All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOE OF THE POLICE GAZETTE, GBEAT SCOTLAND YAI; D, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, ij sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6( I. per photograph or sketch oj a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editot notice of the fact, referring to the number of the announcement for insa lieu in the next issue. 10. In all cases, the officer signing the request for insertion of ai'j announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Ant ouncements for the Friday issue should be forwarded so < I « to le received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side oj the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed '' Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in Btrict alphabetical order. 5.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. NOTICE, EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT, METROPOLITAN POLICE DISTRICT. 1.— D Division.— For obtaining £ 80 by fraud— CHARLES ROSE, age about 28, height 5 ft. 2 in., complexion fair, hair light brown, moustache ( cut short) light, eyes blue; dress, dark clothes, respectable appearance. Has in his possession a cheque book on the Notting- hill Branch of the London and South- Western Bank, which he is now using to obtain money. Was last hoard of at Southampton, wl re he was in custody, and discharged on the 15th ins Is now supposed to be visiting seaside towns. S-.^. vtimes represents him- self as a doctor, and sometimes a barrister; a native of Stoke Newington, London. Warrant issued. 2.— G Division.— Woodcut portrait and descrip- tion of EBENEZER BETHRAY, whose apprehension pug nose with large scar right side, sulky forbidding countenance, awkward shuffling gait, stoops; dress, blue serge jacket and vest, blue striped trousers, blue cloth peak cap, and lace boots— all old and dirty. A native of Colchester. Supposed gone to the hop dis- tricts in Kent, Surrey, or Hants. ( See Case No. 6, 16th inst.) 5.— N Division,— For stealing a blank cheque, since forged and uttered for £ 20- SARAH ANN SANES, nee BROADHEAD, age 26, height 5 ft. 5 in., complexion fresh, hair ( frizzed on forehead), dark brown, eyes blue ; dress, black dress, trimmed with watered silk, black straw hat, trimmed with black crape, lace boots. A t^ tive of York, which place she left about 24th Juiy lasu for Scarborough, where she may be found. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 6.— Woodcut portrait and description of CARL FASSHAUER, a German, whose apprehension is sought for forgery— age 27, height 5 ft. 9 in., hair ( thin is sought for embezzling £ 100, age about 40, height about 5 ft. 4 in, complexion pale, hair, whiskers, and moustache ( straggling), dark brown, eyes ( small) greenish- blue, ca3t in right, bow- legged, and walks with a shuffling gait, hangs his head clown and swings his arms when walking ; dress, black frockcoat, trousers and vest, or serge jacket suit, and high hat; wears a plain gold stud set diamonds. Warrant issued. 3.— J Division.— For stealing horse, cart, and harness ( recovered, Case No. 55, 2nd inst.)— WILLIAM LOVED AY, age 28, height 5 ft. 4 in., complexion and hair dark, full face; dress, dark striped suit, and black hard felt hat. A horse- dealer; native of Elnidon, Essex. Is well known at Saffron Walden and Royston, also at horse repositories and fairs. 4.— J Division. — For attempted murder — PHILLIP SPRINGETT, age 60, height 5 ft. 4 in., complexion fair, hair white, eye3 grey, large thick in front of forehead), beard ( short), and moustache dark brown ; dressed respectably. A bank clerk. Warrant issued. * Information to Inspector McWilliam, 26, Old Jewry, E. C. 7.— CONSTANTINE BARANOFF, POLICE GAZETTE, 30th August, 1882, not to be arrested. Warrant withdrawn. A carman; has served in the 18th Hussars, and now belongs to the Army Reserve. Information to Supt. Hummerstone, Watford. KENT. 19.— Ashford ( County).— For stealing at Egerton, 26th inst.— A lady's small silver Geneva watch, engine- turned case, slightly cut through at plaoes; a lady's silver albert chain, with tassel at end ; a silver necklet with oval- shaped locket, brooch, and earrings to match, and about 10s. silver— A MAN, age 40 to 50, height 5 ft. 7 or 8 in., complexion fair, hair ( frizzy at sides) brown, long sandy moustache, speaks peculiarly and quickly ; dress, black cloth coat, dark striped trousers, white stand- up mackintosh collar and cuffs, lace shoes nailed round the toes. Stated he was a tailor, and that he had been in the Army. Information to Supt. Wenham, Ashford. 20.— Canterbury ( Borough).— For abduction— FREDERICK KEMSLEY, a gardener, age about 32, height 5 ft. 6 or 7 in., complexion fresh, hair very dark brown, whiskers and moustache, eyes grey, inclined to be corpulent, cut mark above left eye. Accompanied by Emily Gravenor, age 16 ( looks older); dress, short black stockingette jacket with cord at one side, navy blue dress, black straw hat trimmed crape and yellow roses, side- spring boots. Warrant issued. 21.— Canterbury ( Borough).— For forgery— STANLEY THORNE, alias ARTHUR JOHN MIL- SOM, a clerk, age about 23, height 5 ft. 7 in., com- plexion fresh, hair brown, eyes blue, " A. J." tattooed left arm, scar left arm, temple, and eyebrow. Has served in the 5th Lancers and Cameron Highlanders. His parents reside at Star- street, Wapping, and his wife ( Mrs. Milsom) is a schoolmistress or governess in Gloucestershire, where he may be found. Warrant issued. Information to Chief Constable Peacock, Canter- bury. 22.— Margate ( Borough).— For stealing 21st inat., 1 brown leather Gladstone bag ( nearly new); 1 double breasted blue Melton overcoat, silk facings; 1 light check bicycle suit, with black silk ribbon down sides of knickerbockers; 1 pair white flannel trousers; 1 pair black ditto; 1 white vest; 3 shirts, 5 pairs of socks, 8 collars, 6 pocket handkerchiefs, 1 silk ditto, 1 pair button boots ; 1 silver lever watch, with twisted steel albert attached ; 6 neckties ; 5 pairs of cuffs ; 1 brush and comb; 1 clothes brush ; 1 pair of slippers ; 1 walking stick ; most of the linen is marked " H. M. Playle"— ERNEST ATTWELL, alias WEIR, age about 19, height 5 ft. 9 in., complexion, hair and eyes dark, prominent nose ; dress, black mixture double- breasted jacket with silk facings, mixture striped tweed trou- sers, white canvas shoes with guttapercha soles, brown deer- stalker hat. A native of Dulwich, London. Warrant issued. Information to Chief Constable Buck, Margate. LANCASHIRE. 23.— Burnley ( County).— For rape— JOHN WIL- LIAM HOOLER, alias COLNER or COWNER, age 20, height about 5 ft. 7 in., complexion fresh, hair brown, eyes dark, high cheek- bones, slightly bow- legged, is very fond of gambling, especially tossing; dress, black shooting coat and vest, broad corduroy trousers ( patched at one knee), black- and- white scarf, tied sailor's knot, clogs, black billycock hat. A native of Colne, Lancashire, but brought up at Burnley. Warrant issued. Information to Supt. Barnett, Burnley. LEICESTERSHIRE. 24.— Market Harborough ( County). — For breaking and entering a dwelling- house, 7th inst.— JOHN CARTER, alias HARRY JONES, age 26, height 5 ft. 6 in., complexion sallow, hair and mous- tache dark brown, eyes hazel ; dress, blue serge jacket, dark vest, blue cloth military trousers ( stripes taken out), white collar turned down at corner, black tie, and black hard felt hat with cloth band 2 in. deep. A painter, native of Chester. Has been in the Leicester- shire Regiment, and was invalided from India in May last. Information to the Chief Constable, Leicester, or to Supt. Bett, Market Harborough. 25.— Leicester ( Borough).— For larceny— A MAN, age about 30, height 5 ft 6 or 7 in., rather stout, com- plexion ruddy, moustache dark brown, full face, nose red at end; dress, dark or black check coat, brown trousers, and hard felt hat. This man represents himself as a workman sent to lack silk tie, heavy lace boots, carried a walking- stick and yellow leather bag. Keeps company with evangelists. Will endeavour to leave the country, having spoken of becoming a missionary. Information to Supt. McKay, Ayr. BEDFORDSHIRE. 9.— Sharnbrook ( County).— For stealing, 22nd inst., from an inn at Harrold, a half- sovereign, with hole through it; a lady's gold watch and gilt chain ; a double case verge watch ; a pair of tortoiseshell ear- rings set in gold, and brooch to match ; a large cameo brooch set in silver; a small locket; a gold sleeve- link ; a plated fish- knife and fork ; and £ 28 cash— A MAN, age 23 or 24, height 5 ft. 4 or 5 in., complexion pale, hair light brown, clean shaved ; dress, black coat and vest, light check trousers, lace boots, and black hard felt hat. Carried an ulster coat in parcel straps. ( Supposed same as described in Case No. 10.) Information to Inspector Cain, Sharnbrook. 10.— Luton ( Borough).— For stealing, 17th inst., from a hotel, a very old- fashioned lady's gold verge watch, No. 4357, winds up in face ; a gentleman's silver lever watch, with buffalo horn, and gold chain and seal attached ; a lady's long gold chain, very old pattern ; a very old pearl brooch ; a brown morocco case, lined blue velvet, containing a pair of gold sleeve links ( oval), 3 gold shirt studs, and 1 collar stud ; a plain gold ring, with oval box containing hair, " In memory of My Mother" engraved thereon ; a small silver scis- sors sheath ; a japanned cash- box ; and about £ 5 cash — A MAN, age about 23, height 5 ft. 4 in., slight build, complexion fair, hair light brown, little or no beard, slight moustache ; dress, dark clothes, and black felt hat with hard brim and soft crown ; carried a coat with plaid lining in parcel straps. BUCKINGHAMSHIRE. 11.— Fenny Stratford ( County).— For embezzling .£ 52 5s.— HENRY STANISLAWS, a clerk, age 26, height 5 ft. 1 or 2 in., thin build, com- plexion pale, hair brown, small moustache, eyes grey, Roman nose, little finger of both hands con- tracted, carries his head forward when walking; dresses very respectably, and may be wearing a black velvet coat and vest. Has relatives at Ivy Cottage, Francke- road, Kidderminster; at 108, Plymouth- place Leamington ; and at Beechwood, Kendal. His father is musical director at the Prince of Wales' Theatre, London. r- Warrant issued. Information to Supt. Hall, Fenny Stratford. CHESHIRE. 13.— Middlewich [ County).— Woodcut portrait and description of CLEMENT TAYLOR, stockbroker CUMBERLAND. 14.— Alston ( County).— For housebreaking, 19th inst.— EDWARD SINCLAIR, age 18 to 20, height 5 ft. 7 or 8 in., complexion fresh, hair light, eyes blue; dress, black ribbed cloth or serge jacket, grey striped trousers ( repaired at knees, thighs, and seat with cloth of different material), woollen scarf, and cap with peak; wore neither vest, shirt, nor stockings. Sup- posed native of Yorkshire. Warrant issued. Information to Supt. Fowler, Penrith. CAMBRIDGESHIRE. 12.— Cambridge ( Borough).— Woodcut portrait and description of THOMAS STOREY, a clerk, whose apprehension is sought for forging a cheque for i£ l61 8s. 4d., which amount he obtained 29th ult., absconding 1st inst.— age 28, height 6 ft., complexion fair, eyes grey, hair and moustache light brown, rather long, thin, pointed nose, slightly bent on one side, well built, square shoulders, of gentlemanly appearance and address; dress, dark blue or black suit, boating jacket, coat, black felt bowler hat, had with him a black alpaca mackintosh with cape. Has been abroad; likely to be found in company of betting men ; may have left or will endeavour to leave the country. A Scotchman. Had with him Bank of England notes of the following numbers :— 52190 to 52195, 47258 to 47265, 01713, 22938, 35901 to 35907, 94545, 67486, 14313, 96827, 96826, 23566, 60459, Liverpool 5/ 3/ 88, 08131, 43290, 92202, 92327, 90683, a portion of which have been received at the Bank of England. DORSETSHIRE. 15.— Wimborne ( County).— For embezzlement— JOHN JAMES BUTLER, age 38, height 5 ft. 6 in., complexion, hair, whiskers, and eyes dark, scar back of neck ; dress, long brown coat. Appearance of a tramp. A fish and fruit hawker; native of Portsmouth. Warrant issued. Information to Supt .- Marsh, Wimborne. DUMFRIESSHIRE. 16.— Dumfries ( County).— Woodcut portrait and description of SAMUEL JOHNSTONE, alias GEORGE GRAHAM, whose apprehension is sought HAMPSHIRE. 17.— Southampton ( Borough).- For failing to report- Supervisee WALTER PARKINSON, Office No. 37940, age 36, height 5 ft. 2 in., complexion fresh, hair dark brown, eyes light blue, scars on forehead, right cheek, and chin. Sentenced at Dorchester,' 3rd July, 1888, to 6 months'imprisonment and 2 years' police supervision for larceny. Information to the Head Constable, Borough Police, Southampton. and accountant, whose apprehension is sought for mis- appropriating the sum of £ 111 7s. 6d.— age 29, height 5 ft. 6 or 7 in., complexion pale, slightly freckled, hair, whiskers, moustache, and eyes brown, walks with a short, quick step, and leans slightly forward. His father is a farmer, and resides at Norbury, near Whitchurch, Salop. Warrant issued. Information to Supt. Plant, Middlewich. for stealing farm servants' clothing at Greenwrae— age 23, height 5 ft. 5 in., complexion fresh, hair light brown, eyes grey, fair thin moustache ( may have thin whiskers), round face, eyes sup- posed to be blood- shot; dress, dark small check tweed jacket, tweed trousers ( darker than jacket), blue cap, lace boots. A native of Annan, Dumfries- shire. Has been convicted of larceny in Cumberland, Lancashire, and at Dumfries, and is wanted for larceny at Appleby. Generally engages as a farm servant, and after a short time commits a theft and absconds. Information to the Chief Constable, Dumfries. FRIDAY, SEPTEMBER 13, 1889. LINCOLNSHIRE. 26.— Bourne ( County).— For larceny at Deeping St. James', 14th inst.— JAMES WATSON, a labourer, age about 50, height 5 ft. 2 or 3 in., complexion dark, clean shaved ; dress, short blue fustian jacket, black cloth vest, brown cloth trousers, white shirt with front and cuffs, strong lace boots, double peak cap, appear- ance of a drover, and stays at common lodging and beer houses. Warrant issued. Information to Supt. Brown, Bourne. MIDLOTHIAN. 27.— Edinburgh ( City).— For fraudulently obtain- ing goods and money by means of fictitious cheques— Dr. J. DONALDSON, age 35, height 5 ft. 10 or 11 in., complexion fair, hair light, small moustache, no whiskers, right arm contracted from the elbow, in consequence of which he has to hold the pen between the middle fingers when writing ; dresses generally in velvet jacket and vest, grey striped trousers, brown felt hat, waterproof with deep cape, occasionally wears a dress hat, and is of gentlemanly appearance. His modus operandi is to call upon tradesmen and make a purchase, in payment of which he tenders a cheque in excess of the account on the London Colonial Bank, 36, Lombard- street, London ( there being no such bank) and obtains the balance in money. Is wanted at Dublin as " Dr. J. Collier" on similar charges. Information to Detective Inspector McEwan, Edin- burgh. 28.— Edinburgh ( City).— For stealing 2 £ 10notes of the Royal Bank of Scotland; 11 £ 1 notes on various banks ; 2 sovereigns ; and a postal order for 2s.— GEORGE GREIG, a shop porter, age about 26, height 5 ft. 8 in., hair dark, clean shaved, prominent nose; dress, black corded coat and vest, dark striped trousers, black felt hat, respectable appearance. Served in the 1st Battalion Royal Scots, and now belongs to the Army Reserve. A grocer, and may seek employment as such or as shop porter. Speaks with a Scotch accent. Information to the Chief Constable, City Police Office, Edinburgh. NORFOLK. 29.— Norwich ( City).— For obtaining goods by false pretences— PHILIP DOYER, age 31, height D ft. 6 in., complexion fresh, hair and eyes brown, mole on chin : dress, light check cloth suit, two peaked cloth cap, stand- up collar. Native of Nor- wich. Supposed to be in the neighbourhood of Hackney. Warrant issued. Information to the Chief Constable, Norwich. NORTHAMPTONSHIRE. 30— Northampton ( Borough).— For stealing, from the General Infirmary, a si'ver keyless watch ; a silver albert ( recovered) ; a silver Geneva watch, white dial, seconds hand, 2 or 3 scratches on inside of outer case, flowered back, " Kendal and Dent " thereon ; and a silk beaded chain— WILLTAM TAYLOR ( supposed false), age about 30, height 5 ft. 6 or 7 in., stout buildt full red face, supposed clean shaved ; dress, dark brown tweed suit, and hard felt hat. Appearance of a plumber or printer. When found in the Infirmary he stated that he had come to put some window cords in, but on being asked for the order said he would fetch it, and has not since returned. Wanted at Leicester for a similar offence. ( See Case No. 25.) Information to the Chief Constable, Northampton. 33.— Hail sham ( County).— For unlawfully taking a certain unmarried girl named Eunice Ellen Wright, under the age of 18 years, out of the possession of her guardians with intent to carnally know her— HENRY GIDEON BARTON, a groom, late of Wil- mington, age 33, height 5 ft. 3 or 4 in., complexion dark, hair dark brown, slight side whiskers, clean shaved under chin; dress ( generally), brown tweed suit. Absconded 13th inst, in company of Eunice Ellen Wright, age 17, height 5 ft. 5 or 6 in., face freckled. Warrant issued. Information to Supt. Renville, Hailsham. 34,— Brighton ( Borough).— For embezzlement— HENRY BECK, age 24, height 5 ft. 8 in., complexion, hair, moustache, and few side- whiskers dark ; dress, dark suit, and black hard felt hat. A native of Brighton. Has served in the 9th Lancers. Warrant issued. Information to Chief Constable Terry, Brighton. SURREY. £ 1 REWARD. 31.— Dorking ( County).— For deserting his wife and 5 children— EDMUND JONES, age 48, height 5 ft. 8 in., complexion, hair, whiskers, and moustache ( turning grey), and eyes dark. Warrant issued. The above reward will be paid by W. O. Reader, Esq., the clerk to the Guardians of the Epsom Union, for the apprehension of Jones. Information to Inspector Woods, Leatherhead. SUSSEX ( EAST). 32.— East Grinstead ( County).— For deserting his wife and family—. JOHN HENRY SCOTT, age 30, height 5 ft. 8 or 9 in., complexion ( freckled) fair, hair and moustache sandy, eyes blue; dress, diagonal coat and vest, moleskin trousers. Attend fairs and races with a booth ( on which he has his name), selling tea and coffee. Warrant issued. Information to Supt. Berry, East Grinstead. WARWICKSHIRE. 35.— Leamington ( Borough).— For obtaining money by false pretences— A Man, who gave the name of E. He generally obtains possession by saying he is the groom at the place named and has been sent with the letter, which is always well written, some words being in each case abbreviated.
