POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JANUARY 4, 1889. VOL. . VI., No. 521. REGULA 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YAKD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will le inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified 4. In all cases where a reward is offered the name and address of some person responsible for ' the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15a. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent ; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rOnlc than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property btar a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will le wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drumtnond £ Co.," Post Office Order payable at Charing Cross, Pottal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Announcements concerning property lost or persons missing can only be accepted as advertisements. R. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case,, nor under any consideration whatever, shall the High Contracting Parties be bound to surrend their won subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT, METROPOLITAN POLICE DISTRICT. 1.— P Division.— Escaped from custody, charged with larceny { outhouse)- JOHN REEVES, alias WESTERHAM, age 30, height 5 ft. 6 in., complexion fair, hair brown, eyes grey; dress, brown overcoat, black cloth trousers ( tied below knees), heavy lace boots, and black felt hat. Known to Police at Cad- ham, Kent, and in immediate neighbourhood. A native of Bromley, Kent. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 2.— For stealing .£ 66 10s— JONATHAN HURN FAULKNER, a clerk, age 28, height 5 ft. 7 in., com- plexion fair, hoir, moustache, and side whiskers ( small) brown, top of one thumb deformed, hesitating manner when speaking; dress, brown tweed check suit, and black hard felt hat. Warrant issued. 3.— For larceny { servant)— WILLIAM WILKIN- SON, late manager of Bilbra's Restaurant, 53, Cannon- street, E. C., age 34 to 36, height 5 ft. 6 in., stout build, complexion fair, full face, hair and moustache ( slight) light, pleasant countenance, lame one leg; dress, black overcoat and light brown felt hat. Late of No. 25, New Union- street, Moorfields, E. C. Well known at the Grosvenor Hotel, Manchester; the Grand Hotel, Scarborough; and the Royal Hotel, Ryde, Isle of Wight. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BEDFORDSHIRE. 4.— Luton [ Borough).— For stealing a guitar, & c. ( recovered), 26th ult.— GEORGE FENSOM, a brick- layer, age 45, height 5 ft. 3 in., complexion fresh, eyes ( prominent) hazel, moustache light, little or no beard, bald head, scar on forehead and under right eye, lost two or more teeth, second finger left hand crippled ; dressed as a bricklayer, with light peak cap. A notorious poacher ; native of Luton. Warrant issued. Information to Head Constable Jaquest, Luton. BERKSHIRE. 5.— Wokingham [ County). — For stealing £ 40, 21st ult. — WILLIAM JAMES POrLE, a school- master, age 33, height 5 ft. 7 in., complexion sallow, round face, hair, moustache, and whiskers very dark, eyes dark, long nose; dress, black diagonal overcoat ( much worn), coat, and vest, light check trousers, lace boots, black hard felt hat. Absconded 20th inst. May endeavour to go to America, where lie has relatives residing. A native of Pewsey, Wilts. Warrant issued. Information to Supt. Atkin, Wokingham. CHESHIRE. 6.— Stockport [ Borough). — For embezzlement. — THOMAS COOPER WRIGLEY, age 20, height 5 ft. 6i in., complexion sallow, long features, hair dark brown, no whiskers or moustache, peculiar shaped head; dress ( when last seen), black worsted suit, bound with broad black braid, dark green overcoat, leather collar with blue stripe, lace boots, and brown hard felt hat. Had in his possession a mixture coat and vest, brown cord trousers, heavy lace boots, and leather leggings. An engineer, fireman, or labourer. Warrant issued. 7.— Stockport [ Borough).— For attempt to steal from a lady's satchel, 5th inst.— A MAN, age about 40, height about 5 ft. 6 in., stout build, complexion fresh, hair and moustache ( turning grey) dark; dress, green curly cloth overcoat, striped trousers, lace boots' light hard felt hat. Wore large coral breastpin in tie Was accompanied by James Clarke. [ See Case No. 33.) Information to be forwarded to Lieut.- Col. Staples, Chief Constable, Stockport. CUMBERLAND. 8.— Carlisle [ County).— For deserting his family — JOHN ANSON, age about 32, height £ ft. 11 in., complexion fresh, hair brown, whiskers and moustache sandy ( may have shaved) j dress, brown tweed suit. May be employed as a farm labourer. Warrant issued. Information to Supt. Graham, Carlisle. 9.— Whitehaven [ County).— For stealing about £ 3,000 ( consisting of gold and £ 52 of English County Bank Notes, chiefly of those circulating in the North of England)— SAMUEL SHERWIN SLATER, a bank clerk, age about 27, height 5 ft. 5 in., complexion sallow, round face, hair ( bald on top) black, pockpitted, right leg badly formed and walks with a halt, nose appears to have been broken, hollow in one temple. Absconded 12th inst. Warrant issued. Information to Supt. Thornburrow, Whitehaven. DENBIGHSHIRE. 10 — Denbigh [ County).— For stealing, 21st ult., 1 whits straw hat, trimmed pale blue ribbon; 1 grey and dark striped dress ; 1 pair low shoes ; 1 pair white stockings ; 1 pair gloves ; 1 silk square ; 1 night- dress ; 1 pair drawers; 1 long black jacket, with astrachan collar and cuffs— DIANNA MARIA JONES, age about 15 ( looks older), complexion fresh, round full face, hair auburn, teeth decayed in front. Speaks Welsh and English. Warrant issued. 11.— Denbigh ( County).— For fraudulently ob. taining £ 10- MAURICE SALTER, age 22 or 23, height 5 ft. 10 in., slight build, complexion pale, full face with high cheek bones, hair black, moustache and side whiskers ( small) dark, eyes blue or light grey. Was employed as porter on the London and North- Western Railway. A native of Ruthin. Warrant issued. Information to Supt. Vaughan, Denbigh. 4 T H E POLICE GAZETTE. FRIDAY, JANUARY 11, 1889. DERBYSHIRE. 12.— Derby { Borough).— For stealing a gold watch, chain, and seals ( recovered), 18th ult.- JOSEPH NOLAN, alias WILLIAM SHAW and JOHN LEE, age 47, height 5 ft. 9 in., complexion fresh, hair grey, moustache brown, no whiskers, large Roman nose, scars right side of neck ; dress, blue overcoat with velvet collar, dark clothes, and ( supposed) black billy cock hat. Supposed native of Birmingham. Was convicted at Slough in the name of John Lee, 18th August, 1886, for card- sharping, and sentenced to 3 months' imprisonment; at Birmingham Assizes in the name of Joseph Nolan, March, 1888, for shoplifting and sentenced to 6 months' hard labour. Warrant issued. Information to Lieut- Col. Delacombe, Chief Con- stable, Derby. DEVONSHIRE. 13.— Exeter ( County).—¥ or obtaining, by false pretences, 13th ult, a breech- loading double- barrel gun, with lever on guard, " Agnew and Son " on locks, 6241 on trigger guard; and 50 blue cartridges " Agnew" thereon— A MAN, age 85 to 40, height 5 ft 10 in. to 6 ft., stout build, complexion fair, hair and moustache sandy ; dress, light tweed suit, and a dark mackintosh. Information to the Chief Constable, Exeter. DORSETSHIRE. 14.— Wimborne { County).— For stealing, 21st ult.— A drabet jacket or slop, buttons down front, patch on collar and pocket.— EDWARD SAUNDERS, a tramping labourer, age 33, height 5 ft. 2 or 3 in., hair brown ; dress, brown coat ( old), stolen coat under, and bowler hat. A native of Maidstone. Wai heard of at Mere, Wilts, 23rd inst. Warrant issued. Information to Supt Marsh, Wimborne. GLOUCESTERSHIRE. £ 50 REWARD. lo.— Bristol { City) — For housebreaking and stealing, 20th ult., 2 large diamond stars ( which can be used as brooches), covered with dia- monds, and pendants; a large diamond brooch ( a bird with small diamond loop in beak) ; 2 oval diamond brooches, with diamond crosses, mounted in gold spring settings ; 1 gold bar brooch, set diamonds and sapphire, in red velvet case, with name " Orteur and Houll, St. James'- street, London," thereon; 1 pearl star hair- pin ; 1 small narrow case, lined blue velvet, containing two safety pin brooches ( one horseshoe, set turquoise; one gold crescent, set dark blue stone and pearls); 2 gold bangles ( one set diamonds and rubies, one diamonds and emeralds), 25th October, 1884, supposed engraved inside— FOUR MEN : 1st, age 28 to 30, height about 5 ft. 6 in., mous- tache and side whiskers ( short) dark ; dress, dark overcoat and black bowler hat; 2nd, age about 28, height 5 ft. 9 or 10 in., moustache fair, round face, well dressed; 3rd, height 5 ft. 8 or 9 in , moustache ( heavy) dark ; dress, dark overcoat; 4th, cannot be described. The above reward will be paid by Mrs. Ford Walton, 4, Clifton Park, Clifton, Bristol, to any person giving such information as shall lead to the apprehension and conviction of the thieves ; and a further reward of £ 50 will also be paid by Mrs. Walton for the recovery of the property, or in proportion to the amount recovered. HAMPSHIRE. 16.— Fareham { County).— For stealing a pair of pilot trousers ( recovered)- CHARLES MORLEY, age 23, height 5 ft. 7 in., complexion sallow, hair brown, numerous pimples on face and neck ; dress, long dark overcoat, pilot trousers, and hard black felt hat. A native of Stubbington. Warrant issued. Information to Supt. Kinshott, Fareham. HERTFORDSHIRE. 17.— Watford { County).— For burglary— AL- BERT AGAR, alias ALBERT HAGAR, a painter, age about 29, height 5 ft. 8i in., complexion fresh, hair very dark, moustache ( heavy) dark, eyes hazel, heavy eysbrows, scar 2 in. long over left eye, very good set of teeth ; dress, short dark brown overcoat, light brown suit, lace boots, black hard felt hat. May be found at the Temple News Rooms, Fleet- street; the Sporting Life office ; Sportsman office ; under the big archway, Euston Station; the Albion Hotel, Black- friars- road ; Shaftesbury Hotel, Farringdon- street; Piggott's Hotel, Westminster- bridge- road; or a coffee- house in Stamford- street, London. Information to Supt. Hummerstone, Watford. LANCASHIRE. 18.— Chorley { County).— For stealing, 19th ult 1 white flannel overcoat, two rows of large white pearl buttons down front, pocket each side, and one inside left breast; 1 pair of strong lace boots, 1 pair of blucher boots, both pairs much worn—" JIM, age about 40, height 5 ft. 5 or 6 in., complexion sallow, tuft of hair on chin, no whiskers or moustache; dress dark jacket, dark corded vest, pepper- and- salt colour trousers, and soft hat. Will probably be wearing a pair of the stolen boots. 19.— Chorley { County).— For stealing a pair of lace boots, four brass eyelets each side and three hooks at top— LAWRENCE ALMOND, age about 35 height 5 ft. 6 or 7 in., complexion fresh, hair sandy moustache, no whiskers. Supposed working on canal boats between Wigan and Blackburn. A native of Burscough. Information to Supt. Norris, Chorley. 20.— Rochdale { Borough).— For stealing 13s.— A MAN, who gave the name of WILLIAM WILKIN- SON, age 30 to 35, height 5 ft. 9 in , hair, moustache, and side whiskers ( slight) dark, enlarged bridge of nose; dress, blue pilot cloth jacket, trousers, and sleeved vest, white collar, coloured tie, blue muffler, heavy boots, and black billycock hat. Stated he worked on the railway, and had been transferred from Manchester to Rochdale by his employers ( false). Information to Chief Constable Wilkinson, Roch- dale. LEICESTERSHIRE. 21.— Hinckley { County). — For embezzling £ 174 16s. 6d.— LONGDEN MACFARLANE WELLS, a solicitor, age about 40, height 5 ft. 5 or 6 in., hair and whiskers ( turning grey) dark brown, very smart appearance ; dress, black cloth frock coat and high hat, wore a ring on little finger left hand. Was last seen at Leicester, 20th inst. May endeavour to leave the country. Warrant issued. Information to Captain Grimston, Chief Constable, Leicester, or to Supt. Chapman, Hinckley. LINCOLNSHIRE. 22.— Market Rasen [ County).— For murderously assaulting Jame3 Nelson, vagrant ward keeper in the stone- yard, with a hammer, at Market Rasen, 22nd ult.— WILLIAM HURST, age 38 ( looks younger), height about 5 ft. 7 in., stout build, complexion sallow] moustache light, no whiskers, long light eyebrows; dress, dark frock coat, dark brown vest, moleskin trousers, strong lace boots ( with seven rows of large headed nails), black cap with peak and knot at top, Stated he was a shoemaker. Supposed native of Lancashire or Yorkshire. May be found at public works, laying of tramways, at vagrant wards, or com- mon lodging- houses. Warrant issued. Information to Supt. Morritt, Market Rasen. MIDLOTHIAN. 23.— Edinburgh { City).— Woodcut portrait and description of FRANK WHITE ROBINSON, left arm ; dress, light check tweed ulster with cape, light tweed jacket, black felt hat. Had with him a brown portmanteau and a brown hat- box. A. clerk ; native of Oxford, where he was convicted of stealing a post letter containing money, 25th October, 1882, and sentenced to 5 years' penal servitude. Liberated from Wormwood Scrubs, September, 1885. Absconded 12th inst., travelling South. May endeavour to leave the country. It is requested that inquiry be made at hotels, ship- ping offices, and outward- bound vessels. Warrant issued. Information to the Chief Constable, City Police, Edinburgh. SOMERSETSHIRE. 24.— Frome { County).— Woodcut portrait and description of J. HICKEN, alias " OLD FATTY," whose apprehension is sought for embezzling a large sum of money— age 28, height 5 ft. 7J in., complexion dark, hair, slight side whiskers and moustache dark brown or black, eyes hazel, flags, with Britannia, wheel centre, cannon, " N. C. F. W. R." tattooed right forearm, part ship whose apprehension is sought for conspiring, with a man in custody, to defraud a buyer of £ 18, by inducing him to purchase a worth- less horse — age 60, height 5 ft. 5 or 6 in., full red face, little or no whiskers, very soft voice , dress, black suit and hat, appearance of a dissenting minister. Has a house and stables at St. Philip's, Bristol, where he has recently been living. Supposed to have committed similar offences in Wiltshire and Gloucestershire. Warrant issued. Information to Supt. Williams, Frome. SUSSEX ( EAST). 25.— Brighton { Borough).— For stealing, 26th ult., a gentleman's gold scarf mourning pin, diamond in centre and black enamel bars, with diamonds sparks between— A MAN, age 19 to 20, height 5 ft. 6 or 7 in , complexion swarthy, hair dark ; dross, check cutaway coat, brown Oxford hat; carried a cane with silver knob, smart appearance. Information to Chief Constable Terry, Brighton. WORCESTERSHIRE. 26.— Great Witley ( County).— For deserting his 2 children 3rd August last, leaving them chargeable to the Tenbury Union— GEORGE COOMBY, age 32 ( looks older), height 5 ft. 6 or 7 in., complexion fresh, hair, whiskers, and moustache, dark brown, slightly round shouldered, mole over right eye, middle finger right hand crooked. A labourer, but has for some time been employed as a grocer's porter. Warrant issued. Information to Supt. Pugh, Great Witley, or P. S. Haynes, Tenbury. 27.— Stourbridge ( County,.— For obtaining money by false pretences— WALTER AMPHLETT, alias COCHRANE, JONES, and BERESFORD, age about 50, height 5 ft. 8 or 9 in., complexion florid, hair and moustache grey, no whiskers, red flabby face and red nose, of military appearance and good address ; dress, round dark cloth jacket, grey trousers and vest, black hard hat. Stated he had been an excise officer, but had to leave owing to ill- health ( false). Obtained money to enable him to get to London to see the authorities at Somerset House, with a view of getting reinstated. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Supt. Wheeler, Stourbridge. YORKSHIRE ( EAST RIDING). 28.— Patrington ( County).- For housebreaking, and stealing a small gold Geneva watch, No. 15997 ; an old silver verge watch ; and a pair of black cloth trousers- ALFRED WILSON, alias POTSON WIL- SON, age 51, height 5 ft. 10 in., complexion fresh, TUESDAY, JANUARY 29, 1889. THE POLICE GAZETTE. 3 hair dark brown, eyes ( sunken) hazel, D. on breast, scar bridge of nose; dress, drab overcoat and mole- skin trousers. Information to Supt. Burniston, Sproatley, or Inspector Blanchard, Patrington. 29.— Patrfngton [ County).— For stealing a pair of riding trousers and a pair of gaiters, at Owthorne, 28th ult.- GEORGE MONTAGU SMITH, alias THORNTON, age 26 ( only looks 22), height 5 ft. 8 in, hair ( getting bald) dark, fingers stained almost black with nicotine, scar left ankle; dress, blue cloth uniform of the mercantile marine, with brass anchor buttons, and badge of the Anchor Line, patent leather shoes. Talks Hindustani, and states he resided for a long time in India. Professes great friendship with Lord Delamere, and has been issuing cheques on Messrs. Ransom, Bouverie, and Co., Bankers, London, drawn by Delamere, which he states were given to him during a voyage from Calcutta. Has in his possession a silver cigarette case marked " A. L. N., December 6th, 1888 " ; and a Gladstone bag without straps, which have also been stolen. Resided at one time at Forest- gate, Essex, but lately at Owthorne, Withemsed, and Hull. Supposed to be an old hand at this kind of fraud. Warrant issued. Information to Supt. Blanchard, Patrington. 30.— Wei ton { County).— For housebreaking, 20th ult, and stealing 1 light grey dust overcoat, pockets each side, ticket ditto right side, pocket outside left breast, horn buttons ; 1 china- and- gilt timepiece; 1 black box, 2 ft. 6 in, by 1 ft., covered with leather; 1 brown felt hat, " Tress and Co., London," inside ; 1 lavender- colour dress, lined sateen ; 1 black curl jacket, sleeves and collar trimmed black plush ; 1 light grey waist, front and cuffs trimmed ruby velvet; 1 black- flowered satin jacket ( or cape), front and bottom trimmed lace ; 1 pair lady's kid button boots, pieced at toes- JOHN MALANEY, age 23 to 25, height 5 ft. 4 or 5 in., stout build, complexion dark, round face, hair brown, eyes dark, clean shaved ; dress, light grey coat, dark trousers with narrow white stripe, lawn tennis or cricket shirt with collar, strong lace boots, yellow or grey plaid cloth cap. Supposed native of Leeds.— SARAH BARRETT, age 18 to 20, height 5 ft. 2 or 3 in., complexion fair, hair ( cut short) brown, eyes brown ; dress, ulster, lavender skirt, light or cream- colour waist trimmed ruby velvet, and blue peak cap puffed at front. A native of Hull. May have with them a boy named Mark Barrett, age 7. Left Hull 22nd inst., wearing part of the stolen clothing. Information to Supt. Harvey, Welton, Brough. 31.— Hull { Borough).— For stealing wearing apparel ( recovered)— FRANK BURDETT, age 27, height 5 ft. 10 in., complexion fair, hair and moustache light; dress, dark cardigan jacket, brown cord trou sers, blue neckerchief with white spots, black hard felt hat. A tramping bricklayer ; native of Hull. May be found lodging at Dogdj ke road, Coningsby, near Boston. Warrant issued. 32.— Hull [ Borough).— For fraud— JOSEPH F. FORTH, or FIRTH, a fur cleaner, age 38 to 40, height 5 ft. 6 or 7 in., stout build, complexion fair, full round face, hair, whiskers, and moustache light, addicted to drink, shabby appearance ; dress, black coat and vest, grey cloth trousers, old boots, and brown hard hat— all much worn. A native of Hull. May seek employment at furriers, & c., and be found at a common lodging- house. Warrant issued. METROPOLITAN POLICE DISTRICT, 78— On the evening of the 27th ult., a mansion in the neighbourhood of London was broken into by thieves, who entered through a bed- room window by means of a ladder. Several offences of this kind have recently occurred at mansions in the country and near London, but owing to the want of a sufficient description of the thieves, the Police will have great difficulty in tracing them. It is to be feared, therefore, that other houses will be attacked by the same gang. The offences are generally committed between the hours of 7 and 10 in the evening, during the family dinner hour, and when the upper part of the house is without occupants. Proprietors of detached houses standing in their own grounds are specially warned to see that all windows are closed and securely fastened in the evening, and urgent attention is called to the imprudence of keep- ing valuable jewellery in wardrobes in bed and dress- ing- rooms. It is valuable portable property of this kind which such burglars alone seek for, and keeping it in a proper thief- proof safe affords absolute security against their depredations.
