THE POLICE GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, SEPTEMBER 20, 1889. VOL. VI., No. 598. REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and. all communications upon them, should he addressed to THE EDITOB OP THE POLICE GAZETTE, GKEAT SCOTLAND YAED, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, ij sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of itolen property, will be prominently inserted, with detailed particulars, at a cost of 15 « . per portrait, and of Is. 6d. per photograph or sketch oj a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must he signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, an their apprehension or recovery, at once transmit to the jEdilot notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded to as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side oj the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must le in advance, either at the office, Great Scotland Yard, by cheque, crossed '' Brummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rales on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the umber at present supplied will be forwarded on appli- cation in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty in that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— D Division.— For stealing, 10th inst., from their lodgings, a quantity of gentlemen's wearing apparel and a gold buckle ring— BOB STONE, age 25, height 5 ft. 9 in., complexion florid, hair, slight mous- tache, and eyes dark ; dress, dark clothes and hard felt hat, shabby appearance. BANGS, age 30, height 5 ft. 6 in., complexion, hair, side- whiskers and eyes dark, bald patches all over head, apparently from taking drugs ; dress, dark clothes, hard felt hat, shabby appearance. Both men are horsekeepers, and will probably seek employment in the provinces. 2.— D Division.— For stealing, 8th inst., a single stone diamond ring — HARRY EUGENE MON- TAGUE CHAD WICK, age 25, height 5 ft. 6 in., com- plexion sallow, hair and slight moustache dark brown, eyes grey ; dress, black coat and vest, light trousers, high silk hat; gentlemanly appearance. Believed to be travelling the provinces with his brother Walter, committing larcenies from jewellers' shops. A native of London. 3.— N Division.— For wilfully damaging cucum- ber and tomato plants at Edmonton, 15th ult.— HARRY LEAH MAN, a German, age 32, height 5 ft. 4 in., complexion fair, hair dark brown, moustache fair, eyes blue; dress, dark cutaway coat, tweed trousers, lace boots, black hard felt hat. A florist, and may seek employment at florists and nurserymen. Warrant issued. 4.— P Division.— For obtaining a dog cart by means of a worthless cheque drawn on London and South - Western Bank, " Camberwell Branch "— H. F. W. EDWARDS, a printer, age 30, height 5 ft. 7 in., complexion sallow, hair light brown, moustache ( heavy) light, eyes hazel, twists his moustache when talking, speaks very quickly, of gentlemanly appear- ance and good address ; dress, black diagonal cutaway coat and vest, dark mixiure tweed trousers, high black silk hat. A native of Camberwell. Had in his pos- session 3 large boxes and several parcels. Is accom- panied by his wife and 2 children ( girls), ages 3 and 5 years. Booked from Herne- hill to Lime- street, Liver- pool 2nd inst. Warrant issued. 5.— Y Division.— For stealing £ 10- GEORGE KNOTTS, age 14, height 5 ft. 2 in., complexion fair, hair light, eyes blue, full face ; dress, dark jacket and vest, tweed trousers, hard felt hat, lace boots. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 6.— Woodcut portrait and description of GEORGE CLARKE, a bank clerk, late of Mount Cottage, Pinner, Middlesex, whose apprehension is sought for stealing a large sum of money, age 47, height 5 ft. 7 in., stout build, complexion florid, hair dark red, side whiskers and moustache red, scar left jaw ; wears gold spectacles. His wife and six children arrived at Sydney, Australia, about 23rd ult. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 7.— Windsor { Borough).— For embezzlement— BARNET BOLTON, a milk carrier, age 26 to 28, height about 5 ft. 7 in., slight build, complexion fair, hair light brown, slight side whiskers and moustache, small mole on side of face. Warrant issued. Information to Supt. Armour, Windsor. BUCKINGHAMSHIRE. 8.— Slough { County).— For embezzling £ 1 6s. 6d. at Colnbrook, 28th ult.— GEORGE DRAPER, age 30, looks older, height 5 ft. 9 in., stiff build, complexion fresh, hair and eyes brown, appearance of a stable- man ; dress, dark grey suit ( old and dirty), and hard felt hat. Warrant issued. Information to Supt. Dunham, Slough. CHESHIRE. 9.— Bi rkenhead f County).— For stealing from a saddle room at Brimstage, a double- cased silver lever hunting watch, cream colour dial, glass cracked, " Wm. Whitby" engraved on dome, maker, " J. R. DERBYSHIRE. 10,— Derby { Borough).— For stealing tools— JOHN MORRISON, age about 25, height 5 ft. 4 or 5 in., slight build, complexion, whiskers, and moustache ( slight) dark. Has been employed as a labourer at the Midland Railway Carriage Department, Derby. Is a beltmaker by trade, and has worked at Leicester as a painter's labourer. A native of Hyde, Cheshire. Warrant issued. Information to Lieut.- Colonel Delacombe, Chief Constable, Derby. DURHAM. 11.— Sunderland [ Borough).— For stealing from a bedroom at a hotel, daring night of 7th inst., 1 five- shilling piece, made into a brooch, works on a swivel, scalloped edge ; 1 oval gold brooch, diamond in centre, imitation chain work near edge, about 1J in. long. ; 2 silver brooches ( one about 2 in. broad, check pattern, the other narrow, flowered on top); 1 silver chain necklace, 1 link plain with knob at each side, the other filigree on one side ; 1 small silver oval locket; 1 dark green morocco purse, fastens with spring at side, 2 places at side for stamps, containing 5 sovereigns; 1 bunch of small keys on steel ring; 2 round silver brooches ( one has a bird with spread w'ngs engraved thereon, no pin ; the other figured edge, plain centre); 2 strings of pearls ( one as a necklace, pearls about size of marbles); 1 black velvet necklace, with steel beads — A MAN, supposed name W. M. ROBINOW, age 25 to 30, height 5 ft. 9 or 10 in., rather slender build, hair ( thin in front) and side whiskers dark, rather long nose and face, sunburnt; dress, black coat and vest, dark trousers, supposed low shoes, collar, front, and light coloured tie. Has the appearance of a foreigner, and is fond of playing billiards. Left the hotel at 3 30 p. m., 7th inst. ( after being observed to leave the bed- room), wearing a black velvet smoking cap. In his bedroom was found a black leather bag and a felt hat The bag bears the name " E. and J. Milne, makers, 126, Princess- street, Edinburgh/' and contains 2 white shirts, makers name " Baikie and Dixon, Shirt Makers, Edinburgh," one of the shirts is marked " W. M. itobinow " on lap ; 6 linen stand- up collars ; 6 white linen handkerchiefs, 5 marked " A. R." in white needle- work, the other marked " M. R." Warrant issued. Information to Chief Constable Huntley, Sunderland sealskin jacket, brown straw hat ( sugar- loaf shape) trimmed with brown ribbon and two brown bird's wings behind. A native of Carmarthenshire. Sup- posed known at Llanelly, Swansea, and Goodwich, Pembrokeshire. Had with them 2 girls, aged respec- tively 5 and 6, dressed in blue frocks, white straw hats trimmed with white ribbon. They took two parliamentary tickets from Port Talbot to Bristol, which have not been collected by the G. W. R. officials. Their luggage consisted of 2 black portmanteaus and two brown tin hat- boxes. Rat- cliffe was at Swansea on the day he went away, and left there by the 5.40 p. m. train, his wife and children joining him at Port Talbot; 2^ tickets were issued at Swansea for Glasgow by the same train as Ratcliffe travelled. He is supposed to have a large sum of money in his possession, and may endeavour to emi- grate. Warrant issued. 13.— Bridgend [ County).— For arson- GEORGE YAUGHAN, a shop manager, age about 40, height about 5 ft. 6 or 7 in., complexion fair, hair light brown, slight side- whiskers and moustache light, eyes ( full) blue, rather narrow'chin with dimple, rather small mouth, walks erect with slow movement; dress, gener- ally light suit; respectable appearance. Left Bridgend 26th ult.; may emigrate. Warrant issued. Information to Supt. Thomas, Bridgend. GLAMORGANSHIRE. 12.— Bridgend [ County).— Woodcut portrait and description of WILLIAM RATCLIFFE, alias WIL- LIAM MATTHEW RATCLIFFE, a bank cashier, HAMPSHIRE: 14,— Portsmouth [ Borough). — For larceny— WILLIAM HENRY PHILLIPS, a deserter from the Royal Marine Artillery, age 21, height 5 ft. 9J in., complexion fresh, hair brown, eyes blue, scar outside left eye, back of right hand, and left shin, 2 dots tattooed back of left hand, crown and anchor and 3 stripes left forearm. A native of Greenwich. Absconded 2nd inst. Information to Chief Constable Cosser, Portsmouth. HERTFORDSHIRE. £ 1 REWARD. 15,— Hemel Hempstead [ County).— For desert ing his two children, leaving them chargeable to the Great Berkhamstead Union— WILLIAM CHARLES WASSALL, age about 30, height 5 ft. 9 in., complexion florid, hair brown, eyes grey ; respectably dressed. A ! native of Hemel Hempstead. Has served in the 9th Lancers, Herts Constabulary, and Metropolitan Police. Warrant issued. The above reward will be paid by the Guardians of the Union for the apprehension of Wassail. Information to Deputy Chief Constable Pearson, Hemel Hempstead. slightly round- shouldered, lost one tooth in upper front jaw, addicted to drink, and very talkative • dress, black diagonal cloth coat and vest, brown check tweed trousers, heavy lace boots, and hard felt hat Was formerly in business as a greengrocer, and has been employed as a weaver. May endeavour to obtain employment as grocer's porter. Has a brother a hairdresser, residing at Booth- street, Chorlton- on- Medlock; an uncle a contractor at Chatteris, Cam- bridgeshire ; an aunt at School Houso- lane, South Teddington ; and one at Newbridge- lane, Stockport; and has friends at Liverpool, Colne, Ramsbottom, and Blackburn. Absconded 28th ult. Warrant issued. Information to Chief Constable Cummings, Bacup. 20.— Bootle [ Borough).— For obtaining money by false pretences- ANDREW CAMPBELL, a Scotch- man, age 34, height 5 ft. 6 in., rather stout build, hair ( cut very short) mouse colour, moustache ( very slight) light, sunken eyes, scar left temple, speaks with a very strong accent, square shoulders, rather thin legs ; dress, black ribbed coat and vest, light check trousers, and light brown hat.— FLO LEYLAND, age 23 ( looks about 18), height 5 ft. 3 in., complexion fair, hair light; dress, short black jacket, beaver round neck, brown plaid dress, and black straw hat trimmed velvet and red roses, or brown hat. Carries a brown silk parasol, with long handle of carved wood. A native of Hanley, Stafford. Bogus theatrical company pro- moters, generally calling themselves the Lottery of Life Company. Have with them a boy whom they call " Joe," age about 5 years, complexion and hair fair; dress, blue and white cotton suit, and dark brown over- coat with cape. Warrant issued. Information to Chief Constable Espiney, Bootle- cum- Linacre. 21.— Burnley ( Borough).— For stealing, 30th ult. — 1 .£ 10 Bank of England note ; 3 £ 5 do.; 1 grey dress trimmed silver braid down sides and round wrists; and 1 very dark grey dress with tuck at bottom— MARY McDONALD, age 35 or 40, height about 5 ft., rather stout build, complexion dark, very prominent eyes, thick hands and short fat fingers ; dress, brown ulster with hood, s. nd dark navy blue hat, trimmed blue. Carried a tartan mackintosh on arm. Is ac- companied by her son, age 9 ; dress, rough mixture cloth overcoat with cape, and grey knickerbocker suit. Information to Chief Constable Harrop, Burnley. 22.— Salford [ Borough).— For larceny— KATE FRYER, alias SHARPES and SHARKES, age 26, height 5 ft. 6 in., complexion fresh, hair brown, far advanced in pregnancy; dress, brown wincey skirt, printed bodice, and white apron. Warrant issued. Information to the Chief Constable, Salford. whose apprehension is sought for forgery— age 29 height 5 ft. 8 in., slight build, complexion pale, hair dark brown, whiskers round face ( thin, closely cut) and slight moustache dark, now probably clean shaved, eyes dark ( piercing), thin small features, walks erect and quickly, of gentlemanly appearance and manners; dress, when last seen, black cloth suit and black bowler hat. A native of Ystradowen, near Cowbridge. Was a bank cashier at Aberavon, and left his home on the 30th July last for 14 days' holiday, but has not been heard of since. Was accompanied by his wife, Kate Sarah, age 28, height about 5 ft., complexion sallow, hair light brown, eyes blue, round full face, fond of drink; dress, when left, black merino dress, brown KENT. 16.— Canterbury [ City).— For stealing a black worsted jacket and vest; a pair of light grey trousers ; and £ 6 gold— WILLIAM ISAAC PARKER, an officer's servant, of the East Kent Regiment, age 23, height 5 ft. 5i in., complexion sallow, hair and eyes brown, clean shaved ; dre3sed in the stolen clothing. A native of Deal. Information to Chief Constable Peacock, Canterbury 17.— Margate [ Borough).— For stealing from a shop till, 2nd inst., a small round Scotch plaid box, £ 2 silver and bronze, 1 half- sovereign, and three Postal Orders for 20s. each, signed " F. B. Home," issued at Rockingham- road, Kettering, probable num- bers 915855- 6 and 7, or 915859- 60 and 61— TWO MEN, first: slight build, height 5 ft. 10 in., complexion fair ; dress, black jacket and vest, drab trousers, grey cap, who went to the shop under the pretence of purchasing a post- card, when he stated his dog had gone down- stairs and accompanied the shop keeper to look for it, when the second man, who had a light moustache, and wore a black coat and hat, entered the shop and com mitted the robbery. Information to Chief Constable Buck, Margate. 18.— Margate [ Borough).— PERCY STEDHALL, Case No. 90, 13th inst., not to be apprehended; tricycle recovered. LEICESTERSHIRE. 23.— Leicester [ Borough).— For larceny— A MAN, age about 30, height 5 ft 6 or 7 in., rather stout, com- plexion ruddy, moustache dark brown, full face, nose red at end; dress, dark or black check coat, brown trousers, and hard felt hat. This man represents himself as a workman sent to execute some repairs, and so gains admission to insti- tutions and large boarding establishments, where he commits a larceny. ( See Case No. 27). Bacup ( Borough). — For embezzlement — CHARLES SHANKS, a potato salesman or carter, age 26 ( looks younger), height 5 ft. 4J in., slight build, I hair light brown, whiskers and moustache sandy, FRIDAY, SEPTEMBER 27, 1889. T H E POLICE GAZETTE. I> an officer's servant, of the 13th Hussars, - whose appre- hension is sought for stealing £ 20 gold and silver; a gold albert, long link pattern ( old and much - worn), limall cigar- cutter ( champagne bottle) attached; a small Geneva watch, white dial, gold chapters, small flower on dial near seconds hand ; a slate colour cloth jacket, " Wall, Corporation- street, Manchester," on tab ; vest of same material, bottom button deficient; a pair of pepper- and- salt tweed trousers, with narrow dark stripe, " Beattie, Manchester," on buttons— age 22, height 5 ft. 7$ in., slight build, complexion fain hair brown, eyes grey, smart appearance, two false teeth in front of upper jaw, ring and dot tattooed left forearm, scar on do., mole left loin; may be wearing the stolen clothing, having deserted in nniform. A native of Gloucester. His wife ( maiden name " Lee " or " Lees ") resides with a brother, an upholsterer, near Barrack- street, Leeds, and father, John Morgan, resides at New- street, Gloucester. Not to be apprehended out of the United Kingdom. Information to Col. Borthwick, Chief Constable, Edinburgh. NORFOLK. 25.— Norwich ( City y).— For embezzlement— ARTHUR DAWSON, age 26, height 5 ft. 6 in., com- plexion fair, hair brown, eyes ( full and prominent) grey, walks erect, carries his right foot outwards, and twitches right shoulder when walking; dress, light brown cloth jacket, brown cloth trousers, black hard felt hat, and stand- up collar ( turn- down corners). Warrant issued. Information to Chief Constable Hitchman, Norwich. NORTHAMPTONSHIRE. 26.— Northampton ( County).— For stealing £ 13 — GEORGE GREEN, alias SHANDY, a stableman, age 25, height 5 ft. 5 or 6 in., stout build, complexion ruddy, round face, hair ( cut short) dark, no whiskers or moustache, swinging gait, slightly bow- legged; dres3, pepper and- salt coat and vest, dark plaid trou- sers, " Groom to Prince Henry of Battenburg " written on vest band, white satin tie, strong boots ( newly soled). A native of London. Warrant issued. Information to Supt. Alexander, Northampton. 27— Northampton ( Borough).— For stealing, from the General Infirmary, a silver keyless watch ; a silver albert ( recovered); a silver Geneva watch, white dial, seconds hand 2 or 3 scratches on inside of outer case, flowered back, " Kendal and Dent " thereon ; and a silk beaded chain— WILLIAM TAYLOR ( supposed false), age about 30, height 5 ft. 6 or 7 in., stout build, full red face, supposed clean shaved ; dress, dark brown tweed suit, and hard felt hat. Appearance of a plumber or printer. When found in the Infirmary he stated that he had come to put some window cords in, but on being asked for the order said he would fetch it, and has not since returned. Wanted at Leicester for a similar offence. ( See Case No. 23 ) 28.— Northampton ( Borough).— For stealing, 7th inst., a black cloth jacket and vest ( recovered); a metal watch ; and an albert chain, composed of three halfpenny- pieces, with a lion shilling and 2 small silver coins attached— FREDERICK OGDEN, age 25 or 26, height 5 ft. 8 or 9 in-, complexion, hair, and eyes dark, scar from cut on forehead, tattooed chest and legs, anchor on one arm; dress, dark clothes. Has been working at the tailoring, but was formerly in the rough stuff shop of a shoe warehouse. Was discharged from the Army with ignominy. Information to Chief Constable Mardlin, North- ampton. NORTHUMBERLAND. 29.— Newcastle- on- Tyne ( City).— For stealing oil- painting ( Case No. 71, 13</ t inst., recovered)— E. G OSBORNE, age 38 to 40, height 5 ft. 9 or 10 in., com- plexion, hair, and moustache ( heavy) dark, stout figure, broad shoulders, smart appearance, of good address ; dress, black frock coat and silk hat. A dealer in oil paintings. Is generally accompanied by his wife and a young man named Hollis Last traced to London. Usual residence Liverpool. Information to the Chief Constable, Newcastle- upon- Tyne. OXFORDSHIRE. 30.— Oxford ( City).— For obtaining goods and money by means of fictitious cheques on the Charing- cros3 Bank, London— HUGH DIXON, age about 35, height 5 ft. 10 in., complexion fair, moustache ( slight) light, thin face, right arm contracted, very irregular teeth, very large corns or bunions on toes ; dress ( sup- posed), black silk velvet jacket and vest, striped trou- sers, and brown felt hat. Has with him a black silk hat, and may be carrying a black Inverness waterproof and ebony walking- stick, with carved ivory handle ( dog's head), or a hazel with silver band. Trades through the Exchange and Mart. Has used the name of Dr. Donaldson, Dr. FJetcher- Milner, Dr. Collier, and Thomas Nesbit, and may assume the name of Monro or De Neuville. Warrant issued. Woodland, 15th October, 1877, to 6 months for false pretences; and at Warwick, as Edward Clarke, 3rd July, 1888, to 12 months for felony.
