A t' All announcements for insertion in the POIJCE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, GEEAT SCOTLAND YAED, LONDON, S. W. -> 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 9, Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable , the article in question to be thereby identified 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or skitch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature if an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. J, Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted i » the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editoi notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Anrouncements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. Ihey must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any peraons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be lound to surrender their own tubjects whether by birth or naturalisation." The result of the modification in the Treaty ia that either Government may deliver up its own subjects to the other Government, bat can not be considered bound to do so. APPREHENSIONS SOUGHT. MURDER. LANCASHIRE. l — LEIGH ( County).— Between 8.55 and 9.5 a. m., 22nd ult., Walter Bavies, an assistant pawnbroker, was murdered by being stabbed in several places at his master's shop at Atherton, Stolen from the shop about the same time— A gold English lever centre seconds chronograph stop watch, No, 81T82 ( pledged at Liverpool on Monday evening) ; a large size massive silver English lever watch ( new), capped, heavy cases, engraved rim, No. 4148 ; and a silver English lever watch, No. 6295 ( both pledged at Manchester on the afternoon of same day by a man who gave the name of Mr. Ered Smith) ; a silver English lever watch, capped, second hand, maker " Rudd, Atherton and Earn worth "; also from the person of Davies a silver lever watch and a lady's old- fashioned gold chain, small link and box pattern, with small gold kettle ( red bottom) and small fancy gold key attached. Description of MAN, age 26 or 27, height 5 ft. 6 or 7 in., complexion fresh, hair and moustache ( slight) dark, sharp features, smart appearance; dress, black worsted coat and vest, blue trousers with dark and light stripes, collar and tie, and hard billycock hat. Spoke with a Manchester accent. Information to Supt. Weir, County Police Office, Leigh. THE POLICE GAZETTE. FRIDAY, AUGUST 16, 1889. METROPOLITAN POLICE DISTRICT^ 2— Convict Supervision Department.- For assaulting police— Expiree Convict SAMUEL ADAMS, Office No. 34735, age 26, height 5 ft. 3 in., complexion dark, hair dark brown, eyes hazel ( left defective), part anchor and two dots right forearm, dot and blue mark left forearm, blue dot base of left thumb, scars on forehead and back of left hand, slightly pockmarked, left ankle slightly deformed; dress, dark tweed suit, black hard felt hat, lace boots. Was sentenced at Surrey Sessions, 3rd March, 1884, to 5 years' penal servitude for larceny [ person). Licensed 10th February, 1888. K 229. Warrant issued. Information to R. W. 3.— M D i vi S i O n. — Woodcut portrai t and descrip- tion of EDWARD GORDON WICKS, whose appre- hension is sought for embezzling upwards of £ 1,000— age 45 to 50, height 5 ft. 9 or lOin , complexion sallow, hair and eyes dark, hooked nose, round- shouldered, of Jewish appearance; dress, black frock coat, dark trou sers, and high black hat. A native of Leyton, Essex His wife resides at 66, Cbatsworth- road, Maryland point. Was recently seen at Barnet- road, Whetstone Warrant issued. 4.— P Division.— For obtaining money by ficti- tious cheques- JOSEPH SPALDING, age 35, height 6 ft., complexion fair, hair light, eyes grey, near- sighted and wears glasses ; dress, grey tweed suit, and black hard felt bat. Likely to be found at Harwich or Great Yarmouth. Warrant issued. 5.— S Division.— Woodcut portrait and descrip- tion of THOMAS McKELVEY, whore apprehension is sought for embezzling £ 28 7s. 6d., age 22, height 5 ft. 9 in., complexion fair, hair light, splay- footed; dress, light suit, or short dark jacket and vest, light Btriped trousers. An Irishman. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. BEDFORDSHIRE. 6.— Luton { County).— For stealing a black diagonal vest and trousers, 30th ult.— A MAN, who obtained lodgings by stating that he was a clerk employed at the railway station ; age 24, height 5 ft. 5 in., complexion and hair dark, clean shaved, full face; dress, dark clothes, red blue and white mixture shirt, blue necktie with wLite spots, low shoes, and brown hard felt hat. Information to Superintendent Tydeman, Luton. BERKSHIRE. 7.— Reading [ Borough).— For obtaining money by means of a fictitious cheque on the Union Bank, Coventry, signed R. Baynes, late vicar of Coventry, and canon— ROBERT HALL BAYNES, age 55, height 5 ft. 6 in., complexion fresh, hair ( turning grey) dark, eyes grey, clean shaved. His modus operandi is to visit shops of well- to- do tradespeople, order goods, and in payment present a cheque for a larger amount than the cost of the pur- chase, receiving the balance in cash. He represents himself as Canon Baynes, formerly a Canon of Worcester Cathedral, and give3 as reference Wilberforce Baynes, Esq., J P, Manager and Secretary of the Star Insurance Company, 32, Moorgate- street, London, E. C., and 21, Kensington Park- gardens, S. W., whom he states is his brother. Was sentenced 31st December last at Oxford ( City) Quarter Sessions to 4 months' imprisonment for utter- ing fictitious cheques. Warrant issued. Information to Head Constable Tewsley, Reading. BUTESHIRE. 8,— Rothesay [ County).— For falsehood, fraud, and wilful imposition, and in connection with the dis- appearance of Edwin Robert Rose — JOHN ANNAN- DALE, age 25 to 30, height 5 ft. 6 or 7 in , hair ( cut short), very small side- whiskers ( if any), and mous- tache ( slight) light, good- looking and much sunburnt, pleasant but forward in manner, and appears as if he would like to leave a favourable impression, left shoulder droops, walks with a peculiar rocking gait. Warrant issued. Had in his possession when he left Port Bannantine, Bute, a light tweed overcoat, short brown and blue serge jacket, dark striped trousers and grey knicker- bockers, white flannel shirt with folding- down collar, blue silk scarf, dice- pattern stockings, fawn ground, with broad reddish- brown stripes ( large dice pattern), brown felt hat, helmet- shaped light steel- grey cloth cap, single peak ; and Lorne boots. On Monday, 15th July, Annandale and Rose ascended Goatfell, in Arran, since which data nothing has been heard of Rose, who should have returned to London on the 18th. Several articles of clothing belonging to Rose have been recovered at Annandale's lodgings in Port Bannantyne, but the following property, which be- longed to him, is still missing, and for which it is re- quested that inquiry may be made at pawnbrokers— A black Gladstone bag ; tourist suit of crown blue ; white- and- black tweed ( very small check); white flannel trousers; chocolate- and- white striped tennis coat; black diagonal coat and vest; white waistcoat ; white serge cap ; white undervests ( thick and thin) ; fawn- colour pants and socks; white linen shirts and collars; white silk and cambric ties; white hand- kerchiefs ; black kid lace boots ; fawn- colour cloth top boots ; cricketing shoes ; black mackintosh; music for violin, marked " E. R. R."; black hair- brush ; metallic comb ; very small cloth brush ; oat- meal cloth ( white) brush- and- comb bag, bound with scarlet twill; silver watch and chain, joined by large silver ring— collars marked " E. R. R." with rubber stamp. Information to Chief Constable Mackay, Rothesay. CHESHIRE. 9— Nantwich [ County).— For obtaining lodgings by false pretences, and stealing 1 black worsted ribbed vest, cloth buttons, pale slate- colour lining, and bound with narrow braid, 1 blue and white striped silk neckerchief, and 1 long watch- guard— A MAN, age 45, height 5 ft. 6 in., complexion fair, moustache sandy ; dress, black cardigan jacket, dark cloth trousers, light double- peak cap, and strong lace boots ( nearly new). Stated he was a pensioner, that his mother lived at Disley, and that he belonged to Congleton. Left behind a light tie with blue and brown spots, and a white collar. Information to Supt. Leah, Nantwich. 10.— Macclesfield [ Borough).— For fraud— JOHN TRIGG, an auctioneer and commission agent, late of 94, Corporation- street, Manchester, age about 36, height 5 ft. 8 in., complexion dark, hair dark brown, small side whiskers and moustache dark, of gentle- manly appearance; dress, black or dark suit, and high silk hat, carries an umbrella, and generally smokes a silver- mounted wooden pipe.— MRS. PICKLES, a milliner, etc., age about 52, height 4 ft. 10 or 11 in., complexion rather dark, sharp features, slender build, good features, hair dark, is near- sighted, and wears spectacles with gold frames, and supposed false teeth, and is rather deaf. Woman not to be arrested until Trigg, who will most likely commence business in some other town, is in custody. Warrant issued. Information to Chief Constable Sheasby, Maccles- field. 11.— Stockport [ Borough).— Yor stealing a gold lever watch ( recovered)— WILLI AM FAIRBROTHER age about 35, height 5 ft. 6 in., complexion sallow hair light brown ; dress, grey mixture suit, lace boots, and black hard felt hat. A watchman ; native of Stockport. 12.— Stockport [ Borough).— For indecent assault 29th ult.— ATRHUR GOODWIN, age about 23, height 5 ft. 7 or 8 in., complexion and moustache ( slight) dark full round face; dress, dark jacket and vest, corduroy trousera, lace boots, and black hard felt hat. Information to Lieut.- Col. Staples, Chief Constable, Stockport. DORSETSHIRE. 13.— Dorchester [ County).— For stealing, nth ult.— 1 gentleman's gold hunting keyless watch engine- turned cases, made at Glasheitte, Saxony, crest, a griffin rampant, holding an olive branch, on outside; " 18K." marked inside; 1 18- carat heavy gold albert, fetter, and 3 oval link pattern; 6 gold scarfpins ( one foxhound in full cry, one mounted catseye, onyx stone, flat surface, raised centre, one shape of a fish torpedo, one round with hole in centre one round knob, one round carbuncle, gold rim, and back surmounted with a gold fox crouching); 5 bottles with monogram F. T. on top ; 4 ivory- backed brushes, crest and coat of arms with motto, " Deapa- triceque fidelis" underneath; 1 light leather Gladstone bag, " F" on outside; blue waterproof cover, black and white check inside; 1 silver clasp with cup, crest, a griffin rampant, holding an olive branch, and coat of arms thereon; 1 pair gold oval- shaped sleeve links with crest stamped " S. S," maker " Shunsing, Hong Kong" ; 1 gold scarf ring, 2 masks without mouth back to back; £ 2 12s. cash, and postal orders for £ 1 2s. 6d. — JAMES ROWLEY, private Royal Marines, deserter from H. M. S. Hercules, age 27, height 5 ft. 6 in., complexion fresh, hair brown, eyes blue, rather full face, lost one upper front tooth ; dressed in plain clothes. Is accompanying a woman named Russell, age 23, complexion pale, rather thin ; dress, brown mixture jacket, blue French merino dress trimmed blue velvet, lace boots, straw hat trimmed with feather. Left Dorchester by the 10.10 p. m. train 11th ult. for London. Information to Supt. Gale, Dorchester. DUMFRIESSHIRE. 14.— Dumfries [ County).— For stealing a £ 5 Bank of England note, 3 £ 1 notes, a sovereign, and some silver and copper coins from the camp of the King's Own Scottish Borderers Regiment of Militia at Dumfries, on the 24th ult.— PRIVATE JOHN SMITH, alias GALLOC HER, age 30, height 5 ft. 5$ in., complexion sallow, hair brown, eyes grey, no whiskers, thin brown moustache, speaks slowly in a low voice with slight Irish accent; dress, grey tweed jacket, light check vest, dark grey trousers, militia boots and sock?, dark grey single peak cap, may be wearing a muffler. A native of the north of Ireland. Information to the Chief Constable, Dumfries. DURHAM. 15.— Consett [ County).— For stealing blankets, wearing apparel, and a silver Geneva watch— CARO- LINE BRANCH, alias DRAKE, age about 23, height 5 ft. 4 in., complexion and hair dark. Is accompanied by a boy about 2 years of age. Will probably en- deavour to obtain a situation as housekeeper to a working man. A native of Soham, Cambridge. Warrant issued. Information to Supt. Oliver, Consett. ESSEX. 16.— Wit ham [ County). — For embezzlement— CHARLES ERNEST BALLS, age about 35, height 5 ft. 7 or 8 in., complexion swarthy, hair ( parted in centre), moustache and side - whiskers dark, walks fast with a swinging gait; dress, short black cloth coat with hip pockets, dark vest, grey check cloth trousers, black hard felt hat; a native of Maldon. Is a betting man, and may be found at race meetings. Warrant issued. Information to Supt. Allen, Witham. FIFESHIRE. 17.— Cupar [ County).— For embezzlement of £ 150, on or about 1st June last— DAVID HODGE, age 25, height about 5 ft. 8 in., complexion fresh, hair, side- whiskers, and moustache ( slight) brown, round face; dress, dark cloth tweed jacket suit, with light blue and chocolate stripes through it, about 1 inch square. A clerk or cashier; native of Cowdenbeath, Fifeshire. Was last seen in London 20th ult. May endeavour to go abroad. Warrant issued. Information to Chief Constable Bremner, Cupar. GLAMORGANSHIRE. 18.— Cardiff [ Borough).— For stealing a lady's gold ring set five diamonds ; a lady's keyless silver Geneva watch; and a silver albert chain, curb pattern— JOHN COOPER, alias ERNEST MORGAN, age about 17, height 5 ft., complexion fair, hair light, impediment in speech, " H " and dot tattooed left arm, scar bend of FRIDAY, SEPTEMBER 13, 1889. GLOUCESTERSHIRE. 19.— Stroud [ County).— For stealing 2 sovereigns, 1 jubilee half- crown, 1 jubilee shilling, an old 5s. piece, and 1 shilling— A MAN, age 22 or 23, height 5 ft 9 or 10 in., complexion fresh, hair dark brown, eyes blue; dress, dark jacket and trousers, white slop jacket, and hard black bowler hat. Information to Supt. Philpott, Stroud. 20.— Bristol ( City).— For stealing £ 441 5s.— LEWIS J- MILLS, a clerk, age 22, height 5 ft. 5 in., complexion pale, hair dark brown, blotched face, scar on chin, slight impediment in speech, stoops when walking, slightly bowlegged; dress, dark ribbed coat and vest, light trousers, and brown bowler hat. Is suffering from venereal disease. Warrant issued. Information to the Chief Constable, Bridewell- street, Bristol. HERTFORDSHIRE. 21.— Ware [ County).— For burglary, 24th ult., at Chad well, Ware- hill, and Am well, Ware, and stealing — 3 metal masonic jewels ( consisting of two jubilee charity jewels and one large white metal mark jewel); 3 small meerschaum pipes in case ; 1 large do. ( 2 ft. long), with silver mounts ; 2 silver napkin rings, " Hunt" engraved thereon; 1 flute, with silver mounts, engraved " J. Hunt" ; 2 umbrellas ( one lady's black silk, with silver top, engraved " E. M. Chaloner Hunt") ; 1 box of cigars, " For laranaga Princesses" brand; 1 sugar basin ; 1 glass bowl; 1 silver filagree jam case; 1 light grey great coat, sleeves lined with silk; 1 pair silver sugar- tongs ; 1 electro- plated salver; 1 wooden pipe with silver mounts, in case ; 2 electro- plated sugar spoons ; a bronze Venus, 8 to 9 in. high, left hand holding a vase; 1 glass claret jug, silver neck, handle and lid, glass broken; 4 silver salt spoons " S. A. S "; 1 silver pepper- box top ; 1 antique silver snuff- box 2 in. + 4 in. + - J in. deep, figured mono- gram in centre ; 2 silver spoons, old and broken; 8 plated table- napkin rings, engraved " F" ; 6 plated teaspoons, lined gilt; 1 gold seal with crest; and 1 small muzzle- loading pistol — Three MEN and one WOMAN : 1st, age 40 to 50, height 5 ft. 7 in., stout build, complexion dark, side whiskers and beard about 3 days' growth ; dress, brown morning coat and hard felt hat. 2nd, height about 5 ft. 11 in., slight build, greyish beard upon his chest, upper part shaved; dress, brown suit, brown shoes with broad soles, no nails, and brown hat. 3rd, height 5 ft. 4 or 5 in., stout build, black moustache ; dress, drab covert coat, blue trousers, and blue peak cap. 4th, age about 40, height 5 ft. 6 or 7 in , complexion sunburnt; dress, black bodice, plain drab dress, white apron ( dirty), and sailor hat trimmed with maroon velvet and crape, who was seen in the neighbourhood 20th ult. Information to Captain Wymer, Constabulary Office, Ware. moustache, few side whiskers, and eyes dark, slight scar on one cheek- bone; dress, black diagonal coat, black cloth trousers and vest, light lace boots, black hard felt hat. A grocer's carman; native of Throwley, Kent. Warrant issued. Information to Supt. Wenham, Ashford. KINCARDINESHIRE. 24.— Stonehaven [ County).— For fraud and steal- ing £ l 13s. lid. at Muchalls— GEORGE KENN1NG- HAM, age 23, height 5 ft. 7 in., hair, moustache ( slight), and side whiskers dark, eyes black ; dress, navy blue jacket with gold lace on sleeve and collar, dark tweed trousers, blue cap with narrow band of gold lace and anchor in front. Represented himself as an officer on board a ship which he had left at Dundee; that he was short of cash, etc., and thus obtained money and lodgings. On 21st ult. he was entrusted to cash a Post Office order for £ 1 13s. lid., and immediately absconded, taking train for Montrose, thence booking to Dundee. Was lately convicted in Inverness, Elgin- shire, and Aberdeenshire for a series of frauds com- mitted there. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Chief Constable George, Stonehaven. Stirling, who is in custody Chief Constable Harding, JERSEY. 22.— St. Heliers.— Woodcut portrait and descrip tion of DAVID BAKER, whose apprehension is sought for embezzlement, age 27 to 30, height 5 ft. 5 or 6 in., accent. Dressed, when last seen, in brownish felt hat, light tweed jacket suit, and light shoes. Sentenced at Glasgow 26th December, 1883, to 6 years' penal ser- vitude for housebreaking. Licensed 15th January, 1889. J 1085. A companion of Robert concerned in same offence. Information by wire to Paisley. STIRLINGSHIRE. 31.— Stirling ( Burgh). — For fraud— HENRY HARVEY, age 46, height about 6 ft., complexion fresh, hair ( thin on top of head) black, moustache dark, scar on nose, spoke with an English or Dublin accent; dress, grey tweed jacket suit, fawn colour overcoat and gaiters, brown felt hat. Has now in his possession a black cord morning coat, trousers, and vest ( new)— Also a WOMAN, who passes as his wife, age about 40, medium height, stout build; dress, brown tweed jacket, dark skirt, white sailor hat trimmed with white ribbons, sometimes wore a light dust cloak. [ Same as described in Case No. 28, 28th ult., Edinburgh City, and in Information issued by the Montrose Police, dated 12th inst.). Information to Supt. Ferguson, Stirling. thin build, hair chestnut, moustache reddish, square shoulders, foppish in manner, drawls his words. Last heard of at Weymouth, 6th ult., when he booked by 7 a. m. train to Swindon. Warrant issued. Information to the Mayor of St. Heliers, Jersey. KENT. 23— Ashford [ County).— For deserting his wife and 3 children, leaving them chargeable to the Com- mon Fund at Ashford, 30th May last— SAMUEL SEAGER, age 26, height 5 ft. 8 in., complexion, hair, LANCASHIRE. 25.— Bolton ( County).— For wilfully neglecting to provide his children with food, etc., thereby endanger- ingtheirhealth— DAVID HEY, alias " TAGGHEY," age 27 to 30, height 5 ft. 10 in., complexion dark, hair and eyes brown, slightly bow- legged; dress, generally, grey jacket suit.
