REGULA 1. - All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to. THE EDITOB OF THE POLICE GAZETTE, GBEAT SCOTLAND YAED, LONDON, S. W. , L Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. & Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified 4. In all cases where a reward is offered the name and address of some person responsible for '. he payment must be given, and the exact conditions be clearly stated. 4. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature \ f an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property bi. rr a nx. moer, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen proverty to be inserted if* the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the rfficer signing the request for insertion of any E- nounccment, will be wholly responsible for any proceedings which may result from such publication 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. 1 hey must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " jDrummond £ Co.," Post Office Order payable at Charing Cross, Po- tal Order, or in Stamps. 13. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lat of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver np to each other, reoiprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no ccue, nor under any consideration whatever, ihall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty i » that - either Government may deliver np its own Bnbjecta to the other Government, bat can not be considered ^ ound to do so. APPREHENSIONS SOUGHT. BUTESHIRE. *, ROTHESAY ( County),— Woodcut portrait and descrip- tion of JOHN WATSON LAURIE, alias JOHN ANNAN- DALE, whose apprehension is sought for the murder of Edwin Robert Rose, on Goatfell, Island of Arran, on 15th ult.— age 25, height 5 ft. 6 or 7 in., weighs between 9 and 10 stone, complexion fresh and fair, hair, whiskers ( slight) and moustache light ( may have shaved), eyes blue, broad features, high cheek- bones, very good teeth, rather good- looking, and of gentle- manly appearance, pleasant manner, and appears as if he would like to leave a favourable impression, square shoulders, walks with a peculiar rocking gait, of social disposition, is a fair bari- tone, and plays the violin ; dress when last seen, dark coat and vest, dark trousers with dark greenish stripe, and felt hat; may wear blue cloth jacket and light overcoat, or tennis suit with knickerbockers; is always well- dress3d, A pattern- maker, native of Coatbridge, Lanarkshire, or Kir- kintilloch, Dumbartonshire. May have in his possession an American box about 3 ft, 6 in. long, 2 ft. 6 in. deep, and about 2 ft, broad, covered with black leather and studded with brass nails, much wrorn, a light leather bag, and a black tool chest, about 32 in long, 16 in. broad, and 14 in, deep. Warrant issued. Information to Chief Constable Mackay, Rothesay, 2 METROPOLITAN POLICE DISTRICT. 2.— D Division.— For obtaining, by false cheque on Messrs. Lacy, Hartland, Woodbridge and Co , 60, West Smithfield, a quantity of rugs, carpets, etc.— R. WEST, alias JOHN MORTON, age about 50, height about 5 ft. 7 in , complexion fresh, hair dark, full beard and whiskers, turning grey, eyes ( cast in one) hazel, pimples on face, is addicted to drink; dress Bhort velveteen coat and vest, check trousers, and high silk hat. He ordered the goods to be sent to 15, Queen's- road, Bound's- green, Wood- green, then wrote out the cheques in payment; the - whole of the goods were shortly after removed from the house, which is now closed. Warrant issued. 3.— G Division.— Woodcut portrait and descrip- tion of EBENEZER BETHRAY, whose apprehf nsion is sought for embezzling £ 100, age about 40, height about 5 ft. 4 in, complexion pale, hair, whiskers, and moustache ( straggling), dark brown, eyes ( small) greenish- blue, cast in right, bow- legged, and walks with a shuffling gait, hangs his head down and swings his arms when walking ; dress, black frockcoat, trousers and vest, or serge jacket suit, and high hat; wears a plain gold stud set diamonds. Warrant issued. 4.— J Division.— For stealing horse, cart, and harness ( recovered, Case No. 55, 2nd inst.)— WILLIAM LOVED AY, age 28, height 5 ft. 4 in., complexion and hair dark, full face; dress, dark striped suit, and black hard felt hat. A horse- dealer; native of Elnidon, Essex. Is well known at Saffron Walden and Royston, also at horse repositories and fairs. 5.— J Division. — For attempted murder— PHILLIP SPRINGETT, a stoker, age 60, height 5 ft. 4 in., stout build, complexion fair, hair white, clean shaved, eyes grey, large thick pug nose with large scar right side, sulky forbidding countenance, awkward shuffling gait, stoops; dress, blue serge jacket and vest, blue striped trousers, blue cloth peak cap, lace boots, all old and dirty. Has no means, and may tramp to Colchester, his native place. 6.— N Division.— For stealing, 12th inst., 7 fancy aprons, new, 2 nightgowns, 2 pairs calico drawers, 1 chemise, 2 pocket- handkerchiefs, 1 white knitted striped petticoat, 1 pink flannelette do., 1 pair shoes, and 1 black straw hat— MARY HYRDE, age 17, short, complexion ( freckled), hair ( with fringe on forehead) and eyes dark ; dress, blue Salvation Army dress and jacket, round black straw hat, turned up at back, trimmed with black ribbon and white poppies, lace boots. A native of Halifax. Has an aunt named Langley residing at 30, Hall- lane, Bradford ; a brother at Wellington- street, Middleton Junction, Oldham ; also at 47, Brighton- place, Cholse Brighthouse, York- shire. Known in Halifax and Manchester as a prostitute. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 7.— For embezzlement— WILLIAM JOHN BETTS. a commercial traveller, late of 4, Selbourne- road, Wood- green, Middlesex, age about 25, height 5 ft. 7 or 8 in., hair, moustache, and side- whiskers dark red, full red face, broad shoulders, stout build ; dress, black cut- away coat, light brown trousers, fancy coloured neck- tie, stand- up collar, high silk hat; sometimes wears a black hard felt hat. Warrant issued. g.— Woodcut portrait and description of CARL FASSHAUER, a German, whose apprehension is sought for forgery— age 27, height 5 ft. 9 in , hair ( thin THE POLICE GAZETTE, in front of forehead), beard ( short), and moustache dark brown ; dressed respectably. AYRSHIRE. 9.— Ayr ( Burgh).— For stealing £ 207 in gold from the Commercial Bank, Ayr— WILLIAM COLQU- HOUN, age 20, height about 5 ft. 8 in., complexion sallow, hair dark brown, clean shaved, bridge of nose flat and nostrils extended, lips large and soft, slovenly gait, speaks with Scotch accent; dress, pepper- and- salt coloured jacket and vest, dark grey trousers with light half- inch check, black felt hat( black silk tie, heavy lace boots, carried a walking- stick and yellow leather bag. Keeps company with evangelists. Will endeavour to leave the country, having spoken of becoming a missionary. Information to Supt. McKay, Ayr. BEDFORDSHIRE. 10.— Luton ( Borough).— For obtaining £ 6 by false pretences, 11th ult.— A. G. LUCAS, a clerk, age about 36, height 5 ft. 5 in., stout build, complexion dark, hair ( turning grey) dark brown, moustache, no whiskers; dress ( generally), blue serge suit and hard felt hat. Is well known in the neighbourhood of Barnes. Warrant issued. 11.— Luton ( Borough).— For obtaining a gun, No. 1223, Luton, by false pretences, 5th ult.— JOHN LEE or LEA, age about 35, height 5 ft. 4 in., stiff build' complexion dark, hair black, moustache and side- whiskers, shaved on chin, rather bow- legged ; dress, blue serge suit, - white straw hat with blue- and- white striped band, and brown shoes; generally carries a carpet- bag. States he is a saddler. Is known at Chertsey and other places around the metropolis. Warrant issued, 12.— Luton ( Borough).— For stealing, 17th inst., from a hotel, a very old- fashioned lady's gold verge watch, No. 4357, winds up in face ; a gentleman's silver lever watch, with buffalo horn, and gold chain and seal attached ; a lady's long gold chain, very old pattern . a very old pearl brooch ; a brown morocco case, lined blue velvet, containing a pair of gold sleeve links ( oval), 3 gold shirt studs, and 1 collar stud ; a plain gold ring, with oval box containing hair, " In memory of My Mother " engraved thereon ; a small silver scis- sors sheath ; a japanned cash- box ; and about £ 5 cash — A MAN, age about 23, height 5 ft. 4 in., slight build, complexion fair, hair light brown, little or no beard, slight moustache ; dress, dark clothes, and black felt hat with hard brim and soft crown ; carried a coat with plaid lining in parcel straps. Information to Head Constable Jaquest, Luton. BUCKINGHAMSHIRE. 13.— Fenny Stratford ( County).— For embezzling £ 52 5s.— HENRY STANISLAWS, a clerk, age 26, height 5 ft. 1 or 2 in., thin build, com- plexion pale, hair brown, small moustache, eyes grey, Roman nose, little finger of both hands con- tracted, carries his head forward when walking; dresses very respectably, and may be wearing a black velvet coat and vest. Has relatives at Ivy Cottage, Francke- road, Kidderminster ; at 108, Plymouth- place Leamington ; and at Beechwood, Kendal. His father is musical director at the Prince of Wales' Theatre, London. Warrant issued. Information to Supt. Hall, Fenny Stratford. CAMBRIDGESHIRE. 14.— Cambridge ( Borough).— Woodcut portrait and description of THOMAS STOREY, a clerk, whose apprehension is sought for forging a cheque for £ 161 8s. 4d., which amount he obtained 29th ult., FRIDAY, AUGUST 23, 1889. absconding Ht inst.— age 28, height 6 ft., complexion fair, eyes grey, hair and moustache light brown, rather long, thin, pointed nose, slightly bent on one side, well built, square shoulders, of gentlemanly appearance and address; dress, dark blue or black suit, boating jacket coat, black felt bowler hat, had with him a black alpaca mackintosh with cape. Has been abroad • likely to be found in company of betting men ; may' have left or will endeavour to leave the country. A Scotchman. Had with him Bank of England notes of the following numbers :— 52190 to 52195, 47258 to 47265, 01713, 22933, 35901 to 35907, 94545, 67486, 14313, 96827, 96826, 23566, 60459, Liverpool 5/ 3/ 88, 0813L 43290, 92202, 92327, 90683, a portion of which have been received at the Bank of England. CHESHIRE. 15.— Altrincham ( County).— For stealing, 13th inst, larceny ( person), an old silver lever watch, No. 12448, white dial, flat glass, second hand missing, •' Blackhurst " on works, steel curb chain attached— A WOMAN, age 25 to 30, height 4 ft. 9 or 10 in , com- plexion and hair dark, full face ; dress, black dress and shawl, high straw hat with small brim. Information to Supt. Leighton, Altrincham. 16.— Middlewich ( County).— Woodcut portrait and description of CLEMENT TAYLOR, stockbroker and accountant, whose apprehension is sought for mis- appropriating the sum of £ 111 7s. 6d.— age 29, height 5 ft. 6 or 7 in., complexion pale, slightly freckled, hair, whiskers, moustache, and eyes brown, walks with a short, quick step, and leans slightly forward. His father is a farmer, and resides at Norbury, near Whitchurch, Salop. Warrant issued. Information to Supt. Plant, Middlewich. DUMFRIESSHIRE. 17.— Dumfries ( County).— Woodcut portrait and description of SAMUEL JOHNSTONE, alias GEORGE GRAHAM, whose apprehension is sought for stealing farm servants' clothing at Greenwrae— age 23, height 5 ft. 5 in., complexion fresh, hair light brown, eyes grey, fair thin moustache ( may have thin whiskers), round face, eyes sup- posed to be blood- shot; dress, dark small check tweed jacket, tweed trousers ( darker than jacket), blue cap, lace boots. A native of Annan, Dumfries- shire. Has been convicted of larceny in Cumberland, Lancashire, and at Dumfries, and is wanted for larceny at Appleby. Generally engages as a farm FRIDAY, SEPTEMBER13, 1889. THE POLICE GAZETTE. 3 servant, and after a short time commits a theft and absconds. Information to the Chief Constable, Dumfries. brow. Sentenced at Manchester, 8th December, 188V, to 9 months' imprisonment and 3 years' police super- vision for larceny ; and WILLIAM EDWARDS, Office No. 35658, age 19, height 5 ft. 9 in., complexion fair, hair light brown, eyes grey, small scar on each temple, tattoo dots on right hand, anchor on left arm, and dots on left hand. Sentenced at Carnarvon Sessions, 6th April, 1888, to 3 months' imprisonment and 2 years' police supervision for larceny. Information to the Deputy Chief Constable, City Police, Manchester. GLOUCESTERSHIRE. 18.— Stroud [ County).— For stealing 1 silver watch, back broken off, hour hand missing ; 1 pair of dark brown plaid trousers ; and 1 black cloth vest— A MAN, age about 30, height 5 ft. 7 or 8 in., complexion fresh ( sunburnt), hair, moustache, and side- whiskers dark brown; dress, dark diagonal cloth shooting coat, dark cord trousers, black hard bowler hat, lace boots ( fronts cut across)— all much worn. Information to Supt. Philpott, Stroud. LANCASHIRE. 19.— Burnley [ County).— For rape— JOHN WIL- LIAM HOOLER, alias COLNER or COWNER, age 20, height about 5 ft. 7 in., complexion fresh, hair brown, eyes dark, high cheek- bones, slightly bow- legged, is verj fond of gambling, especially tossing; dress, black shooting coat and vest, broad corduroy trousers ( patched at one knee), black- and- white scarf, tied sailor's knot, clogs, black billycock hat. A native of Colne, Lancashire, but brought up at Burnley. Warrant issued. Information to Supt. Barnett, Burnley. 20.— Old Trafford [ County).— For stealing, 2nd inst., from a bedroom, in company with 2 others ( in custody), £ 2 in gold- WlLLIAM MORHAM, an engine- cleaner, age about 20, height 5 ft. 5 or 6 in, complexion fresh, hair dark brown, sligl. t moustache ; dress, brown mixture tweed suit, striped silk necktie, hard felt hat, lace boots ; speaks with strong Scotch accent. Stated he was going to Eastbourne to seek work at the engine- sheds on ship canal works. Sup- posed native of Edinburgh. Information to Supt. Bent, Old Trafford. 21.— Manchester [ City).— For failing to report- License Holders JANE ALLEN, alias FRANCIS TOBIN, Office No. 37981, age 53, height 5 ft., com- plexion pale, hair and eyes brown, lost several teeth, scar on left wrist. Sentenced at Manchester, 18th March, 1886, to 5 years"' ponal servitude and 3 years' police supervision for larceny. Licensed 16th July, 1889 ; and JOHN KAYE, alias JAMES SMITH, Office No. 37786, age 45, height 5 ft. 7 in., complexion sallow, hair brown, eyes hazel, large scar round right eye, scar outside corner of left eye, cupping marks on back of neck. Sentenced at Wake- field, 6th April, 1885, to 5 years' penal servitude and 3 years' police supervision for larceny. Licensed 13th June, 1889.— Supervisees ANNIE HILTON, Office No. 37944, age 42, height 5 ft. 1 in., complexion sallow, hair grey, eyes hazel, blue scar on left eye brow and nose, small blue scar right corner of mouth. Sentenced at Salford, 9th April, 1888, to 12 months imprisonment and 3 years' police supervision for larceny. Liberated 8th July, 1889; HENRY LAW, alias FRANKELL and FRANKLIN, Office No. 37707, age 28, height 5 ft. 5 in., complexion sallow, hair dark brown, eyes dark brown, pockmarked left temple, abscess scar inside right foot, scars on right of fore- head and left cheek. Sentenced at Manchester, 8th December, 1887, to 18 months' imprisonment and 3 years' police supervision for uttering ; MARY SMITH, alias ALICE REEVES, Office No. 37520, age 54, height 5 ft. 3 in., complexion fair, hair and eyes grey, slight mark on forehead, scars on left of neck, right elbow, and left leg. Sentenced at Manchester, 4th December, 1884, to 5 years' penal servitude and 3 years' police supervision for larceny ; RICHARD ODDY Office No. 36291, age 35, height 5 ft. 11 in., complexion fresh, hair and ejes brown, burn scars on left breast and inside left shoulder. Sentenced at Manchester, on 12th October, 1887, to 12 months' im- prisonment and 2 years' police supervision for lar- ceny ; AUSTIN GILHOOLEY, Office No. 36060, age 30, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes brown, scar on right cheek and each eye- LINCOLNSHIRE. 22.— Lincoln [ City).— For embezzling £ 9 12s. — HERBERT, alias JOHN ALLDAY, a journey- man butcher, age 27, height 5 ft. 9 in., complexion fresh, hair dark brown, eyes brown, very small whiskers and moustache, a bad walker from stiff ankles and deformed toes; dress, brown check suiti black hard felt hat, white collar, blue necktie with small white spots, or silk neckerchief, blue ground with mixed red and blue flowers, and jubilee sixpence scarfpin; may seek employment among butchers. Warrant issued. 23.— Lincoln [ City).— For stealing a coat ( re- covered)— PERCY FARMER, age 20, height 5 ft. 6 or 7 in., slender build, complexion fair, hair light; dress, light check jacket and vest, light grey trousers with light brown stripes, black felt hat, respectable appear- ance, good address and well educated; his parents reside at Aston, Birmingham. Warrant issued. Information to Chief Constable Mansell, City Police Office, Lincoln. 30.— Hailsham [ County).— For unlawfully taking a certain unmarried girl named Eunice Ellen Wright, under the age of 18 years, out of the possession of her guardians with intent to carnally know her— HENRY GIDEON BARTON, a groom, late of Wil- mington, age 33, height 5 ft. 3 or 4 in., complexion dark, hair dark brown, slight side whiskers, clean shaved under chin; dress ( generally), brown tweed suit. Absconded 13th inst., in company of Eunice Ellen Wright, age 17, height 5 ft. 5 or 6 in., face freckled. Warrant issued. Information to Supt. Renville, Hailsham. WARWICKSHIRE. 31.— Leamington thorough). — For obtaining money by false pretences— A Man, who gave the name of E. WOOD, age about 25, height 5 ft. 9 in., com- plexion fair, moustache brown; dress, dark clothes, fancy tweed trousers, white necktie with blue stripes, brown bowler hat. His modus operandi is to obtain a register from local house agents, and then call upon the proprietors of Educational Establishments soliciting advertisements for the Register, representing himself to be a clerk to the house agent, and obtain the alleged cost of the advertisement, giving a printed receipt for the amount received, asking in every case the sum of 5s. 6d. It is requested that the heads of all good schools be cautioned against this man. Warrant issued. Information to Chief Constable Brabner, Leaming- ton. MIDLOTHIAN. 24.— Edinburgh [ City).— For fraudulently obtain- ing goods and money by means of fictitious cheques— Dr. J. DONALDSON, age 35, height 5 ft. 10 or 11 in., complexion fair, hair light, small moustache, no whiskers, right arm contracted from the elbow, in consequence of which he has to hold the pen between the middle fingers when writing ; dresses generally in velvet jacket and vest, grey striped trousers, brown felt hat, waterproof with deep cape, occasionally wears a dress hat, and is of gentlemanly appearance. His modus operandi is to call upon tradesmen and make a purchase, in payment of which he tenders a cheque in excess of the account on the London Colonial Bank 36, Lombard- street, London ( there being no such bank) and obtains the balance in money. Is wanted at Dublin as " Dr. J. Collier" on similar charges. Information to Detective Inspector McEwan, Edin- burgh. OXFORDSHIRE. 25.— Henley- on- Thames [ County).— For steal- ing a clock ( recovered)— JAMES RITCHIE, alias MARSHALL, age 30, height 5 ft. 7 or 8 in., com- plexion fresh, hair brown ; dress, light fawn suit and black felt hat. A travelling jeweller; carries a carpet bag about 18 in. long. Warrant issued. 26— Henley- on- Thames { County).— For steal- ing 6 ducks ( recovered)— WILLIAM CARTER, age 26, height 5 ft. 5 or 6 in., complexion, hair, side whiskers, moustache, and eyes dark, bald- headed; dress, black pilot coat, cord trousers, black felt hat and strong lace boots. Wife resides at Reading. Native of Clatford, Hants. Warrant issued. Information to Supt. Keal, Henley- on- Thames. SURREY. £ 1 REWARD. 27.— Dorking { County).— For deserting his wife and 5 children— EDMUND JONES, age 48, height 5 ft. 8 in., complexion, hair, whiskers, and moustache ( turning grey), and eyes dark. He generally obtains possession by saying he is the groom at the place named and has been sent with the letter, which is always well written, some words being in each case abbreviated. This man is going about the country committing similar offences.
