VW announcements for insertion in the POLICE GAZETTE, and ail communications upon them, I should be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YARD, ! LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the | POLICE GAZETTE if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to sUltn property will be likewise inserted in one issue, if sufficient to enable \ the article in question to be thereby identified 4. In all cases where a reward is offered the name and address of some person responsible for \ the payment mutt be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of < stolen property, will he prominently inserted, with detailed particulars, at a cost of 15s. per I portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of ' engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserttd, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TION8. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. j. • The force which causes particulars concerning delinquents cr stolen property to be inserted in the POLICE GAZETTE, must, on their^ hpprehensim or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announccme. it. tvill li wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so ax to be received not la'er than noon on Wednesday, and for the Tuesday edition not later than Saturday morning Jliey must be clearly written on one side of the paper only, be in the vsual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, hu cheque, crossed " Druinmond cj- Co.," Post Office Order payable at Char. ng Cross, Po tal Order, or in Stamps. 13. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints » s to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the Sigh Contracting Parties be bound to surretid their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to ehe other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT, 1.— J Division.— For deserting bis wife and family— THOMAS SMITH, age 56, height 5 ft. 8 in., complexion, hair ( turning g » ty), and eyes dark ; dress, dark cord jacket and vest, fustian trousers, heavy lace boot3, hard felt hat. A navvy ; native of Woodford) Essex. Was last seen at Leicester about 3 months since. May be at work on the Manchester Ship Canal. Warrant issued. 2.— M Division.— For embezzling a large sum of money- JAMES YVALTER CREASY, age 40, height 5 ft. 4 in., complexion, hair, side- whiskers, moustache, and eyes dark, smart gep'ioi-. anly ppearance ; dress, dark overcoat, light suit, black hard felt hat. A native of St Peter's, near Broadstairs, Kent. Warrant issued. 3.— T Division.— For forging and uttering pawnbroker's duplicates, and obtaining sums of money thereby— MARIA MORAN, alias HEFFRON, age about 35, height 5 ft. 3 in., complexion fair, hair auburn, thin face; dress, fur tippet, black dress trimmed crape, and black hat trimmed jet ornaments in front. Is tramping the adjacent counties with a pedlar named Moran, certificate No. 41687, issued in Metropolitan Police District, and is likely to be found in common lodging houses with her boys, George, Thomas, and Roger, ages 10, 7, and 4 years. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 4.— Woodcut portrait and description of HUGH DAVIES, whose apprehension is sought for em- brown striped trousers, and black felt hat. A native of Corwen, Merionethshire. Has been a sailor. Warrant issued. 5.— For stealing and embezzling about £ 4,000— JESSE SPARROW, late of 94, Beaconsfield- road, Tottenham, and 12, Queen- street, Cheapside, age 30 height 5 ft. 7 or 8 in., slight baild, complexion, hair, beard, whisker3. and moustache dark, eyes dark brown, false teeth, slightly round- shouldered, smacks his lips when talking, wears gold folding eyeglasses, is well known to music- hall proprietors and sporting men; dress, dark overcoat with cape, dark trousers, and high hat. An auctioneer and surveyor; may assume the name of Lazelle ; accompanied by a woman, age 28, height 5 ff. 2 or 3 in., slight build, complexion fair, hair inclined to sandy, very delicate ; dress, short sealskin jacket, crushed strawberry- coloured cashmere dress, black straw hat, squirrel boa round neck. Had with them two large black boxes ( corded), and a brown Gladstone bag, containing a blue serge morning coat, black morning coat and vest, French grey striped trousers, all new, " J. E. Linfoot, 151, Aldersgate- street, City," supposed on tab of coats, and brown hard felt hat. Warrant issued. 6.— For stealing £ 42 gold and silver— CHARLES KEMPSTER, alias WALKER, age 16, height 5 ft. 2 in., complexion fair, red face, sharp features, is very fond of music- halls, & c.; dress, short diagonal jacket, tweed vest, striped trousers, lace boots, black hard felt hat. A porter. May endeavour to enlist. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. ANTRIM. 7.— Ballymena ( CountyJ.— For obtaining £ 55 by means of a forged cheque, drawn by Carters, Waters and Co., Liverpool, on Messrs. Cox and Co., London, for £ 525, in favour of Major F. W. Rhodes, 1st Dragoons— A MAN, age about 45, height about 5 ft. 10 in., stout build, weighs about 16 stones, com- plexion sallow or bronzed, hair and moustache ( slight) dark brown, turning grey, white of eyes rather yellow- ish, small feet, fleshy hands, large corporation. This man pretended he was Major Rhodes, 1st Dragoons, Head of the Staff in Egypt, and that he was on gcod terms with officers of high rank. He has also a knowledge of shipbuilding. He is supposed to be identical with the man who obtained money by false pretences from an orchid- grower at St. Albans. Has been in America. Warrant issued. Information to the District Inspector, Royal Irish Constabulary, Ballymena. bezzling £ 170 18s. 9d.- age 33, height 5 ft. 6 in., complexion fair, hair, whiskers ( full), and moustache brown, left arm injured, all front teeth deficient, speaks French fluently; dress, dark serge coat and vest, BERKSHIRE. 8.— Reading ( County).— Woodcut portrait and description of JOSEPH THOMPSON, alias BONNET, JAMES RILEY, and BLACK JOE, Expiree, Office No 15936, whose apprehension is sought for being con 2 T H E POLICE GAZETTE. Warrant issued 9.— Reading ( County)— For stealing a pair of boots ( recovered)- JOHN SMITH, a tramping black- smith, age 40, height 5 ft. 6 in , complexion fresh, broad face, hair reddish, moustache sandy, eye 3 hazel, " D " tattooed left side, man's head left arm. ' J" female and cross right arm, ring second finder left hand, scar left shoulder and centre of back, varicose veins right leg ; dress, very fine diagonal frock coat, dark cord vest and trousers, old shoes with cloth tops, and black hard felt hat. Warrant issued. Information to Colonel Blandy, Chief Constable, Berkshire Constabulary, Reading. BUCKINGHAMSHIRE. 10.— High Wycombe ( Borough).— For stealing, 1st inst., 2 ladies silver Geneva watches ( one nearly new, No. 35338, chased back, with ring in centre ; one old, plain case), both with white dials, no second hand —" FRED," a farm labourer, age about 27, height 5 ft. 7 in., complexion dark, hair dark brown, moustache ( short and thick) and eyes dark, tattooed both arms, two front teeth in upper jaw crooked ( overlapping each other towards points ; dress, dark brown overcoat with patch at back of neck below collar, light under ditto patched at elbows with black cloth, dark cord trousers patched with darker cord at knees, white- blue- and- red small pattern cotton shirt, lace boots turned up at toes, black hard felt hat. 11.— High Wycombe ( Borough).— For stealing a pair of men's nailed boots, 9th inst.— GEORGE RUS SELL, age 19, height about 5 ft. 10 in, complexion fresh, hair brown, eyes grey, scar3 on both knees; dress, long dark overcoat, dark trousers, black hard felt hat. A chair polisher; native of Liverpool. Is likely to visit Newcastle- on- Tyne, where his mother is said to reside. He is a private in the 3rd Battalion Oxford Light Infantry ( Militia), and may enlist. Information to Head Constable Fraser, High Wycombe. CHESHIRE. 12.— Macclesfield ( County).— For stealing a bay mare cob recovered), at Tytlierington, 5th ult.— WILLIAM YOUNG ( supposed false), age about 23, height 5 ft. 8 or 9 in., complexion tanned, hair black, eyes dark, speaks with a London or Midlands accent; dress, short olive green ( faded) Melton overcoat, with raised sfam1, brown large plaid suit, lace boots, black square crowned hat. Frequents all towns where large horse fairs are held. Warrant issued. Information to Supt. Large, Maccksfield. 13.— Nantwich ( County).— For stealing a set of stocks and dies ( recovered) at Crewe, 14th inst.— JOHN HEWARD, age 43, height 5 ft. 5 in., com plexion fresh, hair ( turning grey) brown, whiskers turning grey, eyes grey; dress, dark grey dust over- coat, dark grey striped trousers, shoes, black billycock hat. A travelling painter. Is accompanied by a woman about the same age. Information to Supt. Leah, Nantwich. 14.— Stockport ( Borough). — For housebreaking, and stealing— A lady's half- hunter silver watch, No. 52524; 1 neckerchief, with pack of cards printed thereon ( queens in centre)— JAMES CARROT, in., age about 18, height about 5 ft. 6 or 7 slight build, complexion pale, cut mark back of head ; dress ( supposed), grey tweed jacket and vest, black corduroy trousers, cap, and clogs. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport DERBYSHIRE. 1,5.— Chesterfield ( Borough),— For larceny ( lodger) 11th inst.- WILLIAM YEOMANS, age 30 to 35, height 5 ft. 6 in., stout build, complexion and hair ( wavy) dark, clean shaved, full round face, high forehead, very plausible manner ; dress, black coat, brown check trou- sers, blue- and- chocolate muffler, siele- spring bo: ts, black hard felt hat, occasionally wears eyeglasses. Stated lie was a machinist and boot closer, and that he came from Leicester, where he had been employed for the last 5 years. Warrant issued. 16— Chesterfield ( Borough).— For stealing an overcoat ( recovered) from his lodgings, 4th inst.— JAMES BARBER, age about 20, height 5 ft. 4 or 5 in., complexion fair, hair light brown, moustache ( very slight) light, pimples on face, wheel tattooed back of left hand; dress, black coat and vest, light brown check trousers, stand- up collar with front and pearl stud, no tie, low shoes, black hard felt hat; carried a bundle containing a pair of moleskin trousers and a pair of clogs. A collier ; native of Heanor, Derbyshire, where his parents reside. His practice is to take lodgings, stating he has obtaired employment at a neighbouring colliery, and shortly afterwards decamps, stealing anything he can lay his hands on. Warrant issued. Information to Head Constable Emery, Chesterfield. ESSEX. 17.— Latchington ( County).— For stealing £ 40 and 2 wooden clothes- boxes— EMMA SARAH JOHNSON, . age 34, height 5 ft. 2 or 3 in., complexion pale, hair ( turning grey) dark brown, eyes hazel, lost several upper front teeth; dress, black cloth jacket, brown cashmere dress with brass buttons in front, red woollen shawl, black straw hat, with light colour flowers. A native of Hazeleigh, Essex.— GEORGE DREWERY, age 45 to 50, height 5 ft. 7 or 8 in., com- plexion dark, hair, whiskers, and moustache dark brown, turning grey, eyes dark, walks wide and stoop- ing; dress, dark pilot jacket and vest, dark cord trousers, brown hard felt hat, carried a twisted walk- ing- stick. A foreman navvy, late of Maldon, Essex. Absconded 4th inst. Bath supposed gone to Glasgow or Edinburgh. Warrant issued. Information to Inspector Simmonds, Latchington. GLOUCESTERSHIRE. 18.— Cheltenham ( County). — For uttering counterfeit coin— A MAN, age 30 to 35, height 5 fc. 8 or 9 in., complexion dark, hair and moustache brown, no whiskers, bridge of nose apparently broken, scar under lefc eye; dress, brown overcoat with velvet collar, dark trousers ( tight at knee). Information to Supt. McRae, Cheltenham. 19.— Cirencester ( County).— For stealing, at Poulton, 3rd inst.— A long dark blue nap overcoat, velvet collar, a soft felt hat with broad brim, a plated machine, maker, " Clarke," and a plated ring snaffle bit- GEORGE BALL, a tramping groom, age about 40, height 5 ft. 6 in., complexion pale, hair ( bald on top) dark brown, clean face, limps slightly ; dress, brown check jacket and trousers, knitted vest, strong lace boots, dark cloth cap with peak ; when last seen was wearing the overcoat. Information to Supt. Morgan, Cirencester. 20— Stroud ( County).— For breaking into a cloth mill — WILLIAM HUMPHRIS, age 30, height 5 ft. 8 in., complexion fresh, hair light brown, eyes hazel, moustache brown; dress, dark monkey jacket, moleskin trousers and vest, cap with peak, or soft black felt hat. A blacksmith ; native of Kingstanley, Stroud, but work-) on barges and long boats, Information to Supt. Philpott, Stroud. 21.— Bristol ( City).— For obtaining ( in company with another in custody) £ 250 by false pretences— WILLIAM ROUS ALLIES, alias ALLIEN, age 33, height 5 ft. 5 or 6 in., complexion sallow, hair ( cut short) and eyes dark, clean shaved, good teeth, slightly bow- legged, of gentlemanly appearance, and usually dresses in a long dark blue overcoat, with large buttons, and brown hat. A betting man, and likely to be found in the company of men of that class at race meetings. Warrant issued. Information to the Chief Constable, Bridewell- street, Bristol. HAMPSHIRE. 22.— Bitterne ( County).— For obtaining £ 200 with intent to defraud, 22ad ult.— WILLIAM GRANT MILLER, licensed victualler, age about 26, height 5 ft. 9 in., complexion, hair and moustache dark, large forehead, high cheekbones, arms tattooed; dressed as a yachtsman or ship's steward. Has been a seaman. May endeavour to leave the country. Warrant issued. Information to Inspector Adams, Bitterne. 23.— Porlsmouth ( Borough). — For uttering forged cheques on the Birkbeck Bank, Chancery- lane- London, drawn by P. H Viner in favour of Alfred Thomas, 12th ult.— ALFRED THOMAS ( supposed false), age about 40, height 5 ft. 9 or 10 in., slight build, complexion pale, hair ( cut short) brown, clean shaved, rather long nose ; dress, long dark grey overcoat with velvet collar, dark trousers, stand- up collar, small dark necktie tied in a bow, high black hat or round felt hat and short black jacket; of clerical appearance. Warrant issued. 24.— Portsmouth ( Borough).— For larceny— ALFRED MORTIMORE, alias ALLEN, age about 25, height 5 ft. 9 in., complexion rather fair, hair and moustache ( slight) brown; dress, short round coat brown breeches and gaiters, coloured scarf, brown felt hat. Has been a carter and a cabdriver, and may seek similar employment. Absconded 28th ult. Warrant issued. Information to Chief Constable Cosser, Portsmouth. HERTFORDSHIRE. 25.— Watfo rd ( County).— For larceny ( dwelling) and obtaining money by means of fictitious chequps, 8th inst.— THOMAS BURNS, age 35 to 40, height' 5 ft. 10 in., complexion rather dark, hair browa ; dress, dark oloth overcoat with cape, eUrk cloth trousers, soft felt hat. Stated he was a tutor. Warrant issued. Information to Supt. Hummerstone, Watford. KENT. £ 1 REWARD. 26.— Faversham ( County).— For leaving his wife chargeable to the Common Fund of the Milton Union - ROBERT HENRY WADE, age 23, height 6 ft., com- plexion fair, hair light brown, eyes light blue, scar bridge of nose, two or three scars on head ; dress ( when last seen), dark ribbed coat and vest, dark plaid trou- sers with small blue stripe, black hard felt hat. Recently resided at Borden, Kent, and has been em- ployed as a labourer in a tan- yard. Warrant issued. The above reward will be paid by Mr. W. J. Harris, Clerk to the Guardians, for the apprehension and con- viction of Wade. Information to Supt. Mayne, Sittingbourne. LANCASHIRE, 27.— Liverpool ( City).- For failing to report- License Holders THOMAS MOORE, alias JOHN BARRETT, Office No. 36048, age 38, height 5 ft. 3 in., complexion ifresh, hair dark sandy, eyes hazel, B, anchor, cross, heart and shamrock on back of right hand, cross centre of breast, two moles near navel. Sentenced at Manchestor Sessions, 25th August, 1879i to 10 years' penal servitude for larceny ( person). Licensed 29th August, 1888. Z F 1009.- GEORGE FREDERICK WRIGBY, alias WOODWARD, SWA1NE, COMFORT, CANTRELL, and CARN- FORTH, small star and anchor on right forearm, harpoon on left arm. Sentenced at Beverley, 14th October. 1884, to 5 years' penal servitude and 2 years' police supervision for larceny fperson). Licensed 13th October, 1888. K 894. Information to the Chief Superintendent, Detective Department, City Police, Liverpool. 28.— Manchester ( City).- For failing to report- License Holders JOHN SNOWAN, alias HARRING- TON, SNOWDEN, McCULLOCH, McFADLEM, and SMITH, Office No. 36752, age 37, height 5 ft. 5 in., complexion fresh, hair and eyes brown, right wrist fractured and scarred, 7 on left arm, scar on front of left leg and above left ankle. Sentenced at Man- chester, 31st October, 1879, to 10 years'penal servitude for burglary. Licensed 1st December, 1888.— JOSEPH WILSON, alias FINNIGAN and SMITH, Office No. 36669, age 47, height 5 ft. 3 in., complexion fresh, hair brown, eyes blue, top of first left finger damaged. Sentenced at Hull, 8th October, 1882, to 7 years' penal servitude for larceny. Licensed 19th December, 1888. — Supervisees ANN NEWCOMBE, alias NEWTON and DONNELLY, Office No. 35782, age 32, height 5 ft. 2 in., complexion fresh, hair sandy, eyes blue, scar on right eyelid. Sentenced at Manchester, 12th October, TUESDAY, FEBRUARY 22, 1889. T H E POLICE GAZETTE. 3 1887, to 9 months' imprisonment and 3 years' police supervision for larceny. Licensed 11th July, 1888.— ROBERT ASHLEY, Office No. 23821, age 63, height 5 ft. 6 in., complexion fresh, hair grey, eyes blue, scars on forehead and each eyebrow. Sentenced at Man- chester, llt. b April, 1883, to 9 months' imprisonment and 7 years' police supervision for larceny.— FRED WELLS, alias SWAINE, GRAHAM, and EDWARDS, Office No. 36906. age 40, height 5 ft. 9 in., complexion fresh, hair dark brown, eyes brown, blue scar on left eyebrow, bald front of head. Sentenced at Salford, 9th January, 1888, 12 months' imprisonment and 3 years' police supervision for larceny. Information to the Deputy Chief COEstable, City Police, Manchester. 29.— Burnley ( Borough,).— For stealing, 17th inst, 1 blue beaver overcoat, single- breasted, velvet collar bound with blue cloth, dark bone buttons, dark grey cloth lining ( nearly new); 1 blue silk handker- chief, with white spots round border and white flowers in centre; 1 pair dark yellow kid glovfs ; 1 wooden pipe ; 1 indiarubber tobacco pouch ; 1 light brown long waterproof coat with cape ; and 1 red letter case, con- taining several letters and 34s. cash— A MAN, age about 34, height 5 ft. 9 or 10 in., complexion, hair, small side whiskers, and moustache dark, thin face, crooked nose with flesh lump on bridge, bow- legged; dress, supposed stolen overcoat, blue knitted jacket with black velvet collar, blue- and- white narrow striped trousers, white muffler, lace boots, black billycock hat, carried a walking stick. Supposed to be identical with William Wilson, who is wanted in several towns in Lancashire for larceny ( lodger). Information to Chief Constable Harrop, Burnley. 30.— Rochdale ( Borough).— For stealing, 14th inst., a small silver Geneva watch, No. 26695, small piece chipped out of centre of dial— A MAN, age about 40, height 5 ft. 9 in., slight build, hair, s'ight side- whiskers and moustache dark, prominent nose, thin features ; dres3, blue pilot overcoat, lined with brown- and- black material, black knitted jacket, black cloth coat and vest, brown mixture trousers. Stated he was in the employ of the Lancashire and Yorkshire Railway Company, and has besn transferred from Huddersfleld to Rochdale. Supposed same as deserted in Case No. 29, 28th December last. Information to Chief Constable Wilkinson, Roch- dale. Carries a small black bag containing the Great West- ern Railway time- table, and an ordinary printed receipt- book. His modus operandi is to call upon hotel- keepers, soliciting orders to advertise their business in the Great Western Railway time- table for twelve months, and usually succeeds in obtaining a fee of 5s. in ad- vance, for which he gives a receipt on the Advertising Department, Paddington, with which he has no con- nection. He was, until 15th March, 1886, employed as chief clerk in the Chief Constable's Office, Birkenhead, and appears to be well known in the South of England, as well as the Midland counties.
