NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party ehall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to mrrtnder their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. MURDER. ,£ 500 REWARD CITY OF LONDON. 1.— WHEREAS, at 1.45 a. m. on Sunday, the 30th of Sep- tember last, a woman, name unknown, was found brutally murdered in Mitre- square, Aldgate, in this City. A reward of £ 500 will be paid by the Commissioner of the City of London Police, to any person ( other than a person belonging to a Police Force in the United Kingdom) who shall give such information as shall lead to the discovery and conviction of the murderer or murderers. METROPOLITAN POLICE DISTRICT. 2— C Division.— For stealing a 100 gold franc piece- THOMAS HENRY BEARDMORE, alias MUNSHELL BEARDMORE, age 26, height 5 ft 8 in., complexion very pale, hair ( parted in centre and brushed back) black, eyes brown, clean shaved, round shouldered, straggling gait; dress, dark coat and vest light trousers, black felt hat. 3— M Division.— For embezzling £ 1,000— HENRY JONES, age 35, height 5 ft. 10 in., com- plexion florid, hair and moustache sandy, eyes blue, speaks very slowly, tender feet, is fond of billiards ; dress, black coat and vest, black felt hat. A native of London. Warrant issued. 5. T Division.— For non- payment of fine and costs, for using abusive language — ARTHUR DURAJNT, age 55, height 5 ft. 7 in., complexion and hair very dark, clean- shaved, long thin nose; dress, brown tweed coat ( large buttons) and vest, dark cord trousers ( tight- fitting) and lace- boots. Travels the country with a horse and van hawking cheap tin ware, carpets, etc. Warrant issued. Information to forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. ARGYLLSHIRE. 6— Lochgilphead ( County).— For larceny, by means of opening a lockfast place, 26th ult.— JOHN JAMESON, a labourer or tramp, age about 22, height about 5 ft. 9 in., complexion fresh, hair dark brown, no whiskers or moustache, rather long face, high cheek bones; dress, dark tweed suit and cap with peak, heavy lace boots. Supposed previously convicted. May assume another name. Warrant issued. Information to Chief Constable Mackay, Loch- gilphead. BRECONSHIRE. 7.— Crickhowell ( County). — For stealing £ 4 4s. l£ d. from his lodgings at Llandefally, Talgarth HOYLE, age 40 to 45, height 5 ft. 5 in-, com- plexion fair, hair and moustache ( curled at ends) light; dress, light plaid suit, hard bowler hat. Engaged lodgings 26th ult., stating he had been recommended to the place by Dr. Williams, Brecon, also that he was a Government Inspector, and was in charge of four- teen men who were coming to work in the neighbour- hood. ( See Case No. 36, 17' h August last.) Information to Supt. Joseph, Crickhowell. height 5 ft. 8 or 9 in., thin build, complexion sallow, hair, whiskers, and moustache black, shaves on chin ; dress, black ribbed cloth suit, blaok tie, black kid gloves, and black bowler hat with mourning band. Carried an umbrella. Well- known at Reading, where he oarried on business as a perambulator manufacturer. Warrant issued. Information to Supt. McRae, Cheltenham. HERTFORDSHIRE. 11.— Watford ( County).— For larceny from dwelling house, 1st inst.— HARRY ASHTON, age about 42, height 6 ft., complexion pale, hair very dark, moustache ( heavy) and eyes ( piercing) . dark, no whiskers, no bone bridge of nose. " Annie " tattooed left arm ; dress, black diagonal jacket and vest ; dark grey trousers, light brown felt hat. A native of Glasgow. Warrant issued. Information to Supt. Hummerstone, Watford. CHESHIRE. 8.— Nantwich ( County).— For rape on a woman age 74, at Combermere, 28th ult.— A MAN, age 25 to 30, height 5 ft. 7 or 8 in. ; dress, light coat or jacket, cord trousers ( much patched in front), scarf with bright horseshoe pin, white straw hat with coloured band. Information to Supt. Leah, Nantwich. DERBYSHIRE. 9— Chesterfield ( Borough).— For larceny, 29th nit.— A MAN, age 26 to 30, height 5 ft. 5 or 6 in., stout build, complexion fair, full round face, supposed slight moustache, no whiskers, broad chest; dress, light grey or light check suit, black hard felt hat, respectable appearance. His modus operandi is to wait about post- offices or banks watching for young persons cashing orders, & c., accosts them, and getting into conversation endeavours to get possession of the money, pretending to wrap same in paper, telling them to take great care of it, and if anything was wrong to report it at once at the post- office. He called at the post- office here and asked for the chief clerk of the telegraph department. Stated he was a telegraphist, had worked at Leicester and Not- tingham on the telephone line, but lost his situation through ill- health, and that he had a wife and child at Nottingham ; also that he had walked from Notting- ham, and was going to Sheffield to see Mr. Northam, superintendent of the Telephone Exchange Company, who he expected would find him a situation. Had in his possession two testimonials, one ( sup- posed) from the chief of the Telephone Company, Selby, Yorks. Information to Head Constable Emery, Chesterfield. GLOUCESTERSHIRE. 10.— Cheltenham ( County).— For stealing a 42- in. tricycle, front steerer, single driver, side arm con- necting front wheel— WILLIAM GILL, age 35 to 40, LANCASHIRE. 12— Kirkham ( County).— For stealing, 15th ult., a dark bay mare, about 15 hands, both knees slightly scratched, small lump under jaw caused by head collar, unshod, in good condition ; and a leather collar with iron buckle— JAMES CROFT, age 30, height 5 ft. 7 or 8 in-, complexion swarthy, hair brown, small side whiskers and moustache. A butcher; native of Woodplumpton, near Preston. Sometimes acts as omnibus driver. 13.— Kirkham ( County).— For stealing £ 19 gold, 29th ult.— THOMAS HARRISON, alias ABRAHAM RIDING, a farm labourer, age 17 ( looks older), height 5 ft., complexion fresh, hair light brown, eyes blue, blue dots tattooed both arms and left hand, scar under right side of chin, mole back of and right side of neck. Was convicted at Blackburn for larceny, 10th April, 1881, and sent to Bolton Industrial School till 16 years of age, and on 11th February, 1888, at Lancaster Assizes for stealing a watch, and sentenced to 6 months' imprisonment. Information to Supt. Stafford, Kirkham. 14 — Liverpool ( City).— For embezzling £ 50,28th ult.— ROBERT BARROW WILLIAMS, age 32, height 5 ft. 7 or 8 in., hair, whiskers, and moustache black, right knee stiff; dress, light dust overcoat, dark suit, hard felt hat. Is well known at Dolgelly, where he was in business as a draper. His father resides at 4, Porkington- terrace, Barmouth, and his brother, the Rev. Barrow Williams, at Wrexham. Warrant issued. Information to Chief Supt. Williams, Liverpool. 15.— Ashton- under- Lyne ( Borough).— Woodcut portrait and description of SAMUEL WILD, whose light tweed suit. May endeavour to emigrate. Absconded 25th ult. Warrant issued. Information to Supt. Donohoe, Salford. 18.— Warrington ( Borough).— For rape on an imbecile woman, 22nd ult.— JAMES RAWLINSON, a labourer, age 20, height 5 ft. 4 or 5 in., complexion sallow, 5 hiir light, eyes sunken, high cheekbones, bow- legged, toes turned in ; dress, dark coat and vest, brown cord trousers, red muffler, striped tweed cap with peak and tar flaps, tied over top, and clogs. Warrant issued. Information to Chief Constable Hunt, Warrington. LEICESTERSHIRE. 19— Leicester ( Borough).— For embezzlement— SOLOMON HART, age 57, height 5 ft. 10$ in., com- plexion sallow, hair dark brown, slight thin whiskers and moustache, eyes brown, large Roman nose, stoop- ing gait; dress, black frock coat and vest, light trousers, high hat. Was engaged as traveller for a cigar manufacturer, and may seek similar employ- ment. Warrant issued. Information to Head Constable Duns, Leicester. NORTHAMPTONSHIRE. 20.— Northampton ( Borough).— For stealing,. 28th ult., a small brass- bound fancy wood jewel case 1 silver Geneva hunting watch ; 1 large centre seconds stop watch; 1 gold horseshoe pin, platina stirrup, set 7 diamonds; 1 gold- and- pink cameo ditto, classic head of ring to match; 1 gold fox ditto; 1 gold circular ditto, raised buckle band ; 2 oxydised ditto ; 1 silver match- box ; 1 gold plated curb chain ; 1 hair albert,, and other articles of jewellery— WILLIAM HAW- KINS, age about 30, height 5 ft. 7 in., slight build, complexion sunburnt, hair dark brown, moustache dark sandy ; dress, black coat and vest, grey striped trousers, patent leather boots, and hard felt hat; of respectable appearance. Stated he came from Bux- ton, Derbyshire, on a tricycle ( false). Information to Chief Constable Mardlin, Northamp- ton. apprehension is sought for embezzlement— age 33' height 5 ft. 8 in., slight build, complexion fair, hair light brown, eyes blue, front teeth a little apart; dress ( supposed), light check Chesterfield coat, trou- ers, and vest, brown felt hat. Of gentlemanly appear- ance. A cashier ; native of Ashton- under- Lyne. Warrant issued. Information to Chief Constable Dalgleish, Ashton- under- Lyne. 16.— Rochdale ( Borough).— For stealing a quan- tity of horse harness ( recovered)— GEORGE WHIT. TINGTON, age about 28, height 5 ft. 5 or 6 in., com- plexion sallow, hair, side- whiskers, and moustache light; dress, light tweed jacket, black trousers and vest, brown double- peak cap, and old shoes. Has been employed as cab- driver or stableman for the Manchester Carriage Company, for Bromley Carriage Company, and for Mr. Taylor, Veterinary Surgeon, Ashton- under- Lyne. Information to Chief Constable Wilkinson, Rochdale. 17— Salford ( Borough)— For forgery, fraud, and embezzlement— JOHN BISHOP, Paymaster- Sergeant Lancashire Fusiliers, age 34, height 5 ft. 4j in., com- plexion fresh, hair dark brown, eyes brown; dress. SOMERSETSHIRE. 21.— Frome ( County).— For stealing 2 tame rabbits ( recovered), 28th ult.— FREDERICK CORP, a labourer, age 21, height 5 ft. 4 in., complexion fresh, hair brown, moustache ( slight) dark, eyes blue ; dress, dark coat, black cord sleeve vest, black cord trousers, black bowler hat, or serge jacket, tweed trousers with patches on seat, cloth cap with two peaks. A native of Frome. Information to Supt. Williams, Frome. ~ SUSSEX ( EAST). 22.— Patcham ( County).— For embezzlement, 14th ult.— THOMAS ROBINSON ROSE, arate collector, age about 40, height 5 ft. 9 in., complexion fair, hair dark brown, eyes grey ; dress, dark serge suit, brown hard felt hat. Recently resided at Aldrir. gton. Warrant issued. Information to Supt. Dennis, Patcham. WARWICKSHIRE. 23— B irmingham ( Borough).— For embezzlement GEORGE CLODF, age 35, height 5 ft. 7 or 8 in., com- plexion fair, hair light brown, moustache ( heavy) a shade lighter, eyes ( piercing) blue, of military appear- ance, and walks very erect; dress, black ribbed over- coat, small grey check reefer jacket, trousers, and vest, or black- and- white striped trousers, sometimes wears a silk hat. A solicitor's clerk ; supposed native of London. Is accompanied by his wife and 2 children. May commence business as a venereal quack under the name of Professor Clodi. Warrant issued. Information to Chief Constable Farndale, Birming- ham. WILTSHIRE, 24.— Swindon ( County).— For misappropriating money belonging to the Clifton Lodge of Oddfellows — THOMAS ALFRED HARRIS, age 28, height 5 ft. 5 or 6 in., complexion fresh, hair light brown, eyes blue, wart between eyes. A fitter; rative of Swindon. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Supt. North, Swindon. 25.— Trowbridge ( County).— For obtaining a gold watch and chain by means of a fictitious cheque on the Birkbeck Bank, London — — ARTHUR McARTHUR, age about 35, height £ ft. 9 or 10 in., eyes blue, bad teeth ; dress, navy blue suit. Sells artificial flowers, which he carries in a laree basket; supposed native! of Manchester.— 2nd, age about 26, height 5 ft. 7 in., complexion very dark, moustache, no whiskers; dress, dark clothing ( dirty), black felt hat. METROPOLITAN POLICE DISTRICT. 27.— R Division .— Remanded at Greenwich Police Court till 8th inst. for obtaining goods by fraud through the Exchange and Mart, and describing himself as a wholesale potato, fruit, and poultry merchant, of 21, Mayday- green. Barnsley, Yorks — EDWARD GEORGE CREASEY, age 28. height 5 ft. 6£ in., com- plexion fresh, hair dark brown, eyes brown, blue scars over and under left eye ; dress, dark tweed coat and vest, cord trousers, lace boots, black felt hat. A native of Accrington, Lancashire. Supposed wanted for similar offences in various parts of the country. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. DORSETSHIRE. 28.— Blandford ( County).— Sentenced to 28 days' imprisonment for assaulting police — CHARLES SMITH ( supposed false), age 24, height 5 ft. 5 in., complexion, moustache ( slight) and eyes dark, hair black, scar little finger right hand, brown birthmark left shoulder; dress, dark diagonal coat, grey tweed vest, dark cord trousers, lace boots, black bowler hat. States he is a cotton spinner, and has worked at Old- ham. A native of Liverpool. Supposed wanted for other offences. Information to Supt. Hazzard, Blandford. GLAMORGANSHIRE. 29.— Cardiff ( Borough).— Committed for trial at the next Quarter Sessions for larceny ( person)— WIL- LIAM GREEN, alias ' THE SHAH," age about 36, height 5 ft. 4 in., complexion fresh, hair ( very bald on top) light brown, moustache light sandy, rather thin features, long nose, large thick lips, lost one tooth left side of lower jaw, small scar under lower lip right side, long scar on right temple, large boil scar top of left shoulder, small scar back of head, slight dimple on chin ; dress, dark grey dust coat, black ribbed coat and vest, light tweed trousers, black bowler hat. Supposed previously convicted at Bristol, Swansea, and other places, and to be an expert travelling thief. Information to Head Constable Hemingway, Car- diff^ LANCASHIRE. 30— Accrington ( Borough).— Remanded for ob- taining goods by false pretences— JOHN HAR- GREAVES, age 42, height 5 ft. 8 in., complexion sallow, hair brown, eyes grey, scar back of neck, right hip, lower part of back and left shin, upper front teeth deficient. A weaver; native of Colne, Lancashire. Was convicted at Salford Sessions, 23rd October, 1882, for obtaining packing bands, bobbins, and other articles by false pretences, and sentenced to 5 years' penal servitude and 7 years' police supervision Liberated 30th November, 1886, since which time he is supposed to have bien carrying on the business of a long firm swindler. Stated he was a member of the firm of J. D. Hargreaves and Son, leather merchants or builders' material merchants, and agent to the Ribblesdale Lime and Flag Quarry Company, Settle, and succeeded in obtaining large consignments of cement, nails, and clog irons from several firms throughout the country, which he sold considerably belojv cost price. STAFFORDSHIRE. 31. — Burslem County).— Remanded till 11thinst for fowl- stealing- THOMAS RUSCOE, age 26, height 5 ft. 5 in., complexion fresh, hair, moustache, and side whiskers dark brown, eyes hazel, scar left cheek and ear; dress, grey tweed jacket and vest, dark striped trousers with raised seams, sidespring boots, dark cloth cap with peak. Supposed previously convicted. Information to Chief Supt. Hill, Burslem. SUSSEX ( EAST). 32.— Hastings ( Borough). — Remanded till 8th inst. for larceny ( door open)— WILLIAM INMAN, age 44 ( looks younger), height 6 ft. 0J in., complexion fresh, hair ( turning slightly grey) brown, small side whiskers, eyes hazel, speaks with a north- country accent; dress, grey tweed jacket, black cloth vest, light plaid trousers, blue tie with white spots, hard felt hat.— JOHN PAYNE, age 23, height 5 ft. 4 in., | complexion sallow, hair dark brown, moustache light, eyes brown, scars from sores on calf of right leg ; dress, blue serge jacket and vest, tweed trousers with brown stripe, hard felt hat. An hotel porter. States he has lately been employed at Blackpool. Information to Chief Constable, Glenister, Hastings. WILTSHIRE. 33.— Trowbridge ( County).— Committed for trial at the next Quarter Sessions for housebreaking— CHARLES WILLIAMS ( supposed false), age 34, height 5 ft. 6 in., complexion dark, hair brown, eyes light blue, tattooed both arms and on fingers.
