Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted m one issue, if sufficient to enable the article in question to be thereby identified. i. In all cases where a reward is offered the name and address of some person responsible far the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 16 » . per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. |. Announcements concerning stolen property must be guaranteed by an officer of not lest rank than Inspector, or analogous thereto. T I O N S. 8. Announcements of all persons to be apprehended or of stolen property beat a number, and m* alphabetically arranged by countiet. 9. The force which causes particulars concerning delinquents or stolen property to be inserted U the POLICE GAZETTE, mutt, on their apprehention or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next it rue. 10. In all cases, the officer signing the request for insertion of any announcement, will bt wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded to at to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt be clearly written on one tide of the paper only, be in the utual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque^ crossed " Drummond f Co.," Post Office Order payable at Charing Crott, Postal Order, or tn Stamps. 13. November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be Considered bound to do so. APPREHENSIONS SOUGHT. £ 250 REWARD. FORGERY. LANARKSHIRE. i.— GLASGOW ( City),— WHEREAS, during the week ending 17th November, 1888, eight forged notes of the Bank of Scotland, for £ 1 sterling each, were passed in different places in this city, and afterwards paid into the Principal Office in Glasgow of the said bank. The forged notes already passed are all numbered " 4b° 8813," and dated " 9 March, 1887." The paper of the forged Bank Notes is different in colour and texture from that of the genuine Notes. The above reward is hereby offered by the directors of the Bank of ' Scotland to any one who will give such information, in regard to the forging and uttering of such Bank Notes, as will secure the conviction of the * offender or offenders. Lately resided at 161, St. George's- road, Peckham. His mother resides at Brighton. Warrant issued. 3.— V Division.— For stealing a coat ( recovered) — RICHARD PAYNE, alias MORLEY, Supervisee, Office No. 27489, age 22, height 5 ft. 8J in., complexion fair, hair light brown, eyes blue, scar left side and front of head, right elbow, and small of back, top of third finger It ft hand damaged, scrofula mark under left ear, speck left eye. Warrant issued. 4.— Y Division.— For embezzling £ 7 10s. 4d.— PATRICK JAMES DORRAIN, age 26, height 5 ft. 10 in., complexion fresh, hair brown, eyes hazel; dress, dark suit; respectable appearance. May be found at Westgate- hill, Newcastle, where his mother and sisters reside. Is known to Edward Atkinson, police court officer, Newcastle- upon- Tyne. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Groat Scotland- yard, London, S. W. CHESHIRE. 5.— Altrincham ( County).— For stealing quantity of sheets ( larceny, servant)— EMMA GRIFFITHS, age 36, height 5 ft. 7 in., slight build, hair dark brown, eyes grey ; dress, black dolman, black boa, black cashmere dress, and straw hat trimmed with crape. Information to Supt. Leighton, Altrincham. 6.— Middlewich [ County).— For housebreaking, 22nd inst.— A MAN, age about 40, height 5 ft. 5 in.; dress, overcoat and round felt hat. 7.— Middlewich ( County).— For stealing pigeon ( recovered), 22nd inst.— NATHAN GIBSON, a sawyer, age 20, height 5 ft. 5 or 6 in., complexion fresh, hair brown, eyes hazel. May be found in the company of poachers and thieves. A native of Congleton. Warrant issued. Information to Supt. Plant, Middlewich. 8.— Northwich ( County).— For embezzling £ 45, gold and silver— JOSEPH BAMFORD, age 35, height about 5 ft. 6 in., complexion pale, hair and moustache light brown, eyes ( sore and no eyelashes) grey, thin features, large sharp nose ; dress, dark overcoat, dark cloth suit, black felt hat. Warrant issued. Information to Supt. Naylor, Oakmere, Northwich 9.— Chester ( City).— For obtaining goods by false pretences— E. W. BEECH HICKS, alias ED WARD BEECH, a Sergeant of the Cheshire Regi ment, age about 26, height 5 ft. 8j in., complexion very fair, hair and moustache ( slight) very light brown. Native of Bourne, Lincolnshire. ( See Case No. 109.) Warrant issued. Not to be apprehended out of the United Kingdom. Information to the Chief Constable, Town Hall, Chester. CUMBERLAND. 10.— Whitehaven ( County).— For stealing £ 3,000 ( mostly in gold)- SAMUEL SLATER, a bank clerk, age about 27, height 5 ft. 5 in., complexion sallow, round face, pockpitted, hair ( bald on top) black, right leg badly formed and walks with a halt, nose appears to have been broken, hollow in one of his temples. Absconded 12th inst., and is supposed to have nearly all the stolen money in his possession. Will endeavour to leave the country. Information to Deputy Chief Constable Thorn- burrow, Whitehaven. DERBYSHIRE. 11.— Chapel - en - le - Frith ( County).— For ob taining £ 5 103. by false pretences at Buxton, 27th ult.— W. D. CALTHORPE, alias W. CALTHORPE DEELEY, age 30, height 5 ft. 11 in., complexion dark, hair ( cut short) and moustache black, eye3 brown, scar bridge of nose and under chin, walks rather lame with a slouching gait, appearance of an actor ; dress, brown Chesterfield overcoat, dark blue serge suit, light brown felt hat, carries a black fancy walking stick, frequents first- clas3 hotels. Warrant issued. Information to Supt. Hallam, Chapel en- le Firth. 12.— Langley Mill ( County).— For embezzling £ 65, at Heanor, 10th inst.- WILLIAM KNIGHTON, a butcher's assistant, age 19, height about 5 ft., slight build, complexion fair, hair ( combed down on forehead) light brown, eyes ( rather large) blue or grey ; dress ( when last seen), brown melton overcoat ( rather short', dark grey striped trousers ( tight- fitting), and black hard felt hat. Carried a brown paper parcel, contain- ing a black jacket and vest, and a brown cape over- coat, which he may be wearing. A native of Heanor, Derbyshire. Warrant issued. Information to Supt. Lumley, Langley Mill. liberated from Parkhurst Prison, 24th July last, 1258. Absconded 5th September last. Warrant issued. Information to Chief Constable Dewar, Dundee. Z G DORSETSHIRE. 13.— Sturminster ( County). — For obtaining money by false pretences, 6th inst.— H. J. DAVIS, clerk, age about 20, tall, complexion dark, slight moustache ; of gentlemanly address, and rather nervous ; dressed respectably. His mother resides at West- hill, Wandsworth. Warrant issued. Information to Supt. Devinish, Sturminster New- ton. GLOUCESTERSHIRE. 16.— Fishponds ( County.) — For night- poaching and assault- GEORGE GERRIST, alias QUIET GEORGE, age about 30, height 5 ft. 6 in., complexion pale, hair dark brown, moustache dark, little or no whiskers ; dressed as a navvy. A native of Ashton Keynes, Wilts ; resided at Cardoxton, Cardiff, about 18 months—" SNUFFY," age about 35, height 5 ft. 9 in, complexion fair, hair light; dressed as a navvy ; supposed native of Ashton Keynes, Wilts. Recently worked and resided at Barry Docks. Warrant issued. Information to Supt. Matthews, Fishponds. 17.— Bristol ( City).— For obtaining £ 15 by false pretences, 7th inst.— A man who gave the name of FERGUS HUME ( the novelist), false, age about 45, height 5 ft. 11 in., hair ( cut short) and moustache dark, no whiskers, very corpulent, speaks fluently with an American accent; dress, plaid Inverness cape and shooting cap, or black cloth suit and silk hat; carries a riding whip or silk umbrella, with gold top. Wears a gold finger- ring with " Rodney Ritchie " engraved inside. Was accompanied by his wife, age about 46, height 5 ft. 6 or 7 in., complexion dark, hair grey, wears a seal- skin cap and glasses, with fine gold cord chain attached, which passes over her right ear and fastens at her breast with a gold horse- shoe pin. Warrant issued. Information to the Chief Constable, Bristol. ESSEX. 14.— Colchester ( Borovgli).- Yor stealing a £ 5 note ; a gentleman's evening dress suit; and a grey- and- black striped suit— THOMAS BOND, age 22, height 5 ft. 9 in., complexion and hair dark, eyes hazel, scar on upper lip somewhat resembling a hare lip; dress, dark blue overcoat, dark tweed suit, blue- and- yellow striped tie. A native of Barrington, II- minster, Somerset. Is also wanted for desertion from the 12th Lancers. Information to Chief Constable Coomb3, Colchester. FORFARSHIRE. 15.— Dundee [ Burgh).— Woodcut portrait and description of License Holder THOMAS McINTYRE, alias PATRICK JAMES McINTYRE, THOMAS McNALLY, THOMAS McANNALLY, and JAMES WILKINSON, Office No. 35826, whose apprehension is sought for housebreaking by means of false keys; age 37, height 5 ft. 2 in., complexion dark, hair dark brown, moustache dark, eyes dark blue, heavy wrinkles on forehead, heavy eyebrows, round shouldered, scar back of neck ( right side), two right forearm, second toe right foot contracted, varicose veins both legs, scars left side of head, forehead, upper lip, and little finger, series of scars behind left shoulder, walks with a slovenly gait, speaks with an English accent. A native of Glasgow, but resided for a considerable time in Newcastle, where his mother and brother reside and carry on the business of fruiterers. Has been three times in penal servitude. Was con- victed at Durham, 27th October, 1880, for house- breaking, and sentenced to 10 years' penal servitude, HAMPSHIRE. 18.— Newport ( Borough).— Whereas on the 8th October last, CHARLES FREDERICK NEVILLE, licensed victualler, Shanklin, was committed by the Justices of the said Borough to take his trial at the next Assizes at Manchester, on a charge of perjury, and bail was taken for his appearance to answer the said charge, and whereas the persons bound for his appearance have reason to believe that he has de- parted this part of the country, they have issue! a warrant for his apprehension, in order that he may be surrendered to prison in discharge of his bail ; de- scription, age 43, height 5 ft. 7 in., complexion florid, moustache light, full face. Is fond of smoking cigars. Was formerly connected with brewing in America. Left Shanklin 15th inst. Information to Acting Supt. Salter, Newport, Isle of Wight. HEREFORDSHIRE. 19 — Hereford ( County).— For stealing a double- barrel gun ( recovered), 12th inst.— WILLIAM NURSE, alias SPIDER, age 28, height 5 ft. 5 in., complexion fair, thin features, hair and moustache dark ; dress, dark brown jacket and vest, dark grey trousers, and brown hard felt hat. May be found at posting stables or in the company of horse- breakers. Warrant issued. Information to Deputy Chief Constable Cope, Here- ford. HUNTINGDONSHIRE, 20.— St. Neots ( County).— For rape— THOMAS BREARY, a labourer, age 23, height 5 ft. 11 in., stout build, complexion fair, hair and moustache ( very small) light, gunshot wound left hand, extending from palm to wrist. Served about 3 years in the Ist Bedfordshire Regiment, purchased his discharge in June last. May assume the name of Cumberland, and endeavour to re- enlist. A native of Great Staughton Moor, Hunts. Warrant issued. Information to Supt. Copping, St. Neots. KENT. 21.— Ashford ( County).— For stealing, 5th inst.— 1 dark blue pilot monkey jacket ( lining has been mended), 1 pair of brown military blucher boots, 1 red cotton handkerchief, and a quart tin can— ROBERT OSBORNE, alias THOMAS COLLINS, age about 33, height 5 ft. 8 in., complexion fresh, hair, whiskers and moustache sandy, beard about a fortnight's growth ; dress, long black overcoat, dark vest, dirty cord trousers, black hard felt hat. A tramping gas stoker ; native of London. Is well known at casual wards and at Mitcham Union. Information to Supt. Wenham, Aehford. 22.— Canterbury ( County).— For an offence against the Prison Regulations— ADAM HOGG, late Warder in H. M. Prison, Canterbury, age 42, height 5 ft. 8 in., complexion fresh, hair, whiskers, and mous- tache sandy ; dress, blue serge jacket converted from prison uniform jacket, blue trousers, brown hard felt hat. Has served in the Grenadier Guards. Warrant issued. Information to Supt. Wood, Canterbury. T H E POLICE GAZETTE. 3 23.— Folkestone ( Borough). — For stealing 4 draper's boxes and a quantity of green holland— ALBERT CLAYSON, alias CHARLEY PEACE, age 45 to 50, height 5 ft. 6 in., complexion fair, clean shaved ; shabby appearance. Formerly kept a lodging house at Chatham. This man calls on drapers, hosiers, , offering to recover boxes, and produces testimonials bearing his name. Warrant issued. Information to Supt. Taylor, Town Hall, Folke- stone, 24— Margate ( Borough).— For burglary- SPAN- KER SCAMP, age about 23, height 5 ft. 9 in., com- plexion very dark, hair ( rather long) and moustache ( slight) black, no whiskers; dress ( when last seen) very long light mixture plaid overcoat, fustian trou sers, Oxford shoes, red cotton handkerchief round neck, brown felt hat. Sleeps in sheds and under stacks, & c. Information to Head Constable Romains, Margate. LANARKSHIRE. 25.— Airdrie ( County).— For embezzlement, etc.— ALEXANDER CHALMERS, alias WILLIAM McQUlBAN, and GEORGE McKAY, a travelling watch and clock cleaner, age 34, height B ft. 3J in., complexion fresh, long face, hair, whiskers, and moustache dark, eyes dark brown, shaved on chin, supposed to use a hair dye for darkening the hair ; dress, brown mixture tweed coat, dark tweed trousers, and hard felt hat ; carried a black leather bag contain- ing his tools. Obtained watches from several persons to repair and failed to return them. A native of Forres, Elginshire. Was convicted at Edinburgh for theft, 25th March, 1879, in the name of William McQuiban, for fraud ; 5th August, 1882, in the name of George McKay ; at Dumfries 1st September, 1882, in the name of William McQuiban ; and at Falkirk for theft in 1883, in the name of William McQuiban, alias George McKay. Warrant issued. Information to Supt. Stewart, Airdrie. 2G.— Lanark ( County).— For obtaining money by false pretences — A MAN, age about 05, height 5 ft. 7 in., stout build, hair, whiskers ( pointed), and moustache grey, thin face; spoke with a foreign accent; dress, blue suit, with several rows of brass buttons on jacket, blue sailor cap, wore a glass ball on watch chain, with India, America, and several other places named thereon; carried a black waterproof bag, containing several pieces of dress stuff of various colours, which he stated he had brought from abroad. His modus operandi is to call and represent to families that he had sold a dress to a daughter living at some distance, and was instructed to leave the dress and get payment for it ( false). The material proves to be worthless. Information to Supt. Dewar, Lanark. il&. M light tweed suit.- 2nd, HENRY WALSH, a postman, age about 24, height 5 ft. 7 in., complexion fresh, hair and moustache ( very slight) sandy ; dress, dark coat coins attached ; a silver Jubilee brooch, sceptre and crown in centre; a silver gilt ditto, frosted, Ehape of ivy leaf; a silver pencil- case, chased, " A. C., from K. C.," engraved in old English at back— A MAN, who gave the name of CRESSWELL, age about 25, height 5 ft. 7 in., slight build, complexion very fair, hair and moustache ( slight) light, sharp features]; dress, black morning coat, light brown trousers ( frayed at bottom), black billycock hat, shabby- genteel appearance. Stated he WAS a solicitor's clerk. Information to Head Constable Duns, Leicester. LINCOLNSHIRE. 37.— Epworth ( County).— For stealing a pair of boots ( recovered), 5th inst.— JOHN CLARK, alias JOHN SMITH, age 25 to 28, height 5 ft. 8 or 9 in., complexion fresh, hair ( bushy at sides) dark brown, moustache light, no whiskers, very fond of drink; dress, dark coat and trousers, lace boots, and hard felt hat— all much worn. Supposed served in the Army, and to have gone to Oldham. Worked at Luddington gathering potatoes for about a fortnight. Pawned the boots with " Millard Bros., 87 and 89, South- street, Goole," 5th inst., in the name of John Smith. May have the ticket in his possession. Warrant issued. Information to Supt. Taylor, Epworth. 38.— Kesteven ( County).— For stealing £ 1 13s. at North Hykeham, 6th inst.— ERNEST PROCTOR, age 16, height 5 ft. 3 in., complexion fresh, hair light, small burn mark side of eye; dress, dark brown Chesterfield overcoat, dark grey tweed jacket and vest, drab cord trousers, lace boots, dark hard felt hat. Left Lincoln by 11.45 a. m. train, 6th inst., for Kings Cross ; has a sister living at Langford- road, Kentish- town ; has been employed at " Smith's " bookstall, St. Pancras Railway Station, and may visit 23, Stan- more- street, St. Pancras- road West. Warrant issued. Information to Inspector Cabourn, Kesteven. LANCASHIRE. 27.— Rochdal e ( County).— For stealing painter's tools— GEORGE BROWN, age 43, height 5 ft. 9 or 10 in., hair, whiskers, and moustache sandy ; dress, black cloth suit, much worn, lace boots, and blue cap with peak. A tramping painter. 28.— Rochdale ( County). — For stealing £ 6 — HARRY SMITH, a farm labourer, age 60, height 5 ft. 2 in., hair turning grey, blind right eye ; dress, l- lack cloth coat, black velveteen vest, cord trousers, clogs, and black cloth cap, with peak. Information to Supt. Tindall, Rochdale. 29.— Liverpool ( City).— For stealing £ 43 16s. 7d. — FRANK DAVY, a public- house manager, age about 27, height 5 ft. 4 or 5 in., slight build, complexion fair, hair ( parted in centre) brown, moustache light, con- sumptive- looking, small cut over left eye ; dress, brown overcoat with velvet collar, brown check suit ( sacque jacket), and black hard felt hat. A native of London, where he acted as cab driver ( badge 6267), in the name ol Frederick Davidson. Absconded 12th inst. Warrant issued. Information to Chief Supt. Williams, Detective Department, Liverpool. 30— Manchester ( City).— For obtaining goods by fraud— JAMES FARNSWORTH, age 49, height 5 ft 7 in., complexion fresh, hair brown, eyes blue, respectably dressed. Is an auctioneer and may be found conducting auctions in the market place of some Midland town. A native of Winster, York. Warrant issued. Information to Deputy Chief Constable Smith, Manchester. 31— Accrington ( Borough).— Woodcut portraits and description of TWO MEN, whose apprehensions are sought for stealing £ 15 gold, £ 25 silver, and £ 60 in Bank of England notes, 17th inst.— 1st, HENRY OLIVER ELLIS, Post- office clerk, age 20, height about 6 ft., complexion pale, hair light, bare face, large head and eyes, leans slightly forward when walking ; dress, and vest, black cloth trousers, billycock hat. May be found in some brothel or singing- room, or endea vour to enlist. Information to Chief Constable Beattie, Accrington. 32.— Rochdale ( Borough).— For larceny ( lodger) — MARY WHIT WORTH, alias DUFFY, age about 35, height 5 ft., complexion very fresh, hair brown. Supposed gone to Oldham. 33.— Rochdale ( Borough).— For stealing a lady'p black worsted jacket trimmed at back with stripes of black silk about one inch broad, extending from the waist to bottom, plait both sides of breast; 1 bodice, red- white- and- blue striped skirting, white calico lining ; 1 dark blue print skirt, blue cotton lining ; 1 oval- shaped Canadian gold brooch with 2 paint brushes and flowers engraved thereon ; 1 pair of women's side- spring boots, size 4, with protectors on heels ; 1 flannel singlet; 1 ditto, with hole cut for neck ; 1 pair men's dark worsted socks ; 1 damask tablecloth, brown with green flowers, two small patches of green flannel near centre; and an alpacca umbrella,' horn handle with silver band.— A WOMAN, age 25 to 30, short, hair ( cut Bhort in front and parted on one side) dark, squints, crooked nose. Is a good musician and plays several instruments ; also attends religious meetings. His modus operandi is to call upon some charitable person, to whom he makes a plausible statement about his father having died in India when making a railroad there about two years ago, and that his mother died in Melbourne about 12 months since. In consequence of being left an orphan in a foreign country, he had returned to Scotland in search of a wealthy uncle, but that on his arrival at Rutherglen he discovered that his uncle had recently removed to Edinburgh, and from thence to America. By these representations he succeeds in obtaining lodgings with respectable families, and any pecuniary assistance he may require from time to time. He then inserts an advertisement in the newspapers, requesting James Crawford to call at the office, when he will hear of something to his advantage about his uncle in America, and the same evening receives a post- card from a friend drawing his attention to the advertisement. Soon after he produces a letter purporting to be from a friend, giving some particulars and the address of his uncle. He immediately afterwards absconds, stealing money, jewellery, die.
