THE POLICE GAZETTE. PUBLISHED BY AUTHORITY NEW SERIES. FRIDAY, DECEMBER 6, 1889. VOL. VI., No. 620. GULATIONS 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOK OF THE POLICE GAZETTE, GREAT SCOTLAND YAED, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, ij sufficient to enable the article in question to be thereby identified 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch oj a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side oj the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. APPREHENSIONS SOUGHT. MURDER. WOUCESTERSHIRE. i.— EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiting party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their ovm subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver Hp its own subjects to he other Government, bat can not be considered bound to do so. WORCESTER ( County). — For the murder of Frederick Stephens, a gamekeeper, at Woodnorton, near Evesham, on 10th ult,— ALFRED HILL, alias " LOYELY," age 23, height about 5 ft. 5 or 6 in., strong thick- set figure, complexion fresh, hair and moustache ( slight) light, eyes hazel, round full face, high cheek- bones, tattooed on ring finger left hand, left arm, and shoulder, old scar right side of forehead, outside corner of left eye, and left forefinger, burn marks between right thumb and forefinger, two boil marks on lower part of back, rather bow- legged, sullen downcast look, usually carries his hands in his pockets, habitually uses low coarse language, when in drink sings a song " Don't put my father's picture up for sale"; dress, grey jacket, dark cord trousers, strong lace boots, and black soft billycock hat, which he wears over his eyes; may be wearing a silver ring on little finger left hand. A market gardener's labourer, has also been employed as a farm labourer, and in charge of horses; a native of Evesham. Absconded 16th ult. Was convicted of larceny in February, 18T9, and served 3 years in Wandsworth Reformatory. Warrant issued. METROPOLITAN POLICE DISTRICT. 2.— G Division.— For stealing £ 86— ERNEST TASSIE, age 19, height 5 ft. 2 in., complexion fre3h, hair light, eyes brown, short full neck, clean face, slightly bow- legged; dress, brown overcoat, black diagonal cutaway coat, vest, and trousers, black hard felt hat. May endeavour to leave the country for Australia or America. 3.— T Division.— For stealing, 25th ult., from a " Home," 3 dresses ( one black cashmere, trimmed black stripe silk and velvet down front, cufi's, and collars, 2 rows glass buttons down front; one brown cashmere, plain brown velvet collar and cuffs, 1 row fancy but- tons down front; the other green cashmere, fancy silk collar and cufls) ; 2 black straw sailor hats ( one trimmed black ribbon and ivy leaves; one black ribbon and green spray); 1 brown straw Gainsborough hat, brown velvet round edge; 3 chemises ; 3 bodices; 3 pairs drawers ; 6 petticoats ( various); 3 pairs white stock- ings ; underlinen marked 25, 30, and 55 in red cotton— ELIZABETH TOLIDAY, alias RICHARDS, age 22, height 5 ft. 3 in , complexion pale, blotched face, hair and eyes dark brown. Native of Holbeach, Lincoln.— ELIZABETH ANN CARTER, age 20, height 5 ft. 4 in., complexion fresh, hair brown, eyes blue— Native of Swindon.— MARY ANN FUELL, age 18, height 5 ft., complexion fresh, red face, hair brown, eyes blue. Native of Chelfont St. Peter's, Buckinghamshire. All dressed in the stolen clothes. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. BRECONSHIRE. 4.— Crickhowell ( County). — For obtaining money by false pretences— THOMAS LEWIS, age about 23, height 5 ft. 8i in., complexion sallow, hair dark brown, small side whiskers ; dress, black jacket and vest, supposed grey trousers, black bowler hat. A tinworker or washer, and may be found working as such at tin works. Supposed native of Maesteg, Glamorganshire. Warrant issued. Information to Supt. Joseph, Crickhowell, or to Sergeant Williams, Brynmawr. CHESHIRE. 5.— Broxton ( County). — For stealing a heifer ( recovered) from where he was employed as colt breaker— WILLIAM JONES, age 30 to 35, height 5 ft. 6 or 7 in., stout build, complexion sallow, hair and small side whiskers dark, otherwise clean shaved, takes short strides, and turns his toes in when walking, coughs slightly when talking ; dress, dark suit, blue spotted muffler, and black felt hat. A native of Trentham, Staffordshire, where his mother resides. Warrant issued. Information to the Deputy Chief Constable, Broxton, Chester. 6.— Oakmere ( County).— For stealing £ 4 10s.— MARY ELLEN EDWARDS, alias JANE EDWARDS, age about 19 or 20, height about 5 ft., stout build, omplexion sallow, hair ( very rough) light brown, arge face, large cut on forehead, which is covered by a lock of hair; dress, dark clothes and hat. Has been a farm servant, and may seek similar employ- ment. A native of Bwlchgwyn, near Wrexham. Warrant issued. Information to Supt. Walker, Oakmere, Northwich. 7.— Stockport ( Borough). — For stealing, 2nd inst., a pair of woman's elastic side boots, size 5, stitched across toes in imitation of toe cap— ELIJAH TRAFFORD, age 38, height 6 ft , hair and mous- tache dark; dress, light slop jacket, dirty moleskin vest and trousers, black felt hat, clog3. Appearance of a navvy. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. DENBIGHSHIRE. 8.— Denbigh ( County). — For cruelty to two mares— GEORGE BALDWYN, age about 38, height 5 ft. 4 in., complexion pale, hair brown, little ( if any) whiskers; dress, dark clothes, hard felt hat. Has lived at St. Asaph during last fifteen months with a woman who had left her husband. Travels the country carrying a bag with cords, and repairs cocoa- nut matting. Warrant issued. Information to Supt. Yaughan, Denbigh. ESSEX. 9.— Chelmsford ( County). — For cruelly ill- treating a child, age 14 months, so as to cause it un- necessary suffering, at Chelmsford, 17th ult.— FRANK MOTT, age 20, height 5 ft. 8£ in., complexion fresh, hair light brown, slight sandy beard and moustache, eyes hazel, rather sullen expression. A bricklayer's abourer ; native of Chelmsford. Is a corporal in Essex Militia. Absconded 23rd ult. Warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. HAMPSHIRE. 10— Winchester ( City).— For obtaining money by false pretences- G. HOLMES ( supposed false), age about 36, height about 5 ft. 8 in., complexion fair, hair dark brown, long heavy sandy moustache ( supposed false), no whiskers; dress, black suit, high silk hat, small black necktie, and turn- down collar, low shoes. Has with him a brown pony and light grain chocolate or Indian red coloured cart, and is accompanied by a boy, age about 12, dressed in dark suit. His modus operandi is to call at small shop3, stating he is an inspector of weights and measures, threaten- ing to prosecute unless he be allowed to test the scales, etc., by which means he obtains money. ( See Case No. 26 ) Warrant issued. Information to Head Constable Morton, Winchester. LANCASHIRE. 11— Church ( County).— For failing to report- Supervisee ELIZABETH BOR1CK, Office No. 32730, age 21, height 5 ft. 2J in., complexion fresh, hair brown, eyes hazel, scars left temple, back of each thumb, and inside left thumb. Sentenced at Preston, 7th April, 1886, to 12 months' hard labour and 4 years' police supervision for larceny. 1096— 1. Now married and known as " Cross." Information to Supt. Campbell, Church. 12.— RocMa\ e ( County).— For embezzling £ 6210s. — JOHN LAYCOCK, a clerk, age about 35, height about 5 ft. 3 in., complexion rather pale, hair dark, no whiskers or moustache, quick walker ; dress, when last seen, brownish tweed suit, light brown overcoat, billycock hat, boots. Is fond of betting, and frequents places where betting is carried on. Warrant issued. Information to Supt. Heyvvood, Rochdale. 13.— Liverpool ( City).— For failing to report- Supervisee JAMES THOMPSON, alias COWE. LL, Office No. 35586, age 23, height 5 ft. 6J in., complexion fresh, hair and eyes brown, prominent ears, scar left cheekbone and bridge of nose, old wound front of left leg. Sentenced at Preston, 6th April, 1887, to 15 months' hard labour and 7 years' police supervision for uttering counterfeit coin. Information to Chief Supt. Williams, Detective Department, Liverpool. 14— Manchester ( City). — For larceny — WM. BINYON SHARMAN, age 25 to 30, height 5 ft. 5 in., slight build, dull unhealthy complexion, hair, mous- tache, and small side whiskers rather dark, large eyes, nose rather broad on bridge, exceedingly delicate, speaks through his nose; dress, blue- and- black check with red over check suit, light gaiters, carried a black silk umbrella with black stick and fluted ivory crutch handle. Not to be apprehended out of the United Kingdom. Warrant issued. £ 100 REWARD. 15.— Manchester ( City).— Woodcut portrait and description of J AMES COUPE, whose apprehension is sought for forgery, age 48, height 5 ft. 8 in., medium build, hair ( parted in centre) very light brown, mous- tache, side whiskers, and a little on chin, light, eyes sunken, thick light eyebrows, very long light eyelashes, apple of throat projects very much, nose rather pinched at sides, long neck; dress, dark coat and vest, light trousers, pot hat, turned down collar brown plaid cloth mackintosh with cape ; wears a heavy gold guard, cable pattern, with sovereign case appendage. The above reward will be paid by Harold Shaw- cross, Esq., Woodfield, Rochdale, to any person who may arrest or give information that will lead to the arrest of the above- named man. Warrant issued. Information to the Chief Constable, Manchester £ 100 REWARD. 16.— Rochdale ( Borough).— For stealing £ 1,314 the moneys of the Crawford Spinning Company Limited, by whom he was employed as salesman — JAMES COUPE, age 48, height about 5 ft. 9 in. complexion fair, hair ( very bushy) light sandy, light whiskers, moustache, and eyebrows, eyes ( rather deep sunken) light, rather low forehead, hair parted in middle. A native of Preston, but lately resided at 62, Bank- street, Cheetham- hill, Manchester, and for- merly at 7, Bennett- street, Crumpsall. Was at one time in business as a warp sizer at Todmorden, York- shire. The above reward will be paid by Harold Shawcross Esq., of Woodfield, Rochdale, chairman of the board of directors of the above- named company, to any per- son, including any police officer, who may arrest or give information that will lead to the arrest of James Coupe. Warrant issued. Information to Chief Constable Wilkinson, Roch- dale. LINCOLNSHIRE. 17.— Epworth ( County).— For stealing, 29th ult., 1 quarter- plate lens, with double combination glass enclosed in brass tube, and 1 flange, the lens bears the initials of " Ross and Co., Opticians, London " WIL- LIAM E. NEVILLE, a photographer, age about 24, height 5 ft. 6 or 7 in., slight build, complexion pale, hair brown, no whiskers or moustache ; dress, double- breasted black cloth jacket, black vest, striped cloth trousers, grey hard felt hat, light tie, red socks, lace boots ( recently soled and heeled). Has been employed about 4 months at Owston Ferry, and absconded 29th ult., leaving Haxey by the 1.31 p. m. train for Don- • caster. Has a wife or sister residing at £ 0, St. Mary- street, Southampton. Warrant issued. Information to Supt. Taylor, Epworth. NORFOLK. 18.— Lcddon ( County). — For housebreaking— WILLIAM MARKHAM, age 22 ( looks older), height 5 ft. 8 or 9 in., complexion pale, hair light, eyes blue, delicate appearance, sore on left leg, stoops when walking; dress, dark coat and vest, blue guernsey, dark fustian trousers, and black hard felt hat. A native of Halesworth, Suffolk. Information to Supt. Eagling, Loddon. NORTHAMPTONSHIRE. 19.— Northampton ( Borough).— For obtaining a large quantity of boots and shoes by false pretences, also for conspiracy- HARRY LESSER, alias LESTER, age about 45, height 5 ft. 7 or 8 in., stout build, com- plexion sallow, bald on top of head, dark brown whiskers and moustache tinged with grey, near- sighted, genteel dress and appearance. Was clerk for some years to Nicholls, auctioneer, George- yard, Fen- church- street, London, and is well known to first- class boot and shoe retailers. His modus operandi is to call upon boot manufacturers in the provinces, stating he and a man named Mears ( now in custody) are large shipping agents, and invari- ably obtains large quantities of boots and shoes ( as he states) for the purpose of export, their offices being at Bow- lane, London, E. C., where the goods are subse- quently consigned. In the meantime fresh instruc- tions are given to the railway company to deliver the goods to large auctioneers in the City of London where they are sold without reserve, and in large numbers of instances considerably under cost price. Not to be apprehended out of the United Kingdom. Warrant issued. It is requested that inquiry be made at boot and shoe manufacturers and retail dealers, and any infor- mation immediately communicated to Chief Constable Mardlin, Northampton. 20.— Northampton ( Borough).— For obtaining £ 8 15s., by means of a fictitious cheque, 23rd ult.— A MAN, who gave the name of G. J. JACKSON, age 55 to 60, height 5 ft. 9 or 10 in., stout build, complexion dark, moustache ( turning grey) rather dark, very large Roman nose, large eyebrows, of Jewish appearance, wart or other excresence on inner corner of right eye- lid ; dress, dark blue or black pilot overcoat, rough texture, black hard felt hat, appearance of a com- mercial traveller. This man stayed at a temperance hotel and tendered a cheque on a sheet of paper upon which was printed in blue ink, " J. Hart and Co., 26, St. Mary Axe, London, E. C.," drawn on the London and County Bank, Shoreditch Branch, for £ 8 15s., payable to Mr. Jackson or order, and signed " J. Hart and Co.," endorsed " G. J. Jackson " on back. TUESDAY, DECEMBER 3, 1889. THE POLICE GAZETTE. 3 He also left a card - with " J. W. Hart and Co., Importers of Isinglass, etc., 5, St. Mary Axe, London, E. C." thereon, and in the corner - was written in blue pencil " W. Jackson," and stated he was a representa- tive of this firm ( false). Left Northampton by train on Saturday, 23rd ult., for Peterborough. Warrant issued. It is requested that inquiry be made at hotels, boarding- houses, etc. Information to Chief Constable Mardlin, Northamp- ton. SOMERSETSHIRE. 21.— Flax Bourton [ County).— For night poach- ing and assaulting a gamekeeper at Weston- in- Gordano, 25th ult.— FRANK COLEMAN, a labourer, age about 20, height 5 ft. 5 in., cemplexion fair, hair and eyes light brown, no whiskers or moustache, thin face, sharp nose ; dress, when last seen, velveteen j acket, dark trousers, peak cap. A native of Weston- in- Gordano ; formerly worked in Wales.— FREDERICK LOOSEMORE, a labourer, age about 20, height about 5 ft. 19 in., complexion fair, hair and eyes dark, no whiskers or moustache, thin face; dress, when last seen, light coat and trousers, bowler hat. Native of Weston- in- Gordano. Warrant issued. Information to Supt. Drewett, Flax Bourton. SUSSEX ( EAST). 22.— Hastings ( Borough).— For stealing, 2nd ult., an overcoat ( recovered)— WILLIAM BAKER, age about 28, height 5 ft. 6 or 7 in., complexion fresh, hair dark brown, clean shaved; dress, black cloth coat, white slop under, cord trousers, black hard felt hat. A labourer ; native of St. Leonard's- on- Sea, Warrant issued. Information to Chief Constable Glenister, Hastings. 23.— Hastings ( Borough).- WILLIAM FREDE- RICK THOMSETT, Case No. 113, 30th August last. Not to be apprehended. Warrant withdrawn. SUSSEX ( WEST). 24.— Horsham ( County).— For night poaching at Lower Beeding— THOMAS LIGHT, age 27, height 5 ft. 6 in., complexion rather dark, hair dark brown, few dark whiskers and moustache; dress, long brown overcoat, cord trousers, old lace boots, and dark hard felt hat.- ALBERT LIGHT, age 23, height 5 ft. 4 or 5 in., round full face, moustache ( slight) sandy; dress, brown mixture jacket and vest with raised seams, cord trousers, lace boots, and brown hard felt hat. A native of Burgess Hill, Sussex. Both are notorious poachers. Warrant issued. Information to Supt. Denman, Horsham. WARWICKSHIRE. 25.— Coventry ( City).— For stealing' carpenter's tools ( recovered)— HENRY ADAMS, age 30, height 5 ft. 4 in., complexion sallow, hair black, moustache ( small) dark, eyes brown, oval face. A brass founder or machinist. Warrant issued. Information to Chief Constable Norris, Coventry. WILTSHIRE. 26.— Fisherton ( County).— For obtaining money by false pretences— A MAN, giving the name of G. HOLMES, age about 38, height 5 ft. 8 in., complexion fair, hair brown, moustache sandy; dress, black cloth jacket and vest, dark trousers, light brown bowler hat, wears a waterproof overcoat. Drives a dark- coloured pony, about 13 hands, and light spring trap, yellow coloured, varnished, and is accompanied by a boy, age about 12, dressed in brown suit. His modus operandi is to call at small country shops, representing himself to be an inspector of weights and measures, and that he is sent there by the super- intendent of police of the district. He examines the weights and scales, and makes heavy charges. ( See Case No. 10.) Information to Supt. Stephens, Fisherton. See Latest Information. PERSONS IN CUSTODY BUCKINGHAMSHIRE, 27.— Slough ( County).— Committed for trial at the ensuing Quarter Sessions for larceny ( dwelling)— ALFRED WARD, age 43 ( looks much older), height 5 ft. 4 in., complexion pale, hair dark brown, eyes brown, long nose, high cheek bones, very emaciated appearance ; dressed in very ragged clothes of different colours. A native of Shoreditch, London. Supposed previously convicted. Information to Supt. Dunham, Slough. CHESHIRE. 28.— Stockport ( Borough).— Remanded till 11th inst, for obtaining goods by fraud- JOHN WEBB, alias CARPENTER and THOMAS HUNTER, sen., age 65, height 5 ft. 6i in., complexion fresh, whiskers and moustache ( turning grey) dark, eyes brown. States he is a woollen merchant, and native of Dublin, but last resided at 4, Gladstone- terrace, Battersea- road, London. His modus operandi was to write to wholesale firms representing himself as Thomas Hunter, sen., and carrying on business as wholesale woollen merchant at 60, Hanover- street, Portsea, Portsmouth. By this means he obtained large quantities of blankets, sheets, tweed cloth, and other articles, and in some cases paid small amounts on the order given. Has been convicted for picking pockets at Liver- pool, and was also tried and acquitted at the Central Criminal Court for conspiring to obtain a large sum of money from the London and North- Western Railway Company. Is supposed to have been sentenced to penal servitude at Dublin for a similar offence. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. CUMBERLAND. 29.— Wigton ( County).— Committed for trial at next Quarter Sessions for larceny — WILLIAM WEBSTER, age 18, height 5 ft, slender build, com- plexion pale, hair brown, eyes hazel, long face ; • dress, dark tweed jacket, brown stripe tweed vest, grey check tweed trousers, grey cap, lace boots. States he was sentenced to 14 days' imprisonment and 4 years' in a reformatory for larceny at Stockton- on- Tees on 10th December, 1883. Native of Wensdale, Yorkshire. Information to Supt. Brown, Wigton. GLOUCESTERSHIRE. 30.— Fishponds ( County).— Remanded till 6th inst., for obtaining money by false pretences— FRANK GORDON LUK1E, a teacher of languages, age 48, height 5 ft. 6f in., complexion fresh, hair ( bald on top) brown, eyes hazel, scar on left ankle; dress, black serge jacket and vest, brown plaid trousers, black tie with white spots, side- spring boots, and black hard bowler hat.
