A 1. announcements for insertion in the POLICE GAZETTE, and all ermmunications upon them, should be addressed to ^ THE EDITOE OF THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought ui'l be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable • the article in question to be thereby identified 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature if an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1, Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property btar a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion m the next issue. 10. In all eases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. Ihey must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond <$• Co.," post Office Order payable at Charing Cross, Po tal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 126, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in circular of the 7tn of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty ia that either Government may deliver up its own subjects to 6he other Government, bat can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— Convict Supervision Department.— Woodcut portrait and description of Supervisee MARY SMITH, alias ANNIE JONES and ANNIE TREE, Office No. 35231, who escaped from custody 1st inst., while being conveyed from Stratford to H. M. Prison, Chelmsford— age 35, height 5 ft., complexion dark, hair dark brown, eyes dark brown, scars on fore- head, nose, right arm, and both shoulders, lost 4 top teeth. Sentenced at Maidstone, 20th October, 1877, to 10 years' penal servitude and 5 years' police super- vision for felony. Warrant issued. Information to R. Anderson, Esq., Assistant Com- missioner, Convict Supervision Department, Great Scotland- yard, London, S. W. 2.— C. O., C. I. D.— For forgery and fraud by means of a fictitious draft or cheque on the Capital and Counties Bank, Portsmouth Branch, purporting to be signed by Lord Porchester, owner of the yacht " Aphrodite," in payment of boats— ROBERT REX- FORD, alias CAPTAIN REXFORD and FRANK RALEIGH, age 45 to 50, height 6 ft., complexion dark, hair ( bald on top) brown, eyes grey, shaved, full face ; dressed sometimes in broad light check suit, and at other times in a superior naval style. 3.— D Division.— For stealing a pony and cart ( recovered), 9th inst.— FRANK NORTH, age 22, height 5 ft. 2 in., complexion pale, hair and eyes dark ; dress, brown overcoat, dark trousers, black hard felt hat, shabby appearance. A straw platter; native of Luton, Bedfordshire. 4.— E Division.— For forging bills of exchange — WILLIAM JONES, electrician, age 42, height 5 ft. 5i in., complexion fair, hair light brown, eyes ( very large) grey, clean shaved, broad and retreating forehead, long face, slightly bow- legged, and stoops; dress, light clothes. Warrant issued. 5.— L Division.— For stealing £ 255 in Bank of England notes- EDMUND NOBLECOURSE, alias CHICKS, age 26, height 5 ft. 4 in., slight build, com- plexion fair, hair light, eyes blue, consumptive ap- pearance ; dress, dark tweed suit, black felt hat. A Frenchman ; cannot epeak English. 6.— M Division.— Woodcut portrait and de- scription of JAMES WALTER CREASEY, whose apprehension is sought for embezzling £ 600— age 40, height 5 ft. 4 in, complexion, hair, side whiskers, moustache, and eyes dark, smart gentlemanly appear- ance ; dress, dark overcoat, light suit, black hard felt hat. A native of St. Peter's, near Broadstairs, Kent. Warrant issued. 7 — X Division.— For stealing £ 152 10s. gold— WILLIAM WHYTING, age 32, height 5 ft. 9 in., complexion pale, hair and eyes dark, full face, lame right leg from ulcerated ankle ; dress, dark blue over- coat, brown tweed suit, lace boots, brown felt hat, of gentlemanly appearance. A clerk ; lately employed in the London and County Bank, Uxbridge Branch. Friends reside at Windsor. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 8.— For fraud— GEORGE PRICE, age 40, height 5 ft. 9 in , complexion pale, hair, beard, whiskers, and moustache dark brown, inclined to stout build ; dress, dark overcoat and high hat, rather shabby appearance. His modus operandi is to call upon cycle manufac- turers and solicit advertisements for the Cyclist's Guide, purporting to be published by Cassell and Co , 11, Red Lion- court, Fleet- street ( false); gives a printed 2 THE POLICE GAZETTE. FRIDAY, MARCH 22, 18S9. receipt with " The Cyclist's Guide and Directory of Bicycle and Tricycle Manufacturers, Merchants, and Agents," thereon, signed " Cassell and Co., agent Geo. Price." Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. AYRSHIRE. 9.— Ayr { County).— For obtaining upwards of £ 34 by fraud, from ironmongers and others, between 15th November and 26th February last- WILLIAM A. BELL, an ironmonger or commercial traveller for firms of tool manufacturers, age 35 to 40, height 5 ft. 6 in., complexion fresh, hair ( thin on top) light, whiskers and beard brown, heavy brown moustache, which he toys with when talking; dress, light drab overcoat, dark tweed trousers with red spots through- out, black hard felt hat. A native of Tundergarth, Dumfriesshire. Served his apprenticeship as an iron- monger in Lockerbie, and has been in the employment of the following firms as agent or traveller :— Messrs. Skinner and Johnson, Bawtry, near Doncaster; Messrs. Lucas, Dronfield, Derbyshire ; Messrs. Spear and Jackson, Sheffield ; and Messrs. Moulson Brothers, Sheffield. The practice he adopted here was to call and solicit orders from ironmongers, falsely representing he was in the employment of one or other of the above firms. He afterwards asked those on whom he had called upon to lend him a sum of money, representing that he had come away from his hotel in a certain town without his cash. Another system he adopted with success, was to write from an hotel to acquaintances at a con- siderable distance, stating that he was ill, and asking the loan of a sum of money to avoid him the incon- venience of asking his landlady in Glasgow to send him his money, which would necessitate his giving her access to his private papers. Was last heard of in Stranraer, about the beginning of the present month. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable of Ayrshire, Ayr. BERKSHIRE. 10.— Wa 111 n go rd ( County).— For obtaining money, food, and lodgings by false pretences, 14th inst.— A MAN, age 28 to 30, height 5 ft. 3 or 4 in., complexion fair, hair black, moustache and eyss dark, good teeth ; dress, brown overcoat, brown suit, lace shoes, black hard felt hat. Information to Supt. Borlase, Wallingford. 11.— Maidenhead ( Borough). — For obtaining money by false pretences - CARL HERTZ, age 27 to 30, height 5 ft. 2 or 3 in., complexion fair, hair ( long and wavy) very light, eyes blue, no whiskers, speaks with a German accent; dress, black diagonal coat and vest, brown tweed trousers, light necktie, low pattern high silk hat, wore brown kid gloves. Stated he was the champion flying gymnast, and that he was a theatrical agent in advance ; took lodgings for the coming artists, and then obtained money under pretence of sending telegrams. Stays at temperance hotels, and leaves without paying. Is also wanted at Oxford. ( See Case No. 60.) Warrant issued. Not to be apprehended out of the United Kingdom. Information to Head Constable Taylor, Maiden- head. 12.— Reading ( Borough).— For obtaining money by means of fictitious cheques on the Capital and Counties Bank, Sa'isbury Branch— H. B. TAMS, age 30 to 35, height about 5 ft. 4 or 5 in., complexion, hair, and moustache dark, of gentlemanly appearance and manners ; dress ( when last seen), corduroy suit. Has lived at Yatterdon, Berkshire, and recently at " The Warren," Idmiston, near Salisbury. Has with him a travelling case or box, with " H. B. Tamrf " on plate. He visits shops of principal tradespeople, makes pur- chases, and pays with a cheque to the amount of £ 10, £ 20, or £ 50, receiving the difference in cash. May endeavour to leave the country. Information to Head Constable Tewsley, Reading. addicted to drink ; dress, dark jacket and vest, grey trousers, ard hard bowler hat. Calls at watch and clock makers and pawnshops seeking employment Was last seen at Crumlin, Monmouthshire, Railway Station, 24th January last. Information to Supt. Joseph, Crickhowell. BUCKINGHAMSHIRE. 14.— Aylesbury { County).— For stealing various articles of underclothing, etc, 28th ult.— EMMA CLARK, age 23, height 5 ft. 3 in., complexion fresh, hair dark brown, eyes hazel1; dress, long black jacket and black hat with red feather. A native of Whaddon, Bucks. A prostitute. Has been in London, and was convicted at the Marylebone Police Court, 30th July, 1888, for the unlawful possession of a diamond ring. Warrant issued. Information to Supt. Webb, Aylesbury. BRECONSHIRE. 13.— Crickhowell ( County).— For larceny ( bailee) at Brynmawr, 24th January last, and stealing 1 silver lever watch, open face, No. 87460, " James Holly " en- graved inside case ; and 1 small lady's gold Geneva watch- CHRISTOPHER SCHMID, a German, travel- ling watch and clock cleaner, age about 50, height 5 ft 6 in., complexion pale, hair, side whiskers ( small) and moustache ( stubby) grey, is very talkative, and CAMBRIDGESHIRE. 15.— Cambridge [ Borough). — For obtaining goods, 25th ult., and paying for same with what ap- peared to be cheques on the London Colonial Bank, 36, Lombard- street, E. C., there being no such bank— A MAN, who gave the name of DR. FLETCHER MILNER, age about 35, height 5 ft. 10 or 11 in., com- plexion pale, hair light brown, moustache supposed light, thin face, long nose, of respectable appearance ; dress, long black rough overcoat with cape, and high silk hat. Is also wanted on S. Division Metropolitan Police for similar offence in name of Henry Hamilton- Warrant issued. Information to Chief Constable Turrall, Cambridge. CHESHIRE. 16.— A1t r i n c ha m ( County).— For stealing 3 spades ( recovered) at Dunham Massey, 6th inst.— A MAN, age 37, height 5 ft. 9 or 10 in., complexion fresh, hair and whiskers ( short) dark, round face; dress, dark tweed jacket and vest, moleskin trousers, cap with peak and turned up round the back, appearance of a navvy. 17.— Altrir. cham ( County).— Tor stealing 1 check shirt; 1 pair black- and- grey trousers ; 1 black- and- white scarf ; 1 basket; and 1 can, at Marston, 6th inst. — A MAN, age 30, height 5 ft. 5 in., complexion sallow, hair and whiskers dark ; dress, pilot jacket, dark vest and trousers. 18.— Altrincham ( County). — For stealing a pair of watertight boots, at Marston, 8th inst.— A MAN, age 26, height 5 ft. 5 in., complexion fresh, hair dark ; dress, dark jacket, cord or moleskin trousers, cap with peak. Appearance of a fitter. Carried a small basket. Information to Supt. Ltighton, Altrincham. 19 — Nantwich ( County).— For stealing £ 17, 4th inst. ( larceny, bailee)- GEORGE BARRINGTON, age 30, height 5 ft. 6 or 7 in., complexion fresh, hair ( tinged with grey) light brown, clean shaved ; dress, brown- and- black check coat, grey- and- black striped vest, dark mixture trousers of a slight greenish hue, side- spriDg boots, black hard felt hat; wears a silver buckle ring and a gold ring with dull stone. A shoemaker ; native of Lynn, Norfolk. Is said to be well known at the Market Inn or Tavern Concert- room, Hanley, where he has been employed as singer; also at the Paragon Coffee- rooms, Hull. Warrant issued. Information to Supt. Leah, Nantwich. 20.— Stockport ( Borough).— For stealing, 13th inst.— 3 gold rings ( one wedding, 22 carat; one keeper, 9- carat, rose pattern ; one keeper, fancy pattern)— A WOMAN, age about 27 or 30, height 5 ft., stout build, complexion fresh, hair light, mole on face ; dress, grey plaid shawl and black hat. 21.— Stockport ( Borough). - For housebreaking, and stealing— A lady's half- hunter silver watch, No. 552241 ; neckerchief, with pack of cards printed thereon ( queens in centre)— JAMES CARROT, age about 18, height about 5 ft. 6 or 7 in., slight build, complexion pale, cut mark back of head ; dress ( supposed), grey tweed jacket and vest, black corduroy trousers, cap, and clogs. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. DERBYSHIRE. 22.— Chesterfield ( County).— For stealing, at Bolsover, 4th inst., a silver English lever watch, No. 6275, a plaid vest, and a scarf— JOHN SMITH, age 36, height 5 ft. 4 in., complexion sallow, hair and moustache dark, eyes ( inflamed from recent blow, but naturally weak) grey, is fond of drink and low com- pany ; dress, blue serge jacket and trousers, plaid vest, strong lace boots, hard felt hat. Has been employed as stoker on steamships; may apply for work as a collier or colliery labourer. Warrant issued. Information to Supt. Carline, Chesterfield. 23.— Derby ( County).— For stealing 3 bullocks ( re- covered) from a field at Aston- on- Trent, 19th ult.— BENJAMIN HIBBERT, farm labourer, age 20, height 5 ft. 11 in., complexion fresh, hair black, rather round shouldered, long neck, prominent throat, all his toes are contracted, and he walks heavily on his heels leans forward, slouching gait, one leg slightly bowed • dress, blue- black overcoat ( new), brown check mixture tweed suit ( rather worn), lace boots, black hard felt hat. Speaks with the Derbyshire accent. Booked from Derby to Holyhead by the 3.20 p. m. train, 19th ult., and was traced to Dublin, where he booked for Queenstown, but cannot be traced as having arrived there, and it is supposed that he is drinkiDg and spending the money he realised by the sale of the bullocks. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Deputy Chief Constable Hunter, St. Mary's Gate, Derby. 24— Langley Mill ( County).— For failing to report- Supervisee SARAH ANN ROBINSON, Office No 36299, age 51, height 4 ft. 9 in., complexion pale, hair bro^-' n, eyes grey, scars on left eyebrow and top of nose, lost most of her teeth. Sentenced at Notting- ham, 14th October, 1887, to 12 months' imprisonment and 2 years' police supervision for larceny. Information to the Superintendent, Derbyshire Con- stabulary, Langley Mill. 25.— Chesterfield ( Borough).— For obtaining food and lodgings by false pretences, 23rd ult.— JOHN SMITH, a schoolmaster, age about 40, height 5 ft. 4 in., complexion sallow, hair, beard, whiskers, moustaehe, and eyes dark, full face; dress, black Chesterfield overcoat, dark suit, black hard felt hat with broad brim. Warrant issued. Information to Head Constable Emery, Chesterfield. DEVONSHIRE. 26.— Exeter ( City).— For fraud— JAMES HALL, alias ANDREWS, age about 55, height 5 ft. 8\ in., stout build, complexion sallow, hair ( turning grey) brown, whiskers and moustache ( cut short) grey, full face, pockpitted, walks erect and with long strides; dress ; short brown overcoat, white muffler, lace boots, black hard felt hat with flat top, respectable appear- ance. His practice is to insert advertisements in local papers, offering salaried engagements to young married men as managers of coffee taverns, restaurants, etc., on the faith of which deposits are obtained as security. Has recently visited several towns in the West of England, obtaining money by similar means, and was last heard of at the Shaftesbury Temperance Hotel, Weston- super- Mare, where it is supposed he was stay- ing in January last. Warrant issued. Information to the Chief Constable, Guildhall, Exeter. ESSEX." 27.— Chelmsford ( County).— For neglecting to pay a fine of £\ 14s., for trespassing in pursuit of gams - HENRY FULLER, age 21, height 5 ft. 5 or 6 in , hair ( inclined to curl) and eyes dark. A labourer; native of Wickford, Essex. Warrant issued. 28.— Chelmsford ( County). — For neglecting to pay a fine of 22s. for trespassing in pursuit of game— THOMAS RHODES, age 26, height 5 ft. 4 or 5 in., hair, whiskers and moustache dark ; dress, dark mix- ture cloth suit ( old), black hard felt hat — JOHN RHODES, age 20, height 5 ft. 7 or 8 in., complexion very freckled, hair, whiskers, and moustache auburn ; dress, dark cord old Great Eastern Railway jacket, cord trousers and vest with large white buttons. Rail- way labourers ; natives of Stambourne, Essex. Warrant issued. 29.— Chelmsford ( County).— For neglecting to pay a fine of 17s. 6d. for being drunk, and refusing to quit licensed premises— EDWARD DAVEY, alias BOOZER, age 25, height 5 ft. 5 or 6 in , hair and TUESDAY, MARCH 22, 1889. Warrant issued. 30.— Chelmsford ( County).— For neglecting to pay 55s. fine and costs for drunkenness at Woodham Ferris, 24th June last— JOHN STIMPSON, alias SLENDER, age about 34, height about 6 ft., hair and moustache ( slight) light. A railway navvy ; native of Bedfordshire. Is well known on railway works, and amongst navvies by nickname of " Slender." Stated he had been in the navy, and was wounded in the thigh at the bombardment of Alexandria, also that he served for several months in the Sunderland Police Force. Warrant issued. 31.— Chelmsford ( County).— For neglecting to pay 203. fine and costs for being drunk and refusing to quit licensed premises— JOHN REED, age about 29, height 5 ft. 9 in., complexion florid ( from drink), hair and moustache dark ; dress, dark tweed jacket and vest, brown cord trousers, brown hairy cap— all old. A railway navvy ; native of Stow Maries, Essex. Warrant issued. 32.— Chelmsford ( County).— For neglecting to pay 193. 6d. for wilful damage— EZRA SPARKS, age 29, height 5 ft. 8 or 9 in., complexion fresh, hair light brown, moustache ( s] ight) light; dress, blue pilot j acket, moleskin trousers and vest, soft black felt hat. A railway navvy; native of Tiptree Heath, Essex. His father resides at Barking, with whom he may be found. Warrant issued. 33.— Che'msford ( County).— For deserting his children— ROBERT HALL, or HALLS, age 33, height 5 ft. 7 in., complexion fresh, hair dark brown, whiskers an A moustache ( about 2 in. long) light brown, eyes blue, is addicted to drink, rather dirty appearance ; dress, moleskin jacket and vest, cord trousers, billy- cock hat. A railway navvy ; native of Runwell, Essex. May be found working on railways or at the Man- chester Ship Canal. Warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. FLINTSHIRE. 34.— Holywell ( County).— For deserting his wife and family, leaving them chargeable to the St. Asaph Union- JONATHAN EDWARDS, age 35, height 5 ft. 8 in., complexion fair, hair light, eyes grey, mer- maid and " J. E." tattooed left arm. A clock- cleaner ; travels North and South Wales. Warrant issued. Information to Supt. Hughes, Holywell. GLOUCESTERSHIRE. 35.— Cirencester ( County).— For stealing £ 18 gold from a dwelling- house, 13th inst.— ROBERT GARDNER, age 29, height 5 ft. 7 in., complexion fresh, hair and moustache sandy, eyes grey, lost four fingers right hand, front teeth decayed, is addicted to drink. A native( of Cirencester, where he was em- ployed as rural postmaster. Warrant issued. Information to Supt. Morgan, Cirencester. 36.— Fishponds ( County).— For embezzlement— WILLIAM HOWELL, age 26 to 28, height 5 ft. 11 in., complexion fair, hair brown, hara lip ( right side), carries his right shoulder a little higher than left, rather slouching walk ; dress, dark coat, trousers, and vest, lace boots, black hard felt hat. A native of Westbury- upon- Trym, Bristol. His modus operandi is to call on shopkeepers, hotel keepers, & c., asking them to advertise their business in " The Great Northern Time Table Book" for 12 months. He usually succeeds in getting money, and gives a printed receipt on the advertisement depart- ment, with which he has no connection. Is supposed to have in his possession, and which he may use, a certificate of character, & c., from Mr. Thorley, of Tunbridge Wells, which he obtained by fictitious means. This man advertises in newspapers for a partner to assist him in taking an old- established country draper's business— replies to Melrose Cottage, Osborne- road, Southend— and after sundry negotiations and inter- views, succeeds in obtaining security or cash.
