All announcements for insertion in the POLICE GAZETTE, and all c mmunications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought wi'l be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified 4. In all casei where a reward is offered the name and address of some person responsible for • the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15S. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent ; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and an alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. I hey must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed '' Drummond $ Co.," Post Office Order payable at Charing Cross, Po'tal Order, or in Stamps. 13. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party Bhall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrend. their own subjects whether by birth or naturalisation.' The result of the modification in the Treaty ia that either Government may deliver up its own subjects to ehe other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. Y DIVISION.— Woodcut portrait and description of RICHARD BARRETT, alias JOHN MURRAY, RICHARD BARNETT, and SORE- EYED BARRETT, whose apprehension is sought for the murder ( by shooting) of Edward Thomas Williams, at 3, Clifton- terrace, Finsbury- park, at 12.10 a. m., 19th ult.— age 35, height 5 ft. 3J in., complexion fresh, hair ( thin on top) dark brown, moustache dark, no beard or whiskers when last seen, eyes ( weak, red, and sunken) hazel, scar on forehead and back of left hand, oval face, downcast look when walking ; dress, dark grey mixture suit, black hard felt hat. A native of St. Luke's, Middle- sex. Is a dangerous criminal, and has been several times convicted of larceny and burglary. The above reward will be paid by J. Monro, Esq., Commissioner of Police of the Metropolis, to any person ( other than a person belonging to a Police Force in the United Kingdom) who shall give such information as shall lead to the apprehension of the said Richard Barrett. Is also a deserter from the Commissariat and Transport Corps at Woolwich. Warrant issued. 3.— D Division.— For fraudulent bankruptcy— ELIZABETH ROWLAND, age 35, height 5 ft. 6 in., complexion fair, hair brown, large good teeth, of ladylike appearance. Is supposed to be carrying on business as a dressmaker or lodging- house keeper on the South coast. A native of London. Warrant issued. 4.— J Division.— For embezzlement- WILLIAM BLATCH, age 24, height 5ft. 5 in., complexion fair, hair, side whiskers, ard moustache ( slight) brown, blind right eye, thin face, high cheek bones ; dress, brown check suit, side- spring boots. A butcher; is well- known at Hatfield Heath, Hertfordshire, Redliill, and Tooting. Warrant issued, Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 5.— Woodcut portrait and description of HUGH DAVIES, whose apprehension is sought for em- bezzling £ 170 18s. 9d. age 33, height 5 ft. 6 in., complexion fair, hair, whiskers ( full), and moustache brown, left arm injured, all front teeth deficient, speaks French fluently; dress, dark serge coat and vest, brown striped trousers, and black felt hat. A native of Corwen, Merionethshire. Has been a sailor. Warrant issued. 6.— For stealing and embezzling about £ 4,000— JESSE SPARROW, late of 94, Beaconsfield- road, Tottenham, and 12, Queen- street, Cheapside, age 39, height 5 ft. 7 or 8 in., slight build, complexion, hair, beard, whiskers, and moustache dark, eyes dark brown, false teeth, slightly round- shouldered, smacks his lips when talking, wears gold folding eyeglasses, is well known to music- hall proprietors and sporting men; dress, dark overcoat with cape, dark trousers, trousers, all new, " J. E. Linfoot, 151, Aldersgate- street, City," supposed on tab of coats, and brown hard felt hat. Warrant issued. 7.— For stealing £ 42 gold and silver— CHARLES KEMPSTER, alias WALKER, age 16, height 5 ft 2 in., complexion fair, red face, sharp features, is very fond of music- halls, & c. ; dress, short diagonal jacket, tweed vest, striped trousers, lace boots, black hard felt hat. A porter. May endeavour to enlist. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. ANTRIM. 8.— Ballymena ( County).— Fov obtaining £ 55 by means of a forged cheque, drawn by Carters, Waters and Co-, Liverpool, on Messrs. Cox and Co., London, for £ 525, in favour of Major F. W. Rhodes, 1st Dragoons— A MAN, age about 45, height about 5 ft. 10 in., stout build, weighs about 16 stones, com plexion sallow or bronze!, hair and moustache ( slight) dark brown, turning grey, white of eyes rather yellow- ish, small feet, fleshy hands, large corporation. This man pretended he was Major Rhodes, 1st Dragoons, Head of the Staff in Egypt, and that he was on gcod terms with officers of high rank. He has also a knowledge of shipbuilding. He is supposed to be identical with the man who obtained money by false pretences from an orchid- grower at St. Albans. Has been in America. Warrant issued. Information to the District Inspector, Royal Irish Constabulary, Ballymena. ARGYLLSHIRE. 9— Lochgilphead ( County).— For stealing at Sandbank, Dunoon, 23rd ult.— 5 £ 1 Bank of Scotland notes ( new); 3 £ 1 Union Bank notes ; 1 gold brooch peculiar pattern, rubies forming buds of flowers ; 1 silver necklace, Egyptian, small link pattern ; 1 silver bracelet, Algerian silver, band of tortoiseshell and small silver stars and beading of silver all round; 1 silver brooch, composed of three Russian kopeck pieces ( one large kopeck in centre and 1 small kopeck at ends); 1 silver brooch, in. to 2 in. long, small knobs all round, pointed at both ends, bird and butter- fly in coloured metal; 2 Indian bangles, pattern— one large knob, with two small knobs between; 1 light marten sable fur muff, lined brown satin, and brown silk cord and tassels ; 1 skunk victorine, lined vith dark satin, slightly worn in front; 1 lady's habit cloth dress, black plain double skirt, jet trimming down front of bodice ; 1 lady's black lace dress, striped black silk underskirt; 1 morning dress, sapphire blue twilled cloth ; 1 lady's travelling cloak, light grey tweed, slightly soiled at front; 1 lady's jersey, Garibaldi shape, striped navy blue and pale blue, navy blue ribbon at throat, waist slightly soiled; 1 lady's bonnet, fine black straw, lined with black velvet in front; 1 lady's large black straw hat, turned up and lined with black velvet; 1 lady's companion, dark green leather, white flowers painted on front, lined dark green satin, and containing a tortoiseshell comb; 1 black JAMES RILEY, and BLACK JOE, Expiree, Office No. 15936, whose apprehension is sought for being con- cerned with others for burglary and stealing property ( Case No. 57)— age 42, height 5 ft. 10 in., complexion sallow ( second removal from a negro), hair black, eyes hazel, first finger right hand amputated, brown mark left thigh, scar outside and inside left knee, left shin, and back of thigh, scar and small lump over left eye ; dressed respectably, and generally wears a high hat. Warrant issued. 11.— Reading ( County).— For stealing a pair of boots ( recovered)— JOHN SMITH, a tramping black- smith, age 46, height 5 ft. 6 in., complexion fresh, broad face, hair reddish, moustache sandy, eyes hazel, " D " tattooed left side, man's head left arm, " J " female and cross right arm, ring second finger left hand, scar left shoulder and centre of back, varicose veins right leg; dress, very fine diagonal frock coat, dark cord vest and trousers, old shoes with cloth tops, and black hard felt hat. Warrant issued. Information to Colonel Blandy, Chief Constable, Berkshire Constabulary, Reading. BUCKINGHAMSHIRE. 12.— High Wycombe ( Borough).— For stealing, 1st inst., 2 ladies silver Geneva watches ( one nearly new, No. 35338, chased back, with ring in centre ; one old, plain case), both with white dials, no second hand " FRED," a farm labourer, age about 27, height 5 ft. 7 in., complexion dark, hair dark brown, moustache short and thick) and eye3 dark, tattooed both arms, two front teeth in upper jaw crooked ( overlapping each other towards points); dress, dark brown overcoat with patch at back of neck below collar, light under ditto patched at elbows with black cloth, dark cord trousers patched with darker cord at knees, white- blue and- red small pattern cotton shirt, lace boots turned up at toes, black hard felt hat. DERBYSHIRE. 13.— Chesterfield ( Borough),— For larceny ( lodger) 11th inst.- WILLIAM YEOMANS, age 30 to 35, height 5 ft- 6 in., stout bui'd, complexion and hair ( wavy) METROPOLITAN POLICE DISTRICT. 2.— C Division— Facsimile of handwriting of EDWARD G. BARCLAY, alias JOSEPH WILLIAM MURRAY and HARRY CHARD GLYN, whose apprehension is sought for obtaining jewellery by means of a fictitious cheque on Messrs. Hopkinson and Son's Bank, Regent- street, age 25, height 5 ft. 11 in., complexion fresh, hair brown, moustache ( slight) light, eyes hazel, very large hands, particularly large and high hat. An auctioneer and surveyor; may assume the name of Lazelle ; accompanied by a woman, age 28, height 5 ft. 2 or 3 in., slight build, complexion fair, hair inclined to sandy, very delicate ; dress, short sealskin jacket, crushed strawberry- coloured cashmere dress, black straw hat, squirrel boa round neck. Had with them two large black boxes ( corded), and a brown Gladstone bag, containing a blue serge morning coat, black morning coat and vest, French grey striped bone comb, 2 inches broad; 1 pair six- button gloves, cinnamon brown, hand- sewn, marked inside " Wheeler and Company, Poultry" ; 1 dark green morocco handkerchief- bag ; 1 white figured silk hand- kerchief ; 1 woollen shawl, pale blue with stripe of gold silk occasionally, flaky fringe ; 2 petticoats ( one union skirting, striped navy blue and white, the other white flannel); 1 pale blue print apron, embroidered white cotton; a considerable quantity of ladies under- clothing ; 1 large oval japanned tin box, handle on sides and on top ; 1 brown wicker basket, with handle on top ; 1 plain leather pocket- book ( new) lined with red; 1 sealskin purse, lined with grey leather, with nickel silver mounting— ANNIE McGOWAN, alias McFARLANE, domestic servant, age about 20, medium height, stout build, hair ( cut in front) light, eyes light blue, round face, good looking ; dress, when last seen,, light grey tweed travelling cloak, black lace dress, with black silk underskirt, and lace boots ( new). Absconded 23rd ult., taking steamer to Greenock and train to Glasgow, carrying the stolen property. About 18- months since she led an immoral life at Glasgow, where she was convicted of larceny, and was about 5 months in Whitehaven Mission, from which she got the situa- tion at Sandbank. Her father, a slater, resides at Bothwell. Warrant issued. Information to Chief Constable Mackay, Loch- gilphead. BERKSHIRE. 10.— Reading ( County).— Woodcut portrait and description of JOSEPH THOMPSON, alias BONNEY, FRIDAY, FEBRUARY 15, 1889. T H E POLICE GAZETTE. 3 dark, clean shaved, full round face, high forehead, very plausible manner ; dress, black coat, brown check trou- sers, blue- and- chocolate muffler, side- spring boots, black hard felt hat, occasionally wears eyeglasses. Stated he was a machinist and boot closer, and that he came from Leicester, where he had been employed for the last 5 years. Warrant issued. Information to Head Constable Emery, Chesterfield. ESSEX. 14.— Latchirigton ( County).— For stealing £ 40 and 2 wooden clothes- boxes— EMMA SARAH JOHNSON, age 34, height 5 ft. 2 or 3 in., complexion pale, hair ( turning grey) dark brown, eyes hazel, lost several upper front teeth ; dress, black cloth jacket, brown cashmere dress with brass buttons in front, red woollen shawl, black straw hat, with light colour flowers. A native of Hazeleigh, Essex.— GEORGE DREWERY, age 45 to 50, height 5 ft. 7 or 8 in., com- plexion dark, hair, whiskers, and moustache dark brown, turning grey, eyes dark, walks wide and stoop- ing; dress, dark pilot jacket and vest, dark cord trousers, brown hard felt hat, carried a twisted walk- ing- stick. A foreman navvy, late of Maldon, Essex. Absconded 4th inst. Both supposed gone to Glasgow or Edinburgh. Warrant issued. Information to Inspector Simmonds, Latchington. GLOUCESTERSHIRE. 1 — Cheltenham ( County). — For uttering counterfeit coin— A MAN, age 30 to 35, height 5 ft. 8 or 9 in., complexion dark, hair and moustache brown, no whiskers, bridge of nose apparently broken, scar under left eye; dress, brown overcoat with velvet collar, dark trousers ( tight at knee). Information to Supt. McRae, Cheltenham. 16.— Stroud ( County).— For breaking into a cloth mill — WILLIAM HUMPHRIS, age 30, height 5 ft. 8 in., complexion fresh, hair light brown, eyes hazel, moustache brown; dress, dark monkey jacket, moleskin trousers and vest, cap with peak, or soft black felt hat. A blacksmith ; native of Kingstanley, Stroud, but works on barges and long boats. Information to Supt. Philpott, Stroud. HAMPSHIRE. 17.— Bitterne ( County).— For obtaining £ 200 with intent to defraud, 22nd ult.— WILLIAM GRANT MILLER, licensed victualler, age about 26, height 5 ft. 9 in., complexion, hair and moustache dark, large forehead, high cheekbones, arms tattooed ; dressed as a yachtsman or ship's steward. Has been a seaman. May endeavour to leave the country. Warrant issued. Information to Inspector Adams, Bitterne. 18.— Portsmouth ( Borough). — For uttering forged cheques on the Birkbeck Bank, Chancery- lane, London, drawn by P. H, Yiner in favour of Alfred Thomas, 12th ult.— ALFRED THOMAS ( supposed false), age about 40, height 5 ft. 9 or 10 in., slight buildi complexion pale, hair ( cut short) brown, clean shaved' rather long nose ; dress, long dark grey overcoat with velvet collar, dark trousers, stand- up collar, small dark necktie tied in a bow, high black hat or round felt hati and short black jacket; of clerical appearance. Warrant issued. 19.— Portsmouth ( Borough).- For larceny— ALFRED MORTIMORE, alias ALLEN, age about 25, height 5 ft. 9 in., complexion rather fair, hair and moustache ( slight) brown; dress, short round coat, brown breeches and gaiters, coloured scarf, brown felt hat. Has been a carter and a cabdriver, and may seek similar employment. Absconded 28th ult. Warrant issued. Information to Chief Constable Cosser, Portsmouth. KENT. £ 1 REWARD. 20.— Faversham ( County).— For leaving his wife chargeable to the Common Fund of the Milton Union — ROBERT HENRY WADE, age 23, height 6 ft., com- plexion fair, hair light brown, eyes light blue, scar bridge of nose, two or three scars on head ; dress ( when last seen), dark ribbed coat and vest, dark plaid trou- sers with small blue stripe, black hard felt hat. Recently resided at Borden, Kent, and has been em- ployed as a labourer in a tan- yard. Warrant issued. The above reward will be paid by Mr. W. J. Harris, Clerk to the Guardians, for the apprehension and con- viction of Wade. Information to Supt. Mayne, Sittingbourne. LANCASHIRE. 21.— Blackburn ( Borough).— For obtaining £ 4 by false pretences, 2nd inst.— Ex- convict JOHN STE- VENSON, alias JOHN MACKENZIE, JOHN HEN- DERSON, JOHN THOMAS HOGG, GEORGE DAVIS, and J. C. WILSON, Reg. No. D 1171, age 62, height 5 ft. 11 in., complexion dark, hair ( bald) and side whiskers grey, eyes dark grey, leans forward when walking, lost top tooth, scar both eyebrows, left upper lip and nose, mole top of hip, scar right calf, left elbow and wrist; dress, long blue cloth overcoat, light tweed suit, black billycock hat. A native of Glasgow. Con- victed at Wakefield, 1863 ; Ipswich, 1865 ; Manchester, 1865; Ludlow, 1874 ; and Bedford, 1877, for obtaining money by false pretences. His modus operandi is to send a telegram purporting to come from a large engineering firm, stating that their Mr. ( heregives some name) will call upon them. In this instance the telegram purported to come from Messrs. Aird and Son, of London, and of the Thirl- mere Waterworks, and the name of their representa- tive was given as Laidlaw. Ttie man shortly after- wards calls at the works, and during conversation, after examining the machinery, & c., with a view to giving orders, suddenly states that he has left his cheque book somewhere, and asks for the loan of a sum of money for a few days. Supposed wanted at Derby and other places, where he has given the names of Harland and Fenton. ( See Case No. 11, ls< inst.) Warrant issued. 22.— Blackburn ( Borough).— For failing to report — Supervisee FRANCIS KERSHAW, Office No. 31214, age 28, height 5 ft. 8 in , complexion fresh, hair dark brown, eyes hazel, eyebrows meet, scars over each eye and between eyebrows, mole between shoulders. Sen- tenced at Preston, 20th May, 1885, to 15 months' hard labour and 4 years' police supervision for larceny.— Supervisee JOSEPH SWARBRICK, Office No. 29227, age 45, height 5 ft. 3 in , complexion fresh, hair dark brown, eyes hazel, scars over left eye, on right eye- brow, right buttock, and over right hip and lower part of back ( boils). Sentenced at Preston, 20th May, 1885, to 6 months' hard labour and 4 years' police supervi- sion for larceny.— Supervisee WILLIAM SLATER, alias JOHN JOSEPH RIGBY, Office No. 32830, age 24, height 5 ft., complexion fresh, hair brown, eyes brown, boil scar right shoulder- blade, burn down out- side of right hip to knee, warts on penis. Sentenced at Preston, 20th October, 1886, to 6 months' hard labour and 4 years' police supervision for larceny. Information to Chief Constable Lewis, Blackburn. 23.— Oldham ( Borough).— For failing to report — Supervisee EMMA CATHERINE TRAINOR, Office No. 33324, age 42, height 5 ft. 1 in., complexion sallow, hair grey, eyes brown, scars on forehead and under right eye, glides eyes. Sentenced at Salford, 5th July, 1886, to 12 months' hard labour and 4 years' police supervision for fe'ony. 440.— License Holder ALICE HOPWOOD, alias ALICE TAYLOR, Office No. 33348, age 31, height 5 ft. 1 in., complexion pale, hair brown, eyes hazel, scars right eyebrow, lips, right wrist and hand, and left shin, tattoo marks left arm, lost two top teeth. Sentenced at Salford, 25th Feb- ruary, 1884, to 5 years' penal servitude and 3 years' police supervision for felony. Licensed 15th July, 1887. K 17. Information to the Chief Constable of Oldham. 24.— Salford ( Borough).— For failing to report- Supervisee HENRY SMITH, alias RICHARD BAKER, JOHN WHENMAN, CHRISTOPHER BOW, and HENRY BORDOCK, Office No. 28674, age 36, height 5 ft. 3 in., complexion fresh, hair brown, eyes hazel, scars back of head ( indent), nose, left eye- brow, left elbow and wrist, and across left shin, nose bent to left, pockmarked. Sentenced at Middlesex Sessions, 9th June, 1879, to 8 years' penal servitude and 7 years' police supervision for larceny ( person).— Supervisee HENRY O'NEILL, Office No. 24211, age 36, height 5 ft. 6 in., complexion fresh, hair brown, eyes blue, scars on forehead, each eyebrow and back of neck. Sentenced at Manchester, 7th December, 1882, to 15 months' hard labour and 7 years' police supervision for receiving.— Supervisee EDWIN JAMES, alias EDWARD MANN and MAHON, Office No. 36897, age 19, height 5 ft. 3 in., complexion sallow, hair dark brown, eyes brown, mole right cheek, abscess scars back of neck, scald on chest. His modus operandi is to call upon hotel- keepers, soliciting otders to advertise their business in the Great Western Railway time- table for twelve months, and usually succeeds in obtaining a fee of 5s. in ad- vance, for which he gives a receipt on the Advertising Department, Paddington, with which he has no con- nection. He was, until 15th March, 1886, employed as chief clerk in the Chief Constable's Office, Birkenhead, and appears to be well known in the South of England, as well as the Midland counties.
