In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or skitch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature if an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. x 8. The force which causes particulars concerning delinquents or stolen property to be inserted i>>- the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Edito. notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. Ihey must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. NOTICE. APPREHENSIONS SOUGHT. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party ahall be found within the territories of the other party." " In no case, nor under any coniideration whatever, shall the High Contracting Parties he bound to surrender their own subject? whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be conaidfiied bound to do so. MURDER. BUTESHIRE. i.— ROTHESAY ( County),— Woodcut portrait and descrip- tion of JOHN WATSON LAURIE, alias JOHN ANNAN- DALE, whose apprehension is sought for the murder of Edwin Robert Rose, on Goatfell, Island of Arran, on 15th ult.— age 25, height 5 ft. 6 or 7 in., weighs between 9 and 10 stone, complexion fresh and fair, hair, whiskers ( slight) and moustache light ( may have shayed), eyes blue, broad features, high cheek- bones, very good teeth, rather good- looking, and of gentle- manly appearance, pleasant manner, and appears as if he would like to leave a favourable impression, square shoulders, walks with a peculiar rocking gait, of social disposition, is a fair bari- tone, and plays the violin ; dress when last seen, dark coat and vest, dark trousers with dark greenish stripe, and felt hat; may wear blue cloth jacket and light overcoat, or tennis suit with knickerbockers; is always well- dressed, A pattern- maker, native of Coatbridge, Lanarkshire, or Kir- kintilloch, Dumbartonshire. May have in his possession an American box about 3 ft, 6 in, long, 2 ft. 6 in, deep, and about 2 ft. broad, covered with black leather and studded with brass nails, much worn, a light leather bag, and a black tool chest, about 32 in. long, 16 in. broad, and 14 in, deep. BDE CASH 2.— LEIGH ( County).— Between 8.55 and 9.5 a. m., 22nd nit., Walter Davies, an assistant pawnbroker, was murdered by being- stabbed in several places at his master's shop at Atherton. Stolen from the shop about the same time— A gold English lever centre seconds chronograph stop watch, No, 81782 ( pledged at Liverpool on Monday evening) ; a large size massive silver English lever watch ( new), capped, heavy cases, engraved rim, No. 4148 ; and a silver English lever watch, No. 6295 ( both pledged at Manchester on the afternoon of same day by a man who gave the name of Mr. Fred Smith) ; a silver English lever watch, capped, second hand, maker " Rudd, Atherton and Farnworth"; and a man's black worsted reefer coat and vest ( new), bound with black braid, four pockets outside and one inside right breast. . Reliable " on tab ; also from the person of Davies a silver lever watch ( pledged at Manchester by a man who gave the name of Isaac Ogden) and a lady's old- fashioned gold chain, small link and box pattern, with small gold kettle ( red bottom) and small fancy gold key attached. Description of MAN, age 26 or 2T, height 5 ft. 6 or 7 in., complexion fresh, hair and moustache ( slight) dark, sharp features, smart appearance; dress, black worsted coat and vest, blue trousers with dark and light stripes, collar and tie, and hard billjcock hat. Spoke with a Manchester accent. Information to Supt. Weir, County Police Office, Leigh, METROPOUTAN POLICE DISTRICT, 3.— Criminal Investigation Department. — Woodcut portrait, and description of Supervisee MICHAEL OSTROG, alias BERTRAND ASHLEY, CLAUDE CLAYTON, and DR. GRANT, Office No- 22550, whose apprehension is sought for failing to report, age 55, height 5 ft. XI in., complexion dark, hair dark brown, eyes grey, scars right thumb and right shin, two large moles right shoulder and one back of neck, corporal punishment marks; generally dressed in a semi- clerical suit. A Polish Jew. Was sentenced, 5th January, 1874, at Aylesbury, to 10 years' penal servitude and 7 years' police supervision for larceny. Liberated on license, 25th August, 1883. Again sentenced at the Central Criminal Court 14th September, 1887, to 6 months' hard labour for larceny. On 10th March, 1888, he was liberated from the Surrey County Lunatic Asylum, and failed to report. Special attention is called to this dangerous man, and inquiry requested at hospitals, infirmaries, work- houses, etc., where it is possible that some of the medical staff may be able to assist in tracing him. Warrant issued. 4.— Criminal Investigation Department.— For stealing gold mine shares at Durban, and obtain- ing money by forgery and fraud— EDWARD THOMAS NAIRN, alias SPARKS and ELLIS, age 37, height 5 ft. 10 or 11 in., complexion fair, but brown from travelling, hair and moustache ( heavy) light brown, eyes blue, stout build, inclined to corpu- lency, has been in the army and Cape Police ; dress, supposed light check suit and brown felt or straw hat. Has stayed in Leeds, and may be at Melbourne, Cambs. A butcher, but has worked as a tram conductor. A native of Hackney, London. Warrant issued. Information to the Assistant Commissioner, Criminal Investigation Department, Great Scotland - yard- London, S. W. 5.— N. Division. — For stabbing his wife— HARRY PARKER, age 30, height 5 ft. 10 in., com- plexion fair, hair ( thin) light, eyes grey, two gears on forehead, one left eye and back of head ( right side), turns his toes in when walking; dre, 3s, light coat, painter's slop under, dark grey trousers, lace boots, and black hard felt hat. A native of Stoke Newing- ton. Has an aunt, Mrs. Wright, residing near the Arsenal, Woolwich. 6.— S Division.— Woodcut portrait and descrip- tion of THOMAS McKELVEY, who? e apprehension is sought for embezzling .£ 28 7s. 6d.., age 22, height 5 ft. 9 in., complexion fair, hair light, splay- footed • dress, light suit, or short dark jacket and vest, light striped trousers. BAYNES, Case No. 7, 2nd inst., not to be arrested. Warrant withdrawn. CHESHIRE. 8.— Runcorn { County).— For burglary at Walton Inferior, 5th inst.— THOMAS JONES, age about 40, height 5 ft. 7 or 8 in., complexion fresh, hair dark sandy, beard red, nose bent, having the appearance of being broken ; dress, dark grey double- breasted tweed coat, pockets on hips, double- breasted corduroy vest and trousers, strong lace boots, hard felt hat. A native of Chistleton, Chester. Warrant issued. Information to Supt. Large, Runcorn. DUMFRIESSHIRE. 9— Dumfries { County).— Woodcut portrait and description of SAMUEL JOHNSTONE, alias GEORGE GRAHAM, whose for stealing farm servants' clothing at ' ureenwF age 23, height 5 ft. 5 in., complexion fre\ v hair light brown, eyes grey, fair thin moustache ( may have thin whiskers), round face, eyes sup- posed to be blood- shot; dress, dark small check tweed jacket, tweed trousers ( darker than jacket), blue cap, lace boots. A native of Annan, Dumfries- shire. Has been convicted of larceny in Cumberland. Lancashire, and at Dumfries, and is wanted for larceny at Appleby. Generally engages as a farm servant, and after a short time commits a theft and absconds. Information to the Chief Constable, Dumfries. ESSEX. 10.— Brentwood [ County).— For obtaining money and goods by false pretences— E. W. DUDLEY, age about 50, height 5 ft. 9 or 10 in, stout build, complexion fresh, hair turning grey, moustache slight; dress, black frock coat, dark grey trousers, black necktie, sidespring boots ( very much worn), brown hard felt hat. Represents himself as a canvasser in the employ of A. W. Cowan and Co., binders and publishers of Cassell's books. Warrant issued. Information to Supt. Dobson, Brentwood. FiFESHlRE. 11.— Cupar { County).— For embezzlement of £ 150, on or about 1st June last— DAVID HODGE, age 25, height about 5 ft. 8 in., complexion ftesh, hair, side- whiskers, and moustache ( slight) brown, round face ; dress, dark cloth tweed jacket suit, with light blue and chocolate stripes through it, about 1 inch square. A clerk or cashier; native of Cowdenbeath, Fifeshire. Was last seen in London 20th ult. May endeavour to go abroad. Warrant issued. Information to Chief Constable Bremner, Cupar. GLAMORGANSHIRE. 12.— Neath ( Bvrouqh)— For deserting her child, 1st inst.— ANNIE HEWITT, age 20, height 5 ft. 2 in., hair sandy, eyes blue, round face; dress, dark linsey dress, front of body trimmed with velvet, dark brown ulster, dark brown shawl with white stripe round border, old pair of men's boots, round turban trimmed with black velvet and puce flower. Stated she was a native of Cardiff, but had been in service in a seeds- man's shop in Oxford- street, and a'cook shop in High- street, Swansea. Information to Head Constable Evans, Neath. FRIDAY, AUGUST 9, 1889. HAMPSHIRE. 13.— Romsey [ County).— For stealing, 2nd inst. a pony and trap ( recovered)— A MAN, age about 50, height 5 ft. 10 or 11 in., very slight build, complexion fair, hair ( bald on top) grey, moustache ( turning grey) light, of military appearance; dress, long drab dust overcoat, light suit, light double- peak cap, or black hard felt hat. Stated he was a sergeant- major in the Artillery. Warrant issued. Information to Inspector Russell, Romsey. HERTFORDSHIRE. 14.— Hitchin ( County).—¥ or stealing £ 40 gold, from an hotel at Hitchin, 30 th ult.— A MAN, age about 20, height 5 ft. 7 or 8 in., very slight build, com- plexion pale, tair light brown, very full eyes, no whis kers or moustache, long face, sharp chin, prominent nose; dress, light cheok suit ( trousers of lighter material chan coat and vest), yellowish necktie, high silk hat; carried a malacca ca- ie with buckhorn handle His conveisation is chiefly about billiards and lawn tennis. JERSEY. 15.— St. Heiiers.— Woodcut portrait and descrip- tion of DAVID BAKER, whose apprehension is sought for embezzlement, age 27 to 30, height 5 ft. 5 or 6 in., tied sailor's knot, clogs, black billycock hat. A native of Colne, Lancashire, but brought up at Burnley. Warrant issued. Information to Supt. Barnett, Burnley. 20 — Liverpool [ City).— For forgery— WILLIAM STUART CROOK, traveller in the book trade, age 52, height 6 ft., complexion sallow, long grey whiskers and moustache, hair thin at top of head and parted in centre, small dark spot under left eye, twitches left cheek and eyelid when talking, generally wears grey cloth frcck coat and silk hat, walks erect, of gentle- manly appearance and good address, was last seen in Fleet- street, London, at 9 a. m., on the llth ult. May be in company of his wife, who is of middle age, 5 ft. 7 in. high, and of ladylike appearance. Warrant issued. Information to Chief Supt. Williams, Detective De- partment, Liverpool. sallow, hair dark brown, lost 1 front tooth in upper jaw; dress, black jacket, brown check dress, side spring boots, black straw hat trimmed with black ribbon. A domestic servant, native of Birmingham. Warrant issued. Information to Supt. Wasley, King's Heath. LEICESTERSHIRE. 21.— Leicester [ Borough).— For breaking and entering a club on the night of 2nd inst., and stealing a quantity of spirits, cigars, etc.— JOHN OAKLEY, alias LEARY JACK, age 28, height 5 ft. 7J in., com- plexion fair, hair brown, moustache light brown, eyes blue; dress, dark clothes, and brown felt hat. A hawker, native of St. Luke's, London.— JOHN COX, alias COXEY, age 35, height 5 ft. 4J in , complexion fresh, hair dark brown, thin ttraggling brown whiskers all round face. A rag gatherer ; native of Leicester. Are supposed to have left on tramp on the night of 3rd inst. Information to Chief Constable Duns, Leicester. YORKSHIRE ( EAST RIDING). 27.— Hull [ Borough).— For stealing 3 sheets, 1 blanket, 2 quilts, and other articles— SELINA WAT- SON, late of 64, West Street, Hull, age 30, height 5 ft., very thin build, complexion very dark, hair ( cut short) dark, good set of teeth ( prominent), walks lame, suffers from sciatica ; dress, shawl and old black dress, very shabby. Has with her a baby about 13 months old, dressed in red frock. Supposed native of Leeds, where it is believed she has gone to be treated for her complaint at the Infirmary. Warrant issued. KENT. 16.— Ashford [ County).— For deserting his wife and 3 children, leaving them chargeable to the Com- mon Fund at Ashford, 30th May last— SAMUEL SEAGER, age 26, height 5 ft. 8 in-, complexion, hair, moustache, few side whiskers, and eyea dark, slight scar on one cheek- bone; dress, black diagonal coat, black cloth trousers and vest, light lace boots, black hard felt hat. A grocer's carman; native of Throwley, Kent. Warrant issued. Information to Supt. Wenham, Ashford. LANARKSHIRE. 17.— Glasgow [ City).— For obtaining £ 60 by means of a forged cheque- JOHN H. GILLIS, age 50 to 60, short set, whiskers and moustache dark, turning grey, very bald, round- shouldered, and has very thick irregular nails ; dress ( supposed), black morning coat bound with braid, check tweed trousers, and black felt hat. Is of foreign extraction, and speaks Eng- lish and French fluently. Warrant issued. Information to Chief Constable Boyd, Glasgow. LANCASHIRE. 18.— Bolton ( County).— For wilfully neglecting to provide his children with food, etc., thereby endanger- ing their health— DAVID HEY, alias " TAGGHEY," age 27 to 30, height 5 ft. 10 in., complexion dark, hair and eye3 brown, slightly bow- legged ; dress, generally, grey jacket suit. Is a professional football- player, and supposed to be in Scotland. Supposed native of Kil- marnock or Dumbarton. Warrant issued. Information to Supt. Eatough, Bolton. 10.— Burnley [ County).— For rape— JOHN WIL- LIAM HOOLER, alias COLNER or COWNER, age 20, height about 5 ft. 7 in., complexion fresh, hair brown, eyes dark, high cheek- bones, slightly bow- legged, is verj fond of gambling, especially tossing; dress, black shooting coat and vest, broad corduroy trousers ( patched at one knee), black- and- white scarf, RENFREWSHIRE. . — Paisley ( County).— For hou3eureaking by | false keys- License Holder WILLIAM MONTEITH, Office No. 36857, age 26, height 5 ft. 6 in., complexion dark, hair dark brown, eyes hazel, sandy- coloured | moustache, otherwise clean shaved, pockpitted be- tween eyebrows and on right side of forehead, has a black mole on left cheek and three on back of neck, scar from operation below throat, speaks with Scotch accent. Dressed, when last sten, in brownish felt hat, light tweed jacket suit, and light shoes. Sentenced at Glasgow 26th December, 1883, to 6 years' penal ser- vitude for housebreaking. Licensed 15th January, 1889. J 1085. A companion of Robert Stirling, who is in custody concerned in same offence. Information by wire to Chief Constable Harding, Paisley. STAFFORDSHIRE. 23.— Stone [ County).— For stealing an old- fashioned silver hunting watch at Stone, 1st inst., and a jacket at Hilderstone, 2nd inst.-— A MAN, who gave the name of STAFFORD, age 45, height 5 ft. 6 in., complexion fair, hair ( bald on top) light brown, mou- stache sandy, anchor, etc., tattooed both wrists, walks very erect; dress, black cardigan jacket, black worsted cloth vest, dark cloth trousers, white silk neckerchief, lace boots, light- coloured double peak cap. Stated he was a pensioner, and native of Congleton, Cheshire; also that he worked on the railway. [ See Case No. 9, 2nd inst.) Information to Supt. Harston, Stone. SURREY 24.— Chertsey [ County).— For stealing, 17th ult, at Walton- on- Thames, a plated goblet, about 8 in. high, ' W. G. Butler, 2nd prize Consolation Race, May ( or June), 1870," engraved thereon— Two MEN, 1st, age 40 to 45, height 5 ft- 10 or 11 in., beard and moustache dark ; 2nd, tall, slight build, dressed in dark clothes. Information to Supt. Bungard, Chertsey, WARWICKSHIRE. 25.— Longford [ County).— For obtaining by false pretences, a breechloading double- barrel gun, pin fire, 12 bore, double- grip action— J. BROOKS ( supposed false), age about 25, height 5 ft. 6 in., stout build, com- plexion fresh, hair ( cut short), sandy; dress, dark tweed suit ( tight- fitting trousers) and black felt hat. Ap- pearance of a groom; and a MAN, age about 50, height 5 ft. 10 or 11 in., stout build, complexion fresh, broad cheek bones, hair dark sandy, whiskers and moustache sandy, shaved on chin ; dress, light grey suit and black hard felt hat. A telegram ( purporting to come from the rector of Bedworth) was sent to a gunsmith at Coventry, ask- ing that a gun be sent by a certain train, on hire for 3 days, which was met at the station by the younger man, who stated to the railway officials that he was groom to the rector, and signed for it in the name of " J. Brooks." Information to Supt. Prosser, Longford. FSBSOHB m_ CUSTODY, METROPOLITAN POLICE DISTRICT* 28— P Division.— Remanded at Greenwich Police Court, till 10th inst., for causing death by pro- curing abortion— FREDERICK MOON, a surgeon, age 64, height 5 ft. 9 in., complexion pale, hair grey, eyes blue. Has practised as a surgeon at Greenwich for upwards of 20 years. Is said to have been in custody for a similar offence about 10 years ago. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CARDIGANSHIRE. 29.— Aberystwith [ County).— Sentenced to 3 months' imprisonment 27th ulto. for stealing a watch from his lodgings— THOMAS HARRIS, age 35, height 5 ft. 5J in., complexion sallow, hair brown, eyes hazel, weak tight chest, dress brown tweed suit, and double peak cap. A native of Shifnal, Shropshire. Stated he was a horse clipper, well known in Shropshire and Herefordshire. Supposed wanted for other offences. Information to Deputy Chief Constable Lloyd, Aberystwith. CHESHIRE. 30.— Runcorn [ County).— Sentenced to 14 days' imprisonment, 6th inst., for stealing a pair of braces — TIMOTHY CANDY, alias JOHN SMITH, age 18, height 5 ft. 4i in., complexion fresh, hair light brown, eyes blue, cross and dot tattooed back of left hand. States he is a native of Bury. Is an absentee from the Liverpool Regiment at Warrington, which he only recently joined. Had in his possession memoranda relating to articles pawned at Carlisle, Workington, Liverpool, Silloth, Maryport, and Birkenhead. Information to Supt. Large, Runcorn. ESSEX. 31.— Brentwood [ County).— Committed for trial at Romford Liberty Quarter Sessions, 15th inst., for housebreaking— RICHARD WHITING, age 50, height 5 ft. 3 in., complexion dark, hair grey, eyes brown, scar under left eye, lump on right jaw. A native of 22, Waterloo- terrace, Stepney. Information to Supt. Dobson, Brentwood. WORCESTERSHIRE. 26.— King's Heath [ County).— For failing to attend as a witness in a case of indecent assault— ADA GODSON, age 19, height 5 ft. 1 or 2 in., complexion HAMPSHIRE. 32.— Gosport [ County).— Remanded till 13th inst. for larceny [ shop)— JAMES BROWN, age 39, height 5 ft. 3i in., complexion florid, hair red, eyes grey, wart left side of nose, soar right wrist, ballet girl tattooed right forearm; dre3S, dark cloth coat, yellow and brown striped vest, grey cloth trousers. A native of Chelsea. He appears to be one of a gang frequenting Gosport during the Naval Review.
