All announcements for insertion in the POLICE GAZETTE, and all communications upon them, thould he addressed to THZ EDITOR OF THE POLICE GAZETTE, GEEAT SCOTLAND YAED, LONDON, S. W. 1. Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, ij sufficient to enable the article in question to be thereby identified 4. In all cases where a reward is offered the name and address of some pa- son responsible for the payment must be given, and the exact conditions be clearly staled. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch oj a stclen article, including the expense of engraving on wood. t. Every announcement, if for the apprehension of a person, must be guaranteed by the signature ef an officer of not less rank than Superintendent; and, if the name of such person be required to he inserted, and no warrant is in force against him,, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. MIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted IN the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side oj the paper only, be in the ustcal form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Tard, by cheque, crossed " Drummond <$• Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE* EXTRADITION. A Declaration was signed in London on the 2lsf> of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty aud his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiiing party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own tubjects whether by birth or naturalisation." The result of the modification in the Treaty in that either Government may deliver up its own subjects to the other Government, but can no* be considered bound to do so. Department.— For falsifying books and stealing from .£ 5,000 to £ 6,000 — ROBERT TURNER, bank secretary, age 43, height 5 ft. 8 or 9 in., complexion, beard, and moustache ( turning grey) and eyes dark, slightly bald, large nose, has a tendency to look away when addressed, sometimes wears hi3 hair long at back. A native of Grantham, Lincoln- shire. Warrant issued. 2.— C. I. Department.— For obtaining money by means of fictitious cheque oil the National Provin- cial Bank of England, Southampton Branch— W. PERCY TILGHMAN, an American, age 26, height 5 ft. 7 in., complexion fai<-, hair light brown, mous- tache ( slight) light, eyes blue, very short finger nails, ends of fingers swollen and red, red boil mark left wrist, of good appearance and address, speaks several languages; dress, blue overcoat and high siik hat. Was formerly United States Consular Clerk at Berlin, and has been employed in the office of the United States Consul at Bristol. Warrant issued. 3.— C Division.— For obtaining, by means of a worthless cheque on the London and County Banking Company, Westbourne Grove Branch— 1 large dia- mond crescent brooch, 25 brilliants, 7, i, J, and 14 roses ( 1144); 1 large diamond passion flower brooch ( 1117) ; 3 fancy stars, 91 brilliants ( 2488), ; 3 plain diamond stars, 12 points each ( 2513, 3663, 3664); 1 watch bracelet, diamond border, 21 brilliants, watch No. 1889 ( 104) ; 1 single diamond pin, which can be used as a stud, i, 1- 16 ( 3536); 1 single white pearl pin, plump drop, 12£ grs. ( 3629) ; 1 single pink pearl pin, 7 grs. ( 3638); 1 bronze pearl and diamond border pin, 9 brilliants, H, 1- 16, 1- 32 ( 3631); 1 gold English lever hunter watch, No. 2822, dog collar pattern ; 1 gold open- twisted double curb watch- chain ( 1864); 1 gold oval link watch- chain, with 4 pearls ( 1870); 1 gold collar stud ( 7678); 3 shirt studs ( 7677); 1 pair of gold sleeve links ( 7676); 1 crocodile skin travelling bag, lined pigskin, silver- mounted fittings, outside pocket containing ink and light boxes, shaving mirror, etc., also empty outside pocket, initials " F. R. S." on bag ( 8302) ; 1 gold twisted pencil, double pull out ( 4616)— the numbers in parentheses are scratched on the articles in very small figures— FREDERICK RICHARD STONE, age 35 to 40, height 5 ft. 11 in. or 6 ft, complexion sallow, hair, whiskers, and moustache dark brown, eyes ( rather sunken) dark brown; well dressed in dark clothes and silk hat, has several suits with the name '' Davis and Son " on buttons. Supposed to be a Scotchman. Is probably accompanied by a woman, age 25, medium height, complexion very fair, hair red, and a boy about 3 years of age. Warrant issued. 4.— T Division.— For stealiug, 22nd inst., a black horse pony, about 14 hands, recently clipped, chipped knees; a set of brass- mounted harness; and a light village cart, mahogany body, wheels painted black picked out green, tail- board broken off at hinge — CHARLES CUNNINGHAM, age 40, height 5 ft. 4 in., stout build, complexion fresh, hair ( turning grey) dark, eyes small, beard and whiskers shaved off, silver plate on top of head ; dress, black overcoat with astrachan collar and cuffs, and round felt hat. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CAMBRIDGESHIRE. 5.— Isle of Ely ( County).— For embezzlement— GEORGE MANN, age 30, height 5 ft. 4 in., com- plexion fresh, hair brown, moustache and small side whiskers sandy, eyes haa ; 1; dress, tweed coat and trousers, heavy lace boots, and black cap. A labourer, native of Reach, near Cambridge. Warrant issued. Information to Supt. Wright, Ely. CHESHIRE. 6 — Middlewich ( County). — For stealing ( in company of another man in custody) a quantity of iron— A. JONES, alias WORCESTER, age 28 to 30, height 5 ft. 6 or 7 in., complexion fresh, hair light brown, eyes grey, speaks with a Worcester accent; dress, light colour tweed coat and vest, moleskin trousers, and black cap with peak.— THOMAS CARROLL, age 26, height 5 ft. 7 or 8 in, complexion fresh, hair brown, moustache sandy, eyes grey ; dress, black coat and vest, brown cord trousers, cap with peak and string in front. XJ Efc I> S 3E£ . 7.— Nantwich ( County).— At 11 p. m., 25th inst., Richard Davies, clothier, Hough, near Crewe, was brutally murdered on the highway while driving home from Crewe, by TWO MEN, one of whom is said to be tall, and wore dark clothes and hard felt hat, the other is shorter, and supposed to be wearing dark clothes and a cap. Deceased's head was battered in a shock- ing manner, apparently by a small hatchet, and as a large quantity of blood was found at the scene of the murder it is possible the murderers' clothes will have bloodstains upon them. Information to Supt. Leah, Nantwich. CUMBERLAND. 8— Carlisle ( County).— ROBERT EDMOND- SON JACKSON, Case No. 7, 22nd November last, not HOW wanted. DENBIGHSHIRE. 9— Wrexham ( County).— For stealing £ 2— ROBERT JONES, alias " LONG BOB," age about 39, height 5 ft. 9J in., slight build, hair and whiskers light brown, eyes blue, hairy mole on left cheek. DERBYSHIRE. 10.— Derby ( Borough).— Woodcut portrait and description of GEORGE LEECH, auctioneer and 21, accountant, whose apprehension is sought for embez- zlingmoneybelonging to a Land Society— age38, height about 5 ft. 6 in., complexion fresh, hair ( turning grey) very dark brown, beard and moustache ( cut short) dark brown, shaved on chin, very stout build, corpu- lent, short swaggering gait, pleasing appearance and of good address; dressed usually in black clothes and brown overcoat; may be wearing a dark plaid over- coat with cape attached. A member of the Derby Town Council. Absconded 30th ult. Warrant issued. Information to Lieut.- Colonel Delacombe, Chief Constable, Town Hall, Derby. DEVONSHIRE. 11.— Exeter ( City).— For stealing a watch, 21st ult. ( recovered)— JOSEPH MILLS ( supposed false), ase about 40, height 5 ft. 6 in., complexion fair, hair ( turning grey) and moustache light, rather bow- legged; dress, dark tweed suit, black hard felt hat. A traveller. Frequents race meetings. Information to the Chief Constable, Guildhall, Exeter. GLAMORGANSHIRE. 12— Cardiff ( Borough). — For stealing £ 11— THOMAS ELLIOTT, alias SNOWDEN, late an in- mate of the Cardiff Workhouse, age about 34, height 5 ft. 9 or 10 in., complexion fair, hair ( turning grey) and moustache light, grey hairs on side of neck, eyes grey, walks with a swinging gait, and swings his shoulders very much; dress, supposed, black cloth coat and vest, fustian trousers, lace boots, black bowler hat. A native of Newcastle- on- Tyne. Is supposed to be tramping the country. Warrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 13.— Cheltenham ( County).— For stealing a suit of clothes— CARRINGTON, alias KERRIG- DEN, age 45, height 5 ft. 6 or 7 in., complexion fresh, hair ( inclined to be sandy) light, eyes grey, moustache ( heavy) sandy, 4 large front teeth in upper jaw project and he cannot speak without showing them, speaks with an Irish accent; dress, dark cloth overcoat with plaid lining, dark tweed suit, black bowler hat. Travels the country with a horse and trap, which he hires, soliciting orders for clothes, accompanied by a boy age about 16, and absconds without paying his lodgings or any of his bills. Warrant issued. Information to Supt. McRae, Cheltenham. 14.— Chipping Campden ( County).— For em- bezzling £ 155 5s. lid.— JOSEPH KEEN", age 62, height 5 ft. 9 or 10 in , complexion pale, hair ( long) and eyes ( small) grey, hobbling step, from tender feet, twitching in eyes when talking ; dress, long blue over- coat, blucher boots, and soft billycock hat. A native of Blockley, Worcestershire. Warrant issued. Information to Supt. Helps, Chipping Campden. 15.— Coleford ( County).— For obtaining money by false pretences— HENRY KING ( supposed false), age about 55, height 5 ft. 10 in., complexion pale, hair grey, small side whiskers turning grey, otherwise clean shaved ; dress, long black overcoat, black dress coat, black silk vest ( flowered), black cloth trousers, and high black hat; carries a black bag and an umbrella with ring handle and knob. Represents himself as superintendent of the Building Societies Trust, Limited, 57 and 58, Chancery- lane, London, distributes leaflets bearing this address, and engages persons as agents, from whom he obtains money and absconds. ( He is identical with F. W. Taylor, Case No Herefordshire, Leominster, County). Warrant issued. Information to Supt. Ford, Coleford. 16.— Fishponds ( County).— For using threats— HENRY FURLEY, age 31, height 5 ft. 9 in., com- plexion fresh, hair brown, long light moustache and small side whiskers, eyes hazel, long Roman nose; dress, black coat and vest, light trousers, and bowler hat; a native of Bristol. Warrant issued. Information to Supt. Matthews, Fishponds. 17.— Gloucester ( County).— For obtaining money by false pretences— JAMES SMITH, age about 25, height about 5 ft. 8 in., complexion fair, hair ( bushy) light brown, moustache ( slight) light, walks lame ; dress, black double- breasted jacket, striped trousers, and black bowler hat. Has been a canvasser to an Assurance Company. Supposed native of Worcester. Warrant issued. Information to Deputy Chief Constable Chipp, Gloucester. HAMPSHIRE. 18.— Aldershot ( County).— For stealing £ 150 gold and silver at South Camp, Aldershot, 11th inst.— Private JOHN BURR, Regimental No. 2626, 1st Bat- talion King's Liverpool Regiment, age 20, height 5 ft. 6 or 7 in., complexion fresh, hair light brown, eyes blue, scar on chin, linear cutaneous markings across small of back ; dressed in plain clothes. A native of Manchester; enlisted at Liverpool. Has been to sea. Warrant issued. Information to Supt. Brinson, Aldershot. £ 2 REWARD. 19.— Kingsclere ( County).— For deserting his family— HENRY YERNEY, age 28, height 5 ft. in. complexion frish, hair dark brown, eyes blue, cut mark on forehead and first finger right hand ; dress, cord jacket or blue pilot reefer coat, cap or soft billycock hat. A labourer, native of Kingsclere. Warrant issued. The above reward will be paid by Mr. John Barnes, Clerk to Magistrates and Guardians, Kingsclere, for the apprehension of Verney. £ 1 REWARD. 20.— Kfngsclere ( County).— For deserting her child— ELIZABETH MILES, age 26, height 5 ft., complexion very pale, hair, with fringe, dark, eyes hazel. A native of Wolverton, Kingsclere. Is sup- posed to be an unfortunate in some town. Warrant issued. The above reward will be paid by Mr. John Barne3, clerk to Magistrates and Guardians, Kingsclere, for the apprehension of Miles. Information to Supt. Waters, Kingsclere. HEREFORDSHIRE. 21 — Leominster ( County).— For obtaining money by false pretences— F. W. TAYLOR, age 60, height 5 ft. 9 or 10 in., complexion sallow, hair long and turn- ing grey, side whiskers and moustache; dress, long blue coat, silk vest, dark cloth trousers, high black hat, lace boots. His modus operandi is to represent himself as District Manager for the Positive Government Assurance Com- pany, Limited, engaging men as agents at 30s. per week and commission. As security he requires them to take out a life policy in the society, on account of which he receives 2s. 6d. as a deposit, and then decamps. Supposed native of Birmingham. Warrant issued. Information to Supt. Strangward, Leominster. HERTFORDSHIRE. 22.— Hemel Hempstead ( County).— For stealing 15th inst.— 1 lady's gold keeper ring, buckle pattern ; 1 lady's gold ring set blue stones and pearls, forming the word Regard" ; 1 lady's gold ring set five brilliants ; 1 lady's plain gold ring ; 1 lady's gold ring set two rubies and three pearls ( one deficient); and 1 silver ring with stone3, all common jewellery— A MAN, age about 22 or 23, height about 5 ft. 2 or 3 in., stiff build, moustache slight, cast in eyes, wart on right side of forehead, bad teeth ; dress, black coat, brown trousers, and brown felt hat. Is supposed to be a Jew. He attended a Salvation Army meeting on the night he committed the larceny. Information to Deputy Chief Constable Pearson, Hemel Hempstead. 23.— Hertford ( County).— For burglary at Bengeo Cottage, 10th inst., and stealing about 1,000 cigars of the following brands, viz., Alfred de Rothschild, Prin- cess Finas, and Londres R Lewis, St. James- street— TWO MEN, 1st, age 50 to 55, height about 5 ft. 6 in., stoutish build, full beard ( turning grey on chin); dress, dark overcoat and trousers, black hard felt hat, curried a black leather bag ; 2nd, age 27 to 30, height about 5 ft. 5 in, moustache dark ; dress, black diagonal suit, black hard felt hat. Information to Supt. Parish, Constabulary Office Hertford. 24.— Hitchin ( County).— For stealing fowls, 14th inst. ( recovered)— GEORGE BARKER, age 27, height 5 ft. 3 or 4 in., stout build, complexion sallow, hair dark brown, bald patch back of head, short thick neck ; dress, dark blue melton coat and vest, light trousers, black hard felt hat ( flat top), lace boots ( one patched). Has been convicted in the Metropolitan Police District for being in possession of housebreaking implements. A native of Hitch in, Herts. Warrant issued. Information to Supt. Reynolds, Hitchin. HUNTINGDONSHIRE. 25.— Norman Cross ( County).— For obtaining money by false pretences, at Glton and Stibbington, 14th inst.— A MAN, who gave the name of WALTER SMITH, age about 20, height 5 ft. 7 or 8 in., slight build, complexion pale, hair dark, rather sickly appearance ; dress, dark coat, grey mixture trousers, and black hard felt hat. Had in his possession a printed form, signed " Sergt.- Major Baker, Royal Engineers," and stated he wanted money in order to obtain a copy of his register of birth at Peterborough, to enable him to get an appointment in the Royal Engineers at Cambridge. Information to Supt. Allen, Norman Cross. KENT. 26.— Chatham ( County).— For stealing, 15thinst, a chestnut pony, aged, about 12 or 13 hands, has been clipped, long mane, short tail, chipped knees ; a set of black harness, and a tradesman's small cart, painted plum colour, picked out red, " Enenden, Rochester," thereon— A MAN, who hired the same for a few hours, age 22, height 5 ft. 8 in., slight build, complexion fair, hair light, no whiskers or moustache; dress, light suit, and black hard felt hat. Information to Supt. Coppinger, Chatham. 27.— Canterbury ( City).— For stealing £ 3 103.— A MAN, age 40 to 45, height 5 ft. 9 or 10 in., com- plexion rather sallow, thin face, hair ( cut short) turn- ing grey, moustache ( heavy) dark, eyes rather sunken, speaks very fluently, with a foreign accent; dress, blue pilot cloth suit, brass buttons on vest, Jight drab small check Inverness overcoat, blue cap with a British flag and gold or yellow lacs on front, stand- up collar, black sateen tie with pin, wears a ring ( ruby stone in centre, set with small diamonds) on one little finger and a signet ring on the other little finger. His modus operandi is to engage rooms with a re- spectable family, stating his luggage, etc., which consists of five or six large boxes, and his horse and carriage, are following him from town ; sleeps there during the night, and decamps next morning. He represents himself to be Captain O'Donnell, and be- longs to the Royal Navy, having recently come from China, where he saved the life of Lady Colin Camp- bell's sister, who was shipwrecked, and shows the ruby and diamond ring which he alleges she presented to him. Information to the Chief Constable, Canterbury. LANCASHIRE. 28.— Bolton ( County).— For stealing, 6th inst., at Horwich, 1 South African silver medal, " No. 1902, Private B. Southworth, 80th Foot," engraved round edge; 1 Egyptian silver medal, " No. 1902, B. South- worth, 1st Batt. South Staffordshire Regiment," en- graved round edge ; 1 Khedive's bronze star medal; 1 black worsted cloth vest, single- breasted, part worn, in one pocket of which was a plain steel tobacco- box, " J. Sherwood" scratched outside and " B. South- worth" inside- WILLIAM ASHWORTH, age 51, height 5 ft. 7 in., complexion fair, hair ( turning grey and worn long) sandy, large eyes, broad red nose; dress, old black coat with laps, greasy grey cloth trou- sers, and dirty cloth cap. Formerly served in the 2nd Battalion 12th East Suffolk Regiment, and is now tramping the country seeking work as a labourer. A native of Whitewell Bottoms, Rawtenstall. Information to Supt. Eatough, County Police Office, Bolton. 29.— Chorley ( County),— For perjury, 6th inst.— FRANCIS BENNETT, alias SAVAGE and KEN- NEDY, age about 27, height about 5 ft 5 or 6 in., complexion fresh, hair ( curly) dark brown, eyes grey ; dress, dark tweed lap coat, black worsted vest, light tweed trousers, black billycock hat, or cap with peak. A collier ; native of Worsley, near Manchester, or Ince, near Wigan. Warrant issued. Information to Supt. Norris, Chorley. 30— Prescot ( County).— For stealing a violin ( re- covered) 22nd inst.— FRANK PHILLIS, alias ABRA FRIDAY, JANUARY 10, 1890. THE POLICE GAZETTE. 5 HAM GOLDSTONE, age 20, height 5 ft. 3 in., com- plexion fresh," round features, hair ( inclined to be - wavy in front) and eyes darli brown, speaks with a London accent; dress, long dark grey overcoat ( which appears too large for him), dark grey striped trousers, side spring boots, and billycock hat. A native of Liverpool, but has lived in London about 8 years. Is a good musician, plays the violin in the streets, or may join a string or other band in a theatre or music- hall. Information to Supt. Barker, Prescot. 31.— Rochdale [ County).— For embezzling £ 6210s. — JOHN LAYCOCK, a clerk, age about 35, height about 5 ft. 3 in., complexion rather pale, hair dark, no whiskers or moustache, quick walker ; dress, when last seen, brownish tweed suit, light brown overcoat, billycock hat, boots. Is fond of betting, and frequents places where betting is carried on. Warrant issued. 32.— Rochdale ( County).— For assaulting a police constable, 9th inst.— WILLIAM BIRTLES, age about 40, height 5 ft. 9 or 10 in., stout build, complexion, hair, and moustache dark, whiskers at end of chin, full face; dress, dark coat and vest, cord trousers, black billycock hat, strong lace boots. Is fond of poach- ing, and may probably be found in the company of poachers. Warrant issued. Information to Supt. Hey wood, Rochdale. 33.— Salford ( Borough).— For stealing from his lodgings, 25th inst., 3 £ 10 Bank of England Notes, Nos. 04461, 04462, and 04463, 1 £ 5 note, No. 56104 or 80820; £ i 13s. gold and silver ; and a cheque on the Union Bank for £ 14 9s.— HERR H. M. Had also in his possession a new black corded cloth morning coat and vest, and black- and- grey striped trousers. A native of Perthshire. Accused commits frauds by calling on farmers repre- senting himself as a foreman in the employ of respect- able firms in search of hay, straw, etc., orders a quan- tity, and arranges to meet the farmer's carts contain- ing it, on doing which he induces the men in charge to deliver it at whatever places he may previously have sold it, receives payment for it there, and absconds. He has been traced to Southampton, where he was endeavouring to obtain employment as a dockyard labourer. Was twice convicted of fraud before the Sheriff Court, Edinburgh, the last conviction being on 8th September, 1888 ; and also six times before the Sheriff Court, Dundee. Was convicted at the Mansion House, 25th September, 1886, for stealing a diamond pin, and sentenced to 3 months' imprisonment; and at Brighton, 2nd July, 1888, for 4 hotel larcenies, and sentenced to 12 months' imprisonment. — HENRY JACOBS, alias HENRY SMITH and HALES, of Blackfriars- road, London, a builder's timekeeper, age 33, height 5 ft. 8J in., com- plexion fair, hair brown, chin shaved, " H. J.," 3 flags on each side, 10 dots in triangle, and flag with flowers left arm and wrist, scar left elbow. Was convicted in 1871 for felony, and sentenced to 1 month's imprisonment, and in 1872 to 5 years' in a reformatory school; in 1884, at the Guildhall Police Court, to 3 months' im- prisonment for ringing the changes, and in August, 1887, concerned with another man, at the Sussex Assizes, for stealing £ 22 17s. from a post- office at Eastbourne, and sentenced to 18 months' imprison- ment. The silver match- box, imitation crocodile skin, the ring for attaching to chain is on the bottom of the box. The onyx pin is pointed top and bottom, cut like a cameo, set round with small diamonds, has the raised draped figure of a dancing girl in the centre. The silver embossed case is supposed to be scratched " E. S." on the bottom, and contains scissors, plated knife, spoon, ivory tablet, pencil and bodkin, " Bought Michael Chesham, 1847," thereon.
