( APPREHENSION OF DESERTERS- REWARDS, & c.) FLEET CIRCULAR No. 6. ( Extract.) L. ADMIRALTY, 7th March, 1882. • • * * • 727. In case of desertion a reward not exceeding 31 may, at the discretion of the Captain of the Ship, or in his absence the Commanding Officer, be paid to the Constable or other person, ( except as provided for in Article 729), by whom a deserter is brought on board the Ship to which he belongs, or delivered up to any Naval Officer or other person duly authorised to receive him, whether any reward has been offered or not; provided he is apprehended within two years from the date of his desertion. The amount of reward payable in each case, where no ie- ward has been offered, should be determined by the attendant circumstances, and in considering these, the zeal shown, and the trouble taken, by the Constable, or other person, by whom the arrest of the deserter has been effected, should be duly weighed. The above Regulations for the payment of rewards will not be held to apply in the ease of a deserter voluntarily surrendering himself at any Police Station, or to any Constable or other recognised authority, unless it can be clearly shown that such deserter had been induced so to surrender himself by the vigilance and exertions of any such Constable, or other person; but exceptional cases of this description are not to be dealt with without reference to the Admiralty at home, or Commanders- in- Chief or Officers in command of Stations abroad, for full inquiry into the circumstances. 2. In cases where persons have been more than two years ill a state of desertion, no reward is to be paid without previous reference as above ; and it has been notified to the Constabulary generally that when deserters are apprehended • in the United Kingdom after such a period of absence, they are not to be removed from their places of confinement until the Admiralty has been communicated with. ***** 3. A reward, not exceeding 31, may also be paid for the apprehension of any person who, without, m the opinion of the Captain of the Ship to which he belongs, being guilty of desertion, commits any one of the following offences, the par- ticilars of which are to be stated in the offer of reward ;— ( « . Breaks out of his Ship. ( 6.) When on service away from his Ship, quits his place of duty, and remains absent after the time at which he ought to have returned to the Ship. ( c.) When the Ship is under sailing orders, remains absent without leave until after the Ship has sailed; provided that the fact of the Ship being under sailing orders was generally known. A reward, not exceeding 11, may be paid for the appre- hension of any man who overstays his leave. In giving these rewards, the same considerations as govern the payment of rewards for the apprehension of deserters are to be taken into account, both as regards arrest and voluntary surrender. 728. In addition to the foregoing rewards, there may be paid to the Constable, or other person bringing Deserters or Stragglers on board, such expenses attending their lodgment, subsistence, and travelling, as may appear to have been fairly incurred, and to be in accordance with these regulations; viz. :— Railway Fare ( return) of Escort - ( As an ordinary rule, Railway Fare ( single) of Deserter or J not to exceed Id. Straggler - - - - - ( per mile. Other sums expended in the actual carriage of the Deserter or Straggler, such as for the hire of Cabs, Boats, & c. Subsistence of Deserter or Not exceeding Is. while Straggler. under detention, or 2s. 6d. a day when travelling. Subsistence of Escort - At the same rate as that allowed for Petty Officers under Article 1396, according to the time necessarily occupied in conveying the Deserter or Straggler to his destination and returning; namely, 2s. 6d. when absent above 9 hours, and not absent dur- ing the night; and 6s when absent a night, or for every 24 hours of absence, no fractional part of a day being allowed in addition to the 24 hours, unless the extra time for which payment is claimed exceeds, by more thaD 9 hours, the full time for which 5s. would be paid. The only other charges which, except in special cases, should be sanctioned, are a fee of 2s. to the Magistrate's Clerk, and a fee of 2s. Gd. to any medical practitioner by whom the Deserter or Straggler may have been examined. 2. No further claim for loss of time or for subsistence made by any Constable or other person apprehending a Deserter or Straggler is to be entertained, in cases where a Reward is payable. 3. When no reward is payable, the Constable, or other person bringing Deserters or Stragglers on board, should be directed, in addition to the above items, to prefer a claim for such other expenses as he may consider himself fairly entitled to, but every case of this description is to be forwarded to the Admiralty for examination and decision. 4. Should the Constable, or other person bringing a Deserter or Straggler on board, object to the Captain's award, the case is to be submitted to the Commander- in- Chief, who, if unable to settle the question, will forward it for the decision of the Admiralty. ***** The Governor of the gaol will furnish a statement of the number of days' subsistence issued, for which the charge of one shilling per diem is to be raised. * * * * * 6. With a view to simplifying the payment of such claims, Magistrates and Governors of gaols, when requested to send Deserters or Stragglers back to their Ships, should be informed that it is desirable that the men should be sent in the custody of the Constables who actually apprehended them. 7. The foregoing mode of payment does not apply to cases of Deserters or Stragglers apprehended by the Metropolitan ( London) Police, when the following course is to be observed: No payment is to be made by the Accountant Officer ia respect of the expenses incurred by the Constable, or of any reward which may be due to him. The Constable will fill up a form, prepared for the purpose which he is to produce, and in which he will include the whole of his expenses, and certify that they were necessarily incurred by him. He will then hand the form to the Accountant Officer of the Ship, who will, with the approval of the Captain, charge the Deserter or Straggler with the sum shown thereon to- gether with any reward, if due, and note in the space provided on the form the fact of the charge having been made. The form is then to be returned to the Constable. The payment of the expenses incurred, and of the reward when due, will be arranged between the Admiralty and the Commissioner of Police. 729. No reward, except as provided in the following para- graph, is in any case to be paid to a person belonging to the Fleet, nor to any other person, for the apprehension of Deserters or Stragglers within the precincts of a port or place where there is a Police Force employed in any Naval Establishment. 2. Whenever the Police of Ships, or other persons in the Fleet, are sent on shore for the express purpose of collecting Deserters or Stragglers, they are to be paid the amount of extra pay provided for by Article 1372, provided the Captain is satisfied with the manner in which the duties have been per- formed, and that no unnecessary delay took place in their per- formance ; and in order to encourage the Local Police at the Home Ports in searching for and apprehending Deserters and Stragglers, a reward, not exceeding 6s. for each person ap- prehended, within the limit of two years, may, at the discre- tion of, and under such regulations as may from time to time be laid down by the Commanders- in- Chief at the Ports, be paid to any Constable of Local Police who arrests a Deserter or Straggler. 3. These expenses are to be paid by the Accountant Officers of the Ships. * * * * * By Command of their Lordships, ROBERT HALL. Dear Friends,— Over five years ago it was suggested to put weekly in your GAZETTE a short paragraph that should give you some message concerning our God and Saviour. The idea was welcomed, and the expense guaranteed, by an aged servant of God well known to many of the Force. To me he entrusted the preparing and sending of the paragraph. From time to time it was said to him— " There is no way of knowing if the paragraph be read— no sign of interest or result can ever reach us— are you content to go on 1" " Yes, I am quite content— I do it for the glory of God," was ever the reply. Some weeks ago The Master called him. The money that remained in hand at his death is now exhausted, and to- day, reluctantly, I say good bye ! Earnestly, God be with ye ! Last words! Yes, they are sometimes very important things. The last words of a judge are very important to the prisoner who stands before him, and when the judge has spoken them the prisoner can make no excuse or objection, the words are immediately carried out, the prisoner has to do or to bear them. Have you, who read this, ever thought that something like this will happen when the dead, small and great, stand before God, and the books are opened, and the dead are judged according to their works 1 God's Words, whatever they may be, will be carried out at once— those who stand before Him will neither reply nor make excuse. Ask yourself— what are God's last words to me likely to be in that day when for every idle word that men shall speak they shall give account ? Try to answer your question honestly to yourself, God's Words to you then will be ; a matter of importance to you for ever and for ever. But, as long as we are on earth, we can, if we like, believe and obey the Words of Jesus, the Almighty Saviour, who came into the world to save sinners. He always speaks loving, gentle, true words to sinful men and women, and He asks us now to come to Him. God, the Judge, will command and we must obey; God, the Saviour, asks and we can do as we please. Listen once again to the Last Words of Jesus, the Saviour, " I, Jesus, say, Let him that is athirst come ; and whosoever will, let him take of the water of life freely. Surely I come quickly. Amen, even so, come, Lord Jesus." H. H. METROPOLITAN AND CITY POLICE ORPHANAGE. PATRON: HER MAJESTY THE QUEEN. Many people say, " How is it you claim that your medicines cure BO many • diseases." We answer:— In ancient times, when heathenism was rampant, people believed in a god for all good, and a god for all evil; a god for joy, and a god tor sorrow ; a god to give sickness, and a god to heal sickness. Jupiter ruled the land and Neptune ruled the sea. Ceres gave us agriculture, Venus gave us love, and Hebe youth. Now we have grown wiser ; we believe in one God only— whose word was power- ful enough to create EVERYTHING. IS it not possible for that same God to send us one remedy by which we shall cure most things 1 There are a great many locks, and to each lock is a key, but it is not every- one who can turn the key. Our " Notesco" is the key to open the doors. Applied externally, it works through the skin and reaches the disease. Taken internally a few times, the doors are opened, the disease escapes like a convict out of gaol, with the intention of never returning. Sickness is just like a burglar— it will steal in, either through a cold, dampness of the houses, adulterated food, or from the impure, foul air of crowded tenements, or sewer gas, from which we have to ^ suffer, in this and other cities. The thief is inside ; you can't get him out because the key don't fit. We now give you the true key. Our medicine is an enemy to corruption and pain. Any corruption it eats away, any pain it relieves at once. Try it. Be warned in time ; keep a stock of " Notesco in the house. We claim our " Notesco " is superior to any medicine ever presented to the public, and we claim it with justice. J^ OTESCO.- NO MORE CONGESTION of the LUNGS. "^[" OTESCO.- NO MORE BRONCHITIS.
