T H E GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MAY 31, 1889. VOL. VI., No. 566. REGULA 1. ' All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, GEEAT SCOTLAND YAED, LONDON, S. W. 2. Particulars concerning- persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per * portrait, and of 7s. 61i. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature if an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. J. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Ediloi notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Annoimcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland lard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Announcements concerning property lost or persons missing can only be accepted as advertisements R. ANDERSON, Editor. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— Criminal Investigation Department.— Woodcut portrait and description of W. RANSOME, alias HENRY HARTLEY, Expiree, Reg. No. J 1045, whose apprehension is sought for obtaining money by fraud— age 38, height 5 ft. 5j in., complexion sallow, hair dark brown, eyes hazel, pockpitted, scar on wrist and right elbow, scar inner side left forearm and left knee- cap ; dress, generally, brown check suit, and hard felt hat. His modus operandi is to advertise under different names in provincial newspapers which have only a local circulation, offering to lend money on note of hand only, and on receiving applications for loans, writes and says that he is willing to advance the money, and will send it on upon receipt of a sum re- presenting the interest for the first year and cost of stamp duty. Should the applicant forward the money he or she never hears anything further of this man, who then proceeds to advertise in a different nime and from another address. Warrant issued. 2.— C. I. Department.— For stealing Govern- ment money— EDWIN BROOK, a Government clerk, ag? 33, height 5 ft. 5 in., stoutish build, complexion fresh, hair light brown ( inclined to sandy), eyes light, when last seen was wearing a slight sandy moustache, walks with a swaggering gait, is a good talker; dress, generally, black morning coat and vest, mixture tweed trousers, and low black felt hat. Warrant issued. 3.— N Division.— For embezzlement— WALTER COOMBES, alias " FISHY," age 20, height 5 ft. 7 in., complexion very dark, hair and eyes dark, lost several top front teeth ; dress, light jacket and vest, striped trousers, and helmet- shaped cap. Supposed native of Yarmouth. Warrant issued. 4— N Division— For embezzlement— JOSEPH GRIFFITHS, alias JABEZ MORGAN, age 28, height 5 ft. 4 or 5 in., complexion very fair, hair and mous- tache ( slight) light, eyes grey, broad shoulders; dress, light tweed jacket and trousers and black Oxford hat. A native of Ludlow, Shropshire, where he is wanted for deserting his family. Warrant issued. 5.— S Division.— For stealing a bicycle ( re- covered)- JAMES BURCHELL, age 29, height 5 ft. 7 in,, complexion fair, hair and moustache ( slight) light, slightly pockpitted; dress, black jacket, light trousers, and brown felt hat. Supposed to have gone to Bir- mingham, and may seek employment as french polisher. Warrant issued. Information to be forwardsd to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 6.— For forgery— GEORGE McLEAN, late of 1, Tokenhouse- buildings, E. C., and 64, St. Helen's- gar- dens, St. Quintin's- avenue, Notting- hill, age 30, height 5 ft. 9 or 10 in., slight build, complexion fresh, hair ( cut very close, bald on top) dark brown, moustache ( slight) brown, no beard or whiskers, eyes grey, wears an eyeglass in right eye, which he partially closes when talking; dress, light brown overcoat, black jacket, dark trousers ( tight- fitting), and high hat ( worn towards back of head). Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. CAMBRIDGESHIRE. 7.— Cambridge ( Borough).— For obtaining money, 4th inst, by means of a forged cheque drawn upon Messrs. Hall, Bevan, West, and Bevan's Bank, Hove, by Thomas Dobson, in favour of Mr. John Wilson— THOMAS DOBSON, alias JOHN WILSON, SMITH, and PRINCE, age about 25, height 5 ft. 5i in., stout build, hair, moustache, and whiskers ( small) dark, shaved on chin, large mouth, thick lips, large broad nose ; dresa, dark overcoat ( rather short), check trousers, lace boots with large pointed toe- caps ; carried a black silk umbrella. His modus operandi is to engage lodgings in a respect- able part of the town, call at shops making small pur- chases, for which he tenders a cheque, drawing the balance in cash, and asks that the goods may be sent to hi3 lodgings. Is also wanted at Reading for a similar offence. Information to the Chief Constable, Cambridge. CARDIGANSHIRE. 8.— Aberystwith ( County).- For failing to re- port— License Holder THOMAS DAYIES, Office No. 37305, age 38, height 5 ft. 6 in., complexion dark, hair brown, eyes light blue, lost all top teeth, scars on bridge of nose and left eyelid, ulcerated shins Sen- tenced at Swansea County Sessions, 31st October, 1879, to 10 years' penal servitude for rape. CHESHIRE. 9.— Macclesfield ( County).— For stealing _ watch ( recovered) at Gawsworth, 6th inst.— JAMES WHITTINGHAM ( supposed false), age about 56, height 5 ft. 3 or 4 in., complexion ruddy, hair ( turn- ing grey) light brown, eyes brown; dress, drab slop, corduroy trousers, soft black felt hat. Warrant issued. Information to Supt. Downes, Macclesfield. 10.— M iddlewich ( County).— For obtaining money by false pretences, 6th inst.— A MAN, age 30 to 35 height 5 ft. 9 or 10 in., complexion fresh, moustache and whiskers ( under chin) sandy, clean shaved at sides; dress, blue serge suit, white Shakespeare collar and front, dark silk tie, and hard felt hat; of respectable appearance. He called at a shop at Buglawton, stated he was an inspector of weights and measures, examined the weights and scales, which he said were defective, and took the shopkeeper's name and address, saying he could fine her 30s., but would say no more about it on pay- ment of a small sum, which he obtained, promising to bring a man in a few days to adjust the scales. 11.— Middlewich ( County).— For stealing, 13th inst.— A brown mare cob, aged, about 15 hands, blind left eye, short upper jaw, long tail cut level— A MAN, age about 24, height 5 ft. 6 or 7 in., round shouldered ; dress, brown plaid jacket, tight fitting trousers, brown hard felt hat; appearance of a horsedealer or man that travels with shows. Information to Supt. Plant, Middlewich. 12.— Runcorn ( County).— For stealing 13s. 6d., from a boy in the street— A MAN, age 25 to 30, height 5 ft. 9 in., complexion dark, hair, whiskers, and mous- tache black, blue serge suit ( new) and hard felt hat. He enticed the boy down an entry on pretext of hav- ing a basket to carry, for which he would give him 3d. Supposed wanted in other towns for robbing children of their parents' wages. Warrant issued. CORNWALL. 13.— Bodmin ( County).— For obtaining, by false pretences, 1 lady's gold watch, No. 121545, gold dial and dome ; 1 lady's 18- carat gold watch, gold plated dome; 1 silver half- hunter watch, Swiss make, fancy dial, enamel, with" W. Wehrley, Bodmin," inside case ; 1 silver watch, No. 1403 or 1803, silver dial; 1 silver albert, composed of three rows of chains, centre piece with 2 silver balls each side, silver tassel with hook ; 1 silver albert, large links, very light pattern, with tassels— COLOUR- SERGEANT JOHN BLOXAM, a deserter from the Duke of Cornwall's Light Infantry, age 33, height 5 ft. 7£ in., complexion fair, hair dark brown, eyes hazel, impediment in speech, slightly bow- legged right leg ; dressed in plain clothes. Warrant issued. Information to Supt. Middle, Bodmin. DORSETSHIRE. 14.— Beaminster ( County).— For stealing, at Melplash, 19th inst., a long blue ribbed overcoat ( slight rip on shoulder)— A TRAMP, age about 35, height 5 ft. 3 in., hair light brown, lost forefinger of one hand, injury to chest; wore brown trousers, but had no coat on, and carried the stolen coat in a rush basket. Stated he served in the Royal Artillery as driver. Information to Supt. Freeman, Beaminster. 15— Wareham ( County).— Woodcut portrait and description of JOSEPH HARDY, whose apprehen- sion is sought for embezzling £ 86 9s. 4d.— age 38, height 5 ft. 8 in., complexion fresh, hair, small side whiskers, pointed beard, and moustache ( rather heavy) andy, eyes supposed grey, of gentlemanly appearance; dress, light dust overcoat, dark trousers, and black hard felt hat. Carried a black leather bag ( shape of carpet bag) about 2 ft. long and 2 feet deep. A clerk native of Swanage, Dorset. Warrant issued. Information to Supt. Fe'ltham, Wareham. DURHAM. 16.— Durham ( County).— For stealing, at Wei lington, 15th ult., a silver lever watch ( recovered at Stockton) and a black corded cloth coat— THOMAS CO WELL, age 23, height 6 ft. 0j in., complexion dark, hair ( cut short) dark brown, no whiskers or mous tache; dressed in stolen coat, black trousers and vest, stand- up collar, red necktie, lace boots, and old felt hat or grey cap. A labourer or miner; native of Felling, near Gateshead, and speaks with a Tyneside accent. Was convicted of larceny at Castle Eden in December last. Warrant issued. Information to Supt. Dunn, Durham. ESSEX. 17.— Brentwood ( County).— For stealing a horse ( recovered)— JAMES BANGS, age 31, height 5 ft. 9 in., hair dark, clean shaved, bald; dress, black cloth coat, brown tweed trousers, and black hard felt hat. Warrant issued. Information to Supt. Dobson, Brentwood. 18.— Witham ( County).— For perjury— AGNES HANNAH SMITH, age 24, height about 5 ft. 6 in., complexion fresh, hair dark brown, eyes ( large and very full) grey, scar across bridge of nose ; dress, black serge dress, black fur cape, and black straw hat trimmed with black crape. A native of Witham. Sup- posed to be in the neighbourhood of Stoke Newington. Absconded 3rd inst. Warrant issued. Information to Supt. Allen, Witham. GLOUCESTERSHIRE. 19.— Dursley ( County).— Woodcut portrait and description of JAMES ORGAN, whose apprehension is sought for forgery— age about 55, height 5 ft. 8 or 9 in., complexion fresh, hair light brown, small side- whiskers, heavy moustache ( now believed to be clean shaved), eyes blue, inclined to be corpulent, peculiar squeaking voice; dress, loose- fitting plaid suit. A shoemaker; native of Dursley. May endeavour to leave the country. Warrant issued. Information to Supt. Harrison, Dursley. HAMPSHIRE. 20.— Portsmouth ( Borough).— For stealing, 4th inst., 2 £ 10 Bank of England notes, Nos. 84602, 84603, or 84604, dated Portsmouth, October 20th, 1885; 3 £ 5 Bank of England notes; 2 postal orders ( one for 20s., one for 103.) ; 1 black ribbed cloth morning coat; 1 pair of light grey trousers, " Walton " on buttons— JOHN HULLAH, age about 34, height 5 ft. 7 in., complexion fresh, hair ( bald on top) dark brown, moustache ( small) brown, eyes grey, stoops when walking, and turns his feet outwards. A deserter from the Royal Marine Light Infantry. Information to Chief Constable Cosser, Portsmouth. HEREFORDSHIRE. 21.— Leominster ( County).— For obtaining £ 6 by false pretences— THOMAS RUTTER, alias THOMAS LEE, age 26, height 5 ft. 9 in., complexion fresh, hair dark brown, moustache ( slight) light, eyes grey, walks very upright; dress, dark jacket, dark cord trousers and vest, black bowler hat. May be found hay- trussing or bark- stripping. A native of Worcester. Warrant issued. Information to Supt. Strang ward, Leominster. 22.— Weobley ( County).— For failing to appear at the Petty Sessions, 8th ult., for stealing 2 ferrets at Clifford, 3rd February last— WILLIAM PROBERT, age 30 to 33, height 5 ft. 3 or 4 in., complexion fair' hair and small side whiskers dark brown, eyes hazel • dress, dark grey jacket and vest, cord trousers, strong lace boots, soft felt hat. A native of Hay, Brecon- shire. Is a notorious poacher, and may be found iu the company of poachers, or at work in woods, timber felling or bark stripping. Warrant issued. Informations to Supt. Ovens, Weobley. KENT. 23.— Canterbury ( County).— For deserting his wife and family- FREDERICK BROWNING, age 28, height 6 ft., complexion fresh, hair light sandy, moustache ( slight) light, eyes blue, scar supposed on neck under shirt collar; dress, blue overcoat with velvet collar, brown striped trousers, and lace boots. A native of Whitstable. Has been employed as agent by Mr. Howell, 49, Mortimer- street, Regent- street, and Mr. Cowan, 30 or 38, Bridge- street, Blackfriars. Has a brother residing at Malfort- road, Denmark- hill. Warrant issued. Information to Superintendent Wood, Canterbury. 24.— Chatham [ County).— For failing to surrender to his recognisance at Chatham Police Court, 2nd in*'.. — RICHARD SEARS, age about 40, height 5 ft. 7 in , complexion sallow, hair ( cut close and turning grey) dark brown, little or no whiskers or moustache, long careworn- looking face, appearance of a hotel- waiter. Has recently kept a beer- house. Left Chatham 30th ult. with the intention of going to America. Warrant issued. Information to Supt. Coppinger, Chatham. 25.— Margate ( Borough,).— For stealing, between 6th and 17th inst., an American eight- day clock, sides have been repaired with a cigar box, maker " Fagg, Margate," and a Waltham silver lever watch, " Wal- tham, Farringdon, Mass.," on works, crystal glass ( scratched), gold hands, minute hand bent— A MAN, who gave the name of " B. HERME, watch and clock repairer," age about 35, height 5 ft, 9 in., stout build complexion fair, hair ( bald on crown) and moustache light, eyes grey ; dress, black cutaway coat and vest, light check trousers, black billycock hat. Stated he was a native of Switzerland, and spoke with a foreign accent. This man has been staying in Margate during the past two months, where he hired a small cottage and exhibited two written bills in the windows, giving his charges for cleaning watches, & c.; also that his place would be opened as a watch and clock repairing depot at working men's prices. Warrant is3ued. Information to Chief Constable Buck, Margate. LANCASHIRE. 26.— Chorley ( County).— For stealing at Whittle- le- Woods, between 14th and 16th inst.— 1 black cloth double- breasted coat, lined with black alpaca ( crimped), pockets on hips ; 1 black cloth vest and trousers, both lined with flannel; 1 dark blue pilot cloth jacket, lined with dark mingled cloth, large pocket inside left hip with brass button, " Robert Lupton, Preston," on tab of coat and jacket; 1 small red shoulder shawl ; 1 pair of women's high- buttoned boots; 1 black and red silk handkerchief with blue stripes— Expiree JOHN HODGKINSON, Office No. 31087, age 30, height 5 ft. 6 in., complexion fre3h, hair brown, eyes grey, blue scar on bick, long cut right buttock, lost tip of second finger right hand from first joint, hail of 3rd finger left hand split. Was committed at Preston Sessions, 29th June, 1887, of larceny, and sentenced to 4 months' imprisonment and 1 year police supervision.— MARY KING, age 27, medium height, is far advanced in pregnancy, and has with her a girl about 2 years of age. A native of Preston. Information to the Superintendent, Lancashire Constabulary, Chorley. 27.— Hurst ( County).— For failing to surrender to his bail for unlawfully wounding at Ashton- under- Lyne, 15th ult.— THOMAS SEYMOUR, age 44, height 5 ft. 10 in., complexion fresh, hair dark brown, eyes grey, large mole centre of back, scar left eyebrow, and one or two fingers left hand from recent wounds; dress, black walking coat, brown tweed trousers, brown felt hat. A blacksmith; native of Ashton- under- Lyne. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Supt. Hewitt, Hurst, Ashton- under- Lyne. 28.— Leigh ( County).— For larceny ( bailee)— WIL- LIAM BRADBURY, alias " JOCKEY BILL," age TUESDAY, JUNE 267, 1889-. Smith, c/ o Mrs. Whitham, 72, Melbourne- terrace, Cheetham- hill"), containing 1 pink- and- white striped print dress, fin. stripe ; 1 buff print dre3S, with blue - flowers ; 1 light; print dress, with red flowers, bodices attached; 1 black cashmere dress, new; 1 loose bodice; 1 grey dress, trimmed ruby velvet on collar and cuffs, buttons down front ; 1 dark red crochet wool petticoat; 1 striped skirt; 1 brown check ulster, sling sleeves trimmed brown plush; 1 light cloth short jacket, with row of light buttons down front, and trimmed blue velvet on cuffs and collar ; 1 blue plush bonnet, trimmed dark blue ribbon ; 1 brown velvet hat, with green feather in front; white straw sailor hat; 1 pair lady's lace boats, size 6 ; 1 black astrachan muff, black satin bow in front, black velvet lining, black cord attached ; 8 or 9 brown holland aprons ( 2 with bibs); 1 coarse working apron ; 10 muslin aprons •( some with bibs); about 9 pocket- handkerchiefs ; 8 collars, size 13j to 14 ( two stamped " Belmont" in- side) ; 1 pair black woollen stockings, hand knitted; 3 servants' caps ; 2 plain calico night dresses ; about half a dozen chemises, some repaired at arms and some with needlework on neck and sleeves) ; 4 or 5 pairs of plain calico drawers ; 1 pale blue woollen neck shawl, tassel at each end ; 1 pair linen cuffs ; 1 prayer- book ; 1 hymn do. ; and a number of letters and photographs in a card box— A MAN, age about 30, height 5 ft. 7 or 8 in., complexion pale, beard ( short and stubby) red ; dress, light brown coat and vest, black trousers, side- spring boots, and low hard felt hat; dirty appear- ance. Information to Supt. Bent, Old Trafford. 30.— Manchester [ City).— For obtaining money and goods by fraud ( long firm)— CHARLES SMITH, age 33, height 5 ft. 5 in., complexion fair, hair brown, eyes blue, mole back of neck and right arm, scar back of right hand, birthmark inside left; leg below knee. A native of Clapham, Surrey. Was convicted at the Central Criminal Court, 8th January, 1877, and sen- tenced to 5 years' penal servitude for fraud. Not to be apprehended out of the United Kingdom Warrant issued. 31 — Manchester { City)— For obtaining about £ 190 worth of cigars by false pretences— RICHARD C. TOMLINS, age 28, height 5 ft. 6 in., complexion fresh, small side whiskers and moustache sandy; dress, dark clothes, light covert coat, and pot hat, wore kid gloves- FREDERICK GRAHAM, age 29, height 5 ft. 8 in., slight build, complexion, hair, and moustache dark ; dress, dark clothes, of very respect- able appearance. Not to be apprehended out of the United Kingdom Warrant issued. Information to the Deputy Chief Constable, Man- chester. 32.— Bolton- le- Moors { BoroughJ.— For failing to report- Supervisee JOHN HUGHES, Office No. 37614, age 29, height 5 ft. 4 in., complexion fresh, hair brown, eyes blue, pockpitted, scars on each eyebrow, lost one upper front tooth. Sentenced at Liverpool ( County) Sessions, 14th February, 1888, to 15 months' imprison- ment and 2 years' police supervision for possessing housebreaking implements. 813. This man visits schools, etc., and asks to be allowed to take photographs of the building, obtains payment in advance, and promises to send the cards by a certain date, but fails to do so. WORCESTERSHIRE. 54.— Kidderminster ( Borough).— For obtaining food, money, and lodgings by false pretences— Super- visee MICHAEL OSTROG, alias BERTRAND ASH- LEY and CHARLES McCROSSKY, a Pole, Office No. 22550, age 60, height 5 ft. 11 in., hair and moustache grey, bald head, glaring eyes, both little fingers crooked, scar right thumb, 2 large moles right shoul- der ; dress, dark frock coat, with small jacket under, dark brown trousers with light stripes ( pockets bound with braid), much worn at seat, black tie with pin made from an earring, set with large imitation dia- mond, and soft felt hat; wore an eyeglass, with piece of black string attached. Was convicted at Maid- stone in July, 1866, for robbery, and sentenced to 7 years' penal servitude ; and at Aylesbury in January, 1874, for larceny, and sentenced to 10 years' penal ser- vitude and 7 years' police supervision. His modus operandi is to call upon a householder, and engage lodgings, representing he is a French cap- tain in receipt of a pension of £ 170 a year, but in con- sequence of some misunderstanding with the authori- ties payment is delayed. A native of West- bury, Gloucestershire. Was employed as commercial traveller at £ 6 per week expenses, and 2J per cent, commission, sent in bogus orders, and so obtained about £ 100 at various dates. He is evidently a clever swindler, and it is supposed he has been previously convicted and wanted for similar offences. When arrested at Twickenham, London, a paper was found in his possession referring to a prosecution in 1884 by a firm named A. and R. Scott, when he was defended by Harding and Co., but no addresses are given. Sup- posed to have resided during last year at Wye Lodge, Ashford, Middlesex, and No. 10, Marine Parade, Folke- stone.
