All announcements for insertion in the POLICE GAZETTE, and aCl communications upon them, should be addressed to THE EDITOB OF THE POLICE GAZETTE, GEEAT SCOTLAND YABD, LONDON, S. W. VI 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Tarticulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified 4. In all cases where a reward is offered the name and address of some person responsible for • the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with, detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature if an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. I TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. I hey must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance,* either at the office, Great Scotland Yard, by cheque, crossed " Drummond # Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTB through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. S.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints M to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor NOTICE. EXTRADITION. A Declaration was signed in London on the Slst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no ease, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation.' The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— D Division.— For stealing £ 30 in Bank of England notes, 24th ult.— ADELINA DRESSAYRE, alias ZOLA, age 30, height 5 ft. 5 in., complexion sallow, hair ( short and curly) and eyes dark, far ad- vanced in pregnancy, dressed in dark clothes of foreign make— PIERRE DRESSAYRE. age 23, height 5 ft. 8 in., stout build, complexion sallow, hair, moustache and eyes dark ; dress, dark clothes of foreign make. A Frenchman ; will probably seek employment with his wife at hotels, etc., in provincial towns. 2.— T Division.— For stealing, 6th inst., a chest- nut mare, 4 years, 15 hands, lump on off hind fetlock, silver mane and long tail; a set of cart harness, metal plated, " H. Fraser " on bridle and breechings ; and a high spring cart, painted chocolate picked out red, wheels painted red— TWO MEN : 1st, tall and very slight, with black moustache; dress, light coat and tweed trousers, black hard felt hat.— 2nd, height 5 ft. 8 in., moustache light, mutton chop whiskers; dress, black pilot coat, dark cord trousers, black necktie, and black hard felt hat. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. BERKSHIRE. 3.— Windsor [ Borough).— For embezzling .£ 12— HENRY DONMALL, age 30, height 5 ft. 8 in., com- plexion fair, hair ( cut short), whiskers ( thin and strag- gling), and moustache brown; dress, black ribbed coat and trousers, smooth black vest, lace boots, brown hard felt hat, sometimes wears a grey overcoat. Friends reside at Molesworth- street, Lewisham, Kent. Warrant issued. Information to Supt. Armour, Windsor. CAMBRIDGESHIRE. 4.— Cambridge ( Borough).— For obtaining money by false pretences, 4th inst, by means of a forged cheque drawn upon Messrs. Hall, Bevan, West, and Bevan's Bank, Hove, by Thomas Dobson, in favour of Mr. John Wilson— THOMAS DOBSON, alias JOHN WILSON, SMITH, and PBINCE, age about 25, height 5 ft. in., stout build, hair, moustache, and whiskers ( small) dark, shaved on chin, large mouth, thick lips, large broad nose ; dress, dark overcoat ( rather short), check trousers, lace boots with large pointed toe- caps ; carried a black silk umbre'la. His modus operandi is to engage lodgings in a respect- able part of the town, call at shops making small pur- chases, for which he tenders a cheque, drawing the balance in cash, and asks that the goods may be sent to his lodgings. Is also wanted at Reading for a similar offence. Information to the Chief Constable, Cambridge. CHESHIRE. 5.— Macclesfield ( County).— For stealing__ a watch ( recovered) at Gawsworth, 6th inst.— JAMES WHITTINGHAM ( supposed false), age about 56, height 5 ft. 3 or 4 in., complexion ruddy, hair ( turn- ing grey) light brown, eyes brown; dress, drab slop, corduroy trousers, soft black felt hat. Warrant issued. Information to Supt. Downes, Macclesfield. 6— Mi'ddlewich { County).— For stealing 2 brick- layer's trowels and 1 hammer— HARRY VERNON, alias CORDER, age 40, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes grey ; dress, dark cloth jacket, white cord trousers and vest, white cotton muffler, lace boots, hard felt hat— all old. A native of Weaverham. Warrant issued. 7.— M iddlewich ( County).— For obtaining money by false pretences, eth- iast.— A MAN, age 30 to 35, height 5 ft. 9 or 10 in., complexion fresh, moustache and whiskers ( under chin) sandy, clean shaved at sides; dress, blue serge suit, white Shakespeare collar and front, dark silk tie, and hard felt hat; of respectable appearance. He called at a shop at Buglawton, stated he was an inspector of weights and measures, examined the weights and scales, which he said were defective, and took the shopkeeper's name and address, saying he could fine her 303., but would say no more about it on pay- ment of a small sum, which he obtained, promising to bring a man in a few days to adjust the scales. CORNWALL. 8.— Bodmin ( County).— For obtaining, by false pretences, 1 lady's gold watch, No. 121545, gold dial and dome ; 1 lady's 18- carat gold watch, gold plated dome; 1 silver half- hunter watch, Swiss make, fancy dial, enamel, with " W. Wehrley, Bodmin," inside case; 1 silver watch, No. 1403 or 1803, silver dial; 1 silver albert, composed of three rows of chains, centre piece with 2 silver balls each side, silver tassel with hook; 1 silver albert, largo links, very light pattern, with tassels— COLOUR- SERGEANT JOHN BLOXAM, a deserter from the Duke of Corn vall's Light Infantry, age 33, height 5 ft. 7J in., complexion fair, hair dark brown, eyes hazel, impediment in speech, slightly bow- legged right leg ; dressed in plain clothes. Warrant issued. Information to Supt. Middle, Bodmin. DERBYSHIRE. 9.— Derby ( Borough).— For stealing, 4th inst.— A Russian chestnut horse pony, aged, 14 hands 2 in., white star on forehead, off hind foot white, slouched ears ( mane has been cut on top, and hangs both sides), tail not docked ; 1 set of black leather harness, metal plated, nearly new, brass rings to bit; and a low trap to carry 4 persons, wicker sides, painted dark green, with light green lines ; 1 waterproofing, black outside, spotted inside; 2 dark green ribbed cushions ; 1 small cocoanut mat; and 1 long whip, marble colour handle — TAYLOR, who hired the horse and trap for two hours, age about 50, height 5 ft. 9 in., complexion fresh, hair ( turning grey) brown, s:. de whiskers and moustache 2 T H E POLICE GAZETTE. DURHAM. 10.— Sunderland ( Borough).— For housebreak- ing, 29th ult., and stealing £ 55 gold, silver, and bronze, and 2 cancelled Postal Orders for 4s. each— GEORGE QUAIL, age 18, height 5 ft. 3 or 4 in., complexion fresh, round face, hair dark auburn, heavy eyebrows ; dress, short dark grey jacket and vest, narrow striped cloth trousers, dark quartered cap with peak— all daubed with flour. Has relations in Blyth, North- umberland. Stated- he intended going to Manchester and the Paris Exhibition. Warrant issued. Information to Chief Constable Huntley, Sunder- land- ESSEX. 11.— Chelmsford { County).— For stealing, at Woodham Ferris, 18th ult., 1 spirit level ( recovered), 1 chalk line about 86 yards long, wound on to a piece of lath; 1 small pointing trowel, ferrule deficient, handle slightly cracked— JACK SHARPE, age about 50, height about 5 ft- 9 or 10 in., slight build, hair, - whiskers and moustache ( turning grey) dark, chin shaved, birthmark or scar on side of neck; dress, black coat with white specks, corduroy trousers with bell bottoms, old shoes with piece cut out of right one near ankle, black hard felt hat. A tramping brick- layer ; supposed native of Kent. Warrant issued. Information to the Deputy Chief Constable, Chelms- ford. 12.— Witham { County).— For perjury— AGNES HANNAH SMITH, age 24, height about 5 ft. 6 in., complexion fresh, hair dark brown, eyes ( large and very full) grey, scar across bridge of nose ; dress, black serge dress, black fur cape, and black straw hat trimmed with black crape. A native of Witham. Sup- posed to be in the neighbourhood of Stoke Newington. Absconded 3rd inst. Warrant issued. Information to Supt. Allen, Witham. HAMPSHIRE. 13.— Portsmouth ( Borough).— For stealing, 26th ult., a yellow pigskin Gladstone bag, brass plate on top with " J. S. Gordon " engraved thereon ; a gentleman's evening dress suit; a green Scotch heather suit, maker " Feltham, Shanklin," on tab : a black cloth coat, maker " Hayward, Kingston- on- Thames," on tab; a black cloth coat, maker " Chas. Dyke, Princes- street, Hanover- square," on tablet inside pocket ; a black cloth coat ( has been turned) ; a pair of brown cloth trousers ; 2 pairs striped cloth ditto ; a blue melton overcoat with brown check lining, maker " Hob- son, London" ; a blue- and- white shirt ; and several white shirts, collars, seeks, & c.— JOHN STEVENS, a private in the Royal Marine Light Infantry, age about 30, height 5 ft. 6 in , complexion fair, hair and mous- tache light brown, no beard or whiskers, scar back of head ( right side); dressed ( when last seen) in the uni- form of his corps, but may now be - wearing some of the stolen clothing. 14.— Portsmouth { Borough).— For stealing, 4th inst., 2 £ 10 Bank of England notes, Nos. 84602, 84603, or 84604, dated Portsmouth, October 20th, 1885 ; 3 £ 5 Bank of England notes; 2 postal orders ( one for 20s., one for 10s.) ; 1 black ribbed cloth morning coat; 1 pair of light grey trousers, " Walton" on buttons— JOHN HULLAH, age about 34, height 5 ft. 7 in., complexion fresh, hair ( bald on top) dark brown, moustache ( small) brown, eyes grey, stoops when walking, and turns his feet outwards. A deserter from the Royal Marine Light Infantry. Information to Chief Constable Cossar, Portsmouth. HERTFORDSHIRE. 15.— Hertford ( County).— For burglary, 4th inst., at North Mimms, and stealing 1 pair shooting boots, nearly new; 1 pair kid top walking boots; 1 child's silver knife and fork, ivory handles, with monogram " M. F. L." thereon; 1 grey ribbed cloth overcoat, right sleeve partly worn, usual pockets, grey lining, maker " Wilcox and Woodhouse, Princes- street, Hanover- sqtuare"; 1 grey vest, with two pockets— HENRY ANGELL, age 30, height 5 ft. 8 or 9 in., complexion, hair, side whiskers, and moustache dark, eyes blue; dress, dark morning coat, no pockets, dark vest, dark diagonal trousers, and black hard felt hat. A native of Water End, North Mimms. Is well known at Barnet and neighbourhood. Left behind him a pair of watertight boots, clumped, marked inside in ink 8- 2- 1064- 3. Warrant issued. Parish, Hertford. 16.— Hitch! n ( County).— For deserting his family, leaving them chargeable to the Hitchin Union— JAMES REYNOLDS, alias TAXEY and YORKSHIRE TOM, age 45, height 5 ft. 7 in., complexion fresh, hair ( bald on top) light brown, whiskers ( slight) sandy ( may have shaved), eyes hazel, high forehead; dress, light mixture cloth jacket, corduroy trousers, hard felt hat. Supposed to be working at street paving, curbing, & c., in some large town in Yorkshire or Staffordshire. Accompanied by Walter Hoult, a native of Burton- on- Trent. Warrant issued. Information to Supt. Reynolds, Hitchin. KENT.~~ 17.— Chatham ( County).— For failing to surrender to his recognisance at Chatham Police Court, 2nd inst. RICHARD SEARS, ago about 40, height 5 ft. 7 in., complexion sallow, hair ( cut close and turning grey) dark brown, little or no whiskers or moustache, long careworn- looking face, appearance of a hotel- waiter. Has recently kept a beer- house. Left Chatham 30th ult. with the intention of going to America. Warrant issued. Information to Supt. Coppinger, Chatham. LANCASHIRE. 18.— Bolton ( County).— For failing to report— Supervisee ALBERT GREENHALGH, alias WM. ROBINSON, JONES, and STONES, Office No. 32552, age 26, height 5 ft. 4 in., complexion fair, hair light brown, eyes grey, scars on head, forehead, back of right hand, and left elbow. Sentenced at Salford, 23rd May, 1881, to 7 years' penal servitude and 7 years' police supervision for felony. H 549. Information to Supt. Eatough, Bolton. 19.— Hurst ( County).— For failing to surrender to his bail for unlawfully wounding at Ashton- under- Lyne, 15th ult.— THOMAS SEYMOUR, age 44, height 5 ft. 10 in., complexion fresh, hair dark brown, eyes grey, large mole centre of back, scar left eyebrow, and one or two fingers left hand from recent wounds; dress, black walking coat, brown tweed trousers, brown felt hat. A blacksmith; native of Ashton- under- Lyne. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Supt. Hewitt, Hurst, Ashton- under- Lyne. 20.— Leigh ( County).— For failing to report- Supervisee JAMES SLATER, alias JAMES and JOHN HARRISON, Office No. 34484, age 28, height 5 ft. 6 in., complexion fresh, hair brown, eyes blue, figure of Irishman and woman in costume between shoulders, on each thigh, and each calf, outlines of men on chest, ballet girl right arm, ballet girl and 4 figures of min- strels left arm, bracelet each wrist, broad nose. Sen- tenced at Preston, 29th June, 1886, to 6 months' hard labour and 2 years' police supervision for larceny. 618— 16. Information to Supt. Weir, Leigh. 21.— Rochdale ( Borough).— For obtaining food and lodgings by false pretences— JOHN ANDERSON ( supposed false), age 35 to 40, height 5 ft. 4 or 5 in., complexion pale, hair ( parted in centre) dark brown, moustache dark, slightly bow- legged; dress, black worsted suit, white collar and tie with a round silver breast- pin, lace boots, and hard felt hat; of respect- able appearance. Supposed native of Preston. Stated he belonged to Hounslow. Represented himself to be a Government surveyor, stating he was . working in that capacity in the neighbourhood. Is wanted for similar offences. Absconded 23rd ult. Warrant issued. Information to Chief Constable Wilkinson, Roch- dale. LINCOLNSHIRE. 22.— Wragley ( County).— For obtaining food, money, and lodgings by false pretences— A MAN, age about 30, height 5 ft. 8 or 9 in., slight moustache, no whiskers; dress, long dark overcoat, light mixture cloth jacket, blue cloth or serge trousers, white shirt, collar, and cuffs, new merino undershirt, light lace boots, black hard felt hat. Carried a knotted walking stick with bone handle, and may have a new grey mackintosh in his possession. His modus operandi is to call at private houses in country villages, states he is on the Ordnance Survey staff, takes rooms for two years for himself and a superior officer, and after obtaining money under the pretence of getting his luggage from the railway station, decamps. He also calls at inns, and engages rooms under the pretence of holding a sale of cigars and silks. He appears to be working villages near some railway station, and where no policeman is stationed. Warrant issued. Information to Inspector Wood, Wragley. MIDLOTHIAN. 23.— Edinburgh ( City).— For housebreaking, 27th ult., and stealing £ 40, consisting of notes, gold, and silver; 1 small square- shaped gold brooch, set with small pebbles of different colours; 1 lady's gold keeper ring ( broken); and a lady's gold ring, set three rubies— DAVID ACQUROFF McDONALD, age 17, height 5 ft. in , complexion fresh, hair and eyes ( very tender) brown, left thumb deformed; dress, brown check tweed jacket and vest ( nearly new), brown tweed trousers ( much worn at bottom), lace boots ( nearly new), white linen collar and scarf with red spots, grey tweed cap with peak.— GEORGE HARPER, age 17, height 5 ft. 1 in., complexion fresh, hair brown, eyes blue; dress, brown tweed jacket, grey tweed trousers, lace boots, and cloth cap, shabby appearance. They are very fond of betting, and may be found in the company of persons of that class. Have both expressed a desire to go to London, and may have arrived or be making their way there. Information to the Chief Constable, Edinburgh. NORFOLK. 21.— Norwich ( City). — For embezzlement — WALTER SCARLIN DANIELL, age 35, height 5 ft. 10 in., complexion pale, thin features, hair dark brown, moustache ( very small, turning grey) dark, eyes grey, stoops when walking; dress, drab dust coat, dark coat, vest, and trousers. Usually carries a small stick. A native of Ipswich. Warrant issued. Information to Chief Constable Hitchman, Norwich. OXFORDSHIRE. 25— Henley- on- Thames ( County).— For steal- ing 1 overcoat, 4 sheets, 1 tablecloth, 1 shirt, and 1 blanket ( recovered)— LOUISA THOMAS, age 50, height 5 ft., complexion pale, hair brown ; dress, dark clothes ( much worn). A native of Henley- on- Thames. Warrant issued. Information to Supt. Keal, Henley- on- Thames. SOMERSETSHIRE. 26.— Axbridge ( County).— For fowl- stealing at Churchill, 30th ult.— ARTHUR GILLETT, age 21, height 5 ft. 5 or 6 in., complexion fair, hair light; dress, brown pepper and- salt mixture coat and trou- sers, dark vest, black bowler hat. A native of Hunt- spill.— GEORGE NICHOLS, age 32, height 5 ft. 8 in., complexion fair, hair light brown; dress, light brown suit and black bowler hat. A native of Hawk- hurst, Kent. Warrant issued. Information to Supt. Gillbanks, Axbridge. STAFFORDSHIRE. 27.— Brierley Hill ( Cmmty).— Woodcut portrait and description of THOMAS MATTHEWS, grocer's assistant, whose apprehension is sought for embezzling £ 109 3s. 8d., at Old Hill— age 30, height about 5 ft. 8 in., complexion pale, hair, moustache, and small side whiskers light brown, eyes grey, dimple in chin, leans forward when walking, walks with a short quick step, smart appearance; dress, light brown overcoat with fancy stitching round collar and cuffs, stylish tight- fitting suit, brown hard felt hat. A native of Cradley Heath, Staffordshire. Warrant issued. Information to Supt. Woollaston, Brierley Hill. , 28.— Burslem ( County).— For wounding- ALBERT GREEN, age 26, height 5 ft. 6 in., com- plexion fresh, hair and moustache ( slight) dark, slightly round- shouldered; dress, black worsted coat and vest, light cloth or black worsted trousers, and black hard hat. A potter's placer ; native of Burslem. Has worked at Glasgow and Middlesborough. Warrant issued. TUESDAY, MAY 21, 1889. T H E POLICE GAZETTE. 3 29.— Burslem [ County).— For stealing a shawl ( recovered)— MARY ANN HALL, alias PRITCHARD, age 37, height 5 ft. 4 or 5 in., complexion fresh, hair ( turning grey) dark brown; dress, paisley shawl, navy blue dress, buttoned boots, and black bonnet. A native of Burslem. Has kept brothels at Manchester, Bradford, and Liverpool. Information to Chief Supt. Hill, Burslem. 30.— Walsall ( County).— For stealing wearing apparel, at Brownhills, 20th ult.— JAMES SPINKS, age 37, height 5 ft. 2 or 3 in., complexion fresh, hair, whiskers, moustache, and eyes very dark, heavy eye- brows, prominent forehead, leans forward when walk- ing, and walks with a short quick step ; dress, brown plaid or dark cloth suit, brown or black hard felt hat. A miner ; native of Harvington, Worcestershire. Is well acquainted with South Staffordshire and the Forest of Dean. Will probably associate with the Salvation Army or other religious bodies. Warrant issued. Information to Supt. Barrett, Brownhills. SUSSEX ( EAST). 31.— Battle [ County).— For burglary, and stealing a pair of men's lace boots with kid tops, 1 brown- and- white carpet bag ( worn), 1 old rusty table knife with brown ribbed handle, and an old ironing blanket— A MAN, age 35 to 40, height about 5 ft. 8 in., complexion fresh, hair dark brown, sore eyes ; dress, black jacket and black hard felt hat. Tramps the country selling ballads. Information to Supt. Smith, Battle. WORCESTERSHIRE. 34.— Kidderminster [ Borough).— For obtaining food, money, and lodgings by false pretences— Super- visee MICHAEL OSTROG, alias BERTRAND ASH- LEY and CHARLES McCROSSKY, a Pole, Office No. 22550, age 60, height 5 ft. 11 in., hair and moustache grey, bald head, glaring eyes, both little fingers crooked, scar right thumb, 2 large moles right shoul- der; dress, dark frock coat, with small jacket under, dark brown trousers with light stripes ( pockets bound with braid), much worn at seat, black tie with pin made from an earring, set with large imitation dia- mond, and soft felt hat; wore an eyeglass, with piece of black string attached. Was convicted at Maid- stone in July, 1866, for robbery, and sentenced to 7 years' penal servitude ; and at Aylesbury in January, 1874, for larceny, and sentenced to 10 years' penal ser- vitude and 7 years' police supervision. His modus operandi is to call upon a householder, and engage lodgings, representing he is a French cap- tain in receipt of a pension of £ 170 a year, but in eon- sequence of some misunderstanding with the authori- ties payment is delayed.
