NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as • follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition • made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals - or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own - subjects whether by birth or naturalisation." The result of the modification in the Treaty is that • either Government may deliver up its own subjects to - the other Government, but can not be considered ( bound to do so. APPREHENSIONS SOUGHT. MURDE METROPOLITAN POLICE DISTRICT. 1.— P DIVISION.— Woodcut portrait and description of CLARENCE HENRY LONGMAN, whose apprehension is sought for the wilful murder of a male child on or about 22nd ult.— age 18, height 5 ft. 2 in., complexion swarthy, hair ( worn on forehead) dark brown ( when oiled presents the appearance of being black), eyes ( full) very dark hazel, very thick black eyebrows, thin face, narrow chin, nose well formed, small feet, mole left side of breast, two large scars back of head ( one extending to the left and one at the ex- treme back), walks with a swinging gait, and carries his hands in his pockets; dress, short blue serge jacket with black bone buttons, green or black cloth vest, grey mixture trou- sers, spotted silk tie, turn- down collar, liigh- heeled patent boots, black hard felt hat, which he wears on one side, May be found in the company of prostitutes. 188 T H E POLICE GAZETTE. A plumber and painter. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. 3.— C. 0. ( C. I. D.)— For obtaining money by means of a begging petition— Expiree JOHN SULLIVAN, alias CLARKE, HAMMOND, WILSON, WALTON, WARD and MORGAN, Officc No. 30705, age 81 ( looks younger), height 5 ft. 6 in., com- plexion sallow, hair ( bald), whiskers and moustache ( cut short) grey, eyes blue ( small and deep set), wears glasses. J. V. W., sceptre, star, anchor, W. F. O. S, heart and crossed swords left arm, right ankle dis- coloured, varicose veins in legs, usually wears a black frock coat and high hat, and carries an umbrella, shabby genteel appearance. Sentenced at the Central Criminal Court, 26th June, 1882, to 5 years penal servitude for fraud. Z I. 307. Warrant issued. 4.— A Division.— For attempted larceny ( per- son)— JOSEPH LANE, age 22, height 5 ft. 6 in., com- plexion dark, hair, small side whiskers, and moustache very dark, eyes brown, ruptured ; dress, blue Melton overcoat, thick seams, tweed jacket and vest, fancy striped trousers, lace boots, wide soles, high silk hat with mourning band ( sometimes wears a brown felt hat). A native of London. Warrant issued. £ 5 REWARD. 5.— C Division.— Woodcut portrait and descrip- tion of J. WAUR, alias WAUEE, whose appre- hension is sought for obtaining money by means of fictitious cheques— age 30 to 35, height 5 ft. 10 in., complexion fresh, hair dark browD, mous- tache ( heavy) light, eyes brown, scar on left cheek near moustache; dress, dark blue box overcoat with velvet collar, dark trousers, high hat. A German; speaks English fl. ently. May be found at hotels or first- class lodging- houses in the Provinces. Warrant issued. The above reward will be paid by Mr. Mann, Soli- citor, 111, New Oxford- street, for the apprehension and conviction of Waur. 6.— C Division.— For stealing 28th ult.— 1 pair diamond earrings shape of a true lover' 3 knot; 1 pearl brooch, shape of letter L, with gold arrow ( diamond end) across centre ; 1 round pearl brooch, old diamond in centre, rubies round edge, about the size of a florin ; ] diamond brooch, shape of a donkey, saddle slipped aside, stirrup attached; 1 gold horseshoe brooch, " Good Luck" in pearls thereon; 3 necklaces ( two set white pearls, one with one row and one with two rows), Indian gold clasp fastening, one consisting of four or five rows of yellow diamonds and pearls, alternately interspersed with very small sapphires ; 2 diamond stars ; 10 gold rings ( seven half hoop, two plain, one set corals, one 5 diamonds, one 3 diamonds, one 11 small diamonds, one 5 turquoise, one large pink coral and 2 diamonds, one 5 corals, and one tmerald set 2 diamonds)— A MAN, age 30, height 5 ft. 6 in., complexion fair, hair light brown, moustache light; dress, dark cutaway coat, dark tweed trousers, brown billycock hat. Appearance of a mechanic. The man gains access to houses under the pretence of having come to arrange the electric wires, and during the temp: rary absence of the inmates steals- jewellery, < fec. ; usually carries a long piece of cord. 7.— V Division.— For stealing £ 99 2s. 6d., 7th inst.— GILBERT HARRY GOODELIFFE, age 25, height 5 ft. 8 in., complexion fair, hair light, eye& hazel; dress, blue melton overcoat, black morning under ditto and vest, check trousers, light brown felt hat. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. CITY OF LONDON. 8.— For felony— CHARLES FERRABY, a clerk, late of 24, Chatsworth- road, West Norwood; age 32, height 5 ft. 7 or 8 in., complexion fair, round face, hair, moustache, and side whiskers ( small) fair ; dress, dark tweed suit and dark hard felt hat; carried a waterproof with cape. May be found at com- mon lodging- houses. 10.— Stockport ( Borough).— For violent assault— JOHN CAVANNAGH, a factory operative, age about 18, height 5 ft. 2 in., hair and eyes dark brown, narrow features ; dress, short dark jacket, cord trousers, black hard felt hat, and clogs. CUMBERLAND. 11.— Penrith ( County).— For stealing .£ 14 6s.— JOHN READ, age 38, height 5 ft. 11 in , complexion pale, hair dark, beard on chin and moustache ( slight) light, eyes blue, large Roman nose ; dress, black over- coat with velvet collar, dark tweed coat, da- k tweed trousers and vest, hard felt hat. Supposed native of Liverpool, where he formerly Eerved in the police force. His wife and family reside at 97, Peel road, Bootle. Not to be apprehended out of the United Kingdom. Warrant issued. DERBYSHIRE. 12.— Ashbourne ( County).— For stealing, 2Cth ult., 1 short dark overcoat, grey lining, cloth buttons ; 1 black narrow- ribbed coat, pockets on hips and inside left breast ; 1 dark knitted vest, interwoven with blue silk, red flannel lining, bound Llack braid, small picce let in one side ; and 1 pair dark tweed trousers ( new), raised seams— JOHN GREENWOOD, alias JOHN BROWN, a groom, age about 25, height 5 ft. 2 in., complexion very fresh, hair light brown, moustache ( slight) light, slightly deaf and speaks quickly, walks with a swaggering gait; dress, broad cord breeches, cloth leggings, lace boots, black hard felt hat; may be wearing the stolen overcoat. May be found at racing or livery stables. Warrant issued. Information to Supt. Lytle, Ashbourne. ESSEX. 13.— Colchester ( Borough). — For stealing a quantity of leather, cloth, and twine ( recovered)— JOHN EVANS, age 56, height 5 ft. 8 or 9 in., com- plexion pale, hair, whiskers and moustache ( turning grey) brown, badly ruptured left side, suffers from stricture, and walks slightly lame. Is a horse- collar maker, and a good workman. Is likely to be found in one of the London hospitals or woikhi. uses. A native of Walsall. Warrant issued. Information to Chief Constable Coombs, Colchester GLOUCESTERSHIRE. 14.— Northleach ( County).— For cruelly illtreat- mg a horse— EDMUND COTTINGHAM, late of Cheltenham, age 35 to 40, height 5 ft. 7 or 8 in., com- plexion pale, hair, moustache ( slight), and eyes dark ; dress, dark coat and vest, brown tight- fitting trousers, FSIOAY, APRTL 2 0 , 1 8 8 8. HAMPSHIRE. £ 1 REWARD. 15.— Kingsclere ( County).— For deserting his wife and family— ARTHUR FRANKUM, a coach- builder or carpenter, age 27, height 5 ft. 5 or 6 in., hair, whiskers, and moustache sandy ( may have shaved). Supposed to be in the neighbourhood of Reading or Caversham. The above reward will be paid by J. Barnes, Esq., clerk to the Guardians of Kingsclere Union, for the apprehension and conviction of Frankum. Warrant issued. Information to Supt. Water?, Kingsclere. KENT. £ 100 REWARD. 16.— Deal ( Borough.).— Woodcut portrait and de- scription of WILLIAM CARTER FIELD, late mana- ger to the Trading Bank, Deal, whose apprehension is sought for embezzling £ 1,200— age 40 height 5 ft. in., complexion sallow, hair, bean', whiskers, and moustache dark, high round- should red, hangs fciS head forward, and will not look up when talking ; dress, dark brown overcoat, black morning coat, dark check trousers, high silk hat. Left Deal about 11 a. m., 1st inst, carrying a black brief bag, and was traced to Dover, whence it is supposed he left by the 5.30 p. m train for London. His father and sister reside at Exeter. May endeavour to leave the country. Warrant issued. The above reward will be paid by D. M Hills, Esq., and A E. Ralph, Esq., bank directors, Deal, for the apprehension and conviction of Carterfield. Information to Head Constable Capps, Deal. 17.— Dover ( Borough).— For stealing a gold watch ( recovered) from a public- house where ho lodged for the night- JAMES HOLDEN ( supposed false), age 20, height 5 ft. 2 or 3 in., complexion fair, hair light, speaks with a North- country accent, and is very talkative ; dress, dark clothes and hard felt hat with mourning band, or cheese- cutter cap with fine gold lace ; carried a small black bag. Supposed native of Bradford. Information to Supt. Sanders, Dover. 18,— Folkestone ( Borough). — For obtaining £ 2 15s. by means of a fictitious cheque on the Capital and County Bank, Ramsgate— A MAN, who repre- sented himself as R. Glover and Co., Bridge House Chambers, Bridge- street, London, E C ( false), age 30 to 35, height 5 ft. 5 or 6 in., beard, whiskers, and mous- tache dark, nervous tremor of the hands ; dress, black overcoat, black frock coat, sometimes wears a high hat and at other times a yachting cap. has a habit of twist- ing his watch chain when talking. Was accompanied by his wife, age about 30, height 5 ft. 6 in., complexion fresh, hair red, pregnant; and a daughter, age about 11, hair red. Had with them one large and one small light- coloured tin boxes, a black hand beg, and a Russia leather bag about 9 in. long, 4 in. wide, and 6 in. deep, with Old English letters, " E. J. F." thereon. Stated he was about to pub'ish a visitors' guide, and obtained several sums of money for advertisements therein. Has circulars and receipt forms relating thereto in his possession. Warrant issued. 19.— Folkestone ( Borough).— For neglecting to maintain his children — WILLIAM MUNN, alias WALTER CHARLES SCIENS, a music teacher, age 34, height 5 ft. 10 in., complexion pale, hair, whiskers and moustache dark brown, eyes grey. In 1883 he was living at Lewisham, and afterwards in some other part of London. Supposed convicted of vagrancy at Lambeth Police Ccurt about three weeks sinc°. i - Warrant issued. 20.— Folkestone ( Borough).— For neglecting to maintain his wife and children— EDWARD PEAR- SON TRIBE, age about 40, height 5 ft. 11 in., com plexion fair, hair brown, eyes blue, lost one front tooth, " W." and two other marks tattooed on arm. Is known by the names of Smith and " Liverpool Ned " at Hull, Birmingham, and Liverpool, from which port he sailed as steward on passenger boats. Warrant issued. Information to Supt. Taylor, Folkestone. LANCASHIRE. 21.— Bolto n ( County).— For stealing, at Kersley, 10th inst., 1 black worsted coat, four buttons down front, and two on both wrists, pockets behind, left breast and ticket ditto; 1 ccatto fit a boy of 16 or 17, with only one button on front; 2 pairs fancy figured clogs ( one nearly new), two holes on each side, and two in tongue, nai'ed half way round with brass nails; and a woman's linen apron— ROBERT HOLT, age 34, height 5 ft. 3} in., complexion fair, hair light brown, eyes grey, long face, defective speech, mole on ribs, scar front of left ear and on head, blue spot left forearm. A labourer ; native of Bristol. Has been associating with the Salvation Army at Farnworth, and will most likely be found at their headquarters in some other town. Information to Supt. Eatough, Bolton. 22.— Old Trafford [ County).— For stealing, 12th inst., 2 plain silver bracelets ; 2 lady's gold rings ( one set emerald, one pearls and blue stones); 1 small silver brooch ; 1 pair crystal earrings, set in gold ; 1 lady's brown fur cape, " Mrs Hill" stitchcd on tab— MARY ELLEN HOLDEN, age about 15, complexion dark, hair cut short and fastened behind with a tortoise- shell slide, birthmark on left side of face; dress, long black jacket with feather trimming, black straw hat; carried a black muff. Stated she had been in service with a Mrs. Nott, of Sale. Information to Supt. Bent, Old Trafford. £ 20 REWARD, 23.— Manchester ( City).— Woodcut portrait and description of WALTER MANTEL DANIELL, a tenced at Chester, 4th February, 1884, to 5 years! penal servitude for burglary. K 104.— THOMAS BROWN, alias CARTER and CARTY, Office No. 33243, age 27, height 5 ft. 8 in., complexion sallow, hair dark brown, eyes hazel, scar bridge of nose, cut between right thumb and fore- finger, blue dot and scar on left wrist. Sentenced at Manchester, 9th February, 1882, to 7 years' penal ser- vitude and 7 years' police supervision for breaking and entering. Licensed 12th July, 1887. — JOSEPH BURNS, alias CONWAY,- Office No. 34866, age 37, height 5 ft. 3 in., complexion fresh, hair ( thin on top) brown, eyes hazel, cross on right forearm, two blue dots between each thumb and forefinger. Sentenced at Liverpool, 2nd October, 1882, to 7 years' penal ser- vitude for shopbreaking. Licensed 8th March, 1888. J 829 — Supervisees MICHAEL JOHN FLAHERTY, alias WILLIAM THOMPSON, Office No. 31502, age 40, height 5 ft. 4 in., comp'exion fresh, hair dark brown, eyes grey ( blind of right), anchor on each arm, right little finger crooked, scar from gun shot on right eyebrcw. Sentenced at Liverpool, 6th December, 18/ 6, to 10 years' penal servitude and 7 years' police supervision for burglary. Licensed 7th October, 1886. C 1386.— ANNIE HILTON, Office No.. 29500, age 41, height 5 ft. 1 in., complexion fresh, hair grey, eyes hazel, nose broken, blue mark thereon. Sentenced at Manchester, llth December, 1878, to 7 years'penal servitude and 7 years' police supervision for larceny. - THOMAS SMITH, Office No. 34205, age 34, height fc. 9 ill , complexion fresh, hair dark brown, eyes hazel, scars on back of h^ ad ( two), forehead, bridge of nose, and top lip. Sentenced at Salford, 4th Decem- ber, 1682, to 5 years' penal servitude and 7 years' police supet vision for larceny. J 1109. Information to the Chief Conttable, Town Hall, Manchester. 25.— Salford ( Borough).— For failing to report- License Holder HENRY BOYD, Office No. 35023, age 33, height 5 ft 4 in., complexion fresh, hair brown, eyes hazel, scars on left eyebrow and nose. Sentenced at Manchester, 4th July, 1881, to 7 years' penal servi tude and 7 years' police supervision for felony. Licen- sed 29th March last. Information to the Head Constable, Borough Police, Salford. traveller for a firm of furniture manufacturers, whose apprehension is sought for embezzling £ 800— age 28, height 5 ft. 8 in., complexion fair, hair and moustache ( slight) light, prominent upper lip, large front teeth in upper jaw, smart appearance ; dressed respectably, and when last seen was wearing an Inverness coat and cape ( occasionally wears a blue Melton overcoat), and a gold snake ring on finger. Absconded 6th ult. May be found in th9 company of betting men, as he is very fond of horse- racing, and frequents public- houses and other places where betting men congregate, or he may endeavour to emigrate. The above reward will be paid by Messrs. John Gough and Co., Furniture Manufacturers, 6, Oldham- road, Manchester, for the apprehension and conviction of Daniell, Warrant issued. It is requested that enquiry be made at hotels, bet ting clubs, lodging- houses, & c., and any information immediately forwarded to the Chief Constable, Town Hall, Manchester. 24.— Manchester ( City).— For failing to report- License Holders WILLIAM MARSHALL, Office No. 34578, age 48, height 5 ft. 2 in., complexion fair, hair sandy, eyes hazel, bridge of nose fractured, burn scars all over back. Sentenced at Derby, 6th April, 1880, to 10 yearb' penal servitude for larceny and threats Licensed 13th January, 1888. G 317. — JOHN ROBINSON, alias MINTON and SMITH, Office No. 34619, age 24, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes brown, scars top and back of head and between eyebrows, blue mark left forearm. Sen LEICESTERSHIRE. 26.— Leicester ( Borough).— For stealing watches and jewellery ( recovered)— ARTHUR M0RLEY ( supposed false), age about 25, height 5 ft. 9 in, slight build, complexion fair, moustache ( slight) and side whiskers light; dress, short dark overcoat, brown coat and vest, black trousers ( rather short), hard felt hat wore a gold scarf- pin made from a watch wheel and set three stones A jeweller ; carried a small black bag with cinvas cover. Absconded 23rd inst.— HUBBLE, alias WILSON, age about 24, height 5 ft. 9 or 10 in., complexion pale, thin fa: e, no whiskers, boyish appearance, contracts his eyebrows when speaking ; dress, black coat and vest, dark check neck- tie, blue scarf, horseshoe pattern, of gentlemanly appearance and good address. Speaks French and German fluently. Absconded 28th ult. Information to Head Constable Duns, Leicester. LINCOLNSHIRE. 27.— Lincoln ( City) — For stealing, 28th ult, a bay horse, 6 years, 16 hands 1J in., black legs, one white heel, tail cut square, in rough condition, which has since been found to be sold to J. Hart, supposed to reside at or near Leytonstone— A MAN, age 25 to 30, height 5 ft. 6 or 7 in., small side whiskers and moustache ; dress, brown overcoat, dark check tweed suit, velvet collar on coat, red- and blue necktie, black hard felt hat, lace boots. Appearance of a showman or gipsy. Information to Chief Constable Mansell, Lincoln. A native of Bradley, near Bilston, Staffordshire. Served in the Royal Artillery, from which he may now be a deserter. His modus operandi is to call upon pe* sons who own horses, stating he has a load of furniture on the road, but that his own horse has met with an accident, and is thereby unable to proceed to the end of his journey, which he states is about 9 miles distance. On the strength of this statement, and that he will pay a sovereign on his return, he obtains possession of a horse, but immediately disposes of it. Warrant issued. Information to Supt. States she is a native of Glasgow, but has been in America for 7 years. Was accompanied by a girl about 8 years of age. Her modus operandi was to represent that she was in search of her sister and brother- in- law named Stewart, an engineer, and when she obtained access to a house, asked to be allowed to stay a few days ; stating that her husband was a sea captain, and that he had a publichouse left him in some neighbouring town, and that he would join her in a few days. She stayed a few days, and then went out on some pretence, promising to return, but failed to do so. Has been identified as Margaret Campbell, alias Mackey and Hunt, previously convicted at Northamp- ton, 9th March, 1885, for obtaining alms by fraud, and sentenced to 3 months' imprieonment ; at Stafford, 10th May, 1886, for stealing a ring, and sentenced t. » 14 days' imprisonment ; and at Liverpool County Ses- sions, 1st May, 1887, for felony and fraud, and sen- tenced to 9 months' imprisonment. Can we rub out the stamp on the countenance ? It is, of course, only the stamp of evil or of distress that we would wish to efface, and can we get rid of such? If so, we must certainly go down to the seat of the mischief. We must deal - with the cause if we would get the cure. If it be selfishness, let us lose ourselves in the love of Christ, who pleased not Himself." If it be the countenance telling of a heart full of burdens, draw near in faith to the God that " careth for you." When the careworn spirit rests on its God, the lines of care may be softened, the stamp of fretfulness may be changed into restfulness, and even brightened into cheerfulness.
