Announcements concerning stolen property must be guaranteed by an officer of no! less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property biar a number, and an ulphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted tt the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Edito notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. , 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Tost Office Order payable at Charing Cross, Toital Order, or in Stamps. 13. NOTICE. EXTRADITION. A Declaration was signed in London on the Slat of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjeots whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do BO. D.— Woodcut portrait and de- scription of WILLIAM RAMPLING, whose appre- hension is sought for embezzling £ 300, the moneys of the Wimborne Gas Company— age 40, height 5 ft. 2 or 3 in., complexion fair, hair ( thin in front) light brown, beard ( thin), whiskers, and moustache light, eyes small, full features, large forehead, of good address; dress, brown overcoat, black hard felt hat; carried a rather shabby carpet bag. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W.; or to Supt. Marsh, Wimborne, Dorset. WAUR, alias WAUER, whose appre hension is sought for obtaining money by means of fictitious cheques— age 30 to 35, height 5 ft. 10 in., complexion fresh, hair dark brown, mous- tache ( heavy) light, eyes brown, scar on left cheek near moustache; dress, dark blue box overcoat with velvet collar, dark trousers, high hat. A German; speaks English fluently. May be found at hotels or first- class lodging- houses in the Provinces. Warrant issued. The above reward will be paid by Mr. Mann, Soli- citor, 111, New Oxford- street, for the apprehension and conviction of Waur. 3.— Convict Office.— For stealing a lady's gold open- face Geneva watch— License Holder THOMAS HUXLEY, Office No. 35052, age 46, height 5 ft. 6 in., complexion dark, ha'r ( bald in front) grey, cupping marks on each loin; dress, respectable. May seek employment as steward on board a coasting vessel. 4.— J Division — For forgery and fraud— ERNEST GRAY, a potman, age 20, height 5 ft. 6 in., complexion very fresh, liair dark brown, no whiskers or moustache ; dress, light tweed suit ( much worn), black hard felt hat. Is well known at Romford. Warrant issued. 5— P Division.— For stealing £ 100— WILLIAM COTTAM, a milkman, age 35, height 5 ft. 11 in., com- plexion fair, hair light, eyes ( very small) grey ; is addicted to drink, and has a bloated appearance; dress, black overcoat, check suit, black hard felt hat. Absconded 19th inst. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. BEDFORDSHIRE. 6.— Biggleswade [. County).— For deserting his wife and family— THOMAS SALT, a sweep, age 35, height 5 ft. 8 or 9 in., slight build, left 10th inst. dressed in the garb of a sweep, with a grey pony and square cart, accompanied by William Kitchener, horse coper, age about 42, height 5 ft. 7 or 8 in., complexion dark, whiskers black. They may have sold the pony and trap, and be found at some low beerhouse or public- house. Warrant issued. Information to Supt. Smith, Biggleswade. 7.— Sharn brook ( County)— For larceny, 5th inst — JOHN GOODMAN, age 17, height 5 ft. 5 in., com- plexion fair, hair light brown, eyes grey, full face; dress, grey coat and vest, brown cord trousers, double peak cap — FREDERICK FOSKETT, age 18, height 5 ft. 6 or 7 in., complexion sallow, hair dark brown, eyes grey, freckled face, turns his toes inward when walking ; dress, long black coat and vest, grey trousers, black leather leggings, black hard felt hat. Warrant issued. Information to Inspector Quenby, Sharnbrook. BERKSHIRE. 8.— Newbury ( County).— For stealing a horse, cart, and harness ( recovered), 26th inst.— GEORGE HENRY WHITE, alias ROSSITER, age about 40, height 5 ft. 5 or 6 in., complexion fresh ; dress, reddish mixture stableman's suit ( trousers darned at back of right thigh), light cloth double peak cap. Bennett, Newbury. 9.— Wantage ( County).— For receiving hay, knowing it to be stolen, 21at inat.- JOHN BUCK- LAND, age about 26, height 5 ft. 6 in., complexion, hair, and eyes dark ; dress, dark coat and trousers, brown cord vest with black binding. A gipsy; travels the country with a van. Warrant issued. Information to Supt. Dorrell, Wantage. 10.— Wokingham { County).— For obtaining £\ by false pretences, 13th inst.— GEORGE BOOKER, or HOOKER, age 50 to 60, height 5 ft. 5 or 6 in., com- plexion florid, hair, whiskers, and moustache grey, eyes blue, sometimes walks lame, is an inveterate smoker; dress, brown overcoat, brown cord trousers, white muffler, soft grey felt hat with broad brim— all old, generally carries an umbrella. A native of Wick- ham, near Fareham, Hampshire. His practice is to call upon solicitors representing he has money owing him from builders and contractors in London, mentioning the names Dove Brothers, Studd- street, Islington, and Coles, of Ponder's End, and requesting them to recover the same ; also to transfer a mortgage upon property he claims in the parish of Wickham, Hants, and then draws money upon these representations. Warrant issued. Information to Supt. Atkin, Wokingham. BUCKINGHAMSHIRE. 11.— Aylesbury { County).— For stealing, 14th inst., about £ 40 gold, 1 or 2 £ 5 Bank of England notes, and a lady's silver watch, No. 72434, maker " Field and Son," with silver chain and oval locket attached - FOUR MEN, 1st ( supposed) BENJAMIN HARD- ING, age about 25, height 5 ft. 6 in., complexion fair, hair brown, little or no whiskers ; dress, dark jacket and trousers, black felt hat. Resided with his father, Benjamin Harding, a greengrocer, in the neighbour- hood of Whitcchapel until about 10 months since, when he gave up business.— 2nd, age about 23, height 5 ft. 6 or 7 in., complexion and hair dark, whiskers and moustache shaved ; dress, black chesterfield over- coat, black hard felt hat.— 3rd, age about 35, height 5 ft. 6 in., complexion fresh, hair light brown, whiskers ( light) sandy ; dress, brown chesterfield overcoat and black hard felt hat.— 4th, age about 25, height 5 ft. 6 or 7 in, complexion and hair dark, no whiskers or moustache; dress, short dark jacket, black hard felt hat. Webb, Aylesbury. 12.— Slough { County). — For embezzlement — HENRY JAMES YEATES, age about 31, height 5 ft. 6 in., complexion fresh, hair ( turning grey) brown, eyes hazel, lost front tooth in upper jaw, broad features, high cheek bones, rather tow- legged, long back; dress, mixture suit and felt hat. A butcher ; native of Highworth, Wiltshire. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Supt. Dunham, Slough. CAMBRIDGESHIRE. 13.— Cambridge { Borough).— For stealing a watch ( recovered), and a gold ring set with hair, 12th inst.— A MAN, age about 27, height 5 ft. 9 in., complexion dark, small side whiskers and moustache black; dress, black coat, brown cloth trousers, blue- and- white striped collar, red- and- black scarf, brown felt hat. Was employed by tradesmen painting price cards, & c., for shop windows. Stated he served in the Royal Engi- neers for 7 years, and now belonged to the Army Reserve. Information to Chief Constable Turrall, Cambridge. CARNARVONSHIRE. 14.— Carnarvon { County).— For night poaching at Bangor- OWEN WILLIAMS, alias OWEN MINFFORDD, a labourer, age 30, height 5 ft. in., complexion fresh, oval face, hair dark brown, eyes hazel, cut on top of forehead, blue dot between finger and thumb of both hands ; dress, old brown cloth coat, moleskin trousers, black cap. Belongs to the Welshpool Militia. Supposed gone to the South of Wales, where he may be found at common lodging- houses. Warrant issued. 15.— Carnarvon ( County).— For obtaining goods by false pretences— WILLIAM JONES, alias WILL JONES CLYNNOG and WILL TURNPIKE, a butcher, age 45, height 5 ft. 9 in., stout build, com- plexion fair, hair brown, whiskers ( slight) sandy, weak chest; dress, brown tweed suit, short jacket, bowler hat. Absconded 17th inst. Warrant issued. Information to Lieut.- Col. Ruck, Chief Constable, Carnarvon. CHESHIRE. 16.— Birkenhead ( County).— For stealing, at Lis- card, 18th inst., 1 lady's gold English lever watch, gold face, maker's name " T. Roberts, Strand- street, Liver- pool " j 1 gentleman's silver lever watch, white face, second's hand deficient, maker's name '' Robert Roberts, Bangor"; 1 masonic ( Mark Mason's) breastpin; 1 amethyst ditto; 1 silver watch guard with tassels ; 1 gold oval locket with monogram " T. H. E"; 1 small gold oval ditto; 1 silver necklet, broad flat links, chased ; 1 silver bracelet, chased ; 1 malachite brace- let, set in silver; 1 lady's gold mourning ring ; 1 silver locket; 2 silver brooches ( one inlaid with gold) ; 1 gold neck chain ; 1 lady's long gold watch chain— A MAN, age about 23, height 5 ft. 8 in., slight build, moustache slight; dress, long shabby brown overcoat, hard felt hat, wore a pair of heavy framed eye- glasses- Information to Supt. Hindley, Birkenhead. 17.— Stockport ( Borough).— For stealing a num- ber of watches entrusted to him to repair— ALFRED CORBETT, age 62, height about 5 ft. 3 in., hair, whiskers, and moustache ( slightly grey) dark ; dress, black worsted overcoat, black suit, white collar, and black tie, lace boots, black hard felt hat. A native of Clerkenwell, London. Has a brother, John Corbett, a herald chaser, residing at Wardour- street, Oxford street, London, and sons: Alfred Corbett, a watch- maker, at Spennymoor, near Durham; William Corbett, mechanic, at Piatt's Machine Works, Oldham ; John Corbett, a dealer in jewellers' materials, 20, Hope- street, Hanley, Staffordshire ; daughters : Caro- line Foster, Cuthbert Cottages, Winson Green, near Birmingham ; Elizabeth Law, at 143, Oxford- street, Werneth, Oldham. Is well known to Mr. Prophet, jewellers' material dealer, Bolton. Has worked in King's- square, London. Birmingham, Manchesteri Durham, and Scotland. Supposed to have been pre- viously convicted near Durham some years since, and sentenced to 9 months' imprisonment for a similar offence. Absconded 22nd ult., having about £ 40 in his possession, and is supposed to have sailed from Liverpool in the " British King " for Philadelphia. Not to be arrested out of the United Kingdom. Warrant issued. 18.— Stockport ( Borough).— For obtaining money by fraud- JAMES STAFFORD, alias LEE, age about 45, height 5 ft. 6 in., complexion fresh, hair ( brushed back at sides and bald on top), moustache and imperial brown, right eye grey, left brown, cross, ship, sailor, flag, and J. S. tattoed left arm, " J. Stafford " left wrist, mermaid, Scotch girl, arrow, heart, anchor, bird, and " M. B." right arm ; dress, black coat and vest, dirty corduroy trousers, lace boots, black hard felt hat wore a ring with dark stone on one finger. Stated he was an army pensioner, and that his friends resided at Disley, Cheshire. His modus operandi is to take lodgings, stating he is a platelayer on the railway, and has obtained a contract which will last several months. He borrows a few shillings for the purpose of having his box removed from some other part of the town, and in most cases asks the landlord or some other person to accompany him. He then invites them into a public house, and making an excuse to leave for a short time, walks away, and is not seen again. Has been previously convicted for similar frauds at Leeds, Derby, Salford, Bury and Glossop. Photograph will be forwarded on application. Reid" engraved on inside case— HENRY COLDRIDGE, a travelling watchmaker, age 45 to 50, height 5 ft. 1 or 2 in., complexion fresh, hair and moustache light; dress, light grey overcoat, light trousers and vest, black hard felt hat. A native of Exeter. Is well known througout Devonshire and Somersetshire. May be found at common lodging- houses or beer- houses, where he works at his trade. Was accompanied by a woman, age 26, height 5 ft. 1 or 2 in , and a girl about 5 years of age. Warrant issued. Information to Supt. Collins, Cullompton. DERBYSHIRE. 19.— Derby ( Borough).— For embezzlement— MOSES MOULD ( generally called Harry), age 21, height 5 ft. 10 in., complexion fresh, hair brown, no whiskers or moustache, eyes dark ; dress, brown mix- ture plaid coat and vest, dark trousers with white stripes, brown hard felt hat; wears a silver watch and heavy gold albert, square pattern, with seal attached. A grocer's assistant; native of Mow Cop, Cheshire Has been employed by Mr. Birch, grocer, Hanley, also at the " Dolphin " public- house, Hanley. Absconded 5th inst.— CHARLES SEMPERS, age 32, height 5 ft. 6 in., rather stout build, complexion very fresh, hair light brown, eyes grey, side whiskers and moustache ( slight) sandy ; dress, small plaid coat and vest, brown corduroy trousers, black hard felt hat. A grocer's assistant; native of Mablethorpe, Lincolnshire. Has been employed by Mr. Brearley, grocer, Ilkeston ; Mr. Crewe, grocer, Northampton ; and Mr. Bullen, grocer, Ashby- de- la- Zouch. Has four brothers— viz., Thomas Sempers, Tavistock Hotel, London; John Sempers, Paragon Hotel, Hull; Jesse Serapers, smack owner, Grimsby ; and William Sempers, North Thoresby, Lin- colnshire. Absconded 5th inst. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Lieut.- Colonel Delacombe, Chief Constable, Town Hall, Derby. GLAMORGANSHIRE. 21.— Neath ( County).— For failing to report- License Holder DAVID EVANS, Office No. 34316, age 45, height 5 ft. 3£ in., complexion fair, hair light brown, eyes blue, scars right eyebrow, under left jaw, right side chin, and two right side neck, varicose veins legs. Sentenced at Swansea, 5th April, 1880, to 10 years' penal servitude for felony. Licensed 5th December, 1887. Y G 1011. Information to Supt. Howlett, Neath. DEVONSHIRE. 20.— Cullompton ( County.)— For stealing a silver HAMPSHIRE. 22.— Aldershot ( County)— For embezzlement— GEORGE SHAW, age about 19, height 5 ft. 5 or 6 in., complexion fresh, hair dark brown, slight side whis- kers, moustache ( slight) dark, eyes ( rather weak) brown, large mouth, thick lips. A butcher; may be found at the Metropolitan Meat Market. Warrant issued. Information to Supt. Brinson, Aldershot. 23.— Winchester ( City).— For stealing 1 grey dust coat, dark lining ; and 1 brown ditto— ROBERT LONEY, alias WILLIAMS and MALONEY, age 28, height 5 ft. 5 in., slight build, complexion sallow, hair and moustache brown, eyes grey, ship tattooed centre of chest, flowers, anchor, and Maltese cross right fore- arm, rose and Maltese cross left; dress, brown dust coat and trousers, black hard felt hat. A tailor; native of Winchester. Was discharged from the Berk- shire Regiment in February last; also served in the Hampshire Regt. Warrant issued. Information to Head Constable Morton, Winchester. HERTFORDSHIRE^ 24 — Watford ( County).— For stealing, 22nd inst., a brown cob horse pony, aged, about 14 hands, long mane, short tail, legs black, lump on off forefoot, broken- winded ; a set of brass- mounted harness ; and a tradesman's box pony spring cart, painted dark green ( rather rough)— FOUR MEN : 1st, age about 34, height 5 ft. 10 in., complexion fair, moustache ( slight) sandy ; dress, long brown plaid overcoat, dark tight- fitting trousers, hard felt hat.— 2nd, age about 27, height 5 ft. 6 in., complexion and moustache ( slight) dark ; dress, dark cloth suit, hard felt hat.— 3rd, age about 24, height 5 ft. 6 in., complexion, hair, and moustache dark ; dress, dark suit, hard felt hat.— 4th, age about 24, height 5 ft. 6 in., complexion fair, mous- tache ( slight) light ; dress, dark plaid suit, hard felt hat. All had the appearance of horse copers. Information to Supt. Hummerstone, Watford. KENT. 25.— Chat ham ( County).— For stealing aquantity of clothing, 9th ult.— JANE ELLIS, age about 40, height 5 ft. 1 or 2 in., complexion dark, hair ( wavy) black, full red face ; dress, grey shawl, black dress, black bonnet trimmed black satiu with grass, flowers and berries in front. Hawks crochet work and lace, which she carries wrapped up in paper, and states she is the widow of Colour- Sergeant Ellis, late 24th Regi- ment. Is accompanied by her son, age about 14, com- plexion dark, hair ( curly) black : dress, black over- coat, light tweed jacket, dark trousers, peak cap with gold cord and anchor in front. Information to Supt. Coppinger, Chatham. 26.— Folkestone ( Borough).— For deserting his wife and child— O'DUBOYCE HARNBROOK, age 34, height 5 ft. 8 or 9 in., complexion fresh, hair dark brown, eyes dark, moustache heavy. Was recently seen hawking paraffin oil in the neighbourhood of Croydon. Warrant issued. Information to Supt. Taylor, Folkestone. 27.— Tunbridge Wells ( Borough).— For stealingi 16th inst, an oval gold locket with pearl latin cross, two glasses inside— A MAN, age about 30, height 5 ft. 8 or 9 in., complexion sallow, moustache ( slight) dark, square shoulders ; ! dress, dark suit and broad- brimmed soft felt hat, appearance of a clergyman, wore a showy ring on little finger of left hand, and a gold albert chain. This man went into a jeweller's shop and asked to be shown some lockets, and while the shopkeeper's back was turned, abstracted the locket and left without making a purchase, but took some tracings of jewellery to show. Information to Head Constable Embery, Tunbridge Wells. FRIDAY, MARCH 30, 1888. T H E POLICE GAZETTE. 3 LANCASHIRE. 28.— Ormskirk fCounty).— For obtaining money by false pretences— — KING, age 35, height 5 ft 6 or 7 in., complexion fresh, hair ( cut short), side whiskers, and moustache light brown, of smart gentlemanly appearance ; dress, dark tweed overcoat, light tweed coat and vest, lace boots, double peak cap. Engaged rooms at a public house, which he said he would re- quire for about 9 weeks, stating he was a Government surveyor, and had come to survey the district. Next morning he asked the landlady to change him a bank note, which she was unable to do, and then asked her to lend him £ 2, and immediately afterwards left, and has not since been heard of. Information to Supt. Jervis, Ormskirk. 29.— Liverpool ( City).- For failing to report- License Holder CHRISTOPHERSEWELL, Office No. 34750, age 21, height 5 ft. 3 in., complexion fresh, haii dark brown, eyes grey, anchor left arm and between left thumb and foiefinger, ring second finger. Sen- tenced at Liverpool, 4th February, 1884, to 5 years' penal servitude for arson. Licensed 4tli February. K 148. Information to the Chief Superintendent, Detective Department, Liverpool. 30.— Lancaster ( Borough).— For forgery— JOHN QUINLAN, age 45, height 5 ft. 8 or 9 in., complexion sallow, hair brown, long whiskers and moustache, eyes grey, of very excitable temperament, and twitches his eyes when talking, finger nails bitten very low, is a brisk walker but rather weak- kneed. Left Saiford 30th August last, and it has since been ascer- tained that he took passage from Liverpool the following day oa board the steamer " Sardinian" for Quebec, but may have landed at Rimouiski. He booked and travelled in name of John Wilson, and was accompanied by a man named Rhodes, who travelled in the name of Jones. Their luggage was all labelled " Winnipeg, Manitoba," where it is sup- posed they have gone with the intention of turning to farming. A note was received from Douglas on 23rd October, headed " St. James'- street, Montreal," and bore the Montreal post- mark, dated 13th September. His modus operandi is to make himself well acquain- ted with members of the various branches of the Salva- tion Army, and after ascertaining the addresses of the captain and other officers, and the hours at which they are absent at meetings, breaks into their houses chiefly by forcing the back window, and steals wearing apparel and any other articles of value. He takes lodgings with quiet respectable families, leaves the house early in the morning, and returns during the day wearing a white apron. It is requested that special inquiry be made at the different branches of the Salvation Army for his appre- hension. States he is a native of Mayo, Ireland. Both are of respectable appearance, and have a pedlar's certificate granted at Glasgow, 27th October, 1887. Had in their possession a 9- carat gold ring, soldered in shank ; a lady's gold Geneva watch, No. 23571, silver dial, black figures, maker's name " Nicole, Geneva"; a silver Geneva watch, No. 10391, enamel dial, steel hands, a 9- carat gold curb albert, with brass bar attached ; a gold English lever watch, No. 6345, enamel dial, gold hands, capped, " Thomas Yates, Friar Gate, Preston," on dial, 9- carat gold fetter- link albert attached. Their practice was to go to farmhouses, ifcc., represent- ing that they were selling drapery goods for some mer- chant in difficulties, who would give 5s. interest for every 20s. lent, leaving a few remnants of cloth of little value as security. They also gave the names of several persons in the neighbourhood who they stated advanced them money. " ISSING from his Home, in this Neighbourhood, since the night of 2- 2nd instant, a YOUNG MAN, 24 years of age, height 5 ft. 4 or 5 in., dark hair and dark brown moustache, ordinary make, wore glasses. Dressed in black felt hat, brown tweed suit, black silk neck- tie, a grey flannel shirt, a |. air of lacing boots, and a dark brown overcoat He is of irreproachable character and good family. His mind has of late shown symptoms of religious mania. He was on good terms with his parents and friends. By a note from him, posted at the General Post Office here between 10 and 10 30 p. m. on 22nd instant, it is indicated that he had become tired of life. He may have taken means to put an end to his existence, or he may have gone to some place at a distance, desirous of concealing his whereabouts from his friends. He had £ 4 or £ b in his possession, and a pearl- handled pocket- knife. He has travelled over a great portion of the world. The above reward will be paid by his father to any person who, within three months from this date, will give such in- formation to the subscriber as shall lead to his discovery if alive, or, if dead, for the recovery of his body.
