Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. J. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified J. Portraits of persons whose apprehension is sought f> r serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15I. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expmse of engraving on wood. v 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not Uss rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief sfficer of police, or his immediate deputy, of the county, city, or borough, as the case may be. J. Announcements concerning stolen property must be guaranteed by an officer of not Uss rank than Inspector, or analogous thereto. The force which causes particulars concerning delinquents or stolen property to be inserted 41 the POLICE GAZETTE, mutt, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will it wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue thould be forwarded to at to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one tide of the paper only, be in the usual form, and accompanied by a covering letter. 12. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties he hound to surrend their oum subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. j' APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— A Division.— For stealing, 12th inst., £ 60 gold and 200 postal orders registered to " Miss Salman, Clacton on- Sea "- FRANK O'BRIEN, alias FRANK BAKER, age 24, height 5 ft. 4 in., very slight build, complexion fair, hair, whiskers and moustache ( slight) light; dress, brown check spotted suit, brown hard felt hat. 2.— D Division.— For stealing i20 103.— JOHN JONES, age 14, height 4 ft. 10 in., complexion fair, hair ( inclined to curl) light brown, eyes blue, scar over right eye; dress, dark overcoat, grey trousers with narrow ride stripe, hlack felt hat. A native of Aberystwith, Cardiganshire. Has friends at Ponty- pridd, Glamorganshire, whom he may visit. 3.— G Division— For larceny — ARTHUR PIGOTT, age 26, height 5 ft. 1 in., complexion fair, hair, beard, and moustache light, thin face; dress, Scotch plaid coat, dark trousers, hard felt hat. May be found at hairdressers in Birmingham. A native of London. Absconded 7th inst. 4.— P Division.— For obtaining money and furniture by fraud— JOHN GORDON, age 30, height 5 ft. 7 in., complexion pale, side whiskers and mous- tache dark brown ; dress, dark suit; of gentlemanly appearance.- CAITH SALMON, age about 34, height B ft. 7 in., complexion dark, hair dark brown, full prominent grey eyes, long pointed nose. Their practice is to call at large furniture ware- houses, obtain a few small articles on the hire system, pay a gocd deposit; then order a whole suite of furni- ture to be forwarded to a certain address, giving the names of influential persons as reference). They at once pawn the furniture and leave the neighbourhood Warrant issued. 5.— S Division — For obtaining, 10th inst., 2 silver waiters, shell pattern, by means of false cheque ( London and Westminster Bank, Lothbury)— T. G. S. GRAHAMEY, alias GRAHAM, age 45, height 5 ft. 9 in., complexion dark, hair iron grey, cast in left eye, diseased nose ( point eaten away); dress, brown overcoat, dark trousers, blue tie, scat fpin with green stone, high silk hat. Frequents barracks, ostensibly for the purpose of lending money and buying old clothes, and then passes the cheques, which are dated 1870. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. BERKSHIRE. 6— Wokingham ( County).— For stealing £ 40 21st inst.— WILLIAM JAMES POrLE, a school- master, age 33, height 5 ft. 7 in., complexion sallow, round face, hair, moustache, and whiskers very dark, eyes dark, long nose; dress, black diagonal overcoat ^ much worn), coat, and vest, light check trousers, lace boots, black hard felt hat. Absconded 20th inst. May endeavour to go to America, where he has relatives residing. A native of Pewsey, Wilts. Warrant issued. Information to Supt. Atkin, Wokingham. CHESHIRE. 7.— Altrincham ( County). — For obtaining a sewing machine by fraud— SARAH CAIRN CROSS, alias " PAPER PARCEL,'' age 47, height 4 ft. 11 in., complexion sallow, hair dark brown, eyea brown; dress, long grey ulster, dark drees, red- and- white shoulder shawl, side- spring boots, black straw hat. Warrant issued. Information to Supt. Leighton, Altrincham. 8.— Middlewich ( County).— For stealing a black plaid cloth suit— A MAN, age 46 to 60, height 5 ft. 6 in., rather stout, complexion fresh, hair brown, eyea grey ; dress, dark coat and vest, light trousers, grey hard felt hat. Stated he was going to Hanley in the Potteries. Informatiofa to SuptHPlant, Middlewich. 9.— Oakmere ( County).— For being concerned with three men in custody, in unlawfully indicting grievous bodily harm at Hanley, 2nd inst.— FREDE- RICK WOODCOCK, alias LARKEY WOODCOCK, a well- known poacher, age 30 to 35, height 5 ft. 9 in., complexion fresh, hair light brown, eyes blue; dress, moleskin suit, heavy boots, cloth cap. A native of Ashton, near Chester. Warrant issued. 10.— Oakmere ( County).— For stealing, at Tar- win, 11th inst., a black carriage horse, aged, about 16 hands, white spot on forehead and nose, ofi hind fet- lock white, cut mark centre of breast, tail docked— A MAN, age about 30, height about 5 ft. 6 in., slight build, clean shaved, small features, round face ; dress, short dark drab dust coat, tight- fitting trousers, hard felt hat; appearance of a groom. Information to Supt. Naylor, Oakmere, Northwich. DERBYSHIRE. 11.— Derby ( Borough).— For stealing a gold watch, chain, and seals ( recovered), 18th inst.— JOSEPH NOLAN, alias WILLIAM SHAW and JOHN LEE, age 47, height 5 ft. 9 in., complexion fresh, hair grey, moustache brown, no whiskers, large Roman nose, scars right side of neck ; dress, blue overcoat with velvet collar, dark clothes, and ( supposed) black billy- cock hat. Supposed native of Birmingham. Was convicted at Slough in the name of John Lee, 18th August, 1886, for card- sharping, and sentenced to 3 months' imprisonment; at Birmingham Assizes in the name of Joseph Nolan, March, 1888, for shoplifting, and sentenced to 6 months' hard labour. Warrant issued. Information to Lieut.- Col. Delacombe, Chief Con- stable, Derby. DORSETSHIRE. 12.— sturminster ( County). — For stealing a cheese ( recovered) at Stoke Wake, 10th inst. — HENRY BECK, age 24, height 5 ft. 7 or 8 in., com- plexion fresh, hair brown, slight side whiskers and moustache; stammers very much when talking; dress, tweed jacket, dark trousers and vest, or dirty 2 T H E POLICE GAZETTE. Has worked in coal pits in Lancashire and Wales.— FREDERICK ELS- WORTH, ago 24, height 5 ft. 3 or 4 in., stout build ; cannot read or write ; dress, coarse mixture tweed coat, brown- white- and red pattern, brown vest, cord trousers, and light cap, with two peaks. Both took train at Yeovil, 11th inst., for Cardiff, and may seek employment at the coal- pits in the Rhondda Valley. Carried a tambourine and melodeon, which they will probably play at public- houses. Dairy assistants, and natives of Stoke Wake, Dorset. Information to Supt. Devenish, Dorset. 13.— Wimborne ( County).— For stealing, 21st inst.— A drabet jacket or slop, buttons down front, patch on collar and pocket.— EDWARD SAUNDERS, a tramping labourer, age 33, height 5 ft. 2 or 3 in., hair brown ; dress, brown coat ( old), stolen coat under, and bowler hat. A native of Maidstone. Was heard of at Mere, Wilts, 23rd inst. Warrant issued. Information to Supt Marsh, Wimborne. DURHAM. 14.— South Shields ( River Police).— For stealing a pair of marine glasses ( recovered) — THOMAS THORP, a seaman, age about 19, he'ght 5 ft. 10 in., complexion fair, hair light, no whiskers or moustache, speaks with a strong London accent ; dress, dark tweed suit, P. and O. cap, and new boots. Is well known about Wells- street, London, having lodged with a woman who keeps a public- house there. Warrant issued. Not to be apprehended out of London. Information to Supt. Farmer, River Police, South Shields. ESSEX. 15.— Witham ( County).— For highway robbery with violence at Hatfield Peverel, and stealing a brown leather purse and £ 9 5s.— TWO TRAMPS, lst, age 35 to 40, height about 6 ft., dark side- whiskers; dress, dark coat and light trousers. 2nd, age about 25, height about 5 ft. 6 in.; dress, ragged light suit. Information to Supt. Allen, Witham. HAMPSHIRE. 18.— Alton ( County).— For night poaching and shooting with intent to do grievous bodily harm— ANDREW FULLICK, age 30, height 5 ft. 3 in., com plexion fresh, hair brown, eyes blue, scars both arms and both thighs, two moles left breast. A native of Rowledge, Surrey. Warrant issued. Information to Supt. Rapkins, Alton. 19.— Biiterne ( County).— For burglary, 23rd inst., at Swathling and stealing— 1 pair gold sleeve links ; 2 ladies long gold chains ( one snake pattern, one curb ditto, with gold coin, square hole in centre, attached); 1 gold square seal, " solid gold " written underneath ; 2 small pencil- cases ( one gold, one silver); 1 silver thimble ; 1 silver tea caddy spoon ; 1 primrose badge; 2 or 3 briar pipes, silver mounted ; 1 black double- breasted overcoat, nearly new; 1 brown double- breasted ditto ( old), repaired at 2nd buttonhole; 1 blue frock coat; 2 black diagonal cloth coats ; 1 dark grey vest; 1 helmet- shape cap— DICK VAUGHAN, alias PATSEY, an Irishman, age about 35, height 5 ft. 8 or 9 in., stout build, complexion and hair dark, large nose, high cheek bones ; dress ( supposed) stolen cloth ing, and white wrap with red spots. Has served in the army, and has worked as a navvy. Frequents common lodging- houses. Information to Chief Constable Forrest, Winchester, or Inspector Adam3, Bitterne. 20.— Winchester ( County).— For embezzling £ 6 6s.— WILLIAM E. SHAKELL, age about 34, height 5 ft. 9 or 10 in., hair dark ; dress, black jacket and vest, brown plaid trousers. Friends reside at Shepherd's- bush, London. Warrant issued. Information to Supt. Grant, Winchester. blucher boots, both pairs much worn—" JIM," age about 40, height 5 ft. 5 or 6 in., complexion sallow, tuft of hair on chin, no whiskers or moustache; dress, dark jacket, dark corded vest, pepper- and- salt colour trousers, and soft hat. Will probably be wearing a pair of the stolen boots. HERTFORDSHIRE. GLAMORGANSHIRE. 16.— Cardiff ( Borough).— For stealing from an hotel, 3rd inst., a photographic lens ( recovered); 3 dozen gold scarf pins, stamped " H. P." on back; 3 dozen silver albert curb pattern chains; 6 dozen nickel and gilt sporting alberts ; 3 dozen solid nickel ladies' alberts, with lockets attached ; 4 dozen ladies' gold plated alberts : and 2 watchmaker's keyless bow cut- ting tools, in leather case— GEORGE SLATER, alias EDWARDS and GODSON, age 30 to 35, height 5 ft. 10 or 11 in., hair light, moustache and small side- whis kers sandy, rather thin features, prominent nose, speaks abruptly; dress, dark overcoat, light trousers with light grey stripe about £ inch wide ; lace boots, black hard felt hat. Stated he was traveller for a paper bag manufacturer in London, also that he was connected with a photographic business. ( Same as described in Case No. 11, 27th January last.) Supposed to have been convicted in names of Saville, Slater, and Jackson. He very often stays at temperance hotels. Information to Head Constable Hemingway, Cardiff. GLOUCESTERSHIRE. £ 50 REWARD. 17.— Bristol ( City)— For housebreaking and stealing, 20th inst., 2 large diamond stars ( which can be used as brooches), covered with dia- monds, and pendants; a large diamond brooch ( a bird with small diamond loop in beak) ; 2 oval diamond brooches, with diamond crosses, mounted in gold spring settings ; 1 gold bar brooch, set diamonds and sapphire, in red velvet case, with name " Orteur and Houll, St. James'- street, London," thereon; 1 pearl star hair- pin; 1 small narrow case, lined blue velvet, containing two safety pin brooches ( one horseshoe, set turquoise; one gold crescent, set dark blue stone and pearls); 2 gold bangles ( one set diamonds and rubies, one diamonds and emeralds), 25th October, 1884, supposed engraved inside— FOUR MEN : lst, age 28 to 30, height about 5 ft. 6 in., mous- tache and side whiskers ( short) dark ; dress, dark overcoat and black bowler hat; 2nd, age about 28, height 5 ft. 9 or 10 in., moustache fair, round face, well dressed ; 3rd, height 5 ft. 8 or 9 in , moustache ( heavy) dark ; dress, dark overcoat; 4th, cannot be described. The above reward will be paid by Mrs. Ford Walton, 4, Ciifton Park, Clifton, Bristol, to any person giving such information as shall lead to the apprehension and conviction of the thieves ; and a further reward of £ 50 will also be paid by Mrs. Walton for the recovery of the property, or in proportion to the amount recovered. Information to the Chief Constable, Bristol. 21.— Hitchin ( County).— For obtaining money by false pretences— A. R. PALMER, age 28 to 30, height 5 ft. 3 or 4 in., complexion fair, hair light brown, eyes hazel; dress, navy blue serge jacket and vest, light mixture trousers, black hard felt hat. Visits large residences, and induces the servants to be photo- graphed in a group, obtains payment in advance, and promises to send the photographs in a few days. Is accompanied by a woman, age about 30. Warrant issued. Information to Supt. Reynolds, Hitchin. KENT. 22.— Faversham ( County).— For stealing, 6th inst., 1 old- fashioned double- case silver watch ; 1 pair cord trousers and vest; 1 black overcoat; 1 serge jacket; 3 sheets ; 1 blanket; 1 pair blucher boots ; 5 shirts ; 6 white- handle knives and forks— CHARLES BAKER, age about 30, height 5 ft. 6 or 7 in., com plexion, hair, moustache and eyes dark, whiskers cut close ; dress ( supposed), black cloth suit and black hard felt hat. Supposed native of Bridgewater, Somerset, Warrant issued. Information to Supt. Mayne, Sittingbourne. 23.— Gravesend ( Borough).— For stealing from an hotel, 17th inst., a gentleman's gold hunting watch, No. 8594, gold dial ; 1 gold brooch and 2 pairs earrings, with diamond in centre; 1 gold bracelet; 1 gentle man's gold ring, set ruby ; 1 long gold chain ; and 1 silver locket and chain— A MAN, age 23, height 5 ft 4 or 5 in., moustache dark ; dress, black overcoat, dark clothes, turn- down collar, black tie, and black hard felt hat. Information to Chief Constable Berry, Gravesend 26.— Chorley ( County).— For stealing a pair of lace boots, four brass eyelets each side and three hooks at top— LAWRENCE ALMOND, age about 35, height 5 ft. 6 or 7 in., complexion fresh, hair sandy moustache, no whiskers. Supposed working on canal boats between Wigan and Blackburn. A native of Burscough. Information to Supt. Norris, Chorley. 27.— Old Trafford ( County).— For stealing, nth inst.— A rear- steering tricycle, plain beariegs, 40- in. side wheels, 18 or 20- in. back wheel, no brake, painted black, with red and green lines— A MAN, who gave the name of JOHN BROWN, age 20 to 24, height about 5 ft. 7 in.; dress, brown jacket and vest, grey check trousers, black hard felt hat. A foreigner; speaks English badly. 28.— Old Traffcrd ( County).— For obtaining money by false pretences, at Eccles— A WOMAN, age about 20, height 5 ft. 3 in., slight build; dress, long plain black jacket, hat, and gloves : of ladylike appear- ance. Obtained subscriptions ostensibly for the Douglas- green Soup Kitchen, Pendleton. Information to Supt. Bent, Old Trafford. 29.— Rochdale ( Borough).— For stealing 13s.— A MAN, who gave the name of WILLIAM WILKIN- SON, age 30 to 35, height 5 ft. 9 in , hair, moustache, and side whiskers ( slight) dark, enlarged bridge of nose; dress, blue pilot cloth jacket, trousers, and sleeved vest, white collar, coloured tie, blue muffler, heavy boots, and black billycock hat. Stated he worked on the railway, and had been transferred from Manchester to Rochdale by his employers ( false). Information to Chief Constable Wilkinson, Roch- dale. 30.— Salford ( Borough).— For manslaughter — • THOMAS GALLAGHER, age 19, height 5 ft. 6* in., complexion fresh, hair dark brown, eyes grey ; dress, brown coat, tight- fitting brown cord trousers, lace boots, hard felt hat. A native of Yorkshire. Information to the Chief Constable, Town Hall, Salford. LANCASHIRE. 24.— Bury ( County).— For stealing, between 7th and 8th inst., a bass, containing 1 large cast steel bullet ended hammer; 2 copper soldering bolts; 1 pair large gas pliers ; 3 boxwood tanpins ; 7 Burner's jets, in tin case, enclosed in leather bag ; 2 rasps ; 1 bent punch ; S gimlets; 1 lead ladle; 1 pan hook ; 1 eight square chisel; 1 shave hook ; 1 corner hook ; 2 plumbing irons; 1 putty knife ; 1 iron brace ; and a number of bits, various sizes- A MAN, who gave the name of GEORGE FLETCHER, age 35 to 40, height 5 ft. 6 in., stout build, complexion fresh, red no3e and pimply face, hair dark brown, moustache black ; dress, blue pilot jacket and vest, black cord trousers, old boots, a dark cap tied at front and top, or an old black hard billycock hat with flat brim. Information to Supt. Henderson, Bury. 25.— Chorley ( County).— For stealing, 19th inst., 1 white flannel overcoat, two rows of large white pearl buttons down front, pocket each side, and one inside left breast; 1 pair of ttrong lace boots, I pair of LEICESTERSHIRE. 31.— Hinckley ( County). — For embezzling .£ 174 16s. 6d.— LONGDEN MACFARLANE WELLS, a solicitor, age about 40, height 5 ft. 5 or 6 in., hair and whiskers ( turning grey) dark browD, very smart appearance; dress, black cloth frock coat and high hat, wore a ring on little finger left hand. Was last seen at Leicester, 20th inst. May endeavour to leave the country. Warrant issued. Information to Captain Grimston, Chief Constable, Leicester, or to Supt. Chapman, Hinckley. MIDLOTHIAN. 32.— Edinburgh ( City).— Woodcut portrait and description of FRANK WHITE ROBINSON, whose apprehension is sought for embezzling a large sum of money— age 28, height 5 ft. 71 in., complexion dark, hair, slight side whiskers and moustache dark brown or black, eyes hazel, flags, with Britannia, wheel centre, cannon, FRIDAY, DECEMBER 28, 18881. T H E POLICE GAZETTE. 3 " N. C. F. W. R." tattooed right forearm, part ship left arm ; dress, light check tweed ulster with. cape, light tweed jacket, black felt hat. Had with him a brown portmanteau and a brown hat- box. A clerk ; native of Oxford, where he was convicted of stealing a post letter containing money, 25th October, 1882, and sentenced to 5 years' penal servitude. Liberated from Wormwood Scrubs, September, 1885. Absconded 12th inst., travelling South. May endeavour to leave the country. It is requested that inquiry be made at hotels, ship- ping offices, and outward- bound vessels. Warrant issued. Information to the Chief Constable, City Police, Edinburgh. MONMOUTHSHIRE. 33.— Tredegar ( County).— For attempted high- way robbery with violence, 5th inst.— WILLIAM HIF. R, or AYRE, ago 27, height 5 ft. 6 in, complexion and hair dark, full face, blue scar bridge of nose or forehead ; dress, light drab suit, dark hard felt hat. A native of Glamorganshire, but speaks with a slight Irish accent. Warrant issued. 34.— Tredegar ( County).- For deserting his wife and children, at Nantyglo, 17th September last— JOHN HENRY BENNETT, a quack doctor, age 35 to 40, height 5 ft. C to 8 in-, complexion and hair dark, eyes blue. Travels the country selling medicine. A native of Norfolk. Warrant issued. Information to Captain Parker, Superintendent, Tredegar. SOMERSETSHIRE. 35.— Frome ( County).— Weodcut portrait and description of J.
