T H E 2 POLICE GAZETTE I PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JANUARY 17, 1890. VOL. VII., No. 632. REGULA 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should he addressed to THE EDITOB or THE POLICE GAZETTE, GEEAT SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, ij sufficient to enable the article itt question to be thereby identified 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch oj a stclen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent ; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. T I O N S. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side oj the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Zirummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 126, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty aud his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiting party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own ' tubjects whether by birth or naturalisation." The result of the modification in the Treaty ia that either Government may deliver Hp its own Bubjects to the other Government, bHt can not be considered bound to do so. APPREHENSIONS SOUGHT. A horse- keeper; native of Brighton. 2.— D Division.— Woodcut portrait and descrip- tion of JOSEPH WILFRED BOSTON, whose appre- hension is sought for stealing, 30th ult., £ 25012s. 2d. and other sums— age 50 ( looks older), height 5 ft. 7£ in., com • plexion fresh, hair, whiskers ( cut close), and moustache ( long) turning grey, eyes dark, very bald, 2 large scars back of head, walks slightly lame from rheumatism; dress, dark blue beaver overcoat ( velvet collar), dark suit under, " Lugit Brothers, Exeter," on buttons of trousers, hard felt hat; sometimes wears a ring with a large diamond on little finger; of gentlemanly appearance. Warrant issued. 6,— T Division.— Escaped from custody, charged with larceny— FREDERICK KIRBY, age 38, height 5 ft. 7 in., complexion sallow, hair ( curly) and eyee dark, clean- shaved, good teeth ; dress, brown overcoat, dark red - and - green striped trousers, dark Equare necktie, lace boots, and hard felt hat ( old). A coach- man ; native of London. May seek employment at livery stables. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 7.— For embezzlement— HOWARD BETTERTON GLOYER, age 25, height 5 ft. 11 in., slight build, full bushy moustache and eyes ( very fall) dark, long thin nose, broad nostrils ; dress, rough black double- breasted overcoat, velvet jacket under, high black hat, some- times wears a flat- topped felt hat, and gaiters. A stationer's traveller. May endeavour to obtain em- ployment at music- halls as a singer. Absconded since 8th ult. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 8.— Wantage ( County).— For housebreaking at Fawley, 29th ult., and stealing a lady's gold crystal lever watch, No. 11582, gold coloured dial, seconds hand, ivy leaves chased on back, makers, " Birmingham Midland Watch Co." ; a lady's pale gold Geneva watch, No. 5862, gold coloured dial, seconds hand, engine turned case, small light colour bead chain attached; and 3 pairs of scissors ( one 3$ in. long, the others 2| in.)— A MAN, age about 35, height 5 ft. 10 in., slight build, complexion fresh, hair and whiskers ( slight) brown, otherwise shaved; dress, brown stable jacket, dark grey mixture trousers, blue spotted necktie, and brown felt hat with straight brim. Information to Supt. Dorrell, Wantage. 9.— Reading ( Borough).— For embezzlement— WILLIAM BRUNSDON, age 24 or 25, height 5 ft. 9 in., complexion and moustache ( slight) dark, tattoo marks on left wrist and third finger left hand ; dress, when last seen, navy blue serge suit, dark overcoat, and blue serge double- peak cap. Has been employed by dealers of fish, game, and poultry. He is believed to have served in a regiment of Lancers and to belong to the Army Reserve. Warrant issued. Information to Head Constable Tewsley, Reading. BRECONSHIRE. 10.— Brecon ( County).— For shopbreaking, 25th nit., and stealing boots ( recovered)— WILLIAM LAMB, age 26, height 5 ft. 7 in., complexion fair, hair ( cut short) and moustache light, eyes grey, scar back of head left side, three brown spots tattooed right upper arm, ship, anchor, B., flag, two brown spots right forearm, bracelet on wrist, anchor, cross flags, B. W. P. I, left forearm, mermaid and blue dot left wrist, cross flags back of left hand ; dress, black jacket and vest, grey tweed trousers, old lace boots, and brown bowler hat. A smith's striker; native of Colchester. Has been previously convicted at Brecon, and sentenced to 1 month's imprisonment. Liberated 10th ult. Information to Deputy Chief Constable Flye, Brecon. CAMBRIDGESHIRE. 11.— Cambridge ( County).— For stealing a quan- tity of beef and bacon at Waterbeach, 3rd inst.— CHARLES HOWLETT, age 27, height 5 ft. 4 or 5 in., complexion fair, hair light brown, eyes blue, thick prominent lower lip ; dress, mixture cloth coat and vest, broad cord trousers, and double peak cap. A native of Waterbeach. Warrant issued. 12.— Cambridge ( County).— For stealing a shovel at Dry Drayton, 9th inst.— WILLIAM SULLIVAN ( supposed false), age 30, height 5 ft. 8 in., complexion hair and eyes dark ; dressed as a navvy. Stated he was a native of Kettering, Northampton. Information to Supt. Whitechurch, Cambridge. CHESHIRE. 13.— Broxton ( County).— For stealing a heifer ( recovered) from where he was employed as colt breaker— WILLIAM JONES, age 30 to 35, height 5 ft. 6 or 7 in., stout build, complexion sallow, hair and small side whiskers dark, otherwise clean shaved, takes short strides, and turns his toes in when walking, coughs slightly when talking ; dress, dark suit, blue spotted muffler, and black felt hat. A native of Trentham, Staffordshire, where his mother resides. Warrant issued. Information to the Deputy Chief Constable, Broxton, Chester. CORNWALL. 14.— Tru ro ( City).— For embezzlement— ALFRED FREDERICK DREW, late assistant bailifl, County Court, age 48 to 50, height 5 ft. 3 or 4 in., complexion sallow, hair ( getting bald), whiskers and moustache dark brown, very husky or broken voice ; dress, covert coat, dark or grey clothes, dark hard felt hat; gener- ally carries an umbrella or walking- stick. Was for- merly an omnibus conductor in London. Warrant issued. Information to Chief Supt. Angel, Truro. 15.— Helston ( Borough).— For deserting his wife and children— PHILIP HENRY MOON, a basket maker, age 42, height 5 ft. 7 in., complexion fair, hair and eyes black, whiskers rather ginger, thin features, long sharp nose, right forefinger crooked, rather round shouldered, and stoops slightly when walking. Has been to sea as a stoker, assistant cook, and ordinary seaman. Warrant issued. Information to Supt. Grant, Helston. CUMBERLAND. 16.— Penrith ( County).— For assaulting police— JOSEPH ARNISON, age about 18, height about 5 ft. 4 in., slight build, complexion pale, hair ( parted in centre and brought over forehead) light; dress, brown check suit, and black hard felt hat, respectable ap- pearance. A labourer; native of Penrith. Is sup- posed to be working at Thirlmere Waterworks, West- morland, or on Manchester Ship Canal. Absconded 31st ult. Warrant issued. Information to Supt. Fowier, Penrith. DERBYSHIRE. £ 5 REWARD. 17.— Chesterfield ( County).— For stealing at Whittington, 6th ult.— A brown mare, rising 4 years, 15 hands 1 inch, tail docked, black legs, high stepper, valud £ 40— CHARLES BULMER, age about 32, height 5 ft. 8 or 9 in., complexion rather sallow, hair dark brown, eyes dark, high cheek bones, pointed chin, bridge of nos9 broken, one tooth deficient and another decayed in front of upper jaw, walks erect slightly bow- legged ; dress, long dark faded overcoat, broad brown cord trousers, and black hard felt hat. Has been a soldier, and is occasionally employed by a professional horse tamer. The above reward will be paid by Mr. John Shentall, Whittington, for the apprehension and conviction of Bulmer and recovery of mare. Information to Supt. Carline, Chesterfield. 18.— Derby ( Borough).— Woodcut portrait and description of GEORGE LEECH, auctioneer and accountant, whose apprehension is sought for embez- zlingmoney belonging to a Land Society— age38, height about 5 ft. 6 in., complexion fresh, hair ( turning grey) very dark brown, beard and moustache ( cut short) dark brown, shaved on chin, very stout build, corpu- lent, short swaggering gait, pleasing appearance and of good address; dressed usually in black clothes and brown overcoat; may be wearing a dark plaid over- coat with cape attached. A member of the Derby Town Council. Absconded 30th ult. Warrant issued. Information to Lieut.- Colonel Delacombe, Chief Constable, Town Hall, Derby. ESSEX. 19— Colchester ( Borough).— For stealing, 17th ult., a pair of cart springs ( recovered)— WALTER PALMER, age 35 to 40, height about 5 ft. 4 in., com- plexion very dark or swarthy, hair ( turning grey) dark, eyes full, thick lips, puts out his tongue when ac work, rolling gait, badly ruptured ; dress, dark dirty clothes. Has a dirty appearance. Absconded 19th ult. May be found at village wheelwright shops. Warrant issued. Information to Chief Constable Coombs, Colchester. GLOUCESTERSHIRE. 20.— Chipping Campden ( County).— For em- bezzling £ 155 5s. lid.— JOSEPH KEEN, age 62, height 5 ft. 9 or 10 in., complexion pale, hair ( long) and eyes ( small) grey, hobbling step, from tender feet, twitching in eyes when talking ; dress, long blue over- coat, blucher boots, and soft billycock hat. A natiye of Blockley, Worcestershire. Warrant issued. Information to Supt. Helps, Chipping Campden. 21.— Fishponds ( County).— For using threats— HENRY FURLEY, age 31, height 5 ft. 9 in., com- plexion fresh, hair brown, long light moustache and small side whiskers, eyes hazel, long Roman nose; dress, black coat and vest, light trousers, and bowler hat; a native of Bristol. Warrant issued. Information to Supt. Matthews, Fishponds. 22.— Gloucester ( County).— For obtaining money by false pretences— JAMES SMITH, age about 25, height about 6 ft. 8 in., complexion fair, hair ( bushy) light brown, moustache ( slight) light, walks lame; dress, black double- breasted jacket, striped trousers, and black bowler hat. Has been a canvasser to an Assurance Company. Supposed native of Worcester. Warrant issued. Information to Deputy Chief Constable Chipp, Gloucester. FRIDAY, JANUARY 10, 1890. THE POLICE GAZETTE. 5 23— Bristol [ City).— For stealing £ 8 8s. 9d.— HENRY WALKER, age 32, height 5 ft. 8 in., com- plexion fresh, hair light brown, eyes blue, round face, scars back of head, right of forehead, bridge of nose, left hand and arm and knee, four moles between shoulder- blades. A convict on license until 2nd No- vember, 1890. It is strongly suspected that he will endeavour to emigrate. Warrant issued. Information to the Chief Constable, Bristol. HAMPSHIRE, 24.— Aldershot [ County).— For stealing £ 150 gold and silver at South Camp, Aldershot, 11th inst.— Private JOHN BURR, Regimental No. 2626, 1st Bat- talion King's Liverpool Regiment, age 20, height 5 ft. 6 or V in., complexion fresh, hair light brown, eyes blue, scar on chin, linear cutaneous markings across small of back ; dressed in plain clothes. A native of Manchester; enlisted at Liverpool. Has been to sea. Warrant issued. Information to Supt. Brinson, Aldershot. HEREFORDSHIRE. 25— Leominster { County).— Forobtainingmoney by false pretences— F. W. TAYLOR, age 60, height 5 ft. 9 or 10 in., complexion sallow, hair long and turn- ing grey, side whiskers and moustache; dress, long blue coat, silk vest, dark cloth trousers, high black hat, lace boots. His modus operandi is to represent himself as District Manager for the Positive Government Assurance Com- pany, Limited, engaging men as agents at 30s. per week and commission. As security he requires them to take out a life policy in the society, on account of which he receives 2s. 6d. as a deposit, and then decamps. Supposed native of Birmingham. Warrant issued. Information to Supt. Strangward, Leominster. HERTFORDSHIRE. 26.— Hertford { County).— For burglary at Bengeo Cottage, 10th inst., and stealing about 1,000 cigars of the following brands, viz., Alfred de Rothschild, Prin cess Finas, and Londres R. Lewis, St. James- street— TWO MEN, 1st, age 50 to 55, height about 5 ft. 6 in., stoutish build, full beard ( turning grey on chin); dress, dark overcoat and trousers, black hard felt hat, carried a black leather bag ; 2nd, age 27 to 30, height about 5 ft. 5 in., moustache dark ; dress, black diagonal suit, black hard felt hat. Information to Supt. Parish, Constabulary Office, Hertford. knee, and wrist, round- shouldered. Sentenced at Preston, 21st May, 1884, to 5 years' penal servitude and 7 years' police supervision for larceny. Information to Supt. Bourke, Garstang. 30.— Rochdale { County).— For embezzling £ 6210s. — JOHN LAYCOCK, a clerk, age about 35, height about 5 ft. 3 in., complexion rather pale, hair dark, no whiskers or moustache, quick walker ; dress, when last seen, brownish tweed suit, light brown overcoat, billycock hat, boots. Is fond of betting, and frequents places where betting is carried on. Warrant issued. Information to Supt. Heywood, Rochdale. 31.— Salford { Borough).— For embezzlement— CREIGHTON JAMESON, age 33, height 5 ft. 9 or 10 in., complexion fair, hair light, small side whiskers and moustache. Warrant issued. 32.— Salford [ Borough].— For failing to report- Supervisee ELIZABETH JONES, alias SARAH JACKSON and ELLEN WILLIAMS, Office No. 38078, age 61, height 4 ft. 9i in., complexion sallow, hair grey, eyes grey, nose crooked, scar corner of left eye, lost several teeth, lame left leg, wears a high heeled boot. Sentenced at Oldham, 25th January, 1889, to 6 months' hard labour and 5 years' police supervision for larceny. Information to the Chief Constable, Town Hall, Salford. KENT. 27.— Tunbridge Wells ( Borough).— For stealing a coat, jacket, jet watch chain, a concertina, and other articles — GEORGE ROBERTS, alias ROWE and BARKER, age 26, height 5 ft. 6 in., complexion fair, moustache light, scar on right eye ; dress, brown jacket, black vest, brown tweed trousers, and dark blue cloth cap with peak. May be playing a con- certina in the streets. A native of Bradford, Yorks. Warrant issued. Information to the Chief Constable, Tunbridge Wells. LANCASHIRE. 28.— Chorley ( County),— For perjury, 6th inst.— FRANCIS BENNETT, alias SAVAGE and KEN NEDY, age about 27, height about 5 ft 5 or 6 in. complexion fresh, hair ( curly) dark brown, eyes grey , dress, dark tweed lap coat, black worsted vest, light tweed trousers, black billycock hat, or cap with peak, A collier ; native of Worsley, near Manchester, or Ince near Wigan. Warrant issued. . Information to Supt. Accused commits frauds by calling on farmers repre- senting himself as a foreman in the employ of respect- able firms in search of hay, straw, etc., orders a quan- tity, and arranges to meet the farmer's carts contain- ing it, on doing which he induces the men in charge to deliver it at whatever places he may previously have sold it, receives payment for it there, and absconds. He has been traced to Southampton, where he was endeavouring to obtain employment as a dockyard labourer. Was twice convicted of fraud before the Sheriff Court, Edinbuigh, the last conviction being on 8th September, 1888 ; and also six times before the Sheriff Court, Dundee. METROPOLITAN POLICE DISTRICT. 87.— The attention of Police is directed to the pro- ceedings of a man, known as WILLIAM PERRY, alias ELLIS, NAYLOR, BAILEY, and BENNETT, age about 35, height about 5 ft. 5 or 6 in., complexion, hair, and moustache dark, of gentlemanly appearance, who has committed, and is reported to be at present committing frauds on dressmakers and other similar persons in the Provinces ( Eastern Counties), by repre- senting himself as agent for the firm of Messrs. But- terick and Co., 171, 173, 175, and 177, Regent- street, and who has obtained subscriptions in advance for an illustrated paper of fashions, costumes, etc., called the " Delineator," published by the above firm, who have not authorised the man to act for them.
