POL GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MARCH 15, 1889. VOL. VI., No. 544. REGUUA 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, shou'd be addressed to THE EDITOB OP THE POLICE GAZETTE, GEEAT SCOTLAND YABD, LONDON, S. W. ^ 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature if an officer of not less rank than Superintendent ; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. J, Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property biar a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents cr stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Warrant issued. ,. 2.— B Division.— For forging an indorsement on a cheque and embezzling ,£ 10— JOHN HILL, ago 40, height 5 ft. 9 in., complexion pale, hair and mous- tache ( turning grey) dark ; dress, dark grey diagonal overcoat, black under ditto and vest, high hat, with narrow mourning band. An architect and surveyor ; native of Brighton. Warrant issued. 3.— C Division.— Woodcut portrait and descrip- tion of JOHN MEAD, alias MACDONALD, whose moustache ( small) light; dress, black diagonal morn- ing coat and vest, light tweed trousers ( tight fitting), black felt bat. CITY OF LONDON. 6.— For embezzlement— FREDERICK WALLLS CHUCK, a solicitor's clerk, late of Pembroke Cottages, Wakefield- road, Tottenham, age 35, height 5 ft. 8 in., complexion florid, hair, side whiskers ( slight), and moustache light; dress, light overcoat and brown felt hat. Was formerly in the 2nd Battalion Herts Rifles, and is supposed to have a brother or sister, a " malt- ster," at Ware, Herts. Warrant issued. 7.— For fraud- FREDERICK TROTMAN BEN- NETT, a stockbroker, late of 58, Maddox- street, Regent- street, W., and 67, Cornhill, E. C., age 38, height 5 ft. 11 in., complexion fair, hair dark, mous- tache ( slight) light brown, eyes grey, one hand de- formed ; dressed respectably. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. AYRSHIRE. 8.— Ayr ( County).— For stealing 5 watches at Gir- van, 14th ult. ( two recovered) ( one Canadian gold or aluminium hunting Boston lever, white dial, steel hands, engine- turned case; one old fashioned double- cased verge, white dial, black chapters, brass hands; one lady's small silver Geneva, white dial, steel hands, engraved case, nearly new)— ALEXANDER ROBERT- SON, a tramping clock- cleaner, age 43, height 5 ft. 5 or 6 in., complexion pale, thin face, hair, beard, whis- kers and moustache black, eyes dark, walks with a long step, speaks Gaelic, said to belong to Glasgow ; dress, dark tweed shooting coat, dark tweed vest and trou- sers, dark striped woollen shirt, white collar, clothing shabby and greasy; carried a small black leather hand- bag. For three months prior to the above date he stayed at a lodging- house in Girvan, and received the watches to repair. It is said his mother lives in Dunoon, that he is known and has been convicted in the West Highlands. The watches recovered were pledged in Ayr on 14th ult., in name of John Thomp- son. Warrant issued. Not to be apprehended out of the United Kingdom. Information to the Chief Constable of Ayrshire, Ayr. BERKSHIRE. 9.— Maidenhead ( Borough). — For obtaining money by false pretences - CARL HERTZ, age 27 to 30, height 5 ft. 2 or 3 in., complexion fair, hair ( long and wavy) very light, eyes blue, no whiskers, speaks with EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party Bhall be foand within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their won subjects whether by birth or naturalisation.' The result of the modification in the Treaty u that either Government may deliver op its own subjects to the other Government, bHt can not be considered bound to do so. apprehension is sought for larceny— age 45, height 5 ft 8 in., stout build, complexion fresh, hair and moustache ( heavy) dark ( turning grey), eyes ( cast in one) grey ; of Jewish appearance ; dress, rough dark overcoat, striped trousers, black felt hat with flat top. Is well known at Chatham and Cambridge. ( Same as described in Case No. 1, 21st September last.) 4.— D Division — Forembezzlement— GEORGE MILNE, age 26, height 5 ft. 5 in., complexion fair, hair brown, large lower lip, of good address; dress, dark grey overcoat, grey tweed suit, black hard felt hat. A native of Aberdeen ; is well known at Wick, Caith- ness- shire. Warrant isaued. 5.— G Division.— For stealing 14 pairs of lady's glazed goatskin lace boots- GEORGE UNDERHILL, age 26, height 5 ft. 8 in., complexion fair, hair and T H E POLICE GAZETTE. FRIDAY, MAKCH 15, 18S9. a German accent; dress, black diagonal coat and vest, brown tweed trousers, light necktie, low pattern high silk hat, wore brown kid gloves. Stated he was the champion flying gymnast, and that he was a theatrical agent in advance ; took lodgings for the coming artists, and then obtained money under pretence of sending telegrams. Stays at temperance hotels, and leaves without paying. Is also wanted at Oxford. ( See Case No. 48.) Warrant issued. Not to be apprehended out of the United Kingdom. Information to Head Constable Taylor, Maiden- head. 10.— Reading ( Borough).— For obtaining money by means of fictitious cheques on the Capital and Counties Bank, Salisbury Branch— H. B. TAMS, age 30 to 35, height about 5 ft. 4 or 5 in., complexion, hair, and moustache dark, of gentlemanly appearance and manners ; dress ( when last seen), corduroy suit. Has lived at Yatterdon, Berkshire, and recently at " The Warren," Idmiston, near Salisbury. Has with him a travelling case or box, with " H. B. Tarns" on plate. He visits shops of principal tradespeople, makes pur- chases, and pays with a cheque to the amount of £ 10, £ 20, or £ 50, receiving the difference in cash. May endeavour to leave the country. Information to Head Constable Tewsley, Reading. BUCKINGHAMSHIRE. 11.— Aylesbury ( County).— For stealing various articles of underclothing, etc., 28th ult.— EMMA CLARK, age 23, height 5 ft. 3 in., complexion fresh, hair dark brown, eyes hazel'; dress, long black jacket and black hat with red feather. A native of Whaddon, Bucks. A prostitute. Has been in LondoD, and was convicted at the Marylebone Police Court, 30th July, 1888, for the unlawful possession of a diamond ring. Warrant issued. Information to Supt. Webb, Aylesbury. CAMBRIDGESHIRE. 12.— Cambridge ( Borough). — For obtaining goods, 25th ult., and paying for same with what ap- peared to be cheques on the London Colonial Bank, 36, Lombard- street, E. C., there being no such bank— A MAN, who gave the name of DR. FLETCHER MILNER, age about 35, height 5 ft. 10 or 11 in., com- plexion pale, hair light brown, moustache supposed light, thin face, long nose, of respectable appearance ; dress, long black rough overcoat with cape, and high silk hat. Is also wanted on S. Division Metropolitan Police for similar offence in name of Henry Hamilton. Warrant issued. Information to Chief Constable Turrall, Cambridge. 13.— Isle of Ely ( County).— Between 25th Febru- ary and 3rd inst., at Thorney- An old English lever watch, case dented, no glass, seconds hand broken ; a gold albert chain, square links. Information to Inspector King, Whittlesey, Isle of Ely. CARNARVONSHIRE. 14.— Cor. way ( County).— For failing to report — Supervisee JOHN JONES, age 35, height 5 ft 8 in., complexion sallow, hair dark brown, eye3 brown, crucifix, cross flags, and two stars on left arm. Sen- tenced at Carnarvon, 6th January, 1888, to 12 months' imprisonment and 2 years' police supervision for larceny. Information to the Superintendent, Carnarvonshire Constabulary, Conway. CHESHIRE. 15.— Alt rircham ( County).— For stealing 3 spao'es ( recovered) at Dunham Masspy, 6th inst.— A MAN, age 37, height 5 ft. 9 or 10 in., complexion fresh, hair and whiskers ( short) dark, round face; dress, clirk tweed jacket and vest, moleskin trousers, cap with peak and turned up round the back, appearance of a navvy. 16.— Alirincham ( County).— For stealing 1 check shirt; 1 pair black- and- grey trousers ; 1 black- and- white scarf ; 1 basket; and 1 can, at Marston, 6th inst. — A MAN, age 30, height 5ft. 5in, complexion sallow, hair and whiskers dark ; dress, pilot jacket, dark vest and trousers. 17.— Altrincham ( County). — For stealing a pair cf watertight boots, at Marston, 8th inst.— A MAN, age 26, height 5 ft. 5 in., complexion fresh, hair dark ; dress, dark jacket, cord or moleskin trousers, cap with peak. Appearance of a fitter. Carried a small basket. Information to Supt. Leighton, Altrincham. 18— Nantwich ( County).— For stealing £ 17, 4th inst. ( larceny, bailee)— GEORGE BARRINGTON, age 30, height 5 ft. 6 or 7 in , complexion fresh, hair ( tinged with grey) light brown, clean shaved ; dress, brown- and- black check coat, grey- and- black striped vest, dark mixture trousers of a slight greenish hue, side- spring boots, black hard felt hat; wears a silver buckle ring and a gold ring with dull atone. A shoemaker ; native of Lynn, Norfolk. Is said to be well known at the Market Inn or Tavern Concert- room, Hanley, where he has been employed as singer; also at the Paragon Coffee- rooms, Hull. Warrant issued. Information to Supt. Leah, Nantwich. 19.— Stockport ( Borough). — For housebreaking, and stealing— A lady's half- hunter silver watch, No. 552241 ; neckerchief, with pack of cards printed thereon ( queens in centre)— JAMES CARROT, age about 18, height about 5 ft. 6 or 7 in., slight build, complexion pale, cut mark back of head ; dress ( supposed), grey tweed jacket and vest, black corduroy trousers, cap, and clogs. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. DERBYSHIRE. 20.— Chesterfield ( County).— For stealing, at Bolsover, 4th inst., a silver English lever watch, No. 6275, a plaid vest, and a scarf— JOHN SMITH, age 36, height 5 ft. 4 in., complexion sallow, hair and moustache dark, eyes ( inflamed from recent blow, but naturally weak) grey, is fond of drink and low com- pany ; dress, blue serge jacket and trousers, plaid vest, strong lace boots, hard felt hat. Has been employed as stoker on steamships ; may apply for work as a collier or colliery labourer. Warrant issued. Information to Supt. Carline, Chesterfield. 21.— Derby ( County).— For stealing 3 bullocks ( re- covered) from a field at Aston- on- Trent, 19th ult.— BENJAMIN HIBBERT, farm labourer, age 20, height 5 ft. 11 in., complexion fresh, hair black, rather round- shouldered, long neck, prominent throat, all his toes are contracted, and he walks heavily on his heels, leans forward, slouching gait, one leg slightly bowed ; dress, blue- black overcoat ( new), brown check mixture tweed suit ( rather worn), lace boots, black hard felt hat. Speaks with the Derbyshire accent. Booked from Derby to Holyhead by the 3.20 p. m. train, 19th ult., and was traced to Dublin, where he booked for Queenstown, but cannot be traced as having arrived there, and it is supposed that he is drinking and spending the money he realised by the sale of the bullocks. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Deputy Chief Constable Hunter, St. Mary's Gate, Derby. 22.— Chesterfield ( Borough).— For obtaining food and lodgings by false pretences, 23rd ult.— JOHN SMITH, a schoolmaster, age about 40, height 5 ft. 4 in , complexion sallow, hair, beard, whiskers, moustaehe, and eyes dark, full face; dress, black Chesterfield overcoat, dark suit, black hard felt hat with broad brim. Warrant issued. Information to Head Constable Emery, Chesterfield. ESSEX. 23.— Ch8imsford ( County).— For neglecting to pay a fine of £ l 14s., for trespassing in pursuit of game — HENRY FULLER, age 21, height 5 ft. 5 or 6 in , hair ( inclined to curl) and eyes dark. A labourer; native of Wickford, Essex. Warrant it sued. 24.— Chelmsford ( County).— For neglecting to pay a fine of 22s. for trespassing in pursuit of game — THOMAS RHODES, age 26, height 5 ft. 4 or 5 in., hair, whiskers and moustache dark ; dress, dark mix- ture cloth suit ( old), black hard felt hat— JOHN RHODES, age 20, height 5 ft. 7 or 8 in., complexion very freckled, hair, whiskers, and moustache auburn ; dress, dark cord old Great Eastern Railway jacket, cord trousers and vest with large white buttons. Rail- way labourers ; natives of Stambourne, Essex. Warrant issued. 25.— Chelmsford ( County).— For neglecting to pay a fine of 17s. 6d. for being drunk, and refusing to quit licensed premises— EDWARD DAVEY, alias BOOZER, age 25, height 5 ft. 5 or 6 in, hair and moustache light; dress, old smock, moleskin trousers and vest with large white buttons. A railway navvy - native of Lancashire. Warrant issued. 26.— Chelmsford ( County).— For neglecting to- pay 55s. fine and costs for drunkenness at^ Woodham Ferris, 24th June last— JOHN STIMPSON, [ alias, SLENDER, age about 34, height about 6 ft., hair and moustache ( slight) light. A railwaylnavvy ; native of Bedfordshire. Is well known on railway works, and amongst navvies by nickname of " Slender." Stated he had been in the navy, and was wounded in the thigh at the bombardment of Alexandria, also that, he served for several months in the Sunderland Police Force. Warrant issued. 27.— Chelmsford ( County).— For neglecting to. pay 20s. fine and costs for being drunk and refusing to quit licensed premises— JOHN REED, age about 29, height 5 ft. 9 in., complexion florid ( from drink), hair and moustache dark ; dress, dark tweed jacket and vest, brown cord trousers, brown hairy cap— all old. A railway navvy ; native of Stow Maries, Essex. Warrant issued. 28.— Chelmsford ( County).— For neglecting to- pay 19s. 6d. for wilful damage— EZRA SPARKS, age 29, height 5 ft. 8 or 9 in., complexion fresh, hair light brown, moustache ( slight) light; dress, blue pilot jacket, moleskin trousers and vest, soft black felt hat. A railway navvy; native of Tiptree Heath, Essex. His father resides at Barking, with whom he may be found. Warrant issued. 29.— Chelmsford ( County).— For deserting his children— ROBERT HALL, or HALLS, age 33, height 5 ft. 7 in., complexion fresh, hair dark brown, whiskers, an. l moustache ( about 2 in. long) light brown, eyes blue, is addicted to drink, rather dirty appearance ; dress, moleskin jacket and vest, cord trousers, billy- cock hat. A railway navvy ; native of Runwell, Essex. May be found working on railways or at the Man- chester Ship Canal. Warrant issued. Information to Deputy Chief Constable Somerset,. Chelmsford. FLINTSHIRE. 30.— Holywell ( County).— For deserting his wife and family, leaving them chargeable to the St. Asaph Union- JONATHAN EDWARDS, age 35, height 5 ft. 8 in., complexion fair, hair light, eyes grey, mer- maid and " J. E." tattooed left arm. A clock- cleaner; travels North and South Wales. Warrant issued. Information to Supt. Hughes, Holywell. GLOUCESTERSHIRE. 31.— Fishponds ( County).— For embezzlement— WILLIAM HOWELL, age 26 to 28, height 6 ft. 11 in , complexion fair, hair brown, hare lip ( right side), carries his right shoulder a little higher than left, rather slouching walk ; dress, dark coat, trousers, and vest, lace boots, black hard felt hat. A native of Westbury- upon- Trym, Bristol. Warrant issued. 32.— Fishponds ( County).— For stealing money— TWO MEN : 1st, age about 30, height 5 ft. 4 or 5 in.,, complexion very dark, little or no whiskers; dress, dark mixture overcoat, black hard felt hat, of respect- able appearance ; 2nd, age about 35, height 5 ft. 10 or 11 in., complexion fresh, hair ( supposed) brown, mous- tache ( heavy) light, smart appearance, speaks with a London accent; dress, long dark overcoat with velvet collar, dark trousers, dark silk muffler with amber stripes, black hard felt hat. 33.— Fishponds ( County).— For fraud— HENRY SCULL, age 28, height 5 ft. 10 in., complexion fresh, hair light brown, eyes blue, lost third finger left hand, " H." on left wrist, cut mark over left eye ; dress, blue cloth suit ( old), heavy nailed boots, blue cap with leather peak. A native of Warmley, Bristol. Warrant issued. Information to Supt. Matthews, Fishponds. 34 — Stroud ( County).— For failing to report- Supervisee DANIEL O'BRIEN, age 34, height 5 ft. 5 in., complexion dark, hair dark brown, eyes hazel, D. B. on right forearm, ring right middle finger, blue character and L. H. on left forearm, D and 7 dots near left wrist. Sentenced at Gloucester, 4th January, 1882, to 7 years' penal servitude and 7 years' police supervi- sion for felony. Information to the Superintendent, Gloucestershire Constabulary, Stroud. FKIDIY, MARCH ID, 1889. T H E POLICE GAZETTE. 3 35.— Bristol ( City).— For obtaining ( in company • with another in custody) .£ 250 by false pretences— WILLIAM ROUS ALLIES, alias ALLIEN, age 33, height 5 ft. 5 or 6 in., complexion sallow, hair ( cut short) and eyes dark, clean shaved, good teeth, slightly bow- legged, of gentlemanly appearance, and usually dresses in a long dark blue overcoat, with large buttons, and brown hat. A betting man, and likely to be found in the company of men of that class at race meetings. Warrant issued. Information to the Chief Constable, Bridewell- street, Bristol. HAMPSHIRE. 36.— Aldershot ( County). — For embezzling £ 1 6s. 6| d., 4th inst.— THOMAS PULLEN, a journey- man butcher, age 19 or 20, height 5 ft. 7 or 8 in., com- plexion fresh, hair dark brown, moustache ( slight) dark, broad shoulders, smart appearance ; dress, dark clothes, and black hard felt hat. Warrant issued. Information to Supt. Brinson, Aldershot. 5 ft. 6 or 7 in., complexion fresh, hair ( turning grey) brown, reddish brown bushy whiskers, otherwise clean shaved, eyes blue or light grey, compresses his lips firmly, very large head, square forehead, walks with short quick step; dress, short dark green melton overcoat, black melton coat and vest, tweed trousers, square- crowned felt hat with broad brim ; wore a heavy gold albert and a gold hunting watch, plain case. Accused carried on the business of a coal mer- chant at 29, Waterloo- street, Glasgow, and on becoming bankrupt absconded before his examination was closed. Absconded about 24th ult., when he is known to have received over £ 200. Warrant issued. Information to the Chief Constable, Central Police Chambers, Glasgow. HEREFORDSHIRE. 37.— Ledbury ( County).— For fowl stealing— WILLIAM LANCETT, age 25, height 5 ft. 4 in., com- plexion fair, hair light brown, moustache ( slight) light; dress, black coat, dirty cord trousers, and black • cap. A native of Ledbury. Warrant issued. Information to Supt. Cope, Ledbury. 38.— Leominster ( Borough).— For deserting his wife and family, leaving them chargeable to the Leominster Union— JAMES BUFTON, farm bailiff, late of Dymock, Gloucestershire, age about 40, height 5 ft. 6 or 7 in., complexion ruddy, hair light brown, whiskers sandy; dressed generally as a farm labourer, and may be found working at farmhouses. He formerly fanned a small farm at Orcop, near Ross. Warrant issued. Information to Head Constable Johnson, Leominster' LANCASHIRE. £ 5 REWARD. 42.— Ashton- under- Lyne [ County).— For shoot- ing Joseph Rigby, at Audinshaw, 9th inst., with intent to do bodily harm- ROBERT E.
