Particular, concerning persons whose apprehension is sought will be inurted in one issue of the POLICE GAZETTE if they are sufficient to enable action to be taken upon them by another force. In all cases where a reward is offered the name and address of some person renonsiblc for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be prominently inserted, with detailed particulars, at a cost of 15 » . per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6' .: El" rVanno"" cement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent ; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the cate may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. HONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and arc ulphabetically arranged by counties. 9. The force which cause, particular, concerning delinquents or stolen property to be inserted it the POLICE GAZBTTB, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all case,, the officer tigning the request for insertion of any announcement, will be wholly responsible for any proceedings which may re, ult from such publication. 11. Aniouneements for the Friday issue should be forwarded so a, to be receivsd not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, cither at the office, Great Scotland Yard, by cheque, crossed " Drummond Co.," Post Office Order payable at Charing Cross, Postal'Order, or in Stamps. 13. Advertisements arc accepted for the POLICE GAZBTTE through Mr. James Willing, 125 Strand, London, the , ole Agent, who will furnish the rates on application. 14. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The res alt of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but oan not be considered bound to do so. TON, alias HOLMES GRAINGER, whose apprehen- sion is sought for numerous hotel larcenies— age 23, height 5 ft. 6 in., complexion pale, hair light brown, fair moustache, of gentlemanly appearance and good address. Is in the habit of taking a bed for the night and leaving early in the morning, stealing jewellery, & c,, from adjoining bedrooms. Was sentenced at Lewes, 25th May, 1886, to 18 months' hard labour ; and at Middlesex Sessions, 17th December, 1884, to 15 months' hard labour for similar offences. MURDBR. 2.— C. I. D., C. O. — For murder at Chicago, U. S. A.— WILLIAM B. TASCOTT, age 22 or 23, height 5 ft. 8 or 9 in , slight build, very erect, com- plexion very fair, full round face, hair ( thin on top and cut short) dark brown, moustache ( thin) dark ( may be dyed), heavy eyebrows, eyes ( large) dark ; dress, dark overcoat, coat and vest, brown - and- grey striped trousers ( stripe li in. wide), black silk hat. May carry a cane, with round gold head and monogram W. B. T., also a coloured valise, 18 in. long, hung by a strap over shoulder. Warrant issued. 3.— G Division— For stealing, 27th ult., a cash box, containing £ 15, a single stone diamond ring, and a signet ring, set bloodstone, with monogram " A " thereon— ANDREW CRUM, an engraver, age 18, height 5ft. 3or4 in., complexion sallow, blotchy face, hair dark brown; dress, dark jacket and vest, tweed trousers. May endeavour to emigrate. Has friends residing at Huddersfield. A native of Aberdeen. 4.— P Division.— For stealing £ 80— THOMAS COTTAM, age 20, height 5 ft. 11 in., complexion fair, hair light, eyes grey, very red face ; dress, light tweed suit,' hard felt hat.— JANE COTTAM, age 26, height LAND, alias WILLIAM McCLELLAND and CLARK, Office No. 33756, a labourer or miner, whose appre- hension is sought for failing to report; age 34, height 5 ft. 8 in., hair dark brown, oval face, blue spot point of nose, 2 scars right hip, one left knee, and several on head, mole right forearm, man, flowerpot and flowers right forearm, set of flags and " W. C." left forearm, bracelet both wrists, man and woman on chest, speaks with a mixed English and Scotch accent; dress when last seen, light grey tweed coat, blue pilot vest, dark brown check tweed trousers, check winsey shirt, white collar, lace boots, blue cap with peak. Convicted at Brighton, 18th March, 1875, and sentenced to 15 years' penal servitude for rape. Licensed 22nd September, 1887. B 37. Left Galston, 6th ult., accompanied by his cousin, Catherine Elizabeth McClelland, a millworker, age 19, short and stout, complexion fair, hair light, eyes blue, wound mark right forearm; dress, blue- grey- and white check shawl, dark grey winsey dress, green and red check turnover, lace boots, bare head. Information to the Chief Constable of Ayrshire, Ayr. CAMBRIDGESHIRE. 6.— Isle of EJy ( County).— For stealing, 13th ult., an old double- case watch, hands and glass defi- cient, brass chain and keys attached— ELIJAH SMITH, a gipsy, age about 21, height 5 ft. 5 or 6 in., complexion, hair, and moustache ( slight) dark ; dress, black cloth coat, light cord trousers, blue muffler with spots, and dark cap with peak. May be found with APPREHEFL SIGN S SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— C. O., C. I. D., Convict Office.— Woodcut portrait and description of ARTHUR LESLIE BAR- 5 ft. 5 in., complexion fresh, hair auburn, eyes blue, large features, sharp pointed nose; dress, long black diagonal ulster or long red mixture jacket, black Gainsborough hat with ostrich feather, wears a Jubilee brooch made of four threepenny pieces. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. AYRSHIRE. 5.-- Galston ( County). — Woodcut portrait and description of License Holder ARTHUR CLEYE 2 T H E POLICE GAZETTE. FRIDAY, MARCH 2, 1888. hawkers of brushes, & c., or with gipsies in Cambridge- shire, Huntingdonshire, Bedfordshire, or Norfolk. Warrant issued. Information to Supt. Burrows, March. CHESHIRE. 7.— Altrlncham ( County).— For stealing poultry and assaulting police, 5th November last— RICHARD CONWAY, alias CONNOR, age 32, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes brown, D. W., anchor, K. A. and blue dots left arm, blue mark left hand, large scar back of right hand. A native of Sal ford. Warrant issued. Information to Supt. Leighton, Altrincham. 8.— Stockport ( Borcugh).— For stealing, 17th ult., a man's white flannel under- shirt, feather stitched down front ( nearly new)— A MAN, age about 45, height 5 ft. 6 or 7 in., complexion pale, hair ( bald on crown) inclined to be sandy, moustache and im- perial sandy; dress, black coat and vest, corduroy trousers, white cotton muffler, black hard felt hat with narrow brim and turned up very much at sides. Stated he was employed as platelayer on the railway, also that he was a pensioner from the Artillery, and that his mother and friends resided at Disley. 9.— Stockport [ Borough).— For obtaining money by fraud - MARIA MORTON, Queen street, Salford ( false), age about 36, medium height, hair ( frizzed in front and parted left side) light sandy, several teeth deficient in front ; dress, long black corded jacket, feather trimming down front and round bottom, black dress, plain block front boots, black bonnet trimmed black velvet and brown wing left side, claret- colour silk handkerchief, with large brass buckle brooch round neck. Stated she was a lady's- maid, and resided mostly in London and Scotland. Her modus operandi is to visit servant girls, stating she is in distress, and obtains money upon pawntickets filled in with fictitious description of articles. Sup- posed to be at present in the neighbourhood of Man- chester or Salford. 10.— Stockport ( Borough).— For stealing a num- ber of watches entrusted to him to repair— ALFRED CORBETT, age 62, height about 5 ft. 3 in., hair, whiskers, and moustache ( slightly grey) dark ; dress, black worsted overcoat, black suit, white collar, and black tie, lace boots, black hard felt hat. A native of Clerkenwell, London. Has a brother, John Corbett, a herald chaser, residing at Wardour- street, Oxford street, London, and sons: Alfred Corbett, a watch- maker, at Spennymoor, near Durham; William Corbett, mechanic, at Piatt's Machine Works, Oldham ; John Corbett, a dealer in jewellers' materials, 20, Hope- street, Hanley, Staffordshire ; daughters : Caro- line Foster, Cuthbert Cottages, Winson Green, near Birmingham ; Elizabeth Law, at 143, Oxford- street, Werneth, Oldham. Is well known to Mr. Prophet, jewellers' material dealer, Bolton. Has worked in King's- square, London. Birmingham, Manchester, Durham, and Scotland. Supposed to have been pre- viously convicted near Durham some years since, and sentenced to 9 months' imprisonment for a similar off nee. Absconded 22nd ult., having about £ 40 in his possession, and is supposed to have sailed from Liverpool in the " British King " for Philadelphia. Not to be arrested out of the United Kingdom. Warrant issued. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. CUMBERLAND. 11.— Wigton ( County).— For obtaining goods by false pretences — EDWARD STEWART, alias BOILER, age about 27, height 5 ft. 7 or 8 in., stout build, complexion fresh, hair light brown, one front tooth deficient; dress, light grey tweed jacket and vest, dark grey trousers, pink silk neckerchief, black silk cap with peak. A native of Penrith. Warrant issued. Information to Supt. Brown, Wigton. DEVONSHIRE. £ 20 REWARD. 12 — Barnstaple ( Borough).— Absconded in De- cember last, with about £ 700 in his possession— JOHN DAVEY, a bankrupt, age about 42, tall, complexion, hair, and eyes dark. Supposed accompanied by his two ^ ons, aged respectively about 21 and 19. Warrant issued. The above reward will be paid by Mr. William J. Villar, public accountant, 10, Hammett- street,. Taun- ton, for his apprehension. Information to Head Constable Longhurst, Barn- staple. DURHAM. 13— Sunderland ( County).— For failing to report — License Holder ROBERT WALKER, Office No 34362, age 25, height 5 ft. 3 in., hair light brown, eyes hazel, 3 stars, heart, female bust, and tree inside left forearm, cross back of left hand, female figure on left thigh, man and woman tattooed on right upper and lower arm. Sentenced at Durham Sessions, 31st December, 1883, to 5 years' penal servitude for larceny Licensed 17th December, 1887. J 1108. Information to the Superintendent, Borough Police* Sunderland. ESSEX. 14— Southend ( County).— For embezzlement— WILLIAM H. WOOD, a milkman, age 20 ( looks younger), height 4 ft. 10 in., slight build, complexion sallow, long thin face, hair brown, eyes hazel, stoops a little when walking ; dress, dark grey coat and vest, dark trousers, black hard felt low- crowned hat, lace boots. Well acquainted with London. Supposed to have been in a Reformatory School. A native of Southend. Warrant issued. Information to Supt. Hawtree, Southend, FLINTSHIRE. 15.— Mold ( County).— For stealing, 30th ult., a black cart mare ( recovered)— TWO MEN, 1st, age about 27, height 5 ft. 7 or 8 in., complexion fresh, hair and eyes dark, small side- whiskers and moustache ; dress, brown coat, breeches and leggings; 2nd, age about 30, height 6 ft., slender build, small features ; dress, dark clothes, tight fitting breeches and leggings and sleeve vest. Information to Deputy Chief Constable Bolton, Mold. GLOUCESTERSHIRE. 16.— Cheltenham ( County).— For stealing £ 50— HENRY GARDNER, age 54, height 5 ft. 10 or 11 in., complexion fresh, hair and whiskers brown, upper lip and chin shaved, eyes blue, tender feet, and turns his toes outward when walking ; dress, dark ribbed over- coat, light tweed vest with black sleeves and back, brown cord trousers, turn- down collar, black tie, lace boots, black hard felt hat. A native of Cheltenham. Warrant issued. Information to Supt. McRae, Cheltenham. HAMPSHIRE. 17.— Newport ( Borough).— Woodcut portrait and description of HENRY BALLARD, a railway clerk, whose apprehension is sought for embezzling £ 90— age 36, height 5 ft. 8 in, complexion fresh, hair, whiskers and moustache dark brown ( may now have shaved); dress, brown overcoat, constitution cord vest, blue serge trousers, yachting cap. Has been in the Navy, and may seek employment as a mariner. Warrant issued. Information to Head Constable Blackwell, Newport, Isle of Wight. 18.— Portsmouth ( Borough).— For stealing £ 27, 14th ult.— THOMAS GURNEY, age about 18, height 5 ft. 2 or 3 in., stout build, complexion pale, full round face, hair dark brown, eyes ( supposed) blue; dress when last seen, brown- and- grey plaid coat, black- and- white striped trousers, butcher's blue frock and apron, dark helmet cap, elastic side boots. Came to Porte- mouth about three weeks since, and stated he was a butcher's assistant, and a native of Northampton; may endeavour to get on board ship as a butcher, or seek employment in that capacity on shore. Absconded 14th ult. Information to Chief Constable Cosser, Portsmouth. KENT. 19. — Mailing ( County).— For deserting his wife and child, leaving them chargeable to the Mailing Union- JOHN OSBORNE STOCKLEY, alias STREETER, a carpenter, age 48, height 5 ft. 5 in., complexion, hair, and eyes dark, deeply pockpitted, large nose, swaggering gait ; dress, long black over- coat, black vest, dark cord trousers, black- and- white plaid scarf, hard felt hat, lace boots. Is well known to bricklayers in Kent. A native of West Mailing. Warrant issued. Information to Snpt. Hulse, Mailing. 20 Tunbridge Wells ( Borough). — For feloniously wounding his wife with intent to murder her- JOHN WARRENER, age 47, height 5 ft. 7£ in., complexion, whiskers ( bushy), moustache, and beard dark, hair dark brown, eyes blue ; dress, long dark overcoat, dark trousers, billycock hat. Has been a grocer, and convicted of Long Firm Frauds. A native of Brenchley, Kent. Warrant issued. Information to Head Constable Embery, Tunbridge Wells. LANCASHIRE. 21.— Chorley ( County).— For inflicting grievous bodily harm— MICHAEL MURRAY, age 33, height 5 ft. 4j in., complexion fresh, hair dark sandy, eyes grey, cut across left wrist, fourth finger- nail right hand crushed. A native of Chorley. Warrant issued. Information to Supt. Beetham, Chorley. 22.— Old Trafford ( County).— For stealing, 20th ult., 2 cows ( recovered)— DANIEL CORECROST, alias IRISH DAN, age 55, height 5 ft. 3 in., complexion fresh, clean shaved, hair ( long) grey ; dress, long blue overcoat, dark mixture trousers, blue cap with peak, lace boots. Was entrusted with the conveyance of the cows from Rochdale to Swinton, but sold them on the way to a farmer for £ 24 10s. Left Salford 21st ult. for Stockport. Information to Supt. Bent, Old Trafford. 23.— Salford ( Borough).— Supervisee THERESA TAYLOR, alias MARY SMITH, Office No. 34687, age 27, height 5 ft. 5 in., complexion sallow, hair and eyes brown, right forefinger has been broken, scars centre of forehead. Sentenced at Salford, 11th April, 1887, to 9 months' imprisonment and 2 years' supervision for shopbreaking. 2872. Information to the Superintendent, Borough Police, Salford. LEICESTERSHIRE. 24.— BeIgrave ( County).— For stealing a silver Geneva watch, No. 319, with German silver guard attached; and a navy blue serge coat, pockets on hips and on left breast— RICHARD ROBINSON, age 40, height 5 ft., complexion and hair dark; dress, dark cord trousers, light vest, old hard black billycock hat. Supposed to be wearing the stolen coat. A native of Market Harborough. Information to Supt. Peberdy, Belgrave. 25.— Melton Mowbray ( County).— For obtaining money by false pretences, 24th January last— ROBERT ALLEN HOWARD, age 38 to 40, height 5 ft. 10 or 11 in, stout build, complexion pale, hair ( brushed up from forehead), beard, and moustache light, talks loudly and somewhat blusteringly. A master builder ; has been in business at Old Dalby for many years. Absconded 8th inst., and is supposed to have a con- siderable amount of money in his possession. May en- deavour to go abroad. Is well known in Nottingham. Warrant issued. Information to Captain Grimston, Chief Constable, Leicester ; or to Supt. Holloway, Melton Mowbray. MONTGOMERYSHIRE. 26— Welshpool ( County). — For stealing poultry — HENRY JONES, alias JAMES, age 28, height 5 ft. 9i in., complexion sallow, hair and moustache brown, eyes hazel, lost several upper front teeth, X. S. 22 tat- tooed back of left hand ; dress, dark cloth jacket, cord trousers, and cap. A native of Llanfyllin. Was last heard of at Portmadoc, Carnarvonshire. Warrant issued. Information to Supt. Ellis, Welshpool. NORFOLK. 27.— Norwich ( City). — Escaped from H. M.' s Prison, Norwich, llth ult., whilst undergoing 2 months' imprisonment for a misdemeanour— ROBERT LARGE, age 21, height 5 ft. 6£ in., oval face, com- plexion dark, hair dark brown, eyes light brown, scar top of head and inside left shin, mole between shoulder FBIDAY, MARCH 3, 1888. T H E POLICE GAZETTE. 3 blades, scar and two small white marks right side small of back ; dressed in prison clothes. A native of Lenwade, Norfolk. Warrant issued. 28.— Norwich ( City).— Escaped from prison, llth ult., whilst undergoing 12 months' imprisonment for felony— GEORGE ANNISON, age 29, height 5 ft. 5J in., long face, complexion and hair dark, eyes brown, mole pit of stomach. Supposed native of Yarmouth. Information to the Chief Constable, Guildhall, Norwich. NORTHAMPTONSHIRE. 29.— Northampton ( Borough).— For fraudulent bankruptcy— R PIERCE, age about 33, height 5 ft. 5 or 6 in., stout build, complexion fresh, moustache ( slight) dark, clean smart appearance.— — BRICE, age 28 to 30, height 5 ft. 2 or 3 in., complexion sallow, whiskers brown ( may now be shaved), round face. Pierce was living in St. Giles'- street. in this town, with his wife, a tall, good- looking woman, complexion fresh, hair ( cut short) brown, and a boy about 4 years of age. Another man, said to be his brother, James Pierce, age about 24, height 5 ft. 3 or 4 in., complexion ( clear) dark, was living with him and assisting in the business, which was styled " The Bon March6." Brice was living with his wife, who is stout and taller than he, at 61, Sheep- street. An old man and woman ( supposed Pierce's parents) assisted in carrying on the business of both firms, such as making or repairing cheap furniture, making up, < kc. The old man was 60 years of age, very short, with grey hair, generally wore a high hat and carried a stick. Their modus operandi is to open shops in names only slightly different from some well known in the town ( such as Brice and Co. being converted into Brice and Sons), thus easily obtaining a quantity of goods with- out inquiry, and sending the same to auction sales, and after thus disposing of a considerable quantity they leave without notice, and are not heard of again Letters of inquiry have been received from all parts where these people have sent for goods, including furniture, rugs, mats, bedding, fancy goods, flannel table cloths, woollen goods, & c. Should any person or persons answering the descrip tion of the above be known to have recently opened shop in any town, it is requested that information be sent to the Chief Constable, Northampton, before apprehending, when an officer will be sent to identify them. Warrant issued. Information to Chief Constable Mardlin, Borough Police, Northampton. SOMERSETSHIRE. 32.— Bath ( City).—^ or obtaining food by false pretences, 20th ult.; also atealing a silver Geneva watch and an English lever watch— PARSONS, alias PHILLIPS, a clerk, age about 24 or 25, height 5 ft. 7J in., complexion fair, hair ( cut very short) red, eyes grey, no whiskers or moustache, walks quickly ; dress, short blue serge jacket and vest, dark brown trousers, side- spring boots, brown hard felt hat. His modus operandi is to obtain lodgings, stating he is a clerk in the Post Office or on the railway, and that his luggage will arrive in a day or two ; by these representations obtains food, or commits a larceny, and immediately decamps. Left for Bristol 20th ult. Warrant issued. Information to Lieut. Colonol Gwyn, Chief Con- stable, Bath. 33.— Bristol ( City).— For failing to report, Licence Holder JAMES HARRIS, alias JAMES CARROLL, age 47, height 5 ft. 1 in., complexion fresh, hair light brown, eyes blue. Lost sight of one eye. Sentenced at Bristol, 3rd August, 1878, to 12 years' penal servi- tude for wounding. Information to the Chief Constable, Bath. SELKIRKSHIRE. 30.— Se'kirk ( County).— For falsehood, fraud, and wilful imposition, 23rd December last — J. H GUTHRIE ( supposed false), age 32 to 34, height 5 ft, 7 or 8 in., complexion fresh, hair ( supposed slightly frizzled), Eide whiskers, and moustache dark ; dress dark overcoat, black twill worsted suit, high hat with band, carried a black handbag containing a quantity of transfers. Stated he was a commercial traveller and resided at 122, Downsell- road, Leighton- road Stratford, London. His practice is to call on painters, stating he is the representative of Messrs. J. and W. Gray and Co., transfer painters, London ( false), asks them to become agents for the sale of transfers, and that those who agree to take an agency will receive a draught screen, value £ 5, covered with transfers, also that pattern books, circulars, and other advertising notices will be for- warded in a few days. Children have a strange way of mixing up things, and when I was a little lad I connected these words with a place in the far west of this country. Away out on those wild cliffs, with the fierce Atlantic rolling in upon them, there is a valley which came to be in my mind a sort of Valley of Decision. There was a little stream hurrying on ; here, spreading out into a broad pool— there, narrowed into a swift river : but always and everywhere hastening away to the great sea. Is not that just like our life 1 Hurrying away, always, everywhere, to that great sea, Eternity. Day and night, working and resting, life hurrying on. How are we going 1 Where is our life going ? The Valley of Decision is a place of sober thought. Circumstances connected with this valley suggested to me danger and deliverance — it was a place of solemn warning ; but these suggestions of thought, danger, de- liverance, and warning will not make it a Valley of Decision. It needs one thing more. In such a valley it may have been the prodigal had led the swine, near to such a steep place by the sea. He had much sober thought. Hunger, and want, and friendlessness make a man think. He thought about his folly, and his home, and his Father'* love, and that the servants had enough and to spare. But see ! he springs to his feet. Bare- footed, ragged, perishing with want, he says, " I will arise and go to my Fai her." Then it is tho Valley of Decision. So people live for years in this valley of sober thought and solemn warning, but they don't make it a Valley of Decision. You perhaps have thought of God reverently, said your prayers morning and night, listened to the Word, and yet have never made up your mind to love Jesus and serve Him. Ttiough you may have said, " I will arise and go to Him," yet you have never got up and come. You have never flung yourself down before Him, crying, " Lord, have mercy upon me ! I want to be Thine. Take me, make mi; as one of Thy hired servants." You have never made it the Valley of Decision. We must make up our minds to do it. Men make up their minds about everything else and do it; but about this, men go hoping, and desiring, and think- ing, but never deciding— about this, the most important of all.
