W. i Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. i. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. J. In all cases where a reward is offered the name and address of some person responsible far the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a tost of lbs. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. J. Announcements concerning stolen property must be guaranteed by cm officer of not less rank than Inspector, or analogous thereto. T I O N S. & Announcements of all persons to be apprehended or of stolen property beat a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted H the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Edit* notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later them noon on Wednesday, and for the Tuesday edition not later than Saturday morning. Jhey must be clearly written on one side of the paper only, be in the usual form, and accompanied by « covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque^ crossed " Drummond § Co.," Post Office Order payable at Charing Cross, Postal Order, or M Stamps. 13. NOTICE. APPREHENSIONS SOUGHT. DISTRICT/ EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. METROPOLITAN POLICE 1.— G. Division.— Woodcut portrait and descrip- tion of MICHAEL EISENBERG, a Roumanian Jew, whose apprehension is sought for heavy larceny— age 30, height 5 ft. 2 in., complexion dark, full beard ( cut to point) and moustache dark, heavy eyebrows ( curled at ends), has a habit of lifting his hands when talking ; dress ( when last seen), grey suit and high hat. A diamond broker ; late of No. 70, Hatton- garden. Information to be forwarded to the Metropolitan Police Office, Groat Scotland- yard, London, S. W. CITY OF LONDON. 2.— For fraud- FREDERICK RALPH COHEN, late of 3, Chapel- street, Pentonville, age 26 or 27, height 5 ft. 5 or 6 in., complexion, hair, side- whiskers ( small) and moustache dark ; dress, dark brown dust coat, tweed trousers, and high hat. Wears eyeglasses. A German Jew. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 3.— Wokingham [ County).— For night poaching and assaulting a gamekeeper, at Binfield, 29th ult.— WILLIAM BUSHNELL, alias JACK LLOYD, age about 34, height 6 ft. 1 or 2 in., complexion, hair, and moustache dark, broad face, swings his arms when walking; dress, black cloth overcoat, cord trousers and vest ( much worn), heavy nailed boots ( nearly new), hard felt hat. A labourer; native of Hungerford, Berkshire. His wife resides at Westley- place, Henley- on- Thames. Is also wanted at Reading for larceny. [ See Case No. 13, 29th June last.) Warrant issued. Information to Supt. Atkin, Wokingham. 4.— Windsor ( Borough).— For stealing, 5th inst., a double- case silver watch, with silver curb chain attached- A MAN, age about 40, height 5 ft. 5 in., moustache ( slight) dark; dress, black coat, cardigan jacket, light trousers. An Irishman. Had in his possession a Tailor's Society card, " Stephen Kelly" thereon. Warrant issued. Information to Supt. Hayes, Windsor. CAMBRIDGESHIRE. 5.— Newmarket ( County).— For embezzling £ 300— WILLIAM DENNIS FROST, age 32, height 5 ft. 8 or 9 in , complexion florid, hair ( thin on top) brown, small light moustache Mid side whiskers, eyes light blue, walks with a springy step, is addicted to drink ; dress, blue cloth overcoat, light check trousers, hard felt hat. Respectable appearance. Has in his possession a second class season ticket available for whole of Great . Eastern Railway. Absconded 22nd ult. Warrant issued. Information to Deputy Chief Constable Long, New- market. CHESHIRE. 6.— M i dd I ewich ( County).— For stealing 2 horse- clipping machines ( one w ith dark handles, the other with red handles); 1 water brush, for carriage wash- ing ( nearly new); and 1 pair men's half water- tight lace boots, with toecaps— JOHN KIRK, a tramping groom, age about 50, height 5 ft. 7 in., complexion, hair, moustache, and side whiskers dark, eyes brown, lost front teeth, nose turned to one side, very round- shouldered, and turns his toes out when walking ; dress, long dark overcoat with velvet collar, old cardi- gan jacket, double peak cap, carried an umbrella. Is well known to publicans in Northampton, Nottinghamshire, York- shire, Leicestershire, and Derbyshire ; about, 12 years ago he served in the Lancashire Constabulary ; dress, blue serge jacket and vest, grey trousers, or black coat and vest, plaid trousers, black waterproof with cape ; carries a brown leather portmanteau and a small black leather bag. The above reward will be paid by Mr. Charles Wright, Wirksworth, for the apprehension and con- viction of Young. Warrant issued Information to Supt. Barrett, Wirksworth. ^ DUMFRIESSHIRE. 8.— Dumfries ( County,.— For stealing a ferret ( recovered)— A MAN, age about 30, height 5 ft. 9 or 10 in., complexion fresh, hair and moustache light brown; dress, dark tweed coat, light check tweed vest, heavy lace boots, dark tweed peak cap. Information to Chief Constable Jones, Dumfries. ESSEX. 9.— Ch6lmsford ( County).— Woodcut portrait and description of GEORGE ( alias RICHARD) WITHERS, H. JONES, and DICKENOO, Expiree, Office No. 22336, whose apprehension is sought on suspicion of stealing 5 heifers ( recovered), at Nazing, 15th ult.— age about 50, height 5 ft. 4 in., complexion fresh, hair and whiskers ( tinged with grey) dark brown, no moustache, eyes blue, pockpitted, walks slightly lame and stooping, mole left armpit ; dress, when last seen, dark coat and vest, moleskin trousers, old military boots with hole cut in front of one, hard felt hat. Works at shoe and harness mending, and calls at farms* asking for employment to mend harness, & c. Convicted at Central Criminal Court, 27th May, 1878, for receiving, in name of George Withers, and sentenced to 7 years' penal servitude, and on 6th July, 1868, for larceny, and sentenced to 5 years' penal servitude. GLOUCESTERSHIRE. 10.— Bristol ( City).— For failing to report- License Holder THOMAS FARRELL, Office No. 36072, age 61, height 5 ft. 9 in., complexion fresh, hair grey, eyes hazel, corporal punishment marks on shoulder, scars on forehead, nose, buttock, leg, and elbow, 2 dots and a semi- circle tattooed on ltft arm. KENT. 11.— Ashford ( County).— For obtaining £ 25 10s. by means of a fictitious cheque, No. B- B 595798, on the London and Westminster Bank, payable to J. Mowll, signed T. White- CHARLES REEVES, age about 25, height about 5 ft. 6 in., complexion, hair, and moustache dark, large square face, broad chin ; dress, black diagonal morning coat and vest, dark trousers, black hard felt hat— all shabby. LANCASHIRE. 13.— Bury ( County).— For failing to report- Supervisee MARGARET HARRISON, alias MAR- GARET CAIRNS and MARGARET WALSH, Office No. 36298, age 26, height 5 ft. 1 in., complexion pale, hair brown, eyes grey, scars on forehead and bridge of nose, N. I. K. and heart right arm, lost 3rd and 4th right fingers. Sentenced at Lancaster, 4th April, 1887, | to 18 months' hard labour and 5 years' police super- vision for larceny. 8013. Information to Supt. Henderson, Bury. 14.— Rochdale ( County).— For failing to report- Supervisee WILLIAM HENRY SMITH TITTER- INGTON, alias WM. SMITH, Office No. 36272, age 58, height 5 ft. 4 in., complexion fresh, hair greyish, [ eyes ( blind of left) blue. Sentenced at Preston Ses- sions, 4th January, 1888, to 9 months' imprisonment and 4 years' police supervision for stealing boots. Apprehension also sought at Blackburn ( County) for larceny. 15.— Rochda'e ( County).— For obtaining money at Littleborough, 17th ult., by falsely representing that he wanted it to pay for a lurry which had broken down in an adjoining road— HARRY HENRY, age 20, height 5 ft. 5 in., complexion fresh, red hair; dress, dark clothes ( ragged), billycock hat. An Irish- man. Warrant issued. Information to Supt. Tindall, Rochdale. 16.— Liverpool ( City).— For stealing .£ 200, 15th ult— HENRY PETERS ( false), age about 34, height 5 ft. 5 or 6 in., complexion fair, hair and moustache light, eyes blue, black spot on pupil of right; dress, blue overcoat, black coat and vest, light grey trousers, light drab felt hat. Supposed native of London. This man advertised for a partner in the mercery and outfitting business, and induced a man to enter into partnership with him. He deposited a worthless cheque for £ 600, and his victim £ 200 in cash in the bank. Peters then got him to sign three blank cheques, representing that he was going to purchase goods to start the business, but at once drew the whole amount and absconded. Warrant issued. Information to Chief Supt. Williams, Detective Department, Liverpool. 17.— Accrington ( Borough).— For stealing a purse containing £ 1 10s. 6d., and a pair of lace boots, from his lodgings, 29th ult.— A man, who gave the name of THOMAS WILSON, a dyer, age about 27, height 5 ft. 8£ in., complexion sallow, hair dark brown, eyes brown, very prominent nose, " T. P." tattooed back of wrist; dress, bluish shaded coat with pockets at sides, dark ribbed trousers and vest, scarf and hat. A Scotchman. Left behind an Egyptian medal, dated 1882, " 1 Bks. 1929, T. W.," and crown with letters T. W. interwoven, in Roman characters, on back ; 6 pawn- tickets— one for a silver medal, with John Ferguson, 90, Canal- street, Paisley, on 4th April, in name of Thomas Wilson; one for 2 pins, on 16th June, with John Mackay, 167, Bromlands- street, Paisley, in name of Ferguson; one fora shirt, on 12th August, 1887, with Crown Loan Office, 81, Bromlands, 2, Sandholes, Pa'sley, in name of James Whyte ; one for a coat, on 5th July, 1888, with Crown Loan Office, in name of Henry Patrick ; one for an overcoat, on 27th January, 1888, with Union Loan Office, 17, Storie- street, Paisley, in name of Patrick" I and one for a vest, on 5th July, 1888, with John Fer- guson, 35, High- street, Paisley, in name of Tom Wilson. LEICESTERSHIRE. 18.— Melto. ru Mowbray ( County).— For stealing, 27th ult., 1 steel watch chain, curb pattern, with 5 cent piece attached ; 1 military hair brush ; 1 white comb ( one tooth deficient); 1 silver scarf pin, horse • shoe pattern; 4 white silk handkerchiefs ( one with blue spots round border, one with blue line round border); I leng brown overcoat; 1 pair half- water- tight boots, kid tops, hooks broken off at top, recently soled and heeled; 1 navy blue knitted waistcoat; 1 hollow ground razor, with black whalebone handle; 1 pair dark tweed trousers ; 1 black Gladstone bag, with nickel silver catches and lock ; 2 white shirts, " Towers" on back of neck; 1 print shirt, horseshoe pattern, collar to match ; 1 white shirt, with black- and- red spots, 2 collars to match ; 2 under shirts, grey lambswool; 4 pairs socks ( two pair snuff colour); 1 pair dogskin gloves; 1 light print tie; 1 silver- mounted scarf pin ( fox's tooth) ; 1 silver English lever watch ; and £ 12 13s. 3d.— THOMAS BROUGH- TON, a stableman, age about 28, height 5 ft. 8 in., complexion fresh, rather long face, hair ( cut short) brown, clean shaved, rather large Roman nose, eye teeth very prominent, first finger one hand contracted ; dress, dark cloth overcoat with velvet collar, check jacket and vest, dark cloth trousers with white stripe, black hard felt hat, " Brown " inside. Information to Capt. Grimston, Chief Constable, Leicester, or Supt. Holloway, Melton Mowbray. LINCOLNSHIRE. 19.— Kesteven ( County).— For stealing £ l 13s. at North Hykeham, 6th inst.— ERNEST PROCTOR, age 16, height 5 ft. 3 in , complexion fresh, hair light, small burn mark 6ide of eyo; dress, dark brown Chesterfield overcoat, dark grey tweed jacket and vest, drab coid trousers, lace boots, dark hard felt hat. Left Lincoln by 11.45 a m. train, 6th inst., for King's Cross; has a sister living at the " Duke of Cam- bridge " public- house, Langford- road, Kentish Town ; has been employed at " Smith's" bookstall, St. Pancras Railway Station, and may visit 23, Stan- more street, St. Pancras- road West. Warrant issued. Information to Inspector Cabourn, Kesteven. 20.— Boston ( Borough).— For conspiracy to de- fraud, 15th September last— WILLIAM WISE, a horse dealer, age 26, height 5 ft. 7 in., complexion freth, hair, moustache, and side- whiskers ( small) brown, smart appearance; dress, small grey check suit, and hard felt hat. A native of Great Hale, Sleaford.— ROBERT TAFT, a horse- dealer, oge about 33, height 5 ft. 11 in., stout build, complexion very ruddy, hair and moustache dark, walks erect, and has a horsey appearance; dress, brown check suit and hard felt bat. A native of Chaddesden Hill, Derby- shire. Both live in a van, attend fairs and markets, and are in the habit of frequenting North Wales to purchase horses. Warrant issued. Information to Head Constable Bellamy, Boston. MERIONETHSHIRE. 21.— Bala ( County).— For breaking and entering a factory and stealing a quantity of linsey ( recovered)— EDWARD SMITH, alias EDWARD THOMPSON, EDWARD WALSH, and MANCHESTER NED, age 40, height 5 ft. 6 in., complexion fair, hair ( curly) light- brown, whiskers and moustache sandy ( may now be clean shaven), eyes grey, slightly bow- legged, small weak eyes, thickish lips, sharp pointed nose turned slightly to the right, scar right eyebrow ; dress, loDg dark coat, lace boots, brown cloth cap with peak. Travels the billy parts of Montgomery, Radnor, Brecon, Denbigh and Cardigan, hawking tape, buttons, and boot lacss, kindles fires in byelanes and sleeps in outhouses. Warrant issued. Information to the Chief Constable, Dolgelly, or to Inspector Williams, Corwen. NORTHAMPTONSHIRE. 22.— Northampton ( Borough).— For stealing from a refreshment house, 21st ult., a small gold Geneva watch, No. 4124 ; 1 gold albert; 1 silver Geneva demi- hunter watch, No. 20359, glass in outer case deficient; 1 plain gold ring, set dark stones; and about .£ 3 in silver and bronze— A MAN, age about 23, height 5 ft. 2 or 3 in., rather stout build, complexion fresh, hair light, moustache slight, front teeth broken off short; very talkative to commercial travellers, and fond of playing at draughts ; dressed in a midshipman's suit. This man stayed at a temperance hotel in Bedford on the night of 19th ult., having come from Oxford on the same date, and after committing a larceny in the hotel left the following morning ( 20th). TUESDAY, O C T O B E R 3, 1888. THE POLICE GAZETTE. 3 23.— Northampton [ Borough).— For stealing, 1st n st., a bay horse, aged, 16 hands, ewe necked, fired on off foreleg, swish tail, big barrel, has been recently clipped ; a set of black harness, silver- plated; and a two- wheel dog- cart, painted green, yellow facings, green cloth cushions, " Davis and Son, Northampton," on hubs FREEMAN, age about 35, height 5 ft. 8 or 9 in., stout build, complexion fresh, full face, clean shaved, hair dark brown; dress, black melton coat and vest, dark tweed trousers, black felt hat, respect- able appearance. This man frequents livery stables and hotel pro- prietors' establishments, stating that he is a pork butcher from Birmingham, and that he wishes to hire vehicles for tho purpose of going round the district to buy pigs, invariably giving the name of some well- known resident in the neighbourhood, either as a reference or from whom he alleges he has purchased pigs. Is also wanted for similar offences at Bedford on 25th September last, at Shrewsbury 14th October, and at Stone, Staffordshire, 15th October. In these cases he was accompanied by his wife, age about 30, height 5 ft. 3 or 4 in. ; dressed respectably; and 3 children ( two girls, age 7 and 4 years, and a baby ( boy) 11 weeks old). Also another man, supposed named John Egerton, age about 38, height 5 ft. 8 in., whiskers and moustache dark ; dress, dark clothes. This man and the woman and children are picked up just out- side the town from which the horse, & c., is hired. It is requested that livery stable keepers, hack masters, and hotel proprietors be cautioned against the proceedings of this man. Information to Chief Constable Mardlin, North- ampton. RENFREWSHIRE. 24.— Paisley [ County).— For embezzling £ 34 7s.— WILLIAM LEGGAT WATSON, age about 22, height about 5 ft. 8 in., slight build, complexion very sallow, hair and moustache ( slight) dark, longish face, slightly round- shouldered, and stoops a little when walking ; has been a short time in London, but speaks with a Scotch accent; dress ( when last seen), light brownish tweed jacket and vest, dark tweed trousers, linen collar, striped silk tie, lace boots, brown felt hat. A clerk and traveller, lately in the employment of Thomas Reid, soap manufacturer, Kinning Park. May endeavour to leave the country or enlist. Information to the Chief Constable, County Police Station, Paisley.
