W. 2 Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE if they are sufficient to enable action to be taken upon them by another for*. ° " J"! Property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be prominently inserted, with detailed particulars, at a . est of 15*. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. ' 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature oj an officer of not less rank than Superintendent ; and, if the name of such person be req- nred to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. T I O N S. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and an alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted tl the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editot notice » f the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. Jhey must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drutntnond $ Co.," Post Office Order payable at Charing Cross, Pottal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. EXTRADITION. A Declaration was signed in London on the 31st of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties he bound to surrender thtir own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. MURD YORKSHIRE ( EAST RIDING). i.— HULL ( Borough),— WHEREAS, about 10 a. m., 8th February last, the dead body of ELIZABETH OLIVER, aged 13, was found lying at the foot of the embankment of the Hull, Barnsley, and West Riding Junction Railway, within the boundary fence, near to what is known as Craven- street Bridge, and about 32 yards from the foot- path leading from Craven- street to Lee Smith- street, in this borough, and about 150 yards direct from her home. She cannot be traced further than about 150 yards from her home, going in an opposite direction to that where her body was found ( about 7,30 p. m., 7th February). At an adjourned inquest held Jst inst., a verdict of Wilful Murder was returned against some person or per- sons unknown. As no clue whatever can be obtained to the perpetrator or perpetrators of the crime, who it is supposed attempted to commit an outrage or indecent assault on the body after insensibility, it is requested that in the event of the slightest information being obtained which may lead to some clue to tracing the offender or offenders, immediate information be given to Captain Gurney, Chief Constable, Hull, T H E POLICE GAZETTE. Warrant issued. 3.— G Division— For stealing, 27th ult, a cash box, containing £ 15, a single stone diamond ring, and a signet ring, set bloodstone, with monogram " A" thereon— ANDREW CRUM, an engraver, age 18, height 5 ft. 3 or - 4 in., complexion sallow, blotchy face, hair dark brown; dress, dark jacket and vest, tweed trousers. May endeavour to emigrate. Has friends residing at Huddersfield. A native of Aberdeen. 4.— P Division.— For stealing .£ 80— THOMAS COTTAM, age 20, height 5 ft. 11 in., complexion fair, hair light, eyes grey, very red face ; dress, light tweed suit, hard felt hat.— JANE COTTAM, age 26, height 5 ft. 5 in., complexion fresh, hair auburn, eyes blue, large features, sharp pointed nose; dress, long black diagonal ulster or long red mixture jacket, black Gainsborough hat with ostrich feather, wears a Jubilee ( brooch made of four threepenny pieces. 5.— X Division.— For stealing £ 76 in notes and gold— JOHN WILLIAM JOHNSON, grocer's assis- tant, age 20, height 6 ft., complexion fresh, full face, hair brown, moustache ( slight) light, birthmark over right eye, walks erect; dress, brown overcoat, black morning under, chocolate- colour scarf with horseshoe pin, black felt hat. A native of Clapham. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. AYRSHIRE. 6.— Galston ( County). — Woodcut portrait and description of License Holder ARTHUR CLEVE- LAND, alias WILLIAM McCLELLAND and CLARK, Office No. 33756, a labourer or miner, whose appre- hension is sought for failing to report; age 34, height 5 ft. 8 in , hair dark brown, oval face, blue spot point of nose, 2 scars right hip, one left knee, and several on head, mole right forearm, man, flowerpot and flowers right forearm, set of flags and " W. C." left forearm, bracelet both wrists, man and woman on chest, speaks with a mixed English and Scotch accent; dress when last seen, light grey tweed coat, blue pilot vest, dark brown check tweed trousers, check winsey shirt, white collar, lace boots, blue cap with peak. Convicted at Brighton, 18th March, 1875, and sentenced to 15 years' penal servitude for rape. Licensed 22nd September, 1887. B 37. Left Galston, 6th ult., accompanied by his cousin, Catherine Elizabeth McClelland, a millworker, age 19, short and stout, complexion fair, hair light, eyes blue, wound mark right forearm; dress, blue- grey- and white check shawl, dark grey winsey dress, green and red check turnover, lace boots, bare head. Information to the Chief Constable of Ayrshire, Ayr. BEDFORDSHIRE. 7.— Leighton Buzzard ( County).— For house breaking, 26th ult., and stealing I small gold watch, plain case, silver dial, No. 6936 ; 2 gold mourning brooches, set with a row of pearls, hair in centre, S. C. on back of one, M. C. the other ; 1 small gold do., set garnets, hair in centre; 1 round gold do., raised in centre ; 1 square pebble do., eet in silver ; 1 round tor- toiseshell do.; 1 gold ring, set garnet and pearls, rose shape centre ; 1 small glass bottle, covered with gold filigree, twisted gold handle; 2 steel buckles, 1J in. square ; 1 tortoiseehell buckle. 2 in. in length ; 1 gold heart- shape locket, M Y. thereon 1 small gold pencil- case ; 1 old red leather purse, with band ; 1 jubilee half- crown, and about £ 3 gold and silver— A MAN, age 28 to 30, height 5 ft. 6 or 6 in., slight build, com plexion sallow; hair and moustache ( slight) light, eye- lashes almost white, eyes red and weak, scar near corner left eye, forehead projecting and wrinkled ; dress, long dark overcoat, dark suit, light necktie, hard felt hat, tide- spring boots. Arrived from Euston 25th, and left Dunstable by first train, 27th ult., for King's- cross. Information to Supt. Shepherd, Leighton Buzgard. 8 — Sharnbrook ( County)— For larceny, 5th inst — JOHN GOODMAN, age 17, height 5 ft. 5 in., com- plexion fair, hair light brown, eyes grey, full face ; dress, grey coat and vest, brown cord trousers, double peak cap— FREDERICK FOSKETT, age 18, height 5 ft. 6 or 7 in., complexion sallow, hair dark brown, eyes grey, freckled face, turns his toes inward when walking ; dress, long black coat and vest, grey trousers, black leather leggings, black hard felt hat. BERKSHIRE. 9.— Maidenhead ( Borough).— For stealing, 27th ult., a light livery overcoat ( buttons deficient) and a pair of heavy lace boots ( nearly new) — JAMES KIMBER, age 35, height 5 ft. 9 in., complexion fresh, hair and moustache brown, eyes hazel ; dress, fustian jacket ( lengthened with lighter material), white slop under, cord trousers, blue check shirt, heavy lace boots, hard felt hat. A native of Holyport, Berks. Supposed to belong to the Oxfordshire Militia. Information to Head Constable Taylor, Maidenhead. CAMBRIDGESHIRE. 10.— Isle of Ely ( County).— For stealing, 13th ult., an old double case watch, hands and glass defi- cient, brass chain and keys attached— ELIJAH SMITH, a gipsy, age about 21, height 5 ft. 5 or 6 in., complexion, hair, and moustache ( slight) dark ; dres-, black cloth coat, light cord trousers, blue muffler with spots, and dark cap with peak. May be found with hawkers of brushes, tfce., or with gipsies in Cambridge- shire, Huntingdonshire, Bedfordshire, or Norfolk. Warrant issued. Information to Supt. Burrows, March. CARNARVONSHIRE. 11.— Carnarvon ( County).— For failing to report — Supervisee WILLIAM OWEN, alias WM. RODE- RICK- OWEN, Office No. 33413, age 51, height 5 ft. 61 in, complexion pale, hair brown ( turning grey), large tumour on back, speaks huskily A quarryrnan. Supposed now in South Wales. Sentenced at Carnar- von, 22nd October, 1886, to 9 months' hard labour and 3 years' police supervision for felony. Information to the Chief Constable, Carnarvon. CHESHIRE. 12.— Stockport ( Borough).— For stealing a num- ber of watches entrusted to him to repair— ALFRED CORBETT, age 62, height about 5 ft. 3 in., hair, whiskers, and moostache ( slightly grey) dark ; dress, black worsted overcoat, black suit, white collar, and black tie, lace boots, black hard felt hat. A native of Clerkenwell, London. Has a brother, John Corbett, a herald chaser, residing at Wardour- street, Oxford street, London, and sons: Alfred Corbett, a watch- maker, at Spennymoor, near Durham; William Corbett, mechanic, at Piatt's Machine Works, Oldham ; John Corbett, a dealer in jewellers' materials, 20, Hope- street, Hanley, Staffordshire ; daughters : Caro- line Foster, Cuthbert Cottages, Winson Green, near Birmingham ; Elizabeth Law, at 143, Oxford- street, Werneth, Oldham. Is well known to Mr. Prophet, jewellers' material dealer, Bolton. Has worked in King's- square, London, Birmingham, Manchester, Durham, and Scotland. Supposed to have been pre- viously convicted near Durham some years since, and sentenced to 9 months' imprisonment for a similar offence. Absconded 22nd ult., having about £ 40 in his possession, and is supposed to have sailed from Liverpool in the *' British King " for Philadelphia. Not to be arrested out of the United Kingdom. CUMBERLAND. 13.— Wigton { County).— For obtaining goods by false pretences — EDWARD STEWART, alias BOILER, age about 27, height 5 ft. 7 or 8 in , stout build, complexion fresh, hair light brown, one front tooth deficient; dress, light grey tweed jacket and vest, dark grey trousers, pink silk neckerchief, black silk cap with peak. A native of Penrith. Warrant issued. Information to Supt. Brown, Wigton. DEVONSHIRE. £ 20 REWARD, 14.— Barnstaple ( Borough).— Woodcut portrait and description of JOHN DAVEY, whose apprehen- sion is sought for an of- fence under the Bank- ruptcy Act— age 43, height 5 ft. 9j in., complexion pale, hair very dark, beard and moustache black, eyes dark, stoops slightly when walking. Is supposed to have gone to America, ac- companied by his two sons, aged 21 and 19 respec- tively. The above reward will be paid by Mr. Villar, public accountant, 10, Hainmett- street, Taunton, for the apprehension and conviction of Davey. Information to Head Constable Songhurst, Barn- staple. DORSETSHIRE. 16.— Wim borne ( County). — For embezzling £ 3 15s. 6d.— WILLIAM RAMPLING, age 4o, height 5 ft. 2 or 3 in., complexion fair, hair ( thin in front) light brown, whiskers and moustache light, eyes small, full features, large forehead, of good address. Was employed as manager at Gas Works, and may seek similar employment. A native of London. Warrant issued. Information to Supt. Marsh, Wimborne. ESSEX. 16.— Southend ( County).— For embezzlement— WILLIAM H. WOOD, a milkman, age 20 ( looks younger), height 4 ft. 10 in., slight build, complexion sallow, long thin face, hair brown, eyes hazel, stoops a little when walking ; dress, dark grey crat and vest, dark trousers, black hard felt low- crowned hat, lace boots. Well acquainted with London. Supposed to fcave been in a Reformatory School. A native of Southend. Warrant issued. Information to Supt. Hawtree, Southend, GLOUCESTERSHIRE. 17.— Northleach ( County).— For stealing 24s, 29th ult.— WILLIAM HAMBLETT, age 17, height 5 ft. 4 in., complexion dark, hair dark brown, eyes hazel, lobes of ears very large ; dress, black ribbed cloth jacket, brown cord trousers, blue handkerchief with white spots round neck, black hard bowhr hat. May be found at 2, Saffron- bill, Farringdon- road, London, E. C. A native of Longborough, Gloucester shire. Warrant issued. Information to Supt. Basson, Northleach. 18.— Stroud ( County).— For stealing a silver lever watch, a gold albert chain, and £ 7 15s. gold and silver THOMAS JONES, age 47, height 5 ft. 6 in., com- plexion fresh," hair turning grey, moustache light brown; dress, light cloth coat, moleskin trousers, and double peak cap. Carried a flag basket with tools. A bricklayer. Supposed native of Birmingham. 19.— Stroud ( County).— For larceny ( linen to dry) — WILLIAM BLISS, age 25, height 5 ft. 5 in., com- plexion fresh, hair brown, quick walker; dress, dark tweed trousers, dark vest, water- tight boots, no coat or hat. Has been previously convicted of burglary, and is a dangerous character. A native of Cheltenham. Information to Supt. Philpott, Strcud. HAMPSHIRE. 20— Winchester ( City).— For stealing, 6th inst. a brown single- breasted overcoat, button- holes much worn— A MAN, age about 30, height 5 ft. 10 in., complexion sallow, hair dark brown; dress, dark jacket and vest ( supposed navy blue), dark mixture trousers, peak cap. Information to Head Constable Morton, Winchester. KENT. 21.— Chatham ( County).— For failing to report- Supervisee GEORGE LANE, Office No. 31731, age 23, height 5 ft. 1J in., complexion fresh, hair red ( cut close), eyes blue, tattooed on left forearm, scar on fore- head. Sentenced at Maidstone, 23rd October, 1885, to IS months' hard labour and 3 years' police supervision for fowl- stealing. 640. Warrant issued. Information to Supt. Coppinger, Chatham. 22. — Tunbridge Wells ( Borough). — For feloniously wounding his wife with intent to murder her- JOHN WARRENER, age 47, height 5 ft. 7J in., complexion, whiskers ( bushy), moustache, and beard dark, hair dark brown, eyes blue ; dress, long dark overcoat, dark trousers, billycrck hat. " LANARKSHIRE. 23.— Glasgow ( City).— For embezzling £ 109 3s. 3d. — CHARLES SADDLER, a collector and traveller, age 23 to 25, height 5 ft. 7 or 8 in., complexion fresb, hair, whiskers, and moustache ( slight) light ; dress, black beaver overcoat, black morning coat and vest, striped tweed trousers. Resided with his wife at 97, Raeberry- street, Glasgow. Absconded 25th ult. Warrant issued. Information to Chief Constable Boyd, Glasgow. LANCASHIRE. 24.— Bury ( County) — For burglary at Radcliffe, 29th ult., and stealing a pair of men's lace boots with imitation toecaps, three brass eyelets and hooks, red lining on sides at top ( partly worn) ; a pair of ladies button boots, white lining, heel- plates, newly soled— TWO MEN : 1st, age about 50, height 5 ft. 3 in., com- plexion fair, hair, whiskers, and moustache grey dress, black coat and vest, brown trouiers ( torn at bottom), black billycock hat ; 2nd, age about 25, height 5 ft. 6 in., hair and moustache dark ; dress, dark coat and vest, dark cord trousers, lace boots ( much worn), double peak cap. Henderson, Bury. 25.— Liverpool ( City'*.— For failing to report— License Holder JOSEPH SANG ER, alias SPARLIT, SPAGAT, JULIUS JACKSON, and JOHNSON, Office No. 34659, age 24, height 5 ft. 7 in., complexion dark, hair dark brown ( curly), eyes hazel, circumcised, moles right side neck, on chin, left cheek, and above left elbow. Sentenced at Exeter, 24th January, 1884, to 5 years' penal servitude for larceny. Licensed 30th January last. Sentenced at Liverpool, 1st November, 1881, to 18 months' h* rd labour, and 5 years' police supervision for larceny. — JAMES BAXENDALE, Office No. 26007, age 36, height 5 ft. 3 in., complexion dark, hair and eyes brown, scar on left eyebrow, and several on forehead. Sentenced at Liverpool, 7th December, 1872, to 10 years' penal servitude and 7 years' police supervision for larceny. Sentenced at Liverpool, 11th July, 1882, to 5 years' penal servitude and 7 yeara' police supervision for larceny ( tools). 1 581. Information to the Chief Supt. Detective Depart ment, Liverpool- 26.— Salfo rd ( Borough.).— For obtaining £ 34 8s. 9d by false pretences— A MAN, age about 28, height 5 ft. 9 in., complexion fair, hair light brown ; dress, long black tight- fitting overcoat, silk hat, wore spec- tacles or eyeglasses. This man represents that he is authorised to collect accounts for certain firms, and gets the amount of account owing to the firm he names. Warrant issued. 27.— Salford ( Borough).— For embezzling £ 40 — ALFRED JAMES SMITH, age 23, height 5 ft. 7 in., co np'. exion sallow, hair dark, eyes ( very full) brown, slight moustache, no whiskers ; dress, brown check tweed overcoat with cape, dark tweed suit, hard felt hat. Warrant issued. 28.— Salford ( Borough).— Woodcut portrait and description of CHARLES DOUGLAS, a Scotch draper, whose apprehension is sought for several black, cheeks generally clean shaved, but sometimes has very Blight side whiskers, eyes dark, Jewish ap pearance, throws right leg out a little when walking, looks on the ground when speaking to anyone. Left Salford 30th August last, and it has since been ascer- tained that he took passage from Liverpool the following day oa board the steamer " Sardinian" for Quebec, but may have landed at Rimouikki. He booked and travelled in name of John Wilson, and was accompanied by a man named Rhodes, who travelled in the name of Jones. Their luggage was all labelled " Winnipeg, Manitoba," where it is sup- posed they have gone with the intention of turning to farming. A note was received from Douglas on 23rd October, headed " St. James'- street, Montreal," and bore the Montreal post- mark, dated 13th September. All the warrants and depositions in this case have been submitted to tho Secretary of State for the Home Department, and Lave been duly sealed and authen- ticated by him with a view to apprehending Douglas under the Fugitive Offenders Act, 1881. Information to the Chief Constable, Town Hall, Salford. ( Case No. 94) 17th October, 1884; ( Case No. 14) 30th October, 1885 ; and ( Cane No. 47) 15th April, 1887. Warrant isMied. GAIR, a clerk, age 37, height 5 ft. 7 in., complexion fair, hair brown; dress, brown suit, black hard felt hat. Was iu ilie service of Mr. Lancaster, of Hdstings, about 4 months. Supposed a na'ive of Southampton. Warrant issued. Not to be apprehended out of thu United Kingdom. Information to Supt. Bungard, Chertsey. NORTHAMPTONSHIRE. 29.— Northampton ( Borough).— For fraudulent bankruptcy— R. PIERCE, age about 33, height 5 ft. 5 or 6 in., stout build, complexion fresh, moustache ( slight) dark, clean smart appearance. BRICE, age 28 to 30, height 5 ft. 2 or 3 in., complexion sallow, whiskers brown ( may now be shaved), round face. Pierce was living in St. Giles'- street, in this town, with his wife, a tall, good- looking woman, complexion fresh, hair ( cut short) brown, and a boy about 4 years of age. Another man, said to be his brother, James Pierce, age about 24, height 5 ft. 3 or 4 in., complexion ( clear) dark, was living with him and assisting in the business, which was styled " The Bon March6." Brice was living with his wife, who is stout and taller than he, at 61, Sheep- street. An old man and woman ( supposed Pierce's parents) assisted in carrying on the business of both firms, such as making or repairing cheap furnituie, making up, & c. The old man was 60 years of age, very short, with grey hair, generally wore a high hat and carried a stick. Their modus operandi is to open shops in names only slightly different from some well known in the town ( such as Brice and Co. being converted into Brice and Sons!, thus easily obtaining a quantity of goods with- out inquiry, and sending the same to auction sales, and after thus disposing of a considerable quantity they leave without notice, and are not heard of again. Letters of inquiry have been received from all parts where these people have sent for goods, including furniture, rugs, mats, bedding, fancy goods, flannel, table cloths, woollen goods, ifcc. Gray and Co. transfer painters, London ( false), asks them to become agents for the sale of transfers, and that those who agree to take an agency will receive a draught screen, value £ 5, covered with transfers, also that pattern books circulars, and other advertising notices will be for- warded in a few days. Samples of transfers are then left, and money obtained on the strength of the fore' going representations.
