THE POUCE GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FKIDAY, JULY 19, 1889. VOL. VI., No. 580. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOB OF THE POLICE GAZETTE, GEEAT SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning- persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified 4. In all cases where a reward is offered the name and address of some person responsible for ihe payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature if an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. GULATIONS. 8. Announcements of all persons to be apprehended or of stolen property bur a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at mice transmit to the Edita. notice of the fact, referring to the number of the announcement for insertion m the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rales on application. 14. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lat of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as ollows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties he bound to surrender their own subjects whether by birth or naturalisation.' The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, bat can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT;, 1.— K Division.— For failing to surrender to his bail at the North London Sessions 1st inst., for re- ceiving 2 barrels of neat's, foot oil— JOHN REEKIE, age 42, height 5 ft, 7 in., complexion fresh, hair and moustache light brown, eyes grey; dress, long dark tweed coat, dark tweed trousers and vest, blue spotted necktie, white collar, brown hard felt hat. A native of High- street, Shadwell. Supposed to have been convicted of horse- stealing in the provinces. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 2.— For obtaining valuable securities by false pre- tences— MAURICE EDELSTEIN, late of 3, Oppidan- rcad, Chalk Farm, age 40, height 5 ft. 6 or 7 in , complexion fresh, hair, moustache, and side whiskers dark brown, small imperial, broad shoulders, thick set; dress, black frockcoat, light trousers, and hard felt hat. A German. Warrant issued. 3.— For embezzlement — THOMAS EDWARD DICKENS, a clerk, late of 43, Berry- road, Noel- park, Wood- green, age 24, height 5 ft. 5 in., hair, whiskers ( slight), and moustache dark; smart appearance; dressed respectably. Father resides at Farrant- avenue, Noel- park. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BEDFORDSHIRE. £ 1 REWARD. 4.— Bedfo rd ( County).— Absconded from the Bed- fordshire Reformatory School, Carlton, 24th ult.— EDWARD BROWN, age 17, height 5 ft. 4 in., com- plexion swarthy, hair ( cut short) light brown, eyes hazel, F. W., W. G., J. C. tattooed left forearm, S. G. T. C. A. P., and 3 dots right forearm ; dress, round cord jacket, cord trousers, calico shirt, blue worsted stock- ings, lace boots ( clothes marked " Bedford Reforma- tory.") Took away an old pilot jacket, very long, and an old f :' lt hat, which he is supposed to be wearing. A native of Leominster, Herefordshire, to which neigh- bourhood he is supposed to have gone. Information to Supt. Quenby, County Police Station, Bedford, or to Mr. R. Jones. Superintendent Bedford Reformatory, Carlton, by whom the above reward will be paid for the apprehension of Brown. CAMBRIDGESHIRE. 5.— Bottisham ( County).— For committing a rape at Fen Ditton, 8th inst.— THOMAS STEPNEY, age 19, height 5 ft. 3 in., stout build, complexion, hair, and eyes dark, short neck, clean face; dress, plaid suit, and black hard felt hat. A native of Cambridge. Warrant issued. Information to Inspector Redhouse, Bottisham. CARDIGANSHIRE. 6.— Aberystwith ( County).— For deserting his wife and family, leaving them chargeable to the Tre- garon Union— THOMAS MORGANS, age about 47, height 5 ft. 9 in., complexion, hair, side- whiskers, beard, moustache, and eyes dark, has lost 2 teeth right front of upper jaw, large scar inside light thumb. A miner; native of Talybont, Cardiganshire. Was work- ing up to 22nd ult. at Fernhill Quarry, Swansea, and previously at Velindre Reservoir, near Swansea, where he is supposed to be well known to police. Warrant issued. Information to Deputy Chief Constable Lloyd, Aberystwith. CHESHIRE. 7-— Chester ( County).— For stealing 1 grey check tweed suit, very large light oblong checks, about 1 in., with narrow dark stripes between; jacket of the " reefer " pattern, with 4 pockets outside ; 1 grey tweed deerstalker cap ; 1 black melton cloth vest; 1 pink flannel cricketing shirt, with turn- down collar ; 1 pair red knitted socks, marked R. P. G.; 1 loose flannel jacket, blue- grey- and- red, marked " R. P. Grove"; 1 buff- and red silk sash and tie to match ( regimental colours), 2 white pockethandkerchiefs, marked , lF. E. Raikes"; and 14 white shirts, marked " R. P. Groves" - FRANCIS HENRY SIMMONS, age 21, height 5 ft. 7| in., complexion sallow, hair very dark brown, eye3 brown, long features, large mouth which he draws in, 2 blue dots left wrist, scar right side of neck ; dressed probably in some of the stolen clothes. A native of Devonshire. Information to the Chief Constable, County Consta- bulary, Chester. 8.— Chester ( City).- For shopbreaking, and stealing 2 pairs of shears, a button- hole maker, a suit of clothes, some new clothes, and a pair of sidespring boots— Three men : first, JOHN JONES, age 35, height 5 ft. 8 in., complexion sallow, hair and mous- tache dark ; dress, dark worsted shooting coat, bound with black braid, brown tweed trousers, sidespring boots ( stolen), and brown felt hat. A tailor, of Glan Conway, North Wales. Has been convicted at Ruthin and Carnarvon, and is said to be well known to the Police in North Wales.— Second, a small MAN, age about 32, dressed in dark clothes.— Third, age about 21, bow- legged. Were traced to Rhyl, in the direction of Bangor, etc. Warrant issued. Information to the Chief Constable, Town Hall, Chester. 2 T H E POLICE GAZETTE TUESDAY, JULY 16, 1889. 9.— Stockport ( Borough). — For embezzling £ 8 17s. 9d.— HARRY SMITH, warehouse and errand boy, age 13, height 4 ft. 6 or 7 in., complexion fresh hair light brown, eyes dark brown; dress, blue knicker- bocker suit, black stockings, and peaked cap corded in front. A native of Stockport. Supposed to have left Edgeley by 4 p. m. train for Manchester. Has relatives in Halifax, Keighley, and Bradford. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. DERBYSHIRE. 10.— Bakewel I ( County).— For indecently assault- ing a child- CHARLES TAYLOR YOUNG, a farmer, age 36, height 5 ft. 11 in., stout build, complexion dark, hair ( turning grey), full beard, and moustache black, eyes dark, rather bow- legged, turns his toes in, very active appearance. A native of Bakewell. Warrant issued. Information to Supt. Barker, Bakewell. DORSETSHIRE. 11.— Dorchester ( County).— For stealing, 11th inst.— I gentleman's gold hunting keyless watch, engine- turned cases, made at Glasheitte, Saxony, crest, a griffin rampant, holding an olive branch, on outside; " 18K." marked inside; 1 18- carat heavy gold albert, fetter, and 3 oval link pattern; 6 gold scarfpins ( one foxhound in full cry, one mounted catseye, onyx stone, flat surface, raised centre, one shape of a fish torpedo, one round with hole in centre, one round knob, one round carbuncle, gold rim, and back surmounted with a gold fox crouching); 5 bottles with monogram F. T. on top ; 4 ivory- backed brushes, crest and coat of arms with motto, " Deapa- triceque fidelis" underneath; 1 light leather Gladstone bag, " F" on outside; blue waterproof cover, black and white check inside; 1 silver clasp with cup, crest, a griffin rampant, holding an olive branch, and coat of arms thereon; 1 pair gold oval- shaped sleeve links with crest stamped " S. S," maker " Shunsing, Hong Kong " ; 1 gold scarf ring, 2 masks without mouth' back to back ; £ 2 12s. cash, and postal orders for £ 1 2s. 6d. — JAMES ROWLEY, private Royal Marines, deserter from H. M. S. Hercules, age 27, height 5 ft. 6 in., complexion fresh, hair brown, eyes blue, rather fuil face, lost one upper front tooth ; dressed in plain clothes. Is accompanying a woman named Russell, age 23, complexion pale, rather thin ; dress, brown mixture jacket, blue French merino dress trimmed blue velvet, lace boots, straw hat trimmed with feather. Left Dorchester by fhe 10.10 p. m. train 11th inst. for London. Information to Supt. Gale, Dorchester. 12— Wimborne ( County).— For deserting his family— JESSE BARNES, age 30 to 35, height about 5 ft. 10 in., complexion dark, hair dark brown, small side whiskers and moustache, eyes hazel, long thin nose ; dress, plaid suit and hard felt hat. A groom ; native of Wimborne. May obtain employment at hotels, & c. Warrant issued. Information to Supt. Marsh, Wimborne. DURHAM. 13.— West Hartlepool ( County).— For failing to report— Supervisee JOHN LAMBERT, age 25, height 5 ft., complexion fresh, hair dark brown, eyes grey, scar on right of forehead, small blue mark on right eyebrow. Sentenced at Bradford, 6th April, 1888, to 9 months' imprisonment and 2 years' police supervision for receiving. 1119. Information to the Superintendent, Durham Con- stabulary, West Hartlepool. ESSEX. 14.— Colchester ( Borough).— For burglary, and stealing 1 black coat; I pair cotton cord trousers, whole falls, recently washed, nearly white, 3 or 4 seams of machine stitching round bottom, lap seams at side; 1 black felt hat; 1 light- colour drab frock- coat, box cloth, large size, brown velvet collar, dark pearl buttons, slightly moth- eaten right side front part of skirt at bottom ; and a lady's silver Geneva watch, flowers engraved on back — PATRICK MOYLES, a deserter from the Royal Irish Regiment at Colchester, age 21, height 5 ft. 7 in., complexion sallow, hair brown, eyes grey, star on left forearm. A butcher, native of Kilkenny. May endeavour to ship to America. 15.— Colchester ( Borough).— For stealing car- penters' tools— Expiree GEORGE SHARPE, alias MILLS, Office No. 35309, age 30, height 5 ft. 71 in., complexion fresh, hair dark brown, eyes grey, 3 small moles leftside neck, 5 scars below right shoulder- blade, scar back of left forearm and left armpit, a mass of freckles inside left arm. Sentenced at Chelmsford Assizes, 23rd January, 1882, to 5 years'penal servitude for stealing a mare. Liberated from Borstal Convict Prison, 17th May, 1888. I 109. Information to Chief Constable Coombs, Colchester. FLINTSHIRE. 16. — Mold ( County).— For obtaining £ 800 by false pretences— ERNEST HAROLD WILLIAMS, age 27, height 5 ft. 8 or 9 in., complexion fresh, hair dark brown, moustache slight, eye3 light brown, knock- kneed, prominent upper front teeth; dressed re- spectably, wears his hat far back on his head. Is fond of billiards and fast company. A native of Chester. Was lately in business at Cardiff as an auctioneer and fish salesman. May endeavour to leave the country. Warrant issed. Information to Deputy Chief Constable Bolton, Mold. HEREFORDSHIRE. 17.— Leominster ( County). — Escaped from custody between Wigmore and Leominster, 16th inst., sentenced to 6 weeks' imprisonment for larceny— LOCKE, age 25, height 5 ft. 9 in., complexion sallow, hair dark brown, small features; dress, grey jacket and vest, cloth breeches, and double peak cap. Information to Supt. Strangward, Leominster. KENT. 10s. REWARD EACH. 18.— Canterbury ( City).- For deserting their wives and families, leaving them chargeable to the Canterbury Union— ALFRED DENHAM, a fitter, age 43, height 5 ft. 4 in., complexion dark, hair dark brown, eyes grey, scar below left knee.— HENRY R. FRENCH, age 38, height 5 ft. 9 in., complexion fair, hair light, eyes blue, cut on one wrist. Warrant issued. The above reward will be paid by the Guardians of the Canterbury Union for the apprehension of Den- ham and French. 19.— Canterbury ( City).— For stealing, 29th ult., a tandem tricycle, Coventry make, painted black, steers back and front, two large wheels, 4 ft. in diameter, one front wheel 16 in. in diameter, has been repaired left side, holes drilled and plate rivetted on, and back steerage handle bolted on with three bolts— TWO YOUTHS : lst, age 16, height 5 ft. 4 in., com- plexion dark, hair black; dress, black jacket, dark grey mixture trousers, and black billycock hat.— 2nd, age 14, height 4 ft. 6 in., stout build, full face ; dress, black Eton jacket, long white turndown collar, black trousers, and cap. Both appeared to be attending a college. Information to Chief Constable Peacock, Canterbury. LANCASHIRE. 20.— Bolton ( County).— For wilfully neglecting to provide his children with food, etc., thereby endanger- ing their health— DAVID HEY, afcas " TAGG HEY," age 27 to 30, height 5 ft. 10 in., complexion dark, hair and eyes brown, slightly bow- legged ; dress, generally, grey jacket suit. Is a professional football- player, and supposed to be in Scotland. Supposed native of Kil- marnock or Dumbarton. Warrant issued. Information to Supt. Eatough, Bolton. 21.— Church ( County). — For housebreaking 9th inst., at Great Harwood, and stealing a lady's silver Geneva watch, white dial, flowered cases, maker " H. Samuel, Manchester" ; a gold keeper ring, stripe and flower pattern, stamped either " 9 ct." or " 18 ct." — A MAN, age about 22, height 5 ft. 4 in. to 5 ft. 6 in., complexion dark ( much tanned by the sun), hair brown, moustache ( small) dark, no whiskers; dress, dark cloth coat ( worn at elbows) and vest, supposed old boots and cap. Information to Supt. Campbell, Church. 22.— Manchester ( City).— For false pretences— FREDERICK GINTY, age about 34, height 5 ft. 3 or 4 in., complexion dark ( almost swarthy), hair dark brown, moustache light brown, speaks with a strong Irish accent; dress, dark grey suit ( rather shabby) and black felt hat. Warrant issued. Not to be apprehended out of the United Kingdom. 23.— Manchester ( City).— For stealing, 20th ult., a bag containing £ 300 from a carriage at Victoria Railway Station, Manchester— License Holder HENRY GARRETT, Office No. 35104, age 53, height 5 ft. 7 in., complexion florid, hair sandy ( thin on top), eyes blue, mole left of back, fourth fingers ( both) contracted, scar on right knee.— Expiree FRANCIS WILKINSON, alias HARMAN NIGHTINGALE, Office No. 17116, age 45, height 5 ft. 8 in., complexion fresh, hair light brown ( sandy), eyes blue, blue mark from ear to centre of throat, rings on first and second left fingers, right kneecap scarred, scrofula marks on right of neck and throat.— Expiree JOHN JONES, alias WEBB and STARVE, age 50, height 5 ft. 10 in. to 6 ft., complexion swarthy, hair dark brown, eyes hazel, scars on left side bridge of nose, one tooth left upper jaw turned inwards. These men are believed to frequent a house known as Roberts's, near the " Earl Grey," and Davies's " Red Lion," Holborn. Information to the Chief Constable, City Police, Manchester. 24.— Blackpool ( Borough).— For obtaining, by false pretences, lst inst., by means of a Bill of Ex- change, dated Liverpool, 11th June, 1889, to the order of Bennet Burleigh, by Brown, Shipley, and Co., on Wilkins and Co., Brecon- A MAN, giving the name of BENNET BURLEIGH, who stated he was the war correspondent for the London Daily Telegraph ( false), age about 45, height about 5 ft. 10 in., stout build, complexion florid, moustache ( slight) dark brown, otherwise clean shaved, hair cut short, small blue mark over left eye, of gentlemanly appearance and address. His modus operandi is to pose as a correspondent of a leading newspaper, get with some of the best people and into best hotels in the town he visits, and pretend he is going to write a descriptive article of the place. He does not sit with the ordinary company in the hotel, but in the commercial room; professes to be intimately acquainted with Mr. G. A. Sala and other leading newspaper writers, and with many members of the Savage Club, Savoy street, Strand. Is identical with Robert Rexford, alias Captain Rexford, Frank Raleigh, and Eric Harty, case No. 1, 29th March last. While in Blackpool he stated he had come to write an article on the evolutions of a torpedo fleet, which he said was lying off Fleetwood. It is requested that inquiry be made at hotels, theatres, < fcc. Warrant issued. Information to Chief Constable Dereham, Blackpool. 25.— Salford ( Borough).— Woodcut portrait and description of JAMES MAGUIRE, a joiner, whose apprehension is sought for stealing £ 30 belonging to the Nottingham Order of Oddfellows— age 50, height 5 ft. in., complexion fresh, hair and moustache brown, eyes brown ( pearl on one, supposed left), fore- head and top of head bald, flat nose, bruise on cheeks, pugilistic appearance; dress, brown tweed coat and vest, brown cord trousers, white muffler, lace boots, hard felt hat. Warrant issued. Information to the Chief Constable, Town Hall, Salford. 26.— St. Helens ( Borough).— For housebreaking, 22nd April last, and stealing 1 Bible, 1 fur tippet and 1 cruet- stand ( recovered); yards rose- coloured cash TUESDAY, JULY 16, 1889. T H E POLICE GAZETTE. 3 mere ; 1 silk pocket handkerchief ( one side blue, with gold horseshoes, the other gold with blue horseshoes) — JAMES DUNLOP, a labourer, age 19 or 20, height 5 ft- 7 or 8 in., slight build, hair sandy, eyes blue, face freckled, very large feet; dress ( when last seen), black coat and vest, pepper- and- salt colour trousers, side- spring boots, and two- peaked cap. A native of Halli- well, Scotland. Information to Chief Constable Wood, St. Helens. LEICESTERSHIRE. 27.— Melton Mowbray ( County).— For stealing, 4th inst., a Stilton cheese and a jean purse with two compartments, containing £ 5 10s. gold a id a paper relating to " Lion Fire Insurance Company," " J. Dickenson " in red letters outside purse— A WOMAN, age 40 to 50, height about 5 ft. 5 in., stout build, com- plexion pale, hair ( supposed) sandy, addicted to drink ; dress, grey shawl, white apron, and black bonnet. Was hawking square meat or pudding tins, and carried a basket containing paper parcels and pieces of lace. Information to Supt. Holloway, Melton Mowbray. LINCOLNSHIRE. 28.— Sleaford ( County).— For larceny ( bailee), and stealing 2 English silver lever watches, with white dials ( one in a new case); a lady's silver Geneva watch, with flowered back; and an old pair - case verge, bow broken- CHRISTIND PASQUET, alias STUMPFand SMITH, a tramping German watchmaker, age 55, height 5 ft. 6 in., stout build, complexion dark, sup- posed clean shaved; dress, dark mixture suit ( old), strong lace boots, dark peak cap with flat top; carries an old carpet bag and black leather knapsack. Fre- quently stops for several days at places cleaning watches. Was last heard of at King's Lynn, 11th ult., where he attempted to pledge one of the watches, but made his escape before the arrival of the police. Is well known in Norfolk and adjoining counties. He married his wife, whom he deserted over 12 months since, from Stoke Ferry. Warrant issued. Information to Supt. Richdale, Sleaford. 29.— Stamford ( County).— For stealing 3 dozen pairs of round leather boot laces, 2nd inst. — A TRAMP, age 55 to 60, height 5 ft. 2 or 3 in., complexion sallow, hair and whiskers sandy or light brown; dress, dark grey coat, brown jersey jacket, dark cord trousers, black felt hat; carried a small bundle and a flag fish basket. Was traced to Peterborough on 3rd inst., where he was disposing of the laces. May be found at casual wards or sleeping in outhouses. Information to Inspector Clarke, Stamford. MONTGOMERYSHIRE. 30.— Newtown ( County).- For stealing 1 French merino skirt; 1 winsey petticoat, small black, red, yellow, and grey stripes; 1 pair of dark blue stock- ings ; and 18s., 28th ult.— LUCY JONES, age 20, height 5 ft, complexion fresh, hair brown, narrow features ; dress, black jacket and hat, red French merino dress. A native of Marton Beach, Salop. Has been a prostitute in Shrewsbury and Wellington. Warrant issued. Information to Major Godfrey, Chief Constable, Newtown.
