T I O N S. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted it the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editol notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. Ihey must be dearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond S; Co.," Post Office Order payable at Charing Cross, Poital Order, or in Stamps. 13. Stated to hove gone to Yorkshire. 3.— C Division.— Woodcut portrait and descrip- tion of ALFRED EYEEILL, whose apprehension is NOTICE. EXTRADITION. as A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own • subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do go. Lately occupied rooms at 24, Old Bond- street as a pic- ture dealer, and has been secretary to the Royal Insti- tute of Painters in Water Colours, 191, Piccadilly. 4.— E Division.— For felony and embezzlement — WALTER DEMPSEY, age 20, height 5 ft. 6 or 7 in., complexion fair, hair ( inclined to curl) light, slight cast in one eye, peculiar gait, smart appearance; dress, dark tweed overcoat, dark mixture suit, black hard felt hat. A native of London. Warrant issued. 5.— M Division.— For obtaining surgical instru- ments by fraud- CHARLES HENRY AUGUSTUS STONE, age 44, height 5 ft. 7 in., complexion, hair, moustache ( slight), and eyes dark ; dress, dark Chester- field overcoat, dark mixture trousers, black silk hat. Warrant issued. 6.— N Division,— For obtaining money by fraud — JOHN GAVIN KITCHEN, a schoolmaster, age 38, height 5 ft 8 in., complexion fair, hair, whUkers, and moustache light, eyes blue, wears eyeglasses; dress, dark overcoat, dark trousers, low felt clerical hat. His father resides at 16, Laik- lane, Liverpool, and his wife's mother, name supposed Cummeridge or Cumberidge, resides at a small village 3 miles from Oxford. Warrant issued. 7.— S Division.— Woodcut portrait and descrip- tion of FREDERICK MONKTON, whose apprehen- sion is sought for embezzling £ 239, age 28, height 5 ft. 5 or 6 in., complexion, hair, and eyes ( full) dark, slightly knock- kneed left leg. 8.— V Division.— For burglary, 7th inst., and stealing 2 diamond necklets ( one with small diamonds arranged in form of leaves, 3 stones in each; one with single row of diamonds); 1 gold band with single row of stones, clusters at intervals ; 2 round gold lockets ( one set large crystal, surrounded with diamonds; one raised pattern, large pearl in centre); 4 gold necklets ( one set pearls; one aqua- marine large stones ; one Roman gold, maker's name " Castellani" engraved thereon; one set single stone, imitation diamond); 2 gold bracelets ( one single stone diamond ; one bangle with single row of pearls); 2 diamond brooches ( one shape of 2 hearts ; one large diamond shape); 1 gold ditto, cross in centre composed of various stones, surrounded with pearls; 1 tortoise- shell comb, set gold and aqua- marine; 2 gold stars, set imitation diamonds, 9 stones in each ; 1 amethyst and gold spray; I lady's gold Geneva watch, No. 87550 engraved on back— A MAN, age about 30, height 5 ft. 5 in., moustache fair; dress, pilot jacket, cheesecutter cap. 9.— W Division.— For obtaining money by false pretences— J. This man calls upon solicitors and auctioneers stating that he wishes them to collect rents, etc., and before leaving obtains money by representing he is short of cash. Supposed native of Windsor. BOWMAN, a clerk, late of 45, Elgar- street, Kotherhithe, age 26, height 5 ft. 1 in , complexion sallow, hair ( rather long) and mous tache ( thin) light, round- shouldered, slightly bow- legged, part of second finger right hand deficient; dress, dark check suit and overcoat, light necktie, black felt hat. Absconded 9th December last. Warrant issued. £ 20 REWARD. U, For obtaining transfer of stock by false pretences- THOMAS GORDON FAIRBAIRN, a stockbroker, late of 7, Great Winchester- street, E. C., and 24, Phillimore- gardens, S. W., age about 35, height nearly 6 ft., figure large and upright, well- built, com- plexion pale, hair, whiskers, and moustache dark brown, eyes dark, very hairy hands, well- dressed, and of gen- tlemanly appearance. Absconded in October last. Warrant issued. The above reward will be paid by Messrs. Michael Abrahams, Sons, and Co., solicitors, 8, Old Jewry, E. C., for his apprehension. BUCKINGHAMSHIRE. 12.— Chepping Wycombe { Borvugh) — For stealing, 30th ult., a gentleman's silver Geneva watch, No. 76941, 461 scratched on inside case— WALTER QUAKTERMAN, age 22, height 5 ft. 5 in., complexion, hair, and eyes dark, clean shaved ; dress, black coat ( torn at elbow and under left arm), light grey vest, grey breeches, brown gaiters, plaid single- peak cap. A stableman; native of Watford, Hertfordshire. Information to Head Constable Fraser, Chepping Wycombe. - f CAMBRIDGESHIRE. 13.— Islo of EJy ( County).— For stealing, 13th inst., an old double case watch, hands and glass defi- cient, brass chain and keys attached— ELIJAH SMITH, a gipsy, age about 21, height 5 ft. 5 or 6 in., complexion, hair, and moustache ( slight) dark ; dress, black cloth coat, light cord trousers, blue muffler with spots, and dark cap with peak. May be found with hawkers of brushes, < fcc., or with gipsies in Cambridge- shire, Hampshire, Bedfordshire, or Norfolk. Warrant issued. Information to Supt. Burrows, March. CHESHIRE. 14.— Altrincham ( County).— For stealing poultry and assaulting police, 5th November last— RICHARD CONWAY, alias CONNOR, age 32, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes brown, D. W., anchor, K. A. and blue dots left arm, blue mark left hand, large scar back of right hand. A native of Sal- ford. Warrant issued. Information to Supt. Leighton, Altrincham. 15.— Stockport ( Borough).— For stealing, 17th inst., a man's white flannel under- shirt, feather stitched down front ( nearly new)— A MAN, age about 45, height 5 ft. 6 or 7 in., complexion pale, hair ( bald on crown) inclined to be sandy, moustache and im- perial sandy; dress, black coat and vest, corduroy trousers, white cotton muffler, black hard felt hat with narrow brim and turned up very much at sides. Stated he was employed as platelayer on the railway, also that he was a pensioner from the Artillery, and that his mother and friends resided at Disley. 16.— Stockport ( Borough).— For obtaining money by fraud- MARIA MORTON, Queen- street, Salford ( false), age about 36, medium height, hair ( frizzed in front and parted left side) light sandy, several teeth deficient in front ; dress, long black corded jacket, feather trimming down front and round bottom, black dress, plain block front boots, black bonnet trimmed black velvet and brown wing left side, claret- colour silk handkerchief, with large brass buckle brooch round neck. Stated she was a lady's- maid, and resided mostly in London and Scotland. Her modus operandi is to visit servant girls, stating she is in distress, and obtains money upon pawntickets filled in with fictitious description of articles. Sup- posed to be at present in the neighbourhood of Man Chester or Salford. Information to Lieut.- Colonel Staples, Chief Con stable, Stockport. 17.— Stockport ( Borough).— JOHN BARMBY, Case No. 7, 10th inst., not to be apprehended, DENBIGHSHIRE. 18.— Wrexham ( County).— For obtaining money by false pretences— WILLIAM LLOYD, age 17, height 5 ft. 2 in., hair sandy, rather rcund- thouldered ; dress, old brown overcoat and trousers, double peak cap. Warrant issued. 19.— Wrexham ( County).— For stealing £ 5— JOHN DAVIES, age 35, height 5 ft. 5 in., complexion sallow, hair ( turning grey), moustache, and side whis- kers black, bow- legged. A van man or labourer. Warrant issued. 20.— Wrexham ( County).— For stealing £ 6 10s. at Llangollen, 4th inst.—" JIM THE GROOM," age about 50, height 5 ft. 6 or 7 in., clean shaved, small features ; dress, long snuff- colour overcoat, brown trousers and vest, lace boots, dark felt hat. Warrant issued. Information to Deputy Chief Constable Wilde, Wrexham. DERBYSHIRE. 21.— Glossop ( Borough).— For forgery— THOMAS MICHAEL ELLISON, jun., solicitor's clerk, age 26, height 5 ft. 6 in., complexion fresh, hair ( cut short) dark brown, short side- whiskers and moustache ( which he may have shaved), eyes grey, square shoulders, rather long features, prominent cheek bones and ears, walks hurriedly with short quick steps, and leans for- ward from hips ; dress, supposed dark overcoat and trousers and high silk hat. Is fond of horse- racing, and may be found in the company of betting men or endeavour to go abroad. Now holds a lieutenant's commission in the Glossop Detachment of the 4th Cheshire R. V. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Head Constable Hodgson, Glossop. DEVONSHIRE. 22.— Tiverton ( Borough).— For embezzling £ 18 9s. — JOHN JARMAN, late relieving officer of the Tiverton Union, age 40, height 5 ft. 9 in , complexion fresh, hair, whiskers, and moustache light brown, shaves under chin, lost right hand and has an artificial one, wears a brown kid glove, and generally carries it in his coat pocket; dress, brown suit. May endeavour to leave the country. Warrant issued. Information to Head Constable Crabb, Tiverton. ESSEX. 23.— Maldon ( Borough).— For stealing a quantity of gloves, scarves, handkerchiefs, < fcc., which he dis- posed of through the Exchange and Mart— HENRY GEORGE STOKES, clothier's assistant, height 5 ft. 9 or 10 in., complexion sallow, sunken cheeks, hair black, long and narrow feet. May be wearing a pair of blue spectacles. Has been in the employment of Lewis, Hyland, and Goble, general drapers, & c., Folkestone. His parents reside at Oxford House, Abingdon, Berkshire. Warrant issued. Information to Head Constable Halsey, Maldon. FLINTSHIRE. 24.— Mold ( County).— For stealing, 30th ult., a black cart mare ( recovered)— TWO MEN, 1st, age about 27, height 5 ft. 7 or 8 in., complexion fresh, hair and eyes dark, small side- whiskers and moustache ; dress, brown coat, breeches and leggings; 2nd, age about 80, height 6 ft., slender build, small features ; dress, dark clothes, tight fitting breeches and leggings and sleeve vest. Information to Deputy Chief Constable Bolton, Mold. GLOUCESTERSHIRE. 25.— Cheltenham ( County).— For stealing £ 50— HENRY GARDNER, age 54, height 5 ft. 10 or 11 in., complexion fresh, hair and whiskers brown, upper lip and chin shaved, eyes blue, tender feet, and turns his toes outward when walking ; dress, dark ribbed over- coat, light tweed vest with black sleeves and back, brown cord trousers, turn- down collar, black tie, lace boots, black hard felt hat. A native of Cheltenham. Warrant issued. Information to Supt. McRae, Cheltenham. HAMPSHIRE. 26.— Newport ( Borough).— Woodcut portrait and description of HENRY BALLARD, a railway clerk, whose apprehension is sought for embezzling £ 90— age 36, height 5 ft. 8 in , complexion fresh, hair, whiskers and moustache dark brown ( may now have shaved); dress, brown overcoat, constitution cord vest, blue serge trousers, yachting cap. Has been in the Navy, and may seek employment as a mariner. Warrant issued. Information to Head Constable Blackwell, Newport, Isle of Wight. 27.— Portsmouth ( Borough.).— For stealing £ 27, 14th inst.— THOMAS GURNEY, age about 18, height 5 ft. 2 or 3 in., stout build, complexion pale, full round face, hair dark brown, eyes ( supposed) blue ; dress when last seen, brown- and- grey plaid coat, black- and- white striped trousers, butcher's blue frock and apron, dark helmet cap, elastic side boots. Came to Porte- mouth about three weeks since, and stated he was a butcher's assistant, and a native of Northampton ; may endeavour to get on board ship as a butcher, or seek employment in that capacity on shore. Absconded 14th inst. Information to Chief Constable Cosser, Portsmouth. HERTFORDSHIRE. 28.— Bishops Stortford ( County).— For house- breaking, 8th ult.— RICHARD HOYE COUSINS, age 39, height 5 ft. 6 in., complexion, hair, and whiskers dark, moustache dark brown, small scar on end of nose ; dress, long dark overcoat, dark trousers, hard felt hat. Frequents low public houses, and may be found in the company of straw carters. Is known at Pender's End and Enfield. Resides at 36, Thurlow- street, Wands worth- road, London. Has been pre- viously convicted. Warrant issued. Information to Supt. Innes, Bishops Stortford. KENT. 29.— Chatham ( County).— For stealing £ 25, 9th inst.— CORPORAL DAVID W. HALLEY, Royal Engineers, age about 27, height 6 ft., complexion fair, hair and moustache light, eyes blue, lost nearly all his front top teeth, stoops slightly and hangs his head forward when walking. A native of Crieff, Perthshire. Information to Supt. Coppinger, Chatham. LANCASHIRE. 30.— Burnley ( County).— For forging a cheque for £ 8, in name of John Howarth, of Accrington, on the Manchester, Liverpool, and District Banking Company, Colne.— J. E. DAVIES, age 21, height 5 ft. 10 or 11 in., complexion fresh, hair black ; dress, black coat and vest, light mixture or check trousers, and billycock hat. Has in his possession a cheque book which he obtained at the bank, stating it was for Mr. Howarth. Will, no doubt, forge and endeavour to oass other cheques at different towns. Left Colne for London 23rd ult., stating he was going to rehearse in a play (" Dorothy "), at the Prince of Wales's Theatre. Was employed some time ago as agent or baggage man with the Fuller Company ( Mat Graves). Is well known amongst theatricals. Father resides at 25, Brearton- street, North Parade, Bradford ; a brother at 45, Danes- road, Middlcsboro'; and a brother- in- law, Mr. Olsen, at 22, St. Andrew's Ferry, New Quay, Grimsby. Supposed native of Bradford. Warrant issued. Information to Supt. Barnet, Burnley. T H E POLICE GXZETTE. 5 31.— Chorley ( County).— For inflicting grievous bodily harm— MICHAEL MURRAY, age 33, height 5 ft. 4j in., complexion fresh, hair dark sandy, eyes grey, cut across left wrist, fourth finger- nail right hand crushed. A native of Chorley. Warrant issued. Information to Supt. Beetliam, Chorley. 32— Liverpool ( City).— For stealing £ 30, 7th inst.— ALFRED HENRY BORTHWICK, age 21, height 5 ft. 7 in., smooth face, slightly freckled, hair ( short) light sandy, cast in one eye, round- shouldered, slightly bow- legged ; dress, blue overcoat with velvet collar, brown check suit, black felt hat. Warrant issued. 33.— Liverpool ( City).— For failing to report- License Holders WILLIAM LYNCH, Office No. 33289, age 27, height 5 ft 7 in., complexion fresh, hair brown, eyes hazel, ecar right breast ( stab). Sentenced at Liverpool, 17th July, 1883, to 5 years' penal servitude and 5 years' police supervision for larceny ( till). Licensed 8th July, 1887. J 591.— JOHN WILLIAMS, alias JONES, Office No. 33865, age 34, height 5 ft. 4 in , complexion dark, hair dark, eye3 hazel ( cast in right eye and sight defective), burn mark left arm, and blue dot between left thumb and finger. Sentenced at Liverpool, 20th February, 1882, to 7 years' penal ser- vitude and 7 years' police supervision for warehouse- breaking. Licensed 7th October, 1887. A J 427.— PETER CONROY, Office No. 33867, age 31, height 5 ft. 10 in., complexion fresh, hair brown, eyes grey, blue mark right arm and wrist, large scar from chest to belly, stab above right knee. Sentenced at Liver- pool, 27th July, 1883, to 5 years' penal servitude for larceny ( person). Licensed 10th October, 1887. J 680. — Supervisee LEOPOLD LEONARD, alias LOUIS FRANKLIN, Office No. 25780, a Jew, age 29, height • 5 ft. 5 in., complexion dark, hair dark, eyes brown, two scars right side forehead and one left temple. Sentenced at Usk, 9th April, 1879, to 7 years'penal servitude and 7 years' police supervision. H 337. Information to Chief Supt. Williams, Liverpool. 34.— Manchester ( City). - For failing to report- Supervisee PATRICK HEALEY, Office No. 19388, age 31, height 5ft. 3$ in , complexion sallow, hair dark brown, eyes brown, scars left of forehead, left eye- brow, and back of left hand, anchor and P. H. right forearm. Sentenced at Manchester, 16tli June, 1881, to 12 months' hird labour and 7 years' police super- vision for larceny.— Supervisee SARAH RIDGWAY, Office No. 21667, age 28, height 5ft. 2in., complexion light, hair light brown, eyes greyi small mole back of neck. Sentenced at Manchester, 9th Feb., 1882, to 15 months' hard labour and 7 years' police super- vision for larceny. Information to Supt. Hicks, Manchester. LEICESTERSHIRE. 35.— Belgrava ( County).— For stealing a silver Geneva watch, No. 319, with German siiver guard attached ; and a navy blue serge coat, pockets on hips and on left breast— RICHARD ROBINSON, age 40, height 5 ft., complexion and hair dark ; dress, dark cord trousers, light vest, old hard black billycock hat. Supposed to be wearing the stolen coat- A native of Market Harborough. Information to Supt. Peberdy, Belgrave. 36.— Loughborough ( County). — For larceny ( dwelling) at Sheepshed— ROBERT KILBY, alias KIMBERLEY and " BOB THE TIPSTER," age 32, height 5 ft. 81 in., complexion, hair, moustache, and beard dark, eyes hazel, oval face, scar left eyebrow, lost two upper teeth; dress, check coat and trousers, blue melton overcoat.— WILLIAM ROBERTS, age 28, height 5 ft. 4J in., complexion fresh, hair dark brown, moustache slight, eyes brown, oval face, of smart appearance ; dress, dark grey overcoat or dark melton ditto, dark check trousers, brown leggings, and brown felt hat. A bookmaker; native of Knights- bridge, London. Warrant issued. Information to Supt. Smith, Loughborough. 37.— Melton Mowbray ( County).— For obtain- ing money by false pretences, 24th ult.— ROBERT ALLEN HOWARD, age 38 to 40, height 5 ft. 10 or 11 in, stout build, complexion pale, hair ( brushed up from forehead), beard, and moustache light, talks loudly and somewhat blusteringly. Stated he was a commercial traveller, and resided at 122, Downsell- road, Leighton- road, Stratford, London. His practice is to call on painters, stating he is the representative of Messrs. J. and W. Gray and Co., transfer painters, London ( false), asks them to become agents for the sale of transfers, and that those who agree to take an agency will receive a draught screen, value covered with transfers, also that pattern books, £ 5, circulars, and other advertising notices will be for- warded in a few days. Samples of transfers are then left, and money obtained on the strength of the fore- going representations.
