' All announcements for insertion in the POLICE GAZETTE, and all cc. mmunications upon them, should be addressed to THE EDITOR OP THE POLICE GAZETTE, GEEAT SCOTLAND YARD, LONDON, S. W. i. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature if an officer of not less rank than Superintendent ; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. HONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted if the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Edita notice of the fact, referring to the number of the announeemmt for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " Itis agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their oisn subjects whether by birth or naturalisation* The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, bat can not be considered bound to do so. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT. 1.— K Division.— For stealing £ 6 2s. 6d., 11th inst.— WILLIAM H. LEONARD, a boiler- maker, age 24, height 5 ft. 7 in., complexion fresh, hair dark auburn, eyes ( small) grey, W. L. tattooed on left wrist; dress, brown worsted suit, plaid shirt, black silk neckerchief, black hard felt hat. A native of Grimsby, where he was recently a member of the Boiler- maker's Lodge, held at the Prince of Wales's public- house, Freeman- street. His aunt resides at New- buildings, Walker- street, Hull. 2.— R Division.— For carnally knowing a girl under 13 years of age, at Shooter's hill, 8th inst.— EDWARD GUNNING, age 22, height 5 ft. 6 in., complexion and hair dark, moustache ( slight) light, blotched face ; dress, dark jacket, cord trousers. A bricklayer's labourer ; native of Plumstead. Lately employed at North Woolwich. Has friends at Dartford. Warrant issued. 3.— T Division.— For stealing watche3, 12th inst.— JAMES BLAKE, age 27, height 5 ft., com- plexion fair, hair dark brown, right leg shorter than left, right hand deformed ; dress, brown tweed jacket and vest, light striped trousers, and hard felt hat. A tramping watch jobber; native of Hammersmith. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 4.— For stealing bonds— PAUL VAUGHAN LEMISH, late of Gladstone- villas, Mount- pleasant, Philip- lane, Tottenham, age 31, height 5 ft. 5 in., com- plexion sallow, hair, whiskers ( cut very close), and moustachhe dark, large head; dress, dark clothes, slovenly appearance, sometimes wears spectacles. A stockbroker's clerk. Warrant issued. 5.— For stealing £ 200, entrusted to him as bailee— EDWARD ROSS, late of 134, Upper Thames- street, E. C. ( trading as Edward Ross and Co.), age 28, height 5 ft. 6 in., complexion ruddy, hair brown, dark reddish beard and moustache, speaks with a German accent; dress, dark clothes and high black hat. A commission agent. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BANFFSHIRE. 6.— Banff ( County). — For fraud, 4th ult.— SYMON HYMIN, alias CHARLES STEWART, age about 30, hsight 5 ft. 7 in., complexion dark, hair and moustache black, eyep dark, full round face; dress, dark corded tweed jacket suit ( jacket double- breasted), dark hard felc hat with narrow brim, wore a gold hoop ring about J- in wide. This man called on a merchant in Buckie and repre- sented himself as being one of the firm of Charles Stewart and Co., manufacturers of Stramonium cigar- ettes, Crown cement, and marking ink, 92, Benjonson- road, London ( false), and that he was establishing agencies throughout the country for the sale of these articles, and by offering very liberal terms in the way of commission, free advertising of the merchant's busi- ness in local papers and at railway stations, & c., he induced him to accept an agency, and succeeded in defrauding him of £ 4. Is also wanted for similar offences at Nottingham in name of Thomas Warpole, and at Aston, Warwickshire, in name of E. Wode. Warrant issued. Information to Chief Constable Haig, Banff. BEDFORDSr'IRZ. £ 1 REWARD. 7.— Bedford ( County).— For deserting his wife and family, leaving them chargeable to the Bedford Union— WILLIAM LAMB, age 46, height 5 ft. 9 in., slight build, complexion dark, hair black, eyes dark, scar on one temple ; dressed as an engineer. A native of Lancashire. Was last seen near Poplar Church. Warrant issued. The above reward will be paid by the Guardians of the Bedford Union for the apprehension of Lamb. Information to Supt. Quenby, Bedford, or to Inspector Cain, Sharnbrook. BERKSHIRE. 8.— Reading ( Borough).— For forging a cheque for £ 16— A MAN, age about 22, height 5 ft. 5 in., com- plexion fair, moustache slight; dress, black coat and vest, light trousers, and black hard felt hat. On 25th ult. he called at a gentleman's house, and said he was sent by the butcher for the account- book, as there was some error in it which had to be rectified. About half- an- hour afterwards a boy, age 14, dres. ed in light brown holland jacket, who is evidently an accomplice, called at the butcher's shop with the book, and tendered in payment of the account of £ 1 lis. 3d. a cheque for £ 16, which had been given him by this man, who remained close at hand. The cheque was on the Union Bank of London, Chancery- lane Branch, made payable to the gentleman, and purporting to be signed by a well- known person in Reading. Another cheque, No. N 20, 03607, on Messrs. Coutts and Co., 59, Strand, was also passed same date. Similar swindles have been perpetrated at Eastbourne and other places, and it is believed that more than one man is connected with them. Warrant issued. 9.— Reading ( Borough).— For stealing, 31st ult, a leather case, lined with silk and velvet, containing plated and engraved fish carvers, blades stamped " W. W. H. S." ; 2 oaken cases of plated and engraved fish knives and forks, ivory handles, blades stamped " W. W. H. S."; 1 oaken case, containing 18 table knives, 12 dessert knives, 1 pair of meat carvers, 1 pair of game carvers, and a steel, ivory handles with bevelled ends; 11 common knives and forks, stamped " T. Turner and Sons, Sheffield," white handles; 1 dozen nickel- plated teaspoons, stamped " Venetian Silver, D. and S." ; 6 dessert- spoons and 4 table- spoons, similarly stamped ; and a leather case, lined with velvet, containing 2 razors— MICHAEL GEORGE RANDALL, age 38 to 40, height about 5 fc. 2 THE POLICE GAZETTE. TUESDAY, JUNE 11, 1889. 10 in., moustache sandy, rather slight build, walks very erect; dress, black morning coit, light check trousers, and silk hat; wore spectacles. His modus operandi is to take a large houee, giving references to the house agent in a town near. He then goes to the principal tradespeople, stating he is about to marry, that he is going to furnish the house, and requires goods sent there on approval. In this manner he obtains a quantity of goods of value, and absconds with them. Information to Head Constable Tewsley, Reading. CARNARVONSHIRE. 10.— Carnarvon { County).— For stealing a dark grey check suit, shirt, boots, & c., and £ 3 cash— JOHN ADAMS, private, No. 1295, 4th Battalion Royal Welsh Fusiliers, age 26, height 5 ft. 6 in., complexion dark, hair brown, eyes hazel, Roman nose, may have white mark across forehead from wearing military cap, turns his mouth to one side when speaking ; dress, supposed in stolen clothes. Supposed to have left for the pur- pose of joining another corps about to be called out for training. Absconded 14th inst. Information to the Chief Constable, Carnarvon. 11.— Portmadoc ( County).— For larceny ( servant) — ROBERT JONES, age about 46, height about 5 ft. 6 in., complexion fair, hair light, long whiskers and moustache, nearly sandy ; dress, light cross bar coat and vest, woollen cord trousers, watertight boots ( nearly new), and hard felt hat. A railway goods carrier; native of Llangian, Pwllheli. May seek employment as harvestman. Warrant issued. Information to Inspector Prothero, Portmadoc. hair ( cat short) and moustache ( slight) dark, large mouth, prominent teeth, stooping shoulders, speaks broken Engliah ; dress, dark coat and vest, grey tweed trousers, low shoes, light striped tweed cap with peak and hook and eye in front. Supposed to be a watch maker. Has in his possession a cheque- book on the Carlisle and Cumberland Banking Company, Limited, Nos 133885 to 133908 inclusive. ( Supposed same as described in Case No. 18.) Warrant issued. Information to Supt. Brown, Wigton. 18,— Carlisle ( City).— For fraudulently obtaining a cheque- book on the Carlisle and Cumberland Bank, No. 133885 to 133908 inclusive, and feloniously forging and uttering the cheques so obtained— GUSTAVE JOHAN SCHWOITZ, a German Jew, age 26, height 5 ft. 6f in., complexion fresh, hair and moustache dark, rather large mouth; dress, black coat and vest, grey trousers, and cap. Supposed to be a watchmaker. ( Supposed same as described in Case No. 17.) Information to Chief Constable Mackay, Carlisle. CHESHIRE. 12.— Altrincham ( County).— For failing to report — Supervise? CHARLES HARD IE ELDER, Office No. 36181, age 36, height 5 ft. 4 in., complexion fresh, hair, whiskers and moustache sandy, eyes blue, several scars on hands, mole on left arm, ruptured left side ; dress, blue pilot monkey jacket and white moleskin trousers. Sentenced at Dundee, 22nd March, 1881, to 7 years' penal servitude and 5 years' police supervision for theft. 13.— Altrincham ( County).— For stealing a horse ( recovered)— WILLIAM COX, alias JACKSON and " SNUFF- THE- MOON," a boatman, age 17 or 18, height 5 ft. 5 in., complexion and hair dark, scar from burn or abscess on left cheek, bullet wound palm of eft hand; dress, blue pilot monkey jacket, cord trousers, red knitted muffler, clogs, and black soft felt hat. Warrant issued. Information to the Superintendent, Cheshire Con- stabulary, Altrincham. 14.— Chester ( City).— For attempting to extort money from her landlord, by threatening to accuse him of rape— ELLEN CUTLER, age 30 or 32, height 5 ft. 2 or 3 in., complexion and eyes dark, hair dark brown ; dress, dark stuff dress with velvet trimmings and brass buttons down front of bodice, black fur tippet ( shabby), large black straw hat turned up at side, wore gold earrings. Has been living with her husband, George Cutler, a labourer, age about 35, height about 5 ft. 11J in., com- plexion fair, hair, side whiskers, and moustache light brown, dimple in chin. Stated he had been 9 years in the Birmingham Police ( apparently false), 4 years as a sergeant. Probably has been in some police force. Have with them a girl 3 or 4 years of age. Warrant issued. Information to the Chief Constable, Town Hall, Chester. 15.— Stockport ( Borough).— For larceny ( lodger) JOHN CORNS ( supposed false), age about 15, height about 4 ft. 6 in., complexion fresh, hair ( cut short) light thin features, long nose ; dress, light tweed jacket and vest, dark cord trousers, lace boots, and dark tweed cap with peak. 16.— Stockport ( Borough).— For stealing a black worsted coat; a blue silk handkerchief ; a brown hat; a gentleman's silver watch; a lady's long silver guard; a black leather purse, containing 3 sovereigns; and a brown hat— HUGH JONES, a joiner, late of Stock- port, age 45, height 5 ft. 9 or 10 in., complexion dark, hair, whiskers ( cut short), and moustache dark, scars on both elbows through recent fall; dress, brown plaid tweed suit, lace boots, and brown hat. A native of Chester. Family supposed to reside at Everton, Liverpool. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. CUMBERLAND. 17.— Wigton ( County).— For forging and uttering a cheque for £ 7 10s., on the Carlisle and Cumberland Banking Company, Limited, at Wigton, 8th inst.— GUSTAY JOHN SCHWARTZ, a German Jew, age 26, height 5 ft. 6f in., stout build, complexion fresh, GLOUCESTERSHIRE. 19.— Fishponds ( County).— For burglary and arson— JOHN BRITTON, age 22, height 5 ft. 7 in., complexion fresh, hair dark brown, moustaohe ( slight) brown, large scar behind right ear, J. B. L. tattooed on wrists ; dress, dark coat, with thick row of bone buttons, dark cloth trousers, and hard bowler hat. A shoemaker ; native of Bristol; sometimes works as a coal- miner. Was discharged from the army as in- corrigible and worthless. Has lived at Blaina and Newport. Warrant issued. Information to Supt. Matthews, Fishponds. HAMPSHIRE. £ 2 REWARD. 20.— Aldershot ( County).— For deserting his two children 1st February last, leaving them chargeable to the Hartley Wintney Union— FREDERICK PIERS, age about 40, height 5 ft. 9 in., complexion sallow, hair ( turning grey) brown, eyes grey, scorbutic marks left side of face. A discharged soldier. Was lately employed as agent for the Prudential Assurance Society. Left Fleet about January last. The above reward will be paid by Mr. F. S. Chand- ler, clerk to the Guardians of the Hartley Wintney Union, for the apprehension of Piers. Warrant issued. Information to Supt. Brinson, Aldershot. 21.— Newport ( County).— For stealing, at Park- hurst Barracks, Isle of Wight, 15th inst., a mess waiter's black suit; 1 red mixture tweed suit; and 1 light ulster overcoat, with cape attached— Private FREDERICK PROSSER, 1st Battalion Oxford Light Infantry, age about 30, height 5 ft. 6| in., complexion sallow, hair black, eyes hazel, crown, cross, and anchor tattooed back of left forearm, ship and letter F front of left forearm ; dress, grey tweed suit. A native of Maidstone, Kent. Information to the Deputy Chief Constable, New- port, Isle of Wight. 22.— Petersfield ( County).— For stealing £ 18, gold and silver- ALFRED LANGRISH, age 28, height 5 ft. 6 in., complexion dark, hair black, eyes dark brown, clean shaved, 4 moles on face ; dress, dark striped tweed suit, turned down collar, and hard felt hat with portrait of the Queen inside. Was carrying a small portmanteau with brown straps, and a thick walking- stick with turned- down bone handle. A native of Bariton, Hants. Has been employed on the mail boats between Dover and Calais. Warrant issued. Information to Supt. Ransom, Petersfield. 23.— Southampton ( Borough).— For maliciously attempting to poison— SIDNEY PERRY, age 16, height 4 ft. 10J in., complexion fresh, hair brown, eyes hazel, cut on right thumb. A native of Southampton. Warrant issued. Information to Head Constable Clay, Southampton. LANCASHIRE. 24.— Bootie ( County).— For failing to report- Supervisee GEORGE WILCOX, alias GEORGE TONGE, Office No. 31908, age 69, height 5 ft. 7 in., complexion fresh, hair turning grey, eyes grey, sight defective, tumour inside right upper arm, scara on left eyebrow, forearm, and shin. Sentenced at Man- chester, Salford Sessions, 4th December, 1882, to 5 years' penal servitude and 7 years' polioe supervision for fraud. Information to the Superintendent, County Police Office, Bootie. 25.— Chorley ( County).— For stealing £ 27 10s., 8th inst.— ELLEN BAMBER, age 25, height 5 ft. 1 or 2 in., complexion pale, hair light brown; dress, light print dress, and white apron, trimmed with red material. Information to Supt. Norris, Chorley. 26,— Church ( County). — For stealing, between 8th and 10th inst., 3 mason's trowels, stamped " Hunt and Sons, Brades and Co." on blades ( see Case No. 76 14th inst.)— JOHN SMITH, alias DAVID JONEs' HARRISON, PICKERING, WILSON, RiW- CLIFFE, and EDWARD MOFFATT, a tramping bricklayer, age about 36, height 5 ft. 5 or 6 in., com- plexion fresh, freckled, hair and moustache sandy, stammers when excited; dress, old grey or brown coat, fustian trousers ( nearly new), old boots, and hard billycock hat. He obtains work as a mason, but, being incom- petent, is usually discharged in a day or so. Has worked on new buildings at Blackburn, Padiham, Church, Harwood, Haslingden, and other places, and generally resides in common lodging- houses. Supposed to belong to Keighley. Sold 1 trowel in the name of John Smith, and pledged another in the name of David Jones, at Haslingden, 10th inst. Information to Supt. Campbell, Church. 27.— Liverpool (' City;.— For failing to report- Supervisees EDWARD DOUGHTY, alias HENRY DEAN and MASON, Office No. 37235, age 39, height 5 ft. 2 in., complexion fresh, hair and eyes brown, third left finger broken. Sentenced at Manchester, 8th December, 1887, to 15 months' imprisonment and three years' supervision for larceny ; and WILLIAM CARLTON, alias EDWARDS, GRIFFITHS, and JOHN SIMPSON, Office No. 37326, age 54, height 5 ft. 9 in., complexion fair, hair and eyes grey. Sentenced at Liverpool, 4th December, 1875, to 10 years' penal servitude and 5 years' supervision for robbery. B 1328. Will probably be found uttering counterfeit coin. Information to the Chief Superintendent, Detective Department, Liverpool. 28.— Manchester ( City).— For failing to report — License Holder EDWARD BRADY, alias ROBERT- SON, Office No. 37085, age 37, height 5 ft. 7 in., com- plexion sallow, hair black, eyes brown, bald front of head, fleshy mole left of neck, anchor right arm. Sen- tenced at Manchester, 30th November, 1872, to 20 years' penal servitude for manslaughter. Licensed 26th February, 1889. Y 1164.— License Holder WAL- TER CLARK, alias MASON, Office No. 37608, age 45, height 5 ft. 4$ in., complexion fresh, hair dark brown, eyes grey, scars all round head, forehead, and top lip. Sentenced at Preston, 17th October, 1883, to 7 years' penal servitude and 7 years' police supervision for housebreaking. Licensed 15th May, 1889.— Super- visee JOHN WALKER, alias GEO. WATSON, Office No. 26046, age 32, height 5 ft. 7 in., complexion fresh, hair brown, eyes blue, scars right of forehead and two back of head. Sentenced at Liverpool, 2nd November, 1880, to 5 years' penal servitude and 5 years' police supervision for larceny ( person). Liberated 16th October, 1884.— Supervisee JOHN GIBSON, alias MULLIGAN, Office No. 37470, age 18, height 5 ft. 3 in., complexion sallow, hair dark brown, eyes grey, cut mark right eyebrow, M. and blue dot left forearm. Sentenced at Salford, 22nd October, 1888, to 6 months1 hard labour and 3 years' police supervision for larceny. — Supervisee WILLIAM HOGAN, alias HARDING, Office No. 37395, age 46, height 5 ft. 7 in., complexion fresh, hair dark brown, eyes brown, scars over left eyebrow. Sentenced at Salford, 9th July, 1888, to 9 months' hard labour and 3 years' police supervision for larceny ( person).— Supervisee EDWARD HART- LEY, Office No. 37061, age 31, height 5 ft. 6£ in., com- plexion fresh, hair dark brown, eyes brown, scars over right eyebrow and right cheek. Sentenced at Salford, 1st February, 1888, to 12 months' hard labour and 4 years' police supervision for larceny.— Supervisee JAMES PEARSON, alias OWEN, Office No. 36286, age 24, height 5 ft. 4J in., complexion fresh, hair brown, eyes blue, lost two upper front teeth, burn scar upper left arm, abscess marks under right jaw, and large abscess mark front of right shoulder. Sentenced at Manchester, 14th April, 1887, to 18 months' hard labour and 3 years' police supervision for larceny.— Supervisee JAMES KEELEY, alias KEIGHLEY, Office No. 35914, age 28, height 5 ft. 2} in., complexion fresh, hair dark brown, eyes brown, J. K. B. F. left arm, scar left cheek. Sentenced at Manchester, 1st February, 1888, to 6 months' hard labour and 3 years' police supervision for shopbreaking.— Supervisee JOHN DAVIES, alias HARRIS and JONES, Office No. 35828, age 29, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes brown, blue dot right forearm and between first left finger and thumb, scar bridge of nose. Sentenced at Salford, 24th October, 1887, to 9 months' hard labour and 2 years' police supervision for larceny ( person). Department.— Found, cut up in the river Thames, the body of a woman, age from 24 to 26 years, height 5 ft. 4 in. to 5 ft. 6 in., well built and fleshy, very fair skin, hair light brown or sandy, well- shaped hands and feet, bruise on ring- finger ( probably caused by wearing a ring), nails on both hands bitten down to quick, 4 good vaccination marks about size of 3d.- piece on left arm, skin on palms does not indicate that deceased did hard work; considerably advanced ( probably about 7 months) in pregnancy. The articles in which the remains were enclosed are as follows :— The skirt of an old brown linsey dress, red selvage, two flounces round bottom, waist- band made of a small blue- and- white check material ( similar to duster cloth), a piece of canvas roughly sewn on end of band, a large brass pin in skirt, and a black dress button ( about size of 3d.- piece), with lines across, in pocket; a piece of the right front, two pieces of the back, the right sleeve and collar ( about 4£ in. wide) of a lady's ulster, grey ground, with narrow cross stripes of a darker colour, forming a check of about f in. square, ticket- pocket, with outside lap on cufl, upon which there is sewn a large black button, the material of good quality, but much worn; a light blue flan- nelette bag, about 13 in. square, top edge unhemmed ; a pair of women's drawers ( old), square patch on both knees, originally of a good material, band formed of • several pieces joined, " L. E. Fisher " in black ink at right end of band, a piece of tape sewn on with black cotton to each end of band to tie round body ; the various parcels tied up with flat black mohair boot- laces, piece of Venetian blind- cord, and ordinary string. METROPOLITAN POLICE DISTRICT* 113-— E Division.— Attention is again called to the wcodcut and description of ALFRED JOHNSON Expiree, Office No. 31845 ( see special notice in POLICE GAZETTE, 12th April last), who, with others, is still obtaining money on forged cheques, and they have now in their possession cheque- books of the following banks :— Messrs. Coutts and Co., Strand ; Messrs. Cox and Co., Charing- cross; the Imperial, Lothbury; the Union, Chancery- lane branch, and the London and County. The principal victims upon whom these frauds have been committed are tradesmen, and the following means are usually adopted:— Butchers, grocers, etc., are found by the thieves to be serving a certain custo- mer. A man then goes to the house and obtains the tradesman's book, under the pretence of having it made up. A boy is then employed to take the book and forged cheque, purporting to have been signed by the customer, to the tradesman, who is asked to make up the book and give th » boy the difference of the cheque. A farmer at Horsham, Sassex, was recently victim- ised by these men, and a large sum of money was obtained on ene of the forged cheques; and it is be- lieved they will continue to perpetrate these frauds iu the- provinces. Farmers and the principal? tradesmen should b* cautioned agaiiat these men.
