, eyes grey, red spots sides of nose, long features, double ruptured; dress long light tweed overcoat, rough monkey jacket, cor- duroy trousers, old muffler, light shoes ( much worn), and black hard felt hat. A joiner; native of Wincham, Cheshire. Warrant issued. Information to Supt. Large, Runcorn. DEVONSHIRE. 14— Devonport ( Borough),— For stealing, 11th inst., an old rear- steering tricycle, painted black, driven by chain one side, saddle with cradle spring, one brake spoon removed further on brake bar, cut in centre of tyre nearly all round one wheel, has been repaired at joint at the centre of fork under saddle with iron plate, valise with oil can marked " Favorite," small screw wrench, bone handles, no lamp or bell— JOHN HENRY GOODING, alias FRANK HEM- MING, a clerk, age about 24, height 5 ft. 4 or 5 in., slight build, complexion sallow, hair and small mous- tache light, recent scratches on right cheek, speaks through his nose ; dress, plain black suit, black hard felt hat, respectable appearance. Served in the 4th Devon Militia at Exeter, 1889, in name of Arthur Williams. Has been engaged as a ticket collector at the Theatre Royal, Plymouth, and may seek similar employment elsewhere. ESSEX. 15.— Brentwood ( County). — For stealing, 9th inst., .£ 3 gold from a box at Warley Barracks— ERNEST PURKISS, private Essex Regiment, age 19, height 5 ft. 3f in., complexion fresh, hair dark brown, eyes brown, indistinct tattoo mark on left forearm ; dressed in uniform of Essex Regiment, and sidespring boots patched outside near joint of little toe. Native of Wigtonshire. Information to Supt. Dobson, Brentwood. 16.— Chelmsford ( County).— For larceny ( person) at Chelmsford, 13th inst.— JAMES GARROD, alias SMITH, age 24, height 5 ft. 4 or 5 in., complexion ruddy, hair ( inclined to be sandy) dark, moustache dark. A bricklayer's labourer ; native of Ipswich. Escaped from custody of police at 11.30 p. m., 14th inst., and is supposed to have injured his legs in jump- ing a fence, and to have cut his feet at the time he escaped, having nothing on but his shirt. Is a very swift runner. Photograph will be forwarded on ap- plication. Warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. FLINTSHIRE. 17.— Holywell ( County).— For deserting family — ROBERT JONES, alias BOB TINKER, age 50 ( looks older), height 5 ft. 6 in., complexion dark, hair and eyes grey, has a very dirty and untidy appear- ance; dress, blue monkey jacket, old cloth cap. A labourer.— THOMAS POWELL, or POWELLI, age 38, complexion dark, hair black. Has worked at Moseley, Oldham, Liverpool, Colwyn Bay, and Belfast. Lodged at 599, Halifax- road, Moorside; kept a light- house at St. Ives, Cornwall, and Offort Lighthouse, Suffolk. His mother resided at 133, Regent- street, Leamington. A painter and decorator.— JOHN JONES, alias JACK PENCAEDU, age 55, height 5 ft. 7 in., complexion fresfc, eyes blue, hair, whiskers, and moustache turning grey, J. J. tattooed right arm. A labourer; native of Pentrefortas. Has been a soldier; is fond of drink. Well known at Llanrwst— ED WARD ALLEN LLOYD, age 33, height 5 ft. 6 in., complexion fair, hair light brown, eyes blue. A joiner ; native of Llangollen. Has worked with a brother in Manchester and South Wales. Warrant issued. Information to Supt. Hughes, Holywell. TUESDAY, FEBRUARY 25, 1890. T H E POLICE GAZETTE. 3 GLAMORGANSHIRE. 18.— Cardiff ( Borough). — For stealing £ 11— THOMAS ELLIOTT, alias SNOWDEN, late an in- mate of the Cardiff Workhouse, age about 34, height 6 ft. 9 or 10 in., complexion fair, hair ( turning grey) and moustache light, grey hairs on side of neck, eyes grey, walks with a swinging gait, and swings his shoulders very much; dress, supposed, black cloth coat and vest, fustian trousers, lace boots, black bowler hat. A native of Newcastle- on- Tyne. Is supposed to be tramping the country. Warrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 19.— Chipping Campden ( County).— For em- bezzling £ 155 5s. lid.— JOSEPH KEEN, age 62, height 5 ft. 9 or 10 in., complexion pale, hair ( long) and eyes ( small) grey, hobbling step, from tender feet, twitching in eyes when talking ; dress, long blue over- coat, blucher boots, and soft billycock hat. A native of Blockley, Worcestershire. Warrant issued. Information to Supt. Helps, Chipping Campden. 20.— Fishponds ( County).— For larceny and false pretences— THOMAS PAINTER, a groom, age 21, height 5 ft. 7 or 8 in., complexion fresh, hair dark brown, eyes dark, smart appearance ; dress, black coat and vest, striped trousers, white necktie, brown bowler hat. His modus operandi is to take lodgings, representing he is employed at some stables near at hand, and after staying a short time absconds, stealing anything of value. A native of Chipping Sodbury. Information to Supt. Matthews, Fishponds. HAMPSHIRE. 21.— Andover ( County).— For embezzling £ 14 lis. — CHARLES PAIN COLLIS, age 40, height 5 ft. 6 or 7 in., complexion swarthy, hair and moustache ( heavy) black, eyes ( full) dark ; dress, heavy blue cloth over- coat, brown tweed suit, cashmere leggings, button boots, and black hard felt hat. A native of Bishop Sutton, Hants. Warrant issued. Information to Supt. Duke, Andover. HEREFORDSHIRE. 22.— Hereford ( County). — For stealing £ 16- JAMES MORRIS, alias SLEN, age 27, height 5 ft. 9 in., complexion fresh, hair light brown, eyes hazel, recent scratch on cheek; dress, rough pilot jacket, moleskin trousers, and brown cap, very dirty, ragged appearance. Supposed native of Upton- on- Severn. May be found drinking at low public- houses, or among drovers or rag and bone gatherers, which occupations he sometimes follows. Stated he had worked at the Penarth and Barry Docks, Cardiff. Warrant issued. Information to Deputy Chief Constable Cope, Hereford. build, complexion fair, eyes grey, clean shaved; dress, black cloth coat ( torn at one pocket), moleskin jacket, cardigan under ditto, moleskin trousers, violet necker- chief with white spots, black cloth cap with earlaps. navvy ; supposed native of Guildford, Surrey, and be wanted for other offences. He belongs to the West Kent Militia. Warrant issued. Information to Chief Con& table Buck, Margate. KENT. 23.— Canterbury ( City).— For failing to report- License Holder CHARLES B. BOURNE, Office No. 38732, age 39, height 5 ft. 9 in., complexion fresh, hair light brown, eyes dark grey, boil mark on back of neck, moles on right shoulder and collar- bone and centre of breast, and on left upper arm and in left armpit; dress, dark mixture suit. Sentenced at Canterbury Sessions, 1st July, 1884, to 7 years' penal servitude for larceny Licensed 10th December, 1889. K 494. Information to the Head Constable, Canterbury. 24.— Dover ( Borough).— For embezzlement— THOMAS JOSEPH SHEIL, age about 40, height 5 ft, 9 in., complexion fresh, hair light brown, moustache light; dresses usually in dark clothes, hard felt hat. A shoemaker. Has served in the Royal Artillery, and has a military appearance. Warrant issued. Information to Chief Supt. Sanders, Town Hall Dover. 25.— Margate ( Borough).— For stealing a watch and chain ( recovered), 7th inst.— JOHN JONES, alias PUNCH, age about 26, height about 5 ft., stout LANARKSHIRE. 26.— Glasgow ( City).— For stealing £ 112 8s., consist- ing of notes, gold, and silver, 30thult.— JOHN ANDER- SON, age 35 to 40, height 5 ft. 9 in., complexion pale or sallow, hair steel grey, side whiskers and mous- tache mixed with grey, and cut short; dre3s, light grey jacket, dark vest, light check tweed trousers, and light cloth double peak cap, or may be wearing a grey tweed suit and black felt hat. A native of Aberdeen. Is accompanied by his wife, who is about same age, and a son about 6 years of age. Has friends in America, to which country he may endeavour to emigrate. Warrant issued. Information to Chief Constable Boyd, Glasgow. LANCASHIRE. 27.— Bury ( County).— For obtaining money by false pretences— JOHN GLEAVE, age 30, height 5 ft. 3 or 4 in., complexion fresh, hair brown, moustache light ( inclined to be sandy); dress, black coat and vest, brown check trousers, and light colour hard felt hat. Pretends to be a meat inspector appointed by Government, seizes some meat and gets it condemned by a local authority, then obtains a sum of money from the owner to withdraw the prosecution. Warrant issued. Information to Supt. Henderson, Bury. £ 100 REWARD. 28.— Oldham ( Borough).— Woodcut portrait and description of JOSEPH HENRY HULTON, late Union Bank for £ 14 9s.— HERR H. M. STAVENOW, age 35, height 5 ft. 4 or 5 in., stout build, hair ( parted in centre), moustache and side whiskers sandy ; dress, grey tweed suit, low shoes, and brown hard felt hat; has also in his possession a black cloth suit and a black cloth overcoat; very respectable appearance. A native of Germany; speaks very bad English, and is supposed to obtain his livelihood by teaching German, French, and Italian languages. Warrant issued. Information to the Chief Constable, Town Hall, Salford. cashier at the Manchester and County Bank, Oldham, whose apprehension is sought for embezzling £ 500 and other sums amounting to £ 10,000, age 36, height 5 ft. 11 in. or 6 ft., slight build, complexion and eyes dark, hair very black and machine clipped, upper lip and face from about the line of nose covered with black hair, clipped short; dress, black worsted suit, or may be wearing a dark grey speckled Scotch tweed suit, dark cloth overcoat, black billycock hat; carried a small black leather bag and a walking- stiok. He left Oldham at noon, 1st inst. Warrant issued. To be arrested out of the United Kingdom. Information to Chief Constable Hodgkinson, Oldham, by whom the above leward will be paid for the appre- hension of Hulton. 29.— Rochdale ( Borough).— For rape— JOHN THOMAS PATTERSON, age 24 or 25, height 5 ft. 7 in., complexion fresh, hair light, moustache brown; dress, light tweed coat, moleskin trousers and vest, clogs, and tweed cap. Has recently been working in a foundry as a labourer. Warrant issued. Information to Chief Constable Wilkinson, Rochdale 30.— Salford ( Borough).— For stealing from his lodgings, 25th ult., 3 £ 10 Bank of England Notes, Nos. 04461, 04462, and 04463, 1 £ 5 note, No. 56104 or 80820; £ 4 13s. gold and silver; and a cheque on the MIDLOTHIAN. 31.— Edinburgh ( City).- For fraudulently ob- taining £ 27 by presenting false cheques at various banks on 18th and 20th ult.— ROBERT ASHWOOD TAYLOR, a medical student, age about 26, height 5 ft. 10 or 11 in., hair and long drooping moustache light, otherwise clean shaved, long features; dress, dark overcoat or waterproof, dark blue coat or jacket and vest, dark striped trousers, and black felt hat, smart appearance, quiet manner. A native of Hereford, and speaks with English accent. Is an athlete, being a champion short distance runner, and is likely to mix with running men. Has failed as a student, and is hard pressed for money. By a fraudu- lent telegram he secured a cheque- book from the National Provincial Bank of England at Hereford, bearing numbers beginning I. 17321, and passed three of these in Edinburgh. As he may endeavour to pass the remaining cheques it is requested that bank authorities be warned. He left Edinburgh on 21st ult., and is believed to have gone to England. Warrant issued. MONMOUTHSHIRE. 32.— Newport ( County).— For embezzling £ 15 at Risca, 1st inst.— THOMAS COATES, age 45, height 5 ft. 9J in-, complexion pale, hair grey, moustache ( turning grey and cut short) brown, large eyes, pro- minent features, coal mark on bridge of nose an under right eye, ring tattooed on finger, bracelet on wrist, man and supposed woman on arm, all supposed on right side; dress, light clothes and black bowler hat. A collier ; native of Birmingham. Has been in the army. Warrant issued. Information to Supt. Bosanquet, Newport.
