All announcements for insertion in the POUCH GAZETTE, and all communications upon them, should be addressed to THE EDITOB OP THE POLIOS GAZETTE, GBEAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLIO* GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, ij sufficient to enable the article in question to be thereby identified. 4. In all eases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 1 s. 6d. per photograph or sketch oj a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent ; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. HONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art- alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the faet, referr ing to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion uf any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forxcarded W at to be received not later than' noon on Wednesday, and for the Tuesday edition not later than Saturday morning They must be clearly written on one side oj the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " lirummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in. Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Announcements concerning property lost or persons missing can only be accepted as advertisements. B. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in circular of the 7tn of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. NOTICE. EXTRADITION. A Declaration was signed in London on the 2l8t of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be hound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up it3 own subjects to the other Government, bat can not be considered bound to do so. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT. 1.— A Division.— Woodcut portrait and descrip- tion of WILLIAM NEALY, whose apprehension is sought for stealing £ 25, 5th inst.— age 30, height 5 ft. 10 in , slight build, complexion fair, hair and small side- whiskers brown; dress, dark clothes and black felt hat. A waiter; native of Belfast, where he is likely to go. 2.— M Division.— For stealing £ 126- FREDE- RICK WILLIAMS, age 34, height 5 ft. 9 or 10 in., complexion fair, hair, whiskers, and moustache light brown, eyes grey, scar from abscess under chin; dress, black diagonal coat and vest, grey striped trousers, clack necktie, black hard felt hat. May endeavour to go to America. Native of Poplar, London. Warrant issued. 3.— P Division.— For larceny ( bailee), between 29th July and 15th ult., of 3 piano organs, rosewood cases, blue back linings, green- and- black flowered druggett covers, on 2 wheeled barrows with small box in front, painted brown, picked out with yellow, brass caps to wheels, picture in centre of each, 1 with yellow- and- green silk each side, " Capra " in gold letters in front, the other two have a looking- glass each side, " Rissomeand Co." in gold letters in front— WILLIAM FOWLER, alias BILL LEE, age 25, height 5 ft. 7 in., complexion fair, hair light brown, slight moustache, eyes grey; dress, dark clothes, black hard felt hat, appearance of a labourer. Native of Croydon.— WATSON, age 25, height 5 ft. 7 in., complexion fresh, hair dark brown, eyes hazel, rather long neck, sloping shoulders; dress, dark tweed frock coat, dark trousers, very large in leg, black hard felt hat. A native of ; Croydon. THOMPSON, alias SOLDIER BILL, age 52, height 5 ft. 9 in., complexion sallow, hair and moustache ( turning grey) dark, eyes hazel; dress, brown coat, grey trousers, black hard felt hat. Served in the army. A native of Deptford. They are sup- 1 posed to be tramping the country with the organs, having been seen at Hastings, Eastbourne, and Brighton. Warrants issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 4.— Woodcut portrait and description of GEORGE CLARKE, a bank clerk, late of Mount Cottage, Pinner, Middlesex, whose apprehension is sought for stealing a large sum of money, age 47, height- 5 ft. 7 in., stout build, complexion florid, hair dark red, side whiskers and moustache red, scar left jaw; wears gold spectacles. His wife and six children arrived at Sydney, Australia, about 23rd ult. Warrant issued. 5.— For embezzlement— WILLIAM ARGENT, a clerk, late of 441, Old Ford- road, Bow, age 22, height 5 ft. 8 in., complexion pale, rather large nose; dress, black morniDg coat and vest, light trousers. Had in his possession a new brown Gladstone bag, 20 in. long and 12 in. wide. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, EC. BERKSHIRE. 6— Clewer ( County).— For stealing 63.— HENRY WESTON, alias " LAZARUS, age 34, height 5 ft. 8 in., complexion sallow, hair long, whiskers sandy, untidy appearance; dress, old overcoat, no vest, dark cloth trousers ( old), shoes over at heel, and black bard felt hat. A native of Stanwell. Warrant issued. Information to Supt. Blake, Clewer. 7.— Windsor ( Borough).— For embezzlement— BARNET BOLTON, a milk carrier, age 26 to 28, height about 5 ft. 7 in., slight build, complexion fair, 27 T H E POLICE GAZETTE. DERBYSHIRE. £ 1 REWARD. 8— Ashbourne ( County). — For deserting his wife and four children, leaving them chargeable to the Ashbourne Union— WILLIAM LARKIN, age 44, height 5 ft. 7 or 8 in., complexion fresh, hair ( bald on top) brown, eyes blue, whiskers sandy, shaves upper lip, walks rather lame, several small scars ( from boils) back of neck. A labourer; native of Roscommon, Ireland. Warrant issued. The above reward will be paid by the Guardians of Ashbourne Union for the apprehension of Larkin. 9— Ashbourne ( County)— For stealing, 15th inst., a brown- and- red mixture cloth jacket ( nearly new), usual pockets, " Gossard Hartington " on tab ; a grey cloth jacket,'' Oxford" on tab; a blue- and- white check cotton shirt; a pair of blue worsted stockings ; a black soft billycock hat; a blue jersey ; and a red- and- white spotted handkerchief— THOMAS FLEMMING, alias THOMAS ROBINSON and THOMAS SAVAN, an Irish labourer, age 35, height 5 ft. 6 or 7 in., complexion dark, hair dark brown, moustache black, no whiskers ; dress, dark cloth coat and vest ( old), brown cord trousers repaired at seat with piece of grey cloth, and light grey cloth cap with two peaks. May be wearing stolen clothing. Has been previously convicted at Macclesfield, and is well known at Leek, Longnor, and Buxton. Warrant issued. Information to Sapt. Borrett, Ashbourne. 10.— Derby ( County).— For stealing 9 sheep at Spondon, 13th inst., since recovered at Leicester, where he had booked them by rail in name of F. Wil- liams— F. WILLIAMS ( supposed false), age 26 or 27, height about 5 ft. 4 or 5 in., complexion fair, mous- tache ( pointed at ends) and small side whiskers sandy ; dress, light brown dust coat, brown tweed suit, black hard felt hat. Appearance of a well- to- do farmer's son. Warrant issued. Information to Deputy Chief Constable Hunter, County Police Office, Derby. DORSETSHIRE. 11.— Wimborne ( County).— For non- payment of fine and costs, amounting to £ 5 4s. 6d., for assault— THOMAS GILLETT, age 27, height 5 ft. 8 or 9 in, complexion fair, hair light, whiskers very slight, if any; dress, pilot jacket, fustian trousers, and black bowler hat. A brickyard labourer. Native of Con- stitution- hill, Kinson, Dorset. Warrant issued. Information to Supt. Marsh, Wimborne. DURHAM. 12.— Sunderland ( Borough).— For stealing from a bedroom at a hotel, during night of 7th inst., 1 five- shilliog piece, made into a brooch, works on a swivel, scalloped edge; 1 oval gold brooch, diamond in centre, imitation chain work near edge, about 1J in. long. ; 2 silver brooches ( one about 2 in. broad, check pattern, the other narrow, flowered on top); 1 silver chain necklace, 1 link plain with knob at each side, the other filigree on one side ; 1 small silver oval locket; 1 dark green morocco purse, fastens with spring at side, 2 places at side for stamps, containing 5 sovereigns ; 1 bunch of small keys on steel ring; 2 round silver brooches ( one has a bird with spread w: ngs engraved thereon, no pin ; the other figured edge, plain centre); 2 strings of pearls ( one as a necklace, pearls about size of marbles) ; 1 black velvet necklace, with steel beads — A MAN, age 25 to 30, height 5 ft. 9 or 10 in., rather slender build, hair ( thin in front) and side- whiskers dark, rather long nose and face, sunburnt; dress, black coat and vest, dark trousers, supposed low shoes, collar, front, and light coloured tie. Has the appearance of a foreigner, and is fond of playing billiards. Left the hotel at 8 30 p. m., 7th inst. ( after being observed to leave the bed- room), wearing a black velvet smoking cap. In his bedroom was found a black leather bag and a felt hat. The bag bears the name " E. and J. Milne, makers, 126, Princess- street, Edinburgh," and contains 2 white shirts, makers' name " Baikie and Dixon, Shirt Makers, Edinburgh," one of the shirts is marked " W. M. llobinow" on lap ; 6 linen stand- up collars; 6 white linen handkerchiefs, 5 marked " A R." in white needle- work, the other marked " M. R." The articles in the bag marked " W. M. Robinow " have since been identified by a gentleman of that name as his property, and which were lost or stolen in transit by rail between Edinburgh and London on the 2nd inst. Warrant issued. Information to Chief Constable Huntley, Sunderland GLAMORGANSHIRE. 13.— Bridgend ( County).— Woodcut portrait and description of WILLIAM RATCLIFFE, alias WIL- LIAM MATTHEW RATCLIFFE, a bank cashier. whose apprehension is sought for forgery— age 29, height 5 ft 8 in., slight build, complexion pale, hair dark brown, whiskers round face ( thin, closely cut) and slight moustache dark, now probably clean shaved, eyes dark ( piercing), thin small features, walks erect and quickly, of gentlemanly appearance and manners; dress, when last seen, black cloth suit and black bowler hat. A native of Ystradowen, near Cowbridge. Was a bank cashier at Aberavon, and left his home on the 30th July last for 14 days' holiday, but has not been heard of since. Was accompanied by his wife, Kate Sarah, age 28, height about 5 ft., complexion sallow, hair light brown, eyes blue, round full face, fond of drink; dre3.=, when left, black merino dress, brown sealskin jacket, brown straw hat ( sugar- loaf shape) trimmed with brown ribbon and two brown bird's wings behind. A native of Carmarthenshire. Sup- posed known at Llanelly, Swansea, and Goodwich, Pembrokeshire. Had with them 2 girls, aged respec- tively 5 and 6, dressed in clue frocks, white straw hats trimmed with white ribbon. They took two parliamentary tickets from Port Talbot to Bristol, which have not been collected by the G. W. R. officials. Their luggage consisted of 2 black portmanteaus and two brown tin hat- boxes. Rat- clifle was at Swansea on the day he went away, and left there by the 5.40 p. m. train, his wife and children joining him at Port Talbot; 2£ tickets were issued at Swansea for Glasgow by the same train, as Ratcliffe travelled. He is supposed to have a large sum of money in his possession, and may endeavour to emi- grate. Warrant issued. 14.— Bridgend ( County).— For arson- GEORGE VAUGHAN, a shop manager, age about 40, height about 5 ft. 6 or 7 in., complexion fair, hair light brown, slight side- whiskers and moustache light, eyes ( full) blue, rather narrow chin with dimple, rather small mouth, walks erect with slow movement; dress, gener- ally light suit; respectable appearance. Left Bridgend 26th ult.; may emigrate. Warrant issued. Information to Supt. Thomas, Bridgend. HAMPSHIRE: 15,— Portsmouth ( Borough). — For larceny— WILLIAM HENRY PHILLIPS, a deserter from the Royal Marine Artillery, age 21, height 5 ft. 9J in., complexion fresh, hair brown, eyes blue, scar outside left eye, back of right hand, and left shin, 2 dots tattooed back of left hand, crown and anchor and 3 stripes left forearm. A native of Greenwich. Absconded 2nd inst. Information to Chief Constable Cosser, Portsmouth. KENT. 16.— Canterbury ( City).— For stealing a black worsted jacket and vest; a pair of light grey trousers ; and £ 6 gold— WILLIAM ISAAC PARKER, an officer's servant, of the East Kent Regiment, age 23, height 5 ft. 51 in., complexion sallow, hair and eyes brown, clean shaved ; dressed in the stolen clothing. A native of Deal. Information to Chief Constable Peacock, Canterbury 17.— Dover ( Borough).— For stealing £ 20 in silver, the property of the Paymaster, 2nd Battalion Rifle Brigade— FRANK GUNN, age 21, height 5 ft. 5 in., complexion fresh, hair and eyes brown ; dressed, when he absconded, in uniform of Rifle Brigade. A native of Halifax, Yorks. Information to Supt. Sanders, Town Hall, Dover. 18.— Margate ( Borough).— For stealing from a shop till, 2nd inst., a small round Scotch plaid box, £ 2 silver and bronze, 1 half- sovereign, and three Postal Orders for 20s. each, signed " F. B. Home" issued at Rockingham- road, Kettering, probable num- bers 915855- 6 and 7, or 915859- 60 and 61— TWO MEN* first: slight build, height 5 ft. 10 in., complexion fair'• dress, black jacket and vest, drab trousers, grey cap' who went to the shop under the pretence of purchasing a post- card, when he stated his dog had gone down- stairs and accompanied the shop- keeper to look for it when the second man, who had a light moustache, and wore a black coat and hat, entered the shop and com- mitted the robbery. LANCASHIRE. 19.— Bolton ( County).— For failing to report- Supervisee JOHN KELLY, Office No. 22012, age 45, height 5 ft. 3i in., complexion fair, hair brown, eyes grey, scrofula scars on neck and throat, scars right elbow, right thumb, back of right hand, and back of third and fourth right fingers, left side forehead, and back of 1st and 4th left fingers, flat right foot. Sen- tenced at Manchester, 12th December, 1877, to 7 years' penal servitude and 7 years' police supervision for larceny. D 1347. Information to Supt. Eatough, Bolton. 20.— Ormskirk [ County).— For failing to report- Supervisee JOHN HENRY BELL, alias JOHN BELL, Office No. 34289, age 28, height 5 ft. 11 in., complexion fresh, hair dark brown, eyes brown, scars right of fore- head, on right eyebrow, and inside left thumb. Sen tenced at Salford, 25th October, 1886, to 12 months' hard labour and 4 years' police supervision for larceny. 3578. Information to the Superintendent, County Police Office, Ormskirk. 21.— Liverpool ( City).— For failing to report- Supervisee WILLIAM LANCASTER, Office No. 31414, age 23, height 5 ft. 1} in., complexion fresh, hair brown, eyes blue. A painter; native of Liverpool. Sentenced at Liverpool City Sessions, 14th December, 1885, to 9 months' hard labour and 5 years' police supervision for larceny ( till).— License Holder WIL- LIAM PEARSON, Office No. 37617, age 50, height 5 ft. 3 in., complexion fresh, hair brown, eyes grey. A file cutter; native of Manchester. Sentenced at Man- chester, 20th October, 1879, to 12 years' penal servitude and 7 years' police supervision for receiving. Licensed 24th May last. T F 62. Information to the Chief Superintendent, Detective Department, Liverpool. 22.— Bacup ( Borough). — For embezzlement — CHARLES SHANKS, a potato salesman or carter, age 26 ( looks younger), height 5 ft. in., slight build, hair light brown, whiskers and moustache sandy, slightly round- shouldered, lost one tooth in upper front jaw, addicted to drink, and very talkative; dress, black diagonal cloth coat and vest, brown check tweed trousers, heavy lace boots, and hard felt hat. Was formerly in business as a greengrocer, and has been employed as a weaver. May endeavour to obtain employment as grocer's porter. Has a brother a hairdresser, residing at Booth- street, Chorlton- on- Medlock; an uncle a contractor at Chatteris, Cam- bridgeshire ; an aunt at School House- la » e, South Teddington ; and one at Newbridge- lane, Stockport; and has friends at Liverpool, Colne, Ramsbottom, and Blackburn. Absconded 28th ult. Warrant issued. Information to Chief Constable Cummings, Bacup. 23.— Bootle ( Borough).— For obtaining money by false pretences— ANDREW CAMPBELL, a Scotch- man, age 34, height 5 ft. 6 in., rather stout build, hair ( cut very short) mouse colour, moustache ( very slight) light, sunken eyes, scar left temple, speaks with a very strong accent, square shoulders, rather thin legs ; dress, black ribbed coat and vest, light check trousers, and light brown hat.— FLO LEYLAND, age 23 ( looks about 18), height 5 ft. 3 in., complexion fair, hair light; dress, short black jacket, beaver round neck, brown plaid dress, and black straw hat trimmed velvet and red roses, or brown hat. Carries a brown silk parasol, with long handle of carved wood. A native of Hanley, Stafford. Bogus theatrical company pro- moters, generally calling themselves the Lottery of Life Company. Have with them a boy whom they call " Joe," age about 5 years, complexion and hair fair; dress, blue and white cotton suit, and dark brown over- coat with cape. Warrant issued. Information to Chief Constable Espiney, Bootle- cum- Linacre. 24.— Burnley ( Borough).— For stealing, 30th ult. — 1 £ 10 Bank of England note ; 3 £ 5 do.; 1 grey dress trimmed silver braid down sides and round wrists; and 1 very dark grey dre33 with tuck at bottom— MARY McDONALD, age 35 or 40, height about 5 ft. Carried a tartan mackintosh on arm. Is ac- companied by her son, age 9 ; dress, rough mixture cloth overcoat with cape, and grey knickerbocker suit. Information to Chief Constable Harrop, Burnley. 25.— Rochdale ( Borough).— For failing to report — Supervisee GEORGE KENNY, Office No. 37397, age 20, height 5 ft. 6 in., complexion sallow, hair dark brown, eyes grey, anchor and 6 dots on chest, K on left arm. Sentenced at Rochdale, 9th July, 1888, to 9 months' imprisonment and 3 years' police super- vision for housebreaking. 26.— Rochdale ( Borough).— For larceny ( bailee)— HENRY DUCKWORTH, a jobbing watchmaker, age about 60, height 5 ft. 2 or 3 in, hair and whiskers ( turning grey) dark, fleshy protuberance one side of neck ; dress, grey mixture clothes, and black billycock hat. Was seen, 19th inst., outside Rochdale, making towards Bacup. Has friends at Haslingden. Will probably endeavour to obtain employ ment at a jobbing watchmaker's shop. Warrant issued. Information to Chief Constable Wilkinson, Roch dale. i LEICESTERSHIRE. 27.— Belgrave ( County).— For stealing £ 15 at Aylestone Park— HARRY HOLT, alias ALFRED, age 46, height 5 ft. 11 in., complexion ( pale) sallow, hair ( bald on top) dark, eyes dark brown, blue scar bridge of nose; dress, black coat and vest, grey striped trousers, and brown billycock hat. Wore a ring with blue stone on third finger left hand. A pensioner, late of the 17th Lancers, which regiment he left in 1885. A native of Beverley, Yorks.— Mrs. HOLT, age 39, height 5 ft. 1 in., complexion fresh, hair ( cut short, frizzed, and rough) brown, eyes brown ; dress, brown cloth jacket, brown stuff dress, white straw hat trimmed with a band of blue ribbon. Stated she was married in Leeds, and that her father has nursery gardens at Beverley. A native of Beverley, Yorks. Warrant issued. Information to Supt. Ormiston, Belgrave. MIDLOTHIAN. 28.— Edinburgh ( County).— Woodcut portrait and description of ALEXANDER JAMES MORGAN, an officer's servant, of the 13th Hussars, whose appre- hension is sought for stealing £- 20 gold and silver; a gold albert, long link pattern ( old and much worn), small cigar- cutter ( champagne bottle) attached; a small Geneva watch, white dial, gold chapters, small flower on dial near seconds hand ; a slate colour cloth jacket, " Wall, Corporation- street, Manchester," on tab ; vest of same material, bottom button deficient; a pair of pepper- and- salt tweed trousers, with narrow dark stripe, " Beattie, Manchester," cn buttons- age 22, height 5 ft. 7J in., slight build, complexion fair, hair brown, eyes grey, smart appearance, two false teeth in front of upper jaw, ring and cot tattooed left forearm, scar on do., mole left loin; may be wearing the stolen clothing, having deserted in uniform. A native of Gloucester. His wife ( maiden name " Lee" or " Lees") resides with a brother, an upholsterer, near Barrack- street, Leeds, and father, John Morgan, resides at New- street, Gloucester.
