AH announcement* for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THK EDITOB OF THE POLICB GAZETTE, GREAT SCOTLAND YAED, LONDON, S. W. , , 3. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLIOS GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, ij sufficient to enable the article in question to be thereby identified. 4. In all eases where a reward it offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. t. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15 « . per portrait, and of 7s. 6d. per photograph or sketch oj a stclen article, including the expense of engraving on wood. t. Every announcement, if for the apprehension of a person, must be guaranteed by the signature tf an officer of not less rank than Superintendent; and, if the name of such person be required to it inserted, and no warrant it in force against him, the requisition must be signed by the chief officer of police, or hit immediate deputy, of the county, city, or borough, as the ease may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side oj the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. APPREHENSIONS SOUGHT, X.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints u to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- ced to the Editor. NOTICE. EXTRADITION. A Declaration was signed in London on the Slrt of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition cuade in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, bat can not be considered bound to do so. Department.— For obtaining money and possession of houses by conspiracy and fraud— ALEXANDER DENNING, age 30 to 34, height about 5 ft. 6 in., complexion fresh, rather long face, hair rather light brown, moustache sandy, eyes blue; dress, when last 3een, black frock coat and hard felt hat, shabby appearance. Supposed native of Ro- chester, Kent. Warrant issued. 2.— C. I. Department— For falsifying bank books and defrauding the bank of £ 5000 or £ 6000— ROBERT TURNER, age 43 ( looks a little older), height 5ft. 8 in. or 9 in., weight about 12 or 13 stone, com- plexion sallow, hair, whiskers, and moustache ( turning grey) dark, slightly bald; slight cast in right eye) rather short neck, carries his head a little forward, is inclined to look away when spoken to, rather large nose, rather prominent high forehead ; dress, black morning coat and vest, grey trousers, and black felt hat; carried a small black bag. A native of Grant- ham, Lincolnshire. Warrant issued. 3.— K Division.— For embezzling £ 316s. 6d., the monies of the Guardians of Poplar Union— FRANK GEORGE WILLIAMS, age 22, height 5 ft. 8£ in., complexion fair, hair light, eyes hazel; dress, dark cutaway coat and vest, light overcoat with cape, black hard felt hat. A native of London. Warrant issued. 4.— N Division.— For attempted rape, 1st inst. — A MAN, age 22, height 5 ft. 7 in., complexion pale, hair and moustache ( slight) dark, eyes dark brown, slight scar right side of nose, small wound on Middle finger left hand; dress, dark blue overcoat, grey striped trousers, lace boots, and black hard felt hat; respect- able appearance. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. BUCKINGHAMSHIRE. 5.— Slough ( County).— For stealing, 4th irst., 3 saws ( recovered) — RUPERT GARLAND, age 36, height 5 ft. 9 in., complexion fair, small moustache, hair light brown, slim build ; dress, dai k grey ribbed overcoat, black hard felt hat. A carpenter; native of Penn, Bucks. Warrant issued. Information to Supt. Sutton, Slough, or to Inspector Sapwell, Beaconsfield. age 21, height 5 ft. 5 in., slight build, complexion pale, eyes light blue, slight dark whiskers and moustache; dress, dark check ulster, black melton coat, broad cord vest, striped trousers, and brown hard felt hat. Warrant issued. £ 15 REWARD. 7.— Cambridge ( Borough).— For embezzlement, 30th ult.— THOMAS PHILLIPS, a gentleman's ser- vant, age about 25, height 5 ft. 6 or 7 in., complexion fair, hair and moustache brown, rather weak ankles ; dress, black coat and vest, grey trousers, and brown felt hat; had with him a brown mixture suit. Is supposed to have booked from Cambridge to Liver- pool- street by 1 a m. train 31st ult. Information to Chief Constable Innes, Cambridge, by whom the above reward will be paid for the appre- hension and conviction of Philips. CHESHIRE. 8.— Runcorn ( County).— For stealing a small patent brass weighing machine ( recovered)— HENRY BRAMHALL, age 33 or 34, height 5 ft. 6 in., com- plexion sallow, hair dark brown, eyes grey, red spots sides of nose, long features, double ruptured; dress long light tweed overcoat, rough monkey jacket, cor- duroy trousers, old muffler, light shoes ( much worn), and black hard felt hat. A joiner; native of Wincham, Cheshire. Warrant issued. Information to Supt. Large, Runcorn. CAMBRIDGESHIRE. 6.— Cambridge ( Borough).— For embezzlement, 30th ult.— LEON REFFELLE, an umbrella maker, ESSEX. 9.— Brentwood ( County). — For stealing, 9th inst., £ 3 gold from a box at Warley Barracks— ERNEST PURKISS, private Essex Regiment, age 19, height 5 ft. 3| in., complexion fresh, hair dark brown, eyes brown, indistinct tattoo mark on left forearm ; dressed in uniform of Essex Regiment, and sidespring boots patched outside near joint of little toe. Native of Wigtonshire. Information to Supt. Dobson, Brentwood. FLINTSHIRE. 10.— Holywell ( County).— For deserting family - ROBERT JONES, alias BOB TINKER, age 50 ( looks older), height 5 ft. 6 in., complexion dark, hair and eyes grey, has a very dirty and untidy appear- ance; dress, blue monkey jacket, old. cloth cap. A labourer.— THOMAS POWELL, or POWELLI, age 38, complexion dark, hair black. Has worked at Moseley, Oldham, Liverpool, Cohvyn Bay, and Belfast, Lodged at 599, Halifax- road, Moorside; kept a light- house at St. Ives, Cornwall, and Offort Lighthouse, Suffolk. His mother resided at 133, Regent- street) Leamington. A painter and decorator.— JOHN JONES, alias JACK PENCAEDU, age 55, height 5 ft. 7 in., complexion fresh, eyes blue, hair, whiskers, and moustache turning grey, J J. tattooed 2 TTLK POLICE GAZETTE. Well known at Llanrwst— EDWARD ALLEN LLOYD, age 33, height 5 ft. 6 in., complexion fair, hair light brown, eyes blue. A joiner ; native of Llangollen. Has worked with a brother in Manchester and South Wales. Warrant issued. Information to Supt. Hughes, Holywell. GLAMORGANSHIRE. 11.— Cardiff ( Borough). — For stealing £ 11— THOMAS ELLIOTT, alias SNOWDEN, late an in- mate of the Cardiff Workhouse, age about 34, height 5 ft. 9 or 10 in., complexion fair, hair ( turning grey) and moustache light, grey hairs on side of neck, eyes grey, walks with a swinging gait, and swings his shoulders very much; dress, supposed, black cloth coat and vest, fustian trousers, lace boots, black bowler hat. A native of Newcastle- on- Tyne. Is supposed to be tramping the country. Warrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 12.— Cheltenham ( County).— For stealing a suit of clothes — CARRINGTON, alias KERRIG- DEN, age 45, height 5 ft. 6 or 7 in., complexion fresh, hair ( inclined to be sandy) light, eyes grey, moustache ( heavy) sandy, 4 large front teeth in upper jaw project and he cannot speak without showing them, speaks with an Irish accent; dress, dark cloth overcoat with plaid lining, dark tweed suit, black bowler hat. Travels the country with a horse and trap, which he hires, soliciting orders for clothes, accompanied by a boy age about 16, and absconds without paying his lodgings or any of his bills. Warrant issued. Information to Supt. McRae, Cheltenham. 13.— Chipping Campden ( County).— For em- bezzling £ 155 5s. lid.— JOSEPH KEEN, age 62, height 5 ft. 9 or 10 in , complexion pale, hair ( long) and eyes ( small) grey, hobbling step, from tender feet, twitching in eyes when talking ; dress, long blue over- coat, blucher boots, and soft billycock hat. A native of Blockley, Worcestershire. Warrant issued. Information to Supt. Helps, Chipping Campden. 14.— Fishponds ( County).— For larceny and false pretences— THOMAS PAINTER, a groom, age 21, height 5 ft. 7 or 8 in., complexion fresh, hair dark brown, eyes dark, smart appearance ; dress, black coat and vest, striped trousers, white necktie, brown bowler hat. His modus operandi is to take lodging3, representing he is employed at some stables near at hand, and after staying a short time absconds, stealing anything of value. A native of ChippiDg Sodbury. Information to Supt. Matthews, Fishponds. HAMPSHIRE. 15 — Andover ( County).— For embezzling £ 14 lis. — CHARLES PAIN COLLIS, age 40, height 5 ft 6 or 7 in., complexion swarthy, hair and moustache ( heavy) black, eyes ( full) dark ; dress, heavy blue cloth over- coat, brown tweed suit, cashmere leggings, button boots, and black hard felt hat. A native of Bishop Sutton, Hants. Warrant issued. Information to Supt. Duke, Andover. KENT. 16.— Canterbury ( City).— For stealing £ 3 10s.— A MAN, age 40 to 45, height 5 ft. 9 or 10 in., com- plexion rather sallow, thin face, hair ( cut short) turn- ing grey, moustache ( heavy) dark, eyes rather sunken, speaks very fluently, with a foreign accent j dress, blue pilot cloth suit, brass buttons on vest, light drab small check Inverness overcoat, blue cap with a British flag and gold or yellow lacs on front, stand- up collar, black sateen tie with pin, wears a ring ( ruby stone in centre, set with small diamonds) on one little finger and a signet ring on the other little finger. His modus operandi is to engage rooms with a re- spectable family, stating his luggage, etc., which consists of five or six large boxes, and his horse and carriage, are following him from town ; sleeps there during the night, and decamps next morning. He represents himself to be Captain O'Donnell, and be- longs to the Royal Navy, having recently come from China, where he saved the life of Lady Colin Camp- bell's sister, who was shipwrecked, and shows the ruby and diamond ring which he alleges she presented to him. Information to the Chief Constable, Canterbury. 17.— Dover ( Borough).— For embezzlement— THOMAS JOSEPH SHEIL, age about 40, height 5 ft. 9 in., complexion fresh, hair light brown, moustache light; dresses usually in dark clothes, hard felt hat. A shoemaker. Has served in the Royal Artillery, and has a military appearance. Warrant issued. Information to Chief Supt. Sanders, Town Hall, Dover. LANARKSHIRE. 18.— Glasgow ( City).— For stealing £ 112 8s., consist- ing of notes, gold, and silver, 30thult— JOHN ANDER- SON, age 35 to 40, height 5 ft. 9 in., complexion pale or sallow, hair steel grey, side whiskers and mous- tache mixed with grey, and cut short; dress, light grey jacket, dark vest, light check tweed trousers, and light cloth double peak cap, or may be wearing a grey tweed suit and black felt hat. A native of Aberdeen. Is accompanied by his wife, who is about same age, and a son about 6 years of age. Has friends in America, to which country he may endeavour to emigrate. Warrant issued. Information to Chief Constible Boyd, Glasgow. LANCASHIRE. 19.— Bury ( County).— For obtaining money by false pretences— JOHN GLEAVE, age 30, height 5 ft. 3 or 4 in., complexion fresh, hair brown, moustache light ( inclined to be sandy); dress, black coat and vest, brown check trousers, and light colour hard felt hat. Pretends to be a meat inspector appointed by Government, seizes some meat and gets it condemned by a local authority, then obtains a sum of money from the owner to withdraw the prosecution. Warrant issued. Information to Supt. Henderson, Bury. £ 100 REWARD. 20.— Oldham ( Borough).— Woodcut portrait and description of JOSEPH HENRY HULTON, late cashier at the Manchester and County Bank, Oldham, whose apprehension is sought for embezzling £ 500 and other sums amounting to £ 10,000, age 36, height 5 ft. 11 in. or 6 ft, slight build, complexion and eyes dark, hair very black and machine clipped, upper lip and face from about the line of nose covered with black hair, clipped short; dress, black worsted suit, or may be wearing a dark grey speckled Scotch tweed suit, dark cloth overcoat, black billycock hat; carried a small black leather bag and a walking- sti3k. He left Oldham at noon, 1st inst. Warrant issued. To be arrested out of the United Kingdom. Information to Chief Constable Hodgkinson, Oldham, by whom the above leward will be paid for the appre- hension of Hulton. 21.— Rochdale ( Borough).— For rape- JOHN THOMAS PATTERSON, age 24 or 25, height 5 ft. 7 in., complexion fresh, hair light, moustache brown; dress, light tweed coat, moleskin trousers and vest, clogs, and tweed cap. Has recently been working in a foundry as a labourer. Warrant issued. Information to Chief Constable Wilkinson, Rochdale 22— Salford ( Borough).— For stealing from his lodgings, 25th ult., 3 £ 10 Bank of England Notes, Nos. 04461, 04462, and 04463, 1 £ 5 note, No. 56104 or 80820; £ 4 13s. gold and silver ; and a cheque on the Union Bank for £ 14 9s— HERR H. M. STAVENOW, age 35, height 5 ft. 4 or 5 in., stout build, hair ( parted in centre), moustache and side whiskers sandy ; dress, grey tweed suit, low shoes, and brown hard felt hat; has also in his possession a black cloth suit and a black cloth overcoat; very respectable appearance. A native of Germany ; speaks very bad English, and is supposed to obtain his livelihood by teaching German, French and Italian languages. Warrant issued. Information to the Chief Constable, Town Hall Salford. MIDLOTHIAN. 23— Edinburgh ( City).- For fraudulently ob- taining £ 27 by presenting false cheques at various banks on 18th and 20th ult.— ROBERT ASHWOOD TAYLOR, a medical student, age about 26 height 5 ft. 10 or 11 in., hair and long drooping moustache light, otherwise clean shaved, long features; dress dark overcoat or waterproof, dark blue ccat or jacket and vest, dark striped trousers, and black felt hat, smart appearance, quiet manner. A native of Hereford, and speaks with English accent. Is an athlete, being a champion short distance runner, and is likely to mix with running men. Has failed as a student, and is hard pressed for money. By a fraudu- lent telegram he secured a cheque- book from the National Provincial Bank of England at Hereford bearing numbers beginning I. 17321, and passed three of these in Edinburgh. As he may endeavour to pass the remaining cheques it is requested that bank authorities be warned. He left Edinburgh on 21st ult., and is believed to have gone to England. Warrant issued. NORFOLK. 24 — Norwich ( City).— For shopbreaking, and stealing 30 opera- glasses and a silver- plated cream jug ( recovered)— CHARLES LANE ( supposed false), age 25 to 30, height 5 ft. 9 or 10 in., complexion fair, hair brown, small side- wbiskers and moustache, several small pimples about face; dress, greenish melton New- market overcoat, stand- up collar, green- and- black necktie in sailor's knot, and dark brown hard felt hat; carried a brown canvas bag. Gave his address as 22, High- street, Colche& ter. Information to Chief Constable Hitchman, Norwich. STAFFORDSHIRE. 25— Brlerley Hiil ( County).— For stealing coat, at Brierley Hill, 20th ult.— GEORGE HARRIS, a^ e 30, height 5 ft. 5 in., complexion fair, hiir brown, eye3 grey, pockpitted, scar right eyebrow, burn scar left neok end chin, right side eyebrow, and first finger, scar top of left wrist, birth stain top of breast, scar outside left thigh, burn scar top of left foot and instep. A striker at boiler works ; native of Harts Hill, Brier- ley Hill. Is a notorious thief, and now under police supervision.— SAMUEL WHITE, age 19, height 5 ft. 6 in., complexion fresh, hair light brown, eyes grey. A native of Brierley Hill. Warrant issued. 26.— Brierley Hill ( County).— For stealing, at Old Hill, 21st ult., 1 silver Geneva watch, silver dial, steel hands; 1 silver albert chain, long link pattern ; 1 black overcoat, with black wool collar and cuffs, pockets on hips and outside right breast, black cloth- covered buttons; and a pair of dark plaid trousers— WILLIAM SHORT, age 19, height 5 ft. 7 in., com- plexion fair, hair brown, eyes dark, very splay- footed ; dress, short black jacket, dark vest, stolen overcoat, and trousers, collar and tie, light cloth double- peak cap A native of Warwick, but resided several years at Worcester. Warrant issued. Information to Supt. Woollaston, Brierley Hill. SUFFOLK. 27.— Boxford ( County).— For stealing at Cornard, Sudbury, 25th ult , a carpenter's plough ( recovered)— JOHN SCOTT, a tramping wheelwright, age 40, height 5 ft. 10 in., complexion fresh, hair light brown, whis- kers sandy, eyes grey ; dress, dark coat and vest, cord trousers, and hard felt hat. Warrant issued. Information to Supt. Chapman, Boxford. SURREY. 28.— Chertsey ( County).— For stealing a cheque for £ 20 15s., which he cashed— GEORGE GRAHAM, age 42, height 5 ft. 6 or 7 in., complexion dark, clean shaved, scar on cheek ; dress, blue serge suit, cheese- cutter cap, boots sewn up in front with wax ends. Appearance of a fireman. Warrant issued. Information to Supt. Bryant, Chertsey. TUESDAY, FEBRUARY 11, 1890. T H E POLICE GAZETTE. 8 SUSSEX ( EAST). 29.— Hastings { Borough).— For stealing money— CHARLES J. WHEATCROFT, age 19, height 5 ft. 7^ in., complexion fresh, hair,- moustache ( slight), and eyes dark, turns his toes slightly inwards when walk- ing ; dress, black melton overcoat with velvet collar, and brown hard felt hat. A native of St. Leonards- on- Sea. Absconded 4th inst. Warrant issued. Information to Chief Constable Glenister, Hastings. WARWICKSHIRE. 30.— Warwick ( County). — For larceny CROSBY, age 30, height 5 ft. 2 in., complexion fresh, hair dark brown, lisps when speaking ; dress, black suit, sidespring boots ( much worn), and black felt hat. Accused took lodgings, stating he was an insurance agent, and next morning went away, saying he was going to the railway station to fetch his luggage, and after he was gone it was discovered that a small box had been broken open and 4s. 6d. and a common pair of sleeve links stolen. Warrant issued. Information to Deputy Chief Constable Moth, Warwick. YORKSHIRE ( WEST RIDING). 81.— Pontefract ( County).— For stealing a silver watch ( recovered); a gold albert, and oval- shaped gold locket, 27th ult.— ANTHONY PUNCHEON, age 13, complexion fresh, hair light brown, eyes blue ; dress, brown mixture tweed coat ( too large), cord trousers, navy blue football cap with man kicking a ball in front. A native of Pontefract. Information to Supt. Whincup, Pontefract. 32.— Leeds ( Borough).— For failing to report- Supervisee GEORGE CHARLES ANDREWS, alias EDWARD WARD and WILLIAM POWELL, Office No. 30609, age 37, height 5 ft. 6 in., complexion fresh, hair brown, eyes hazel ( blind of right), mole back of ribs, scars on head, left forearm, elbow, and in left groin. Sentenced at Bradford, 15th October, 1880, to 7 years' penal servitude and 5 years' police supervision for larceny. G 865 ; and Supervisee WILLIAM ROBINSON, Office No. 38861, age 35, height 5 ft. 5 in., complexion fresh, hair light brown, eyes hazel, scars on forehead, under left eyebrow, and on end of nose, mole on right cheek, blue dot between left thumb and forefinger. Sentenced at York Sessions, 29th December, 1887, to 2 years' imprisonment and 1 year's police supervision for larceny ( person). Information to the Chief Constable, Borough Police, Leeds. METROPOLITAN POLICE DISTRICTS 33.— L Division.— Remanded at Southwark Police Court, for housebreaking and shooting at police — WILLIAM WHITTAM, alias GEORGE JOHNSON, age 31, height 5 ft. 9 in., complexion fresh, hair brown, eyes hazel, tattooed on both arms ship in full sail, half moon, rose, shamrock, thistle, cannon, flags, etc.; dress, brown overcoat, grey mixture jacket and trou- sers, lace boots, black felt hat. A native of Thorney, Cambridgeshire. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. The above articles were taken from a front bedroom before the family had gone to bed ; access was obtained by means of two ladders lashed together.
