All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed tt THE EDITOB OF THB POLICE GAZETTE, GEEAT SCOTLAND YARD, LONDON, S. W. S. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLIOS GAZETTE, if they are sufficient to enable action to be taken upon them by another force. S. Particulars as to stolen property will be likewise inserted t » one issue, ij sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. t. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 61i. per photograph or sketch oj a stolen article, including the expense of engraving on wood. t. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be insertea^ and no warrant is in force against him, the requisition must be signed by the chief tfficer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1, Announcements concerning stolen property must be guaranteed by an officer of not less rank ban Inspector, or analogous thereto. O N S. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion » f any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded ss at to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side oj the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, cither at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 126, Strand, London, the sole Agent, who will furnish the rates on application. 14. SPECIAL NOTICE. METROPOLITAN POLICE DISTRICT. £ 5 " REWARD. 1.— FRANK KENT, described in Cases No. 6 and 65, 4th October last, not yet apprehended. Has served in the Royal Welsh Fusiliers at Hounslow, and at Newport, Mon. The above reward will be paid to any person who shall give such information as shall lead to the arrest of the above named coiner by the Assistant- Commis- sioner Criminal Investigation Department, Great Scotland Yard, London, S W. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " Itis agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no ease, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty Is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 2.— N Division.— For stealing a gentleman's double- case gold English lever watch, No. 19482, " Robert Chipperfield, 245, Goswell- road," engraved on works, monogram " R. C." on back of case, 18- carat gold albert, curb pattern, with gold pencil- case at- tached— A MAN, age 22, height 5 ft. 9 in , complexion fresh, hair dark, slight moustache, two front teeth prominent; dress, dark blue rough overcoat, light clothes, black hard felt hat. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. 3.— N Division. — MARTHA JOSEPHINE ROWE, Case No. 1, 17th May last, not to be appre- hended. Warrant withdrawn. BEDFORDSHIRE. 4.— Bedford ( Borough).— For stealing 1 clock, 1 gold brooch, and 1 cane walking- stick, between 4th and 10th inst.— ARTHUR PUNTER, alias JOHN SMITH, age 26, height 5 ft 6 in., complexion sallow, hair and moustache brown, eyes hazel. A carpenter, painter or wheelwright; native of Harpenden, Herts. Is a dangerous thief, and escaped from custody of a constable 18th inst. Warrant issued. Information to Chief Constable Thody, Bedford. BERKSHIRE. 5,— Reading ( Borough).— For stealing, 14th inst., a Singer's straight- steering tricycle, enamelled black, crank and handle- bar plated, four bearings to axle, cradle spring marked to carry 15 stone, foot and handle brake, corrugated wire tyres, axle bent slightly on left side when riding, 48848 marked on bend of seat, ' King of Road" lamp, bag containing a shifting spanner attached— A MAN, age 25 to 28, height 5 ft. 8 or 9 in., medium build; dress, dark coat, light trou- sers, and brown felt hat; wore a large watch guard. Information to Head Constable Tewsley, Reading. CHESHIRE. 6.— Middlewich ( County).— For larceny and assaulting police— A MAN, known by the name of " JACK," age 30 to 35, height 5 ft. 7 or 8 in., com- plexion swarthy, hair and moustache dark, supposed recent cut mark on head. Warrant issued. Information to Supt. Plant, Middlewich. CUMBERLAND. 7.— Carl isle ( County).— For deserting his wife and family— ROBERT EDMONDSON JACKSON, age 30, height about 5 ft. 9 in., complexion fresh, hair, moustache and small side whiskers dark. May be found employed as a labourer on public works. Hisfather resides at New Rent, Hutton- in- the- Forest, Penrith. Warrant issued. Information to Supt. Graham, County Police Carlisle. DURHAM. 8.— Sunderland ( Borough).— For failing to re- port— Supervisee WILLIAM EDWARD DOWNEY, Office No. 38035, age 23, height 5 ft. 3 in, complexion fresh, hair sandy, eyes grey, small mole left cheek, scars front and back of head. Sentenced at Maidstone, 5th July, 1888, to 12 months' hard labour and 3 years' police supervision for larceny. Information to the Chief Constable of Sunderland. HAMPSHIRE. 9.— Aldershot ( County).— For burglary 10th inst., and stealing 1 silver butter- knife, engraved " L. E. W."; 1 silver sugar- spoon, engraved " W,"; 1 pair sugar- tongs, engraved " L. E. W." ; 5 plated forks; 6 plated dessert- spoons, and 10 dinner knives with white handles.— THOMAS SMITH, a painter or labourer, age 38 or 40, height 5 ft. 7 or 8 in., com- plexion pale, moustache light brown, hare lip hidden by moustache, long features, narrow chin, rather high cheek bones, delicate looking, peculiar hollow voice ; dress, supposed black diagonal coat, dark vest, light check trousers, and brown hard felt hat. Is accom- panied by A WO MAN, age 24 or 26, height 4 ft. 7 or 8 in., complexion fair, hair light brown, eyes blue, one front tooth deficient in upper jaw, very small features ; dress, black dress and blue bonnet. Warrant issued. Information to Supt Brinson, Aldershot. 10.— Petersfield ( County).— For stealing a chest- nut horse, about 15 hands, hind legs white, fired near fore leg, leather boot on near hind leg ; a set of brass- mounted harness, hames all brass; and a two- wheel dog- cart, varnished body, yellow- painted wheels and shafts, brass fittings, " T, Fitt, Petersfield," on cap of wheels, cord cushions, 6th inst.— GEORGE STAGG, age 26, height about 5 ft. 9 in., complexion ruddy, hair sandy, slight cast in one eye ; dress, light suit, white wrapper with horseshoes thereon, and hard felt hat.— FREDERICK STAGG, age about 35, short, com- plexion dark. FRIDAY NOVEMBER 22, 1889. 11.— Portsmouth ( Borough). — The warrant against ELIJAH HUNT, Case No. 21, 31st August, 1888, has been withdrawn. HERTFORDSHIRE. 12.— Watford ( County).— For obtaining money by means of fictitious cheques— G. H. FAWCUS, alias R. HARRISON and H. BURNS, age about 35, height 5 ft. 7 in., complexion fresh, hair, whiskers ( cut short and pointed at chin), and moustache brown, of gentle- manly appearance; dress, dark diagonal overcoat, slate- colour striped trousers, silk hat; carries a black bag. Warrant issued. Information to Supt. Hummerstone, Watford. HEREFORDSHIRE. 13.— Bromyard ( County).— For housebreaking at Evesbatch, 12th inst., and stealing a rough brown overcoat, with ticket pocket; a black round coat and vest, bound with braid ; 1 pair red mixture tweed trousers ; 2 pocket- handkerchiefs, one red, one white ; and a 10- key melodeon— A MAN, age 26, height 5 ft. 7 or 8 in., complexion fresh, hair brown, moustache sandy, stubbly beard; dress, stolen overcoat, coat and vest, and black hard felt hat. Appearance of a collier or iron- worker. Was traced to Tenbury, carrying the stolen property. 14.— Bromyard ( County).— For housebreaking at Linton Bromyard, 7th inst., and stealing a navy blue serge coat, with breast pocket, bound with black braid, and a receipt from the National Provincial Bank of England, Bromyard Branch, for the sum of £ 16, in name of Emma Henry— A MAN, age 26, height 5 ft. 6 or 7 in., complexion pale, hair and moustache ( slight) dark, eyes dark blue ; dress, dark coat, pepper- and- salt mixture vest, black- and- white Scotch plaid trousers ; carried an old brown overcoat. Information to Supt. Ovens, Bromyard. KENT. 15.— Canterbury ( City).— For stealing an iron- grey gelding ( recovered) — PRIVATE MICHAEL MAGUIRE, age 20, height 5 ft. 7f in., complexion fresh, hair dark brown, eyes brown, scar top of head; dressed in blue fatigue suit of 6th Dragoon Guards. A tobacco labourer; recently lived at 53, Meath- street- Dublin— Private DAVID OWEN, age 22, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes brown ; dressed in dirty pair of cord trousers. A bricklayer ; native of Wolstanton, Staffordshire. Enlisted at New- castle- on- Tyne. Information to Chief Constable Peacock, Canterbury KIRKCUDBRIGHTSHIRE. 16.— Kirkcudbright ( County).— For embezzle- ment— DAVID McLELLAN, age 57, height 6 ft. 3 in., hair ( mixed with grey, very bald) brown, small side whiskers, no moustache, pale full face, flat nose turned up at point, square shoulders; dress, generally grey tweed suit, black or brown hard felt hat. A native of Kirkcudbright, where he was a bank agent. May be accompanied by his wife, a slim person of middle age> brown hair, and rather red face. Warrant issued. Information to the Chief Constable, Kirkcudbright. LANARKSHIRE. 17.— Glasgow ( City). — For embezzling £ 80— MALCOLM McCALLUM, age 25, height 5 ft. 7 or 8 in., complexion fresh, hair and moustache ( slight) black, eyes dark, speaks with Glasgow accent; dress, dark overcoat, check tweed suit, and felt hat. A native of Glasgow. Absconded 1st inst. Warrant issued. Information to Chief Constable Boyd, Glasgow. LANCASHIRE. 18.— Burnley ( County).— For stealing an 18- carat gold- cased English lever watch, No. 59673, chased cases, white dial, cracked near centre, steel hands, maker " Ballantine, London "— FREDERICK WAL- LACE, age about 50, height 5 ft. 11 in., complexion fresh, hair dark brown, moustache ( heavy) dark, full round face, of good appearance, walks very erect; dress, short red- and- black plaid jacket, dark trousers and vest, brown billycock hat. A native of Notting ham. Warrant issued. Information to Supt. Barnett, Burnley. 19.— Bury ( County).— For failing to report— Super- visee JAMES SMITH, Office'No. 34111, age 26, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes hazel, scars on head, left of forehead, over left eye- brow and on left cheek, birthmark right shoulder, ring third left finger. \ Sentenced at Salford, 22nd October, 1883, to 5 years' penal servitude and 7 years' police supervision for larceny. Henderson, Bury. 20.— Old Trafford ( County).— For failing to report - Supervisee JOHN HENRY, Office No. 28701, age 26, height 5 ft. 3 in., complexion sallow, hair dark brown, eyes brown. Sentenced at Liverpool ( City) Sessions, 3rd March. 1884, to 18 months' imprison- ment for larceny. S715. Information to the Supt. Lancashire Cjnstabulary, Old Trafford. 21.— Rochdale ( County).— For obtaining £ 2 2s. by false pretences, 28th ult.— A Man who has been identified by photograph as Supervisee MARK RUSH, age about 29, height about 5 ft. 6 in., complexion sallow, moustache dark, no whiskers; dress, dark overcoat, brown trousers, lace boots, and fawn colour hat ; of respectable appearance. He obtained the money by falsely representing that he was employed by a firm of clothiers who had the bailiffs in, and left a quantity of worthless cloth as security. Was con- victed for a similar offence in January, 1887, and is wanted in Rochdale borough for failing to report. Warrant issued. Information to Supt. Heywood, Rochdale. 22.— Manchester ( City).— For failing to report — License Holder JOHN QUINN, aZias DONNELLY, SMITH, and MULLINS, Office No. 38068, age 49, height 5 ft. 2 in., complexion fresh, hair brown, eyes blue, scars on left eyebrow, centre of forehead, and back of right hand. Sentenced at Manchester Assizes, 10th April, 1880, to 10 years' penal servitude for utter- ing counterfeit coin. Licensed 26th July, 1889.— License Holder JOHN GILL, alias WILLIAM CAIN, HAYES, MACRAE, and McDONALD, Office No. 38270, age 45, height 5 ft. 4 in., complexion dark, hair dark brown, eyes dark hazel. Sentenced at Man- chester, 16th October, 1882, to 8 years' penal servitude and 7 years' police supervision for larceny. Licensed 3rd September, 1889.— Supervisee JAMES RITCHIE, alias FRED MORTON, Office No. 23422, age 27, height 5 ft. 1 in., complexion fresh, hair and eyes brown, scars on eyebrows. Sentenced at Manchester Sessions, 7th February, 1883, to 10 months' imprisonment and 7 years' police supervision for breaking and entering.— Supervisee THOMAS GRIMSHAW, Office No. 32560, age 34, height 5 ft. 1 in., complexion fresh, hair brown, eyes blue, scar centre of forehead, lost end of first right finger.— Supervisee MARKS PALEOVITCH, Office No. 35285, age 28, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes brown, scar on right of forehead. Sentenced at Manchester Sessions, on 8th August, 1887, to 9 months' imprisonment and 3 years' police supervision for larceny.— Supervisee MARY JOHNSON, alias MARY ANN PATTISON and ROBINSON, Office No. 38^ 83, age 71, height 5 ft. 4 in., complexion fair, hair grey, eyes blue, scar below right eye and on right forearm. Sentenced at Man- chester, on 15th June, 1882, to 5 years' penal servitude and 7 years' police supervision for larceny.— Super- visee ROBERT BROMLEY, Office No. 37968, age 35, height 5 ft. 3 in., complexion sallow, hair brown, eyes hazel, bald front of head, indistinct blue mark on back of right hand, blue dot between right thumb and fore- finger. Sentenced at Manchester, 15th July, 1885, to 5 years' penal servitude for burglary. Licensed 18th July, 1889. Information to the Deputy Chief Constable, City Police, Manchester. 23— Accrington ( Borough).— For obtaining 9s. by false pretences, 19th ult.— A MAN, who gave the name of DR. PORTER, age 26 to 30, height 5 ft. 6 or 7 in., hair dark brown, moustache sandy, eyes brown, thin nose ; dress, black jacket, light striped trousers, black billycock hat, respectable appearance; carries a thick stick. His mode of procedure is to call at houses, stating he is a medical student from the Manchester Eye Hos- pital, and that he is sent to visit patients and sell spectacles, which he takes from his coat pocket, and represents that the patient should use those kind of spectacles, or they will be likely to become blind. He induces these people to pay much more for the spec- tacles than they are worth. Was accompanied by a man who acted as his ser- vant, age about 30, height about 5 ft. 4 in. ; dressed in dark shabby clothes. Warrant issued. Information to Chief Constable Beattie, Accrington. 24.— Ashton- under- Lyne ( Borough).— For steal- ing wearing apparel ( recovered) from a dwelling- house, 29th ult.— THOMAS BLOOR, age 41, height 5 ft. 9 in., complexion fre3h, hair ( bald on front and top of head) light brown, eyes blue, rose tattooed left side of body, T. B. right arm, star back of right wrist, Maltese back of left wrist, fourth finger left hand con- tracted, brown spot on left eye; dress, brown overcoat, brown felt hat, and clogs. A labourer; native of Ashton- under- Lyne. Has served two terms of penal servitude, and is a desperate character. Information to the Chief Constable, Town Hall Ashton- under- Lyne. 25.— Burnley ( Borough).- For stealing a lady's silver Geneva watch, white dial, steel hands, 22nd ult. - HENRY WILSON, alias HENRY RUSSELL, HENRY STOCKEN HARTLEY, HENRY T aqct TON, and HENRY HARVEY, age about 46,' height about 5 ft. 11 in., complexion fresh, hair ( bald) black heavy dark long pointed moustache, sharp dark eye3' blue scar on nose; dress, dark grey overcoat, black cloth coat and vest, dark grey striped trousers, collar and tie with pin set cat's eye, wears a signet ring set blue stone, and " a watch with 9 carat gold albert with end inj. each pocket, cairies a walking- stick, and has in his possession a loaded six- chambered revolver. Is accompanied by a woman named Annie, who says she is his wife, age about 35 or 40, medium height stout build, hair ( cut and curled in front) dark ; dress fawn colour jacket and dress - with brown bone buttons' black sailor hat trimmed with black and red ribbon • carries a basket about 2 ft. long with handle on top' containing a brown skirt, pink bodice, white apron' and brown silk apron trimmed with lace. His modus operandi is to take lodgings for himself and wife, representing himself as a pensioner from the 9th Lancers, and produces a letter stating he is to be paid a legacy of i400 in a few days. On the faith of these representations he obtains the lodgings, but before the day the money should arrive he decamps. Information to the Chief Constable, Borough Police Burnley. 26.— Oldham ( Borough).— For failing to report- Supervisees EDWARD McCARTY, Office No. 33919, age 30, height 5 ft. 2 in., complexion fresh, hair brown! eyes hazel, blue spot on right tlbow, part ring third left finger. Sentenced at Preston, 17th October, 1883, to 5 years' penal servitude and 7 years' police super- vision for felony. J 814.— And ROSE HANNAH BROOKES, alias ROSE HANNAH BOARDMAN and ROSE BROOKS, Office No. 35779, age 28, height 5 ft. 2 in, complexion ruddy, hair brown, eyes blue, scars on forehead, back of right hand and right wrist. Sentenced at Salford, llth April, 1887, to 15 months' imprisonment and 2 years' police supervision for felony. Information to the Chief Constable, Borough Police, Oldham. £ 100 REWARD. 27.— Rcchdale ( Borough).— For stealing £ 1,314, the moneys of the Crawford Spinning Company, Limited, by whom he was employed as salesman — JAMES COUPE, age 48, height about 5 ft. 9 in., complexion fair, hair ( very bushy) light sandy, light whiskers, moustache, and eyebrows, eyes ( rather deep sunken) lifcht, rather low forehead, hair parted in middle. A native of Preston, but lately resided at 62, Bank- street, Cheetham- hili, Manchester, and for- merly at 7, Bennett- street, Crumpsall. Was at one time in business as a warp sizer at Todmorden, York- shire. The above reward will be paid by Harold Shawcross, Esq., of Woodfield, Rochdale, chairman of the board of directors of the above- named company, to any per- son, including any police officer, who may arrest or give information that will lead to the arrest of James Coupe. Warrant issued. Information to Chief Constable Wilkinson, Roch- dale. LINCOLNSHIRE. 28.— Sleaford ( County).— For stealing a hand- cart, nearly new, red wheels, body painted blue out- side and red inside, at Sleaford, 8th inst.— WILLIAM RANYARD, age 28, height about 5 ft. 8 in., complexion fresh, hair ( inclined to curl), whiskers, and moustache brown, eyes blue ; dress, black cloth frock coat, old dark blue trousers, red neckerchief, brown plaid cap with flat top and peak, travels the country gathering rags and bones, and selling herrings. He will most likely sell the cart on the road. Warrant issued. Information to Supt. Richdale, Sleaford. 29.— Spilsby ( County).— For failing to report- License Holder JOSEPH WILLIAM PORTER, Office No. 36971, age 31, height 5 ft. 10 in., complexion fair, hair brown, eyes light hazel, wears beard and whiskers. Sentenced at Lincoln Assizes, 29 th January, 1885, to 5 years' penal servitude for larceny. Information to the Supt, Lincolnshire Constabulary, Spilsby. NORTHAMPTONSHIRE. 30.— Northampton ( Borough).— For obtaining money by false pretences, 14th inst.— WILLIAM HUGHES, alias RENNER, age about 45, height 5 ft. 11 in. or 6 ft., medium build, clean shaved; dressed as a ship's steward. Stated he was a ship's steward, and had brought some skins from India for different persons, to whom he applied for money to remove same from the docks at Liverpool, and in one case was successful in obtaining money under this pretence, which upon inquiry turned out to be false. Warrant issued. TUESDAY, DECEMBER 3, 1889. Speaks with a Scotch accent, and stated he is a native of Perth.— 2nd, age about 40, medium height, stout build, complexion and hair dark, fringe on fore- head, turning grey; dreES, grey jacket, light brown dress, black sailor hat trimmed red- and- black ribbon, with bows in front. Are supposed to be about the West or South of England. They are travelling thieves, and are those wanted for two offences at Edinburgh, see Case No. 28, POLICE GAZETTE, 28th June, 1889, and Case No. 29,12th July, 1889 ; also at Stirling, Case No. 55, 26th July, 1889 ; at Aylestone Park, Leicestershire, Case No. 27, 27th September, 1889 ; Kendal, Case No. 47, 18th October, 1889 ; and Burnley, Case No. 102, 25th October 1889. They are also wanted at Montrose for an offence com- mitted on 12th July, 1889, and in addition to the above places have visited Hawick and Carlisle. They are known by the following aliases :— HENRY STOCKEN HARTLEY, HENRY J. ASTON, HENRY HARVEY, HARRY HOLT, ALFRED HOLT, HENRY RUSSELL and HENRY WILSON. The woman is represented to be the wife of the man, and is invariably known by the name of " Annie," but in this case she was called " Lizzie." This man represented here, as in all the other cases with which he is connected, that he was an army pensioner ; the woman left the house about 5 p. m., on Monday, 4th inst., and the man about 6 p. m. It is requested that innkeepers, refreshment- house and lodging- house keepers, & c., be warned against these people. 32.— Northampton ( Borough).— For stealing £ 5 2s., from a shop till— A MAN, age about 21 or 22, height 5 ft. 6 in., slight build ; dressed respectably in check overcoat and grey striped trousers. This man was in company with another, afterwards apprehended ( See'Case No. 59), and while one engaged the attention of the assistant outside the shop, the other entered and robbed the till.
