POLICE GAZEn PUBLISHED BY AUTHORITY NEW SERIES. FRIDAY, JUNE 7, 1889. VOL. VI., No. 568. REGULA 1. ' All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOB OE THE POLICE GAZETTE, GBEAT SCOTLAND YAED, LONDON, S. W. 2. Particulars concerning- persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature if an officer of not less rank than Superintendent ; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7, Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. - HONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and an alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted irt the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editoi notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation.'' The result of the modification in the Treaty i* that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT, METROPOLITAN POLICE DISTRICT. 1.— Criminal Investigation Department.— Woodcut portrait and description of W. RANSOME, alias HENRY HARTLEY, Expiree, Reg. No. J 1045, whose apprehension is sought for obtaining money by fraud— age 38, height 5 ft. 5j in., complexion sallow, hair dark brown, eyes hazel, pockpitted, scar on wrist and right elbow, scar inner side left forearm and left knee- cap ; dress, generally, brown check suit, and hard felt hat. His modus operandi is to advertise under different names in provincial newspapers which have only a local circulation, offering to lend money on note of hand only, and on receiving applications for loans, writes and says that he is willing to advance the money, and will send it on upon receipt of a sum re- presenting the interest for the first year and cost of stamp duty. Should the applicant forward the money he or she never hears anything further of this man, who then proceeds to advertise in a different name and from another address. Warrant issued. 2.— B Division.— Woodcut portrait and de- scription of ALEXANDER, alias DCJNCAN and DONALD MACDONALD, MORRISON and NIC- HOLSON, a butler, whose apprehension is sought for stealing the following silver articles— 1 circular tea- pot, plain, ornament at top of lid deficient, sides much dented, handle loose and partly broken; 2 meat skewers ( one about 12 in. long, with crest— stag's head, horns and crown on neck ; one about 9 in. long, plain) ; 1 fish slice and fork, about 12 in. long, embossed handles, with crest— soldier with flag and sword on one side, and dolphin on the other; 14 spoons ( eight table, 6 beaded edges, with crest— stag's head, horns, and crown, 2 plain edge, with crest— soldier with flag and sword, and dolphin ; six dessert, 4 beaded edges, with crest— stag's head, horns, and crown, 2 plain edge, with crest— soldier with flag and sword, and dol- phin) ; 13 forks ( eight large: 1 with crest— a dolphin, 7 plain edge, with crest— soldier with flag and sword, and dolphin; five small, with similar crest)— age 35, height 5 ft, 41 in., complexion pale, hair ( slightly curly over ears, partly bald, and parted in centre) carroty, eyes pale grey, mole on right cheek, walks very up- right with long step, speaks with a Highland accent, and knows Gaelic ] dress, grey suit, brown hard felt hat or soft grey cap. A native of Kilconquhar, Inver ness.— CATHERINE MACDONALD, alias DODD his wife, age 33, height 5 ft. 6 in., complexion fresh, hair light brown, of ladylike appearance ; dress, short black jacket, peacock blue dress trimmed broad black military braid, black straw bonnet trimmed black rib- bon and black velvet round edge. A native of Edin- burgh. Have with them a boy age 4j, with red curly hair; dress, black knicker Jersey suit and large white straw hat with black band ; sometimes dressed in kilt. 3.— E Division.— For unlawfully withdrawing himself from duty as a Police- constable— ROBERT EDWARD LORD, age 36, height 5 ft. 11 in., com- plexion fair, hair dark brown, eyes grey; dress, black coat and vest, light trousers, lace boots, brown felt hat. Was last seen at Euston Station at 4.30 p. m. 22nd ult , when he stated he was going to America. A native of Pamswick, Gloucestershire. Has served in the 24th Regiment. Warrant issued. 4.— T Division.— For obtaining, by false pre- tences, a gold watch, No. T'SWIJ, maker " G. E. Frod- sham, 31, Gracechurch- street, Londoa"— ABRAHAM PILGRIM ABRAHAMS, alias ARTHUR PATER- SON TOLL and WILLIAM AUSTEN, a Jew, age 53, height 5 ft. 8 in., complexion sallow, hair, whiskers, and moustache ( turning grey) da/ k brown, very stout build, full face ; dress, black frock coat, white vest, high silk hat, wears a large brilliant ring. An accountant and financial agent; native of London.— PETER HUDSON HARDCASTLE, age 45, height 6ft., complexion sallow, hair, long whiskers and mous- tache light brown, broad shoulders, stoops when walk- ing ; dress, black morning coat and high silk hat. BANFFSHIRE. 5.— Banff { County).- Forfraud, 4th ult.— SYMON HYMIN, alias CHARLES STEWART, age about 30, height 5 ft. 7 in., complexion dark, hair and moustache black, eyes dark, full round face; dress, dark corded tweed jacket suit ( jacket double- breasted), dark hard felt hat with narrow brim, wore a gold hoop ring about 1- in wide. This man called on a merchant in Buckie and repre- sented himself as being one of the firm of Charles Stewart and Co., manufacturers of Stramonium cigar- ettes, Crown cement, and marking ink, 92, Benjonson- road, London ( false), and that he was establishing agencies throughout the country for the sale of these articles, and by offering very liberal terms in the way of commission, free advertising of the merchant's busi- ness in local papers and at railway stations, & c., he induced him to accept an agency, and succeeded in defrauding him of £ 4. Is also wanted for similar offences at Nottingham in name of Thomas Warpole, and at Aston, Warwickshire, in name of E. Wode. Warrant issued. Information to Chief Constable Haig, Banff. BEDFORDSHIRE. £ 1 REWARD. 6.— Bedford ( County).— For deserting his wife and family, leaving them chargeable to the Bedford Union— WILLIAM LAMB, age 46, height 5 ft. 9 in., slight build, complexion dark, hair black, eyes dark scar on one temple; dressed as an engineer. A native of Lancashire. Was last seen near Poplar Church. Warrant issued. The above reward will be paid by the Guardians of the Bedford Union for the apprehension of Lamb. Information to Supt. Quenby, Bedford, or to Inspector Cain, Sharnbrook. BERKSHIRE. 7.— Reading ( Borough).— For forging a cheque for £ 16— A MAN, age about 22, height 5 ft. 5 in., com- plexion fair, moustache slight; dress, black coat and vest, light trousers, and black hard felt hat. On 25th ult. he called at a gentleman's house, and said he was sent by the butcher for the account- book, as there was some error in it which had to be rectified. About half- an- hour afterwards a boy, age 14, dressed in light brown holland jacket, who is evidently an accomplice, called at the butcher's shop with the book, and tendered in payment of the account of £ 1 lis. 3d. a cheque for .£ 16, which had been given him by this man, who remained close at hand. The cheque was on the Union Bank of London, Chancery- lane Branch, made payable to the gentleman, and purporting to be signed by a well- known person in Reading. Another cheque, No. N 20, 03607, on Messrs. Coutts and Co., 59, Strand, was also passed same date. Similar swindles have been perpetrated at Eastbourne and other places, and it is believed that more than one man is connected with them. Warrant issued. Information to Head Constable Tewsley, Reading. CAMBRIDGESHIRE. 8.— Cambridge ( Borough).— For stealing a 48- in, tricycle, " B. S. A." on beam over steering wheel, painted black, 30th ult.— A MAN, who gave the name of SMITH, of Westgate, Peterborough, age 40 to 45, height about 5 ft. 7 in., complexion fair, small side whiskers; dress, dark mixture coat and vest, light brown mixture trousers, white necktie, lace boots, light double- peak cap. Information to the Chief Constable, Cambridge. CHESHIRE. 9.— Runcorn ( County).— For obtaining, by false pretences, 1 black worsted coat and vest, 1 grey tweed do., 2 pairs grey check striped worsted trousers, 1 pair brown check trousers, 1 pair of sand shoes, 2 pairs of lawn shoes, 3 pairs light ribbed socks, 2 white flannel singlets, 1 grey woollen shirt, 1 grey- and- white woollen shirt, 2 silk handkerchiefs, and 1 pair of lace boots— ALFRED THOMPSON ( supposed false), age 24 to 26, height 5 ft. 6 to 8 in., complexion fair, hair light brown, whiskers ( slight) and moustache light, stammers, birthmark round front of right ear ; dress, blue serge jacket and vest, dark tweed trousers, side- spring boots, black hard felt hat. Warrant issued. Information to Supt. Large, Runcorn. 10.— Chester ( City).— For attempting to extort money from her landlord, by threatening to accuse him of rape— ELLEN CUTLER, age 30 or 32, height 5 ft. 2 or 3 in., complexion and eyes dark, hair dark brown; dress, dark stuff dress with velvet trimmings and brass buttons down front of bodice, black fur tippet ( shabby), large black straw hat turned up at side, wore gold earrings. Has been living with her husband, George Cutler, a labourer, age about 35, height about 5 ft. in., com- plexion fair, hair, side whiskers, and moustache light brown, dimple in chin. Stated he had been 9 years in the Birmingham Police ( apparently false), 4 years as a sergeant. Probably has been in some police force. Have with them a girl 3 or 4 years of age. Warrant issued. Information to the Chief Constable, Town Hall, Chester. ESSEX. 11.— Brentwood ( County).— For burglary, at Romford, 31st ult.— TWO MEN : 1st, age about 40, height 5 ft. 6 or 8 in., full whiskers, moustache sandy; dress, black jacket, cord trousers, black hard felt hat. — 2nd, age about 50, height 5 ft. 4 in., beard and moustache dark; dress, black jacket, cord trousers, and black hard felt hat. Information to Supt. Dobson, Brentwood. HAMPSHIRE. £ 2 REWARD. 12.— Aldershot ( County).— For deserting his two children 1st February last, leaving them chargeable to the Hartley Wintney Union— FREDERICK PIERS, age about 40, height 5 ft. 9 in., complexion sallow, hair ( turning grey) brown, eyes grey, scorbutic marks left side of face. A discharged soldier. Was lately employed as agent for the Prudential Assurance Society. Left Fleet about January last. The above reward will be paid by Mr. F. S. Chand- ler, clerk to the Guardians of the Hartley Wintney Union, for the apprehension of Piers. Warrant issued. Information to Supt. Brinson, Aldershot. 13.— Newport ( County).— For stealing £ 2 Is. 7d. LEONARD SUTTON, Private 1st Battalion Oxford Light Infantry, age 21, height 5 ft. 6 in., com- plexion pale, hair light, eyes blue, scar right side of head, left eye squints inward; dressed in regimentals. Information to the Deputy Chief Constable, New- port, Isle of Wight. LANCASHIRE. 14.— Church ( County).— For stealing at various times during the past month, 19 bags of old pickers ( pieces of manufactured buffalo hide used in weaving sheds), each containing about 1 cwt.— NATHANIEL TAYLOR, age 18, height 5 ft. 1 in., complexion fresh, round face, hair brown ; dress, tweed jacket, vest, and trousers, broad ribbed fustian cap, and cloga.— WIL- LIAM HOWARTH, age 20, height 5 ft. 10 or 11 in., complexion sallow, long face, hair brow a; dress, old cloth coat and vest, fustian trousers, peaked cap, and clogs. Information to Supt. Campbell, Church. 15.— Salford ( Borough).— For stealing from a lady, with violence, 31st ult., a purse containing 30s.— A MAN, age about 25, height 5 ft. 4 in., stout build, moustache ( very slight) dark ; dress, dark brown mix- ture suit, boots, and cap. Information to the Chief Constable, Town Hall, Salford. some other seaport town en route for America or Canada he being a local emigration agent there. Warrant issued. Information to Supt. Symonds, East Dereham. MONTGOMERYSHIRE. £ 3 REWARD. 16.— Newtown ( County). — For deserting his family— BENJAMIN JAMES, age 36, height 5 ft. 6 in., complexion pale, hair, whiskers, and moustache brown, eyes grey, heavy countenance, very reserved manner. Was last heard of at Cardiff in August, 1888. The above reward will be paid by the Guardians of the Newtown and Llanidloes Union for the appre- hension of James. Warrant issued. Information to the Chief Constable, Newtown. NORFOLK. 17.— East Dereham ( County).— For embezzling £ 124 19s. 6d.— FREDERICK BELTS, age 28, height about 5 ft. 6 in., complexion florid, hair brown, small side- whiskers and moustache, eyes light, square shoul- ders, carries his head a little forward and walks with a quick step, hesitates a little at first, is fond of betting and gambling, and is a good amateur runner for short distances. Has a brother, a butcher at Croydon, Surrey. A corn merchant's traveller, native of East Dereham. Is known at Mark- lane, London, and all corn markets in the Eastern counties. Left Dereham 29th April last. Warrant issued. 18— East Dereham ( County).— For embezzling £ 7 14s. 9d.— FREDERICK JAMES WIX, rate col- lector, age 30, height 5 ft. 6£ in., complexion sallow, hair, small side- whiskers and moustache ( curled) dark, eyes brown, round face; dress, brown Newmarket coat, or light check suit, black hard felt hat, carried a brown portmanteau about 18 in. long, and nearly new. Left Dereham 28th ult. for Peterboro', supposed from there to Liverpool, Southampton, London, or NORTHAMPTONSHIRE. 19.— Peterborough [ City).— For an indecent assault— RICHARD DOW, harness maker, age 25,. height 5 ft. 6 or 7 in., slight build, complexion dark, hair and moustache dark brown, eyes dark ; dress, black coat, brown plaid trousers, and hard felt hat. Absconded 3rd inst., accompanied by his wife and a child about 2 years of age. Warrant issued. Information to Head Constable Lawson, Peter- borough. SOMERSETSHIRE. 20.— Glastonbury ( County).— For being con- cerned with two others ( in custody) for picking pockets, 29th ult.— A MAN, age 45 to 50, height 5 ft. 1 or 2 in., complexion fair, hair light brown, moustache and whiskers ( slight on chin) sandy, eyes grey, thin face, rather long nose, very high shoulders and short neck slightly deformed with hump on back; dress, very light tweed suit ( new) and black hard bowler hat. Is supposed to be a professional pickpocket, and has visited towns when Sangers' Circus has called. 21.— Glastonbury ( County).— For stealing at West Pennard, 26th ult., a watch ( recovered)— A TRAMPING MASON, age about 36, height 5 ft. 4 or 5 in., complexion fair, hair, whiskers, and moustache light; dress, grey monkey jacket, fustian trousers stained with red soil, and high crowned bowler hat. Stated he had been working near Marlborough, Wilt- shire. Information to Deputy Chief Constable Bisgood, Glastonbury. SUSSEX ( EAST). 22.— Patcham ( County).— For carnally knowing a girl under 16 years of age, 7th March last— SAMUEL MORLEY, age 21, height 5 ft. 6 in., complexion dark, hair and moustache ( slight) black, eyes dark, second finger left hand deformed, scars on ball of left thumb; dressed as a cowman. A native of Paynings, Sussex. May be found working at dairy farms. Warrant issued. Information to Supt. Tucker, Patcham. 23.— Brighton ( Borough).— For stealing a daven- port ( recovered) JAMES CRAWFORD or CRAN- SHAW, age about 50, height 5 ft 6 or 7 in., complexion fresh, hair ( turning grey and bald on top) inclined to be sandy, moustache rather heavy, side whiskers cut close, chin shaved, speaks with a foreign accent, and talks very much of having been in America; dress, light check suit, black soft felt hat, wore brown gaiters. Supposed native of Yorkshire. Is well known at Scarborough. Warrant issued. Information to Chief Constable Terry, Brighton. WORCESTERSHIRE. 24.— Dudley ( Borough).— For stealing, at Nether- ton, 1st inst., 1 silver lever stop watch ; 1 silver albert chain, plain links, enamelled shilling, three lions on one side, mounted with silver, attached ; 1 silver lever watch, single case, much worn, steel chain attached ; 1 long gold chain, plain links ; and 1 long gold chain, snake patttern— WILLIAM JONES, age about 49, height 5 ft. 7 or 8 in., complexion fresh, hair ( turning grey) dark, moustache grey, rather round- shoulders ; dress, dark cloth suit, with small white spots, and black hard felt hat ( same as supplied by Army to discharged soldiers). A labourer; native of Handsworth. Information to Chief Supt. Burton, Dudley. See Latest Information PERSONS IN_ CUSTODY. CUMBERLAND. 25.— Brampton ( County).— Committed for trial at the next County Assizes, for burglary, at Stapleton, 25th ult.— JOHN RAY, or REAY, an Irishman, age 25, height 5 ft. 8 in., complexion fresh, hair brown, slight whiskers and moustache, lost first finger left hand and second finger from second joint, also several teeth in upper jaw ; dress, dark waterproof overcoat, dark grey tweed coat, fustian vest, dark trousers, strong nailed boots, and black soft billycock hat. A labourer. Supposed previously convicted. Information to Supt. Russell, Brampton. GLOUCESTERSHIRE. 26.— Fishponds ( County).— Remanded till 10th inst. for horse- stealing- ANDREW BROWN, age 10, height 3 ft. 104 in., complexion freckled, hair light brown, eyes blue, scar corner of right eye, one over left eye; dress, light plaid jacket, small plaid ( grey) TUESDAY, JUNE 3, 1889-. THE POLICE GAZETTE. 3 vest, serge knickerbockers, dark red scarf, blue check shirt, black stockings, and biown cap with peak, no boots, A native of Charlow, near Portsmouth. His father, John Brown, is a travelling bellhanger and umbrella maker, at present travelling Gloucestershire with his wife and two children. 27.— Fishponds [ County).— Committed for trial at the Assizes for burglary— ANNIE JONES, alias ANNIE BRADLEY, age 42, height 5 ft. 2 in., com- plexion fresh, hair grey, eyes blue, two small birth- marks under left breast, well educated and of superior manner ; dress, dark green ulster, black dress, red- and- white speckled hat trimmed red velvet, no boots. A native of Dublin. States she came from Brighton with her husband, James Bradley, a boilermaker, - who left her 1st inst. Information to Supt. Matthews, Fishponds. 28.— Stroud [ County).— Sentenced to one month's imprisonment for shoplifting— ALFRED COLE, age 40, height 5 f . 6 in., complexion fresh, hair dark brown, eyes hazel, moustache light brown, beard and whiskers shaved, prominent forehead ; dress, dark mixture coat and trousers, black vest, check shirt, lace boots and black bowler hat. A native of Liverpool. States he is a bookbinder. Information to Supt. Philpott, Stroud. HAMPSHIRE. 29.— Basingstoke [ County).— Remanded till 11th inst., for the unlawful possession of an English silver consular lever watch " Robert Sutton, Whitehaven," and No. " 22012" on works, No. 22012 and " P. W." on inner case, No 22012, " P. W." ( filled up with whiting) inside outer case, 8 82, 1- 83, 5- 87, 1- 88, 7- 88, scratched inside outer case; a gold curb chain, marked 9- carat, bar deficient, attached; a silver hunting Geneva watch, name " Nord- man, Geneve," on dial, " Nordman, Geneve," and No. " 24331 " on works, inner andouter cases marked " Fine Silver," number has been tampered with, and appears to be 24431— JOHN ROWLANDS, a compositor, of 5, Church- terrace, Waterloo- road, London, age 26, height 5 ft. 91 in., complexion fair, hair light brown, moustache ( slight) light, eyes grey, small mole right cheek, right breast, and right side, scar right knee, right rump, left side of head, and bath eyebrows.— GEORGE PHILLIPS, a general dealer, of 52, Rodney- road, Old Kent- road, London, age 37, height 5 ft. 81 in., complexion fresh, hair dark brown, eyes grey, bracelet and spot tattooed left wrist, seven indistinct spots left forearm, spot right wrist, ring second little finger left hand, two vaccination marks right and three left arm, brown marks both arms, belly, and back, scars left shin, inside right knee, left cheek, left temple, and chin, wart right cheek.— JAMES SENNETT ( supposed false), age 20, height 5 ft. 2J in., complexion dark, hair dark brown, eyes brown, burn mark right breast and over left ankle, scars left knee, belly, both eyebrows, and both sides of head.
