Announcementt of all pertons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. „ 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, mutt, on their apprehension or recovery, at once : rantir. it to the Edittn notice of the fact, referring to the number of the announcement for inie'twn in the next issue. 10. In all cases, the officer signing the request for insertion of an<, announcement, will b* wholly responsible for any proceedings which may result from such publication. 11. Cities and Boroughs therein, arranged in strict alphabetical order. 1.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli cation in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that « ither Government may deliver up its own Bubjects to the other Government, but can not be considered bound to do so. SPECIAL MEMORANDUM. METROPOLITAN POLICE DISTRICT* 1.— W. RANSOME, alias HENRY HARTLEY, expiree ( described in POLICE GAZETTE of 31 st May last, case No. 1) not yet apprehended, and the warrant for his arrest is still in force. This man is still pursuing his system of obtaining money by fraud in the manner detailed in the POLICE GAZETTE quoted above, and it is earnestly requested that police of the United Kingdom will search all newspapers published in their respective districts for advertisements emanating from this man, who assumes various names, and gives addresses chiefly in the East- ern, Eastern- Central, Northern, and North- Eastern Districts of London. The following is his usual form of advertisement :— '' Money lent privately and promptly to respectable persons, male or female, on their note of hand alone, in sums of £ 50 to £ 1,000, at 6 per cent, per annum. Repayment in one to ten years by instalments, or in lump sum, at convenience of borrower. No fees. Immediate attention given to every application. Apply, stating sum required and how to be repaid, and enclose stamped addressed envelope for reply." In the event of same being discovered in any news- paper immediate information should be sent to the Assistant Commissioner, Criminal Investigation De- partment, Great Scotland- yard, London, S. W. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. £ 500 REWARD. 2.— C. I. Department.— Woodcut portrait and description of CHARLES RIVERS ALLPRESS, whose apprehension is sought for stealing about £ 7,000 from the Commercial Bank, Melbourne, 25th January last— age 29, height 5 ft. 10 in., thin build, complexion olive, hair and moustache dark, aquiline nose, very high prominent forehead; dress, generally, dark brown sac coat and vest, dark striped trousers, and belltopper hat. Provisional warrant issued. The above reward is offered by the Commercial Bank, Melbourne, for the arrest of Allpress and recovery of the money, or the sum of £ 250 for arrest only. £ 50 REWARD. 3.— R Division.— Woodcut portrait and descrip- tion of JAMES EDWARD SUTHERLAND, whose apprehension is soughtfor stealing £ 1,213 7s. 9d., age 45, height 5 ft. 6 in., complexion fair, hair reddish brown, moustache inclined to be ginger, high fore- head ; dress, black diagonal coat and vest, light tweed trousers, sidespring boots, high, black hat, gentlemanly appearance and address. Lately practising at Wool- wich as a solicitor. Well known at Brighton, where he was acquainted with a woman known as " Louie," who had a little girl named " Daisy." His father re- sides at Little Ferry Cottage, Golspie, N. B. Native of Melrose Abbey, Roxburghshire. Warrant issued. The above reward will be paid by Mr. Wm. Beech- ing, 48, Samuel- street, Woolwich, to any person who shall give such information as shall lead to the arrest of the above- named person. 4.— V Division.— For feloniously wounding a donkey— HENRY MURRY, age 18, height 5ft. 2 in., complexion fair, hair brown ; dress, black coat, new black cord trousers, red and black scarf.— GADD, age 17, height 5 ft. 3 in., complexion fair, hair brown; dress, dark clothes and red and black guernsey. Both are labourers, and may be found at common lodging, houses at Windsor or Reading. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 5.— For embezzlement- W. E. MARTYN, a clerk, late of 38, Great Dover- street, Borough, age 20, height 2 THE POLICE GAZETTE. FRIDAY, NOTEMBBR 15, 1889. 6 ft. 4 in., complexion sallow, hair fair, thin and delicate ; dress, dark'jacket and trousers, high hat. Warrant issued. Information to InspectorlMcWilliam, 26, Old Jewry, E. C. BERKSHIRE. 6.— Reading ( Borough).— For obtaining money by false pretences— ROBERT HARRISON, age about 35, height 5 ft. 7 in., slight build, side whiskers ana moustache light brown; idress, dark diagonal overcoat, slate colour striped trousers, and silk hat. Carried a black hand bag. He stayed one night at an hotel^ and paid his bill, but shortly before leaving he asked the landlady to cash a cheque, which has been returned marked " No account." The cheque, No. 590641, dated 17th October, 1889, was drawn on Messrs. Lambton and Co., Grey- street, Newcastle- on- Tyne, and made payable to Mr. Thomas Piper, or order, for £ 5 5s., signed F. and R. Harrison, and endorsed Thomas Piper and Robert Harrison. When he went to the hotel he presented a card with F. and R. Harrison, Seal and Enamel Leather Dressers, Stepney ; Tannery, Newcastle- on- Tyne, thereon. Warrant issued. Information to Head Constable Tewsley, Reading. BRECONSHIRE. 7.— Crickhowell ( County)— For stealing £ 5 at Gilwern, 18th ult. — AGNES BUDGEN, age about 28, medium height, hair ( parted on right side, and fringe on forehead) dark, eyes dark, small features, long hook nose; dress, black cloth jacket, black merino ekirt with black velvet let in front, white straw hat trimmed with red- and- green striped ribbon, and a black mackintosh. A native of Hanley. Has lived at Worcester, Manchester, Birmingham, and Ludlow, and about 3 months since at the " Ship and pilot" Inn, Cardiff. Was seen at Cardiff 21st ult. Information to Supt. Joseph, Crickhowell. CHESHIRE. 8.— Altrincham ( County).— For indecent assault at Lymm, 17th ult.— JAMES MEALEY, age 25 to 30, height 5 ft. 7 or 8 in., rather stout build, complexion, hair, moustache, and small side- whiskers dark. Has worked on the Manchester Ship Canal, and previously on a new railway at Golbourne, near Wigan. Warrant issued. 9.— Altrlncham ( County).— For assaulting police at Lymm, 5th ult.— JAMES SMITH, alias JOSEPH WEST and GIPSY, age 35 to 40, height 5 ft. 10 or 11 in., complexion, hair, and moustache dark. Has worked on the Manchester Ship Canal, and will seek employment at some public works. Warrant issued. Information to Supt. Leighton, Altrincham. 10.— Macclesfield ( Borough).— For stealing, 18th nit., a lady's gold Geneva watch, out of order, gold dial, with discoloured spot on it; lady's gold albert, close link pattern, with small tuning- fork pendant attached ; an alpaca umbrella, and a dark fur cape ( much worn)— A WOMAN, who gave the name of ROSE BENTLEY, a servant, age 40 to 45, height 5 ft. 5 in., complexion sallow ( wrinkled); dress, black jacket and bodice, brown dress, and blue felt hat with dent in crown; may be wearing a scarlet woollen shawl. She professes to be a Christian woman, is fond of attending Salvation Army and Mission meetings, when she generally speaks on the platform, and informs her hearers that she was formerly a singer at the Star Music Hall, Liverpool, and took the character of " Happy Eliza," and then relates her experiences before she was " saved," etc. She speaks against theatres and music- halls generally. Warrant issued. Information to Chief Constable Sheasby, Maccles- field^ DENBIGHSHIRE. 11.— Wrexham ( County).— For obtaining a coat ( recovered) by false pretences— A MAN, who gave the name of HENRY JONES ( supposed false), age about 20, height 6 ft. 6 in., long thin face; dress, dirty light suit, lace boots ( much worn and too large), red neck- tie, and hard felt hat. He called at the house of a gentleman in Wrexham on the morning of 25th ult, and asked the servant for the master's overcoat, which he said he was sent for to take to the tailor; it was given to him, and afterwards found pawned. Information to Deputy Chief Constable Wilde, Wrexham. DORSETSHIRE. 12.— Dorchester ( County).— For stealing a letter and order for the payment of £ 5 7s. 6d. on the 11th ult.— GEORGE D. NEIL, a bombardier of the Royal Artillery, age 33, height 5 ft. 11J in., complexion fresh, hair dark brown, eyes grey ; dressed, when last seen, in the uniform of the Royal Artillery, and wear- ing Egyptian medal and star. A plasterer ; native of 23, Argyle- street, Mary hill, Glasgow. Has a brother, a plumber and gasfitter, residing at Seamore- street, Glasgow. Warrant issued. Information to Supt. Gale, Dorchester. DURHAM. 13.— Durham ( County).— For failing to report- License Holder JAMES GENT, alias JAMES SMITH and JAMES ALLEN, Office No. 38029, age 36, height 5 ft. 4 in., complexion pale, hair light brown, eyes grey, tree, cross, and 7 dots right forearm, anchor between right thumb and forefinger, I. G. H., crossed fiags, and flowers back of left hand, spray of ferns left forearm, ring on each left finger, bracelet each wrist, scars left wrist and thumb. Sentenced at Leeds, 1st February, 1882, to 12 years' penal servitude for rape. I 238. Information to Supt. Burrell, Durham. ES8EX. 14.— Colchester ( County).— For illegally export- ing salmon— JOHN ADAMS, age about 22, height 5 ft. 8 in, complexion swarthy, hair dark brown, eyes dark ; dress, grey tweed jacket, rough grey tweed vest and trousers, and round felt hat. A native of Aberdeen. Two warrants of commitment in force. Information to Supt. Ackers, Colchester. HAMPSHIRE: 15.— Winchester ( City).— For obtaining money by false pretences- GEORGE SMITH, age about 50, height 5 ft. 5 or 6 in., complexion dark, hair and whiskers dark brown, large lump right side of neck ; dress, dark coat ( dirty and turning green), pockets behind, black trousers, lace boots, and dark hard felt hat- JANE SMITH, his wife, age about 45, height 5 ft. 5 or 6 in-, complexion dark, hair ( turning grey) dark brown, right eye slightly blackened, tooth in front deficient, nose bent to the left; dress, black dolman ( figured), black dress trimmed black silk at bottom, black crape bonnet with crape strings and black fall, low shoes, or may be wearing a silver- grey dress. Ab- sconded 21st ult.,' had with them two children ( a boy aged 10, and a girl age 8). Warrant issued. Information to Head Constable Morton, Winchester. HERTFORDSHIRE. 16.— Watford ( County).— For embezzling £ 28 10s. — HENRY HUMPHREY, age 18, height 5 ft. 4 in., complexion and eyes dark, hair very dark ; dress, dark speckled tweed jacket and vest, black corduroy trousers, lace boots, and black hard felt hat. A native of Chorley Wood, Rickmansworth. Warrant issued. Information to Supt. Hummerstone, Watford. KENT. 17.— Tunbridge Wells ( Borough).— For stealing a silver English lever watch, No. 8592 or 85929, 10th ult.— SAMUEL WEEKS, age 27, height 5 ft. 7 in., complexion fair, hair brown, eyes grey, sometimes wears ear- wires, " S. W.," bracelet, and cross tattooed right forearm; dressed as a labourer. A native of Lamberhurst, Kent. Is a well- known poacher and thief in Kent and Sussex. Warrant issued. Information to Chief Constable Embery, Tunbridge Wells. LANCASHIRE. 18.— Bolton ( County).— For stealing at Great Lever, 28th ult.— A set of bagpipes; 1 silver lever watch, No. 3317, gold dial, steel hand and seconds do. ; steel chain with threepenny piece attached; 1 black worsted shooting coat and vest, two pockets outside, one inside right breast and ticket ditto ; a man's dark worsted suit; and M 15s. cash— ALEXANDER MUNRO, age 30, height 5 ft. 8 in, complexion pale thin features, hair black, thin side whiskers and mous- tache, weak eyes, speaks with a broad Scotch accent; dress, black cloth coat and vest, brown striped trousers. Has with him a wooden box, about 2 ft. 6 in. long • overed with wall- paper, handle on top. Was formerly a piper in the Highland Light Infantry, and is well known in Glasgow. 19.— Bolton ( County).— For stealing a watch ( re- covered) at Horwich, 26th ult.— A MAN who gave the name of EDWARD TURNER THOM PSON, age 33, height 5 ft. 6 or 7 in, complexion fresh, hair light brown; dress, black coat, tweed vest and trousers black billycock hat. Supposed to be a tramping mechanic, calls at public- house trade clubs for relief, accompanied by a woman who gave the name of Louisa Jones. Information to Supt. Etough, Bolton. 20.— Church ( County).— For highway robbery with violence— THREE MEN, who called at a farm at Great Harwood, about 8 pm. 25th ult., and asked the farmer, an old man, to show them the way to Whallev and when he emerged from the door to do so they seized him, and threatening him, one with a knife one with a revolver, and another with a dagger, robbed him of 9s. 6d. They then demanded his rent, and searched the house, but failing to find any more mone decamped, after threatening to shoot the housekeeper if she raised an alarm— 1st, age 25, height 5 ft. 5 0l. 6 in., complexion and hair dark ; dress, dark coat and vest, mixture cloth trousers, boots, and black billycock hat. 2nd, age 22 or 23, height 5 ft. 1 or 2 in., com- plexion fresh, hair sandy ; dress, dark fustian clothes clogs, and cap. 3rd, age 18 or 19, height 5 ft. 4 or 5 in' slight build, complexion and hair dark; dress, fustian clothes and cap. Information to Supt. Campbell, Church. £ 5 REWARD. 21.— Rawtenstall ( County). — Woodcut portrait and description of ROBERT BALL, a traveller, whose apprehension is sought for forgery, age 36, height 5 ft. 2 in., stout build, complexion fresh, hair ( turning grey) dark brown, eyes fcazel, whiskers ( short) and mous- tache dark, may now be shaved slightly bow- legged, right thumb injured, two false teeth in upper front jaw; dress ( when he left 30th September), light dust coat, dark suit, lace boots, and hard hat. Is fond of billiards, and keeps rather low company. Is supposed to have a large sum of money in his possession, and will no doubt endeavour to leave the country. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Supt. Higginbotham, Rawtenstall, by whom the above reward will be paid for the appre- hension and conviction of Ball. 22.— Accrington ( Bvrough).— For obtaining 9s. by false pretences, 19th ult.— A MAN, who gave the name of DR. PORTER, age 26 to 30, height 5 ft. 6 or 7 in., hair dark brown, moustache sandy, eyes brownr thin nose ; dress, black jacket, light striped trousers, black billycock hat, respectable appearance; carries a thick stick. Warrant issued. His mode of procedure is to call at houses, stating he is a medical student from the Manchester Eye Hos- pital, and that ho is sent to visit patients and sell spectacles, which he takes from his coat pocket, and represents that the patient should use those kind of spectacles, or they will be likely to become blind. He induces these people to pay much more for the spec- tacles than they are worth. Was accompanied by a man who acted as his ser- vant, age about 30, height about 5 ft. 4 in.; dressed in dark shabby clothes. Information to Chief Constable Beattie, Accrington. 23.— Burnley ( Borough).— For stealing a lady's silver Geneva watch, white dial, steel hands, 22nd ult, — HENRY WILSON, alias HENRY RUSSELL, HENRY STOCKEN HARTLEY, HENRY T. ASH- TON, and HENRY HARVEY, age about 46, height about 5 ft. 11 in., complexion fresh, hair ( bald) black, heavy dark long pointed moustache, sharp dark eyes, blue scar on nose; dress, dark grey overcoat, black cloth coat and vest, dark grey striped trousers, collar and tie with pin set cat's eye, wears a signet ring £ et blue stone, and a watch with 9 carat gold albert with end in each pocket, carries a walking- stick, and has in his possession a loaded six- chambered revolver. Is accompanied by a woman named Annie, who says she is his wife, age about 35 or 40, medium height, stout build, hair ( cut and curled in front) dark; dress, fawn colour jacket and dress with brown bone button?, black sailor hat trimmed with black and red ribbon; carries a basket about 2 ft. long with handle on top, containing a brown skirt, pink bodice, white apron, and brown silk apron trimmed with lace. His modus operandi is to take lodgings for himsei and wife, representing himself as a pensioner from the 9th Lancers, and produces a letter stating he i3 to be FRIDAY, NOVEMBER 29, 1889. THE POLICE GAZETTE. 3 paid a legacy of i- 400 in a few days. On the faith of these representations he obtains the lodgings, but before the day the money should arrive he decamps. STAFFORDSHIRE. 24.— Burslem ( County).— For stealing a blue pilot cloth suit, single- breasted ( larceny, lodger)— JOHN TAYLOR, alias PRICE, GOODWIN, and JACKSON, age 34, height 5 ft. 9 in., complexion fresh, hair and moustache dark brown; dress, sup- posed stolen suit, blue- and- white silk neckerchief, lace boots, and black hard felt hat. A stoker at gas and chemical works. He received letters from Halifax in the name of John Goodwin, and from elsewhere in the name of Price and Jackson. Warrant issued. Information to Chief Supt. Hill, Burslem. SUSSEX ( EAST). 25.— Ore ( County).— For attempted murder— A MAN, age about 30, height about 5 ft. 6 in., complexion fresb, hair carrotty, moustache and side whiskers, chin shaved, eyes full; dress, dark brown jacket, dark cord trousers, black hard felt hat, and military boots with round- headed nails, slit from toe to bottom of lace- holes. Information to Supt. Tobutt, Ore. SUSSEX ( WEST). 2G.— Midhurst ( County).— MARTHA ELLIOTT, Case No. 37, 16th August last. Not to be appre- hended. WESTMORELAND. 27.— Kendal ( Bwough).— For stealing a silver lever watch, No. 29902, gold hands, white dial, centre seconds, maker Rhodes, Kendal, steel curb guard with 2 small coins and pair of small compasses attached ; 1 browa- and- black check jacket and vest; 1 pair men's mixture cloth trousers ; and a dark blue silk handker- chief— A MAN, age 26, height 5 ft. 6£ in., complexion fresh, hair brown, eyes grey, oval face, appearance of a seafaring man; dressed supposed in stolen property, has blue cloth overalls, brown cloth trousers, and brown cloth cap with peak. Was discharged from H. M. Prison, Kendal, on 8th ult., after completing 14 days for acting as pedlar without a license. Information to Chief Constable Cotton, Kendal. YORKSHIRE ( EAST RIDING). 28.— Hull ( Borough).— For warehousebreaking and stealing two casks of apples— JOSEPH MORTON, a hawker, age about 30, height 5 ft. 7 or 8 in., com- plexion rather sallow, thin face, hair brown; stoops when walking ; dress ( when last seen), black coat and vest, dark trousers, red neckerchief, and black hard hat. Will no doubt hawk fish, fruit, etc, with a hand- cart. Was accompanied by a woman named Lily Western, Gains, or Morton, age 28, tall and thin. Warrant issued- 29.— Hull ( Borough).— For failing to report— Supervisee EDWARD FARRELL, Office No. 38330, age 29, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes blue, blue dot inside left forearm, anchor outside left forearm. Sentenced at Hull, 27th June, 1888, to 15 months' hard labour and 6 months' police supervision for larceny ( person). 422.— Supervisee WILLIAM JONES, alias WILLIAM DAVEY, Office No. 35514, age 49, height 5 ft. 4 in., complexion sallow, hair brown, eyes hazel, two moles right side neck, scar between 3rd and 4th right fingers and fingers con- tracted, scars inside left ankle and forearm. Sen- tenced 3rd July, 1884, at Hull, to 5 years' penal servitude and 2 years' police supervision for larceny. K 629. Information to the Chief Constable, Hull. YORKSHIRE ( WEST RIDING). 30.— Sheffield ( Borough).— For stealing .£ 26— JOHN MAPPIN, age 30, height 5 ft. 5 in., com- plexion pale, hair dark brown, no whiskers, may have slight moustache; dress, black worsted suit, green plaid scarf, and black hard felt hat. MIDLOTHIAN. 76.— Edinburgh ( City).— On the evening of Sunday, 20th October, 1889, on the arrival of a special train containing a numerous company of theatrical artistes, a theft took place at the Caledonian Railway Station in Edinburgh of a valuable set of jewels belong ing to the leader of the company. The theft was managed very adroitly, and in such a manner as to lead to the belief that it was the work of one or more clever travelling thieves. The porter who took the luggage called a cab, and put the dressing- bag which enclosed the jewel- case containing the stolen articles into it, but as another cab had been engaged unknown to the porter, he was told to remove the luggage from the cab in which he had put it, and it was then found that the dressing- case, with its valuable contents, had been abstracted from the cab— it is supposed from the side furthest from the station. The dressing- case has since been discovered in a private lodging- house, where quarters had been taken by a man whose description ( No. 1) is appended hereto. Since the theft it has been discovered that other two men ( Nos. 2 and 3) were in the city at the time of the theft, and had been in communication with No. 1, and they all took their departure under peculiar circum- stances the same night. Everything points to the theft having been planned and carried out by the three men after described, and the co- operation of the Police is earnestly requested to secure their arrest, as it is believed that even if nothing is heard of the jewels evidence will be obtainable to secure their con- viction. Any information or photographs of thieves likely to be concerned in such a theft will be esteemed. Description of Jewellery.— A diamond necklet, with diamond- studded heart- shaped pendant; a pair of single- stone diamond earrings, large size; a lady's gold ring, set with one diamond, in claw setting ; a lady's gold ring, set with large emerald and diamond on each side, plain ; a lady's half- hoop rirg, set with six or seven diamonds, in a line; a gold crescent- shaped brooch, set with seven or eight large diamonds; a pearl necklet, with small diamond clasp ; and a fine- pointed star- shaped brooch, set with garnets, small size. Gave name of CAMP- BELL, about 35 to 40 years of age, 5 ft. 7 or 8 in. high, medium make, full round face, sallow com- plexion, black or dark hair ( cut short), black moustache ( otherwise shaved), lower features narrow, weak about legs or feet; dressed in brown- and- grey small striped trousers, thinks black. shooting coat and vest, dark blue top coat with veh et collar, lightish- brown round felt hat, patent leather boots, and white linen shirt.
