THE POLICE GAZETTE I PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, DECEMBER 13, 1889. VOL. VI., No. 622. R E G U L A 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be talcen upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, ij sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch oj a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. T I O N S or of stolen property bear a number, and are 8. Announcements of all persons to I alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side oj the paper only, be in the usual form, * nd accompanied by a covering Utter. 12. AU payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Prummond ti; Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requhing party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their oiim subjects whether by birth or naturalisation." The result of the modification in the Treaty ia that • either Government may deliver up its own subjects to the other Government, hot can no* be considered bound to do so. APPREHENSIONS SOUGHT. MURDER. WORCESTERSHIRE WORCESTER ( County), — Eor the murder of Frederick Stephens, a gamekeeper, at Woodnorton, near Evesham, on 10 th ult.— ALFRED HILL, alias " LOVELY," age 23, height about 5 ft. 5 or 6 in., strong thick- set figure, complexion fresh, hair and moustache ( slight) light, eyes hazel, round full face, high cheek- bones, tattooed on ring finger left hand, left arm, and shoulder, old scar right side of forehead, outside corner of left eye, and left forefinger, burn marks between right thumb and forefinger, two boil marks on lower part of back, rather bow- legged, sullen downcast look, usually carries his hands in his pockets, habitually uses low coarse language, when in drink sings a song " Don't put my father's picture up for sale"; dress, grey jacket, dark cord trousers, strong lace boots, and black soft billycock hat, which he wears over his eyes; may be wearing a silver ring on little finger left hand. A market gardener's labourer, has also been employed as a farm labourer, and in charge of horses; a native of Evesham. Absconded 16th ult, Was convicted of larceny in February, 1879, and served 3 years in Wandsworth Reformatory. Warrant issued. Has a brother residing at 7, Waterloo- road, Ipswich, where he may call; supposed native of Ipswich. Warrant issued. 2.— G Division.— For stealing jewellery to the value of .£ 600— ALPHONSE ROITEL, a Frenchman, age 25, height 5 ft. 10£ in., complexion fair, walks with a limp, inclined to be stout. May seek employment in the provinces. Warrant issued. 3.— G Division,— Woodcut portrait and descrip tion of HENRY ERNEST TASSIE, whose apprehen- sion is sought for stealing £ 86— age 19, height 5 ft. 2J in., complexion fair, hair and eyes brown, slightly bow- legged, very smart appearance and manner, is a good musician ; dressed ( supposed) in new clothing. A native of Highbury, London. 4.— T Division. — For violent assault — ELI GRAINGER, age 40, height 5 ft. 6 in., complexion fair, hair, whiskers, and moustache carroty, scar from cut on head; dressed as a sweep. A native of Bag- shot, Surrey. Absconded 8th ult. Warrant issued. 5.— Y Division.— For larceny- ELLEN LEE, age 19, height 5 ft. 2 in., stout build, complexion fresh, hair and eyes dark ; dress, black clothes, black velvet hat. A native of Westcott, near Dorking, Surrey, where she may be found. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 6.— For forging and uttering 3 cheques for £ 334 15s., between 23rd ult. and 3rd inst.— ARTHUR FRIEDBERG, a German, age 40, height 5 ft. 6 in., complexion dark, hair, slight whiskers and moustache dark brown, long thin face; dress, when last seen, dark clothes, high black hat. A merchant; has lately had an office in Liverpool. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BEDFORDSHIRE. 7.— Bedford ( Borough).— For stealing 21st ult.— A blue melton Chesterfield overcoat, black velvet collar, raised seams, 5 blue cloth- covered buttons down front, 2 hip, I breast and ticket pocket outside, light large plaid lining, " May, tailor," etc., on tab— WILLIAM STALLARD, a tailor, age about 24, height 5 ft. 5 in., complexion fair, hair light brown, moustache slight, eyes " grey, rather round shoulders, long nose ; dress, black coat and vest of woolly material, lace boots, and hard felt hat; or dark plaid jacket, blue trousers, and light cap with peak. 8.— Bedford ( Borough).— For stealing, 14th ult., a mouse- colour melton overcoat, rather long, light check lining ; 1 black coat bound with broad braid, breast pocket outside, 2 tail and 1 breast pockets in- side ; 1 black vest, buttoned up to neck, stand- up collar; 1 pair of brown- and- black striped cloth trousers ( new); 1 white silk handkerchief, flowered with hops ; 1 cane walking- stick ; 1 pocket knife with black bone handle, capped with German silver ; and 1 razor SMITH, alias CHADWICK, age 34, height 5 ft. 9 in-, complexion pale, hair light brown, clean shaved, Roman nose, large scar across palm of right hand. Supposed to have been a sailor. Information to Chief Constable Thody, Bedford. BRECONSHI RE. 9.— Crickhowell ( County). — For obtaining money by false pretences— THOMAS LEWIS, age about 23, height 5 ft. 81 in., complexion sallow, hair dark brown, small side whiskers ; dress, black jacket and vest, supposed grey trousers, black bowler hat A tinworker or washer, and may be found working as such at tin works. Supposed native of Maesteg, Glamorganshire. Warrant issued. Information to Supt. Joseph, Crickhowell, or to Sergeant Williams, Brynmawr. CHESHIRE. 10.— Broxton ( County). — For stealing a heifer ( recovered) from where he was employed as colt breaker— WILLIAM JONES, age 30 to 35, height 5 ft. 6 or 7 in., stout build, complexion sallow, hair and small side whiskers dark, otherwise clean shaved, takes short strides, and turns his toes in when walking, coughs slightly when talking ; dress, dark suit, blue spotted muffler, and black felt hat. A native of Trentham, Staffordshire, where his mother resides. Warrant issued. Information to the Deputy Chief Constable, Broxton, Chester. 11.— Oakmere ( County).— For stealing £ 4 10s — MARY ELLEN EDWARDS, alias JANE EDWARDS, age about 19 or 20, height about 5 ft., stout build' complexion sallow, hair ( very rough) light brown, large face, large cut on forehead, which is covered by a lock of hair; dress, dark clothes and hat. Has been a farm servant, and may seek similar employ- ment. A native of Bwlchgwyn, near Wrexham. Warrant issued. Information to Supt. Walker, Oakmere, Northwich. 12.— Runcorn ( County).— For stealing a pair of sea boots, rather short in tops, and a brown cloth jacket, much worn under sleeves— JOHN THOMAS MAD- DOCKS, age 20, height 5 ft. 10 in., complexion fresh, hair dark, eyes supposed sore; dress, white slop, black pilot- jacket, moleskin trousers, and cloth cap with peak. A sailor ; native of Runcorn. His father re- sides at Pendleton. Warrant issued. Information to Supt. Large, Runcorn. 13.— Stockport ( Borough). — For stealing, 2nd inst., a pair of woman's elastic side boots, size 5, stitched across toes in imitation of toe cap— ELIJAH TRAFFORD, age 38, height 6 ft , hair and mous- tache dark; dress, light slop jacket, dirty moleskin vest and trousers, black felt hat, clog3. Appearance of a navvy. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. CORNWALL. 14.— Helston ( Borough).— For deserting his wife and children— PHILIP HENRY MOON, a basket maker, age 42, height 5 ft. 7 in., complexion fair, hair and eyes black, whiskers rather ginger, thin features long sharp nose, right forefinger crooked, rather round shouldered, and stoops slightly when walking. Has been to sea as a stoker, assistant cook, and ordinary seaman. Warrant issued. Information to Supt. Grant, Helston. DENBIGHSHIRE. 15.— Denbigh ( County).— For cruelty to 2 mares — GEORGE BALDWYN, age about 38, height 5 ft. 4 in., complexion pale, hair brown, little ( if any) whiskers, one arm tattooed " In Memory of My Mother.' Travels the country carrying a bag with cords, and repairs cocoa- nut matting. Has lived at St. Asaph during the last 15 months with a woman who had left her husband, and who has doubtless by this time rejoined Baldwyn. She has a boy, age about 9, and a child in arms; she represents herself as Eliza Murray and Brannan. Warrant issued. Information to Supt. Vaughan, Denbigh. GLOUCESTERSHIRE. 16.— Cheltenham ( County). — Supervisee ARTHUR TOBIAS, Office No. 36283, age 30, height 5 ft. 4 in., complexion dark, hair dark brown, eyes blue, scar left cheek, mole back of neck, dot back left hand, dot and indistinct cross left forearm, a chimney- sweep. Sentenced at Gloucester Quarter Sessions, 19th October, 1887, to 12 months' imprisonment and 3 years' police supervision for larceny. 444. Information to the Superintendent, Gloucestershire Constabulary, Cheltenham. 17.— Chipping Campden ( County).— For em- bezzling £ 155 5s. lid.— JOSEPH KEEN, age 62, height 5 ft. 9 or 10 in , complexion pale, hair ( long) and eyes ( small) grey, hobbling step, from tender feet, twitching in eyes when talking ; dress, long blue over- coat, blucher boots, and soft billycock hat. A native of Block ley, Worcestershire. Warrant issued. Information to Supt. Helps, Chipping Campden. HAMPSHIRE: 18- Winchester ( City).- For obtaining monev by false pretences- G. HOLMES ( supposed falce) aee about 36, height about 5 ft. 8 in., complexion fair,' hair dark brown, long heavy sandy moustache ( supposed false), no whiskers; dress, black suit, high silk hat small black necktie, and turn- down collar, low shoes! Has with him a brown pony and light grain chocolate or Indian red coloured cart, and is accompanied by a boy, age about 12, dressed in dark suit. His modus operandi is to call at small shops, stating he is an inspector of weights and measures, threaten- ing to prosecute unless he be allowed to test the scales, etc., by which means he obtains money. ( See Case No. 94 ) Warrant issued. Information to Head Constable Morton, Winchester LANCASHIRE. 19.— Bury ( County).— For failing to report— Super visee JOHN STOTT, Office No. 38212, age 42, height 5 ft. 4 in., complexion fresh, hair and eyes brown blue mark left eyebrow, scars bridge of nose, chest? boil scars left shoulder, back, and left forearm. Sen- tenced at Salford Sessions, 28th May, 1888, to 15 months' imprisonment and 5 years' police supervision for housebreaking. Information to the Superintendent, Lancashire Con- stabulary, Bury. 20.— Leigh ( County).— For embezzling, 9th inst., £ 3 103.— JOHN WOOD, age 36 to 40, height 5 ft. 3 or 4 in., complexion fair, whiskers and moustache sandy; dress, grey tweed jacket and vest, cardigan jacket underneath, moleskin trousers, cap, clogs. Supposed known at Wigan. Native of Oldham. Warrant issued. Information to Supt. Weir, Leigh. 21.— Rochdale ( County).— For embezzling £ 6210s. — JOHN LAYCOCK, a clerk, age about 35, height about 5 ft. 3 in., complexion rather pale, hair dark, no whiskers or moustache, quick walker ; dress, when last seen, brownish tweed suit, light brown overcoat, billycock hat, boots. Is fond of betting, and frequents places where betting is carried on. Warrant issued. Information to Supt. Hey wood, Rochdale. 22— Manchester ( City). — For larceny — WM. BINYON SHARMAN, age 25 to 30, height 5 ft. 5 in., slight build, dull unhealthy complexion, hair, mous- tache, and small side whiskers rather dark, large eyes, nose rather broad on bridge, exceedingly delicate, speaks through his nose; dress, blue- and- black check with red over check suit, light gaitf rs, carried a black silk umbrella with black stick and fluted ivory crutch handle. Not to be apprehended out of the United Kingdom. Warrant issued. £ 100 REWARD. 23.— Manchester ( City).— Woodcut portrait and description of JAMES COUPE, whose apprehension is sought for forgery, age 48, height 5 ft. 8 in., medium build, hair ( parted in centre) very light brown, mous- tache, side whiskers, and a little on chin, light, eyes sunken, thick light eyebrows, very long light eyelashes, apple of throat projects very much, nose rather pinched at sides, long neck; dress, dark coat and vest, light trousers, pot hat, turned down collar, brown plaid cloth mackintosh with cape ; wears a heavy gold guard, cable pattern, with sovereign case appendage. The above reward will be paid by Harold Shaw- cross, Esq., Woodfield, Rochdale, to any person who may arrest or give information that will lead to the arrest of the above- named man. Warrant issued. Information to the Chief Constable, Manchester. 24.— Bootle ( Borough).— For failing to report- Supervisee MARY LEWIS, alias ELIZABETH and TUESDAY, DECEMBER 3, 1889. THE POLICE GAZETTE. 3 GRACE JONES, Office No. 22776, age 46, height 5 ft., complexion fair, hair brown, eyes blue, scars below chin and on forehead, lost top front teeth. Sentenced at Kirkdale Sessions, 14th January, 1879, to 7 years' penal servitude and 5 years' police supervision for felony. F 12. Information to the Chief Constable, Borough Police, Bootle- cum- Linacre. 25.— Blackburn, Higher Division ( County).— For failing to report— Supervisee JOSEPH RICH- ARDSON, alias JOSEPH JOHN RICHARDSON, age 19, height 5 ft., complexion fresh, hair and eyes brown, scars right of forehead and left cheek, J. X. out- side right forearm, dot between right first finger and thumb and back of left hand, and base left thumb, four large blue marks left arm. Sentenced at Preston Ses- sions, 17th October, 1888, to 12 months' imprisonment and 3 years' police supervision for warehousebreaking. 1827— 17. 26.— Blackburn, Higher Division ( County).— For failing to report — Supervisee JOHN JESSE SMITH, Office No. 38555, age 18, height 5 ft. 5 in, complexion fresh, hair and eyes brown, ears pierced, scar left thumb, mole between shoulders. Sentenced at Preston Sessions, 17th October, 1888, to 12 months' imprisonment and 3 years police supervision for larceny ( servant). 2522— 17. Information to the Superintendent, Lancashire Constabulary, Burnley. LINCOLNSHIRE. 27.— Epworth ( County).— For stealing, 29th ult., 1 quarter- plate lens, with double combination glass enclosed in brass tube, and 1 flange, the lens bears the initials of " Ross and Co., Opticians, London"— WIL- LIAM E. NEVILLE, a photographer, age about 24, height 5 ft. 6 or 7 in., slight build, complexion pale, hair brown, no whiskers or moustache ; dress, double- breasted black cloth jacket, black vest, striped cloth trousers, grey hard felt hat, light tie, red socks, lace boots ( recently soled and heeled). Has been employed about 4 months at Owston Ferry, and absconded 29th ult., leaving Haxey by the 1.31 p. m. train for Don- caster. Has a wife or sister residing at 50, St. Mary- street, Southampton. Warrant issued. Information to Supt. Taylor, Epworth. NORFOLK. 28.'— Loddon ( County). — For housebreaking— WILLIAM MARKHAM, age 22 ( looks older), height 5 ft. 8 or 9 in., complexion pale, hair light, eyes blue, delicate appearance, sore on left leg, stoops when walking; dress, dark coat and vest, blue guernsey, dark fustian trousers, and black hard felt hat. A native of Halesworth, Suffolk. Information to Supt. Eagling, Loddon. NORTHAMPTONSHIRE. 29.— Northampton ( Borough).— For obtaining a large quantity of boots and shoes by false pretences, also for conspiracy- HARRY LESSER, alias LESTER, age about 45, height 5 ft. 7 or 8 in., stout build, com- plexion sallow, bald on top of head, dark brown whiskers and moustache tinged with grey, near- sighted, genteel dress and appearance. Was clerk for some years to Nicholls, auctioneer, George- yard, Fen- church- street, London, and is well known to first- class boot and shoe retailers. His modus operandi is to call upon boot manufacturers in the provinces, stating he and a man named Mears ( now in custody) are large shipping agents, and invari- ably obtains large quantities of boots and shoes ( as he states) for the purpose of export, their offices being at Bow- lane, London, E C., where the goods are subse- quently consigned. In the meantime fresh instruc- tions are given to the railway company to deliver the goods to large auctioneers in the City of London where they are sold without reserve, and in large numbers of instances considerably under cost price. Not to be apprehended out of the United Kingdom. Warrant issued. It is requested that inquiry be made at boot and shoe manufacturers and retail dealers, and any infor- mation immediately communicated to Chief Constable Mardlin, Northampton. 30.— Northampton ( Borough).— For obtaining £ 8 15s., by means of a fictitious cheque, 23rd ult.— A MAN, who gave the name of G. J. JACKSON, age 55 to 60, height 5 ft. 9 or 10 in., stout build, complexion dark, moustache ( turning grey) rather dark, very large Roman nose, large eyebrows, of Jewish appearance, wart or other excresence on inner corner of right eye- lid ; dress, dark blue or black pilot overcoat, rough texture, black hard felt hat, appearance of a com- mercial traveller. This man stayed at a temperance hotel and tendered a cheque on a sheet of paper upon which was printed in blue ink, " J. Hart and Co., 26, St. Mary Axe, London, E. C.," drawn on the London and County Bank, Shoreditch Branch, for £ 8 15s., payable to Mr. Jackson or order, and signed " J. Hart and Co.," endorsed " G. J. Jackson" on back. He also left a card with " J. W. Hart and Co., Importers of Isinglass, etc., 5, St. Mary Axe, London, E. C." thereon, and in the corner was written in blue pencil " W. Jackson," and stated he was a representa- tive of this firm ( false). Left Northampton by train on Saturday, 23rd ult., for Peterborough. Warrant issued. It is requested that inquiry be made at hotels, boarding- houses, etc. Information to Chief Constable Mardlin, Northamp- ton. NORTHUMBERLAND. 31.— Newcastle ( City).— For failing to report- License Holder MARY GREELEY, age 55, height 5 ft. 6 in., complexion sallow, hail- grey, eyes brown, scars right eyebrow, back left hand, mole left side forehead, left little finger crooked, lost front teeth. Sentenced at Liverpool Sessions, on 25th January 1883, to 7 years' penal servitude for larceny ( person). Licensed 1st October, 1887. J 19. Information to the Chief Constable, City Police, Newcastle- on- Tyne. NOTTINGHAMSHIRE. 32.— Nottingham ( Borough).— For failing to re- port- Supervisee HENRY JAMES, Office No. 38764, age 46, height 5 ft. 5 in., complexion fresh, hair and eyes brown, scars right cheek and shin. Sentenced at Nottingham Assizes, 29th November, 1888, to 12 months' imprisonment and 2 years' police supervision for larceny. Information to the Chief Constable, Borough Police, Nottingham. SOMERSETSHIRE. 33— Flax Bourton ( County).— For night poach- ing and assaulting a gamekeeper at Weston- in- Gordano, 25th ult,— FRANK COLEMAN, a labourer, age about 20, height 5 ft. 5 in., cemplexion fair, hair and eyes light brown, no whiskers or moustache, thin face, sharp nose ; dress, when last seen, velveteen jacket, dark trousers, peak cap. A native of Weston- in- Gordano ; formerly worked in Wales.— FREDERICK LOOSEMORE, a labourer, age about 20, height about 5 ft. 10 in., complexion fair, hair and eyes dark, no whiskers or moustache, thin face; dress, when last seen, light coat and trousers, bowler hat. Native of Weston- in- Gordano. Warrant issued. Information to Supt. Drewett, Flax Bourton. 34.— Temple Cloud ( County). — For stealing, 7th inst., at Chew Magna— 1 brown overcoat, velvet collar ; 10s. in silver ; 2 silver Geneva watches, one No. 38104, gold figures, the other No. 31215, plain face— FRANK STEVENS, age 19, height 5 ft. 9J in., com- plexion pale, hair brown, eyes hazel; dress, brown plaid coat and vest, light coloured cloth trousers, brown bowler hat, lace boots. Is believed to be the body of the man who gave his name at Derby Union, on 26th October last, as William Hicks, and stayed the night at the Casual Ward.
