POLICE GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, FEBRUARY 8, 1889. VOL. VI., No. 534. REGULA 1. All announcements for insertion in the POLICE GAZETTE, and all cmmunications upon them, shou'd be addressed to THE EDITOB OF THE POLICE GAZETTE, GEEAT SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought wV. l be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable a'tion to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of lbs. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent ; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property btar a number, and are alphabetically arranged by counties. 9 The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Aii' ouncements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. Ihey must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Ptrummond Co.," Post Office Order payable at Charing Cross, Poital Order, or in Stamps. 13. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lat of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrend their own subjects whether by birth or naturalisation* The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. MURDER- <£ 50 REWARD. METROPOLITAN POLICE DISTRICT. 1.- Y DIVISION.— Woodcut portrait and description of RICHARD BARRETT, alias JOHN MURRAY, RICHARD BARNETT, and SORE- EYED BARRETT, whose apprehension is sought for the murder ( by shooting) of Edward Thomas Williams, at 3, Clifton- terrace, Finsbury- park, at 12.10 a. m., 19th ult.— age 35, height 5 ft. 3^ in., complexion fresh, hair ( thin on top) dark brown, moustache dark, no beard or whiskers when last seen, eyes ( weak, red, and sunken) hazel, scar on forehead and back of left hand, oval face, downcast look when walking ; dress, dark grey mixture suit, black hard felt hat. A native of St. Luke's, Middle- sex. Is a dangerous criminal, and has been several times convicted of larceny and burglary. The above reward will be paid by J. Monro, Esq., Commissioner of Police of the Metropolis, to any person ( other than a person belonging to a Police Force in the United Kingdom) who shall give such information as shall lead to the apprehension of the said Richard Barrett. Hopkinson and Son's Bank, Regent- street, age 25, height 0 ft. 11 in., complexion fresh, hair brown, moustache ( slight) \ light, eye3 hazel, very large hands, particularly large ARGYLLSHIRE. 7.— Lochgilphead ( County).— For stealing at Sandbank, Dunoon, 23rd ult.— 5 £ 1 Bank of Scotland notes ( new); 3 £ 1 Union Bank notes ; 1 gold brooch peculiar pattern, rubies forming buds of flowers ; silver necklace, Egyptian, small link pattern ; 1 silver bracelet, Algerian silver, band of tortoiseshell and small silver star3 and beading of silver all round; 1 silver brooch, composed of three Russian kopeck thumbs, right thumb mil bitten short, of superior address and manners, military appearance ; dress: long light overcoat with cape, brown bowler hat. A native of Barnet, Is also a deserter from the Commissariat and Transport Corps at Woolwich. Warrant issued. 3.— M Division,— For stealing a black fielding ( recovered) Case No. 74, mhult.— BENJAMIN COLE, age 40, height 5 ft. 10 in., complexion fresh, hair ( cut short) turning grey, eyes hazel, peculiar staring ex- pression, smart upright appearance ; d ress, long ulster, brown check tweed jacket and vest, brown mixture trousers, billycock hat. A blacksmith ; native of St. Ives, Huntingdonshire, where his father resides. 4.— X Division.— For receiving 2 dead pigs, well knowing them to be stolen— WILLIAM HARDING, age 33, height 5 ft. in., complexion fresh, hair and moustache brown, eyes light brown; dress, dark tweed suit, lace boots, black hard felt hat. A native of Brighton. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. CITY OF LONDON. 5.— Woodcut portrait and description of HUGH DAVIES, whose apprehension is sought for em- bezzling £ 170 183. 9d.— age 33, height 5 ft. 6 in., complexion fair, hair, whiskers ( full), and moustache brown, left arm injured, all front teeth deficient, speaks French fluently; dress, dark serge coat and vest, brown striped trousers, and black felt hat. A native of Corwen, Merionethshire. Has been a sailor. Warrant issued. 6.— For stealing £ 42 gold and silver- CHARLES KEMPSTER, alias WALKER, age 16, height 5 ft. 2 in., complexion fair, red face, sharp features, is very fond of music- halls, & c. ; dress, short diagonal jacket, tweed vest, striped trousers, lace boots, black hard felt hat. C. pieces ( one large kopeck in centre and 1 small kopeck at ends); 1 silver brooch, in. to 2 in. long, small knob3 all round, pointed at both ends, bird and butter- fly in coloured metal; 2 Indian bangles, pattern— one large knob, with two small knobs between; 1 light marten sable fur muff, lined brown satin, and brown silk cord and tassels ; 1 skunk victorine, lined with dark satin, slightly worn in front; 1 lady's habit cloth dress, black plain double skirt, jet trimming down front of bodice ; 1 lady's black lace dress, striped black silk underskirt; 1 morning dress, sapphire blue twilled cloth ; 1 lady's travelling cloak, light grey tweed, slightly soiled at front; 1 lady's jersey Garibaldi shape, striped navy blue and pale blue, navy blue ribbon at throat, waist slightly soiled; 1 lady's bonnet, fine black straw, lined with black velvet in front; 1 lady's large black straw hat, turned up and lined with black velvet 1 lady's companion, dark green leather, white j flowers painted on front, lined dark green satin, and containing a tortoiseshell comb; 1 black bone comb, 2 inches broad; 1 pair six- button , gloves, cinnamon brown, hand- sewn, marked inside, {" Wheeler and Company, Poultry"; 1 dark green morocco handkerchief- bag ; 1 white figured silk hand- kerchief ; 1 woollen shawl, pale blue with stripe of gold silk occasionally, flaky fringe ; 2 petticoats ( one union skirting, striped navy blue and white, the other white flannel); 1 pale blue print apron, embroidered white cotton; a considerable quantity of ladies under- clothing ; 1 large oval japanned tin box, handle on sides and on top ; 1 brown wicker basket, with handle on top ; 1 plain leather pocket- book ( new) lined with red; 1 sealskin purse, lined with grey leather, with nickel silver mounting— ANNIE McGOWAN, alias McFARLANE, domestic servant, age about 20, medium height, stout build, hair ( cut in front) light, eyes light blue, round face, good looking ; dress, when last seen, light grey tweed travelling cloak, black lace dress, with black silk underskirt, and lace boots ( new). Absconded 23rd ult., taking steamer to Greenock and train to Glasgow, carrying the stolen property. About 18 months since she led an immoral life at Glasgow, where she was convicted of larceny, and was about 5 months in Whitehaven Mission, from which she got the situa- tion at Sandbank. Her father, a slater, resides at Both well. Warrant issued. Information to Chief Constable Mackay, Loch- gilphead. BERKSHIRE. 8.— Reading ( County).— For stealing a pair of boots ( recovered)— JOHN SMITH, a tramping black- smith, age 46, height 5 ft. 6 in., complexion fresh, hair reddish, moustache sandy, eyes hazel, broad face, " D " tattooed left side, man's head left arm, female, J. and cross right arm, blue ring on second finger left hand, scar left shoulder and centre of back, varicose veins right leg ; dress, very fine diagonal frock coat, dark cord vest and trou3ers, old shoes with cloth tops, black hard felt hat. Information to Supt. Pocock, Reading. CHESHIRE. 9.— Stockport ( Borough).— For stealing, 29th ult.— a black skirt, waterfall back, two stripes of crape up left side, a pair of women's side- spring boots, size 5 or 6, tips on heels, toe- capped ; and a boy's jacket and vest, bone buttons— LOUISA BROWN, age about 19, low set, hair, with fringe, light brown. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. CUMBERLAND. 10.— Brampton ( County).— For larceny ( bailee)— WILLIAM DACRE, age 22, height 5 ft. 8 in., com- plexion fair, hair light, walks with swinging gait; dress, dark brown overcoat with cape, black check tweed suit, lace boots, dark hard felt hat, respectable appearance. A native of Aspatria, Cumberland, where his relatives reside. Was in business at Long- ton on his own account prior to the 22nd ult., when he absconded, leaving all his effects except a small black bag containing watchmaker's tools. Warrant issued. Information to Supt. Russell, Brampton. 11.— Carlisle ( City).— For failing to report- License Holder MARY COL WELL, Office No. 36646, age 49, height 5 ft. 5 in., complexion dark, hair brown, eyes grey, ears pierced, mole left of face. Sentenced at Carlisle, 8th April, 1884, to 7 years' penal servitude and 2 years' police supervision for housebreaking. Licensed 10th December, 1888. K 28. Information to the Chief Constable, City Police, Carlisle. ESSEX. 12.— Brentwood ( County).— For burglary, 23rd ult., and stealing 1 silver tablespoon, 1 large oval- shaped embossed silver teapot, black handle ; 3 odd silver tea- spoons, and 1 silver dessert spoon, all with monogram " M. G." ; 1 large oval- shaped silver cream jug, plain; 1 old- fashioned silver cream jug on square base, sup- posed marked " D " ; 1 oblong silver cruet, fretwork sides, with eight silver- topped square bottles; 1 old- fashioned musical box ; 1 pair men's boots ; 3 brown hard felt hats, makers " Hope Bros., London"; 1 cut- glass ink bottle ; 1 gentleman's dark check ulster; 3 plated egg- spoons, 2 plated tea- spoons, and 2 plated salt- spoona, all marked " B " ; 2 coarse linen aprons, and 4 leather purses— TWO MEN, 1st, age about 35,' height about 5 ft. 10 or 11 in., complexion fresh ; hair dark brown, stubby moustache, Roman nose with scar on bridge; dress, heavy long dark overcoat, and black hard felt hat. 2nd, age about 30, height 5 ft. 10 or 11 in., complexion fresh, hair light brown, had his moustache shaved off at Brentwood ; dress, light covert coat, black hard felt hat. Information to Supt. Dobson, Brentwood. 13.— Latchington ( County). — For stealing £ 40 and 2 wooden clothes- boxes— EMMA SARAH JOHNSON, age 34, height 5 ft. 2 or 3 in., complexion pale, hair ( turning grey) dark brown, eyes hazel, lost several upper front teeth ; dress, black cloth jacket, brown cashmere dress with brass buttons in front, red woollen shawl, black straw hat, with light colour flowers. A native of Hazeleigh, Essex.— GEORGE DREWERY, age 45 to 50, height 5 ft. 7 or 8 in., com- plexion dark, hair, whiskers, and moustache dark brown, turning grey, eyes dark, walks wide and stoop- ing; dress, dark pilot jacket and vest, dark cord trousers, brown hard felt hat, carried a twisted walk- ing- stick. A foreman navvy, late of Maldon, Essex. Absconded 4th inst. Bath supposed gone to Glasgow or Edinburgh. Warrant issued. Information to Inspector Simmonds, Latchington. 14.— Colchester ( Borough).— For stealing £ 45— CHARLES BLANTON, troop sergeant- major 12th Lancers, age 36, height 5 fc. 10 in., complexion fresh, hair ( thin at back of head) dark brown, eyes hazel, hangs his head slightly forward, short quick walk, and rather shakes his body from side to side, speaks hoarsely as if suffering from a cold. Warrant issued. Information to Chief Constable Coombs, Col- chester. HAMPSHIRE. 15.— Bitterne ( County).— For obtaining £ 200 with intent to defraud, 22nd ult.— WILLIAM GRANT MILLER, licensed victualler, age about 26, height 5 ft. 9 in., complexion, hair and moustache dark, large forehead, high cheekbones, arms tattooed; dressed as a yachtsman or ship's steward. Has been a seaman. May endeavour to leave the country. Warrant issued. Information to Inspector Adams, Bitterne. KENT. JB1 REWARD. 16.— Fayersham ( County).— For leaving his wife chargeable to the Common Fund of the Milton Union ROBERT HENRY WADE, age 23, height 6 ft., com- plexion fair, hair light brown, eyes light blue, scar FBIDAY, FEBBUARY 15, 1889. T H E POLICE GAZETTE. 3 bridge of nose, two or three scars on head ; dress ( when last seen), dark ribbed coat and vest, dark plaid trou- sers with small blue stripe, black hard felt hat. Recently resided at Borden, Kent, and has been em- ployed as a labourer in a tan- yard. Warrant issued. The above reward will be paid by Mr. W. J. Harris, Clerk to the Guardians, for the apprehension and con- viction of Wade. Information to Supt. Mayne, Sitting bourne. 17.— Mailing ( County).— For non- payment of arrears in case of bastardy— ALBERT ARDREY, age 22, height 5 ft. 4 or 5 in., complexion fair, hair ( worn over forehead) very light brown, eyes light grey, moustache slight ; dress, black diagonal jacket, cord trousers, cloth cap with peak; sometimes wears leg- gings and breeches. A native of DittoD, Kent. Warrant issued. 18.— Mailing ( County).— For cruelly ill- treating and torturing an ass— WILLIAM WALTERS, age about 30, height 5 ft. 6 or 7 in., complexion fair, hair and whiskers ( slight) light, no moustache ; dress, long dark coat, and tight- fitting cord trousers. A coster- monger. Is well known at different places in Kent and adjoining counties, and attends fairs, markets etc. Warrant issued. Information to Supt. Hulse, We3t Mailing. appearance, frequents coffee taverns ; dress, dark ccat, trousers, and vest, white muffler, dark cloth cap with peak, and bow tied on front. Supposed native of London. Is also wanted for several other burglaries. ( See Case No. 57, 25< A ult.) Information to Supt. Bosanquet, Newport. LANCASHIRE. 19.— Burnley ( County).— For stealing .£ 32 16s. gold and silver- WILLIAM COX, age 16 ( looks older), height 5 ft. 1 in., complexion very pale, eyes large, stares at anyone who speaks to him, narrow features, high cheek bones, prominent nose, old scars from burn under chin and extending to one ear, is fond of smok- ing and frequenting theatres and music- halls; dress ( when last seen), light cloth jacket, dark trousers, clogs, and light cloth double- peak cap. May now be wearing new clothes. A native of Accrington. Information to Supt. Barnett, Burnley. 20.— Manchester ( City).— Woodcut portrait and description of GEORGE HOLLAND, bank clerk, NORFOLK. 23.— Holt ( County).— For feloniously assaulting a man with intent to do him grievous bodily harm at Edgefield, 17th ult.— ROBERT LARGE, age 21, height 6 ft. 1 in., complexion pale, hair brown, boyish face, slight scar on right cheek, walks with a slight spring ; dress, blue serge jacket ( new), two outside pockets stitched on, white moleskin trousers ( rather worn), blue midshipman's cap. A native of Lenwade, Norfolk.— WILLIAM HUBBORD, age 23, height 5 ft. 7 in., complexion dark, hair brown, eyes light hazel, scar centre of forehead, woman tattooed one arm and woman with snakes the other; dress, blue serge jacket, and white moleskin trousers ( new), blue midshipman's cap. Has been in the Army. A native of Briston, Norfolk— JOHN SMITH, age 24, height 5 ft. 8 or 9 in., complexion dark, hair brown, mou3 tache dark, full round face ; dress, blue monkey jackot, cord trousers, and navvy's cap. A native of Norwich. Warrant issued. Information to Inspector Parr, Holt. 24— Norwich ( City).— For obtaining goods by- false pretences— License Holder ROBERT HARE- WOOD, Office No. 34959, age 23, height 5 ft. 4 in., complexion sallow, hair dark brown, eyes dark hazel, right ear torn and disfigured, black mole top of left shoulder, scars on right forefinger and forehead; dress, dark overcoat, black felt hat, respectable appear- ance. Has / with him a white wicker hamper about 2 ft. long and 2 ft. deep, a bronza box 18 in. square, and a large brown paper parcel, all probably labelled " Rowe." Booked from Norwich to Liverpool on 2nd inst., accompanied by his wife ( short; dress, dark clothes). Was sentenced at Norwich, 4th April, 1884, to 5 year's penal servitude for larceny. Licensed 28th March, 1888. K 283. Not to be arrested out of the United Kingdom. Information to the Chief Constable, City Folice, Norwich. whose apprehension is sought for stealing £ 260.— Age 28, height 5 ft. 7 in., complexion fair, hair, moustache, and side whiskers light, spare build, aquiline nose, splay- footed, and twisting gait; dress, heavy dark blue overcoat, with vehet collar, sailor knot tie, and hard felt hat. Warrant issued. LEICESTERSHIRE. 21.— Leicester ( Borough).— For stealing, 24th ult., 142 yards of black silk, viz, 2 pieces ( 18 yards each) black perfection silk, white edge, stamped " Perfection of silk" on each fold ; 2 pieces ( 16 yards each) black satin Duchesse, white edge; 18 yards black Gros Grain, violet- and- white striped edge; 18 yards ditto, broad pink edge ; 18 yards black corded and 20 yards black loose corded— A MAN, who gave the name of CHARLES J. CLARENCE, age 23 to 27 height about 5 ft. 4 in., hair auburn, moustache slight; impediment in speech; dress, dark brown overcoat light brown jacket, small light check trousers, black billycock hat. This man took lodgings in the town on the morning of 24th, and had the silk brought to the house by an assistant at the shop, to whom he stated that he would take it upstairs to his mother, who was an invalid, but did not return. Is also wanted at Northampton for a similar offence Information to Head Constable Duns, Leicester. MONMOUTHSHIRE. 22.— Newport ( County).— For burglary and steal ing a gold albert chain, Spanish knot pattern, " Dyer " stamped on swivel— FREDERICK HARPER, DANIEL or INGLETON, age 19 to 21, height 5 ft. or 6 in., complexion pale, hair brown, clean smart NOTTINGHAMSHIRE. 25.— Mansfield ( County).— For obtaining by false pretences, 18th ult., 18 stones of flour, " Howard John- son, Weston Mill," on bag : 1 eight- day clock, light ash case, wooden pendulum with brass ball; 2 metal saucepans ( one gallon and five quarts); 2 zinc buckets, pair of plough lines, 1 shovel, 1 bass broom, 2 paraffin lamps, 8 yards wire netting, 2 pairs men's shooting boots, stitched in waist ar. d sprigged in soles, sizes 7 and 8 ; 1 pair lady's button boots, levant tops, size 5 ; and 1 17- gallon cask of ale, No. 4520, " Mans- field Brewery Company " on ends— A WOMAN, age 35 to 40, height 5 ft 4 or 5 in., complexion fresh, hair very dark brown, eyes light grey, appearance of a farmer's wife. This woman ordered the goods, stating they were for a gentleman in the neighbourhood ( false), and she afterwards called for them with a pony in low condition and a market cart. Information to Supt. Tomasson, Mansfield. 26.— Nottingham ( County).— For failing to re- port- Supervisee ENOCH BLAGDEN, Office No. 36552, age 42, height 5 ft. 4 in., complexion fresh, hair turning grey, eyes blue, three crosses, crown, and E. B. on left arm, ship and woman on right forearm. Sentenced at Nottingham, 25th January, 1888, to 10 months' imprisonment and 2 years' police supervision for larceny. Information to Supt. Hallam, County Police Station, Nottingham. OXFORDSHIRE. 27.— Oxford ( City).— For obtaining furniture by false pretences— WILLIAM JAMES HENRY, alias WILLIAM WILLIAMS, a working jeweller, age 27, height about 5 ft. 6 in., complexion pale, thin sharp features, moustache ( slight) dark, very plausible manner; dress, dark cutaway coat, dark narrow striped trousers, turn- down collar, black tie, black hard felt hat. Has been convicted at Nailsworth, and Stroud, Gloucestershire, for embezzlement, larceny, and illegal pawning. May be found lodging at small public- houses.
