NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver np its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT, METROPOLITAN POLICE DISTRICT. 1.— D Division.— For stealing a number of pictures, about 22nd June last— WILLIAM MAXTED, age 43, height 5 ft. 8 in , complexion florid, hair dark brown, eyes hazel; dress, dark clothes and silk hat. A picture dealer; will probably start in that business. Warrant issued. 2.— G Division.— For embezzling£ 50— ARTHUR EDWARD COSGROVE, age 20, height 5 ft. 7 in., complexion fair, hair light, eyes grey; dress, light suit, hard felt hat. A clerk ; native of Dublin. 3.— J Division.— For stealing £ 40— GILBERT CONNER, age 24, height 5 ft. 1 in., complexion fair, hair light brown, eyes grey, slightly pockmarked, very high forehead. A barman. Native of Hackney, London. May be found at Southend. 4.— K Division,— For unlawfully withdrawing himself from duty as a police constable— HABRY MILLER, age 28, height 5 ft. 9J in., complexion fresh, hair and moustache ( slight) dark, eyes hazel, slight scar right cheek ; dress, stable suit, black tie, low shoes, and black hard felt hat. A native of Woburn, Bedfordshire. 5— K Division.— For stealing £ 5 — HENRY PERKS, age 20, height 5 ft. 6 or 7 in., complexion fair, hair light brown, eyes blue, diseased bone left leg, dress, dark check tweed jacket, brown tweed trousers, greasy black hard felt hat. A native of High Barnet. Absconded 6th inst. 6.— R Division.— For forgery and not surrender- ing to his bail, 6th inst.- EDWARD WALTER NEW- BERRY, a commercial traveller, age 29, height 5 ft. 10 in., complexion fair, hair, side whiskers and moustache dark brown, eyes blue; dress, black coat and vest, brown check tweed trousers, high black silk hat. Warrant issued. 7.— X Division.— For fraudulently obtaining money as security from clerks and porters, whom he engaged as canvassers for the sale of chemicals, repre- senting that he was a wholesale chemical manufacturer - JOHN WILLIAMSON, age 60, height 5 ft, 10 in., thin figure, complexion fair, hair, whiskers, beard and moustache grey, large red blotchy nose, addicted to drink; dress, black frock coat, black trousers, high black hat. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 8.— For embezzlement— ALBERT WYATT, age 18, height 5 ft. 7 or 8 in., complexion pale, hair and slight moustache light, rather slight build, hesitates when speaking ; dress, dark frock coat, dark mixture trou- sers, brown felt hat. A butcher's assistant. Father resides at 69, Goswell- road. Warrant issued. 9.— For forging and uttering, on 17th ult., a cheque for £ 13 lis. lid., on the London and County Bank— CHARLES FREDERICK CARDEN NOAD, age 36, height 5 ft. 7 in., hair ( turning grey) and moustache ( heavy) sandy, red face, medium build ; usually dressed in a light homespun suit and brown deerstalker hat. A clerk ; late of 3, Col ville- road, Bays water. Warrant issued. 10.— For stealing £ 144— H. GALLET, age 45, height 5 ft. 11 in., hair, beard, whiskers, and moustache black, flat nose, thick lips, stout build ; dress, bluish frock coat, high hat with mourning band ; had with him a small portmanteau. Supposed to be a Frenchman. Late of 57, Yestry- road, Camberwell. Warrant issued. 11.— Absconded 18th, charged with embezzling a large sum of money— FRANK HARRY, a clerk, " late of 2, Prince's- road, Lewisham, and the Metropolitan Hotel, Finsbury ; age 26, height 5 ft. 10 in., complexion pale, hair dark, moustache black, eyes ( large) brown, short front teeth, long head, good- looking, thin build, speaks Freuch, of gentlemanly appearance. Has a brother in Melbourne. Had with him a large brown Gladstone bag, a black ditto, and a small black ditto ; dress, dark jacket, trousers, and vest, stand- up collar, light necktie, brown hard felt hat. Wears a small gold watch- chain. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry. E. C. BERKSHIRE. 12.— Maidenhead ( Borough).— For stealing, 5th inst, a pair of new clipping machines, Clark's patent ( recovered)— FREDERICK STIRMAN, alias LITTLE FREDDY, age 45, height 5 ft. 4 in., complexion pale, hair very fair ( bald), eyes blue, very weak and watery, wrinkled face, prominent forehead ; dress, drab mixture coat and vest, dark trousers, lace boots strapped across toes, cloth cap with peak. May be found at the Salutation Inn, Doncaster, Blenheim Park Stud, or Mrs. Hil'grove's, The Squirrel Inn, Rugby, in the name of A. Stirmin. Information to Head Constable Taylor, Maidenhead BUCKINGHAMSHIRE. 13.— Fenny Stratford ( County).— For stealing 6th inst.— 1 silver Geneva watch, maker, " Schewerer. Northampton," a gold chain, and £ 9 in gold— THREE MEN : lst, age about 20, height 5 ft. 2 or 3 in., slight build, complexion pale, sickly appearance ; dress, dark suit and hard felt hat; 2nd, age about 24, height 5 ft. 6 in., complexion fresh, full face ; dress, dark coat and trousers and hard felt hat; 3rd, age 24, height 5 ft- 7 in. ; dress, light mixture tweed jacket, corduroy trousers, dark hard hat, and clogs. Were traced to Yamworth, where they took train to Manchester, 7th inst. Information to Supt. Hall, Fenny Stratford, or Inspector Moore, Newport Pagnell. 14.— Chepping Wycombe ( Borough). — For uttering a forged army certificate with intent to obtain 30s. from 3rd Oxford Militia, 5th inst. — JOHN CHAMPION, alias JOHN E. ( parted in centre) and eyes brown, moustache dark broad shoulders, smart military appearance, wears hat right side of head, and talks a great deal about his army service ; dress, dark tweed suit ( shabby), paper collar, fawn colour tie with brass pin ( circle with bull in centre), old ammunition boots, and black hard felt hat. Has in his possession a number of army discharges, which he has presented at Reading, Hounslow, and Warley. Will probably visit other militia recruiting stations. A clerk and printer. Was a co'. our sergeant in 1st Royal Sussex Regiment, and has served in the 107th and Royal Artillery. Information to Head Constable Fraser, Chepping Wycombe. CARNARVONSHIRE. 15.— Conway ( County).— For obtaining money by false pretences— DOLLIE DUNBAR, age 28 ( looks younger) height about 5 ft. 4 in , hair dark brown, eyes dark, round features, high cheek- bones, upper teeth Blightly projecting, innocent- looking face ; dress, light fur cape, dark brown cashmere dress trimmed with a lighter shade of wool, York lace, or brown and yellow tweed dress, low Oxford shoes, brown sailor hat trimmed with white roses, wore a very thick wedding ring, and a gold brooch. Carries a black portmanteau with yellow strappings, a brown paper parcel tied with new leather strap, and a black- and- white striped shawl with knotty fringe. States she is the wife of Dr. Dunbar, Grange Court, Princess- avenue, Edin- burgh, and talks freely about her rich relatives. May be found in private boarding- houses. Warrant issued. Information to Supt. Williams, Conway. CHESHIRE. 16.— Altrincham ( County).— For obtaining £ 25 by means of a fictitious cheque [ 18th inst., one of two remaining in a cheque- book found or stolen by her in London in July last, the other being filled up and pre- sented to Messrs. Russell Elliott, of the National Pro- vincial Bank, London, 21st ult., for £ 12 6s— A WOMAN, age about 27, height 5 ft. 4 in , complexion and hair dark, refined manner ; dress, black jacket and dress, black close- fitting bonnet, appearancs of a governess. Information to Supt. Leighton, Altrincham. 17.— Stockport ( BoroughJ.— For stealing £ 2 3s, 10th inst., from the person of a girl, who stopped herand abstracted the money from her purse— A MAN, age about 25, short, rather thin; dress, grey dust over- coat, grey trousers with dark stripe, lace boots, black hard felt hat, respectable appearance. Can be identi- fied. 18— Stockport ( Borough).— For stealing, 17th inst, one oilstone cracked at corner, two hollow ground razors, black hafts, one Army made, the other " Turner," two white rough towels striped red edge.— Two men: 1st, CHARLES LYNCH, age about 40, height 5 ft. 4 in., complexion fresh, hair and mous- tache dark, stout build, dress, light jacket, black hard felt hat, white linen collar; has resided in Queen- street, Salford. and Angel- meadow, Manchester; 2nd, JOSEPH HEATON, age about 35, height 6 ft. 8 or 9 in., medium build, complexion fresh, hair and moustoche dark ; dress, black coat, striped trousers, lace boots, black hard felt hat. Tramping barbers, and are well known at Sloans, barbers, Black- friers- street, Salford, and at other barbers at Lanca- shire and Cheshire. Were traced to Manchester, 17th where they slept at a lodging house in Angel- meadow, and offered the stolen property for sale. 1 9.— Stockport ( Borough).— For stealing, 6th inst., an old silver patent lever watch, maker's name, Robert Wright Heywood, No. 3500— TWO MEN: 1st, age about 24, height 5 ft. 6 in., complexion dark, side- whiskers and moustache dark ; dress, dark roofer jacket, vest, and trousers, hard felt hat ; 2nd, age about 40, height 5 ft. 6 in., complexion fresh, sandy whiskers; dress, brown coat, light vest and trousers, black hard felt hat. 20.— Stockport ( Borough).— For stealing, 4th inst, 4s. 4Jd.— Two boys : 1st, LEVI GRIMSHAW, age 14, small stature, stout build, complexion fair, eyes brown, hair light brown ; dress, mixture coat, black vest, corduroy trousers, and clogs ; 2nd, BEN- JAMIN WOOD, age 17, complexion fair, hair light brown ; dress, black jacket and vest, greasy corduroy trousers, and cap. May be found at common lodging- houses, and getting their living by blacking shoes or selling papers. 21.— Stockport ( Borough).— For stealing a shawl ( recovered) from a child in the street— ELIZA MAYERS ( supposed false), age about 40, medium height, complexion fresh, hair ( dark) wavy; dress, winsey skirt ( washed light), brown shawl with dark stripe, pink- and- white str%) e apron. Addicted to drink. Supposed to reside in common lodging- houses. Information to Lieut Col. Staples, Chief Constable, Sbockport. DERBYSHIRE. 22.— Chesterfield ( Borough).— For stealing, 15th inst., a lady's gold Geneva watch, No. 106949, gold dial, chased back ( slightly denced); a lady's long gold chain ; a gentleman's gold seal, bloodstone one side, red stone the other ; a gold mourning ring with hair, gold shield on front with initials " R. J." engraved thereon ; a gold ring, diamond or crystal, in claw set- ting— A MAN, who gave the name of AUSTIN, age about 30, height about 5 ft. 8 in., complexion fresh, hair and moustache light, no whiskers, eyes blue; dress, black coat and vest, black- and- grey striped trousers, narrow black tie, brown billycock hat, of gentlemanly appearance. Stated he came from Cam- bridgeshire, and was on his holidays. Warrant issued. Information to Head Constable Emery, Chesterfield. DORSETSHIRE. 23.— Beaminster ( County).— For stealing a light brown overcoat, single- breasted, brown- and- white buttons, brown lining, patched back of collar— A TRAMP, age about 40, height 5 ft. 5 or 6 in , com- plexion fresh, thin features, hair, whiskers, and mous- tache ( small) light; dress, dark coat, brown trousers, round dark hat. Information to Supt. Freeman, Beaminster. DURHAM. 24.— South Shields ( Z? oro « # A).— Woodcut portrait j and description of THOMAS SOUTHRON, whose apprehension is sought for embezzling £ 595 14s. 5d., the monies of the Durham and Northumberland Working Men's Permanent Building Society, South Shields, age 38, height 5 ft. 6 in., complexion very fair, hair light, whiskers and moustache light ginger, recently shaved on chin, of gentlemanly appearance ; dress, light grey suit, light dust overcoat, brown felt hat. An architect and a Primitive Methodist local preacher. Absconded 7th ult. Information to Chief Constable Moorhouse, South Shields. EDINBURGHSHIRE. 25.— Edinburgh ( City).— For obtaining £ 20 by means of a fictitious cheque—" CAPTAIN " JAMES FISHER, alias JAMES JACKSON and FREDERICK ARMSTRONG, age 28 to 30, height about 5 ft. 8 in., slight build, complexion pale, long thin features, hair ( slightly bald in front) light brown, moustache ( red- dish) fair, eyes ( piercing) brown, bad front teeth, dtlicate appearance ; dress, light grey tweed suit, blue silk tie ( sailor's knot), with horse- shoe pin, wore a plain round band finger ring, heart set in it, with hole in centre as if stone deficient, believed silver gilt, and fits very tightly. Sometimes assumes an American accent, and has lived in the United States. Frequents first- class refreshment bars and restaurants. Last seen at Dunblane, Perthshire, 30th ult., when it is sup- posed he left by 6.30 p. m. train for the south. Mother resides at " The Lilacs," Burgess- hill, East Sussex. A native of Edinburgh. His modus operandi is to obtain an introduction to a respectable tradesman, whom he prevails upon to advance a sum of money upon his cheque, which is worthless. Wanted for a similar offence in Fifeshire, N. B. ( see Case No. 17, 31st ult., and No. 15, 7th inst.) Information to the Chief Constable, Edinburgh. GLOUCESTERSHIRE. 26.— Cirencester ( County).— For forging and uttering a cheque for £ 300 on the County of Gloucester Bank, Cirencester Branch, 22nd inst.— A MAN, age about 35, height about 5 ft. 4 in., complexion pale, hair dark brown, full dark beard and moustache ( cut close), thick lip3 ; dress, dark suit, hard felt hat. 27.— Cirencester ( County).— For uttering a forged cheque for £ 285 on the County of Gloucester Battk, Cirencester Branch, 20th inst.— A MAN, age about 35, height about 5 ft. 8 in., complexion rather fair, hair brown, side- whiskers and slight moustache- dress, light or check suit, hard felt hat. Information to Supt. Morgan, Cirencester. HAMPSHIRE. 28.— Aldershot ( County).— For stealing, 18th inst., a receipt form from the Junior Army and Navy Stores Company, Aldershot— SIDNEY GODOLPHIN OSBORNE, a clerk, age 23, height about 5 ft. 7 in., com- plexion pale, hair dark brown, slight figure, thin face, rather long thin nose, top teeth slightly projects; dress, dark brown cloth suit, button boots, grey cloth cap with peak. Warrant issued. Information to Supt. Brinson, Aldershot. 29.— Romsey ( County).— For stealing a cheque for £ 20, 12th inst— HENRY NOYCE, age 25, height 5 ft. 5j in., complexion fresh, hair dark brown, very slight moustache ; dress, light brown tweed suit, stand- up collar, blue necktie, with light spots, dark brown or black hard felt hat. A groom ; native of Romsey. Was recently discharged from the navy. Is well Known at Portsmouth, where he has been convicted for assaulting police, etc. Was traced to Portsmouth, 22nd inst, when he had along with him a black retriever dog. Hay be found in the company of prostitutes. Information to Supt. Russell, Romsey. HEREFORDSHIRE. 30.— Hereford ( County).— For obtaining ill 10s. by false pretences, 15th inst., at Hampton Bishop — I HAYES CHRISTION ( supposed false), age about 40, height 5 ft. 4 or 5 in., hair and moustache light brown, dent under left eye; dress, snuff- colour jacket and vest, dark trousers, lace boots, and brown hard hat. Carries an eyeglass attached to an elastic cord, and a walking- stick with silver band. Stated that he belongs [ to the Royal Engineers. Warrant issued. Information to Deputy Chief Constable Cope, Here- ford. KENT. 31.— Chatham ( County).— For stealing, 10th inst., a rough double- breasted pilot overcoat, bone buttons ; a pair of brown cord trousers, hole in right knee and small darn in left; a single- breasted cord vest, newly bound with galoon darker than the cord; and a soft black billycock hat— WILLIAM EDMES, a driver in the Royal Artillery, who deserted from Woolwich on 2nd inst., age 25, height 5 ft. 4} in., complexion fresh, hair brewn, eyes grey ; supposed dressed in the stolen clothes, as his uniform was left behind. Information to Supt. Coppinger, Chatham. 32.— Cranbrook ( County).— For burglary, and stealing 1 overcoat ( recovered); a woman's long black ulster, black dogshair cuffs, pockets at sides ; and a pepper- and- salt jacket, pockets at sides, left shoulder worn- JOHN BRYAN, alias DAN BRYAN, age 30, height 5 ft. 7 in., complexion dark, hair and thick mous- tache dark, one eye bloodshot, square build, hollow cheeks ; dress, pepper- and- salt jacket, dark cord trou- sers, raised seams, red handkerchief round neck, old shoes, black hard felt hat. Supposed to have served in the Army. Native of Camberwell. Information to Supt. Baker, Cranbrook. 33.— Canterbury ( City).— For obtaining money by false pretences, on 18th and 19th inst. - JEAN CHARLES ROSEN, alias CHARLES ROSEN, WIL- LIAM ROBERTS, and BENNY HILLER, a German Jew, age about 45, height 5 ft. 4 or 5 in., dark brown eyes, pink eyelids, which appear to be sore, hair grey ( dyed black), very thin in front of head and bald on crown, round full face, nose rather small, very few teeth, which are discoloured through smoking ; dress black diagonal frock coat, dark trousers, square toe boots, silk hat, light blue tie, gold horseshoe pin, set with about 7 pearls, shabby tan gloves, of which he only wears the left. Carries a small shabby black bag and an extra hat ( hard felt), and some ties. Con stantly smoking a meerschaum pipe. He is well educated, and speaks English fluently, with very little foreign accent. His modus operandi is to profess to be wealthy and about to open a large shop for the sale of ladies expen- sive mantles ; generally introduces himself to a few resident Jews, hires private residences on lease, and arranges to buy fittings, & c , for which he gives worth- less cheques for large amounts on Oxford Branch of Birmingham Bank and the Union Bank of London, Bayswater Branch, Bishop's- road, signed " W. Walters and Son, receiving the balance in cash. ( Ste Ca$ s A'o. 12, ltth ult., and Case No. 113, 24th ult.) Warrant issued. Information to Head Constable Peacock, Canterbury. 34.— Folkestone ( Borough).— For stealing, 12th inst.— 1 light brown leather bag ( E. LANARKSHIRE. 35.— G'asgow ( City).— For stealing £ 50 ( gold)— ROBERT McGREGOR FORTUNE, age 17, height 5 ft. 9 in., complexion fair, hair brown, walks with a swinging gait; dress, brown tweed jacket and vest, greenish tweed trousers, dark brown or felt hat. A native of Glasgow. Absconded 11th inst.
