Every announcement, if for the apprehension of a person, must be guaranteed by the signature oj an officer of not less rank than Superintendent ; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property Itar a number, and are ulphabetieally arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted it the POLICE GAZETTE, must, on their apprehension or recovery, at once trmimit to tht Ed % tot notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all eases, the rffieer signing the request for insertion of any announcement, will be wholly responsible for any proceeding! which may result from such publication. 11. Announcements for the Friday issue should be forwarded so at to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by c covering letter. 12. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their oum subjects whether by birth or naturalisation." The result of the modification in the Treaty is that « ither Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. D.— Woodcut portrait and de- scription of WILLIAM RAMPLING, whose appre- hension is sought for embezzling £ 300, the moneys of the Wimborne Gas Company— age 40, height 5 ft. 2 or 3 in., complexion fair, hair ( thin in front) light brown, beard ( thin), whiskers, and moustache light, eyes small, full features, large forehead, of good address; dress, brown overcoat, black hard felt hat; carried a rather shabby carpet bag. Warrant issued. Information to be forwarded ta the Metropolitan Police Office, Great Scotland- yard, London, S. W.; or to Supt. Marsh, Wimborne, Dorset. 2.— C. O., C. I. D.— For conspiracy and perjury — JACOB NATHANIEL JONAS, a Jew, age 35, height 5 ft. 8 or 9 in., complexion dark, hair dark brown, very large nose, heavy, bristly moustache, round shouldered ; dress, usually dark clothes and high hat. A solicitor, formerly had an office at 40, Nor- folk- street, Strand, and resided at 19, Carlton- road, Kilburn. Not to be apprehended out of the United Kingdom. Warrant issued. 3.— C. O. ( C. I. D.)— For obtaining money by means of a begging petition— Expiree JOHN SULLIVAN, alias CLARKE, HAMMOND, WILSON, WALTON, WARD and MORGAN, Office No. 30705, age 81 ( looks younger), height 5 ft. 6 in., com- plexion sallow, hair ( bald), whiskers and moustache ( cut short) grey, eyes blue ( small and deep set), wears glasses. J. V. W., sceptre, star, anchor, W. F. O. S., heart and crossed swords left arm, right ankle dis- coloured, varicose veins in legs, usually wears a black frock coat and high hat, and carries an umbrella, shabby genteel appearance. Sentenced at the Central Criminal Court, 26th June, 1882, to 5 years penal servitude for fraud. Z. I. 307. Warrant issued. 4.— C Division.— For stealing 28th ult.— 1 pair diamond earrings shape of a true lover's knot; 1 pearl brooch, shape of letter L, with gold arrow ( diamond end) across centre ; 1 round pearl brooch, old diamond in centre, rubies round edge, about the size of a florin ; 1 diamond brooch, shape of a donkey, saddle slipped aside, stirrup attached; 1 gold horseshoe brooch, " Good Luck " in pearls thereon; 3 necklaces ( two set white pearls, one with one row and one with two rows), Indian gold clasp fastening, one consisting of four or five rows of yellow diamonds and pearls, alternately interspersed with very small sapphires ; 2 diamond stars; 10 gold rings ( seven half hoop, two plain, one set corals, one 5 diamonds, one 3 diamonds, one 11 small diamonds, one 5 turquoise, one large pink coral and 2 diamonds, one 5 corals, and one emerald set 2 diamonds)— A MAN, age 30, height 5 ft. 6 in , complexion fair, hair light brown, moustache light; dress, dark cutaway coat, dark tweed trousers, brown billycock hat. Appearance of a mechanic. The man gains access to houses under the pretence of having come to arrange the electric wires, and during the temporary absence of the inmates steals jewellery, < fcc. > usually carries a long piece of cord. £ 5 REWARD. 5.— C Division.— Woodcut portrait and descrip- tion of J. WAUR, alias WAUER, whose appre- hension is sought for obtaining money by means of fictitious cheques— age 30 to 35, height 5 ft. 10 in., complexion fresh, hair dark brown, mous- tache ( heavy) light, eyes brown, scar on left cheek near moustache; dress, dark blue box overcoat with velvet collar, dark trousers, high hat. BUCKINGHAMSHIRE. 8.— Aylesbury ( County).— For stealing, 14th ult., about £ 40 gold, 1 or 2 £ 5 Bank of England notes, and a lady's silver watch, No. 72434, maker " Field and Son," with silver chain and oval locket attached - FOUR MEN, 1st ( supposed) BENJAMIN HARD- ING, age about 25, height 5 ft. 6 in., complexion fair, hair brown, little or no whiskers ; dress, dark jacket and trousers, black felt hat. Resided with his father, Benjamin Harding, a greengrocer, in the neighbour- hood of Whitechapel until about 10 months since, when he gave up business.— 2nd, age about 23, height 5 ft. 6 or 7 in., complexion and hair dark, whiskers and moustache shaved ; dress, black chesterfield over- coat, black hard felt hat.— 3rd, age about 35, height 5 ft. 6 in., complexion fresh, hair light brown, whiskers ( light) sandy ; dress, brown chesterfield overcoat and black hard felt hat.— 4th, age about 25, height 5 ft. 6 or 7 in , complexion and hair dark, no - whiskers or moustache; dress, short dark jacket, black hard felt hat. A native of Liverpool or Birkenhead. 10.— Birkenhead ( County).— For stealing jewel- lery ( Case No. 75, 23rd ult)— Two MEN, 1st, age 50 to 60, height 5 ft. 9 or 10 in , stout build, complexion fresh, hair grey, clean shaved; dress, light overcoat, hard felt hat.; 2nd, age about 30, height about 6 ft, very slight build; dress, light overcoat, hard felt hat. CUMBERLAND. 11.— Penrith ( County).— For stealing £ 14 6s.— JOHN READ, age 38, height 5 ft. 11 in , complexion pale, hair dark, beard on chin and moustache ( slight) light, eyes blue, large Roman nose ; dress, black over, coat with velvet collar, dark tweed coat, dark tweed trousers and vest, hard felt hat. Supposed native of Liverpool, where he formerly served in the police force. His [ wife and family reside at 97, Peel- road, Bootle. Not to be apprehended out of the United Kingdom. Warrant issued. DERBYSHIRE. 12.— Ashbourne ( County).— For stealing, 26th ult., 1 short dark overcoat, grey lining, cloth buttons ; 1 black narrow- ribbed coat, pockets on hips and inside left breast; 1 dark knitted vest, interwoven with blue silk, red flannel lining, bound black braid, small piece let in one side ; and 1 pair dark tweed trousers ( new), raised seams- JOHN GREENWOOD, alias JOHN BROWN, a groom, age about 25, height 5 ft. 2 in., complexion very fresh, hair light brown, moustache ( slight) light, slightly deaf and speaks quickly, walks with a swaggering gait; dress, broad cord breeches, cloth leggings, lace boots, black hard felt hat; may be wearing the stolen overcoat. May be found at racing or livery stables. Warrant issued. Information to Supt. Lytle, Ashbourne. GLOUCESTERSHIRE. 13.— Northleach ( County).— For cruelly illtreat- ing a horse- EDMUND COTTINGHAM, late of Cheltenham, age 35 to 40, height 5 ft. 7 or 8 in., com- plexion pale, hair, moustache ( slight), and eyes dark ; dress, dark coat and vest, brown tight- fitting trousers, and hard felt hat; of shabby appearance. A low horse- dealer. Frequents horse fairs and sales. Well known in Birmingham, Bromsgrove, Smethwick, and Bristol. Warrant issued. Information to Supt. Basson, Northleach. HAMPSHIRE. £ 1 REWARD. 14.— Kingsclere ( County).— For deserting his wife and family— ARTHUR FRANKUM, a coach- builder or carpenter, age 27, height 5 ft. 5 or 6 in., hair, whiskers, and moustache sandy ( may have shaved). Supposed to be in the neighbourhood of Reading or Caversham. The above reward will be paid by J. Barnes, Esq., clerk to the Guardians of Kingsclere Union, for the apprehension and conviction of Frankum. Warrant issued. Information to Supt. Waters, Kingsclere. HEREFORDSHIRE. 15.— Leominster ( Borough).— For poaching — RICHARD WILLIAMS, alias " DICK THE MIL- LER," age 39, height 5 ft. 9* in., complexion pale, hair ( turning grey) dark brown, eyes blue, oval face, scar centre of forehead and left cheek, blue mark under right eye, mole right side. Previously convicted at the borough and county of Salop, Penkridge, and Wolverhampton. Warrant issued. Information to Head Constable Johnson, Leominster. HERTFORDSHIRE. 16 — Watford ( County).— For stealing, 22nd ult., a brown cob horse pony, aged, about 14 hands, long mane, short tail, legs black, lump on off forefoot, broken- winded ; a set of brass- mounted harness; and a tradesman's box pony spring cart, painted dark green ( rather rjugh)— FOUR MEN : 1st, age about 34, height 5 ft. 10 in., complexion fair, moustache ( slight) sandy ; dress, long brown plaid overcoat, dark tight- fitting trousers, hard felt hat.— 2nd, age about 27, height 5 ft 6 in., complexion and moustache ( slight) dark ; dress, dark cloth suit, hard felt hat.— 3rd, age about 24, height 5 ft. 6 in., complexion, hair, and moustache dark ; dress, dark suit, hard felt hat.— 4th, age about 24, height 5 ft. 6 in., complexion fair, mous- tache ( slight) light; dress, dark plaid suit, hard felt hat. All had the appearance of horse copers. Information to Supt. Hummerstone, Watford. KENT. 17.— Canterbury ^ County).— For deserting his wife and family- JAMES THOMAS WOOD, alias HILLS, age 39, height 5 ft. 10J in., complexion fresh, hair and whiskers sandy, eyes grey, scar on right cheek from eye downward ; dress, dark jacket, imita- tion moleskin trousers, lace boots, hairy cap. A brick- layer; native of Milton, Sittingbourne. Sometimes works at gasworks. Warrant issued. Information to Supt. Wood, Canterbury. JEIOO REWARD. 18.— Deal ( Borough).— Woodcut portrait and de- scription of WILLIAM CARTERFIELD, late mana- ger to the Trading Bank, Deal, whose apprehension is sought for embezzling £ 1,200— age 40, height 5 ft. 8J in., complexion sallow, hair, beard, whiskers, and moustache dark, high round- shouldered, hangs his head forward, and will not look up when talking ; dress, dark brown overcoat, black morning coat, dark check trousers, high silk hat. Left Deal about 11 a. m., 1st inst., carrying a black brief bag, and was traced to Dover, whence it is supposed he left by the 5.30 p. m. train for London. His father and sister reside at Exeter. May endeavour to leave the country. Warrant issued. The above reward will be paid by D. M. Hills, Esq., and A. E. Ralph, Esq., bank directors, Deal, for the- apprehension and conviction of Carterfield. Information to Head Constable Capps, Deal. 19.— Folkestone ( Borough). — For obtaining £ 2 15s. by means of a fictitious cheque on the Capital and County Bank, Ramsgate— A MAN, who repre- sented himself as R. Glover and Co., Bridge House Chambers, Bridge- street, London, E. C. ( false), age 30 to 35, height 5 ft, 5 or 6 in., beard, whiskers, and mous- tache dark, nervous tremor of the hands; dress, black overcoat, black frock coat, sometimes wears a high hat and at other times a yachting cap, has a habit of twist- ing his watch chain when talking. Was accompanied by his wife, age about 30, height 5 ft. 6 in., complexion fresh, hair red, pregnant; and a daughter, age about 11, hair red. Had with them one large and one small light- coloured tin boxes, a black hand beg, and a Russia leather bag about 9 in. lone;, 4 in. wide, and 6 in. deep, with Old English letters, " E. J. F." thereon. Stated he was about to publish a visitors' guide, and obtained several sums of money for advertisements therein. Has circulars and receipt forms relating thereto in his possession. Warrant issued. 20.— Folkestone ( Borough).— For deserting his- wife and child— DUBOYCE HAMBROOK, age 34,. height 5 ft. 8 or 9 in., complexion fresh, hair dark brown, eyes dark, moustache heavy. Was recently seen hawking paraffin oil in the neighbourhood of Croydon. Warrant issued. Information to Supt. Taylor, Town Hall, Folke- stone. LANCASHIRE. 21.— Bolton ( County).— For stealing at West Broughton, 29th ult., a gentleman's silver English lever watch, No. 11385, maker " Isaac Jacobs," gold hands- ADAM WALKER, a collier, age 25, height 5 ft. 6 in., complexion pale, hair light brown, moustache ( slight) light, cross tattooed left wrist, blue ring on one finger left hand ; dress, black cloth jacket, black cord trousers, black cloth cap with peak. Was traced to Chorley, where he offered the watch in pledge. 22.— Bolton ( County).— Fox stealing a watch, 27th ult., which he pledged in name of Spencer — SAMUEL VAUGHAN, age about 24, height 5 ft. 5 or 6 in., complexion fresh, hair brown, moustache slight, bracelet tattooed on wrists and brooch on one arm ; dress, plaid jacket and vest, brown trousers, and clogs. Is supposed to be a deserter from 55th Regiment. Information to Supt. Eatough, Bolton. £ 20 REWARD. 23.— Manchester ( City).— Woodcut portrait and description of WALTER MANTEL DANIELL, a traveller for a firm of furniture manufacturers, whose FRIDAY, MARCH 30, 1 8 8 8. T H E POLICE GAZETTE. 3 apprehension is sought for embezzling £ 800— age 28, height 5 ft. 8 in., complexion fair, hair and moustache ( slight) light, prominent upper lip, large front teeth in upper jaw, smart appearance ; dressed respectably, and when last seen was wearing an Inverness coat and cape ( occasionally wears a blue Melton overcoat), and a gold snake ring on finger. Absconded 6th ult. May be found in the company of betting men, as he is very fond of horse- racing, and frequents public- houses and other places where bttting men congregate, or he may • endeavour to emigrate. The above reward will be paid by Messrs. John Gough and Co., Furniture Manufacturers, 6, Oldham- road, Manchester, for the apprehension and conviction of Daniell. Warrant issued. It is requested that enquiry be made at hotels, bet- ting clubs, lodging- houses, < fcc., and any information immediately forwarded to the Chief Constable, Town Hall, Manchester. 24.— Saltord ( Borough).— For forging an order for the delivery of goods- WILLIAM DANIEL HUGHES, age 45, height 5 ft. 6 in., complexion fair, moustache { slight) light, full round face, respectable appearance, wears his hat well back on his head. Warrant issued. Information to the Chief Constable, Town Hall, Sal- ford. brown overcoat. His wife is a native of Swindon, and his mother resides at Beckenham, Kent; has an aunt named Hedger, residing at Standford, near Faring- don. May go to Wantage or Newbury, Berks, where he is known. Supposed native of Swindon, Wilts. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Supt. Pike, Farnham. SUSSEX ( WEST). 30.— Arundel ( Borough).— For abducting a girl with intent to carnally know her— WILLIAM HENRY ROWAN, a coachman, age 40, height 5 ft. 6 in., complexion and hair ( thin in front) dark, small side whiskers, two top front teeth deficient, bracelet tattooed on wrist; dress, black diagonal suit, light dust overcoat, black hard felt hat, lace boots, wears a silver hunting watch with gold albert attached. The girl ( Martha Mary Lee) is 16 years of age ( looks older), height 5 ft. 2 in. ; dress, long black corded jacket, browa merino dress, black hat, trimmed black- and- red velvet. Warrant issued. Information to Head Constable Robertson, Arundel. LEICESTERSHIRE. 25.— Leicester ( Borough).— For stealing watches and jewellery ( recovered) — ARTHUR MORLEY { supposed false), age about 25, height 5 ft. 9 in, slight build, complexion fair, moustache ( slight) and side whiskers light; dress, short dark overcoat, brown coat and vest, black trousers ( rather short), hard felt hat wore a gold scarf- pin made from a watch wheel and set three stones. A jeweller ; carried a small black bag with canvas cover. Absconded 23rd inst.— HUBBLE, alias WILSON, age about 24, height 5 ft. 9 or 10 in., complexion pale, thin face, no whiskers, boyish appearance, contracts his eyebrows when speaking ; dress, black coat and vest, dark check neck- tie, blue scarf, horseshoe pattern, of gentlemanly appearance and good address. Speaks French and German fluently. Absconded 28th ult. Information to Head Constable Duns, Leicester. NORFOLK. 26.— East Dereham ( County).— For assaulting policc— JOSEPH BAKER, age 32, height 5 ft. 9 in., complexion fair, hair, whiskers, and moustache light, eyes blue, stoops when walking ; dress, light cloth jacket, dark cloth vest with drab sleeves, beaverteen trousers ( patched), white neckerchief, heavy lace boots, black hard felt hat. Warrant issued. Information to Supt. Symonds, East Dereham. SOMERSETSHIRE. 27.— Flax Bourton ( County).— For malicious in- jury to property— TWO NAVVIES : 1st, — HARE, alias BROWN and PINCHER, age about 24, height 5 ft. 5 or 6 in., stout build, complexion fair, hair ( cut short) light brown, clean shaved, short thick neck, broad features, large nose, round- shouldered, effeminate voice; dress, dark mixture tweed coat, moleskin trousers and vest, heavy lace boots, dark jockey cap with tassel on top.— 2nd, FRED WEBB, alias WHITE and DAVIS, age 30 to 34, height about 5 ft. 8 in., com- plexion pale, hair light, moustache brown, thin features, flat chin ; dress, pilot jacket, cord trousers and vest, heavy lace boots, brown cap with peak. May be found at public works. Warrant issued. Information to Supt. Drewett, Flax Bourton. whiskers dark, hair black ; dress, grey or pepper- and- salt jacket, dirty cord trousers, black felt hat ( square top), and heavy boots with wide soles. Appearance of a labourer. Information to Supt. Barrett, Chippenham. SUFFOLK. 28.— Bury St. Edmunds ( County).— For de- serting his wife and family, leaving them chargeable to the Incorporation of Bury St. Edmunds— JOHN ADAMS, a tailor, age 47, height about 5 ft. 6 in., slight build, complexion pale, hair, whiskers, beard ( turning grey) dark, eyes dark grey, long dark eye- brows, hollow cheeks, wart size of a pea behind one ear, brown birthmark shape of a hand on right temple; dress, dark overcoat ( much worn), black diagonal coat, black- and- grey check trousers, imitation sealskin vest, grey worsted wrapper. Has worked at Woolwich, Brentwood, Braintree, Gravesend, and Ipswich. Talked about going to Scotland. Warrant issued. Information to Supt. Clarke, Bury St. Edmunds. Gillett, 25, Waterworks- street, Hull, Silk hats, Felt hats," in gilt letters inside. Had with him a large black bag containing clothing. Left behind a hat with " O. Bridges and Co., 66, Down ing- gtreet, Manchester," inside. Is fond of reading the daily newspapers. His modus operandi is to make himself well acquain- ted with members of the various branches of the Salva- tion Army, and after ascertaining the addresses of the captain and other officers, and the hours at which they are absent at meetings, breaks into their houses chiefly by forcing the back window, and steals wearing apparel and any other articles of value. He takes lodgings with quiet respectable families, leaves the house early in the morning, and returns during the day wearing a white apron. She stayed a few days, and then went out on some pretence, promising to return, but failed to do so.
