All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, GKEAT SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted, in one issue, ij sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch oj a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. T I O N S. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcemen t for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side oj the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $• Co.," Post Office Order payable at Charing Cross, Postal Order, or in 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their oicn mbjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to he other Government, hot can not be considered bound to do so. APPREHENSIONS SOUGHT. MURDER. WORCESTERSHIRE. WORCESTER ( County). — For the murder of Frederick Stephens, a gamekeeper, at Woodnorton, near Evesham, on 10th inst,— ALFRED HILL, alias " LOYELY," age 23, height about 5 ft. 5 or 6 in., strong thick- set figure, complexion fresh, hair and moustache ( slight) light, eyes hazel, round full face, high cheek- bones, tattooed on ring finger left hand, left arm, and shoulder, old scar right side of forehead, outside corner of left eye, and left forefinger, barn marks between right thumb and forefinger, two boil marks on lower part of back, rather bow- legged, sullen downcast look, usually carries his hands in his pockets, habitually uses low coarse language, when in drink sings a song " Don't put my father's picture up for sale"; dress, grey jacket, dark cord trousers, strong lace boots, and black soft billycock hat, which he wears over his eyes; may be wearing a silver ring on little finger left hand. A market gardener's labourer, has also been employed as a farm labourer, and in charge of horses; a native of Evesham. Absconded 16th inst, Was convicted of larceny in February, 1879, and served 3 years in Wandsworth Reformatory. Warrant issued. Is a pensioner from the Royal Horse Artillery. Warrant issued. 42 — Hastings ( Borough) — For stealing, 2ndinst., an overcoat ( recovered)- WILLIAM BAKER, age about 28, height 5 ft. 6 or 7 in., complexion fresh, hair dark brown, clean shaved; dressj black cloth coat, white slop under, cord trousers, black hard felt hat. A labourer; native of St. Leonard's- on- Sea. Warrant issued. Information to Chief Constable Glenister, Hastings. WARWICKSHIRE. 43.— Coventry ( City).— For stealing carpenter's tools ( recovered)— HENRY ADAMS, age 30, height 5 ft. 4 in., complexion sallow, hair black, moustache ( small) dark, eyes brown, oval face. A brass founder or machinist. Warrant issued. Information to Chief Constable Norris, Coventry. WESTMORELAND. 44._ Kendal ( Borough).— For stealing a silver lever watch ( recovered); 1 brown- and- black check jacket and vest; 1 pair men's mixture cloth trousers; and a dark blue silk handkerchief— A MAN, age 26, height 5. ft. in., complexion fresh, hair brown, eyes grey, oval face, appearance of a seafaring man ; dressed supposed in stolen property, has blue cloth overalls, brown cloth trousers, and brown cloth cap with peak. Was discharged from H. M. Prison, Kendal, on 8th ult., after completing 14 days for acting as pedlar without a license. Information to Chief Constable Cotton, Kendal. YORKSHIRE ( WEST RIDING). 45.— Sheffield ( Borough).— For stealing .£ 26— JOHN MAPPIN, age 30, height 5 ft. 5 in., com- plexion pale, hair dark brown, no whiskers, may have slight moustache ; dress, black worsted suit, green plaid scarf, and black hard felt hat. A labourer ; native of Sheffield. — SARAH ANN FELL, aliat WALLS, age 26, height 5 ft. 2i in., slight build, com- plexion and eyes dark, hair black, thin face, and fierce- looking ; dress, black jacket, trimmed astra- chan, black dress, dark brown straw hat trimmed velvet, and brown- and- cream colour ribbon. Carried an umbrella with arm- hook. A domestic servant; native of Hull. Absconded 27th ult. It is supposed they intend going to America. Warrant issued. Not to be apprehended out of the United Kingdom. 46.— Sheffield ( Borough).— For embezzlement— GEORGE READ, age 27, height about 5 ft. 8 in., com- plexion fresh, hair ( cut short), small side whiskers, and moustache light, eyes blue, walks erect, smart appearance, and well built; dresses well, and generally wears a low hard felt hat. Warrant issued. Information to Chief Constable Jackson, Sheffield. See Latest Information. PERSONS IN CUSTODY. 49.— Stockport ( Borough).— Sentenced to 14 days' imprisonment, 23rd inst., for larceny— J AMES TOOLE, age 47, height 5 ft., complexion fresh, hair turning grey, eyes brown, left thumb dislocated, cut mark right temple. A hawker ; native of Manchester. Photograph will be forwarded on application. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. CORNWALL. 50.— Stratton ( County).— Committed for trial at the next Quarter Sessions for housebreaking— JAMES SMITH, age 55, height 5 ft. 5 in., complexion fresh, hair and whiskers ( cut short) light brown, eyes grey, Mary Bennett, ship, and female's head in wreath of laurel tattooed right arm, tree with peacock standing in it, and ballet girl dancing left arm, Princess of Wales and heart back of left hand, bust of female on breast; dress, dark monkey jacket, dark vest, fustian trousers, red neckerchief, lace boots, and old black hard felt hat, wears a strap around his trousers below the knee, and a leather strap buckled around his right wrist. A tramping labourer; native of Plymouth. Supposed wanted for other oflences. Information to Supt. Shirston, Launceston, or to Inspector Currah, Stratton. CUMBERLAND. 51.— Wigton ( County).— Committed for trial at next Quarter Sessions for larceny — WILLIAM WEBSTER, age 18, height 5 ft, slender build, com- plexion pale, hair brown, eyes hazel, long face; dress, dark tweed jacket, brown stripe tweed vest, grey check tweed trousers, grey cap, lace boots. States he was sentenced to 14 days' imprisonment and 4 years' in a reformatory for larceny at Stockton- on- Tees on 10th December, 1883. Native of Wensdale, Yorkshire. Information to Supt. Brown, Wigton. DORSETSHIRE. 52.— Wimborne ( County).— Committed for trial for assault with intent, etc.- MARTIN SWEENEY, age 42, height 5 ft. 4J in., complexion dark, hair ( curly) and moustache brown, eyes hazel, heart pierced by two arrows tattooed left wrist, anchor left hand, blue scar left eye, scar bridge of nose and under left ear, burn marks left thigh and right arm, white boil mark left arm. A native of Newton Abbot, Devon. Information to Supt. Marsh, Wimborne. KENT. HEREFORDSHIRE. 53.— B romyard ( County).— Committed for trial at next Quarter Sessions, 30th prox., for housebreaking— GEORGE EVANS, alias LLOYD, age 30, height 5 ft. 5j in., complexion sallow, hair ( bald on top) brown, moustache sandy, eyes grey, small mole back of neck and top of left hip, fourth finger left hand crooked ; dress, old brown jacket, grey vest and trousers, round black hard hat. Has the appearance of a sailor. Is well acquainted with prison discipline. A native of Welshpool. Information to Supt. Ovens, Bromyard. BEDFORDSHIRE. 47.— Bedford ( Borough).— Committed for trial at the next Quarter Sessions for larceny— GEORGE ANDERSON, age 29, height 5 ft. 8 in., complexion fresh, round features, hair sandy, eyes grey ; dress, black coat, grej striped trousers, hard felt hat. A painter; native of Edinburgh.— HENRY JONES, age 28, height 5 ft. 7 in., complexion dark, oval features, hair, beard on chin, and moustache dark brown ; dress, dark clothes and black hard felt hat. A native of Swansea. Photographs will be forwarded on application. Information to Chief Constable Thody, Bedford. CHESHIRE. 48.— Chester ( City).— Remanded till 6th proximo for stealing £ 20- JOHN STEWART ( supposed false), age 24 ( looks 30), height 5 ft. 5 in., complexion fresh, hair dark brown, eyes brown ; dress, light melton overcoat, black diagonal cloth coat and vest, dark tweed trousers, hard black felt hat, lace boots. A horse Healer; frequents horse fairs and race meetings Supposed previously convicted, and to be wanted for similar offences. Informat'on to the Chief Constable, Chester. HERTFORDSHIRE. 54.— Ware ( County).— Remanded till 3rd proximo for larceny from a till— CHARLES JOHN BLACK- WELL, age 31, height 5 ft. 3 in, complexion sallow, hair dark, eyes grey, ship, sailor, woman, right arm, Chinaman, crucifix, lighthouse, and tree left; dress, dark clothes. A street musician, and travels with a woman, who plays a guitar, and a little girl. Native of Liverpool. Information to Captain Wymer, Superintendent, Ware. HUNTINGDONSHIRE. 55.— St. Ives ( County).— Sentenced to 3 months' imprisonment, 25th inst., for fowl- stealing— THOMAS ROLLS ( supposed falsa), age 69, height 5 ft. 5 in., complexion fresh, hair grey, eyes hazel, plausible manner ; dress, dark cloth coat and vest, white holland jacket, cord trousers, lace boots, brown felt hat, carried a flag basket, and 2 butter biskets ( one 22 in. by 14 in., the other 17 in. by 11 in.), collects rags, bones and skins, and sells fish, fruit and poultry. Is an expert thief. States he was born at Glasgow, but has no fixed abode. Information to Supt. Hibbins, St. Ives. 56.— Sandgate ( County).— Sentenced to 6 weeks' imprisonment for larceny— JAMES FITZGERALD age 17, height 5 ft. 10 in., hair brown, eyes grey, com- plexion fair, dot tattooed left wrist; dress, brown check jacket and vest, light tweed trousers, black hard felt hat. Stated he came from Birmingham. Supposed wanted for other offences. Information to Supt. Maxted, Sandgate. NORTHAMPTONSHIRE. 57.— Northampton ( County). — Committed for trial at the January Quarter Sessions for larceny ( lodger)— JOHN BUTCHER, age 42, height 5 ft. 2i in, complexion fresh, hair dark brown, eyes brown, oval face, seven small scars top of head, two on knuckle fourth finger left hand, one right forefinger and left knee, lost several teeth; dress, brown mixture coat white moleskin trousers, black cloth vest, and hard felt hat. A labourer; native of Ipswich. Has been convicted at the Middlesex Sessions, and is supposed wanted for other offences. Had in his possession pawn tickets for articles of clothing. Information to Supt. Alexander, Northampton. 58.— Northampton ( Borough). — Remanded for larceny ( till), 6th inst. ( concerned with man Case No. 38)- THOMAS CLARKE, age 23, height 5 ft. 6 in., complexion pale, hair brown, mous- tache ( very slight) light, eyes grey, very slightly pock- pitted, E or M tattooed right forearm; dress, dark cloth suit, patent button boots with pointed toes. States he is a commission agent, and refuses to give any account of himself, but stated to another prisoner that he had been in a reformatory, and previously convicted of similar offence elsewhere. ( See Case No. 14, 8th inst., Folkestone, Borough.) Information to Chief Constable Mardlin, North- ampton. SHROPSHIRE. 59.— Church stretton ( County).— Committed for trial at the next Quarter Sessions at Shrewsbury for larceny— WILLIAM BRADELEY, alias WILLIAM WILLIAMS, age 27, height 5 ft. 7 in., complexion pale, hair dark, eyes ( deep sunken) hazel. Has been con- victed at Dudley and Broseley for larceny ; at Welsh- pool for malicious damage to property; also for begging and drunkenness in Shropshire— MARION BRADELEY, age 23, height 5 ft. 2 in., complexion pale, burn mark left arm. Has been convicted at Newtown for larceny. Both travel the country, stay- ing at common lodging- houses, and are supposed to be wanted for other offences. Information to Supt. Caswell, Church Stretton. SUFFOLK. 60.— Halesworth ( County).— Remanded till 5th prox., for larceny— GEORGE TAYLOR ( supposed false), age 34, height 5 ft. 5f in., complexion sallow, hair ( short) brown, eyes grey, small tattoo marks right hand, scars both legs, marks of apparent flogging on back ; dress, small check cloth jacket, black diagonal cloth vest, light stripe trousers, black and yellow stripe muffler, black hard felt hat, lace boots. States he has served 12 years in the Royal Artillery. Native of Norwich. Information to Supt. Andrews, Halesworth. SUSSEX ( WEST}. 61.— Worthing ( County).— Committed for trial at the next Quarter Sessions, for larceny— ANNIE STEWART, age 28, height 5 ft. 4 in., stout build, com plexion florid, hair ( cut short in front) brown, eyes blue ; dressed in black, respectable appearance. Had with her a boy aged 1 year and 7 months. It appears from letters and receipts in her possession that she is known at Manchester, Darlington, Bath, and Bristol, by the name of Annie Watson. A native of Manchester. States that her husband was an officer, and is now abroad. Information to Supt. Long, Worthing. WARWICKSHIRE. 62.— Aston ( County).— Committed for trial at next Assizes for stealing 7 heifers and 1 bull ( recovered)— HARRY OLIVER, age 22, height 5 ft. 6 in., com- plexion fresh, hair light, eyes blue ; respectably dressed. Native of Cradley, Worcestershire. Information to Supt. Walker, Aston. FRIDAY, NOVEMBER 29, 1889. THE POLICE GAZETTE. 5 YORKSHIRE ( NORTH RIDING). 63,— Guisborough ( County).— Sentenced to 6 • weeks' imprisonment for larceny, 19th inst.— PERCY MORLAND, age 17, height 5 ft. in., complexion fresh, hair light brown, eyes blue, large scald mark below small of back; dress, grey check coat, black worsted cloth vest, grey cloth trousers, blucher boots, and old brown cap. States that he was about 6 years in Shadwell Industrial School, Leeds, where he was sent for stealing 3s. 6d. in Leeds, and was discharged about 12 months ago, and has since been tramping the country. METROPOLITAN POLICE DISTRICT. 64.— G Division.— Engraving and description of clocks stolen by housebreaking, 18th inst. — 1st, French buhl striking clock, 16 in. high, 10 in. wide, spring striking, recoil escapement, " Isaac dux Hamel" on dial and back plate, strikes hours on one chased, 20 in. high and 154 in. wide, supported on 4 lions, eagle on top, engraved and electro- gilt dial, with " Strike— Silent" on top of arch ( the only one ever made). 3rd. French carriage striking gilt clock, in morocco case, oval glass in top, side glasses fit closely. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. BEDFORDSHIRE. 65.— Luton ( Borough).— 5th inst., 3 tablespoons, 1 silver, marked " W. E. G-," 2 plated, marked J. M. C. ;" 12 plated teaspoons ; 1 pickle fork, ivory handle ; I heavy gold ring, griffin on green stone ; 1 gentleman's silver Geneva watch ; 6 plain gold studs ; 2 gold rings, 1 t ith hair worked in, the other with red stone ; 1 silver albert chain ; 1 small gold brooch, stone in centre ; 1 black melton overcoat, velvet collar; 2 French 5 franc pieces; 1 20- franc piece ; 1 jubilee crown piece; 1 jubilee 4s. piece; 2 jubilee half- crowns ; 1 jubilee shilling ; 1 jubilee sixpence ; and about £ 3 in silver and bronze coins. Information to Head Constable Jaquest, Luton. watch, No. 11221, medium size, open face, white dial, glass cracked, engine- turned cases, much worn; a gentleman's gold ring, graduated, set with three dia- monds sunk in gold; a gentleman's gold memorial ring, J inch wide, inlaid with a small plait of black hair, " J. S." engraved outside, and " In Memory of M. H. S." inside; and about £ 5 cash. Suspicion attached to TWO MEN", who took lodgings at the hotel on the evening of 12th. They went up- stairs to wash themselves, and directly afterwards went out for a walk but did not return— 1st, age about 30, height 5 ft. 7 in., complexion fair, moustache light, no whiskers; dress, long black curly overcoat, and dark brown felt hat. 2nd, age about 26, height 5 ft. 8 in., complexion fair, clean- shaved ; dress, black clothes, and black felt hat. Information to Head Constable Wood, St. Albans. KENT. 70.— Dartford ( County) — 17th inst., by burglary at Farningham— 1 bottle of sweets ( Wood's); about 18 small pocket- knives, various sizes ; a sm6. ll wooden box containing coppers ; and 12 half ounces of Roberts's tobacco. Information to Supt. Webster, Dartford. 71.— Slttingbourne(( 7oimfy).— 4th and 5th inst., from a shop at Teynham— 10 overcoats with capes, brown and grey; 4 reefer jackets, anchor buttons, crown and anchor on arms ; 12 plain rough overcoats, sizes from 0 to 6, pepper and salt and check lining, velvet collars, boys' size; 6 overcoats, check lined, brown and drab, men's size ; 7 rolls of ribbon, black, water, light blue, grey and red check colours, 2 to 3 inches wide ; 10 ladies' silk ties, red and grey colour ; 4 black suits of clothes, size 4 to 7 ( men's); 1 white woollen shawl, 1 lady's brown felt hat ( untrimmed); 1 piece black Spanish lace, about 6 inches -. vide, a quantity of brown colico wraps. Supposed by A MAN, age about 35, height about 5 ft. 7 in., complexion and moustache dark; dress, dark overcoat, blauk hard felt hat. Was seen in possession of two packages supp jsed containing the stolen property. He left by train for Victoria Station on the morning of the 14th inst. Information to Supt. Mayne, Sittingbourne. bell and chimes quarters on six bells, and repeats on pulling a string ( string deficient), silver circled dial, two blue steel circles within the regulating circle on the arch, and repoussic silver frets of Romanesque design, inlaid brass and tortoiseshell case, with gold mounts and glass sides. CHESHIRE. 66— Chester ( City).— 11th inst.— a gold open face |- plate compensation duplex watch, makers, " Finer and Rowland," No. 11488. Information to the Chief Constable, Chester. 72.— Canterbury ( City).— During the last two months, from the Officers'Quarters, Cavalry Barracks — 3 pairs of gold- laced overalls; 1 pair gold- laced pants, " Hammond, Oxford Street," on buttons; 4 pairs Wellington boots, and 2 pairs lace boots, all marked " Peal and Co., Oxford Street," inside ; and a silver key- less stop- watch, maker " Hugnuin, Switzerland "— Sup- posed by HENRY BEANEY, an officer's servant who recently purchased his discharge from the 7th Dragoon Guards, age 21, height 5 ft. 7 in., complexion fresh, hair light brown, eyes blue, scar of cut under chin. Ting Tang quarter clock, with lever compen sated escapement, in heavy water- gilt case, richly DEVONSHIRE. 67.— Barnstaple ( Borough).— 17th inst., by house- breaking— 1 gold hunting keyless watch, maker " Chal font, London " ; 1 gold neck- chain, gold key attached ; 1 gold necklet and locket, photo of a man and woman on either side ; 1 gold ring, set one diamond; I ditto, set turquoise and pearls ; 1 ditto, set coral and pearls ; 1 ditto, set rubies; 1 silver double- case watch ( old- fashioned), " Blandford" engraved on inside ; 6 silver bracelets and bangles; 4 silver brooches; 2 purses, containing about £ 5 in gold and silver; a jubilee sovereign and half- sovereign ; a cash- box, containing a Post Officei Savings Bank book, No. 1431, issued to " R. J. Baker," at Wareham, Government Stock Con- sols papers, and sundry receipts; a Barnstaple Co- operative Store account- book, and a bunch of keys.
