THE POLICE GAZETT PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JUNE 28, 1889. VOL. VI., No. 574. REGULA !." All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOE OF THE POLICE GAZETTE, GBBAT SCOTLAND YAED, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. , 5. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable i the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for \ Ihe payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of ! stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per \ portrait, and of Is. 6< i. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature if an officer of not less rank than Superintendent ; and, if the name of such person be required to be inserted, and no u- arrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property btar a number, anil art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the EditoL- notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may remit from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on JFednesday, and for the Tuesday edition not later than Saturday morning. They must lie clearly written en one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummoni $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as ollows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall Ihe High Contracting Parties be bound to surrender their own * ubjects whether by birth or naturalisation.* The result of the modification in the Treaty is that either Government may deliver Hp its own subjects to the other Government, bnt can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— Convict Supervision Department.— Woodcut engraving of License Holder OWEN HALL, alias TONKY, JOHN TONKS, THOMAS STOKES, and TONKIN SON, Office No. 35854, age 07, height 5 ft. 7 in., complexion fair, hair grey, eyes hazel, double ruptured, scar on right cheek, right little finger bent, scars on right calf, back ( from burn), and left of forehead. Sentenced at Middlesex Sessions, 17th June, 1878, to 12 years' penal servitude and 7 years' police supervision for larceny ( person), He is supposed to have been a companion of the men con- cerned in the Muswell hill outrage, ancl is now believed to be committing burglaries in the northern suburbs of London. His apprehension is sought for failing to report, and it is requested that every effort may be made to find him. Information to R. Anderson, Esq., Assistant Com- missioner, Convict Supervision Department, Great Scotland- yard, London, S. W. 2.— V Division.— For indecently assaulting a girl, age 13— THOMAS RELF, age 41, height 6 ft., complexion fair, hair, whiskers, and moustache light brown ( turning grey), eyes blue; dress, black diagonal cutaway coat, brown cardigan jacket under, cord trou- sers, black hard felt hat. A native of Brightling, near Hawkhurst, Sussex. His father and mother reside at Tunbridge Wells, and a brother at Hastings. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. £ 200 REWARD. 3.— For stealing, in April last, the following securi- ties : £ 800 Argentine 5 per cent. 1880 Loan ( one £ 500, No. 4763; three £ 100, Nos. 20524, 20525, and 20526) ; £ 500 Buenos Ayres 0 per cent. 1883 Loan ( one £ 500, No. 556); £ 700 Ottoman 5 per cent. Defence Loan ( seven £ 100, Nos. 8809, 8810, 13997, 14008 to 14011); £ 1,500 Russian 5 per cent. 1872 Loan ( one £ 1,000, No. 829 ; one £ 500, No. 6893); 6 Certificates United States Rolling Stock Company, 10 shares, 50 dols. each, Nos. 2438 to 2443— PAUL VAUGHAN LEMISH, of Gladstore- villas, Mount- pleasant, Philip- lane, Tottenham, stock- broker's clerk, age 31, height 5 ft. 5 in., complexion sallow, hair and whiskers dark ( cut close), moustache dark, rather large head, sometimes wears spectacles ; plainly dressed. Warrant issued. The above reward will be paid by Messrs. Michael Abrahams, Sons and Co., 8, Old Jewry, E. C., and 23, Rue Taitbout, Paris, to any person giving such infor- mation as shall lead </> the- apprehension and convic- tion of Lemish and recovery of the securities, or in pro- partion to the amount recovered. JE1 REWARD. 4— Bedford [ County).— Absconded from the Bedfordshire Reformatory School, Carlton, 24th inst. — EDWARD BROWN, age 17, height 5 ft. 4 in., com- plexion swarthy, hair ( cut very short) light brown, eyes hazel, F. W., W. G., J. C. tattooed left forearm, S. G., T. C-, A. P., and three dots right forearm; dress, round cord jacket, cord trousers, calico shirt, blue worsted stockings, lace boots ( clothes marked " Bedford Reformatory"). Took away an old pilot jacket, very long, and an old felt hat, which he is supposed to be wearing. Information to Supt. Quenby, County Police Sta- tion, Bedford, or to Mr. R. Jones, superintendent, Bedford Reformatory, Carlton, who will pay the above reward for the apprehension of Brown. £ 1 REWARD. 5.— Bedford ( County).— For deserting his wife and family, leaving them chargeable to the Bedford Union— WILLIAM LAMB, age 46, height 5 ft. 9 in., slight build, complexion dark, hair black, eyes dark, scar on one temple; dressed as an engineer. A native of Lancashire. Was last seen near Poplar Church. Warrant issued. The above reward will be paid by the Guardians of the Bedford Union for the apprehension of Lamb. Information to Supt. Quenby, Bedford, or to Inspector Cain, Sharnbrook. BERKSHIRE. 6.— Reading ( Borough).— For stealing, 31st ult., a leather case, lined with silk and velvet, containing plated and engraved fish carvers, blades stamped " W. W. H. S." ; 2 oaken cases of plated and engraved fish knives and forks, ivory handles, blades stamped " W. W. H. S."; 1 oaken case, containing 18 table knives, 12 dessert knives, 1 pair of meat carvers, 1 pair of game carvers, and a steel, ivory handles with bevelled ends ; 11 common knives and forks, stamped " T. Turner and Sons, Sheffield," white handles; 1 dozen nickel- plated teaspoons, stamped " Venetian Silver, D. and S." ; 6 dessert- spoons and 4 table- spoons, similarly stamped; and a leather case, lined with velvet, containing 2 razors— MICHAEL 2 T H E POLICE GAZETTE. TUESDAY, JUNE 25, 1889. GEORGE RANDALL, age 38 to 40, height about 5 ft. 10 in., moustache sandy, rather slight build, walks very erect; dress, black morning coit, light check trousers, and silk hat; wore spectacles. His modus operandi is to take a large house, giving references to the house agent in a town near. He then goes to the principal tradespeople, stating he is about to marry, that he is going to furnish the house, and requires goods sent there on approval. In this manner he obtains a quantity of goods of value, and absconds with them. Information to Head Constable Tewsley, Reading. CHESHIRE. 7.— Altrincham ( County).— For stealing a horse ( recovered)— WILLIAM COX, alias JACKSON and " SNUFF- THE- MOON," a boatman, age 17 or 18, height 5 ft. 5 in., complexion and hair dark, scar from burn or abscess on left cheek, bullet wound palm of left hand; dre3s, blue pilot monkey jacket, cord trousers, red knitted muffler, clogs, and black soft felt hat. Warrant issued. Information to the Superintendent, Cheshire Con- stabulary, Altrincham. 8.— Chester ( County).— For committing a rape at Upton, 23rd inst.— HENRY SIDES, alias HENRY RICHARDS, age 28, height 5 ft. 6 in., complexion fresh, hair dark brown, whiskers and moustache brown, eyes grey, lost three front teeth in upper jaw ; dress, dark cloth coat, dark plaid trousers, and double- peak cap, which has been recently washed. Has served in the Army and Militia. Was liberated from Chester Lunatic Asylum, 24th inst. Stated he intended going to Oswestry, Wrexham, and Kidderminster. A native of Oswestry. Warrant issued. Information to the Chief Constable, County Con- stabulary, Chester. 9.— Chester ( City).— For attempting to extort money from her landlord, by threatening to accuse him of rape— ELLEN CUTLER, age SO or 32, height 5 ft 2 or 3 in., complexion and eyes dark, hair dark brown ; dress, dark stuff dress with velvet trimmings and brass buttons down front of bodice, black fur tippet ( shabby), large black straw hat turned up at side, wore gold earrings. . Has been living with her husband, George Cutler, a labourer, age about 35, height about 5 ft. 11$ in., com- plexion fair, hair, side whiskers, and moustache light brown, dimple in chin. Stated he had been 9 years in the Birmingham Police ( apparently false), 4 years as a sergeant. Probably has been in some police force. Have with them a girl 3 or 4 years of age. Warrant issued. Information to the Chief Constable, Town Hall, Chester. 10.— Stockport ( Borough).— For stealing a black worsted coat; a blue silk handkerchief ; a brown hat; a gentleman's silver watch; a lady's long silver guard ; a black leather purse, containing 3 sovereigns ; and a brown hat— HUGH JONES, a joiner, late of Stock- port, age 45, height 5 ft. 9 or 10 in., complexion dark, hair, whiskers ( cut short), and moustache dark, scars on both elbows through recent fall; dress, brown plaid tweed suit, lace boots, and brown hat. A native of Chester. Family supposed to reside at Everton, Liverpool. 11.— Stockport ( Borough).— For stealing a watch ( recovered), 21st inst.— THOMAS RUSHTON, age about 36, height 5 ft. 8 or 9 in , complexion fresh, hair light, moustache light sandy, nose slightly turned to one side, scar on left wri3t; dress, light tweed jacket and vest, black- and- blue striped trousers, lace boots, black hard felt hat. A shoemaker; native of New Borough or Uttoxeter, Staffordshire. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. CUMBERLAND. 12.— Wigton ( County).— For forging and uttering a cheque for £ 7 10s., on the Carlisle and Cumberland Banking Company, Limited, at Wigton, 8th inst.— GUSTAV JOHN SCHWARTZ, a German Jew, age 2G, height 5 ft. 6* in., stout build, complexion fresh, hair ( cat short) and moustache ( slight) dark, large mouth, prominent teeth, stooping shoulders, speaks broken English ; dress, dark coat and vest, grey tweed trousers, low shoes, light striped tweed cap with peak, and hook and eye in front. Supposed to be a watch- maker. Has in his possession a cheque- book on the Carlisle and Cumberland Banking Company, Limited, Nos. 133885 to 133908 inclusive. ( Supposed same as described in Case No. 13.) Warrant issued. Information to Supt. Brown, Wigton. 13.— Carl is le ( City).— For fraudulently obtaining a cheque- book on the Carlisle and Cumberland Bank, No. 133885 to 133908 inclusive, and feloniously forging and uttering the cheques so obtained— GUSTAVE JOHAN SCHWOITZ, a German Jew, age 26, height 5 ft. 6| in., complexion fresh, hair and moustache dark, rather large mouth; dress, black coat and vest, grey trousers, and cap. Supposed to be a watchmaker. ( Supposed same as described in Case No. 12.) Information to Chief Constable Mackay, Carlisle. DORSETSHIRE, 14.— Wimborne ( County).— For deserting his family— JESSE BARNES, age 30 to 35, height about 5 ft. 10 in., complexion dark, hair dark brown, small side whiskers and moustache, eyes hazel, long thin nose ; dress, plaid suit and hard felt hat. A groom ; native of Wimborne. May obtain employment at hotels, & c. Warrant issued. Information to Supt. Marsh, Wimborne. HAMPSHIRE. £ 2 REWARD. 15.— Aldershot ( County).— For deserting his two children 1st February last, leaving them chargeable to the Hartley Wintney Union- FREDERICK PIERS, age about 40, height 5 ft. 9 in., complexion sallow, hair ( turning grey) brown, eyes grey, scorbutic marks left side of face. A discharged soldier. Was lately employed as agent for the Prudential Assurance Society. Left Fleet about January last. The above reward will be paid by Mr. F. S- Chand- ler, clerk to the Guardians of the Hartley Wintney Union, for the apprehension of Piers. Warrant issued. Information to Supt. Brinson, Aldershot. 10.— Newport ( County).— For stealing, at Park- hurst Barracks, Isle of Wight, 15th inst., a mess waiter's black suit; 1 red mixture tweed suit; and 1 light ulster overcoat, with cape attached— Private FREDERICK PROSSER, 1st Battalion Oxford Light Infantry, age about 30, height 5 ft. 6| in., complexion sallow, hair black, eyes hazel, crown, cro3S, and anchor tattooed back of left forearm, ship and letter F front of left forearm ; dress, grey tweed suit. A native of Maidstone, Kent. Information to the Deputy Chief Constable, New- port, Iale of Wight. 17.— Petersfield ( County).— For stealing £ 18, gold and silver- ALFRED LANGRISH, age 28, height 5 ft. 6 in., complexion dark, hair black, eyes dark brown, clean shaved, 4 moles on face ; dress, dark striped tweed suit, turned down collar, and hard felt hat with portrait of the Queen inside. Was carrying a small portmanteau with brown straps, and a thick walking- stick with turned- down bone handle. A native of Bariton, Hants. Has been employed on the mail boats between Dover and Calais. Warrant issued. Information to Supt. Ransom, Petersfield. 18.— Southampton ( Borough).— For maliciously attempting to poison— SIDNEY PERRY, age 1G, height 4 ft. 10$ in., complexion fresh, hair brown, eyes hazel, cut on right thumb. A native of Southampton. Warrant issued. Information to Head Constable Clay, Southampton. HEREFORDSHIRE. 19.— Ross ( County).— For stealing at Hope Man- sell, 22nd April last, a cluck ( recovered)— THOMAS MARSHALL, age about 40, height 5 ft. 4 or 5 in., complexion, hair, whiskers and moustache dark ( may now have shaved); dress, white slop jacket, moleskin trousers, black hard felt hat, all much worn and dirty. A mason; native of East Dean, Gloucestershire ; generally sleeps in outbuildings, colliers' cabins, etc. Supposed gone into South Wales. Warrant issued. 20.— Ross ( County).— For stealing at How Caple, 4 rabbits ( recovered)— GEORGE DYER, age 28 or.: 29, height 5 ft. 11 in., complexion fresh, hair ( cut short) brown, small side- whiskers, very upright; dress, brown tweed suit, tight- fittiog. A groom or labourer ; native of Weston- super- Mare. Has a wife and one child. Was last heard of at Cheltenham. Warrant issued. Information to Supt. Smith, Ross. LANCASHIRE. 21.— Church ( County). — For stealing, between 8th and 10th inst., 3 mason's trowels, stamped " Hunt and Sons, Brades and Co." on blades ( see Case No. 76, 14th inst.)— JOHN SMITH, alias DAVID JONES, HARRISON, PICKERING, WILSON, RAW- CLIFFE, and EDWARD MOFFATT, a tramping bricklayer, age about 36, height 5 ft. 5 or 6 in., com- plexion fresh, freckled, hair and moustache sandy, stammers when excited; dress, old grey or brown coat, fustian trousers ( nearly new), old boots, and hard billycock hat. He obtains work as a mason, but, being incom- petent, is usually discharged in a day or so. Has worked on new buildings at Blackburn, Padiham, Church, Harwood, Haslingden, and other places, and generally resides in common lodging- houses. Supposed to belong to Keighley. Sold 1 trowel in the name of John Smith, and pledged another in the name of David Jones, at Haslingden, 10th inst. Information to Supt. Campbell, Church. 22.— Liverpool ( City).— For failing to report- Supervisees RICHARD DOUGHTY, alias HENRY DEAN and MASON, Office No. 37235, age 39, height 5 ft. 2 in., complexion fresh, hair and eyes brown third left finger broken. Sentenced at Manchester! 8th December, 1887, to 15 months' imprisonment and 3 years' police supervision for larceny.— WILLIAM CARLTON, alias EDWARDS, GRIFFITHS, and JOHN SIMPSON, Office No. 37326, age 54, height 5 ft. 9 in., complexion fair, hair and eye3 grey. Sentenced at Liverpool, 4th December, 1875, to 10 years' penal servitude and 5 years' police supervision for robbery. B 1328. Will probably be found uttering counterfeit coin. Information to the Chief Superintendent, Detective Department, Liverpool. 23.— Bacup ( Borough).— For deserting his family - RICHARD TAYLOR, alias " TOLO," and LITTLE FAT MAN," age about 32, height about 5 ft. 3 in , complexion dark, hair ( bald) dark brown, moustache dark, small features, has lost nearly all his teeth, walk3 quickly. Formerly worked at Newcastle- under- Lyme as a bricklayer's labourer, and about 5 years a^ o at Burn Brae Dyeworks, Stirlingshire, as engine tenter; has also worked at stone quarries. A native of Staffordshire. Warrant issued. Information to Chief Constable Cumming, Bacup. 24.— St. Helens ( Borough). - For failing to report- Supervisee JOSEPH BOYER, alias PHI Lie HENRY EBERLE, and JOSEPH BOYERS, Office No. 37796, age 33, height 5 ft. 5 iu., complexion fresh, hair brown, eyes grey, lo3t three upper front teeth, scar bridge of nose, lost two joints of right forefinger, chest deformed, slight peculiarity in speech. A ship's steward. Sentenced at Liverpool County Sessions, 13th December, 1887, to 18 months' hard labour and 2 years' police supervision for fraud. 849. Information to the Chief Constable, St. Helens. LINCOLNSHIRE. 25.— Sleaford ( County).— For larceny ( bailee), and stealing 2 English silver lever watches, with white dials ( one in a new case) ; a lady's silver Geneva watch, with flowered back; and an old pair case verge, with broken bow— A TRAMPING GERMAN WATCH- MAKER, who gave the name of " STUMPF," age about 55, height 5 ft. 6 in., stout build, complexion dark, supposed clean shaved ; dress, dark mixture suit ( old), strong lace boots, dark peak cap, with flat top and cord across front; carries an old carpet bag and black leather knapsack. Frequently stops at placei for several days cleaning watches. Warrant issued. Information to Supt. Riclidale, Sleaford. 26.— Grantham ( Borough).— For stealing a silver watch ( recovered) and a half crown brooch— FRANK SEARBY, age 29, height 5 ft. 8$ in., complexion fresh, hair and moustache ( small) brown, eyes grey, cross, crown, coat of arms, and Jerusalem, 1876, tattooed left forearm; dress, black coat and vest, brown check tweed trousers, Militia boots, and black hard felt hat. A labourer; native of Nottingham. Warrant issued. Information to Chief Constable Harland, Grantham. MERIONETHSHIRE. 27 — Dolgelley ( County).— For stealing £ 5 17s.— HARRY MARSHALL, age 35 to 40, height 5 ft. 2 in., complexion fresh, moustache sandy, broken nose, which turns up at end ( very prominent). A skinner ; native of Dewsbury, where his mother resides. Is well known amongst fellmongers, skinners, & c. Last worked at Brecon. Information to Inspector Hughes, Dolgelley. MIDLOTHIAN. 28.— Edinburgh ( City).— For fraud- HENRY STOCKEN HARTLEY, alias HENRY T. ASHTON, an Irishman, age about 45, height 5 ft. 11 in., medium build, hair black, thin on top of head, heavy dark moustache, small dark sharp eyes, shot mark on nose towards right eye, " Annie" tattooed on front of left wrist; dres?, light broken check jacket suit, short dust fawn- coloured overcoat, light brown round felt hat, navy blue tie, and gaiters similar to overcoat; wears a watch and yellow metal albert. Speaks with an. Irish accent.— And a woman, who passes as his wife, and whose Christian name i3 ANNIE, a native of Yorkshire, age from 38 to 40, medium height, stout build, hair ( cut and curled in front) dark ; dress, white sailor hat trimmed white ribbons, brown dress with brown check body, light fawn- coloured Cashmere TUESDAY, JULY 16, 1889. T H E POLICE GAZETTE. 3 cloak ; carries a small hand- basket. Both of respect- able appearance. His modus operandi is to take lodgings for himself and wife by representing that he is a retired drill in- structor and a pensioner from the 9th Lancers, that they have arrived from Liverpool or Leeds, and that be is to be paid a legacy in a few clays which has been left him by his mother. Both parties then borrow money and obtain goods and lodgings on the faith of these statements, and after staying about a week they leave without paying. Has visited Hawick and Carlisle, and is wanted at former place on similar charges. Information to the Chief Constable, or to Detective- Inspector McEwan, Police Chambers, Edinourgh. METROPOLITAN POLICE DISTRICT* 97.— E Division.— Attention is again called to the wcodcut and description of ALFRED JOHNSON, Expiree, Office No. 31845 ( see special notice in POLICE GAZETTE, 12th April last), who, with others, is still obtaining money on forged cheques, and they have now in their possession cheque- books of the following banks :— Messrs. Coutts and Co., Strand ; Messrs. Cox and Co., Charing-. cross; the Imperial, Lothbury; the Union, Chancery- lane branch, and the London and County. The principal victims upon whom these frauds have been committed are tradesmen, and the following means are usually adopted:— Butchers, grocers, etc., are found by the thieves to be serving a certain custo- mer. A man then goes to the house and obtains the tradesman's book, under the pretence of having it made up. A boy is then employed to take the book and forged cheque, purporting to have been signed by the customer, to the tradesman, who is asked to make up the book and give the boy the difference of the cheque. A farmer at Horsham, Sussex, was recently victim- ised by these men, and a large sum of money was obtained on one of the forged cheques; and it is be- lieved they will continue to perpetrate these frauds in the provinces. Farmers and the principal tradesmen should be cautioned against these men.
