I Particular, as to stolen property will be likewise inserted in omissus, if sufficient to enable the article in question to be thereby identified. I In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen properly will be prominently inserted, with detailed particulars, at a cost of lbs. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. r J 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. J. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 4 Announcements of all persons to be apprehended or of stolen property beat a number, and an alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted H the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editat notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, trill it wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later them noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by * covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque- crossed " Lrummond f Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements arc accepted for the POLICE GAZETTE through Mr. James Willing, 126, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrmder their own mbjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— C Division.— Woodcut portrait and descrip- tion of JOHN MEAD, alias McDONALD, whose apprehension is sought for obtaining 2,000 cigars by means of a trick, 22nd May last— age 45, height 5 ft. 7 in., complexion florid, hair ( turning grey) dark, eyes ( cast in one, supposed right) grey ; of Jewish appear- ance ; dress, brown suit, low hard felt hat. ( See Case No. 3, 8th June last). Warrant issued. 2.— D Division.— For stealing a number of pictures, about 22nd June last— WILLIAM MAXTED, age 43, height 5 ft. 8 in , complexion florid, hair dark brown, eyes hazel; dress, dark clothes and silk hat. A picture dealer; will probably start in that business. Warrant issued. 3.— G Division.— For embezzling £ 50— ARTHUR EDWARD COSGROYE, age 20, height 5 ft. 7 in., complexion fair, hair light, eyes grey; dress, light suit, hard felt hat. A clerk ; native of Dublin. 4.— H Division.— For threatening to murder, and absconding from his bail- HENRY WILLIAM BRINSDON HINDER, age 30, height 5 ft. 8 in., com- plexion fair, hair light, eyes blue, military appearance; dress, black diagonal coat and vest, grey tweed trou- sers, woollen shirt, hard felt hat. Has been in the Army. Warrant issued. 5.— K Division.— For unlawfully withdrawing himself from duty as a police constable— HARRY MILLER, age 28, height 5 ft. 9} in., complexion fresh, hair and moustache ( slight) dark, eyes hazel, slight scar right cheek; dress, stable suit, black tie, low shoes, and black hard felt hat. A native of Woburn, Bedfordshire. 6.— R Division.— For forgery and not surrender- ing to his bail, 6th inst.— EDWARD WALTER NEW- BERRY, a commercial traveller, age 29, height 5 ft. 10 in., complexion fair, hair, side whiskers and moustache dark brown, eyes blue ; dress, black coat and vest, brown check tweed trousers, high black silk hat. Warrant issued. 7.— X Division.— For fraudulently obtaining money as security from clerks and porters, whom he engaged as canvassers for the sale of chemicals, repre- senting that he was a wholesale chemical manufacturer — JOHN WILLIAMSON, age 60, height 5 ft. 10 in., " bin figure, complexion fair, hair, whiskers, beard and moustache grey, large red blotchy nose, addicted to drink ; dress, black frock coat, black trousers, high black hat. Warrant issued. Information to be'' forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 8 — For embezzlement— ALBERT WYATT, age 18, height 5 ft. 7 or 8 in., complexion pale, hair and slight moustache light, rather slight build, hesitates when speaking ; dress, dark frock coat, dark mixture trou- sers, brown felt hat. A butcher's assistant. Father resiles at 69, Goswell- road. Warrant issued. 9.— For forging and uttering, on 17th ult, a cheque for £ 13 lis. lid., on the London and County Bank— CHARLES FREDERICK CARDEN NOAD, age 38, height 5 ft. 7 in., hair ( turning grey) and moustache ( heavy) sandy, red face, medium build ; usually dressed in a light homespun suit and brown deerstalker hat. A clerk ; late of 3, Colville- road, Bayswater. Warrant issued. 10.- For stealing £ 144- H. GALLET, age 45, height 5 ft. 11 in., hair, beard, whiskers, and moustache black, flat nose, thick lips, stout build ; dreES, bluish frock coat, high hat with mourning band ; had with him a small portmanteau. Supposed to be a Frenchman. Late of 57, Vestry- road, Camberwell. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BUCKINGHAMSHIRE. 11.— Fenny Stratford ( County).— For stealing 6th inst.— 1 silver Geneva watch, maker, " Schewerer, Northampton," a gold chain, and £ 9 in gold— THREE MEN : 1st, age about 20, height 5 ft. 2 or 3 in., slight build, complexion pale, sickly appearance ; dress, dark suit and hard felt hat; 2nd, age about 24, height 5 ft 6 in., complexion fresh, full face ; dress, dark coat and trousers and hard felt hat; 3rd, age 24, height 5 ft- 7 in. ; dress, light mixture tweed jacket, corduroy trousers, dark hard hat, and clogs. Were traced to Yamworth, where they took train to Manchester, 7th inst. Information to Supt. Hall, Fenny Stratford, or Inspector Moore, Newport PagneU. 12.— Chepping Wycombe ( Borough). — For uttering a forged army certificate with intent to obtain 30s. from 3rd Oxford Militia, 5th inst. - JOHN CHAMPION, alias JOHN E. GRUNDY, age about 37, height 6 ft., complexion pale, hair THE GAZETTE. ED BY AUTHORITY. 2 T H E POLICE GAZETTE. TUESDAY, SEPTEMBER II, 1888. ( parted in centre) and eyes brown, moustache dark, broad shoulders, smart military appearance, wears hat right side of head, and talks a great deal about his army service ; dress, dark tweed suit ( shabby), paper collar, fawn colour tie with brass pin ( circle with bull in centre), old ammunition boots, and black hard felt hat. Has in his possession a number of army discharges, which he ha3 presented at Reading, Hounslow, and Warley. Will probably visit other militia recruiting stations. A clerk and printer. Was a colour- sergeant in 1st Royal Sussex Regiment, and has served in the 107th and Royal Artillery. Information to Head Constable Fraser, Chepping Wycombe. CHESHIRE. 13.— Altrincham ( County).— For wounding police, 5th inst., also stealing 17 geese- EDWARD CONNOR, age 24, height 5 ft. 6 in., complexion very dark and sallow, hair black, eyes dark brown ; dress, dark jacket and vest, brown corduroy trousers, narrow- toed clogs, and black hard felt hat. A native of Salford. Warrant issued. Information to Supt. Leighton, Altrincham. 14.— Stockport ( Borough).— For stealing £ 2 3s., 10 th inst., from the person of a girl, who stopped her and abstracted the money from her purse— A MAN, age about 25, short, rather thin; dress, grey dust over- coat, grey trousers with dark stripe, lace boots, black hard felt hat, respectable appearance. Can be identi- fied. 15.— Stockport ( Borough).— For stealing, 17th inst., one oilstone cracked at corner, two hollow ground razors, black hafts, one Army made, the other " Turner," two white rough towels striped red edge.— Two men : 1st, CHARLES LYNCH, age about 40, height 5 ft. 4 in., complexion fresh, hair and mous.- ta: he dark, stout build , dress, light jacket, black hard felt hat, white linen collar; has resided in Queen- street, Salford, and Angel- meadow, Manchester; 2nd, JOSEPH HEATON, age about 35, height 5 ft. 8 or 9 in., medium build, complexion fresh, hair and moustoche dark ; dress, black coat, striped trousers, lace boots, black hard felt hat. Tramping barbers, and are well known at Sloans, barbers, Black- riers- street, Salford, and at other barber3 at Lanca- shire and Cheshire. Were traced to Manchester, 17tb, where they slept at a lodging house in Angel- meadow, and offered the stolen property for sale. Information to Lieut.- Col. Staples, Chief Constable, Stockport. DERBYSHIRE. 16.— Chesterfield ( Borough).— For stealing, 15th inst., a lady's gold Geneva watch, No. 106949, gold dial, chased back ( slightly dented); a lady's long gold chain ; a gentleman's gold seal, bloodstone one side, red stone the other ; a gold mourning ring with hair, gold shield on front with initials " R. J." engraved thereon ; a gold ring, diamond or crystal, in claw set- ting— A MAN, who gave the name of AUSTIN, age about 30, height about 5 ft. 8 in., complexion fresh, hair and moustache light, no whiskers, eyes blue; dress, black coat and vest, black- and- grey striped trousers, narrow black tie, brown billycock hat, of gentlemanly appearance. Stated he came from Cam- bridgeshire, and was on his holidays- Warrant issued. Information to Head Constable Emery, Chesterfield. DORSETSHIRE. 17.— Beaminster ( County).— For stealing a light brown overcoat, single- breasted, brown- and- white buttons, brown lining, patched back of collar— A TRAMP, age about 40, height 5 ft. 5 or 6 in., com- plexion fresh, thin features, hair, whiskers, and mous- tache ( small) light; dress, dark coat, brown trousers, round dark hat. Information to Supt. Freeman, Beaminster. EDINBURGHSHIRE. 18.— Edinburgh ( City).— For obtaining £ 20 by means of a fictitious cheque—" CAPTAIN " JAMES FISHER, alias JAMES JACKSON and FREDERICK ARMSTRONG, age 28 to 30, height about 5 ft. 8 in., slight build, complexion pale, long thin features, hair ( slightly bald in front) light brown, moustache ( red- dish) fair, eyes ( piercing) brown, bad front teeth, delicate appearance; dress, light grey tweed suit, blue silk tie ( sailor's knot), with horse- shoe pin, wore a plain round band finger ring, heart set in it, with hole in centre as if stone deficient, believed silver gilt, and fits very tightly. Sometimes assumes an American accent, and has lived in the United States. Frequents first- class refreshment bars and restaurants. Last seen at Dunblane, Perthshire, 30th ult., when it is sup- posed he left by 6.30 p. m. train for the south. Mother resides at " The Lilacs," Burgess- hill, East Sussex. A native of Edinburgh. His modus operandi is to obtain an introduction to a respectable tradesman, whom he prevails upon to advance a sum of money upon his cheque, which is worthless. Wanted for a similar offence in Fifeshire, N. B. ( see Case No. 17, 31st ult., and No. 15, 7th inst.) Information to the Chief Constable, Edinburgh. ESSEX. 19.— Brentwood ( County).— For housebreaking and stealing 1 silver lever watch, with long albert chain attached ; 1 black cloth vest; 1 black silk pocket- handkerchief ; 3 leather purses ; and £ 2 10s. in gold— A MAN, age 52 or 53, height 5 ft. 5 or 6 in., stout build, hair, whiskers ( about a week's growth), and moustache brown, red face ; dress, brown check suit, lace boots, and low- crowned black felt hat. Information to Supt. Dobson, Brentwood. 20.— Maldon ( Borough).— For stealing, 8th inst., a grey gelding pony ( since recovered)— ELIJAH BROOKS, alias COOPER, a tinker, age 30, height 5 ft. 7 in, eyes grey, complexion fresh; dress, cord trou- sers, sleeve waistcoat, fur cap. Native of Maldon. Warrant issued. Information to Head Constable Halsey, Maldon. HEREFORDSHIRE. 21.— Hereford ( County).— For obtaining ill 10s. by false pretences, 15th inst., at Hampton Bishop — HAYES CHRISTION ( supposed false), age about 40, height 5 ft. 4 or 5 in., hair and moustache light brown, dent under left eye; dress, snuff- colour jacket and vest, dark trousers, lace boots, and brown hard hat. Carries an eyeglass attached to an elastic cord, and a walking- stick with silver band. Stated that he belongs to the Royal Engineers. Warrant issued. Information to Deputy Chief Constable Cope, Here- ford. KENT. 22.— Ashford ( County).— For cruelty to a pig at New Romsey, 29th ult.— JOHN BAKER, alias JOHN BONES and HAMMER JACK, age 45 to 50, height 5 ft. 9 or 10 in., complexion ( sunburnt) sallow, hair brown, whiskers ( about 3 weeks' growth) ginger, eyes grey, scar from cut over right eyebrow, stoops and turns his toes out when walking ; dress, long brown or black overcoat ( shabby), old blue guernsey under, dark cord trousers, old shoes. Is accompanied by his wife, age about 50, scar from cut over one eye. Warrant issued. 23.— Ashford ( County).— For stealing 10 sheep at Snargate, 20th ult.— WILLIAM BEALL, age 35 to 40, height 5 ft. 8 or 9 in., complexion fresh, hair and whiskers brown, rather prominent nose, siouchiDg gait; dress, dark overcoat, black hard felt hat. Warrant issued. Information to Supt. Wenham, Ashford. 24.— Chatham ( County).— For stealing, lOthinst., a rough double- breasted pilot overcoat, bone buttons ; a pair of brown cord trousers, hole in right knee and small darn in left; a single- breasted cord vest, newly bound with galoon darker than the cord; and a soft black billycock hat— WILLIAM EDMES, a driver in the Royal Artillery, who deserted from Woolwich on 2nd inst., age 25, height 5 ft. 4J in., complexion fresh, hair brewn, eyes grey ; supposed dressed in the stolen clothe3, as his uniform was left behind. Information to Supt. Coppinger, Chatham. 25.— Folkestone ( Borough).— For stealing, 12th inst.— 1 light brown leather bag ( E. F. in black letters thereon), containing 2 diamond pins Cl cluster, 1 single stone) in case ; 1 white flannel suit; 1 white shirt; 1 blue- and- white striped tennis jacket; 2 chest flannels ; 1 white petticoat ; 1 meerschaum pipe ; 1 wooden pipe in case ; 1 cigar- holder ; letters, cards, and a bunch of keys on split ring.— A WOMAN, medium height, complexion dark, large features ; dress, dark clothes, long jacket, dark hat, brim turned down. Information to Supt. Taylor, Folkestone. LANARKSHIRE. 26.— G'asgow ( City).— For stealing £ 50 ( gold)— ROBERT McGREGOR FORTUNE, age 17, height 5 ft. 9 in., complexion fair, hair brown, walks with a swinging gait; dress, brown tweed jacket and vest, greenish tweed trousers, dark brown or felt hat. A native of Glasgow. Absconded llth inst. Warrant issued. Information to Chief Constable Boyd, Central Police Chambers, Glasgow. LANCASHIRE. 27.— Old Trafford ( County). — For highway robbery and assaulting police, 5th inst.— J. SPELLER, alias " COPPER NOB," age 22, height 5 ft. 9 in., medium build, hair light and frizzy, slight light mous- tache, face freckled, cut on left eyebrow; dress, black cardigan jacket, dirty- white moleskin trousers, lace Iboots, old black Scotch cap. A navvy. Also for un- lawfully wounding police— A MAN, supposed name FRED PRICE, age 30, height 5 ft. 9 in., complexion sallow, clean shaved, slender build, thin face, and long- thin nose; ruptured on both sides ; dress, long frock coat and vest light slate colour, dirty- white cord trousers, old thin boots, black billycock hat. Information to Supt. Bent, Old Trafford. 28.— Pemberton ( County).— For failing to report - License Holder JONATHAN SIMPKIN, Office No- 27662, age 60, height 5 ft. 6J in., oomplexion sallow, hair dark brown, eyes green, scars bridge of nose, over left eyebrow, and lower lip, extensive burn mark left forearm, anchor and S right forearm. Sentenced at Liverpool, 7th November, 1879, to penal servitude for life for rape. Licensed 7th April, 1885. F 1008. Information to Supt. Heywood, Pemberton. 29.— Liverpool ( City).— For failing to report - License Holder JAMES SAVAGE, Office No- 34919, age 24, height 5 ft. 5£ in., complexion dark, hair dark, eyes dark grey ( right defective). Sentenced at Liverpool 19th April, 1884, to five years'penal servi- tude for wounding. Licensed 27th March last- ly 320 — License Holder CHARLES SKERRETT, alias WILSON and CHRISTOPHER PARKER, Office No. 35472, age 25, height 5 ft. 5 in., complexion dark, hair dark, eyes hazel, B. M. outside left arm, blue dot between left thumb and forefinger, abscess- mark on neck. Sentenced at Chester 25th April, 1884, to five years' penal servitude for larceny ( till). Licensee^ 13th June last. K 312. — License Holder JOHN HUGHES alias EDWARD JONES, Office No. 35754, age 44, height 5 ft. 5) in., complexion sallow,, hair black ( bald on top), eyes brown, nose fractured, varicose veins right leg. Sentenced at Belfast 5th December, 1882, to 7 years' penal servitude and 3 years' police supervision for larceny. Licensed 7th May last. A 623.- License Holder PETER MUL- HEARN, Office No. 32189, age 29, height 5 ft. 4 in,. complexion fresh, hair fair, eyes hazel, burn mark right arm. Sentenced at Liverpool 4tb November, 1878, to 10 years' penal servitude for manslaughter. Licensed 14th January, 1887. E 1114.— License Holder JOHN LLOYD, Offica No. 34504, age 19, height 5 ft. 4 in-, complexion fresh, hair dark brown, eyes bine, blue scar bridge of nose, blue mark left wrist, dot on thumb and back of hand. Sentenced at Liverpool 4th February, 1884, to 5 years' penal servitude for arson- Licensed 10th January last. K 139.— Supervisee ALFRED SMITH, alias HENRY COLEMAN, age 46, height 5 ft. 7 in., complexion swarthy, hair black, eyes grey, very large nose, large burn mark on right arm' and shoulder, pockpitted. Sentenced at Beverley 30th June, 1874, to 10 years' penal servitude and 5 years' police supervision for larceny. Licensed 24tb December, 1883. A 202. — Supervisee ROBERT PRICE, Office No. 23128, age 29, height 5 ft. 4 in., complexion dark, hair dark, eyes blue, J. J. ( enclosed in a circle) and J. on left arm, anchor and rope on right arm, part bracelet on wrist, blue dot between thumb and forefinger. Sentenced at Liverpool 3rd November, 1879, to 5 years' penal servitude and 7 years'police supervision for larceny. Liberated 30th. October, 1883. F 981. Information to the Chief Superintendent, Detective Department, Liverpool. 30.— Rochdale ( Borough).— For stealing a coat ( recovered), 8th inst.— RICHARD SMITH, alia* RICHARD HARDING, a shoemaker, age about 50, height 5 ft. 6 in., stout build, complexion fresh, hair ( turning grey) sandy, whiskers and moustache turning grey, shaved on chin, dirty appearance ; dress, dark coat and trousers, white apron round waist, and black billycock hat. Information to Chief Constable Wilkinson, Roch- dale. LEICESTERSHIRE. 31.— Loughborough ( County).— For larceny— ALFRED CHARLES SHUTER, alias MACK, a painter, age 23, height 6ft. 1 in., complexion pale, hair and moustache ( slight) dark, eyes hazel, scar centre of forehead, several front ( upper) teeth deficient. Fre- quents race meetings, assisting bookmakers. Warrant issued. 32.— Loughborough ( County).— For stealing a grey shawl ( narrow black stripes one side, red- and- black the other), 8th inst.- JANE GILLIVER, alias FITCH, age 22, height 5 ft. 3 in , complexion pale, bair ( heavily fringed) brown ; dress, long black jacket ( material similar to astrachan), black dress, sailor hat trimmed black velvet. A native of Sheepy Magna, near Atherstone. Is accompanied by a tramping tailor, age 22, height 5 ft. 3 or 4 in., complexion pale, hair dark brown. Warrant issued. Information to Supt. Smith, Loughborough. 33. — Leicester ( Borough).— For stealing a watcb and chain, 3lst ult. ( recovered)— WILSON, age about 24, height 5 ft. 5 or 6 in, stout build, complexion fair, F/ SID- AT, SEPTEMBER 21, 1888. I. P., one pair ditto salt marked J I.
