NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com mitted within the territories of the requiring party shall be found within the territories of the other party." " In no cane, nor under any consideration whatever, shall the High Contracting Parties be bound to surrend their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. forgery. LANARKSHIRE. i.— GLASGOW ( City),— WHEREAS, during the week ending 17th November, 1888, eight forged notes of the Bank of Scotland, for £ 1 sterling each, were passed in different places in this city, and afterwards paid into the Principal Office in Glasgow of the said bank. The forged notes already passed are all numbered « 4b° 8813," and dated " 9 March, 1887." The paper of the forged Bank Notes is different in colour and texture from that of the genuine Notes. The above reward is hereby offered by the directors of the Bank of Scotland to any one who will give such information, in regard to the forging and uttering of such Bank Notes, as will secure the conviction of the offender or offenders. SURREY 2 — DORKING ( County).— For the murder of William Groombridge, a gamekeeper, at Wotton, 25th ult.— JAMES STEYENS, alias LOVE, TICKER, and FINI- SHER, a notorious poacher, age 50 to 60, height 5 ft. 5 in., complexion sallow, hair turning grey, whiskers cut short, bridge of nose rather flat, old scars on face, talks through his nose; dress, dark coat, blue plush vest, helmet- shaped cap. Hawks nuts, and may be heard of at lime works, or found sleeping under a tent or in outbuildings. Was traced towards Croydon, The above reward will be paid by Mr. Charles Lee Steere, of Ockley, to any person ( other than a police officer) who shall give such information as shall lead to the apprehension of Stevens. Information to Supt. Lambert, Dorking. CITY OF LONDON. 3 — For stealing a quantity of lace, etc., CHARLES SCHMIDT, late of 8, Miles- lane, E. C., age 45 to 50, height 5 ft. 7 or 8 in., hair, whiskery and beard ( turn- ing grey) dark brown ; dre3S, dark clothes and high hat. Warrant issued. DERBYSHIRE. 4— Langley M i i I ( County).— Escaped from custody, at 9 a. m., 3rd inst., charged with stealing a pair of boots at Heanor, 1st inst.— JOSEPH MOSS, age 21, height 5 ft. 5 in., complexion fresh, hair and eyes dark brown, moustache ( slight) dark; dress, brown twilled jacket, white moleskin trousers, dark mixture cloth vest, black peak cap. A navvy ; native of King's Lynn, Norfolk. Has been employed on the Ripley and Heanor new railway for the last three weeks. Warrant issued. Information to Supt. Lumley, Langley Mill. ESSEX. 5.— Chelmsford ( County).— GEORGE ( alias RICHARD) WITHERS, Case No. 15, 26th October list, not to be apprehended. GLOUCESTERSHIRE. P.— Cheltenham ( County).— For housebreaking, 24th ult.— A MAN, age 20 to 25, height 5 ft. 7 or 8in., slight build; dress, grey jacket, dirty cord trousers, and hard hat. Information to Supt. McRae, Cheltenham. HAMPSHIRE. 7.— Newport ( Borough).— Whereas on the 8th October last, CHARLES FREDERICK NEVILLE, licensed victualler, fehanklin, was committed by the Justices of the said Borough to take his trial at the next Assizes at Manchester, oa a charge of perjury, and bail was taken for his appearance to answer the said charge, and whereas the persons bound for his appearance have reason to believe that he has de- parted this part of the country, they have issue! a warrant for his apprehension, in order that he may be surrendered to prison in discharge of his bail ; de- scription, age 43, height 5 ft. 7 in., complexion florid, moustache light, full face. Is fond of smoking cigars. Was formerly connected with biewing in America. Left Shanklin 15th inst. Information to Acting Supt. Salter, Newport, Isle of Wight. HERTFORDSHIRE. 8 — Watford ( County).— For larceny, at Harpen- den, 22nd ult.— GEORGE DAY, age 28, height 5 ft. 8 in., complexion dark, long face, hair dark brown, moustache black, side wiwskers dark, very splay- footed ; dress, corduroy jacket and vest, with fustian backs, horseshoe on buttons, dark corduroy trousers, heavy lace boots, hard felt hat, wears a silk handker- chief round neck. A native of Harpenden. Warrant issued. Information to Supt. Hummerstone, Watford. HUNTINGDONSHIRE. 9.— St. Neots ( County).— For rape— THOMAS BREARY, a labourer, age 23, height 5 ft. 11 in., stout build, complexion fair, hair and moustache ( very small) light, gunshot wound left hand, extending from palm to wrist. Served about 3 years in the 1st Bedfordshire Regiment, purchased his discharge in June last. May assume the name of Cumberland, and endeavour to re enlist. A native of Great Staughton Moor, Hunt.?. Warrant issued. Information to Supt. Copping, St. Neots. LANCASHIRE. 10— Accrington ( Borough).— Woodcut portraits and description of TWO MEN, whose apprehensions are sought for stealing £ 15 gold, £ 25 silver, and £ 60 in Bank of England notes, 17th ult.— lst, HENRY OLIVER ELLIS, Post- office clerk, age 20, height about 6 ft., complexion pale, hair light, bare face, large head age about 24, height 5 ft. 7 in., complexion fresh, hair and moustache ( very slight) sandy; dress, dark coat light tweed suit— 2nd, HENRY WALSH, a postman, and eyes, leans slightly forward when walking; dress, and vest, black cloth trousers, billycock hat. May be found in some brothel or singing- room, or endea- vour to enlist. Information to Chief Constable Beattie, Accrington. 11.— Blackburn ( Borough).— For stealing, 30th ult., 12 ladies diamond dress ririgs ( four half hoop, set 5 diamonds; one cluster, set cat's- eye and 13 diamonds; one set sapphire and 8 diamonds ; three gipsy, set diamond and ruby ; two gipsy, set diamond and sapphire), all marked " E. J. and S." inside— TWO MEN : lst, age about 30, height 5 ft. 5 or 6 in., complexion, hair, whiskers ( cut short), and moustache dark ; dress, dark clothing, tight- fitting overcoat, and ( supposed) silk hat. 2nd, age about 25, height 5 ft. 5 or 6 in., complexion, hair, and moustache small) dark ; dress, dark clothing. Both of gentle- manly appearance. The first man entered the shop and asked to be shown some rings ; and while they were on the counter he asked the proprietor to go outside whilst he pointed out an article in the window ; the other man then entered and stole the rings. Information to Chief Constable Lewis, Blackburn. 12— Oldham ( Borough).— For failing to report- License Holder THOMAS BERRY, alias ALFRED SMITH, Office No. 35261, age 28, height 5 ft. 5 in., complexion dark, hair dark brown, eyes dark hazel, scars top of head, each eyebrow, forehead, inside top of first and second right fingers, left thumb and fore- finger, and under left eye ( large), ruptured. Sen- tenced at Manchester, 26th April, 1884, to 5 years' penal servitude for felony. Licensed 11th May, 1888. K 405.— Supervisee JOSEPH BRINDLE, Office No. 36391, age 43, height 5 ft. 5A in., complexion fresh, hair dark brown, eyes brown, cupping and burn mark? left breast, birthmark back of neck, scars left jaw, right of forehead, and two right elbow. Sentenced at Salford, 24th October, 1887, to 12 months' hard labour and 4 years' police supervision for felony. 3764. Information to the Chief Constable, Oldham. 13.— Salford ( Borough,).— For manslaughter — THOMAS GALLAGHER, age 19, height 5 ft. 6} in., complexion fresh, hair dark brown, eyes grey; dress, brown coat, tight- fitting brown cord trousers, lace boots, hard felt hat. A native of Yorkshire. 14— Salford ( Borough).— For larceny— ELIZA- BETH FLETCHER, age 53, height 5 ft. 5 in., com- plexion pale, hair and eyes dark. Information to the Chief Constable, Town Hall, Salford. NORTHUMBERLAND. ,825 REWARD. 15.— Newcastle- on- Tyne ( City).- For forging a chfque for £ 240- JOHN BRADY, age 21, height 5 ft. 8 or 9 in., slight build, complexion fair, delicate appearance, hair brown, full eyes, pimples on face, walks erect, smart appearance; dress, dark overcoat ( bound with braid), dark brown tweed suit, and black hard felt hat. A clerk; native of Newcastle- on- Tyr e- Absconded 24th ult., and is supposed to have about £ 175 in Bank of England notes in his possession. The above reward will be paid by Thomas Ridley, Esq v Barrister- at- Law, for such information as shall lead to the apprehension of Brady. Warrant issued. SHROPSHIRE. 16— Whitchurch ( County).— For stealing at Whexall, 30th ult.— 1 dark brown overcoat, with raised seams, drab lining, brown cloth buttons; 1 black worsted sac jacket, black lining ; 1 black worsted vest, white lining ; 1 pair black worsted trousers, fly fronts, " Elliott, Whitchurch," on buttons ; 1 white flannel shirt, marked " G. P." in red cotton; 1 white linen collar, size 15 ; 1 small ne: ktie with red stripes across ; TUESDAY, NOVEMBER 20, 1888. THE POLICE GAZETTE. 3 1 gold- plated albert, with seven long and seven small links ; 1 small black- handle pocket- knife, with spring at one end; 2 pocket handkerchiefs ( one white, the other white with red spots); 1 gold- plated breast- pin, heart- shape, with bird in centre; I silver pin, oval shape, with buckle in centre ; and 16s. cash— JOSEPH POWELL, age about 20, height 5 ft. 4 in., complexion fresh, hair and eyes brown, little finger contracted, scar back of hand ; dress, black cloth jacket, plaid ves+, cotton cord trousers, lace boots, black hard felt hat. Was lately employed on the new Ship Canal, Is also wanted for deserting from the Lancashire Fusiliers. ( See Case No. 115, 5th June last) Warrant issued. Information to Supt. Edwards, Whitchurch. b'ack cloth overcoat with velvet collar, light dust coat under, grey vest, dark mixture ribbed trousers, blue scarf, grey woollen shirt, blue stockings, and soft brown hat. A native of Cape Town. Supposed wanted for other offences. Information to Supt. Botterill, Kettering. STAFFORDSHIRE. 17.— Longton ( County).— For stealing £ 1 7s. 1st inst.— A MAN, age about 40, height 5 ft. 7 or 8 in., complexion pale, hair brown, clean shaved, pimples and blotches on left side of face; dress, loDg black cloth coat, dark cloth vest and trousers, white scarf, lace boots, and black hard hat. Met two children in the street, asked them to go a message for him, obtained what money they had, and immediately decamped. Warrant issued. Information to Supt. Evans, Longton. 18.— West Bromwich [ County).— Escaped from custody while being conveyed to prison on a charge of housebreaking- SAMUEL PORTER, age 22, height 5 ft. 6 in , complexion pale, hair brora, ejes grey, no whiskers or moustache, scar under left eye and on bridge of ncse, two sores back of right hand ; dress, brown- and- grey mixture ccat, small plaid trousers and vest, blucher boots, broad strap fastened with two buckles round right wrist. A native of Oldbury, Worces'ershire. Information to Supt. Whitehurst, West Eromwich. STAFFORDSHIRE. 24.— Burslem ( County).- Committed for trial at Stafford Quarter Sessions, for exposing his person to females— THOMAS NIXON, age 53, height 5 ft. 10£ in., stout build, complexion fresh, hair and mous- tache dark brown, eyes brown, crooked no3e, 3 cut marks left side of forehead, scald marks both feet; dress, dark waterproof overcoat, grey tweed jacket, brown cord vest and trousers, soft billycock hat. A native of Ashbourne, Derbyshire. Information to Chief Supt Hill, Burslem. plated cornet, wreath at top, makers name u B lesson in centre, valves marked 20, 21, and 22 Information to Supt. Hawtree, Sonthend- on- Sea. GLOUCESTERSHIRE. 30 — Cheltenham ( County).— 24th nit.- 2 pairs white calico drawers, 2 chemists, 1 white apron— all marked " E. and E. M." in red cotton; 1 pair mens side- spring boots, plain fronts, Eprigged ; 1 cotton check shirt; 1 small white silk handkerchief; 1 silver figured ring. Information to Supt. McRae, Cheltenham. YORKSHIRE ( EAST RIDING). 19.— Hull ( Borough).- Escaped from custody, at 9 30 a. m., 3rd inst., while being conveyed to prison on a charge of felony- JANE BLAKE, alias THOMP SON, GORMAN, and DUFFY, age 32, height 5 ft 3i in., slight build, complexion sallow, hair dark brown, eye3 brown, pockpitted, left thumb disfigured ears pierced ; dress, black worsted turnover, old black dress, torn front of bodice and under arms. Has been convicted at York, Northallerton, Scarborough, Leeds, & c. May be found in the company of James Brown age about 20, height 5 ft. 6 in., moustache light; dress, grey jacket and hard felt hat. Information to Captain Gurney, Chief Constable, Hull. YORKSHIRE ( WEST RIDING). 20.— Dewsbury ( County).- For rape— WALTER HENRY FARRAR, age 32, height 5 ft. 8 in., com- plexion sallow, hair dark brown. A noted knur and spill player. A native of Batley. Airton, Dewsbury. 21.— Doncaster ( County).— For failing to report - License Holder WILLIAM SMITH, alias FLETCHER, Office No. 36159, age 49, height 5 ft. 3 in., complexion sallow, hair grey, eyes hazel, scars on each side of throat, third right finger and left shoulder- blade. Liverpool, 17th April, 1883, 7 years' penal servitude and 7 years' supervision for felony. Licensed 22nd September, 1888. J 340. Sa Latest Information, SUSSEX ( WEST). 25.— Littlehampton ( County).— Committed for trial at the Lewes Assize3, 18th inst , for sacrilege— RICHARD BENNETT, a Canadian, age 25, height 5ft. 5 in., stout build, hair, beard, moustache ( slight), and eyes brown, mole on chest, well educated ; dress, light tweed cloth jacket, with red stripes, black diagonal vest, brown plaid cloth trousers, black tie with yellow 3pots, old military boots, and light brown felt hat. States he is an artist and sign- writer, and belongs to Ramsgate.— JAMES JONES, a sailor, age 19, height 5 ft. 3 in., slight build, hair brown, no whiskers or moustache, eyes hazel, lost front tooth, sailor, rose, bird, and bracelet, etc, tattooed right arm, ship, two men in fighting attitude, and bracelet on left arm, scar over right eye and back of neck; dress, blue serge jacket, brown check trousers, b'. ack cloth vest, low shoes, and black hard felt hat; a native of Plymouth. Was convicted at Southampton 1st October, 1888, and sentenced to 2 months' imprison- ment for larceny. Information to Supt. Puttock, Littlehampton. YORKSHIRE ( WEST RIDING). 26— Dewsbury ( Borough).— Sentenced to months' imprisonment, at Wakefield, 22nd ult., for larceny— JAMES BRANNAN ( supposed false), age 24, height 5 ft. 7J in., complexion, hair, and eyes dark, cut marks on head, wart behind right ear, scar out- side right thigh and right hip, 2 slight scars right knee, and scar third joint left little finger, two dots tattooed back right wrist; dress, brown check slack back jacket, dark cloth vest,'" brown cord trousers, lace boots, billycock hat. States he is a native of Brad ford. Supposed wanted for other offences.— JOHN CAIRNS, alias HANDY CARR, age 25, height 5 ft. in., complexion fresh, hair brown, eyes hazel, coat of arms tattooed right wrist, legs, arms, and body covered with scurvy ; dress, light brown slack back jacket and vest, brown cord trousers, lace boots, and billycock hat. Dressed as a costermonger; a native of Brentford. Information to Head Constable Taylor, Maiden head. NORTHAMPTONSHIRE. 23.— Kettering ( County).— Sentenced to 18 months' imprisonment, at Northampton Assizes, 22nd lilt., for horse- stealing— GEORGE WILLMOT ( sup posed false), a stableman, age 61, height 5 ft. 4 in complexion sallow, hair ( turning grey) brown, long bushy whiskers, eyes grey, sleepy and suspicious looking, scar left arm and left little finger; dress: HERTFORDSHIRE. £ 30 REWARD. 31.— Ware ( County).— Between 28th and 29th nit., by burglary— 1 large silver salver, engraved with crest, a " Griffin's Head"; 1 Argentine silver coffee- pot ; 1 ditto teapot; 1 ditto sugar- basin ; 1 ditto egg stand, four cups ; 4 ditto salt cellars ; 1 ditto milk: jug ; 9 small silver teaspoons, all with crest, a " Stag " ; 1 small silver sugar- tongs; 1 large ditto, crest, a " Stag " ; 1 pint silver tankard ; 6 ivory handle en- graved knives and forks; 6 plated fish knives and forks; 1 large silver inkstand, engraved on bottom, " Presented to John Parkinson"; 8 fruit spoons ; 1 silver cruet stand, crest, a " Stag " ; 1 silver port wine- strainer, marked " P " ; 1 gold lining of snuff box, with ebony box, minus the lid ; 1 South African medal and clasp ( Ulundi), 1879, " Lieut- A C. Dunn" engraved round edge; 9 silver teaspoons, large Eize, crest, a Stag "; 6 silver afternoon teaspoons ; 2 silver card cases, engraved ; 1 belt, made of silver Indian coins ; 12 gold seals, various crests; 6 gold signet rings> various crests ; 1 gold bracelet with photo of gentle- man; 1 silver- gilt top of claret jug ; 1 plated bread basket, crest a " Stag " ; 3 small mustard pots, silver tops ; 4 smali pepper- boxes, plated ; 1 silver cream jag ; pair of plated grape scissors ; 2 pair3 plated nut- crackers ; 10 large plated forks, some with crest of " Stag," and others a " Griffin's Head"; 10 small ditto, ditto; 6 silver dessert spoons; 6 silver table- spoons ; 2 single decanter stands; 2 plated sance ladles, marked " P"; 1 gravy spoon, ditto; 1 dark blue melton overcoat, with velvet collar, " Jones, Regent- street," on tab ; 1 light covert coat ; 3 twilled calico sheets, marked either " Barry " or " Parkinson." The above reward will be paid by Captain Barry, of Bengeo, for the apprehension and conviction of the- thief or thieves, and recovery of the property. Information to Supt. Hilton, Ware. 32.— Watford ( County).— 4th inst., by burglary— 9 white- handled kitchen table knives ; 2 b.' ack- handled kitchen table forks; 5 lb3. tea; and 1 metal tea- spoon. Information to Supt. Her modus operandi is to call upon dressmakers, man- gle women, etc., stating that she has been sent by customers, whose names she mentions, for goods they have to make up or mangle, get possession of the same, which she takes to her lodgings in some quiet street, and disposes of as quickly as possible, and immedi- ately absconds. The Revised Version of Hebrews ii. 1 runs thus : " Therefore we ought to give the more earnest heed to the things that were heard, lest haply we drift away." Is not drifting the danger to which we are most exposed ? For every one that definitely turns his back upon Christ, there are hundreds who drift from Him. The young man starting in life does not. distinctly say, " I renounce my father's God," but he finds himself among those who do not, care for religion ; he relaxes bis efforts and begins to drift, until the coast- line of Heaven recedes so far into the dim distance that he doubts if he ever really saw it. The business man yields in trivial points to the pressure of competition, and is borne far beyond his first intention. The professing Christian did noc with one leap cease to open the Bible and pray, but drifted into an Arctic Region, where he is likely to perish unless rescued on the warm Gulf Stream of the love of God. It is so easy and so much pleasanter to drift 1 But then follows the unanswerable question, " How shall we escape if we neglect?" The sailor who refuses harbour and lifeboat does not escape. The self- murderer who tears the bardage from his wounds does not escape. Did the Israelite escape wbo refused to sprinkle the blood upon the door, posts of his house 1 Did the man who gathered sticks on the Sabbath day escape, although he might have pleaded " first offence " 1 Did Moses and Aaron escape, though they were the leaders of the people? ". Every transgression and dis- obedience received its just recompense of reward." How, then, shall we escape ? Is it likely we should escape if we have neglected the only name given under Heaven among men by which we can be saved, and refuse that which it cost God so much to give? If we neglect ( and notice that to neglect is to reject) there is no escape. Are we neglecting ? Are we drifting ? Let us ask the Son of God to . come on board and stay us, and bring us into port.
