POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, OCTOBER 11, 1889. VOL. VI., No. 604. REQULA 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOB OF THE POLICE GAZETTE, GEBAT SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLIC* GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, ij sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. (. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch oj a stolen article, intluding the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer ( if not less rank than Superintendent ; and, if the name of such person be required to be insertea, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. ^ 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editoi notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion tf ant, announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded it a* to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning They must be clearly written on one side oj the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties le bound to surrender their own subject* whether by birth or naturalisation." The result of the modification in the Treaty ia that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— C. I. Department.— For murder witbin the jurisdiction of the Russian Empire— CASSIMIR PAN- ASSERVITCH, alias PANASSOUK and MULLER, a Russian, age 20. rather tail, complexion fair, hair light, eyes grey, round face. Supposed undergoing imprisonment under the name of Joseph Muller, con- victed since 1883. Warrant issued. 2— Convict Supervision Department,— For stealing a sewing machine and failing to notify change of residence — License Holder WALTER LOCK, Office No. 38277, age 36, height 5 ft. 7 in , complexion fresh, hair dark brown, eyes blue, scar on forehead, in between left thumb and forefinger, second left toe deformed. Sentenced at Surrey Ses- sions, 20th October, 1885, to 5 years' penal servitude for larceny. Licensed 24th September, 1889. 3.— A Divisi o n.— Woodcut portrait and descrip- tion of HENRY DANIEL, whose apprehension is sought for forgery on General Post Office since 25th ult.— age about 30, height 5 ft. 6 or 7 in., stout build, complexion fair, hair dark brown, moustache and slight side- whiskers light brown, full features, thick lips, prominent tettb, walks erect with swinging gait, and turns his feet out, is well educated ; dress, when last seen, light tweed jacket and vest, dark mixture trousers, brown hard felt hat. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 4.— For embezzlement— H. G. AYRES, late of 77, Hal ton- road, Islington, age 34, height 5 ft. 6 or 7 in , stout build, hair ( turning grey), whiskers, and mous- tache brown, shaven on chin, shuffling gait; dress, dark cutaway coat and vest, dark trousers, and square top felt hat. A book- keeper. Warrant issued. 5.— For embezzlement — JAMES DOMINIC NOLAN, late of 132, Abbot's- road, Bromley, E , age 30, height 5 ft. 4 or 5 in., side whiskers and moustache sandy, wears eye- glasses; dress, dark coat and vest, light rough trousers, and brown felt hat. A traveller in the mat trade. Warrant issued. 6.— For embezzlement — WILLIAM ANDREW TIMBRELL, late of 9, King's Bench Walk, Temple, and Woodlands, Foot's Cray, Kent, age 22, height 5 ft. 5 in., complexion fair, clean shaved, dissipated appear- ance ; dressed respectably. A solicitor's clerk. Warrant issued. » 7.— For embezzlement— JOHN ALEXANDER SEARLE, a tailor's assistant, late of 510, Wands- worth- road, age 28, height 5 ft. 7 or 8 in., complexion fresh, hair light, eyes brown, large red face; dress, black cutaway coat and vest, greyish tweed trousers, black hard felt hat. Warrant issued. 8.— For embezzlement— JOHN HOOKER, a clerk, late of 94, Grove- road, Mile- end, age 45, height 5 ft. 6 or 7 in., complexion and hair dark, eyes grey, large flat feet, walks badly ; dre3s, black diagonal coat and vest, brown tweed trousers, and high hat. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 9.— Reading { Borough.).— For obtaining money by means of a fictitious cheque— G. BENTON, alias G. BARKER, age about 36 or 40, height about 5 ft. 6 in., complexion fresh, hair light brown, slight side whiskers, eyes hazel, long face, slightly round- shouldered ; dress, light brown covert coat, blue pilot coat and vest, dark striped trousers, black hard felt hat or grey tweed double- peaked cap. His modus operandi is to go to shops and order goods, in payment of which he tenders a cheque for a larger amount than the cost of the purchases, and receives the balance in cash. The cheque presented in Reading was on the Aldershot branch of the London and County Bank drawn by " G. Evans " in favour of " G. Benton." Warrant issued. Cheese ;" 1 clasp knife with buckhorn handle, " J. Cheese" thereon ; a case containing two razors ( one white handle, one black); 2 documents re- ferring to graves in cemetery, Wycombe, in name of " J. Cheese; " and £ Z 12s. 6d. in cash— TWO MEN, 1st, age about 24, height 5 ft. 5 or 6 in., complexion fair, hair and moustache ( slight) brown; dress, dark coat, light trousers, Oxford shoes, light brown hard felt hat. Respectable appearance. Stated that he came from Clapham. 2nd, age about 40, height 5 ft. 7 in., complexion fair, hair brown; dress, light coat and trousers, dark alpine hat or black hard felt hat. CHESHIRE. 11.— M accl esfi e I d ( Borough).— For stealing 3 cows ( recovered) 25th ult.— A MAN, age about 24, height 5 ft. 4 in., complexion fair, no whiskers; dress ( when last seen), dark grey tweed jacket, cord trousers ( tight- fitting), red neckerchief tied in sailor's knot, lace boots ( one split across front), and dark felt hat. Carried a stick, and had the appearance of a drover or groom. Stated he came from Wales. Had with him a small white fox- terrier dog, small black spot on rump and one brown ear. Information to Chief COE stable Sheasby, Macclesfield DERBYSHIRE. £ 1 REWARD. 12.— Ashbourne ( County). — For deserting his wife and four children, leaving them chargeable to the Ashbourne Union— WILLIAM LARKIN, age 44, height 5 ft. 7 or 8 in., complexion fresh, hair ( bald on top) brown, eyes blue, whiskers sandy, shaves upper lip, walks rather lame, several small scars ( from boils) back of neck. A labourer; native of Roscommon, Ireland. Warrant issued. The above reward will be paid by the Guardians of Ashbourne Union for the apprehension of Larkin. Information to Supt. Barrett, Ashbourne. ES8EX. 13— Brentwood ( County).— For stealing, 4th inst.— 1 brown cloth overcoat, velvet collar, 2 hip pockets, ticket pocket; 1 red- and- brown check jacket ( man's size); 1 pair men's white cotton socks; 1 hand- kerchief ( coloured); 1 pair heavy nailed lace boots ; army pension papers in leather case, " George Willis " and regimental No. 361 on all; 1 new rush basket— TWO MEN, 1st, age about 25, height 5 ft. 8 in., com- plexion fresh, slight fair moustache; dress, dark cloth coat, light trousers, blue check neckerchief, black hard felt hat. 2nd, age about 15, height about 5 ft. 1 in., complexion fresh ; dress, brown jacket, dark trousers, brown cloth cap. Information to Supt. Dobson, Brentwood. 14.— Epping ( County).— For deserting his three children, whereby they became chargeable to the Epp- ing Union in 1883— FRANCIS STRICKLAND, photographer, and probably comedian, age about 45, height about 5 ft. 10 or 11 in., complexion fresh, hair and moustache sandy. <••'• One of the children, Frank Sidney, age 14, was in service at Epping, and on Friday, 27th ult., was visited by his sister from London, on which night he took train for London, and most likely went to his father or sister. A Miss Frances Strickland and Miss Mabel Strick- land are actresses at the Theatre Royal, Stratford, where Strickland may be employed or information obtained. •, . •. Warrant issued. Stated he had been a canvasser. Warrant issued. ' ; 17.— Portsmouth ( Borough).— For fraud— OLIVE BUDDEN, age about 22, height 5 ft. 4 or 5 in., stout build, complexion dark, full face, hair dark brown, eyes brown ; dress ( when last seen), short black jacket, brown or fawn colour dress, red woollen wrap, lace shoes, and black straw hat turned up behind, white flower in front, and trimmed black ribboni Associates with soldiers, and is of somewhat dissipated habits. Absconded 29th ult. Warrant issued. 18.— Portsmouth ( Borough).— For stealing a black moire dress, trimmed black lace on front and skirt, black beads on bodice; a black velvet cape with jet trimming ; a black velvet hat, high crown, pro- fusely trimmed with violets ; a carbuncle brooch, fine gold setting; a gold ring, set turquoise; a heart pen- dant, with one turquoise in front and glass at back ; a lion shilling, dated 1826, enamelled one side gilded the other, enclosed in glass— MABEL FURZE, alias DAISY TREYMWAN and DOLLY TREMAIN, age about 19, height 4 ft. 11 in., stout build, complexion fair, hair ( short) dyed golden colour, false ( frizzled) hair in front, eyes and eyebrows dark, had a sore on lower lip. Has been an inmate of several homes, and is of immoral and dissipated habits. Absconded 16th ult. Information tb Chief Constable Cosser, Portsmouth. HERTFORDSHIRE. 19.— Hertford ( County).— For stealing, 1st inst., from a hotel at Hatfield, 1 pair earrings, set with pearls and rubies ; 1 large silver brooch, set with Scotch fi^ bbles; 1 lady's small gold neck chain and locket; 1 large gold seal, red stone, monogram " E. Sentenced at Salford, 9th April, 1888, to 12 months' hard labour and 3 years' police supervision for housebreaking.— License Holder BENJAMIN McGUIRE, Office No. 37834, age 31, height 5 ft. 9 in., complexion fair, hair light brown, eyes grey, scars back of right hand, on right forearm, shin and knee, left thumb, and first left finger. Sentenced at Manchester, 21st January, 1884 to 7 years' penal servitude for rape. Licensed 27th June, 1889,- Supervisee EDWARD HEALEY, alias HEALD and MORAN, Office No. 38007, age 47, height 4 ft. 10 in., complexion dark, hair dark brown, eyes grey, right leg has been broken, E. H., star, bracelet, and man's head right arm, cross, crossed flags, heart, bracelet, anchor, etc., left arm. Sentenced at Manchester, 18th October, 1880, to 7 years' penal ser- vitude and 7 years' police supervision for larceny. Liberated 29 th July, 1889. — Supervisee JOHN THOMAS, alias WOOD, BROWN, WILSON, and GRANGER, Office No. 38077, age 60, height 5ft. 5} in., complexion fresh, hair brown, eyes brown, varicose veins legs, scar right groin and front of right thigh, 2 moles right of neck. Sentenced at Manchester, 2nd February, 1888, to 18 months' hard labour and 3 years' police supervision for larceny.— License Holder MARY ANN FARMER, alias PALMER and BURNS, Office No. 35899, age 32, height 5 ft., complexion fair, hair brown, eyes grey, scars on forehead, eyebrowsj bottom lip, and right arm. Sentenced at Manchester, 9th April, 1885, to 5 years' penal servitude and 3 years' police supervision for larceny.— Supervisee THERESA TAYLOR, alias MARY SMITH, Office No. 34687, age 27, height 5 ft. 5 in., complexion sallow, hair brown, eyes brown, scars on nose, centre of fore- head, and under right jaw ( abscess), right forefinger has been broken. Sentenced at Salford, 11th April, 1887, to 9 months' hard labour and 2 years' police supervision for shopbreaking.— Supervisee MARY FBIDAY, OCTOBER 11, 1889. Is accompanied by a woman who passes as his wife, and whose Christian name is Annie, a native of Yorkshire, age about 35, medium height, stout build, hair ( cut and curled in front), dark; dress, short grey jacket, fawn colour dress, and black straw hat trimmed with blue ribbon. His modus operandi is to take lodgings for himself and wife at some respectable public- house or private house, stating that he is a retired drill- instructor and a pensioner from the 9th Lancers, produces a letter stating that he is to be paid a legacy in a few days, which has been left him by his uncle, named Thomp- son, of Stirling. He then obtains money and lodgings on the faith of these statements, and after staying about a week or ten days decamps without paying. Supposed by A MAN, age about 35, height 5 ft. 9 or 10 in., com- plexion fair, hair auburn, longish features, jaded look- ing ; dress, double- breasted short drab coat, dark trousers, black hard felt hat, strong boots, of gentle- manly appearance. He engaged a bed and sitting room at the hotel at 3.45 p. m., 1st inst., and left un- noticed about 4 p. m. Had in his possession a small light brown portmanteau about 15 or 18 in. long and 9 in. deep, and a walking- stick.
