A In all cases where a. reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be prominently inserted, with detailed particulars, at a cost of lbs. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6' Every anno" ncementi ^ for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. I, Announcements concerning stolen property must be guaranteed by an officer of not leee rank than Inspector, or analogous thereto. NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that - either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. METROPOLITAN POLICE DISTRICT, tion of FREDERICK ADAMS HICKMAN, whose apprehension is sought for embezzling £ 300, the moneys of the Postmaster- General— age 22, height 6 ft., complexion fresh, hair light, squints, is fond of cycling ; dress, black overcoat with velvet collar, hard felt hat. Lately resided at 161, St. George's- road, Peckham. His mother resides at 110, Church- street, Brighton. Warrant issued. 3.— B Division.— For larceny ( shop)— RICHARD STEMPSON, alias LYONS, age about 35, height 5 ft. 6 in., complexion and hair dark ; dress, dark clothes. May be wearing a night shirt, marked " Chelsea In- firmary," and a dark blue coachman's overcoat, " T. P. O." on buttons. Supposed travelling the country with a pony and cart hawking cloth or brushes, and to be a native of Rotherhitlie or WhitechapeL Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. Warrant issued. 5.— For embezzlement— JEAN BREWER, age 30, height 5 ft. 5 or 6 in., complexion fresh, hair light, eyes grey, clean shaved, broad face, irregular teeth in upper jaw, speaks English well with a thick foreign accent; dress, black morning coat and vest, fancy check trousers, high hat. A native of Rotterdam. Supposed accompanied by Madame Miska, an actress, who is well known at the Avenue Theatre. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BUCKINGHAMSHIRE. 6.— Aylesbury ( County).— For rape upon an elderly woman at Wing, 5th inst.— A MAN, age 27, height 5 ft. 6 or 7 in., complexion fresh, very full face, hair brown ; dress, long grey or green overcoat, striped jersey, cord trousers, dark felt hat. Has been seen with travelling vans. Information to Supt. Webb, Aylesbury. 7.— Slough ( County). — For housebreaking at Farnham Royal and stealing a small gold watch ( glass deficient) and a man's black diagonal overcoat— A TRAMP, age about 20, height 5 ft. 4 in., complexion fair, hair light; dress, black diagonal coat, light trousers, hard felt hat. Information to Supt. Dunham, Slough. CHESHIRE. 8.— Altrincham ( County).— For stealing a quantity of sheets ( larceny, servant)— EMMA GRIFFITHS, age 36, height 5 ft. 7 in., slight build, hair dark brown, eyes grey; dress, black dolman, black boa, black cashmere dress, and straw hat trimmed with crape. Information to Supt. Leighton, Altrincham. 9.— Macclesfield ( County).— For stealing a plaid jacket and vest, and a leather purse, containing lis.— WILLIAM BRADLEY, age 25, height 6 ft., com- plexion fresh, hair brown, eyes blue, 2 warts back of left hand, recent cut mark under chin ; dress, stolen jacket and vest, corduroy trousers, lace boots, black hard felt hat. A native of Siddington. ( See Case 104.) Warrant issued. Information to Supt. Large, Macclesfield. 10.— Northwich ( County).— Tor embezzling £ 45, gold and silver— JOSEPH BAMFORD, age 35, height about 5 ft. 6 in., complexion pale, hair and moustache light brown, eyes ( sore and no eyelashes) grey, thin features, large sharp nose ; dress, dark overcoat, dark cloth suit, black felt hat. Warrant issued. Information to Supt. Nay lor, Oakmere, Northwich. CUMBERLAND. 11.— Whitehaven ( County).— For stealing £ 3,000 ( mostly in gold)- SAMUEL SLATER, a bank clerk, age about 27, height 5 ft. 5 in., complexion sallow, round face, pockpitted, hair ( bald on top) black, right leg badly formed and walks with a halt, nose appears to have been broken, hollow in one of his temples. Absconded 12th inst., and is supposed to have nearly all the stolen money in his possession. Will endeavour to leave the country. Information to Deputy Chief Constable Thorn- burrow, Whitehaven. DERBYSHIRE. 12.— Chapel - en - le - Frith ( County).— For ob- taining £ 5 10s. by false pretences at Buxton, 27th ult.— W. D. CALTHORPE, alias W. CALTHORPE DEELEY, age 30, height 5 ft. 11 in., complexion dark, hair ( cut short) and moustache black, eyes brown, scar bridge of nose and under chin, walks rather lame with a slouching gait, appearance of an actor ; dress, brown Chesterfield overcoat, dark blue serge suit, light brown felt hat, carries a black fancy walking stick, frequents first- class hotels. Warrant issued. Information to Supt. Hallam, Chapel- en- le Firth. 13.— Langley Mill ( County).— For embezzling £ 65, at Heanor, 10th inst.— WILLIAM KNIGHTON, a butcher's assistant, age 19, height about 5 ft., slight build, complexion fair, hair ( combed down on forehead) light brown, eyes ( rather large) blue or grey; dress ( when last seen), brown melton overcoat ( rather short), dark grey striped trousers ( tight- fitting), and black hard felt hat. Carried a brown paper parcel, contain- ing a black jacket and vest, and a brown cape over- coat, which he may be wearing. A native of Heanor, Derbyshire. Warrant issued. Information to Supt. Lumley, Langley Mill. DURHAM. 14.— South Shields ( River Tyne)- For stealing a quantity of rope ( recovered)— GEORGE LEMON, age about 27, height 5 ft. 6 in., stout build, complexion fresh, hair ( curly in front) dark, moustache sandy, no whiskers ; dress ( when last seen), brown cardigan jacket ( two or three holes at back), blue guernsey frock, dark diagonal cloth trousers, red neckerchief, P. and O. cap ( with cloth- covered peak), which he wears at the back of his head. A seaman ; late of the barge " Wil- liam Porter," of Rochester. Wife resides at No. 127, Church- street, Bermondsey. Not to arrested out of England. Warrant issued. Information to Supt. FORFARSHIRE. 15.— Dundee { Burgh).— Woodcut portrait and description of License Holder THOMAS McINTYRE, alias PATRICK JAMES McINTYRE, THOMAS McNALLY, THOMAS McANNALLY, and JAMES WILKINSON, Office No. 35826, whose apprehension is sought for housebreaking by means of false keys; age 37, height 5 ft. 2 in., complexion dark, hair dark brown, moustache dark, eyes dark blue, heavy wrinkles on forehead, heavy eyebrows, round shouldered, scar back of neck ( right side), two right forearm, second toe right foot contracted, varicose veins both legs, scars left side of head, forehead, upper lip, and little finger, series of scars behind left shoulder, walks with a slovenly gait, speaks with an English accent. A native of Glasgow, but resided for a considerable time in Newcastle, where his mother and brother reside and carry on the business of fruiterers. Has been three times in penal servitude. Was con- victed at Durham, 27th October, 1880, for house- breaking, and sentenced to 10 years' penal servitude, liberated from Parkhurst Prison, 24th July last. Z G 1258. Absconded 5th September last. Warrant issued. Information to Chief Constable Dewar, Dundee. GLOUCESTERSHIRE. 16.— Fishponds ( County.) — For night- poaching and assault- GEORGE GERRIST, alias QUIET GEORGE, age about 30, height 5 ft. 6 in., complexion pale, hair dark brown, moustache dark, little or no whiskers ; dressed as a navvy. A native of Ashton Keynes, Wilts ; resided at Cardoxton, Cardiff, about 18 months.—" SNUFFY," age about 35, height 5 ft. 9 in., complexion fair, hair light; dressed as a navvy ; supposed native of Ashton Keynes, Wilts. • Recently worked and resided at Barry Docks. Warrant issued. Information to Supt. Matthews, Fishponds. 17.— Bristol ( City).— For obtaining £ 15 by false pretences, 7th inst.— A man who gave the name of FERGUS HUME ( the novelist), false, age about 45, height 5 ft. 11 in., hair ( cut short) and moustache I dark, no whiskers, very corpulent, speaks fluently with an American accent; dress, plaid Inverness cape and shooting cap, or black cloth suit and silk hat; carries a riding whip or silk umbrella with gold top. Wears a gold finger- ring with " Rodney Ritchie" engraved inside. Was accompanied by his wife, age about 46, height 5 ft. 6 or 7 in., complexion dark, hair grey, wears a seal- skin cap and glasses, with fine gold cord chain attached, which passes over her right ear and fastens at her breast with a gold horse- shoe pin. Warrant issued. Information to the Chief Constable, Bristol. HEREFORDSHIRE. 18.— Hereford ( County).— For stealing a double- barrel gun ( recovered), 12th inst.— WILLI AM NURSE alias SPIDER, age 28, height 5 ft. 5 in., complexion fair, thin features, hair and moustache dark; dress, dark brown jacket and vest, dark grey trousers, and brown hard felt hat. May be found at posting stables or in the company of horse- breakers. Warrant issued. Information to Deputy Chief Constable Cope, Here-- ford. KENT. 19.— Ashford ( County).— For stealing, 5th inst.— 1 dark blue pilot monkey jacket ( lining has been mended), 1 pair of brown military blucher boots, 1 red cotton handkerchief, and a quart tin can— ROBERT OSBORNE, alias THOMAS COLLINS, age about 33, height 5 ft. 8 in., complexion fresh, hair, whiskers and moustache sandy, beard about a fortnight's growth ; dress, long black overcoat, dark vest, dirty cord trousers, black hard felt hat. A tramping gas stoker ; native of London. Is well known at casual wards and at Mitcham Union. Information to Supt. Wenham, Ashford. 20.— Canterbury ( County).— For an offence against the Prison Regulations— ADAM HOGG, late Warder in H. M. Prison, Canterbury, age 42, height 5 ft. 8 in., complexion fresh, hair, whiskers, and mous- tache sandy ; dress, blue serge jacket converted from prison uniform jacket, blue trousers, brown hard felt- hat. Has served in the Grenadier Guards. Warrant issued. Information to Supt. Wood, Canterbury. 21.— Canterbury ( City).— For obtaining an over- coat ( recovered), 3 military under- shirts ( two under- laced with white braid in front), and a pair of dark brown kid gloves, lined red, by false pretences, 9th inst.— A MAN, who gave the name of HENRY A. HOWARD, age about 28, height 5 ft. 5 or 6 in., stout build, complexion dark, red face, hair ( parted in centre) and eyes dark brown, moustache dark, slight scar over left eye, impediment in speech, of respectable appear- ance ; dress, dark check jacket and vest, light trousers, and light brown felt hat with small brim. A betting man, but represents himself to be an officer's servant. Gave the name of Robert Stewart Forbes, Deansgate, Manchester. Information to Head Constable Peacock, Canterbury. LANARKSHIRE. 22.— Airdrie ( County).— For embezzlement, etc.— ALEXANDER CHALMERS, abas WILLIAM McQUIBAN, and GEORGE McKAY, a travelling watch and clock cleaner, ago 34, height 5 ft. 3J in., complexion fresh, long face, hair, whiskers, and moustache dark, eyes dark brown, shaved on chin, supposed to use a hair dye for darkening the hair ; dress, brown mixture tweed coat, dark tweed trousers, and hard felt hat; carried a black leather bag contain- ing his tools. Obtained watches from several persons to repair and failed to return them. A native of Forres, Elginshire. Was convicted at Edinburgh for theft, 25th March, 1879, in the name of William McQuiban, for fraud ; 5th August, 1882, in the name of George McKay ; at Dumfries 1st September, 1882, in the name of William McQuiban; and at Falkirk for theft in 1883, in the name of William McQuiban, alias George McKay. Warrant issued. Information to Supt. Stewart, Airdrie. 23.— Lanark ( County).— For obtaining money by false pretences — A MAN, age about 55, height 5 ft. 7 in., stout build, hair, whiskers ( pointed), and moustache grey, thin face; spoke with a foreign accent; dress, blue suit, with several rows of brass buttons on jacket, blue sailor cap, wore a glass ball on watch chain, with India, America, and several other places named thereon; carried a black waterproof TUESDAY, NOVEMBER 20, 1888. THE POLICE GAZETTE. 3 • tag, containing several pieces of dress stuff of various colours, which he stated he had brought from abroad. His modus operandi is to call and represent to families that he had sold a dress to a daughter living at some distance, and was instructed to leave the dress and get payment for it ( false). The material proves to be worthless. Information to Supt. Dewar, Lanark. LANCASHIRE. 24.— Bury [ County).— For failing to report- Supervisee JOHN CUNLIFFE, Office No. 19949, age 34, height 5 ft. 8 in., complexion fresh, hair brown, eyes blue, scars left ear, right arm, shins, and spine of back, lost top front teeth. Sentenced at Preston, 6th January, 1875, to 7 years' penal servitude and 7 years' . police supervision for shopbreaking. B 74. Information to Supt. Henderson, Bury. 25.— Liverpool ( City).— For failing to report- Supervisee JOHN HANNAN, Office No. 32726, age 31, height 5 ft. in , complexion fresh, hair dark ( turn ing grey), eyes grey, scars left temple, right cheek, and bridge of nose. Sentenced at Birkenhead, 14th October, 1886, to 6 months' hard labour and 3 years' police supervision for housebreaking. 5463.— Supervisee JOHN TYRELL, Office No. 33290, age 34, height 5 ft. 7i in., complexion and hair fair, eyes hazel, T. T. left arm. Sentenced at Liverpool County Sessions, 11th July, 1882, to 5 years' penal servitude and 7 years' police supervision for stealing tools. I 581. 26.— Liverpool ( City).- For stealing £ 4316s. 7d. - FRANK DAVY, a public- house manager, age about - 27, height 5 ft. 4 or 5 in., slight build, complexion fair, hair ( parted in centre) brown, moustache light, con- sumptive- looking, small cut over left eye; dress, brown overcoat with velvet collar, brown check suit ( sacque jacket), and black hard felt hat. A native of London, where he acted as cab driver ( badge 6267), in the name of Frederick Davidson. Absconded 12th inst. Warrant issued. Information to Chief Supt. Williams, Detective Department, Liverpool. 27.— Manchester ( City).— For obtaining goods by fraud— JAMES FARNSWORTH, age 49, height 5 ft 7 in., complexion fresh, hair brown, eyes blue, respectably dressed. Is an auctioneer and may be found conducting auctions in the market place of some Midland town. A native of Winster, York. Warrant issued. Information to Deputy Chief Constable Smith Manchester. 28.— Accrington ( Borough).— Woodcut portraits and description of TWO MEN, whose apprehensions in Bank of England notes, 17th inst.— 1st, HENRY OLIVER ELLIS, Post- office clerk, age 20, height about 6 ft., complexion pale, hair light, bare face, large head and eyes, leans slightly forward when walking ; dress, light tweed suit.- 2nd, HENRY WALSH, a postman, age about 24, height 5 ft. 7 in., complexion fresh, hair and moustache ( very slight) Eandy; dress, dark coat and vest, black cloth trousers, billycock hat. May be found in some brothel or singing- room, or endea- vour to enlist. Information to Chief Constable Beattie, Accrington. 29.— Rochdale ( Borough).— For larceny ( lodger) — MARY WHIT WORTH, alias DUFFY, age about 35, height 5 ft., complexion very fresh, hair brown. Supposed gone to Oldham. 30.— Rochdale ( Borough).— For stealing a lady'* black worsted jacket trimmed at back with stripes of black silk about one inch broad, extending from the waist to bottom, plait both sides of breast; 1 bodice, red- white- and- blue striped skirting, white calico lining; 1 dark blue print skirt, blue cotton lining ; 1 oval- shaped Canadian gold brooch with 2 paint brushes and flowers engraved thereon ; 1 pair of women's side- spring boots, size 4, with protectors on heels ; 1 flannel singlet; 1 ditto, with hole cut for neck ; 1 pair men's dark worsted socks ; 1 damask tablecloth, brown with green flowers, two small patches of green flannel near centre ; and an alpacca umbrella,' horn handle with silver band.— A WOMAN, age 25 to 30, short, hair ( cut short in front and parted on one side) dark, squints, crooked nose. Supposed native of Hyde, Cheshire. 31.— Rochdale ( Borough).— For stealing 1 black serge jacket, trousers and vest ; 1 blue cloth vest with piece let in at back; 1 large black- and- white plaid shawl, small pattern, with black border about 3 in. wide; 1 pair strong nailed boots, size 6 j and 1 pair of light waterproof boots, hooks at top, size 7— ALFRED JENNINGS, alias WILSON and JONES, age 28 to 30, height 5 ft. 6 or 7 in., full face, hair ( parted in centre) brown, prominent nose; dress, blue cloth over- coat ( supposed stolen at Manchester) billycock hat, respectable appearance. Was convicted of larceny at Manchester, 27th April last, in name of John Jennings, and sentenced to 6 months' imprisonment. Information to Chief Constable Wilkinson, Rochdale, 32.— Salford ( Borough).— For larceny ( bailee)— THOMAS GILBERT, age 32, height 5 ft. 5 or 6 in. complexion fresh, hair brown, moustache light sandy speaks with a Belfast accent; dress, brown check suit Supposed to have in his possession ( stolen), 2 ladies: gold watches, Nos. 39141 and 28933 ; 2 gold Geneva do., Nos. 971 and 44418; 2 gold lever do., Nos. 2887 and 26164 ; and 1 gold Geneva lever, No. 27512. Warrant issued. Information to Supt. Donohoe, Salford. brown, whiskers and moustache sandy ( may now be clean shaven), eyes grey, slightly bow- legged, small weak eyes, thickish lips, sharp pointed nose turned slightly to the right, scar right eyebrow ; drees, long dark coat, lace boots, brown cloth cap with peak. Travels the hilly parts of Montgomery, Radnor, Brecon, Denbigh and Cardigan, hawking tape, buttons, and boot lacas, kindles fires in bye lanes and sleeps in outhouses. Warrant issued. Information to the Chief Constable, Dolgelly, or to Inspector Williams, Corwen. NORFOLK. 36.— Terrington ( County).— For obtaining money by false pretences- MRS. BRAITHWAITE ( supposed false), age 25 to 30, height 5 ft., complexion sallow, full round face, hair turning grey, eyes dark, scar left side of neck, excited manner when talking ; dress, light rough fur cape, bine dress, dark hat. Stated she resided at Scared ale House, Broughton, Nottingham ( false). Her modus operandi is to call on young ladies adver- tising for a situation as governess, engage them, offer- ing a larger salary than they ask, and then borrows money from them, stating she has 4 children between the ages of 5 and 10 years. Is a good musician and plays several instruments; also attends religious meetings. His modus operandi is to call upon some charitable person, to whom he makes a plausible statement about his father having died in India when making a railroad there about two years ago, and that his mother died in Melbourne about 12 months since. In consequence of being left an orphan in a foreign country, he had returned to Scotland in search of a wealthy uncle, but that on his arrival at Rutherglen he discovered that his uncle had recently removed to Edinburgh, and from thence to America. By these representations he succeeds in obtaining lodgings with respectable families, and any pecuniary assistance he may require from time to time. He then inserts an advertisement in the newspapers, requesting James Crawford to call at the office, when he will hear of something to his advantage about his uncle in America, and the same evening receives a post- card from a friend drawing his attention to the advertisement. Soon after he produces a letter purporting to be from a friend, giving some particulars and the address of his uncle. He immediately afterwards absconds, stealing money, jewellery, ifcc.
